Abstract:
This report marks 20 years since the U.S.-led invasion of Iraq. It recounts the impacts of war and critiques the strategy of using military intervention to enhance women’s rights. It is presented in the spirit of UN Security Council Resolution 1325, adopted in 2000, which urges all actors to “adopt a gender perspective.” Our analysis traces the deterioration of social and economic conditions for women caused by U.S. policy and the resulting rise of extremism and sectarian warfare. We also address the role of Iraqi women in mobilizing movements to assert their rights and oppose violence. In telling this story, we rely extensively on the voices of Iraqi women who experienced and studied these events. A gender perspective means going beyond the view of women as victims to address the political agency of women as they struggle for political, economic, and social justice. We use “feminist discovery” to examine the lived experience of Iraqi women and gain a better understanding of the realities of war.1 This report draws lessons for the future of U.S. and international security policy and examines the agenda for women’s rights today as defined by Iraqi women and their international supporters.

On the thirtieth anniversary of the landmark Oslo I Accord, the Washington Institute for Near East Policy has published a remarkable compendium that includes essays by officials who played significant roles in the Israeli-Palestinian peace process from the deal’s signing in September 1993 through the present. The volume includes personal perspectives from former diplomats, analysis of public opinion among Israelis and Palestinians, and policy recommendations for U.S. officials. The writers conclude that while the prospects for peace appear dim at the moment, wise policymaking may yet fulfill the promise of the Oslo Accords.

The report first examines how data and information technologies are situated in global frameworks and national plans for disaster risk reduction. Following a general outline of the types of data relating to the three stages before, during and after disasters, the report draws on relevant studies and engages the discussions in the round table meetings held within the scope of the project and attended by representatives from different institutions and organisations to analyse the data produced, utilised, and shared in the project provinces. 4. What Iraq Tells Us About Displacement

Over pizza in the charming town of Ankawa on the outskirts of Erbil, Iraq, survey field researchers start telling their stories from the field. “I’m visiting this one house, and I come to the question about ‘do you consider yourself displaced,’” recounts a veteran Iraqi researcher. “The hajji [elderly man] stares at me silently for a minute, and then with a deadpan expression on his face says, ‘Do I consider myself displaced? No, I consider myself a lawyer!’ He then angrily yells at us to get out.” The table erupts in laughter. The casual outing in summer of 2018 had been proceeded by a week’s worth of training workshops on survey and interview best practices, discussions on questionnaires, and logistical meetings in a stuffy, high-rise hotel on Erbil’s 60 Meter Street. Research teams from Georgetown University (GU) and from the International Organization for Migration (IOM) were gathered in preparation for the latest round of qualitative and quantitative data collection for the joint project Access to Durable Solutions Among Internally Displaced Persons (IDPs) in Iraq. The first-ever study of its kind, Access to Durable Solutions Among IDPs in Iraq followed, over a five-year period, nearly 3,600 Iraqi households that had been displaced by ISIS/ISIL. In this one evening away from official formalities, what crystalizes among the GU and IOM teams is that the study’s substantive contributions and innovations stem from the strengths of this academic-NGO partnership.

5. Honoring the Memories of Iraqi Academics

She will not awaken, will not come back to life. I thought that I could carry on, would carry on her legacy. I knew I would never be half the lawyer, half the teacher she was, but I thought I could carry on, keep her memory alive. I would ask the same questions, meet the same silences, get the same look that conveyed a deadly warning. But what was her death if I did not ask? What was my freedom if I did not question?… – Dr. Persis Kari These lines are an excerpt from the poem “When We Dead Awaken,” written by Dr. Persis Karim in memory of Iraqi academics Muneer al-Khiero and his wife Leila al-Saad. The couple worked together at Mosul University’s College of Law—Dr. Al-Saad as Dean and Dr. Al-Khiero as a lecturer. On June 21, 2004, both were found dead in their home in the Dandan neighborhood, South of Mosul. The pan-Arab newspaper Asharq Al- Awsat quoted a police official as saying that the killings were not motivated by theft, as large sums of money were found, untouched, in the couple’s home.* Instead, Al-Saad and Al-Khiero were likely the victims of targeted assassinations, placing them among the hundreds of Iraqi academics and educators brutally killed in the decade following the U.S.-led invasion and occupation of the country. Although the exact number is not known, the Brussels Tribunal verified and published the names and details of the deaths of over 400 Iraqi academics who were killed—more than half at point-blank by firearms, while others were kidnapped, including some by security forces and died in detention. Karim’s poem commemorating the couple is part of the project “Shadow and Light,” an on-going project to set up exhibitions of photographs and artists’ statements honoring the hundreds of Iraqi academics and educators brutally killed in the decade following the U.S.-led invasion and occupation of the country. “Shadow and Light” was founded in 2018 by poet and San Francisco-based activist Beau Beausoleil, who sees the project as one of “witness, memory, and solidarity.” “During their lifetimes, the men and women memorialized in this exhibit enriched diverse fields of knowledge —from history to calligraphy to the study of bees,” said Beausoleil. “Each assassination represented an attack on the underlying principle of education—to share knowledge—and served as a threat to scholars throughout Iraq that they were at risk.”

Abstract:
Professor Joseph Sassoon discusses the durability of authoritarianism and the decline of American predominance in the years following the Iraq War. The American invasion of Iraq in 2003 was not an isolated episode—as interventions by superpowers, have been a recurring feature in the contemporary history of the Middle East and its authoritarian trajectories. Even so, the American invasion stands out in terms of its scale and the reach of its aftermath. The events of 2003 have influenced Arab regimes and societies far more than other wars or softer forms of global involvement—and in ways that remain more distinct today. The fallout and lingering effects of the American invasion included regional polarizations, securitization, sectarian/ethnic manipulation, transferred counterinsurgency practices, and the expansion of carceral systems. Although Middle Eastern regimes varied in their capacity to translate their learning in the face of social and geopolitical pressures, these fallouts found unique expression in the “rogue states” that were targets of American democratization campaigns and played a key role in autocratic revival and well-being post-2011.

7. The Lessons We Choose to Draw

In September 2003, just a few violent months after the Bush administration proclaimed major combat operations had ended, the Coalition Provisional Authority (CPA) – the US-led civilian body charged with administering occupied Iraq – organized a two-day workshop in Baghdad to identify best practices for countries transitioning from state-led to market economies. Seeking to draw lessons that may be applicable to Iraq, the CPA invited former ministers and finance officials from Central and Eastern European countries to share their experiences. Evidently impressed by Poland’s “shock therapy,” in which Warsaw introduced a drastic neoliberal package during the country’s emergence from Soviet domination in the early 90s, the CPA appointed the former Polish finance and prime minister responsible for those reforms, Marek Belka, to head the CPA’s Office of Economic Policy. With Belka at the helm, lessons learned from Poland’s transition would be universalized and superimposed onto Iraq, with little regard to contextual factors. Iraq was, after all, seen as a blank canvas upon which the West could project its own visions. Zealously driven by a belief that markets are the most efficient way to organize a society and, by extension, to optimize individual freedom, the CPA issued what can only be described as the economic equivalent to the U.S. military’s “shock-and-awe” campaign. Within a year, the CPA issued an astoundingly high number of Orders to build the new neoliberal state. Some of the most notable included, for example, selling about 200 state-run enterprises, eliminating the right to unionize in most sectors, outlawing labor strikes, opening Iraq’s banks to foreign ownership and control, mandating a regressive flat tax on income, lowering the corporate rate to a flat 15%, eliminating taxes on profits repatriated to foreign-owned businesses, and even prohibiting Iraqi farmers from re-using “protected” varieties of genetically modified seeds.

CCAS Professor Rochelle Davis’ latest book project examines the role that the U.S. military’s conception of culture played in the American wars in Iraq and Afghanistan. Her work—which makes use of interviews with U.S. servicemembers and Iraqis, as well as military documents, cultural training materials, journalist reports, and soldier memoirs—analyzes the narratives that are told about Iraqis, Afghans, Arabs, and Muslims and explicates the paradoxical military objectives of cultural sensitivity and occupation. Professor Davis, who has published two prior books on Palestine, is currently finalizing the manuscript for No Good Way to Occupy a Country. She shares a bit about her project below.

9. CCAS Conference on Iraq Twenty Years On: Prospects of Epistemic Reconstruction

Abstract:
Commemorating the 2003 invasion of Iraq twenty years on, CCAS hosted a conference exploring the invasion’s economic, social, and geopolitical consequences, as well as its representation in Iraqi arts and culture. The conference, held on March 31 in partnership with George Mason University’s Middle East and Islamic Studies Program and the Arab Studies Institute, also included a screening of the 2004 documentary, About Baghdad, the first film made after the fall of the Ba‘th regime. The film screening provided a way of foregrounding native Iraqi voices and perspective on the aftermath of the war and was followed by a discussion with the film’s directors. The conference’s first panel session, titled “The Invasion of Iraq and After: Twenty Years On,” offered concise insights from a broad range of angles: the occupying forces, the state, the geopolitical order, and most importantly, ordinary Iraqis. It convened panelists with a considerable history of intellectual engagement with the subject, who had the challenge of presenting their work in only twelve minutes each—twelve minutes for “twenty years and more, and one million lives,” remarked Iraqi writer Sinan Antoon on the magnitude of responsibility in the task at hand. With emphasis on the process of constructing historical narratives while silencing certain historical events, Antoon highlighted how the “United States of Amnesia” has ignored or romanticized its actions (read congenital crimes) in the 1991 Gulf War and the 2003 invasion of Iraq. These actions, he asserted, led to the devastation of Iraq’s infrastructure, economic collapse, and the suffering of its people under American sanctions.

At this year’s Middle East Studies Association (MESA) annual meeting, held in early December, CCAS Professors Fida Adely and Rochelle Davis organized a roundtable entitled “Gender, Capitalism, Law and Empire” in honor of Professor Dr. Judith Tucker who recently retired after nearly four decades at CCAS and Georgetown. Dr. Beth Baron, Professor of History at CUNY, and several of Judith’s former students were invited to present prepared comments, excerpts of which are included below. The room was packed with Judith admirers—former students, colleagues, and scholars familiar with her work. After the prepared remarks were shared, the floor was opened and the testimonials from the audience poured in. While we cannot capture all of their sentiments here, we’d like to mention a few. MAAS alum Dr. Benan Grams spoke about Judith’s encouragement in the early years of her graduate career. Dr. Jeff Reger, a former student and executive director of MESA also spoke about her mentorship and support. Dr. Bassam Haddad, a MAAS alum and a founding editor of the Arab Studies Journal, which he co-founded with a group of MAAS students in the early 1990s, described how instrumental Judith was to their project of starting a journal, actively supporting them in this endeavor. Dr. Suad Jospeh contributed that Judith’s work and career were significant not only for her students but also to those more senior than her. A former student who had been trained at Al Azhar, remarked that Judith taught him what feminism was and helped him to move beyond a view of it being about a “clash” or conflict. Another scholar from Lebanon rose and said that although she had never met Judith, Judith’s work changed her scholarly trajectory, as well as her own personal understanding of her faith, her position as a woman in her society and within her own family. One scholar elicited laughs when she said “Judith was not my advisor, but after hearing all of you, I wish she had been!” Many shared their sentiments and the gratitude and celebratory mood were palpable. The session ended with a warm response and comments from Judith, who extended her thanks to everyone for being there and for taking time to share such special tributes. The panel was a fitting celebration not only of Professor Tucker’s tremendous contributions and lasting legacy as a scholar in the field of Middle East history, but also—as demonstrated by the many heartfelt tributes shared that day—of the incalculable impact she has made on the lives of others around the world as a teacher, mentor, colleague, and friend. The following tributes are shortened excerpts of the remarks shared by the panelists and others at the MESA panel.

12. The Rise and Fall of a Global Empire

It all started with David Sassoon, who fled Baghdad with his wife and four chidren in 1829 because of a conflict with the province’s corrupt Ottoman governor. The rest of his family remained in Baghdad, their home for the previous 2500 years (and I am one of their descendants). From his new home in Bombay, David gradually developed a trading business. Relying on his children, the number of which eventually grew to fourteen, he built an extensive trade network in cotton, textiles, opium, tea, and other commodities. By the time David died in 1864, the family mercantile business had grown into a global enterprise, leaving his children with a significant fortune of £4 million, about 500 million in today’s U.S. dollars. As tradition dictated, David’s will made Abdallah, the oldest son, the new head of the family. But Elias, the second eldest, who had spent years successfully developing the business in China, believed that he and Abdallah should co-run the business together. After three years of squabbling, the family split into two competing companies, both carrying the Sassoon name. Abdallah continued to grow his business despite increased competition from his brother’s firm and decided to move from Bombay to London, believing that establishing himself in the capital of the financial world would enhance the company and consolidate his trading power.

14. The Historical Significance of Epidemics in the Middle East

Just as the world was starting to recover from its battle with the still new and relatively unknown Covid-19 SARS virus, an old horrific disease has returned to the Arab world earlier this year, threatening to unleash another human disaster. In late August, cholera broke out in Syria’s northeastern region around the Euphrates. It quickly spread to other parts of the country, and by early October had become a regional epidemic, with cholera outbreaks reported in neighboring Lebanon. Cholera now threatens to reach other areas in the Middle East and beyond, accelerating it from an epidemic impacting a limited geographic area to a global pandemic hitting multiple regions around the world While cholera was the nineteenth century’s most dreaded disease, it was neither the first nor the only pandemic to impact societies around the world. Deadly diseases like plague and smallpox had terrorized the Middle East, Asia, Europe, and other parts of the world for centuries. Plague epidemics (طاعون), which recurred in the Levant, Mesopotamia, Anatolia and Egypt until the first half of the nineteenth century, were addressed by the prophet Mohammad and became a subject of debate in Islamic tradition. While plague targeted various segments of society, smallpox was a disease that killed primarily children. Those who survived it were left with scars but also immunity for life. Other documented infectious diseases like measles, tuberculosis, malaria, syphilis, typhoid, and typhus also killed hundreds of thousands of people, weakened armies, caused displacement, and caused economic devastation by leaving ripe agricultural crops unharvested.

15. Our Living Archives, Our Elders

Abstract:
When Samar and Laila met in 2006 during their undergraduate studies at George Mason University, they quickly discovered their shared Palestinian heritage. Samar, a Jordanian-Palestinian born in Kuwait, moved from Jordan to the United States in 2004 to pursue her studies. Laila, a Palestinian-American, was born in Geneva, Switzerland, and grew up in Virginia. Since Laila’s family lived close by and Samar was far from home, Laila invited her new friend—as per Arab hospitality—for a home-cooked meal to meet her family. Over dinner, Laila’s grandmother, teta Najwa Abdel-Hadi, the matriarch of the family, occupied the central seat facing Samar and started questioning her guest about her family and grandparents, a custom that every Palestinian grandma follows when meeting friends of grandchildren. “My grandma is from the Ramini family in Jenin and my grandfather is from the Askary family in Jerusalem,” Samar said. Najwa opened her eyes widely and shouted, “inti sittik Fatimah Ramini?” Is your grandmother Fatimah Al-Ramini? Samar, surprised, answered: “yes, you know her?” To which Najwa responded: “Of course, I do. And I know her sisters. We were teachers!” This discovery of their shared past turned the conversation to storytelling by teta Najwa who began sharing with the two friends her story of growing up in Nablus, the family home where she spent her days, the streets she walked, the places she picnicked with friends, her journey as a teacher, and her travels. Some of the stories were familiar to her granddaughter Laila, while others were new. Najwa shared with them her golden rules about friendships and marriage—the latter of which she referred to as the “golden cage.” Najwa reminisced about Palestine, a place from which she still recalls her favorite memories despite not having lived there since the 1960s.

16. New Approaches to Oral Histories in the Arab World

In a region known for oral traditions, epic ballads and folktales passed down for decades before being written, historians, anthropologists and activists in the MENA are discovering new challenges and opportunities in the multi-disciplinary field of oral history. Some are looking to decolonialize and democratize the archive, some are documenting experiences of war and social transformation, others are gathering stories as intangible historical artifacts in the absence of written records. Oral history projects are contributing to complex and nuanced narratives from Sudan to Yemen to Iraq, while strengthening connections with diasporic communities. Digital technologies have expanded possibilities for recording, archiving and transcribing interviews with Palestinian nakbah survivors, Nubians constructing new identities, and Syrians fleeing a war zone. The days of dusty audiotapes stored in private archives, or left in closets after dissertations are done, are shifting. Histories of Egyptian Copts and Lebanese Jews are being shared on the internet, and first-person accounts of slavery and servitude in the Arab Gulf are making their way into museum exhibits. As oral history practices become more popular across the Arab world, from the archives to NGOs to student research projects, what are the challenges and risks from the digital space and how will they be considered?

17. Why We Teach History

Almost a decade ago, MAAS faculty from across disciplines began to notice, in their teaching about politics, economics, society, and culture, that many of our students came to the study of the contemporary Arab World with a limited sense of the genealogies of the challenges facing the region today. They felt that, while the Arab people, like all people, are not hapless victims of the past, those studying the region cannot afford to ignore the ways in which the world today has been shaped by complex forces of history, especially since these forces—for better and for worse—can both expand and circumscribe present possibilities, as well as the ability to imagine different futures. In seeking ways to help our students develop thinking about current issues that bring the richness of historical context to bear, MAAS faculty designed the historical survey course ARST 500 and launched it in 2014. We created the course not only to challenge simplistic “presentism,” whereby the past is viewed solely through the distorting lens of contemporary concerns and projects, but also to study history as a path to analyzing the deep roots of the issues we confront in the world today—many of which originated in former times when different political arrangements and world views held sway.

In May 2023, Turkey will hold the most critical elections since the founding of the Republic 100 years ago. For the first time in 20 years in power, public polls point at an electoral defeat of the Justice and Development Party (AKP) and President Recep Tayyip Erdoğan. What does the crisis and potential demise of President Erdoğan mean for Turkey? Is this the beginning of a next phase of autocratization or the chance for transition to democracy? Autocratization came gradually after recurrent electoral victories of the ruling AKP. The executive takeover (Svolik 2019) has entailed the colonization of state institutions, the control of the judiciary, the mainstreaming of media, the curtailment of democratic rights and liberties and the reorganization of business capital. Authoritarianism reached a new level after the failed coup attempt of 2016 and introduction of a presidential system in 20181. Ever since executive powers are united in the hands of the president. He can rule with executive orders, appoint ministers and bureaucrats and redesign institutions and ministries without the approval of the parliament. Parliament was weakened and checks and balances largely elimitnated. Independent state institutions such as the Supreme Election Committee, the Regulatory Radio and Televison Authority or the Central Bank have lost their autonomy. Without exception, they are all led by loyal supporters who are appointed by the president.

At the start of Iraq’s longest government formation process in October 2021, one key question on everyone’s mind was whether Iraq might get its first majoritarian government. The Sadrist Movement tried for months, but ultimately Muqtada Al-Sadr conceded defeat by calling on his MPs to resign. The result was another consensus government with all the traditional political parties sharing the spoils, minus the Sadrists. A second key question on everyone’s mind was whether a genuine parliamentary opposition could develop in Iraq given the election of many independent MPs and the rise of reformist parties. This brief outlines the conditions needed for such a parliamentary opposition to emerge, discusses both technical and political elements, and analyses the challenges facing the ‘new Iraqi opposition’, i.e. veteran independent politicians, civil society activists and even former members of established parties. It argues that a sound electoral environment, unification of reformist parties and a higher turnout can contribute to making meaningful opposition a reality, which is needed to confront Iraq’s collusive democracy.

The United Nations (UN) has become largely irrelevant to diplomatic efforts to resolve the Syria conflict. This report shows that the primary reason has been the fact that the main conflict parties never wanted to resolve the Syrian conflict by other than military means. Yet, the report also highlights secondary reasons within this unfavourable context, namely: the frames, methods and choices of the UN Special Envoy and his team at times misjudged or poorly corresponded with the realities of the conflict. Moreover, the capacity of the Office of the Special Envoy (OSE) remained too limited. The report suggests that the time is ripe for the OSE to reinvent itself as a principled thought leader and to develop an operational framework that brings a safe, calm and neutral environment (SCNE) closer as a practical conflict management modality.

Successive protests in 2009, 2019 and 2022 have poignantly laid bare the much reduced social and political legitimacy of Iran’s ruling elites. Reform-from-within is no longer viewed as credible. Even former pro-reform leaders like Mousavi have abandoned hope and call for regime change. While further protests are inevitable, it is nevertheless unlikely that they will produce a revolution that overthrows the regime in the short-term, as long as their national organisation and leadership remain weak, Iran’s ruling elites cohesive, security forces loyal, and the administration continues to function. The country has witnessed hundreds of protests every year for the past few years, in addition to those of 2009, 2019 and 2022, but calls for fundamental change continue to go unheeded. The hope of the ruling elite is that the mix of repression and Iran’s dire economic situation will prevent protests from recurring. At best, quasi-reforms will provide some band-aids. In both scenarios, the Islamic Republic of Iran is no more in the sense that it lacks legitimacy among large segments of the population. It has also shed the elements of republican governance it used to have. And yet it lives on because it remains a capable state with a fairly cohesive ruling elite and ample coercive power. Iran is on course to become a classic one-party authoritarian regime, which may shed some of its religious orientations once its Supreme Leader leaves office for reasons of age. It remains to be seen how sustainable this will be given the crescendo of protests.

22. The crisis of representation in the Kurdistan Region of Iraq

Any discussion about democratization starts with a discussion about representation because the latter is a necessary – but insufficient condition – for the former. How and by whom are policy preferences of citizens identified, aggregated and articulated in public debate and public decision-making? Does this happen in part or in full, for all citizens or just some? Assessing the ‘state of representation’ provides a lens for examining the democratic potential of a particular structure of power. At least four dimensions matter: the level of citizens’ political awareness, the diversity of the ecology of social organisations that help identify citizen policy preferences, the depth of existing communal identity and mutual trust, as well as the nature of intermediaries that identify and nurture political talent. This paper applies the concept of representation to the Kurdistan Region of Iraq (KRI) and takes stock of its potential for improvement. It finds that all four dimensions of representation are in a poor state in the KRI at present. This manifests itself in, for example, low turnout rates, high levels of disenchantment with the ruling elite and growing polarization within and between political parties. The KRI remains a long way from being governed in a representative fashion, let alone in a democratic one. The region’s transition from totalitarian control, guerrilla-style rebellion and internal strife to a more stable, modern and representative polity was stymied by the emergence of family parties as key power brokers. Their capture of the Kurdistan Regional Government was largely enabled by the appropriation of unearned rents, especially from hydrocarbon sales, and maintained by armed groups linked to political parties. A process of de-representation has ensued. But the Barzani and Talabani family conglomerates that run the KRI face declining levels of public confidence and growing economic problems today. If Western countries wish to improve the state of representation in the KRI in this context, they will have to consider conditioning their engagement on improvements in the quality of governance, leveraging the importance of their presence to the high wire act that the Kurdish Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) perform to balance Iran, Turkey and Baghdad. Practically, this can be done by a coordinated diplomatic strategy that: a) engages the KDP and PUK leadership in a strategic conversation that clarifies how the extent of future Western presence, diplomatic attention and trade/investment are linked with the quality of representation; b) provides long-term support for locally-led civil society development; and c) pushes for limited but real Peshmerga reform in exchange for greater support.

2022 was a wake-up call for the West. The response by the Global South to the war in Ukraine highlighted Russia’s enduring strengths in Africa, Latin America, the Middle East, and South and Southeast Asia. This report explores the evolution of Russia’s relations with the countries in the Global South and the ways Russia cultivates these relationships in pursuit of its foreign policy agenda. Moscow’s current interactions in the Global South are driven by the demands of its war of aggression, as well as by its long-term goal: to challenge the international order. The latter dictate several manoeuvres found throughout such engagements: strategic communications, market substitution and sanctions evasion, and regime sheltering. This report presents three case studies meant to illustrate how Russia’s relations with the Global South have evolved since 2022. First, Tunisia exemplifies a superficial partner, with Moscow’s main tool in the country being strategic communication aimed at shaping public opinion in its favour. Second, India is illustrative of a strategic partner whom Moscow tries to engage in order to substitute for lost energy markets and evade sanctions. Third, Myanmar represents a hierarchical relationship, in which the local regime depends on Moscow for diplomatic support and arms deliveries. Notwithstanding varied perspectives on and responses to Russia’s war of aggression in Ukraine, countries in the Global South have generally sought to prioritise their economy and security by attempting to strike a balance between Russia and the West. Aware of such desires, Moscow has been exploiting this situation to maintain its influence internationally. Challenging Russia in the Global South will put pressure on the Kremlin and limit its ability to conduct aggressive foreign policy – and wage war against Ukraine. The report concludes with six recommendations on how to counter Russia in the Global South.

For the past century, Turkey’s foreign policy has been driven by the need to preserve the achievements of the Lausanne Treaty in the face of often serious threats from major powers. As a result, Turkey was a predominantly status quo country, and its relations with neighboring states were largely shaped by its place in broader geopolitical struggles. With the end of the Cold War, however, and the subsequent growth of Turkey’s economic, military and diplomatic strength, this has changed. Turkish foreign policy has begun to focus on reshaping the regional order in accordance with its growing desire for influence. Going forward, the nature of Ankara’s efforts, and the response they provoke from Turkey’s neighbors, will be an increasingly crucial factor in determining Turkey’s relations with the United States and Europe. Turkey’s new dynamics will remain a source of tension under any future Turkish government, but they need not, if managed well by all sides, lead to a lasting rift between Turkey and the West. The more deeply embroiled Turkey becomes in disputes with key US allies from Western Europe to the Persian Gulf, the more difficult it will be for Washington and Ankara to have a cooperative, mutually beneficial relationship. And the more Turkey views itself as a revisionist power, the more it will come into conflict with America’s allies. As a result, it is more important than ever for US policymakers to understand the historic trajectory of Turkey’s place in its region. Turkey emerged from the collapse of the Ottoman Empire as a status quo power, an orientation that it maintained for the better part of the last hundred years. Though the new country had been shorn of its former territories in Southeastern Europe and the Middle East, it had also forcefully defeated foreign efforts to occupy the territory of Anatolia itself. For modern Turkey’s founders, the success in avoiding complete colonization far outweighed the failure to preserve the full geographic scope of the Ottoman Empire. As a result, they forged a pragmatic foreign policy tradition that prioritized preserving their achievement: a Turkish state sovereign and secure within its current borders. This goal remained constant over a long and turbulent 20th century, even as its implications changed, and allowed for Ankara to be flexible about which countries to work with to maximize its self-declared interests. In the inter-war period, when threats came largely from powerful European empires like France, Italy, and Britain, the defense of Turkish sovereignty called for a policy of neutrality and non-alignment. In the immediate aftermath of World War II, however, Turkey’s geopolitical position changed dramatically. Suddenly, the Soviet Union emerged as the most direct and dangerous threat to Turkey’s territorial integrity. In this new strategic context, seeking the support of the United States and NATO became the only feasible way to preserve the imperiled status quo, equip the country’s armed forces, and ultimately defend its borders. The result was a strong and mutually beneficial alliance with the United States and much of Europe. The success of this alliance, however, sometimes obscured the complex, constantly evolving and often paradoxical relationship between Turkey’s status quo orientation and its historically-grounded relationships with regional states. The circumstances surrounding the collapse of the Ottoman Empire created a bitter legacy, giving almost all of Turkey’s neighbors both emotional and practical reasons to feel hostility towards it. With other countries that shared a commitment to the status quo, however, Ankara had equally good reason to overcome this animosity. For countries that found themselves on the wrong side of Turkey’s geopolitical alignment, by contrast, these resentments and unresolved problems were consistently exacerbated. The history of Turkey’s regional relationships can be read through the ever-shifting dynamics of power politics and unsettled history. In the case of Greece, for example, Ankara and Athens began an ambitious rapprochement in the 1930s when they both felt their security was threatened by Italian irredentism in the Eastern Mediterranean. When this shared threat was supplanted by the Soviet Union, the two countries were brought into an even closer alignment under the NATO umbrella. Soon though, the growing rebellion against British rule on Cyprus rendered the status quo unsustainable, leaving Athens and Ankara with radically divergent views on what should come next. Only in this context were a number of longstanding questions re-opened, such as maritime borders and the status of historic minorities in both countries. Crucially, even as tensions over Cyprus worsened, both sides still had Washington to help remind them of their shared security interests. Throughout the Cold War, the United States was in a position to manage Turkish-Greek tensions in order to pre-empt the risk of an intra-NATO war between two allies that would benefit the Soviets. In other words, by acting as a forceful advocate for the status quo, Washington helped ensure that both Greece and Turkey maintained their shared commitment to it. With the end of the Cold War and the rise of Recep Tayyip Erdoğan’s Justice and Development Party, Turkey embraced not just a new foreign policy but a new foreign policy orientation. Ankara is no longer interested in maintaining the status quo—it now wants to transform it. Just as Turkey’s status quo orientation led to different policies as circumstances change, Turkey’s new anti-status quo orientation has also led Erdoğan’s government to pursue different strategies. But to make sense of these shifts, and the reaction they have provoked in the region, it is crucial to appreciate that, no less than in the previous century, Turkey’s neighbors have responded in light of their history but also, more importantly, their own orientation toward the regional status quo.

Inspections in the 1990s and early 2000s in South Africa, Iraq and Libya were designed to discover the details of nuclear weapon programmes and destroy any remnants. As the global norm against nuclear weapons strengthens, the international community may once more require verification of a state’s denuclearization. But success in the three earlier cases does not guarantee success in the next similar task—any future inspection mission must learn from the lessons of the past. This report draws on the unique experience of Robert E. Kelley, a participant in all three past denuclearization efforts. In it, he gives an account of the unique scale and circumstances of each investigation and the different tools and approaches required. By publicly documenting and comparing obstacles and successes in the three cases for the first time, this report gives meaningful and practical insight into the difficult work of disarmament and its verification. It is an essential resource for future inspectors—and all others interested in what real disarmament looks like on the ground.

China and Russia are exploiting US indifference toward the Middle East and efforts to integrate Iran into the region, threatening regional stability, Israel’s security, and global markets. The convergence of threats encompasses an Iranian nuclear threshold state controlling a constellation of terrorist groups, resurgent non-state terrorist groups including ISIS and al-Qaeda, and Russian and Chinese exploitation of receding American presence. We are reaching an inflection point at which the United States risks the irrevocable loss of a favorable balance of both trade and forces, resulting in instability that will threaten our vital interests and the global economy. This constitutes an unprecedented range of challenges beyond our capacity, and the capacity of our partners and allies, to address threats to global energy and trade as we struggle to recover from a global pandemic. We have not faced a similar period of risk in the Middle East since the turmoil following the Iranian Revolution, Soviet invasion of Afghanistan, and storming of the Grand Mosque in 1979. The US shares vital national security interests with longtime partners in the region and, as a result, they prefer US leadership in both the economic and security domains. A sustainable US-led regional security construct in the Middle East that includes effective partners based on convergent interests is the most efficient way to address the unacceptable risk, which results from the disconnect between the vital national interests of the US and its partners and the resources both have committed. A constellation of mutually beneficial trade relationships providing both the resources and rationale for a regional security construct would strengthen such an arrangement.1 Establishing a US-led enduring regional security architecture comprised of more capable partners and allies is the most effective way for the United States to safeguard our vital national security interests in the Middle East. This architecture would provide five key benefits: Secure our vital interests. The US and global economies depend on the uninterrupted flow of energy from and trade through the Middle East, which remains a vital national security interest. Compete with China. China depends on the Middle East for energy to sustain its economy and military. Beijing is exploiting the vacuum created by US indifference to securing the Middle East. Manage risk and uncertainty. Threats in the region are approaching a quantitative military advantage over America’s partners, which creates unacceptable risk to US interests. Leverage our relationships. We retain advantages in the long-term diplomatic, economic, and security relationships that we have derived from convergent interests with partners. Build on a sound foundation. Historic efforts to build collective security constructs, many of which have occurred within the Middle East, provide valuable lessons.

29. Disarming the Bomb: Distilling the Drivers and Disincentives for Iran's Nuclear Program

Negotiations to return to the Joint Comprehensive Plan of Action (JCPOA), known commonly as the Iran nuclear deal, reached an impasse this past year. Further, Iran made parallel decisions to brutally crack down on a nationwide protest movement and to inject itself into the conflict in Ukraine by furnishing Russia with weapons. These decisions may have rendered the impasse insurmountable. U.S. President Joe Biden has not retreated from the U.S. policy that it will never allow Iran to obtain a nuclear weapon. However, Iran’s maximalist demands at the negotiating table, along with its domestic and foreign activities, have made it politically impossible for the United States and Europe to pursue further negotiation. Further complicating the situation and perhaps rendering the JCPOA increasingly obsolete, critical provisions of the original deal will expire in 2025 and 2030.1 The United States and the international community must consider how to constrain Iran’s pursuit of a nuclear deterrent in a post-JCPOA world, in which Iran has never been closer to achieving a bomb. The CNAS Middle East Security Program designed and ran a scenario exercise in October 2022 to identify key factors that might accelerate or decelerate Iran’s nuclear program in 2024. Additionally, the exercise explored how Iran, the United States, Israel, and the Gulf nations could prioritize their own national security objectives with respect to Iran’s nuclear program, along with the potential actions each might take to accomplish those objectives. The exercise examined two scenarios. Scenario 1 explored key countries’ policy actions and perspectives if the United States and Iran failed to reenter the JCPOA. Scenario 2 explored key countries’ policy actions and perspectives if the United States and Iran successfully renegotiated a return to compliance with the JCPOA and faced the imminent expiration of elements of the deal. Overall observations from the exercise suggest that Iran’s leadership’s primary concern is self-preservation. Pursuing a nuclear program is secondary and ultimately serves to advance the primary objective (self-preservation). U.S. policymakers face many challenges in rallying partners against Iran while prioritizing a negotiated approach to curtail Iran’s nuclear program.

The year 2023, already marked by a deadly double earthquake in the south-east of the country in February, is the year of the centenary of the Republic, but above all an election year for Turkey. The general elections (parliamentary and presidential) will take place on May 14 and are unanimously considered to be crucial for the political future of the country. The electoral campaign is polarized around two major coalitions: the People’s Alliance, led by the presidential AKP and the MHP, which supports the re-election of President Erdoğan; and the Nation Alliance, formed by the main Kemalist party CHP with five other parties, and supporting Kemal Kılıçdaroğlu as a presidential candidate. Two other coalitions are also present and could tip the election one way or the other: the Labor and Freedom Alliance, centered around the progressive and pro-Kurdish HDP, and the Ancestral Alliance, which supports the nationalist Sinan Oğan. While this political configuration may seem familiar to European observers – where cross-party coalitions are common, especially in parliamentary regimes – there are indications, such as the tensions between the İYİ Party and its partners in the Nation Alliance over support for Kılıçdaroğlu, that call into question the nature of these coalitions: are they motivated by ideological proximity, or are they merely tactical tools for gaining power? In particular, these coalitions seem to derive from the nature of the Turkish political regime and its evolution over the last decade, with an ultra-presidentialization of the system under the successive presidential terms of Recep Tayyip Erdoğan which has led all political actors to position themselves in relation to his personal power. As socio-economic conditions weaken the AKP’s electoral base, the prospects for this election seem more open than ever.

The Syria-based group now functions more like a government than a nonstate actor, portending a reorientation for the larger jihadist movement. Hayat Tahrir al-Sham, a group previously linked to the Islamic State of Iraq and to al-Qaeda, has evolved in ways that challenge accepted views of “jihadism.” Now ruling over territory in Syria’s northern Idlib and western Aleppo governorates, it functions more like a government than a nonstate actor, and HTS leader Abu Muhammad al-Jawlani is seeking the group’s removal from the U.S. State Department’s list of Foreign Terrorist Organizations. But HTS is hardly anodyne. The group still espouses extremist beliefs that glamorize terrorism abroad, and its fighters fire rockets into civilian areas controlled by the Assad regime. Moreover, HTS hosts other designated groups in its territory, including Jamaat Ansar al-Islam, Katibat Imam al-Bukhari, and Katibat al-Tawhid wal Jihad. An umbrella entity, the Islamic Radio and Television Union, encompasses more than two hundred media groups stretching from Oman to East Africa. The concept sodoure enqelab, or “export of the revolution,” is written into Iran’s constitution, and the country’s founding leaders wasted no time trying to make it a reality. Islamic Republic of Iran Broadcasting (IRIB) launched its Arabic Service in 1980 and subsequently leveraged satellite television to intensify its outreach to Arabic-speaking nations—Shia audiences in particular. Today, IRIB World Service runs fourteen satellite TV channels, three internet TV channels, and thirty-two radio stations, a number of them broadcasting in Arabic. In this highly informative Policy Note, expert Hamdi Malik surveys Iran’s remarkable range of Arabic-language media, with a focus on those under the Islamic Radio and Television Union banner, which encompasses more than two hundred entities. Iraq, Lebanon, and Syria feature strongly in the inventory, but more surprising places such as Oman and East Africa also crop up. Special forces have succeeded especially in such missions, but any BWT effort requires some U.S. ground presence to achieve its goals. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. But he cautions that BWT efforts cannot thrive without some U.S. ground presence and, as occurred in Afghanistan, would likely fail amid an outright American withdrawal.

Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Once again, Iranians have come out into the streets to protest against their government, its policies, and its leaders. Once again they face a regime that has proved itself tone-deaf to widespread public discontent—responding instead with brutality, arrests, mass trials, and executions. But this recent wave of protests has proved different. The regime is being confronted by its own children—a generation of young women and men who seek not just reform, not just an easing of controls, but a regime change. The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.

On December 14, Hamas celebrated the thirty-fifth anniversary of its founding. Given the fact that almost all ecological, economic, political, and social problems around the world are essentially urban issues today, the democratization of urban governance is becoming even more vital of a concern. In order to be able to speak of democratic local governance, all stakeholders of the city are expected to be involved in urban government. One way to achieve this is to plan, implement, and monitor partnerships between municipalities and civil society in a way that strengthens local democracy. When thinking of cooperation with the public sector, civil society organisations (CSOs) in Turkey still tend to think of the municipalities first. In reality, these kind of partnerships tend to be generally far from democratic due to different political, legal, technical and cultural barriers. The analysis and discussions in this report examine the legal framework regarding cooperation between municipalities and CSOs, the policy trajectory in development plans, the factors that support and hinder cooperation, as well as efforts undertaken to strengthen it, in particular TESEV’s Empowering Civil Society for a More Democratic Local Governance Project, which the foundation carried out within the scope of the European Union’s Partnerships and Networks for Enhancing Cooperation Between the Public Sector and CSOs funding program.

Last fall, CCAS was pleased to welcome our newest core faculty member, political scientist Dr. Killian Clarke. Assistant Professor Clarke’s research centers around protest, revolution, and regime change in the Middle East and beyond. He has written about the causes of Egypt’s 2011 revolution, protest and unrest in Syrian refugee camps, pro-democracy social movements in Egypt, and processes of democratization in the post-colonial world. His work has been published in the British Journal of Political Science, World Politics, Perspectives on Politics, Mediterranean Politics, and Comparative Politics. Dr. Clarke is currently writing a book on counterrevolution, which uses the case of Egypt’s 2013 coup and an original global dataset on counterrevolution to explain why some revolutionary governments are toppled by counterrevolutions whereas others go on to establish durable and long-lasting regimes. The graduate-level courses he is currently teaching for CCAS include “Comparative Politics of the Middle East” and “Revolutions in the Middle East.” Dr. Clarke earned his PhD from Princeton University and holds an MA in Middle Eastern Studies from NYU’s Hagop Kevorkian Center and a BA from Harvard University. Prior to joining CCAS, he was a Raphael Morrison Dorman Memorial Postdoctoral Fellow with the Weatherhead Scholars Program at Harvard University. He has kindly agreed to answer a few questions about his research and teaching.

Abstract:
How one woman’s restaurant reveals the intersections of ethnicity, militarism, and nationalism at play in culinary tourism. Maisa* has turned her modest home on her sleepy residential street into the most popular eatery in the Israeli Druze village of Daliyat al-Carmel. To get there, tourists take the 672 road out of Israel’s port city, Haifa, and climb the mountain north before turning off the main road that leads to the famous Druze Saturday Market. Maisa’s restaurant is part food stop, part cultural museum. With a long, bricked parking lot for 40-passenger buses, the neighborhood transforms daily into a small tourist hub. As you walk in, the enlarged portrait of the late Druze spiritual leader Sheikh Amin Tarif hangs directly in front of the open doors. The coffee stand garners much attention from tourists with a fabric designed with Israeli flags draped down from a window ledge. The fabric is held up by a brass menorah and a miniature metal tank, while a significantly smaller Druze flag is off to the side. Displayed with prominence next to the Israeli flag fabric is a certificate of kosher status, important for any Jew who might adhere to kosher food laws. These displays will soon fade from tourists’ attention once food is served, but for the time being, their function is unambiguous. The stand encapsulates the dominant narrative of brotherhood and patriotism told about a sect within Israel’s Arab minority.
