In this report, we synthesize findings from original interviews and extensive research into what makes an effective DEI strategy, the impact of mentorship —particularly on people of color—and how to elevate equity-focused mentoring within the fields of peace, security, and foreign policy. We close with a recommendation to CRAVE mentoring opportunities by founding, joining, or supporting initiatives that: create opportunity for cross-identity contact; establish responsibility structures; cultivate social accountability for involvement; are voluntary; and engage participants in their evolution.

This is the 17th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive datadriven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2023 GPI, the report includes analysis of current conflicts and potential future conflicts, including an analysis of the likely economic impact of a Chinese blockade of Taiwan on the global economy. This year’s results found that the average level of global peacefulness deteriorated by 0.42 per cent. This is the thirteenth deterioration in peacefulness in the last fifteen years, with 84 countries improving and 79 deteriorating in peacefulness in 2022.

3. Safety Perceptions Index 2023 Foundation: Understanding the impact of risk around the world

The Lloyd’s Register Foundation Safety Perceptions Index (SPI) provides a comprehensive assessment of worries and experiences of risk across 121 countries. The SPI is a unique body of work, providing a deeper understanding of citizens’ feelings of safety than any other publicly available source. The index is produced by the Institute for Economics and Peace (IEP) on the basis of data from the World Risk Poll, a global survey designed by the Lloyd’s Register Foundation and administered by Gallup. This is the second edition of the SPI. The report analyses two iterations of the World Risk Poll, the first conducted in 2019 and the second conducted in 2021; providing commentary, trends, and insights into these two sets of data. One of the defining features of the research is that one survey was administered prior to the onset of COVID-19 and the other was administered afterwards, allowing for an analysis of the effects of the pandemic on perceptions of risk. This report will be useful in the decades ahead as it will give insight into likely shifts in perceptions of risk for any future pandemics that may occur. The SPI measures two themes, worry about harm and recent experience of serious harm, analysing them across five domains: food and water, violent crime, severe weather, mental health, and workplace safety. These themes and domains are combined into a composite score which reflects perceptions of safety by country and region.The past several years have been characterised by rising feelings of uncertainty worldwide. Central to this shift has been the COVID-19 pandemic, which disrupted the functioning of social institutions as well as patterns of individual and collective behaviour in countless ways.1 Multiple studies have shown that the pandemic brought about increased levels of fear and anxiety across groups.2 Against this backdrop, there are two central findings of the 2023 SPI report. The first is that there were two parallel developments in people’s perceptions of safety over the last several years. On the one hand, the index showed no meaningful change in levels of worry and experience of harm in the aggregate, with an improvement of less than 0.1 percentage points recorded between 2019 and 2021. On the other hand, complementary data from the World Risk Poll points to a notable rise in generalised and non-specific feelings of fear and lack of safety throughout the world, with people becoming more fearful overall but less certain about the sources of potential threats.

The Russian war of aggression in Ukraine has caused the European security architecture to collapse. The Peace Report 2022 analyzes the escalation, highlights consequences for Ukraine and the region, and focuses on the reorientation of German and European security and defense policy. In addition to the global implications of the war, the report also outlines the conditions for success and limits of sanctions and analyzes the crisis of the global nuclear order. Furthermore, the research on global conflict shows that internationalized conflicts, jihadist violent actors, and violence and discrimination against women and LGBTQI* minorities require new peace policy emphases. And the steadily expanding competencies of security institutions within democracies due to the threat of terrorism, pandemics and extremism also require stronger democratic control.

This report showcases the findings of the Institute for Economics and Peace’s (IEP) research, including its latest results on Positive Peace and systems thinking. Positive Peace is defined as the attitudes, institutions and structures that create and sustain peaceful societies. It is conceptually and empirically related to many constructive aspects of social development and can be used in multiple contexts. It can also be used to compile an index – the Positive Peace Index (PPI). This allows for the comparison and tracking of the factors that create flourishing societies. These and other concepts related to Positive Peace are covered in the first section of this report, as well as general PPI results, including rankings and changes over time. Positive Peace is closely associated with system concepts to the extent that it is difficult to separate the two. IEP has further deepened its unique understanding of how societal systems function and has developed a framework called Halo which provides a comprehensive approach to analysing societal systems.

This is the third edition of the Ecological Threat Report (ETR), which analyses ecological threats in 228 independent states and territories. Produced by the Institute for Economics & Peace (IEP), the report covers over 3,638 sub-national administrative districts, or 99.99 per cent of the world's population, assessing threats relating to food risk, water risk, rapid population growth and natural disasters. This is the third edition of the Ecological Threat Report (ETR), which analyses ecological threats in 228 independent states and territories. Produced by the Institute for Economics & Peace (IEP), the report covers over 3,638 sub-national administrative districts, or 99.99 per cent of the world's population, assessing threats relating to food risk, water risk, rapid population growth and natural disasters. Many ecological threats exist independently of climate change. However, climate change will have an amplifying effect, causing further ecological degradation. The research takes a multi-faceted, multidimensional approach by analysing risk at the national, administrative district and city level, while also assessing these entities by ecological threats, societal resilience and levels of peace. Additionally, the research provides projections to 2050. To assist the international community in prioritising its focus, IEP has identified the countries, administrative districts and cities most at risk. The main finding from the 2022 ETR is that without concerted international action, current levels of ecological degradation will substantially worsen, thereby intensifying a range of social challenges, including malnutrition, forced migration and illness. Current conflicts will escalate and multiply as a result, creating further global insecurity. A nexus of interrelated challenges sustains and feed off each other. Systemic effects compound, ensnaring countries in conflict traps that are difficult to escape. This nexus is explored in the ETR, highlighting the significant impact of high population growth, ecological collapses, weak societal resilience and their relationship to conflict. These issues need to be addressed systemically. Highlighting the gravity of the situation, 90 per cent of the 20 least peaceful countries face at least one catastrophic ecological threat, while 80 per cent have low societal resilience. Ten of the twelve countries with the highest ecological threat rating, in all four domains, currently suffer from conflict deaths, while 11 of these countries have moderate to high ratings for intensity of internal conflict.

The SIPRI Lecture is an annual event focusing on major themes in peace and security. The event provides a platform for prominent global thought leaders sharing the values underpinning SIPRI, its research and other activities. The third SIPRI Lecture, which was held virtually on 24 May 2021, was delivered by HE Dr Madeleine Albright and focused on the theme of ‘Democracy in a Post-Covid World’. The lecture highlighted ways in which the Covid-19 pandemic and its aftershocks have transformed the world. It also stressed the importance of placing democratic values and international cooperation at the centre of any post-pandemic strategy to create a more secure, stable, healthy and prosperous world.

United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security stresses the importance of women’s full and equal participation in all efforts towards maintaining and promoting peace and security, including peace operations. More than 20 years after the resolution was adopted, some progress has been achieved in improving women’s representation in multilateral peace operations, but there are still gaps to fill. Specific achievements include the UN and the Organization for Security and Co-operation in Europe (OSCE) launching gender parity strategies and establishing specific targets for women’s participation in their respective personnel. At the same time, the European Union (EU) affirmed its political commitment by increasing women’s representation in Common Security and Defence Policy (CSDP) missions. This booklet provides a data-driven analysis of UN peace operations, OSCE field operations and EU CSDP missions and operations. It uses data visualizations to provide annual snapshots and averages of women’s representation in leadership roles, overall personnel numbers and member state contributions. The booklet supports the efforts of multilateral organizations and their member states to increase the representation of women in peace operations. Having a richer, data-oriented picture of women’s participation in peace operations will help multilateral organizations to identify gender-parity strategies. Finally, it enhances transparency and provides insights into recent trends and developments in peace operations.

Failing food systems and the resultant increasing world hunger are among the most pressing issues of our time. With 155 million people acutely food insecure and nearly 30 million people on the verge of starvation in 2020, the world is far off track to achieve the United Nations’ Sustainable Development Goal 2 (Zero Hunger) by 2030. Violent conflict remained the main driver of global hunger in 2020. Conflict has a direct negative impact on food systems and resultant levels of food security. Moreover, heightened food insecurity may create grievances that can escalate into instability and violent conflict. The increases in both acute food insecurity and violent conflict demand urgent and decisive action. The objectives of this three-part policy paper series are to emphasize the urgency of addressing the relationship between conflict and food insecurity and to point out existing opportunities to do so. This paper, the first in the series, aims, firstly, to inform policymakers of the intricate relationships between food security and violent conflict, secondly, to alert policymakers to the potential ability of food systems to contribute to peace, and then to highlight the action required to enhance this potential. The paper concludes with four recommendations intended to help guide more effective preventative and mitigating action to limit (and ultimately avoid) the long-term adverse consequences of violent conflict for food security and exploit food security’s potential to foster peace.

16. Women’s Empowerment as a Path to Peace Understanding the Relationship between Gender Equality and Organized Violence

Abstract:
This study explores the relationship between gender inequality and violent conflict at a societal level. The results reveal that narrowing of gender gaps in education, employment, financial inclusion, and political participation, as well as reduced rates of adolescent fertility and intimate partner violence, are significantly associated with lower levels of organized violence. This suggests that advancing gender equality and empowering women and girls not only supports fundamental human rights but builds a solid foundation for a more peaceful world. This study updates and deepens existing research on several fronts. Building on the approach laid out in our Women, Peace, and Security Index, we propose a model that connects three dimensions of gender inequality—the lack of inclusion, justice and security for women—with the intensity of conflict. We develop gender inequality measures for each dimension as proxies of socially constructed gender roles and associated power differentials, taking advantage of improvements in the availability of global data over the past decade. We examine the years 2000–2014, with a measure of organized violence as the outcome variable, against our set of gender inequality measures. Our investigation calculates and compares estimates obtained from fixed as well as random effects models. Unlike some other factors associated with conflict, such as conflict history or mountainous terrain, we know that effectively addressing gender inequality is feasible with deliberate and sustained policy action.

17. Economic Value of Peace 2021: Measuring the global economic impact of violence and conflict

The comprehensive methodology includes 18 indicators covering the direct and indirect costs of violence, and the expenditures to contain and prevent violence. The model also includes a multiplier for the direct costs to account for the additional economic activity resulting from a redirection of these costs to more productive pursuits. The economic impact of violence provides an empirical basis to better understand the economic benefits resulting from improvements in peace. Estimates are provided for 163 countries and independent territories, covering over 99.5 per cent of the global population. It uses the best available data to calculate the overall impact. However, not all categories of violence have reliable data, therefore preventing their inclusion in the model. Some examples of costs excluded from the model are counter-terrorism and intelligence agency expenditures, insurance costs, lost business opportunities and family violence. As such, the estimates presented in this report are considered highly conservative. In 2019, the economic impact of violence decreased by $64 billion from the previous year. This was the equivalent of a 0.4 per cent decrease and was largely driven by reductions in Armed Conflict. This fall predominantly occurred in the Middle East and North Africa region and was driven by fewer terror attacks, conflict deaths, and population displacement costs. This is a continued reversal of previous periods where between 2012 and 2017, the global economic impact of violence rose by 12.2 per cent to peak at $14.8 trillion. This is the second consecutive year of improvement.

This report presents the most comprehensive datadriven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of Societal Safety and Security, the extent of Ongoing Domestic and International Conflict, and the degree of Militarisation. This year’s results show that the average level of global peacefulness deteriorated by 0.07 per cent. This is the ninth deterioration in peacefulness in the last thirteen years, with 87 countries improving, and 73 recording deteriorations; however, the change in score is the second smallest in the history of the index. The 2021 GPI reveals a world in which the conflicts and crises that emerged in the past decade have begun to abate, only to be replaced with a new wave of tension and uncertainty as a result of the COVID-19 pandemic and rising tensions between many of the major powers.

Abstract:
Rather than asking what businesses can do for peace, this study differentiates itself by focusing on what peace can offer businesses. The Institute for Economics & Peace (IEP) sees this as an important, but missing step in business analysis. In order for the private sector to engage with peacebuilding, investors first need to see the benefits of peace to their investment decisions. This work shows that economic performance can be predicted by movements in the same socio-economic developmental factors that affect peacefulness. These conditions are known as Positive Peace. The global economic impact of violence was $14.4 trillion in 2020. This is broadly equivalent to the entire economy of China. If humanity were to reduce violence by ten per cent per annum, the savings of $1.4 trillion would broadly equate to adding an economy the size of Russia’s or Brazil’s every year to the global fold. The burden of violence on an economy is self-evident. However, this report focusses on the converse perspective: countries that improve their underlying conditions, as gauged by IEP’s measures of peace, create the potential for a significant peace dividend for business.

20. Digital Technologies, Peacebuilding and Civil Society

Abstract:
The wide availability of digital technologies is increasingly impacting the work of peacebuilders, altering both peacebuilding practices and conflict dynamics. The malicious use of technology – from the weaponization of social media to digital authoritarianism and cyberattacks – poses new threats to peaceful societies and urges peacebuilders to consider new fields of action in cyberspace. However, digitalization has also brought major innovations to the work of peacebuilders, establishing a new field of practice, ‘digital peacebuilding’. Many of the innovative uses of peace technologies – for conflict prevention, transformation and reconciliation – have been driven by civil society organizations, who are at the forefront of addressing the rising threat of digital conflict drivers, too. This report provides an overview of the opportunities and challenges digital technologies create for peacebuilders, discusses how they alter the role of civil society, and proposes future directions for the digital peacebuilding agenda.
