1. The Sino-Russian Partnership Assumptions, Myths and Realities

Abstract:: When Xi Jinping and Vladimir Putin announced a “no limits friendship” at their February 2022 summit, the message was that Beijing and Moscow had reached a new peak in relations. Yet Putin’s invasion of Ukraine has exposed the limits of Sino-Russian partnership and highlighted their sometimes diverging interests. Far from being an authoritarian alliance, this is a classic great power relationship centered in realpolitik. China and Russia are strategically autonomous actors, with fundamentally different attitudes toward international order. The Sino-Russian partnership remains resilient. Both sides recognize that it is too important to fail, especially given there are no viable alternatives to continuing cooperation. Nevertheless, the balance of power within the relationship is changing rapidly. Russia’s geopolitical and economic dependence on China is greater than ever. Although predictions of a clientelist relationship are premature, this widening inequality represents a major long-term source of weakness. The challenges Beijing and Moscow pose to Western interests are largely separate and should be addressed individually on their merits. Equally, it is naive to imagine that reaching out to either side could help loosen their strategic partnership. Western governments should focus instead on upping their own game—from revitalizing democracy and the rule of law at home to addressing universal threats such as climate change and food insecurity. 2. US-China lessons from Ukraine: Fueling more dangerous Taiwan tensions

Abstract:: The lessons that Washington and Beijing appear to be learning from Russia’s February 2022 invasion of Ukraine, and from Ukraine’s resistance and counteroffensive, could set the stage for a crisis over Taiwan in the next few years. This grim prospect is driven by the United States and China arraying themselves for a strategic rivalry since 2017 through the continuing trade war, economic decoupling, and increasing rhetorical and military positioning for confrontation over Taiwan. In light of the Chinese military’s threatening gestures, belligerent rhetoric, and other recent actions that read like they could be preparation for war, there is a danger that the successive warnings by senior US military commanders that Chinese CCP General Secretary and President Xi Jinping has already decided to use military force in the near term could become the proverbial tail wagging the dog — and could impose a logic that makes a US-China war more likely, rather than enhancing deterrence.1 Therefore, the key question for the United States and its allies is how an increasingly truculent and belligerent Chinese leadership can be incentivized to walk back from the brink. This paper examines what lessons China, the United States, and European allies have drawn from the Ukraine conflict and how such lessons have shaped these actors’ strategic assumptions. It concludes with a discussion of policy recommendations for the transatlantic community confronting the possibility of a US-China conflict over Taiwan.

3. Humanitarian aid: Defining new areas of US-LAC collaboration

Abstract:: The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

Allies made it clear that they consider Russia their most immediate and direct threat. Yet they also made headlines by addressing challenges emanating from the People’s Republic of China (PRC). Allies laid out actions to be taken across the diplomatic, economic, and military spheres. Now the Alliance must implement those responses. Beijing will be watching closely.

5. China and the new globalization

Abstract:: The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

Abstract:: The People’s Republic of China (PRC) is increasingly using a range of economic and non-economic tools to punish, influence and deter foreign governments in its foreign relations. Coercive actions have become a key part of the PRC’s toolkit as it takes a more assertive position in international disputes and seeks to reshape the global order in its favour. This research finds that the PRC’s use of coercive tactics is now sitting at levels well above those seen a decade ago, or even five years ago. The year 2020 marked a peak, and the use of trade restrictions and state-issued threats have become favoured methods. The tactics have been used in disputes over governments’ decisions on human rights, national security and diplomatic relations.

7. Resisting China’s Gray Zone Military Pressure on Taiwan

Abstract:: The People’s Republic of China (PRC or China) has sharply escalated its pressure campaign targeting the Republic of China (ROC or Taiwan) in recent years. Beijing appears likely to use Taiwan’s upcoming presidential election in January 2024 as a pretext to apply more pressure on the self-governing island, particularly in the “gray zone” using China’s military, the People’s Liberation Army (PLA), along with other tools of state power. There is no precise and commonly agreed upon definition of what gray zone activities are and are not. In general, though, the concept refers to actions that fall into the space between, on one side, peace and, on the other, full-scale kinetic war.1 Gray zone activities are coercive and aggressive but designed to stay below the threshold of triggering major conflict. China uses gray zone operations as part of a comprehensive strategy to pressure Taiwan that spans the areas of diplomacy, information, economics, and security. This policy brief examines one major component of that campaign: gray zone military and security operations. It starts by detailing the capabilities and tactics China uses to put security pressure on Taiwan. Then, it explains what Beijing seeks to achieve with those actions. The paper concludes with recommendations for how U.S. and Taiwan policymakers can resist and counter China’s gray zone operations.

8. Enemies Foreign and Domestic: Confronting Kleptocrats at Home and Abroad

Abstract:: As Putin and his kleptocratic regime of oligarchs wage a devastating war in Ukraine, the costs of corruption have never been so starkly visible. Beyond Russia, recent examples of corruption in China, Afghanistan, the Northern Triangle, the Solomon Islands, and elsewhere, prove that rampant corruption poses a significant threat to aspirations for a greener, healthier, more peaceful, and more democratic world. Countries such as Russia and China have elevated their brand of corruption into a distinct and powerful aspect of their foreign policy. They employ this strategic corruption abroad to stunt economic growth; prop-up fellow authoritarian regimes; exacerbate social inequality; erase political trust; accelerate pandemics and degrade healthcare systems; exploit the environment; and propel state oppression. As U.S. policymakers seek to counter this strategic corruption, they must first recognize the extent to which domestic laws and actors within the United States enable this corruption to fester. In the fall of 2021 and spring of 2022, ISD convened a series of New Global Commons working group meetings with participants drawn from academia, think tanks, government, international organizations, non-governmental organizations, and the private sector. The group crafted workable definitions of corruption, evaluated the unique political and related threats posed by corruption and kleptocracy, assessed Russia and China’s use of strategic corruption, and developed principles and recommendations for government and non-government entities to build a global, sustained, anti-corruption response.

9. China's Security Management Towards Central Asia

Abstract:: In the early years of diplomatic relations between the People’s Republic of China and Central Asian countries (roughly 1992-1999), bilateral security discussions strictly focused on the then-looming influence of a Uyghur-led independence movement in Xinjiang. Chinese officials directly asked Central Asian states to not support the East Turkestan Movement, orienting the issue as a regional mutual security interest. While concerns for stability in Xinjiang continue as the foundational drive towards deepening security relations with Central Asian states, new security interests have entered discussions since the late 2010s as expanded bilateral trade brought new issues, such as investment security and corruption-fuelled anti-China sentiment. Also, domestic issues in Central Asia, concerning leadership transition, economic decline, and nationalism, expanded the Chinese discussion of the role of Islam in politics and implications on Xinjiang’s stability. To address these interests, Chinese security engagement in Central Asia has steadily expanded. Within and beyond the Shanghai Cooperation Organization (SCO), multilateral dialogue on security issues have been regularized among all ranks of Central Asian security officers. The SCO has conducted annual security exercises since 2010, though the size of deployment, focus, and scope have changed. Between 2010 and 2019, the SCO created five expert groups to coordinate regional law enforcement agencies in order to address specific security issues. However, in comparison, bilateral security engagement remains more diverse. The number of meetings is increasing, and their formats are becoming more efficient. There are joint patrols and operation, regular military exercises pre-pandemic, short-term training and long-term military degree programs in China, transfer of security equipment, construction of security infrastructure, and the presence of Chinese private security companies. Kyrgyzstan and Tajikistan are the two most responsive countries towards welcoming these initiatives. In addition to multilateral and bilateral security engagement, the PRC has increased its military capacity in its western region. More emphasis has been placed on increased combat readiness, as well on the condition and human capacity on the border. While some areas of existing security cooperation are productive in meeting security goals, such as consensus over non-tolerance of Uyghur independence supporters and tightening illegal cross-border activities, two problems persist. First, while the PRC to an extend desires a regional approach to security, deliverables are more visible as the outcome of bilateral cooperation in Central Asia. These regional efforts are meant to deter any Central Asian governments from making independent assessments and forming their own foreign policy on Xinjiang without PRC participation. Second, language remains the most difficult operational obstacle to overcome. The dominance of the Russian language cements a substantial cultural and operational gap between the armies. So far, Central Asia-PRC cooperation has been a pragmatic, opportunistic choice—a choice that Central Asian leaders made due to the absence of comparable committed engagement from other major powers. Moving forward, in order to balance PRC security engagement, Central Asia’s strategic significance must be independently considered outside of its role in securing Xinjiang for the PRC.

10. Global Island: Sustaining Taiwan’s International Participation Amid Mounting Pressure from China

Abstract:: China under Chinese Communist Party (CCP) General Secretary Xi Jinping has ramped up political, economic, and military pressure on Taiwan. The roots of Beijing’s pressure campaign, including Xi’s personal interactions with Taiwan policy, go back decades. But recent events have deepened and intensified China’s efforts, which include seeking to block Taiwan from engaging the rest of the world as part of a comprehensive strategy to force Taipei to move toward unification with the mainland on Beijing’s terms. China’s comprehensive isolation campaign against Taiwan has three main lines of effort. First, since the election of the Tsai Ing-wen government in 2016, Beijing has revived a campaign to break the few official diplomatic relationships Taiwan enjoys by inducing or coercing the states that recognize Taiwan to shift their recognition to the People’s Republic of China (PRC). Second, China seeks to cajole and bully states that have unofficial relations with Taiwan—including advanced liberal democracies—into curtailing those ties. Third, China uses its growing heft in international institutions to prevent Taiwan from playing any role whatsoever in global governance of transnational issues. Taken together, these prongs make up a multi-layered strategy to sever Taiwan’s links with global society. Washington, Taipei, and like-minded partners will have to develop sophisticated strategies to counter China’s moves in order to effectively maintain and advance Taiwan’s international participation while also aligning with the larger objective of sustaining cross-Strait peace and stability. Resources and political will are limited, so choices to focus on particular initiatives should be based on the substantive value they provide more than the symbolism they might hold. In general, Washington and Taipei should roughly prioritize deepening unofficial relations with major and like-minded countries first, expanding multilateral participation second, and protecting Taiwan’s group of official diplomatic relations last. Finally, the authors make three general recommendations for policymakers from the United States, Taiwan, and like-minded partners for sustaining Taiwan’s international participation and detail specific steps to advance them: First, keep U.S. and Taiwan policies aligned on common strategies that maximize substance over symbolism and foster deep, politically sustainable ties across their governments, legislatures, and societies. Second, facilitate the expansion of unofficial links between Taiwan and like-minded allies and partners that can help sustain the political status quo and blunt China’s isolation campaign. Third, defend and advance Taiwan’s ability to contribute to multilateral international organizations in ways that are consistent with long-standing U.S. policy.

11. Building a Flywheel: The Biden Administration's Opportunity to Forge a New Path with North Korea

Abstract:: As the United States seeks to maintain a level of stability in its increasingly competitive relationship with China, North Korea has the potential to complicate their intensifying rivalry. Dealing with North Korea is a complex endeavor that requires deft handling by both nations because the stakes are high and instability can spread rapidly. For decades, China has been seeking to bolster the stability of the Kim family regime and increase China’s economic engagement with North Korea, to the point where North Korea Inc.—the Kim regime’s network of elite state trading companies—has embedded itself in major commercial hubs throughout China. By prioritizing the stability of the North Korean regime over denuclearization in its policy actions, China created a loophole in which the North Korean regime could enjoy economic benefits without having to do denuclearization work. Beijing thus impeded the development of a connection to a larger process in which major denuclearization activity would be paired with major economic and diplomatic concessions. In contrast to China’s sustained engagement with North Korea, U.S. policy toward North Korea over the last decade has focused substantially on sanctions implementation. There was a brief period of summit diplomacy during the Trump administration, but those efforts failed to bring about progress toward denuclearization. The North Korean nuclear issue has mutated into a much more complex challenge that no longer fits into past policy molds that rely heavily on sanctions implementation. President Joe Biden’s administration will need to recognize that North Korea under Kim Jong Un has become highly resilient to U.S. policy tools such as sanctions, largely due to far-reaching advancements in the relationship between the Chinese Communist Party (CCP) and the Workers’ Party of Korea (WPK) as well as the migration and embedding of North Korea Inc. deep inside the Chinese national economy.

12. US-China vaccine diplomacy: Lessons from Latin America and the Caribbean

Abstract:: COVID-19 has laid bare the competing strategies and practices of the United States and China to amass further clout in Latin America and the Caribbean (LAC). In many ways, the pandemic is quickly accelerating a regional trend seen over the last decade: China uses its growing economic and diplomatic muscle to provide an alternative to US activities and interests. The implications of diverging COVID-19 responses, notably at the onset of the pandemic’s rise in the region, will reverberate beyond the health sector. What might the differing US and China pandemic approaches portend for future influence in the region? For the United States and China, the pandemic has opened new opportunities to deepen regional ties. Both countries’ assistance eventually centered on vaccine diplomacy, but China was first out of the gates in offering vaccinations beyond its borders. For LAC, its interactions with the United States and China during the pandemic are emblematic of broader trends: China provides an alternative to LAC during crisis moments; and regional leaders use US-Chinese competition to their advantage. Both instances are visible in the region, including in the four geographic areas analyzed in the following pages: Central America, Trinidad and Tobago (T&T), Brazil, and Mexico. In each case, distinct US and Chinese engagement at various stages of the pandemic—along with the host countries’ own actions and reactions—have yielded short-term results and some that are likely to persist. In Central America, China provided strategic diplomatic messaging alongside vaccine shipments, but the United States donated more vaccines. In T&T, Chinese vaccines were accompanied by a new loan, and the country’s prime minister applied a pragmatic approach to acquire vaccines from both the United States and China. For Brazil, laboratory-to-laboratory agreements highlighted a different version of vaccine diplomacy: one that occurs at the subnational level. In Mexico, numerous diplomatic exchanges occurred alongside substantial vaccine purchases from US and Chinese manufacturers. Vaccine-related diplomacy also contributes to an evolving discussion about the different ways China and the United States more broadly engage the region—and vice versa. Starting from a low base, Chinese engagement with LAC has focused on and grown significantly in diplomacy, trade, and investment over the last decade. China is either the first- or second-largest trading partner for many countries in the Americas and a top source of foreign direct investment among its allies. Current US strategy in the region similarly reflects a new sense of deploying diplomatic tools to advance hemispheric prosperity, while doing so as part of a broader vision that reflects partnering to address global challenges—from climate change and the instability that sparks migration to shoring up democracy and addressing corruption. Overall, the region’s proximity, shared peoples, history, and borders with the United States provide greater depth and multidimensionality to the relationship. Consequently, vaccine diplomacy represents a greater marginal opportunity for China to broaden and deepen regional ties.

13. China's messaging on the Ukraine conflict

Abstract:: In the early days of Russia’s invasion of Ukraine, social media posts by Chinese diplomats on US platforms almost exclusively blamed the US, NATO and the West for the conflict. Chinese diplomats amplified Russian disinformation about US biological weapon labs in Ukraine, linking this narrative with conspiracy theories about the origins of COVID-19. Chinese state media mirrored these narratives, as well as replicating the Kremlin’s language describing the invasion as a ‘special military operation’. ASPI found that China’s diplomatic messaging was distributed in multiple languages, with its framing tailored to different regions. In the early stage of the conflict, tweets about Ukraine by Chinese diplomats performed better than unrelated content, particularly when the content attacked or blamed the West. ASPI’s research suggests that, in terms of its international facing propaganda, the Russia–Ukraine conflict initially offered the party-state’s international-facing propaganda system an opportunity to reassert enduring preoccupations that the Chinese Communist Party perceives as fundamental to its political security.

Abstract:: In the context of growing US-China tensions, South Korean administrations have opted for degrees of strategic ambiguity, refraining from overt actions that suggest South Korea is taking sides. While strategic ambiguity has been moderately successful, there are limits to this approach which make it unsustainable. This paper will argue that rather, South Korea needs to apply a principled middle power diplomacy, which refers to a middle power carrying out roles expected of it in accordance with a set of rules or values that uphold the liberal international order. The goal of principled middle power diplomacy would be to shape the environment in which the current great power rivalry is unfolding, in order to moderate the fallout of great power competition. After an analysis of South Korea’s middle power diplomacy, this paper will recommend that South Korea double down on its commitment to multilateralism so that it can augment its roles as a facilitator and agenda-setter on the international stage.

18. Hong Kong’s future on edge: Countering China’s national security law

Abstract:: Over the past seventy-five years, the United States and its allies have constructed and defended a rules-based international system that has provided unprecedented levels of peace, prosperity, and freedom. In recent years, the system has come under increasing strain, as a new era of great power competition has emerged. Despite hopes that China would become a “responsible stakeholder” in a rules-based system, Beijing has grown increasingly assertive, especially under President Xi Jinping. Beijing’s more confrontational path poses a significant challenge to a rules-based system. The challenge presented by China is particularly acute in the context of Hong Kong, where the Chinese Communist Party (CCP) has brashly violated an international treaty and curtailed democratic institutions and human rights. As the world enters an era of strategic competition with China, Beijing’s actions in Hong Kong should be a priority for policymakers in the United States and allied countries. This report addresses the importance of Hong Kong within the context of China’s broader challenge to the rules-based system and offers recommendations for how the United States and its allies can prevent a further erosion of democracy in Hong Kong and, over time, seek to restore it. It suggests that the United States and its allies still have available a range of pragmatic policy tools that can can be used to exert pressure and impose meaningful costs on Beijing. These should be implemented as part of a broader, comprehensive strategy to prevent China from undermining the rules-based system in the security, economic, and governance domains. On June 30, 2020, the CCP imposed a sweeping new National Security Law on Hong Kong, effectively giving Beijing direct control over the autonomous territory. Since then, China has acted to erode Hong Kong’s liberal traditions, in violation of Beijing’s treaty commitments under the Sino-British Joint Declaration. The National Security Law has for all practical purposes outlawed democratic activism, organizing, and speech. Over the past year, Beijing has cracked down on Hong Kong’s democratic institutions and thrown the pro-democracy movement into disarray. Beijing’s crackdown in Hong Kong is aimed at achieving several objectives. First, China’s leaders seek to maintain the legitimacy of the CCP in the face of a pro-democracy movement that it fears could spread to the mainland. Second, they seek to advance the unification of China by harmonizing the cultural, social, and economic aspects of life across the country, including Hong Kong. Third, the CCP aims to achieve a comprehensive modernization of China, while retaining the Party’s leadership, including by reaping economic benefits from the Greater Bay Area Integration Plan. Finally, China’s crackdown is aimed at stemming the advance of a liberal, democratic world order by pushing back on democratic norms that it views as antithetical to the Party and a danger to its efforts to modernize China on its own terms.

Abstract:: The uneven access to COVID-19 vaccines in Latin American countries has resulted in a widely varied pace of immunisation. The region has relied mainly on direct purchases from China and Russia, among others, the global COVAX initiative, and donations from the U.S. and other countries. Russia, China, and the U.S. in particular are using this “vaccine diplomacy” to boost their own political and economic influence in Latin America. The EU has been trying to position itself against that rivalry, for example, through significant funding for vaccine access and distribution initiatives. These efforts require, however, more efficient promotion of the Union’s engagement.

Abstract:: The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

Abstract:: Ties between China and Russia have grown. In virtually every dimension of their relationship—from the diplomatic to defense and economic to informational realms—cooperation between Beijing and Moscow has increased. Political observers in Washington and beyond have noted their alignment, yet they remain divided over what these growing ties portend. Perhaps the most concerning—and least understood—aspect of the Russia-China partnership is the synergy their actions will generate. Analysts understand well the challenges that Russia and China each pose to the United States. But little thought has been given to how their actions will combine, amplifying the impact of both actors. As this report highlights, the impact of Russia-China alignment is likely to be far greater than the sum of its parts, putting U.S. interests at risk globally. The synergy between Russia and China will be most problematic in the way that it increases the challenge that China poses to the United States. Already, Beijing is working with Moscow to fill gaps in its military capabilities, accelerate its technological innovation, and complement its efforts to undermine U.S. global leadership. Simply put, Russia is amplifying America’s China challenge.

Abstract:: The United States was losing ground to China in the Indo-Pacific when the COVID-19 crisis began. China’s growing economic might, military modernization, and aggressive diplomatic efforts were already eroding America’s competitive advantage and shifting the regional balance of power. A year after the virus first spread, it is possible to identify where the pandemic is affecting diplomatic, economic, and defense trends in ways that could accelerate declines for the United States, but also might create opportunities to reverse or mitigate some of them. Restoring U.S. alliances and partnerships in the Indo-Pacific is critical to competing effectively against China, and President Joe Biden has made this a top foreign policy priority. In particular, his administration is making the Quadrilateral Security Dialogue—a strategic forum commonly known as the Quad, which is comprised of the United States, Japan, Australia, and India—a core component of its approach to the Indo-Pacific. Chinese post-outbreak behavior has driven increased cooperation among these four countries in the diplomatic, economic, and defense domains to address shared challenges from China. Seizing the opportunities this cooperation creates is critical for the United States. While expanding U.S. cooperation with Quad countries, the United States cannot neglect Southeast Asia, where competition with China for influence is fiercest. Southeast Asia is at the heart of U.S. and Japanese efforts to promote a free and open Indo-Pacific, and is a region where Australia has played a traditional leadership role. Competing effectively with China requires offering Southeast Asian countries a positive alternative vision to the one Beijing promotes. Whether the United States and its fellow Quad democracies can help Southeast Asian countries recover from the COVID-19 crisis will be a key litmus test of their ability to deliver on such an agenda. This report offers recommendations for the United States to take unilaterally and in close cooperation—bilaterally, trilaterally, and through the Quad—with Japan, Australia, and India to address challenges and seize opportunities created by the COVID-19 crisis along three lines of effort: diplomatic, economic, and defense.

Abstract:: This research will discuss how Indonesia’s final-stage Sinovac clinical trial results will play a leading role in determining China’s diplomatic power amid the COVID-19 pandemic. The paper analyzes how vaccine diplomacy will impact China-Indonesia relations: if Sinovac proves inefficacious, Jakarta is unlikely to cut ties with Beijing but may consolidate relations with Washington. However, as the United States faces its own COVID-19 struggles, this paper examines how Beijing can continue to use vaccine diplomacy as leverage to strengthen and expand its influence in South China Sea (SCS) disputes with minimal interference from Washington. Additionally, the paper will evaluate how the reliability of China’s Sinovac vaccine—especially after Beijing’s supply of health care products to Europe were found to be of unsatisfactory quality—will affect the outcomes of vaccine diplomacy, determining whether Beijing can restore its reputation globally in order to facilitate bilateral or multilateral cooperation. Finally, the paper will assess how the outcome of China-Indonesia vaccine diplomacy will help determine China’s opportunities to compete with major Western powers in the global vaccine market in the long-term.

Abstract:: The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

Abstract:: U.S. policymakers will continue to intensively use a growing array of coercive economic tools, including tariffs, sanctions, trade controls, and investment restrictions. The growing use reflects a desire by policymakers to use coercive economic tools in support of a growing range of policy objectives. Diplomacy around these tools has long been challenging and can require hard choices. To use these tools effectively, policymakers should focus on articulating clear objectives and measuring effectiveness and costs. U.S.-China competition raises the stakes for getting the use of coercive economic statecraft right. Policymakers in the next presidential administration and Congress would be well-served to spend at least as much effort focusing on the positive tools of statecraft. These include domestic economic renewal, international finance and development incentives, and positive trade measures, among others.

30. Strangers to strategic partners: Thirty years of Sino-Saudi relations

Abstract:: This year marks the thirtieth anniversary of diplomatic relations between China and Saudi Arabia. Over the past three decades, the bilateral relationship has transitioned from one of marginal importance for both countries to a comprehensive strategic partnership, largely on the back of a trade relationship founded on energy. This report begins with a brief historical overview of Sino-Saudi relations, describing how the two countries transitioned from mutual hostility to diplomatic relations, and then how political and economic cooperation strengthened the relationship to the point that they signed a comprehensive strategic partnership in 2016. It then discusses how the partnership has developed through the 1+2+3 cooperation pattern, especially through projects linking China’s Digital Silk Road with Saudi vision 2030, as well as nascent levels of security cooperation. Abstract:: In recent years, Chinese leaders have called on the People’s Liberation Army Navy (PLAN) to carry out tasks related to naval diplomacy beyond maritime East Asia, in the “far seas.” Designed to directly support broader strategic and foreign policy objectives, the PLAN participates in a range of overtly political naval diplomatic activities, both ashore and at sea, from senior leader engagements to joint exercises with foreign navies. These activities have involved a catalogue of platforms, from surface combatants to hospital ships, and included Chinese naval personnel of all ranks. To date, these acts of naval diplomacy have been generally peaceful and cooperative in nature, owing primarily to the service’s limited power projection capabilities and China’s focus on more pressing security matters closer to home. However, in the future a more blue-water capable PLAN could serve more overtly coercive functions to defend and advance China’s rapidly growing overseas interests when operating abroad.

33. A strategic concept for countering Russian and Chinese hybrid threats

Abstract:: Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

Abstract:: With both Russia and China facing increasingly confrontational relations with the United States, the two countries have increased ties with each other and have pursued similar approaches in opposition to the US government concerning Iran, Syria, and Venezuela. Steve Biegun, US Deputy Secretary of State, recently characterized the developing relationship between Russia and China as one built on “mutual determination to challenge the United States.” To better understand how experts think about Russia’s relations with the other great powers, The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs recently conducted a survey of 201 American experts on Russia. The survey finds that a majority describe the relationship between Russia and China today as one of mostly partnership. They also describe India as primarily a partner to Russia, both today and in the future. By contrast, they say that Russian relations with the United States and the European Union are mostly competitive. But they anticipate that in 20 years, rivalry between Russia and China will grow, perhaps creating space for reducing tensions with the United States.

Congress and the administration widened Obama-era sanctions against Russia after alleged Russian interference in the 2016 presidential election. Data from a recent survey of American experts on Russia, conducted by The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs paints Russia as a declining power. The results show that while experts anticipate changes in the global balance of power in the next 20 years, with China overtaking the United States, they do not expect Russia to come out stronger over that time frame. Experts draw attention to Russia’s cracked economic and political foundation in the present and its likely decline over the next two decades due to economic mismanagement and faltering soft power. Now there are the lingering economic effects of the COVID-19 pandemic to add to this list.

37. The Chinese Communist Party’s coercive diplomacy

Abstract:: The Chinese Communist Party (CCP) is increasingly deploying coercive diplomacy against foreign governments and companies. Coercive diplomacy isn’t well understood, and countries and companies have struggled to develop an effective toolkit to push back against and resist it. This report tracks the CCP’s use of coercive diplomacy over the past 10 years, recording 152 cases of coercive diplomacy affecting 27 countries as well as the European Union. The data shows that there’s been a sharp escalation in these tactics since 2018. The regions and countries that recorded the most instances of coercive diplomacy over the last decade include Europe, North America, Australia, New Zealand and East Asia. The CCP’s coercive tactics can include economic measures (such as trade sanctions, investment restrictions, tourism bans and popular boycotts) and non-economic measures (such as arbitrary detention, restrictions on official travel and state-issued threats). These efforts seek to punish undesired behaviour and focus on issues including securing territorial claims, deploying Huawei’s 5G technology, suppressing minorities in Xinjiang, blocking the reception of the Dalai Lama and obscuring the handling of the Covid-19 pandemic. China is the largest trading partner for nearly two-thirds of the world’s countries, and its global economic importance gives it significant leverage. The impacts of coercive diplomacy are exacerbated by the growing dependency of foreign governments and companies on the Chinese market. The economic, business and security risks of that dependency are likely to increase if the CCP can continue to successfully use this form of coercion.

Abstract:: In ancient times, Europe and Asia were connected together by the Silk Road, with Rome and China respectively serving as the two major terminals. The Silk Road was viewed as the main line of trade and business across borders at that time--an early version of economic globalization. In fact, the grand history of the Silk Road and the connection and exchanges between the two countries are well documented by Marco Polo in his Travelogue. Upholding the concept of globalization, China proposed the Belt and Road Initiative (BRI)in which Italy matters a lot. Relatively speaking, among all the countries in the Western Europe, the government and business community in Italy holds a positive stand towards BRI. Even though, it is still undeniable that there is still skepticism and doubt in carrying out relevant projects. Whether we can succeed in exploring more areas and spaces for cooperation and making full advantage of the complementarities between China and Italy, will affect not only the future development of the two countries but also the implementation of the BRI all across Europe.

Abstract:: During his visit to Indonesia in 2013, President Xi Jinping proposed the initiative to co-build “21st Century Maritime Silk Road”. Located at the intersection between Pacific and the Indian Ocean as well as between Asian and Oceania, Indonesia is a critical pivot and strategic fulcrum of “Maritime Silk Road”. Indonesia’s maritime power strategy, which is centered on the vision of “Global Maritime Axis”, is consistent with the “Maritime Silk Road” initiative. For three years, China and Indonesia have been actively communicating their “21st Century Maritime Silk Road” initiative and “Global Maritime Axis” strategy and deepening practical cooperation and friendly exchanges. A lot of major cooperative projects, such as Jakarta-Bandung High-speed Railway Project, have been finalized. Cooperation of mutual benefit in fields such as infrastructure construction, trade, investment, finance, e-business, etc, is making constant progress. According to 2015 Report on Five Connectivity Indexes of Countries along the Belt and Road compiled by the research team of Peking University on Five Connectivity Indexes of countries along the Belt and Road, Indonesia ranks the fifth among all 63 countries along the Belt and Road. This shows that the cooperation between China and Indonesia in fields of the Belt and Road Initiative is on a relatively high level. However, with the broadening and deepening of cooperation between the two countries, a series of problems have begun to surface. If the two parties do not pay enough attention to those problems or take measures to solve them, they will have negative influence on the implementation of the two countries on the Belt and Road Initiative. The present report will summarize the achievements of China and Indonesia in implementing the Belt and Road Initiative, analyze the underlying problems and the real altitudes of Indonesia, and propose some recommendations.

46. Crossed Wires: Recalibrating Engagement with North Korea for an Era of Competition with China

Abstract:: The United States’ current diplomacy with North Korea has enduring implications for its strategic competition with China. Yet within the American foreign policy establishment, rising to the China challenge and managing the nuclear threat emanating from North Korea are often treated as two distinct rather than connected strands of the United States’ agenda in Northeast Asia. The rationale for maintaining some degree of bureaucratic and substantive segmentation between the two issue sets is well-founded. Addressing the North Korean threat warrants energy, resources, attention, and expertise independent of the “great power competition” framework delineated in the 2017 National Security Strategy and the 2018 National Defense Strategy. But excessive stovepiping may, at best, cause Washington to leave opportunities on the table that could advance its regional priorities, and at worst to risk the creation of mutually incompatible approaches to North Korea and China. U.S. negotiations with North Korea have already created strategic openings for China. The “security guarantees” that Pyongyang has demanded include, for example, the cessation of U.S. joint military exercises with South Korea and the removal from the Korean Peninsula of all American “strategic assets” such as nuclear-capable air and naval assets as well as anti-missile systems that could also be leveraged in a military contingency with China. As U.S. negotiators have locked horns with North Korean interlocutors since President Donald Trump and Kim Jong Un’s initial diplomatic foray in June 2018, China has touted its role as a champion of peace and stability on the Korean Peninsula, while using its relative proximity to Pyongyang to systematically undercut America’s approach. During the United States’ “maximum pressure” campaign in 2017, Beijing cast Pyongyang a vital lifeline, facilitating illegal ship-to-ship transfers of North Korean coal and petroleum in 2018, while leading a concerted push with Russia at the U.N. Security Council to try to fragment the North Korean sanctions regime. And China is poised to open the floodgates of investments into North Korea, particularly through strategic infrastructure projects in the event that Pyongyang’s demands for the relief of international sanctions yield results. Despite all of this, U.S. officials at the highest levels have publicly downplayed intimations of China’s counterproductive activities, thereby validating Beijing’s narrative that it has played a constructive role in supporting the United States’ approach to North Korea.

Abstract:: Many countries engage in public diplomacy—diplomatic instruments used to influence the perceptions, preferences, and actions of citizens and leaders in another country—as a means to win over foreign publics and advance national interests. In a new study and report published by AidData, in collaboration with the Asia Society Policy Institute, and the Center for Strategic and International Studies, the authors look at the past two decades of China’s relationship cultivation—including efforts to balance negative perceptions of its growing military and economic strength—within its greater periphery, specifically the 13 countries of South and Central Asia. This study collected an unprecedented amount of qualitative and quantitative data on Beijing’s public diplomacy in the South and Central Asian region from 2000 through 2018. In the report Silk Road Diplomacy, the authors analyze this data to illuminate which tools Beijing deploys, with whom, and to what effects within this subregion.

49. Managed competition: Meeting China’s challenge in a multi-vector world

Abstract:: The world is now witnessing the rise of China, which has a global reach and real implications for the transatlantic community. As new challenges and opportunities unfold, the United States is seeking to formulate an adapted approach to China in cooperation with its closest allies and partners in Europe. In his latest report, Managed Competition: Meeting China’s challenge in a multi-vector world, Atlantic Council distinguished fellow Franklin D. Kramer suggests a strategic approach of “managed competition” to meet the full spectrum of challenges posed by China, including economic and innovation, diplomatic and influence, and security, both hybrid and conventional military. Kramer argues that a successful economics and innovation strategy will require substantially enhanced efforts to support innovation. It will also demand a multi-tier economic approach differentiating strategic sectors and those sectors affected by market distortions from those sectors that would benefit from reciprocal access of commercial products and services to commercial entities allowing for generally free trade in those arenas. In the diplomatic and influence arenas, key elements include multilateral efforts with close US allies and coordination of activities to counter disinformation and subversion. In the security arena, undertaking assurance, resilience, and deterrence measures will be necessary when responding to both hybrid and conventional challenges. Resolution of “one world” challenges, such as climate change, requires the involvement of so significant a factor as China presents. This report is the first publication in a new body of work led by the Scowcroft Center’s Transatlantic Security Initiative focused on understanding and managing the implications of China’s rise for the transatlantic community.

50. Leading the free world: How America benefits

Abstract:: What is “world order” and why should Americans care? Less than half of all Americans have a passport, and less than five percent travel internationally. Only 26 percent of US gross domestic product (GDP) comes from international trade. Since the end of the Cold War most Americans probably feel safe from foreign threats most of the time: they feel little sense of danger or threat from the world. Even the terrorist attacks of 2001 have receded into memory and increasingly feel like an aberration rather than a precedent. Americans may feel a sense of unease about the world, but we are confident that even the nation’s wars safely take place “over there,” not here at home. If the United States can afford to tune out much of the world because of its geography, wealth, and power, why should we care? Americans have been the unconscious beneficiaries of a world order that would not exist without them. Just as we take for granted electricity and indoor plumbing without thought to the wiring and piping that make them possible, so too we take for granted the peace, prosperity, and stability of our world without thought to the infrastructure of the free world. The free world exists because the most powerful states in the world are open societies: liberal capitalist democracies who largely see the world the same way and have worked together to keep the peace and build wealth. That order is now imperiled. The United States no longer enjoys an unquestioned advantage over its rivals, Russia and China, as it once did. North Korea and Iran threaten the United States with nuclear weapons and support for terrorism. Perhaps most threatening of all: rising nationalist and populist movements around the world, including in the United States, are undermining popular support for international cooperation, free trade, and collective security. This report is about the free world: what it is, why it is imperiled, why Americans should care, and what we can do about it. Some skeptics have criticized the international order. President Donald Trump regularly criticizes “globalism,” and many Americans seem inclined to believe that the United States is losing its sovereignty and that the world is taking advantage of America’s generosity. We respectfully disagree. The free world, and American leadership of it, is good for America and good for the world. It helps keep us safe and give us opportunity. Far from eroding America’s sovereignty, it is a tool of American influence. Most importantly, the aspirations of the free world are just. It is a system of ordered liberty among nations, a tool or mechanism for allowing nations and individuals to flourish in freedom and safety. Investing in the free world is an investment in our values and our common values.
