1. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

3. An Age of Crises: Prospects for inequality and division

Inequalities can shape, drive, and amplify crises and at the same time, be the consequence of crises. The double shock of the COVID-19 pandemic followed by the Russian invasion of Ukraine has been accompanied by an uptick in income and social inequalities. Moreover, a world enveloped in a series of crises has become the grim backdrop for many of the current discourses on how to solve salient world problems. The complexity and force of how each individual crisis overlaps and interacts with, and sometimes worsens the impact of other crises—including rising levels of inequality and exclusion—is profound and damaging, requiring careful analysis of both consequences and solutions. For instance, surging inflation rates, which began in 2021, as well as the food and energy crises set off largely by the Russian invasion of Ukraine, have precipitated and worsened the debt crisis in many lower income countries. Combined with the existential threat of climate change and related and prevalent extreme climate events, a perfect and potent storm of events have been set in motion: even if aspects of today’s cost-of-living crisis wane, their ripple effects will continue to reverberate, in some instances setting off political instability and social unrest in parts of the world. The lessons learned from these crises, and their interaction with inequality and exclusion will be critical to better prepare for the future, and to break the deadly spiral of crises and rising inequality. While disasters—both those created by people and generated by nature—have increasingly become a daily reality for many in different parts of the world, policies at the global, regional, and national levels, have yet to catch up with this new reality. Looking across six areas—food and fuel shortages, inflation, debt distress, extreme climate-related events, and political unrest—there are very few countries that escape the reach of at least one crisis. However, more alarmingly, many countries are exposed to multiple and compounding levels of economic, social, and environmental shock; which can intersect with underlying inequalities and vulnerabilities such that a vicious cycle of income inequality, increasing social stratification, and discontent spreads across societies and generations. New research from the Pathfinders team shows that in those countries for which complete data exists across six crises (90 in total), eight countries are at risk for being impacted by all crises at the same time. 72 out of these 90 countries (or 80 percent) are at high or moderate risk of suffering from at least three crises at the same time. If we limit the analysis to five crises (food price shock, inflation, extreme climate events, debt distress, and protests), 10 out of the 134 countries with complete data are at high or moderate risk of suffering from all five crises and 86 countries (65 percent) from at least three crises. This number may even be an underestimate as typically lower income countries have less capacity to collect data and tend to deal with multiple crises arising from debt and cost-of-living issues. In response to these multiple crises (or polycrisis), urgent, integrated, and coordinated policy interventions are needed, including even greater cooperation and commitment at the global level. Without a sharp change of course, a renewed recommitment to multilateralism and bolder action to address root causes, there will be little change for the better. There is an opportunity for committed countries to advocate for sustained and urgent action to respond to the immediate humanitarian needs of a great majority of the world’s population. Policy solutions can be geared towards the shorter and longer terms: The first includes an urgent set of instruments aimed at reducing suffering as soon as possible and a second set focused on achieving longer-term structural transformation to reduce vulnerability and promote sustainability.

4. Digital Health Credentials and COVID-19: Can Vaccine and Testing Requirements Restart Global Mobility?

More than two years into the COVID-19 pandemic, rising vaccination levels and widespread testing in many countries are giving governments and the public increasing confidence in international travel. A central part of efforts to restart mobility are digital health credentials, which verify a person’s vaccination, testing, and/or recovery status. These credentials help to minimize the risk of travelers carrying the virus, and unlike paper credentials that must be manually inspected in airports and at borders, digital credentials can be automatically verified. But even as digital health credentials are becoming increasingly common, gaps in international coordination and technical integration issues between different credential systems remain. As a result, migrants and travelers moving between—and at times within—countries must navigate a complex maze of digital systems. This report examines the implications of digital health credentials for international travel and for immigrants’ and travelers’ access to domestic services and venues that also use such credentials. It also explores the implications for specific groups: tourists and business travelers, students, labor migrants, asylum seekers and refugees, and unauthorized migrants. Finally, it offers policy recommendations to facilitate mobility and minimize risks for people on the move.

5. Rebooting the Asylum System? The Role of Digital Tools in International Protection

The COVID-19 pandemic is changing the way asylum systems use technology. After the initial pause on asylum processing in many countries, officials have turned to digital tools to revive these systems—and increasingly, to reimagine how they work. From the further digitalization of identification and security-check processes to chatbots that help asylum seekers register their protection claims and interviews conducted remotely via video call, such tools have permeated every corner of migration, asylum, and border management systems. This is particularly the case in Europe, where the 2015–16 migration and refugee crisis kickstarted a first round of growth in this area. With digital tools here to stay, the time is ripe to examine what impact their use has on people and processes, and how digitalization may interact with other developments in the international protection field. This report—part of the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—catalogues the use of digital tools in protection systems in Europe and elsewhere, and reflects on what the ramifications could be for humanitarian protection in the years to come. “Digitalization in and of itself is no universal cure,” the author writes, “and depending on how such efforts are carried out, they could obstruct the asylum process and violate asylum seekers’ rights as easily as they could facilitate or protect them.” This report highlights both the potential benefits of the increasing use of digital technology in different stages of asylum processes as well as key challenges and risks that need to be addressed, including concerns about data privacy, opaque decision-making, and how technology changes the nature of human communication.

The negotiations currently taking place at the WTO on the suspension of, among others, patent protection for vaccines and medicines against COVID-19, are at a standstill. This creates a risk of widening the rift between developing countries, which mostly support the idea, and some developed countries, which oppose it. It also makes it more difficult to increase the supply of patented items, particularly of vaccines, to an extent undermining other efforts by countries and international organisations to contain the pandemic. It is in the interest of Poland and the EU to overcome this impasse.

The Spring 2022 Snapshot on International Educational Exchange continues the commitment of the Institute of International Education (IIE) to map the effects of key current events, especially the COVID-19 pandemic, on international educational exchange to and from the United States. Since 2005, we have released the Fall International Student Enrollment Snapshot to understand the most up-to-date enrollment trends at the start of each academic year.i Since early 2020, we have released four COVID-19 Snapshot Reports to map the effects of COVID-19 on U.S. colleges and universities.ii This Spring Snapshot builds on both sets of snapshot surveys while expanding our analysis in the COVID-19 series to include other emerging trends affecting student mobility. In the spring of 2022, most U.S. colleges and universities continue to rebound from the effects of the COVID-19 pandemic. With increasing levels of international student and faculty mobility, our report analyzes the effects of this reopening on international students studying at U.S. institutions and U.S. students traveling abroad. In addition to COVID-19 effects, we include a special section on the Ukraine crisis and U.S. institutions’ support to international students from Ukraine and Russia, as well as the realities of university partnerships with higher education institutions in the region. The Ukraine crisis, and its effect on international students and universities worldwide, remind us of the significant impact that conflict can have on international education. The four sections of the report present data from 559 U.S. higher education institutions and analyze (1) international students studying at U.S. institutions in spring 2022 and application and selection processes for prospective students, (2) the effects of the Ukraine crisis on international student mobility and university partnerships, (3) the prospects of international students on U.S. campuses in fall 2022 and their mode of study, and (4) realities of U.S. study abroad in spring 2022 and academic year 2022/23.

This report showcases the findings of the Institute for Economics and Peace’s (IEP) research, including its latest results on Positive Peace and systems thinking. Positive Peace is defined as the attitudes, institutions and structures that create and sustain peaceful societies. It is conceptually and empirically related to many constructive aspects of social development and can be used in multiple contexts. It can also be used to compile an index – the Positive Peace Index (PPI). This allows for the comparison and tracking of the factors that create flourishing societies. These and other concepts related to Positive Peace are covered in the first section of this report, as well as general PPI results, including rankings and changes over time. Positive Peace is closely associated with system concepts to the extent that it is difficult to separate the two. IEP has further deepened its unique understanding of how societal systems function and has developed a framework called Halo which provides a comprehensive approach to analysing societal systems.

This is the ninth edition of the Global Terrorism Index (GTI). The report provides a comprehensive summary of the key global trends and patterns in terrorism over the last decade. The calculation of the GTI score takes into account not only deaths, but also incidents, hostages, and injuries from terrorism, weighted over a five-year period. The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains over 60,500 terrorist incidents for the period 2007 to 2021.

11. Coming Together or Coming Apart? A New Phase of International Cooperation on Migration

The global context for international cooperation on migration has shifted in unanticipated ways since the Global Compact for Safe, Orderly, and Regular Migration was adopted in December 2018. The COVID-19 pandemic, in particular, upended the migration status quo. Beginning in March 2020, countries introduced border closures or restrictions that essentially paused most forms of mobility, with significant consequences for migrants, their countries of origin, and destination countries—from stranded populations and reduced remittances, to labor shortages in key industries. While many governments’ responses to the pandemic have been unilateral and inward-looking, these challenges have underscored the importance of pursuing greater coordination on migration and mobility at the bilateral, regional, and multilateral levels. Drawing on three meetings of MPI’s Transatlantic Council on Migration, this Council Statement explores the rationale for deeper cooperation on migration, the obstacles impeding it, and ways forward. It reflects on the trajectory of the Global Compact and its implementation to date, and strategies for reinvigorating international cooperation.

In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. Considering the impacts of the Covid-19 pandemic on our everyday life, the XXV China Analysis Group Meeting focused on the organization of large cities and the reordering of urban agglomerations. According to the participants, the maintenance of this model and the rearrangement, focused on urban sprawl, are valid alternatives, each with its own set of advantages and disadvantages. Another issue discussed was the impact of technologies on how cities are shaped in the 21st century, to which participants responded by mentioning the role of artificial intelligence and big data in making the architecture behave like a living organism. However, they also warned about the importance of developing a balance between the natural and the artificial world. Finally, the participants said that for achieving carbon neutrality by 2050, it is necessary for each city to adopt specific policies that suit its own reality, because there is not a universal formula.

In this report edited by Ian Klaus and Samuel Kling, a diverse set of experts examine the question of rights in, and to, the city in a wide and exciting array of geographies and contexts. Introduced by the French sociologist Henri Lefebvre in 1968, the concept of the right to the city has been the subject of a diverse set of treatments and interpretations from academics, activists, and policymakers in recent years. The intellectual history of the right to the city is at times direct—a radical protest movement in the heart of the city focused on political and economic inequality—and at times meandering: a gesturing, stylish flaneur sauntering through the cityscape. But COVID-19 and its associated crises offer the opportunity for clarity or new perspectives on the right to the city, thanks to the crises’ disorienting effects on the meanings and uses of urban space. City dwellers everywhere have experienced the pandemic in particularly spatial terms: it has altered where they go and how they travel, freighted certain places with danger, and targeted some neighborhoods over others. Overnight, outdoor spaces became critical public health infrastructure; bars and restaurants became disease vectors. The pandemic’s effects on work cleaved residents according to their ability to forgo the spatial ritual of the commute, with white-collar workers tending to stay home and most blue-collar and low-wage workers having to endure work on-site. The geography of the pandemic has exploited existing structures of inequality, with disease and death most widespread in neighborhoods with higher concentrations of poverty, overcrowded housing, and marginalized groups. The essays in this collection explore these issues in Chicago and the wider world, from China and South Africa to Latin America. The collection’s first section, “Space, Place, and Inequality,” addresses these questions on an urban scale, each focusing on an element of urban life. The collection’s second section, “Local, National, and Global Intersections,” further broadens the lens to interrogate the relationship among cities and nation states and regions, and to explore global trends in development, trade, and governance. Together, these essays offer perspectives from academics, activists, and policy professionals and public servants with the intention of generating interdisciplinary and international discussions. They highlight powerful inequities and contradictions in city life and also offer policy solutions.

Global economic integration has enabled the spread of ideas, products, people and investment at never before seen speed. The economic characteristics of the COVID-19 crisis differ from those of previous crises. It is a combination of demand- and supply-side constraints which led to the formation of a monetary overhang that will be unfrozen once the pandemic ends. Monetary policy must take this effect into consideration, along with other pro-inflationary factors, in the post-pandemic era. It must also think in advance about how to avoid a policy trap coming from fiscal dominance. This paper is organized as follows: Chapter 2 deals with the economic characteristics of the COVID-19 pandemic and its impact on the effectiveness of the monetary policy response measures undertaken. In Chapter 3, we analyse the monetary policy decisions of the ECB (and other major CBs for comparison) and their effectiveness in achieving the declared policy goals in the short term. Chapter 4 is devoted to an analysis of the policy challenges which may be faced by the ECB and other major CBs once the pandemic emergency comes to its end. Chapter 5 contains a summary and the conclusions of our analysis.

Conspiracy theories have been surging worldwide since the beginning of the COVID-19 pandemic. Not only can they have considerable negative impact on a societal level, they are also capable of disrupting individual lives. Along commonly asked questions, this extended factsheet provides an overview of socio-psychological theories that explain belief in conspiracy theories in general. This framework is then applied to empirical data on the QAnon conspiracy movement in order to illustrate theoretical assumptions. After a brief introduction of the concept of conspiracy mindset and related demographic groups, the focus is on the fulfillment of epistemic, existential and social motives from a multitude of perspectives: media landscapes, communities, ideological structures, addiction, and gamification. The factsheet is concluded with a variety of options for prevention and mitigation, and a discussion on the implications for the future of society in the context of deep fakes and the post-truth world.

On June 10, 2020, the Simon-Skjodt Center for the Prevention of Genocide at the U.S. Holocaust Memorial Museum brought together scholars, practitioners, and civil society representatives to discuss possible effects of the COVID-19 pandemic on the global risk of mass atrocities and efficacy of mass atrocity prevention. This seminar was the first in a series designed to stimulate new policy-relevant research and begin building a network of scholars and practitioners focused on global trends and their implications for mass atrocities and atrocity prevention. Future seminar series topics include the global distribution of power, new technologies, demographics, climate change, and resource competition, and norms and ideologies. The collection of essays reflects the breadth and diversity of issues that are likely to affect mass atrocities and their prevention over the next decade. Reflecting on changes in the distribution of political power and weakening anti-atrocity norms, Scott Straus identifies four significant challenges for the atrocity prevention agenda. Dara Kay Cohen highlights an often-neglected factor--sex and gender inequalities-- and argues that it is likely to worsen over the next decade in ways that will exacerbate risks of mass atrocities. Roudabeh Kishi discusses how monitoring and early warning initiatives must adapt to changes in the information environment and the changing nature of atrocities. Dismas Nkunda focuses on how COVID-19 has affected civil society efforts to address mass atrocities. Finally, Jennifer Welsh discusses war crimes, “extreme atrocity,” and political barriers to effective prevention—three key issues for the prevention of mass atrocities over the coming decade.

In addition to its widespread public-health and economic impacts, the COVID-19 pandemic has challenged social cohesion in many countries by forcing changes in how people interact. Physical connection, the most human response to collective adversity, has been largely out of reach during long periods of lockdown, social distancing, and remote work and learning. The temporary closure of public spaces such as libraries and schools has also limited the spontaneous, casual encounters that can build bridges between disparate groups. This MPI Europe report explores ways to assess the pandemic’s effects on social capital and social infrastructure in Europe and North America. It also presents an initial analysis of how and where social cohesion is in peril and where it may actually be gaining strength, and highlights the importance of governments taking an inclusive approach and prioritizing social cohesion as societies move toward recovery. The authors identify three trends: Bridges between groups are weakening, even as new forms of connection may be strengthening bonds within existing networks. Immigrant integration programs have worked hard to move their offerings online, but digital tools may capture only a fraction of what in-person programming can and they may leave behind some people who most need assistance overcoming integration barriers, such as those with limited access to and familiarity with technology. A wide range of volunteering, mutual aid, and other grassroots forms of solidarity have emerged during the pandemic, but it remains to be seen which can make the switch from emergency response to longer-term engagement.

28. Future Scenarios for Global Mobility in the Shadow of Pandemic

The COVID-19 pandemic has had an undeniable and wide-ranging impact on human mobility of all kinds—from travel for work or study to family reunification to refugee resettlement. More than 18 months since the first round of travel restrictions were introduced, it remains to be seen when and how fully these different forms of mobility will recover. This report explores possible scenarios for what international mobility could look like in two to three years as an exercise to help national governments and international organizations think through the potential impacts of different policy choices and approaches to pandemic management. It also identifies critical questions to address in the coming months and years, such as: What tools should be used in conjunction with vaccines to safely reopen travel, given concerns that the uneven vaccine rollout will deepen existing inequalities in access to mobility? And how can countries better coordinate health screening requirements to minimize unnecessary duplication and costs to travelers? Returning to the pre-pandemic status quo for travel and migration seems highly unlikely, and the structures that are being built now will shape mobility systems and responses to future disease outbreaks for years to come. A key priority, the author writes, should be to outgrow the current picture of fragmented, frequently shifting policies in favor of transparent, equitable, and risk-proportionate rules.
