1. The Sino-Russian Partnership Assumptions, Myths and Realities

When Xi Jinping and Vladimir Putin announced a “no limits friendship” at their February 2022 summit, the message was that Beijing and Moscow had reached a new peak in relations. Yet Putin’s invasion of Ukraine has exposed the limits of Sino-Russian partnership and highlighted their sometimes diverging interests. Far from being an authoritarian alliance, this is a classic great power relationship centered in realpolitik. China and Russia are strategically autonomous actors, with fundamentally different attitudes toward international order. The Sino-Russian partnership remains resilient. Both sides recognize that it is too important to fail, especially given there are no viable alternatives to continuing cooperation. Nevertheless, the balance of power within the relationship is changing rapidly. Russia’s geopolitical and economic dependence on China is greater than ever. Although predictions of a clientelist relationship are premature, this widening inequality represents a major long-term source of weakness. The challenges Beijing and Moscow pose to Western interests are largely separate and should be addressed individually on their merits. Equally, it is naive to imagine that reaching out to either side could help loosen their strategic partnership. Western governments should focus instead on upping their own game—from revitalizing democracy and the rule of law at home to addressing universal threats such as climate change and food insecurity. This report is based on a chapter of my forthcoming book on the relationship between China and Russia. For the US, this is arguably the most important bilateral relationship in the world today. A robust, resilient partnership between Beijing and Moscow has the potential to remake world order. It would usher in an era of international relations based on power and polarity, eroding the role of international law and institutions, and undermining the sovereignty and agency of smaller states. This world order would represent a serious threat to US interests, as currently defined. On the other hand, transactional, “thin” ties between China and Russia allow the US some breathing space. Instead of a revisionist authoritarian alliance, the US would confront two states that represent different types of challenges. In this case, Washington could deal with the acute, militarized threat of Russia in the near term, while remaining postured to confront the “pacing” threat of China—the only potential peer competitor to the US—over the longer term. The academic and policy worlds have been seized with the China-Russia relationship for almost two decades. Policy debates revolve around how to confront the two, with some arguing that the current focus on reversing Russia’s invasion of Ukraine puts the US at risk of being unprepared for the threat China represents. Others argue that Russia is not merely a disruptive power but represents a profound and immediate danger to US interests. Competition for resources often lurks in the background of this debate: US government organizations focused on Europe tend to argue for focusing on Russia first; those with an Indo-Pacific focus tend to argue that China should be the focus. What this debate often fails to consider is the nature of their relationship and its impact on US policy options. The scholarly debate fills this gap by focusing directly on the nature of the relationship: one camp defines it as a strategic partnership and the other defines it as an “axis of convenience.” Often missing from scholarly analysis, though, is an analysis of the implications for US policy. In other words, scholars often argue forcefully for one of these characterizations of the China-Russia relationship but then fail to advise what the US should do in response. Instead, their analysis focuses on the implications of the relationship for theoretical approaches to international relations. The book that will include this report aims to close this gap between the policy and scholarly debates. It aims to provide a better understanding of the nature of the China-Russia relationship and use that understanding to inform US policy options. It will do this through a novel approach. Instead of focusing on Chinese-Russian interaction at the level of the international system, as most approaches do, it focuses on their interaction “on the ground” in regions where both have important interests at stake. This report examines Chinese-Russian interaction in Africa; other chapters of the book focus on Central Asia, Eastern Europe, and East Asia. Africa and Central Asia provide good testing grounds for the China-Russia relationship because both have important but different interests there. How they advance and defend those interests and how they interact in doing so, can yield important insights into the nature of their overall relationship. These regions are also important because the US footprint is light. The US has been called the “binding agent” in ties between Beijing and Moscow. The idea here is that shared resistance to the US is the only major thing they have in common. In this view, removing the US from the equation will make China and Russia more likely to find reasons to compete rather than cooperate.

Russia’s war in Ukraine has been a critical test of the depth of Sino-Russian relations. Since Russia’s invasion, China has remained an essential partner for Moscow. Although there have been limits to what Beijing has been willing to do for Russia, China has served as a vital lifeline for the Kremlin including by parroting Russian talking points about the war, increasing purchases of Russian oil and gas, and continuing to export microchips and other component parts to Moscow cut off by the West. Warnings by senior U.S. officials that China is contemplating providing Russia with lethal military aid in support of its war against Ukraine underscore the depth of their partnership.1 Emerging reports that Chinese companies have provided rifles and dual-use equipment such as drone parts and body armor only add credibility to these warnings.2 Although it remains unclear at the time of writing whether China will ultimately decide to send lethal aid to Russia, the last year has provided further evidence that Russia and China are deeply aligned and that the persistence and evolution of their partnership will continue to pose challenges that the United States and its allies must navigate. This working paper will focus on the challenges that Russia-China military cooperation poses to the United States and its allies and partners. This aspect of their relationship has been one of the most consequential dimensions of their deepening partnership. Already, China has obtained key capabilities from Moscow such as Su-27 and Su-35 fighter aircrafts, S-300 and S-400 air defense systems, and anti-ship missiles, which bolster China’s military posture in the Indo-Pacific.3 Russia too has benefited from a large market for its arms sales and access to technological components it can no longer access following the imposition of Western sanctions in 2014—a need that has grown exponentially since Russia’s reinvasion of Ukraine in February 2022. Meanwhile, more frequent and elaborate joint exercises have signaled to onlooking countries the two partners’ mutual support for each other’s security priorities and willingness to push back against the United States. In the context of Russia’s ongoing war against Ukraine and increasing U.S.-China tensions in the Indo-Pacific, it has become even more urgent to understand how future military cooperation between Russia and China could evolve and what it would mean for the United States and its partners. This memo examines this aspect of the partnership, including what is driving it, how it has evolved following the 2022 invasion of Ukraine, and the implications for the United States and its allies and partners.

From October 6 to 16, the author traveled throughout Colombia to speak with businesspeople, academics, and other professionals about the country’s security panorama, its commercial and other relationships with the People’s Republic of China (PRC), and prospects for evolving those relationships under the new government of Gustavo Petro. This white paper, the first of two on those interactions, addresses the country’s important and deepening relationship with the PRC and its companies. In recent years, Colombia’s political and security relationship with the PRC has been limited. This arguably reflects Bogotá’s perception that deepening political and security ties with the PRC might damage its close and important relationship with the United States. Nonetheless, despite perceptions that the PRC is more of a threat than an opportunity in the commercial arena, the presence of Chinese companies and their representatives in the country has expanded remarkably. Under the Petro government, all dimensions of Colombia’s relationship with the PRC, from political and security affairs to economic ones, are poised to expand and shift in ways that may cause unease in Washington.

6. A 'Bright Path' Forward or a Grim Dead End? The Political Impact of the Belt and Road Initiative in Kazakhstan

This report assesses the political impact of the Belt and Road Initiative (BRI) in Kazakhstan. Specifically, it examines whether and how the People’s Republic of China can pursue a strategy of economic statecraft to further its foreign policy and political interests in Kazakhstan. Despite Kazakhstan’s importance for the success of the BRI’s overland trade corridors, the report argues that important financial, foreign policy, and political constraints limit Beijing’s potential to influence Nur-Sultan. Beijing’s concerns over upsetting its relationship with the Russian Federation and the fact that the value of bilateral trade, investment, and Kazakhstani indebtedness to China have decreased in recent years suggest that Beijing is less willing to, capable of, or interested in using the BRI to influence Kazakhstan. The perceived closeness in this bilateral relationship has less to do with the influence of the BRI and more to do with the alignment of both countries’ geopolitical interests before the initiative’s creation. The report does not suggest that Chinese influence has decreased, but rather shows how Kazakhstan has been able to maintain a degree of political autonomy. Nur-Sultan has played a proactive role in forming its relationship with Beijing through its pursuit of former President Nursultan Nazarbayev’s “multi-vector” foreign policy strategy. In diversifying Kazakhstan’s diplomatic, economic, and political ties with Russia, China, the European Union, and the United States, Nur-Sultan has been able to avoid complete dependence on one country. Furthermore, Kazakhstan has been able to shape the size and scope of Chinese economic activity by guiding the initiative’s investments and projects to further the government’s domestic development agenda, Nurly Zhol (translated as “Bright Path”). However, issues related to corruption and deepening ties between Chinese and Kazakhstani elites through the BRI have likely strengthened Kazakhstan’s authoritarian political structure.

7. Aligning U.S.-Israeli Cooperation on Technology Issues and China

The United States and Israel have a long history of working together as close allies. Theirs is a relationship based on common values and security interests. In recent years, the alliance’s highlights have included close cooperation on counterterrorism and intelligence, as well as deepening economic ties, technological cooperation, and mutual knowledge transfer. The United States continues to provide Israel with significant security assistance based on a memorandum of understanding signed by both countries in 2016, which commits the United States to provide Israel with at least $3.8 billion per year in aid. The relationship is further strengthened by deep personal connections at the government and business levels as well as through collaboration between the two countries’ technology sectors. In recent years, however, the United States and Israel have differed regarding their threat perceptions and approaches to China. Whereas Israel sees China primarily as an economic partner and is increasing its ties with the country, the consensus view in Washington increasingly sees China as a global strategic rival—militarily, economically, and technologically—even while the Joe Biden administration preserves space for cooperation with Beijing in areas of common interest. In recent years, U.S. and Israeli officials have had public and private disagreements over several Chinese investments in Israeli infrastructure and technology. Although Chinese investments in Israel have declined since their peak in 2018, and even though these disagreements have yet to be aired publicly by the Biden administration and the Naftali Bennett–Yair Lapid government, this issue is likely to remain high on the agenda. The most critical challenges in the bilateral relationship are technology protection and collaborative innovation. Chinese investment in Israeli technology companies, including those that develop dual-use technologies, remains largely unregulated. Although Israel does not export defense technology to China and has placed stringent regulation on the export of dual-use technologies, the line between civilian and dual use is increasingly blurred, and Israel has yet to fully adapt to this reality. Washington, for its part, has not been entirely clear about how it expects American companies and allies to limit their roles. The United States has been slow to offer alternatives to allies such as Israel for forgoing cooperation with China and has yet to develop a collaborative technological innovation framework that builds on the cumulative strengths of the United States and its allies, benefits all, and helps to tip the balance in the technological competition with Beijing. To address the multidimensional challenge presented by China, the United States must enhance collaboration with its allies, including Israel, its closest partner in the Middle East. Fortunately, when the United States and Israel have had differing perspectives in the past, they have successfully engaged in deep bilateral consultations to work through these differences. These efforts have not always resulted in complete alignment, but they have significantly reduced disagreements and allowed for greater cooperation. This paper represents the most comprehensive public analysis to date of the challenges facing U.S.-Israeli cooperation on issues related to technology and China. It proposes an approach for the United States and Israel to align their policies and bridge differences by focusing on three central areas.

The latest Forum for China-Africa Cooperation (FOCAC) took place in Dakar, Senegal in November 2021. Among the huge range of pledges and agreements, one of the most extensive was capacity building through scholarships, targeted training and people-to-people exchanges. In this Occasional Paper, Kenneth King analyses China’s pledges not just in the sphere of formal education, but across the many different sectors of China’s collaboration with Africa for the next three years. While the impact of COVID-19 can be seen in the reduction of some face-to-face opportunities in China, the extent of what is agreed to be implemented in Africa remains significant. Though these ambitious promises are agreed multilaterally with the whole of Africa, they are delivered bilaterally across the continent in more than fifty different country settings, reflecting how the Africa-China relationship remains strong after two decades of growing engagement.

10. US-China vaccine diplomacy: Lessons from Latin America and the Caribbean

COVID-19 has laid bare the competing strategies and practices of the United States and China to amass further clout in Latin America and the Caribbean (LAC). In many ways, the pandemic is quickly accelerating a regional trend seen over the last decade: China uses its growing economic and diplomatic muscle to provide an alternative to US activities and interests. The implications of diverging COVID-19 responses, notably at the onset of the pandemic’s rise in the region, will reverberate beyond the health sector. What might the differing US and China pandemic approaches portend for future influence in the region? For the United States and China, the pandemic has opened new opportunities to deepen regional ties. Both countries’ assistance eventually centered on vaccine diplomacy, but China was first out of the gates in offering vaccinations beyond its borders. For LAC, its interactions with the United States and China during the pandemic are emblematic of broader trends: China provides an alternative to LAC during crisis moments; and regional leaders use US-Chinese competition to their advantage. Both instances are visible in the region, including in the four geographic areas analyzed in the following pages: Central America, Trinidad and Tobago (T&T), Brazil, and Mexico. In each case, distinct US and Chinese engagement at various stages of the pandemic—along with the host countries’ own actions and reactions—have yielded short-term results and some that are likely to persist. In Central America, China provided strategic diplomatic messaging alongside vaccine shipments, but the United States donated more vaccines. In T&T, Chinese vaccines were accompanied by a new loan, and the country’s prime minister applied a pragmatic approach to acquire vaccines from both the United States and China. For Brazil, laboratory-to-laboratory agreements highlighted a different version of vaccine diplomacy: one that occurs at the subnational level. In Mexico, numerous diplomatic exchanges occurred alongside substantial vaccine purchases from US and Chinese manufacturers. Vaccine-related diplomacy also contributes to an evolving discussion about the different ways China and the United States more broadly engage the region—and vice versa. Starting from a low base, Chinese engagement with LAC has focused on and grown significantly in diplomacy, trade, and investment over the last decade. China is either the first- or second-largest trading partner for many countries in the Americas and a top source of foreign direct investment among its allies. Current US strategy in the region similarly reflects a new sense of deploying diplomatic tools to advance hemispheric prosperity, while doing so as part of a broader vision that reflects partnering to address global challenges—from climate change and the instability that sparks migration to shoring up democracy and addressing corruption. Overall, the region’s proximity, shared peoples, history, and borders with the United States provide greater depth and multidimensionality to the relationship. Consequently, vaccine diplomacy represents a greater marginal opportunity for China to broaden and deepen regional ties.

The close relationship between Russian President Vladimir Putin and Chinese President Xi Jinping is driving what many Russian officials call a developing Sino-Russian alliance. Major achievements have resulted from what the two presidents can accomplish through a top-down approach. However, positive portrayals in official media and some cooperation in diplomatic and military realms have not been accompanied by economic and societal linkages that could produce “thick” connections. Differences over geostrategic, economic, and regional issues and in cultural values have caused some elites and social groups in both countries to express concerns about the growing costs of the partnership. The last several years have seen a worrisome increase in tensions in the Mediterranean involving age-old rivals such as Turkey, Greece, and Cyprus, as well as increased involvement from newer players like Egypt, the United Arab Emirates, Saudi Arabia, and China, or returning players in the case of Russia. Many analysts have noted an increase in power struggles between some of these actors in the region. It is against this backdrop of competition that observers have questioned whether the Mediterranean will become a new arena for increased collaboration between China and Russia. In the last several years, the two countries have increased their presence and influence in the Mediterranean, creating opportunities for growing cooperation at odds with U.S. interests and objectives in the region. As the authors have argued in previous CNAS research, the increasing depth of Russia and China’s partnership creates challenges for U.S. interests and increases the risk that both countries pose to the United States. For this reason, the United States should not write off Russia-China relations as just an uncomfortable or unnatural partnership. But nor should Washington seek to counter their cooperation in every dimension of their partnership or compete intensely in every region.1 The alignment between Russia and China presents a comprehensive challenge; addressing it will require policymakers to prioritize and address their cooperation in the areas likely to pose the greatest threats to U.S. interests, and conversely, avoid focusing on areas of lesser concern. The Mediterranean is a region where U.S. policymakers should not overstate the potential for Russia-China cooperation, nor the significance of the implications of their partnership. As Russia and China have increased their activities in the Mediterranean, they have done so largely through parallel and complementary efforts, rather than explicit cooperation. Russia and China share an interest in dividing the European Union and NATO and increasing their own image and influence in the region, especially at the expense of the United States’ influence. However, the Mediterranean is not a priority for Russia or China; the two countries have divergent priorities in the region, and they pursue these priorities differently, limiting the common ground for active engagement between them. Russia has prioritized its security presence and relationships, while Beijing is focused on advancing its economic interests.

Abstract:
As the United States and China seek to manage an increasingly tense relationship, both sides have turned to coercive economic statecraft as a core part of their broader foreign policy, with disruptive impacts on the global economic order. A growing body of research examines the use of coercive economic tools, including prior work by the CNAS Energy, Economics, and Security program. This report adds to that literature by specifically examining the use of coercive economic tools during periods of geopolitical crisis to assess their value in de-escalating tensions or deterring further economic coercion. The researchers developed scenario exercises to examine these dynamics, supported by a literature review and extensive engagement with subject matter experts. The insights from the research informed the development of two overarching strategic concepts intended to guide U.S. policymakers when deploying economic tools as part of a crisis management situation.

In U.S. policy debates on China, military-civil fusion (MCF) has emerged as a frequent subject of debate and concern. Once a niche topic of study among only avid watchers of Chinese military modernization and defense technological development, Beijing’s drive to break down barriers and create stronger linkages between its civilian economy and defense industrial base has started to draw considerable attention in Washington.1 During Donald Trump’s administration, Vice President Mike Pence, Secretary of State Mike Pompeo, senior officials across the State Department and Defense Department, and members of Congress all devoted time to MCF in speeches, using it to justify a broad range of policies. These included expanding investigations into intellectual property theft, banning Huawei from U.S. networks and critical infrastructure, urging companies like Microsoft and Google to stop working with Chinese counterparts, and even advocating for “decoupling” from the People’s Republic of China (PRC), such as in supply chains and by limiting technological collaboration.2 MCF has emerged as a key analytic driver of the intensifying economic and technological competition between the United States and the PRC in recent years. While Joe Biden’s administration will have an opportunity to reset the tone of the U.S.-China relationship and recalibrate the use of instruments of U.S. policy, China’s model of MCF is likely to remain a major concern for U.S. policymakers.

20. India’s Networking Response to the Chinese Threat

India has experienced rising tensions with China in recent years, as demonstrated by two border crises in 2017 and 2020-21. The second event saw the death of some 20 Indian troops, and at least 4 Chinese soldiers, in hand-to-hand combat – the first fatalities in nearly half a century of periodic border face-offs. New Delhi’s policy response has spanned both internal and external balancing. The former has involved augmenting India’s capacity to engage in limited combat of the type that nuclear-armed states have occasionally fought, as did the Soviet Union and China in 1969 and India and Pakistan in 1999. The Indian military has bolstered its border by deploying combat troops, cruise missiles, and advanced combat aircraft. However, China has done much the same, putting pressure on India to upscale its military capabilities. Simultaneously, India has tried to reduce its dependence on the Chinese economy, a more complicated task. Despite a 10 percent decline in bilateral trade owing to the Covid-19 pandemic and border tensions, China was India’s largest trading partner ($77.7 billion) in 2020. The Narendra Modi government sharply cut Chinese investment when the 2020 border confrontation in Ladakh broke out, expelling major Chinese companies like TikTok, WeChat, and UC Browser. Despite these measures, India’s ability to shut China out of its economy is limited. The Indian market depends heavily on Chinese electronic components (70 percent in value terms), pharmaceutical ingredients (70 percent), and consumer durables (45 percent).
