151. Iranian Illicit Procurement Scheme to Acquire Controlled Spectrometry Systems Busted

On September 9, 2021, the German Federal Prosecutors Office issued an arrest warrant for a German-Iranian citizen, Alexander J., who is accused of illegally exporting a multitude of laboratory equipment, including four spectrometers, in three separate cases, exports that appear to have also violated the Joint Comprehensive Plan of Action (JCPOA).1 The total value of all the goods exported to Iran is 1.1 million euros. The defendant, Alexander J., is accused of violating the Foreign Trade Act (AWG) and Regulation (EU) No. 267/2012 of March 23, 2012, as amended in October 2015 in response to the establishment of a special Iranian procurement channel in the JCPOA, which places restrictive measures on certain Iranian entities and equipment for export (and related activities, such as brokering). In the first two cases, Alexander J. is alleged to have exported items to an Iranian national whose Iran-based companies were EU-sanctioned front companies procuring laboratory equipment for Iran’s nuclear and ballistic missile programs at the time. Alexander J. further supplied the sanctioned entity with two spectrometers listed in Annex II of this EU regulation, which lists items that are not on the EU dual-use control list (Regulation (EC) No 428/2009 of 5 May 2009) but that could contribute to sensitive activities, including enrichment-related activities, reprocessing or heavy-water-related activities.2 These items require a license on a case-by-case basis. In addition, Alexander J. violated the regulation by providing goods to an embargoed entity. In the third case, Alexander J. exported two listed spectrometers to a different, unspecified Iranian entity, also without the required license.

The IS military project led not only to the announcement of a “caliphate,” but to the proliferation of jihadist franchises that devastated countries, displaced millions, and killed tens of thousands. In 2014, the Islamic State shocked the world when it defeated national armies on the battlefield and seized large swaths of territory in Iraq and Syria. The group’s military success can be traced to four key variables: organizational innovation, shaping operations, will to fight, and a knack for retaining the initiative. The IS military project led not only to the declaration of a “caliphate,” but to the proliferation of jihadist franchises that devastated countries, displaced millions, and killed tens of thousands. Yet the group’s weaknesses ultimately led to the collapse of its territorial achievement. Expert Ido Levy begins this pioneering study by surveying jihadist warfare from the 1970s to the present. He then incorporates primary sources and interviews with military officers, experts, and journalists to explain how IS used conventional military capabilities to defeat larger, better-equipped state armies and conquer land in Syria, Iraq, Libya, the Philippines, and Nigeria. Anchored by four case studies—Ramadi, Kobane, Mosul, and Baghuz—the volume illuminates potential strategies to prevent a resurgence by IS or similar groups.

The unprecedented economic growth and personal popularity once enjoyed by the Turkish leader have given way to stagnation, a dwindling support base, and problems abroad. During his first decade in power, Turkey’s Recep Tayyip Erdogan maintained his popularity by delivering unprecedented economic growth and dramatically increasing access to healthcare, education, and other essential services. But in recent years, he and his party have faced setbacks, including humiliating mayoral election losses in Istanbul, Ankara, and other major cities in 2019. The complexity of Iraq’s challenges might prompt some U.S. officials to balk, but a constructive policy can help advance both Iraqi and American interests in areas ranging from counterterrorism to economic development. In the tenth in a series of TRANSITION 2021 memos, Bilal Wahab offers insights on the complex dynamics in today’s Iraq. To some, America's partnership with the SDF exemplified an economy-of-force effort that minimized U.S. casualties and wrested control of northeast Syria from the Islamic State. To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. Turkey has recently pushed the PKK fight from its own turf and blunted challenges in northern Syria, Azerbaijan, Libya, and the Gulf, all while strengthening its defense export sector. In 2020, military observers took note when the Turkish Armed Forces employed drones to devastating effect in Syria, Libya, and the Caucasus. But this technological achievement must be regarded as just one part of a revamped Turkish approach to regional power projection—a change with economic, diplomatic, strategic, reputational, and battlefield implications. In the past five years, Turkey has notched many associated successes, such as pushing the PKK fight off its own turf and blunting challenges to its interests in northern Syria, Azerbaijan, Libya, and the Gulf. Ankara has also secured significant leverage in other disputes from the Horn of Africa to the Balkans, while strengthening its defense export sector. As military expert Col. Rich Outzen, U.S. Army (Ret.), makes clear in this tightly argued Policy Note, Turkey’s power projection does not always align with U.S. interests, a reality exemplified by anti-SDF military operations and defense industry cooperation with Russia. But ending the U.S.-Turkey military alliance over such differences is neither productive nor tenable. Instead, America can seek to work with an emergent Turkey in the many cases, from Qatar to Afghanistan, where such collaboration advances U.S. strategic interests.

Since securing a parliamentary majority, the group has consistently prioritized its own interests over those of the Lebanese people through practices such as illicit drug production, sex trafficking, and the buildup of its military arsenal. When Lebanese took to the streets in October 2019 to rail against government corruption, a lack of accountability, and runaway consumer prices, they coalesced around the chant “All of them!”—meaning that every political actor in the country held some blame for the national meltdown. But the slogan glossed over the important fact that one group in particular, Hezbollah, deserved the most blame. Since notching a parliamentary majority in 2018, the Iran-backed military-political organization has consistently prioritized its own interests over those of the Lebanese people through practices such as illicit drug production, sex trafficking, and—of course—the buildup of its military arsenal. In this Policy Note, Hanin Ghaddar, an expert on Lebanon who worked for years as a journalist in the country, explains why Hezbollah poses such a menace and what the international community can do about it. The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. Fearing a Western-inspired overthrow, Tehran has intensified enforcement of morality laws, purged professors from universities, and poured billions of dollars into the creation of a separate national intranet. To understand Iranian anxieties about Western cultural invasion, one need look no further than Psychological Operations Quarterly, a journal published until recently by the IRGC’s Social-Cultural Directorate. Focusing on the “soft war” waged by various Western entities, the periodical covers such material as supposedly anti-Iranian films (Alexander, The Wrestler, Argo), the relationship between McDonald’s franchises and the fall of the Soviet Union, and the harm done by English-language textbooks to the Iranian mind. Since 1979, in response to such perceived threats, the Islamic Republic has intensified enforcement of morality laws, purged professors from universities, and poured billions of dollars into creating a national intranet separate from the wider internet, among other repressive moves. In this deeply sourced Policy Note, Iran expert Amir Toumaj discusses the many dimensions of Tehran’s paranoia, all of which lead back to fears of a U.S.-spurred “soft overthrow.” Unfortunately, he argues, American leaders will struggle in vain to change the minds of Iran’s ruling hardliners, but they can facilitate longer-term progress by promoting access to diverse viewpoints for the Iranian people.

The kingdom has navigated tricky successions in the past, and many of the elements that allowed it to do so remain in place today. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? The historic role of Sufism, an inclination toward the secular left, and recent repression under extremists have all driven the Kurds away from religiously informed ideology. For much of their history, the Kurdish people have tended to separate their political projects from Islam. This rule applies especially in northern Syria today, where Kurds govern an autonomous region locally referred to as Rojava. Over the past several years, the Democratic Union Party (PYD) has established a governing system that promotes a tolerant form of Islam and coexistence among the many religious groups in the region. The project has not been without its difficulties, including PYD tensions with the competing Kurdish National Council, but it could ultimately serve as a model of tolerance in a region beset by extremism. In this illuminating Policy Note, Sirwan Kajjo and Oula Alrifai explain how Sufi orders, Marxist discourse, jihadist repression, and other factors inform the historic Kurdish resistance to political Islam. Residents of the beleaguered country desperately need electricity, but a U.S.-Arab scheme carries complications that could benefit Syria's Assad regime. The Lebanese people have endured painful reductions in electricity over the last two years, and now the lights are on for just hours a day. To address this dire situation—and counter a Hezbollah initiative to import Iranian energy products to Lebanon—the United States and its Arab partners are pursuing a complex two-part scheme, with the first involving excess Jordanian electricity and the second, although not yet public, relying on natural gas originating in Egypt and Israel. But both components would involve energy transiting Syria and potentially benefiting the Assad regime, which is under heavy U.S. and international sanctions for its wartime abuses. The recent incidence of war in the Caucasus has shown that, when facing deep domestic troubles, Russia and Turkey demonstrate strikingly different patterns of international behavior. While Russia has become more cautious in responding to external challenges, Turkey has embarked on several power-projecting enterprises. Its forceful interference in the long-smoldering conflict around Nagorno-Karabakh took Russia by surprise and effectively secured a military victory for Azerbaijan. Moscow has assumed the main responsibility for terminating hostilities by deploying a peacekeeping force, but its capacity for managing the war zone and its commitment to deconflicting tensions with Turkey remain uncertain. The United States and the European Union have few levers for influencing this interplay of clashing agendas of local actors and regional powers and fewer reasons to trust Russian and Turkish leaders to put peacebuilding ahead of their ambitions.

The phenomenon of mobilization among the diasporas emanating from the MENA region is in many ways not new. Historic diasporas communities, such as the Armenian, Palestinian, Kurdish, and Lebanese, have existed for multiple decades, and their contributions to their homelands has been both documented in the literature and promoted by policymakers and development organizations alike. This includes both the economic impact of MENA diasporas and the critical importance of financial remittances to supporting development and growth back home,1 but also various forms of political mobilization that have been undertaken by diasporic communities for the purpose of contributing to nation/state-building2 and recognition processes3 or, under certain conditions, contesting homeland regimes.4 In this vein, much of the literature has focused on more traditional forms of diaspora political mobilization,5 including lobbying and advocacy work designed to shape international public opinion and pressure foreign governments. The idea that Arab diaspora communities can be viewed not only as an economic actor but also, potentially, a political one is not in itself new. Yet, much of this literature on Arab diasporas has been focused on unidirectional flow of remittance – from those in diaspora back to the homeland. Likewise, the view of diaspora communities as either a resource to be harnessed or a threat to be contained has been largely informed by the political and geopolitical realities of host and home states.6

181. Informal settlements in Syria: What approach after the conflict?

Abstract:
A large proportion of Syria’s population lives in informal housing, with estimates that informal housing represented 30 to 40% of total dwellings before the 2011 uprising. Such housing was particularly prevalent in the peri-urban areas that have suffered most of the destruction and displacement during the subsequent conflict. Despite its prevalence, informal housing and the rights of its residents have not received sufficient attention in recent policy discussions around Syria’s reconstruction or with respect to protecting the rights of Syrians to housing. In recent years, the government has approved tens of regulatory master plans in different cities for ‘reconstruction’ and ‘development’. While little actual reconstruction has taken place because of the economic crisis, the economic sanctions, and the absence of international funds, these master plans have paved the way for the government to begin with deliberate mass-scale demolitions in many areas. An examination of the few approved reconstruction projects that have proceeded shows some commonalities: most of the approved master plans are targeting areas of informal urban settlement, and the few projects that have advanced on the ground have tended to be in informal urban settlements. These patterns raise many questions about the government’s intentions and plans for reconstruction and make it clear that informality needs to be a core element in the reconstruction debate. This policy research report aims at mapping and analysing the government’s approach towards informality. It starts by laying a pre-2011 historical background about the interlinks between the rise of informality in Syria and the Ba’ath government’s socialist approach towards housing provision and land management. It provides a critical reading of the trajectory of the legal framework, which underpinned the government policies on land management, arguing that informality was a natural product of the government’s chronic and systematic failure in coping with the increased needs for housing. The report then examines the evolution of the government’s post-2011 approach to informality. It maps a series of planned and ongoing reconstruction projects in several neighbourhoods across different cities in Syria while closely observing the legal foundations underpinning each case, the official narratives around them, the implementations procedures, the progress made, and the impact of these projects on the population. The research deepens this analysis through two detailed case studies: al-Qabun district in Damascus suburbs and al-Haydariyya district in east Aleppo. This selection is based on profound similarities between the two areas that were both opposition strongholds severely impacted by the military campaigns waged by the government to retake them but also the significant difference in the legal frameworks governing the reconstruction, the phase of implementation of the reconstruction project, and, most importantly, the type of land ownership, with al-Qabun existing on private land in contrast to al-Haydariyya where the authorities expropriated the land long before the conflict. Drawing on the interlinks between the different case studies and the historical contexts of the conflict, the research concludes with observational patterns about the political, economic, and technical interests and motivations that might have shaped the government’s approach to informality. It finds that the government has found in the massive informal reality of Syrian cities — which predates the conflict — a loophole through which it can advance a major politically loaded gentrification process that would reconfigure the reality of post-conflict Syria in favour of capitalist cronies at the expense of the rights of local residents. This insight has not yet gained sufficient attention in the important work conducted by Syrian and international actors attempting to tackle the consequences of the government’s urban planning system and its legislative framework that is currently paving the ground for wider reconstruction. Addressing the situation is not just a matter of acknowledging some forms of informal land-tenure in the current legal frameworks. It requires reframing our understanding of informality beyond its mere articulation as a form of illegal tenure.

This report provides an overview of Kosovo citizens’ perceptions on violent extremism. The report specifically focuses on their views on the repatriation of Kosovo citizens from the battlegrounds of the Islamic State in Syria and Iraq, as well as the citizens’ perception on the efforts of institutions and CSOs in regard to the reintegration and rehabilitation of the returnees and their families. The report, presenting both qualitative and quantitative analyses, provides first-hand insights gathered on the ground through extensive research of KCSS. Contemporary analysis of Eastern Mediterranean geopolitics tends to focus on the discovery of offshore hydrocarbons, and how a desire to maximize commercial profits has spurred a realignment of regional interests. There is similar emphasis on how this realignment pushed some Eastern Mediterranean states into conflict with one another over maritime boundaries and drilling rights. But while natural gas pipelines may dominate political and analytical discourse, there are other infrastructure projects that deserve attention and shed further light on the region’s evolution and Israel’s role in this transitionary period. One example to support this claim is the EuroAsia Interconnector, an ambitious infrastructure project that intends to connect the European electrical grid via undersea cable from Greece to Cyprus, and Israel. Few in Israel are familiar with the interconnector. Unlike the much-publicized EastMed pipeline, the interconnector garners little attention. Ironically, there is a greater chance that the interconnector – whose cable would run along a similar route as the EastMed pipeline – will successfully link Israel and Europe in the Eastern Mediterranean, and not the more recognizable natural gas project.

In the few months that have passed since the signing of the historical Abraham Accords, Israel and the UAE have opened embassies and exchanged ambassadors, launched direct flights between Tel Aviv and Abu Dhabi, hosted dozens of businesses, cultural and academic delegations (among them a high-ranking Emirati delegation led by the UAE ministers of finance and economy), and facilitated visits of thousands of Israeli tourists to Dubai. Universities and think tanks from both countries have established connections, and news outlets have launched different forms of cooperation. Israel, the UAE, and the US set an investment fund worth 3 billion USD (the fund is not operational yet) and banks on both sides established agreements on financial services. The scope of activity between the two countries is impressive, and it seems that in case of Israel and the UAE, the seeds of peace have fallen on fertile ground, mainly due to high level of economic development and mutual geopolitical interests and concerns, such as the Iranian threat (although both sides evaluate and treat it differently).Today, it is almost impossible to imagine that just a few years ago Israeli athletes were only allowed to compete in the UAE if they agreed to participate without their national flag or national anthem sung at the closing ceremony. Why is it that the peace between Israel and the UAE appears to be such a stark contrast from previous peace agreements that Israel has signed with other Arab countries? Several factors have facilitated the newly established relationship: the positive image of the UAE in Israel; the lack of past hostilities, casualties, and territorial demands between the two countries; the unofficial ties forged long before the official recognition; the many mutual interests that seem to be aligned together; and the right timing that allowed for this bold and important development. Will the parties be able to maintain a similar level of enthusiasm also when the honeymoon stage passes? How will the two countries deal with various regional and international challenges? This paper presents an Israeli perspective on the first months of the relationship between Israel and UAE, and looks at prospects for the near future of these relations.

The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

Abstract:
In the summer of 2021, as the U.S. withdrew from Afghanistan, the balance of power in the country changed rapidly, and by August 15, the Taliban was able to capture the capital, Kabul, almost without a fight. On September 7, the Taliban formed a new "government" steered by Sharia Law. The Taliban also renamed the country, and, according to them, Afghanistan is now called the "Islamic Emirate of Afghanistan." There are no women or members of the Shiite minority in the new government.Of the 33 members of the still-incomplete government, only three belong to ethnic minorities. Interestingly, the four new "ministers" of the country are former inmates of Guantanamo Bay, having served time there for organizing terrorist activities. Sirajuddin Haqqani, the "Minister of Internal Affairs" of the new "government" of Afghanistan, is still wanted by the FBI on the same charges. A reward of $5 million is being offered for his capture. There is already the threat of a humanitarian catastrophe (food shortages), and instability (internal strife) in Afghanistan. Tens of thousands of Afghans are fleeing their homes, many of them heading to Iran and Turkey. This poses a number of threats and challenges to these countries, especially since they have their own interests in Afghanistan.

This report assesses the impact of Turkish-Qatari cooperation between 2002 and 2020 on conflict and geopolitical competition across the Middle East, North Africa, and the Horn of Africa based on close examination of its drivers. The report notes that neither ideological nor economic drivers adequately explain the recent blossoming of Turkish-Qatari relations. Converging political interests and pragmatism offer a more compelling explanation. On the one hand, Turkey aspires to play a regional leadership role and uses its cooperation with Qatar to strengthen its soft power claim to leadership of the Sunni world. On the other hand, Qatar seeks to ensure its territorial and dynastical safety from Saudi Arabia and its allies – the United Arab Emirates, Egypt, and Bahrain (the Quartet) – by working with Turkey, the recent thaw of the Al-Ula declaration notwithstanding. Turkish-Qatari collaboration is therefore best seen as a pragmatic partnership enabled by compatible geopolitical perspectives, particularly regarding the Muslim Brotherhood.

Abstract:
Engaging in the conflict cycle in other countries to gain outcomes favourable to one’s own interests is akin to playing in the champions league of foreign policy. Doing this effectively and responsibly requires a coherent and full-spectrum political strategy as well as the diplomatic, financial, developmental and military means to deliver it. It is clear from the scope of the security interests articulated in the European Union’s (EU) Global Strategy (2016) and its many associated foreign policy statements that the EU intends to meet these requirements. However, study of EU institutional policies and interventions in the Syrian and Iraqi civil wars highlights that it falls well short of doing so. As a result, EU institutions are not well placed to intervene effectively in high intensity conflicts with existential features such as these two civil wars. With this problem in mind, the core recommendation of the paper is to increase the effectiveness of EU interventions in high-intensity conflicts by institutionalising full-spectrum decision making, policy implementation and force deployment modalities for the EU as a whole, as well as for EU coalitions of the willing. The parallel existence of such tracks will enable the EU to act jointly in conflicts where Member States have more or less compatible foreign policy preferences with matching intensity preferences, and to act in part in conflicts where Member States have more or less compatible foreign policy preferences with a mixed distribution of intensity preferences (like Iraq or arguably Syria). EU foreign policy inaction, including institutional paralysis, will continue to occur where Member States’ foreign policy preferences are largely not compatible and have high-intensity preferences.

Abstract:
This report analyses the role of the Syrian Kurdish People’s Protection Units (YPG) and the associated Democratic Union Party (PYD) during the Syrian civil war. The purpose of our research is to obtain a better understanding of the nature, objectives and methods of the YPG/ PYD as a combined paramilitary and rebel force that is involved in a quasi-statebuilding project during an internationalised civil war. We start by examining the critical factors that enabled the swift rise of the YPG: informal arrangements with the Assad regime, support from the Kurdistan Workers’ Party and a pragmatic partnership with the US against Islamic State. This sets the scene for an inquiry into how core YPG strategies to maintain its dominance once it was established – coercive, deal-making, identity and basic service strategies – both shape the group’s behavior and result from its current organization. Finally, we dissect a number of major challenges to future YPG rule, such as its relation with the PKK, intra-Kurdish reconciliation, the US presence in northeast Syria and its interaction with the Arab populations over which it rules. Based on our analysis, we anticipate a scenario of ‘muddling through’ in which unconditional support from the US will continue at current levels, combined with an abiding US military presence. This will provide the YPG/ PYD with a security umbrella against both regime forces and Turkey, continue the status quo of the YPG/ PYD ruling northeast Syria in authoritarian fashion, make the civil war more ethno-sectarian in nature and prolong the conflict. While such a scenario is arguably more attractive for northeast Syria than a return of the regime, it is also unlikely to improve the area’s current underdevelopment. It will keep other external actors, like the EU, away and allow the PKK to continue to take its share of the area’s revenues. The primary audience of the report are Western opinion-, policy- and decision-makers engaged with the Syrian civil war and we hope it will help them to craft policies and initiate interventions that are feasible and appropriate to the situation in northeast Syria.

196. Trapped in a vicious cycle: Factors of instability in the Nineveh Plains

The Nineveh Plains have long been characterised by ethnoreligious diversity that has triggered waves of marginalisation and sectarian violence far more often than peaceful co-existence over the past decades. The Islamic State occupation represented only the latest of many episodes of violence. Although it was short-lived, the impact of IS has been profound as it further ruptured the Plains’ social fabric and dysfunctional governance. Indeed, as the threat of IS has gone and violence abated, old vulnerabilities persist while new ones have arisen. This report analyses four major factors of instability that characterise the Nineveh Plains today from a perspective of crisis and conflict: the current administrative and governance vacuum produced by the weak capacity of local authorities and a paralysing dispute between Baghdad and Erbil; fragmented security arrangements with each actor exerting autonomous control within their part(s) of the Nineveh Plains; chronic displacement without coherent policy on how to enable safe returns or support vulnerable communities; growing social tensions in the aftermath of the war sowing feelings of anger, betrayal and disillusionment among communities. As the weight of these issues drags communities down and a government response remains absent, desperation and misery grow. Because the different factors of instability reinforce each other – consider for example how continued insecurity prevents the displaced from returning – they create a vicious cycle.
