- The Women, Peace and Security (WPS) agenda is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, and promote gender equality on a global, national, and local scale. Passed in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating more effective international peace and security policies. Since 2000, more than 80 countries have adopted Women, Peace and Security National Action Plans and other policies to robustly implement the WPS agenda. In 2017, the US Congress adopted the Women, Peace, and Security Act to incorporate the principle of gender equality into US foreign policy. The two main objectives of the WPS agenda are to 1) increase the representation of women in decision-making positions, and 2) to apply a gender perspective to matters of international peace and security.

4. Disrupted: The Reproductive Rights Issue

- This journal began with the aim to reject and disrupt the ‘single-story’ of mainstream foreign policy through highlighting both experienced and emerging voices from across the globe. Throughout the last four issues of Disrupted, we have sought to understand, challenge, and critique mainstream foreign policy. Through a post-colonial feminist analytical lens, our contributors from all around the world, have questioned the unquestioned objectivity of elitist, Western-centric foreign policy, and unpacked the complex connections between gender, race, ethnicity, sexuality that are embedded in the everyday actions and politics of people from across the world. We truly believe that Feminist Foreign Policy brings all voices to the table, through whichever medium they choose to express themselves, and alongside our expertly written articles, we aimed to challenge the academic and un-inclusive paradigm that foreign policy is embedded in by including artwork, poetry, and more. Regrettably, this issue will be the last of its kind and - for now - Disrupted as a project will be on hold. Disrupted was a passion project that was started with lots of good intentions but no budget. Until very recently, CFFP has been an entirely volunteer-run organisation, so the volunteer-run journal fit within that scope. No one, including CFFP volunteers and staff, has ever been reimbursed for this project. However, we strongly believe that we cannot continue producing a feminist journal without paying all editors and contributors for their labour. While members have received access to the journal in the past, in no way does the money generated from membership come even close to covering the cost of producing even a part of the journal. The small pot of money generated by Disrupted purchases/membership has only ever covered the cost of printing the journal, but even printing became very unsustainable (financially and environmentally) so we decided to go digital. Charging a small amount for access (£5 for a digital issue) was a path we thought we could use to generate money to offset project and event costs and pay for labour, but again, the numbers haven't got close to balancing out. It's been a bit of trial and error to see how we could make Disrupted sustainable. Indeed, over the past year, we've gotten done a wonderful job at figuring out how to source sustainable funding for projects and pay people for their time. However, Disrupted is one of the pieces of the CFFP puzzle that we haven't quite figured out a solid funding model for, nor found someone willing to fund it (yet!). This brings us to our final issue of Disrupted in its current form. With a thematic focus on Sexual and Reproductive Health, Rights, and Justice, our contributors tackle issues from decriminalising abortion to menstrual equity and sustainability, to reproductive health conditions, to the Trump Administration’s global gag rule, and more. Across the world there is an urgency of providing a platform within foreign policy and beyond for women and minorities’ voices on these issues that directly, and often violently, impact and oppress their daily lives. We hope that we have contributed to building this platform, making foreign policy more feminist, more transparent, and more intersectional. Thank you to every single one of the contributors and volunteer Editors, past and present, who have helped make Disrupted a reality. A special thank you to Louise Scarce – without you, this issue wouldn’t have been possible. And, finally, thank you to you, our members and readers, for supporting us. With your support, we have amplified a different and more nuanced conversation that can better inform policy decisions and begin to alleviate global inequality. I am extremely proud to have been Editor-in-Chief of Disrupted, and I hope that this is only goodbye for now.

5. SVRI Knowledge Exchange: Pivoting to remote research on violence against women during COVID-19

- Asking women about violence is a highly sensitive undertaking, requiring adherence to established protocols that centre women’s safety as a first priority.1 Failure to do so is highly unethical, as it places women at risk of (further) violence and other serious violations. Poorly designed research can also result in under-reporting and/ or misrepresentation of the issue, and it wastes important resources. Even under ideal circumstances, it is difficult to ensure that conditions exist in which women can freely share their experiences and perspectives on violence—and accurately measuring incidences of violence against women (VAW) is particularly challenging. It is thus essential that researchers establish emotional and physical safety for both themselves and respondents; doing so requires experience, intensive training, explicit protocols and the availability of referral services. The COVID-19 pandemic and consequent mitigation measures (e.g., physical distancing, mobility restrictions, lockdown, curfews, self-quarantine, etc.) are magnifying these inherent challenges for several reasons.

- The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. This report by ISPI and The Brookings Institution is an effort to shed light on this less studied, but extremely relevant, relationship.

- Women and Girls as Change Agents JANUARY 6, 2020 By: Catherine Bertini, Distinguished Fellow, Global Food and Agriculture; Alyssa Ceretti, Executive and Research Assistant, Global FoodBanking Network Achieving universal primary education and eliminating gender disparity in primary and secondary education have been among the global development community’s goals for two decades. As a fundamental requirement for lifelong health and opportunity, education underlies the success of communities, nations, and the world. Yet girls today are still being left behind. UN data shows of the estimated 25 million primary school-age children globally who were never enrolled in school in 2014, two-thirds were girls. This paper argues that educating girls has the power to break the cycle of poverty and transform societies. Educating girls has a multiplier effect: better health, prevention of early marriage and violence, lower fertility rates, higher family incomes, stronger community engagement, and better outcomes for their own children. Investing in girls’ education can put countries on the path to a more stable, prosperous future. The barriers to educating girls are numerous and complicated. Safety issues, school fees, family demands, and social and cultural norms, as well as lack of access to qualified teachers and adequate facilities, often combine to keep girls out of school. This paper argues that despite ample evidence of the transformative power of educating girls, not enough is being done to advance the advocacy for, research on, and promotion of girls’ education and empowerment. As the author states, education for all girls is not just a right, but a responsibility.

11. COVID-19: GNWP Mitigation and Adaptation Strategy and Appeal

- The COVID-19 pandemic has affected GNWP’s program implementation at the local, national, regional and global levels, due to restrictions on travels and group gatherings, as well as health and safety concerns for the staff, implementation partners and supporters, as well as the general public. In the face of the global COVID-19 pandemic, GNWP has adopted a number of mitigation and adaptation strategies. GNWP is also proactively identifying opportunities to continue its peacebuilding work, and support local women and youth peacebuilders’ efforts to address the impacts of the crisis on local communities and prevent escalation or outbreak of conflicts. We have developed and are currently implementing this mitigation and adaptation strategy informed by a gender-responsive conflict and crisis analysis. This strategy will be continuously updated based on our global monitoring of the COVID-19 crisis.

12. Seeking Accountability and Preventing Reoccurrence: Addressing Conflict-Related Sexual Slavery through the Women, Peace, and Security Agenda

- The Global Network of Women Peacebuilders (GNWP), with support from the Korean International Cooperation Agency (KOICA), coordinated a global research to analyze historical and contemporary incidences of sexual slavery, from World War Two to the present geopolitical context. The overall goal of the research is to promote synergies in the implementation of the Women, Peace, and Security (WPS) Agenda, international humanitarian and human rights laws, and policies to prevent and counter violent extremism to improve the prevention of, protection from, accountability mechanisms for, and relief and recovery for survivors of sexual slavery. To ensure that this research reflects the voices of survivors of sexual slavery and women’s civil society on the ground in conflict-affected communities, the research team produced three case studies: one on sexual slavery during World War Two in Asia and the Pacific, and two on more recent incidences of sexual slavery in Uganda and Iraq respectively. Key informant interviews and focus group discussions with survivors of conflict-related sexual slavery, women’s rights activists, local and national government officials, human rights lawyers, and grassroots peacebuilders in Korea, Uganda, and Iraq, along with global policymakers were conducted. This advocacy brief summarizes the key findings and recommendations of the global research and case studies. The full-length global research and case studies will also be made available. GNWP hopes that this research will inform and strengthen the global response to conflict-related sexual slavery and survivor-centered implementation of the WPS Agenda. Critically, this research will serve as a key advocacy tool for victims and survivors of sexual slavery and their families, and civil society activists.

15. Comparing Global Trends in Multidimensional and Income Poverty and Assessing Horizontal Inequalities

- The 2030 Agenda has provided new impetus to two facets of the struggle for poverty alleviation, which is a central goal of the international development community. First, poverty is no longer viewed strictly in monetary terms, but rather as a multidimensional phenomenon. Second, the need to reduce poverty for different social groups and not just at the aggregate, national level is explicitly recognised. Against this background, this paper has three objectives: (1) to analyse the trends in multidimensional poverty in low- and middle-income countries, (2) to explore rural-urban differences in poverty over time, and (3) to assess the validity of the claim that there has been a feminisation of poverty. The analysis relies on a new indicator of multidimensional poverty, the Global Correlation Sensitive Poverty Index (G-CSPI), that incorporates three key components: education, employment and health. The G-CSPI has several methodological advantages over existing measures, including that it is an individual rather than a household-level measure of poverty, which is crucial for gender-disaggregated analysis. Regarding aggregate trends, this paper shows that both income poverty and multidimensional poverty fell between 2000 and 2012. However, the decline in (extreme) income poverty in percentage terms was twice as large as the decline in multidimensional poverty. There is significant heterogeneity in the results across regions. Multidimensional poverty declined the most in Asia, converging towards the relatively low levels of Latin America and Europe, while sub-Saharan Africa’s slow progress further distanced it from other regions. These findings point to the existence of poverty traps and indicate that more efforts are needed to eradicate poverty. Regarding the urban-rural comparison, our analysis shows that poverty is predominantly a rural phenomenon: the rural G-CSPI was more than four times the urban G-CSPI. This difference remained nearly constant over time. As for the third objective, we find no gender bias in 2000 at the global level. This contrasts with the claim made in 1995 in Beijing that 70 per cent of the poor were women. However, we find that multidimensional poverty declined more among men (-18.5 per cent from 2000) than women (-15 per cent), indicating a process of feminisation of poverty. This was triggered by the decline in employment poverty, which was much slower among women. As most existing studies conclude that there was no evidence of the feminisation of poverty, this finding is new to the literature.

- The demographic transition has been one of the greatest phenomena affecting development worldwide and its effects on gender equity are undeniable. Lower fertility and ageing populations create both challenges and opportunities for gender equity, while women still face obstacles towards labour, financial and digital inclusion. G20 countries are at very different stages of the process, yet most have birth rates below replacement levels and population is ageing. Adopting a comprehensive and intersectional approach to women’s economic empowerment that contemplates age – and gender – specific rights, priorities and needs is crucial to both fulfilling women’s rights and facing the challenges associated with demographic change.

Our contributors challenge the problematic, and often racist, Western-centric approaches to immigration, refugees, and trafficking, and unpack the complex connections between gender, race, ethnicity, sexuality that are embedded in the lived realities of the people impacted directly and heavy-handedly by current foreign policy on the issue. It brings together the voices of academics, practitioners, students, and individuals who are currently living in “perpetual wait” waiting for asylum claims to be formalised. Alongside our written contributions, you will find artwork and poetry engaging with this theme. A feminist foreign policy brings all voices to the table, through whichever medium they choose to express themselves, challenging the academic and un -inclusive paradigm it is embedded in. However, the views and opinions expressed in this issue represent the respective contributors and not CFFP as an organisation; our goal is simply providing a platform for those voices, particularly those that have previously been marginalised, for open discussion and debate. After much consideration, we have recently made several changes to Disrupted, namely transitioning from a print-journal to a digital journal. You will still be able to purchase copies of the journal at our events, but to improve accessibility, we have decided to manage Disrupted primarily online. This means that we can focus our efforts on reaching more people, readers and contributors, and ensuring we are providing a much-needed feminist critique to foreign policy. Girls Leading: From Rural Economies to Global Solutions—available as both a fully online digital experience and as a PDF—is a collection of diverse perspectives from 20 authors around the world. The authors share their research and stories of personal struggle and triumph to highlight the needs of rural girls and solutions to the challenges they face. The report also includes recommendations, arranged by age group, for critical moments in a girl’s life where both small and large actions can make a huge difference. Many of the most pressing global issues—climate change, economic development, health, and education—demand that we consider rural girls. The world changes as their lives change. 20. The Effects of Minimum Wages on Wage Inequality and Gender Pay Gap in APEC Economies

- This paper investigates the effects of an increase in minimum wages on wage inequality and gender pay gap in APEC economies using unbalanced economy-level panel data from 1990 to 2017. We estimate both linear and quadratic models of the effective minimum wage, while controlling for mac-roeconomic variables that could affect wage inequality as well as gender pay gap. The increase in the minimum wage has the effect of alleviating the wage inequality at the lower-tail of the wage distribution. The effect is much greater for women than for men, which contributes to reducing gender pay gap. On the other hand, the rise in the minimum wage does not affect the wage ine-quality at the upper-tail of the wage distribution for both women and men.

- At the December 2017 World Trade Organization (WTO) Ministerial Conference in Buenos Aires, 118 WTO members joined forces to launch the Declaration on Trade and Women’s Economic Empowerment. The members undertook to work together to develop best practices on how to apply gender-based analysis to domestic economic policy and international trade policy to encourage female entrepreneurship and financial inclusion, remove barriers to women’s participation in trade, and develop useful gender statistics and research. The Centre for International Governance Innovation undertook this essay series to raise awareness about this initiative and contribute to increasing understanding of how the declaration might contribute to economic empowerment of women.

- Since its inception, Daesh has been successfully recruiting women across national and ideological lines to assume key positions in advancing the organization’s objectives. According to recent estimates, out of 31,000 fighters within Daesh territories, almost one-fifth, roughly 6,200, are women. Yet, to date, research and policy focus on women’s involvement in Daesh has been scant. Several media accounts that have covered female participation tend to be alarmingly reductionist in their description of the roles women play in Daesh. These reports primarily categorize women as either passive victims, “Jihadi brides,” or subsidiary supporters of male guardians with negligible influence. This approach not only ignores the multiplicity of roles played by women to expand Daesh’s ideological and operational agenda, but also oversimplifies the motivations behind their decisions to join Daesh. Just like their male counterparts, women are complex human beings with conflicting aspirations, ideological leanings, and life struggles that inform the choices they make.

- This Training Curriculum builds the knowledge and skills of women from civil society to participate in security sector reform (SSR), and conduct advocacy related to the security sector. It is a companion to A Women’s Guide to Security Sector Reform, published in 2013 by DCAF and Inclusive Security. The curriculum is aimed at experienced facilitators and trainers who design workshops and trainings for women and civil society organizations wishing to engage in SSR processes. The Training Curriculum addresses the concepts of security, the security sector, SSR, gender and gender equality, and the links between them. It builds skills for planning, research, coalition building, developing recommendations, and advocacy around the security sector, as well as monitoring and evaluating those efforts. Given that women are often excluded from SSR processes, the curriculum serves as a tool to train and support women and CSOs of all types to participate in dialogue and decision-making to create a security sector that is more effective, accountable and inclusive. The Training Curriculum includes 17 modules that are practical, field-tested, and grounded in adult learning methodologies. They include case studies, exercises, videos, and role plays to make the material accessible to a range of learning styles and knowledge levels. Sample agendas and training guidance are included in the Introduction and each module can be adapted to suit specific training needs.

- When the idea of the Global Study on UNSCR 1325 was proposed, some members of civil society did not welcome the concept. There were already countless studies and recommendations on the implementation of UNSCR 1325, so what would be the value of another study? Moreover, we knew where most of the gaps existed—both internationally and in national contexts. The Global Study was, called by UN Security Council Resolution 2122 “to highlight examples of good practice, implementation gaps and challenges, and priorities for action.” Yet, we also understood that the Global Study could be an important platform for highlighting persistent problems, such as underrepresentation of women in official peace negotiations, lack of local level action and the perennial lack of funding, particularly for women’s peacebuilding work at the community level. To participate in the Global Study process, we set two conditions: that it be totally independent and that it accurately reflect the voices of civil society, given that activists—working at grassroots, national and international levels—have been the driving forces in making sure the resolution and its agenda remain active and relevant. It was in this spirit that the Global Network of Women Peacebuilders (GNWP), Cordaid, the International Civil society Action Network (ICAN) and the NGO Working Group on Women, Peace and Security (NGOWG) embarked on a civil society survey to inform the Global Study. We also believed it was extremely important that there be a mechanism built into the Global Study to formally capture the experiences, challenges and recommendations of civil society around the world working on WPS.

- The Focus Group Discussion (FGD) Report is based on findings from 17 FGDs and one international 1325 expert conference, held in 16 countries with over 200 participants.1 The report informs the Global Study on Women, Peace and Security, called by UNSCR 2122 to "highlight examples of good practice, implementation gaps and challenges, and priorities for action," to ensure that civil society voices are adequately reflected in the study. The promise of UNSCR 1325 cannot be realized without the full participation of civil society activists—a view shared at the global and local level alike. Just as the Global Study team coordinated by UN Women has explicitly sought input from women’s groups around the world through this initiative and others, so have participants of the FGDs echoed their fervent desire to have their views, concerns and recommendations feed into the Global Study. Civil society lobbied for the adoption of UNSCR 1325, contributed to its drafting and has stood at the forefront of its implementation, so its voice is a powerful contribution to the Global Study. This report consolidates and presents the results of the FGDs. The FGDs also raised awareness among CSOs around the world of the High-Level Review on the Implementation of UNSCR 1325, the Global Study and the CSO Survey. Furthermore, they provided a safe and collaborative experience for CSOs to exchange views on issues related to their work on Women, Peace and Security. Finally, the focus group discussions served as a tool to recognize and galvanize women’s groups doing important work on women, peace and security on the ground, despite the many challenges they face.

- In 2000, the United Nations Security Council adopted the landmark resolution 1325(2000) on Women and Peace and Security, a historic recognition of the gender dimension of conflict, the disproportionate impact of conflict on women and girls, and the significant, yet often unrecognized, contributions women have made – frequently in the face of grave threats and unrelenting opposition – to sustained conflict resolution and peacebuilding. As we approach the 15-year anniversary of the resolution and the world continues to be plagued by unresolved conflicts and new threats to peace, human security and dignity, efforts to implement UNSCR 1325 and, indeed, the full Women and Peace and Security agenda) must be redoubled. The time is ripe to accelerate adequate and predictable funding. Though a host of factors contribute to the success of resolution 1325 (2000) implementation, adequate funding remains paramount among these. Yet, OECD recently reported that only three per cent of peace and security funding targets gender equality and women’s empowerment as a principal objective.1 Therefore sustainable and adequate financing continues to be a significant challenge. Despite being at the forefront of work to advance the Women and Peace and Security agenda, women’s rights groups, networks and movements face uniquely difficult obstacles in accessing sustainable funding for their work, particularly at the grassroots level. While governments hold primary responsibility for the implementation of resolution 1325(2000), women’s rights groups and movements are vital to addressing the context specific root causes of conflict and building a transformative and sustainable peace. Funding women’s rights groups and movements would go far in addressing the “implementation deficit” faced by the WPS agenda.

In the last 15 years, greater accountability to the resolution has been a consistent call from civil society, the UN and Member States. However, only a handful of Member States are actually monitoring the progress and achievements as well as the gaps and weaknesses in the implementation of the resolutions. The 2014 edition of Women Count, Security Council Resolution 1325: Civil Society Monitoring Report, demonstrates once again that while it is labor intensive and time consuming, monitoring is a doable and relevant exercise. It also illustrates that while funding is absolutely necessary, the lack of it should not be an excuse to not monitor. On the fifth year of Women Count, the civil society monitoring of UNSCR 1325, civil society groups from Azerbaijan, India, Iraq, Kenya and Libya are participating in this independent monitoring report for the very first time. Moreover, we are for the first time including a territory, Nagorno-Karabakh in monitoring and analyzing the applicability of the WPS resolutions in different socio-political and cultural contexts. 21 countries were monitored in 2014 bringing the total number of countries monitored in the last five years to 24. Beyond just a figure, this number represents the wealth of data, information and analysis on how UNSCR 1325 has impacted the lives of women around the world—in conflict-affected countries, in developed and non-conflict countries, in middle income countries; in countries with or without National Action Plans. GNWP’s participation in the ongoing Global Study on Women, Peace and Security is informed by the findings and recommendations in the last five years of this monitoring exercise. I would like to emphasize that some of the findings and recommendations such as those on women’s lack of representation in official peace negotiations, lack of local level action, as well as the persistent problem on lack of funding for women’s peacebuilding work at the grassroots level are not new and in fact some of them have been articulated prior to 2010. However, the civil society monitoring initiative presents new evidence and fresh insights.

- When trans people’s passports, driver licenses, and national ID cards, do not reflect their gender identity, it can exclude them from fundamental aspects of daily life—like receiving health care, schooling, housing, or a bank account. And it can prevent trans people from exercising basic liberties like the right to vote or freedom of movement. The vast majority of trans people around the world cannot obtain official documents under their appropriate name and sex that match their gender identity. Where this is possible, trans people often face highly restrictive laws or regulations for changing name and sex that violate human rights obligations. These restrictions may involve excluding trans people who are married or have children, or require compulsory medical diagnoses or proceedures, including those that result in sterilization. License to Be Yourself documents some of the world’s most progressive and rights-based laws and policies that enable trans people to change their gender identity on official documents. It shares strategies that activists have successfully used in a variety of global and legal contexts, and features case studies from Argentina, Australia, Hong Kong, Kenya, Ukraine, and the United States. This report is a resource for activists working on human rights issues for trans people, local communities examining best laws and policies, and policymakers seeking to uphold the rights of trans people.

43. Transforming Health: International Rights-Based Advocacy for Trans Health

- Trans people across the world face substantial barriers to adequate health and health care. They are targets of discrimination and violence, are at greater risk of contracting HIV, and experience a higher incidence of mental health problems like depression. They face discrimination from health care providers, a lack of doctors trained to address their needs, and the refusal of many national health systems and insurance providers to cover their care. Yet trans communities are building alliances to promote trans health and to fight for policies that respect gender diversity and human rights. This report profiles projects from 16 organizations in twelve countries that address these barriers. These projects offered general health services as well as those related to gender transition, trained health care providers to respond to the needs and concerns of trans patients, conducted public education campaigns about discrimination against trans people, advocated for legal and medical policy changes, and organized trans communities to empower themselves. Collecting insights from these projects, Transforming Health makes recommendations to governments, rights advocates, health professionals and public health organizations, and health and rights donors.

- One of the less known aspects of the tragic 9/11 events and the subsequent global war on terror is the chilling impact counterterrorism measures have had on civil society and citizens’ agency. Ten years later the phrase ‘war on terror’ is no longer used officially, but measures that curtail the operational and political freedoms of civic organizations worldwide in the name of countering terrorism continue to be real, tangible, and strongly counterproductive.The report by David Cortright et al, Friend not Foe: Opening Spaces for Civil Society Engagement to Prevent Violent Extremism, gives a comprehensive and vivid account of the challenges that civil society groups continue to face worldwide in protecting and expanding their political voice and operational space. The first edition of this report focused primarily on the e8ects of counterterrorism measures on civil society in the Global South. This updated version places the closing of civil society space in a wider global context of securitization of aid, de-funding of civil society, and civil military cooperation. - When in March 2000, the Security Council expressed for the first time in its history the conceptual acceptance that peace is inextricably linked with equality between women and men and affirmed that the equal access and full participation of women in power structures and their full involvement in all efforts for peace and security, the international community was charged with expectation. It was welcomed by one and all with considerable enthusiasm hoping that there would be progress in paying attention and respect to the unrecognized, under-utilized and under-valued contribution by women to preventing war and to building peace. During ten years since its adoption, we have seen a tremendous enthusiasm among civil society at all levels in raising awareness, engaging in advocacy and building capacity for the meaningful implementation of 1325. The present Civil Society Monitoring Report by the Global Network of Women Peacebuilders (GNWP) and its partners being launched on the occasion of the 1325 tenth anniversary is a remarkable example of such a civil society engagement.
