1. The Euro Area’s Achilles Heel: Reassessing Italy’s Long Decline in the Context of European Integration and Globalisation

Abstract:
This paper analyses how Italy’s decades-long decline turned the country into the euro area’s Achilles heel, the most vulnerable spot in the common currency. We use a structuralist framework to synthesise different (competing) supply-side and demand-side explanations, accounting for long-term processes and sectoral interdependencies. We argue that structural domestic factors that were already present in the decades after World War II (‘original sins’) – low-cost competition and labour fragmentation, many small firms linked to low innovation, and a deep territorial divide – interacted with the policy constraints brought about by globalisation and European integration to exacerbate Italy’s decline vis-à-vis its euro area peers.

Abstract:
The trade war between the U.S. and China began in March 2018. The American side raised import duties on aluminum and steel from China, which were later extended to other countries, including Canada, Mexico and the EU member states. This drew a negative reaction from those countries and bilateral negotiations with the U.S. In June 2018 America, referring to Section 301 of its 1974 Trade Act, raised tariffs to 25% on 818 groups of products imported from China, arguing that the tariff increase was a response to years of theft of American intellectual property and dishonest trade practices, which has caused the U.S. trade deficit. Will this trade war mean the collapse of the multilateral trading system and a transition to bilateral relationships? What are the possibilities for increasing tariffs in light of World Trade Organization rules? Can the conflict be resolved using the WTO dispute-resolution mechanism? What are the consequences of the trade war for American consumers and producers, and for suppliers from other countries? How high will tariffs climb as a result of a global trade war? How far can trade volumes and GDP fall if the worst-case scenario comes to pass? Professor Jan J. 3. Globalization Paradox and the Coronavirus Pandemic

Abstract:
The global scale of the coronavirus (Covid-19) pandemic and its response is unprecedented. This Clingendael Report applies Dani Rodrik’s framework of Globalization’s political trilemma to analyze the current response to the pandemic. In the aftermath of the 2008 financial crisis he argued that any recovery measures would have to balance off state power with economic integration and democracy. Based on values of democratic governance and human dignity this report charts principles on how to move forward beyond the emergency phase into recovery from the Covid-19 pandemic. The report makes a plea to Dutch and European policymakers for safeguarding and upholding democratic values in the response to and recovery of the Covid-19 emergency. The political trilemma indicates that a renewed primacy of state sovereignty, combined with hyper-globalization being on the defense, requires political resistance and bold choices to uphold democratic governance principles for the urgent and difficult policy actions required during the recovery. The momentum is now to act and uphold a united European solidarity response and leadership. If the EU fails to do so, it risks disintegration and marginalization in a volatile multi-polar global order. Covid-19 is not merely a ‘crisis’ that will pass by. This is a new permanence that requires a redefinition of the European social contract while recognizing its interconnectedness with the rest of world.

Abstract:
Unprecedented and unpredictable: this is how US President Donald Trump's administration has repeatedly been labelled. Beyond the frequent tweets and bombastic rhetoric, however, lie a more conventional four years, as the United States navigated an ever-evolving international reality, compounded by a global pandemic and one of the deepest economic recessions in over a century. This Report analyses the continuity and changes that occurred during Trump’s presidency. Domestically, it investigates the growing political polarization, the country's pre-pandemic economic performance, Trump's approach towards regular and irregular migration, and the US’ response to a healthcare emergency. Abstract:
Critical public attitudes toward economic globalization reflect a response to different facets of globalization and varied consequences of international market integration for individuals. The distribution of benefits and losses related to globalization provides a starting point for numerous studies of attitudes toward economic integration. Individuals perceive globalization’s benefits differently depending on their sector of employment or level of educational attainment, among other factors. In addition to these explanations, attention to the institutions and policies that influence how governments engage with globalization and manage its domestic consequences can also inform the analysis of why scepticism to economic integration varies across national settings. This report reviews academic literature dealing with attitudes toward globalization and the linkages between globalization and national political processes to situate the extent of globalization scepticism in Denmark alongside experiences in France and Germany. It provides an overview of trends in attitudes toward globalization in these countries and examines possible drivers of the trends.

Abstract:
The report focuses on the potential of the development of small and mid-size businesses in Moldova. It provides an economic overview of the country, and then analyzes various best practices and lessons learned from the development of SMEs in the Visegrad countries, especially Hungary. The report provides a description of economic developments, main trade figures, relevant labor developments, migration and the role of remittances and defines the bottlenecks for SME development in the country. The authors built their analysis on available literature and statistics as well as their own survey and interview series. The study highlights six case studies relevant for SME development selected for deeper investigation such as simplified tax schemes, online tax reporting, entrepreneurship education, agriculture and producers’ organizations, the wine industry and issues of measurement of the SME sector. Finally the report draws up potential intervention schemes for Moldovan stakeholders and provides further recommendations for longer term initiatives and actions taken for the support of economic and SME development.

In this study the author analyzes the experience of the European Union in cooperation with non-member neighboring countries, to which the EU’s integration process and institutions are both available. On the one hand, several non-member countries are interested in close cooperation or integration with the organization because of their future membership aspirations or simply because they consider the EU an important economic and political partner. On the other hand, the EU itself is also interested in building such close relations, for economic but often also for geopolitical and security reasons.

Abstract:
The present paper first takes a step backwards with an attempt to situate the adoption of this Treaty in discussion of the SGP and the “Maastricht criteria” (the criteria for EMU membership fixed in the Maastricht Treaty) in a longer perspective of the sharing of competences for macroeconomic policy making within the EU from the initial Treaty to the Maastricht Treaty and the Stability and Growth Pact (SGP). It then presents the main features of the Fiscal Treaty and its relation to the SGP and draws some conclusions as regards the importance and relevance of this new step in the process of economic policy coordination. It concludes that the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union does not seem to offer a definitive solution to the problem of finding the appropriate budgetary-monetary policy mix in the EMU already well identified in the Delors report in 1989 and regularly emphasised ever since and now seriously aggravated due to the Crisis. Furthermore, the implementation of this Treaty may under certain circumstances contribute to an increase in the uncertainties as regards the distribution of the competences between the European Parliament.
