1. Kazakhstan could lead Central Asia in mitigating the world’s energy and food shortages

Abstract:
Russia’s war against Ukraine has had significant economic and political repercussions across the globe, including energy shortages and growing food insecurity. The war has forced Central Asian states to emphasize their independence from Moscow and accelerate their economic diversification. Central Asia—comprising Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—has the potential to mitigate global shortages of energy, food, and fertilizers, caused by Russia’s war of aggression. The primary challenges for Central Asia and its Western partners remain diversifying export routes and expanding the capacity of alternative transportation corridors, especially the Trans-Caspian International Transportation Corridor, or the “Middle Corridor.” Kazakhstan is the leading producer of uranium ore in the world, grows 2 percent of the world’s wheat, and has major hydrocarbon reserves. Kazakhstan has the opportunity to lead Central Asia forward on the path to becoming an important supplier of energy, grain, fertilizers, and nuclear fuel to world markets. The energy crisis in Europe spurred renewed interest in the long-planned Trans-Caspian natural gas pipeline. A potential United States and European Union ban on uranium civilian-reactor fuel exports from Russia could ensure Kazakhstan’s importance as a nuclear fuel exporter to Europe. To do this, Kazakhstan first needs to build its own conversion and enrichment facilities. This would allow it to double its share in the European market while utilizing the Middle Corridor. By encouraging Western investment, the states of Central Asia can become an important force in global commodity markets. To this end, they should implement the recently signed far-reaching regional agreements on cooperation and integration, so that they are less susceptible to “divide and conquer” strategies from predatory foreign powers and can exercise greater leverage when negotiating as a bloc. The US and the EU should also recognize that Central Asia’s energy and agricultural potential and resources make the region an area of strategic interest with promising business opportunities. The Central Asian states need to intensify their Western-oriented diplomatic outreach to attract support from state and private actors for investment and technological partnerships. Geographic proximity to Russia and China means Central Asian countries will always have economic relationships with Moscow and Beijing. But greater Western engagement in the region can diminish the chances for Russo-Sino cooperation in Central Asia. Russia’s war against Ukraine has weakened its geopolitical position and the Western sanctions on its economy have opened up new opportunities for Central Asia to supply critical energy and food commodities to world markets. Kazakhstan, as the region’s largest economy and its largest producer of oil, uranium, and grain, is well-positioned to lead this transition.

Abstract:
The stagnating EU accession process needs political will and procedural changes allowing eastern candidates to advance. In the meantime, they should be more supported to use the full potential of existing opportunities for gradual economic and sectoral integration with the EU. An upgraded Eastern Partnership needs a comprehensive security dimension linking resilience, connectivity, and defense policy, as well as cooperation in the area of the Common Security and Defence Policy. The protracted regional conflicts (in Moldova and the South Caucasus) require a more active EU engagement as existing OSCE formats continue to be blocked, and Russia’s role and military presence weaken. New openings for conflict resolution mean higher demand for the EU’s diplomatic, monitoring, and peacekeeping capacities. A new eastern Neighborhood Policy should be designed for the wider region, connecting the Black Sea and the South Caucasus with Central Asia and thus creating viable alternatives to the competing geoeconomic and governance “offers” of China, Russia, and Turkey.

With its temperatures rising four times faster than the global average, the Arctic is facing dramatic environmental consequences. Meanwhile, retreating sea ice has led to increased economic interest in the Arctic and its growing geopolitical importance. Thus, understanding and managing the global and local implications of environmental change in this region requires urgent scientific and diplomatic collaboration.

Abstract:
Climate change, geopolitical tensions and other global crises emphasise the need for water diplomacy, which refers to the prevention and resolution of political tensions with the help of water expertise and diplomatic tools. Disputes over water can contribute to instability, but fair and well-governed management of water resources can serve as a platform for cooperation and peacebuilding. In Central Asia, water has a crucial role as a precondition for economic and social development, but also for relations between the countries in the region due to the large­ly transboundary and shared character of resources. Questions about water use have been intertwined in disputes about other unresolved issues between the countries in the past. As the impacts of climate change become increasingly visible and are likely to further reduce water access, it is important to better understand the water conflict and resilience dynamics. This analysis traces the potential for water diplomacy in Central Asia. It identifies major conflict factors, peace enablers, regional dynamics and the role of water resources. The analysis takes an anticipatory, forward-looking approach, particularly focusing on sources of resilience and potential points of cooperation.

5. Connectivity in Central Asia at the Crossroads of International Crises: Transport, Energy and Water from Interdependence to New Cooperation Ways

Abstract:
From the reestablishment of an Islamic Emirate in Afghanistan by the Taliban to the war in Ukraine, not forgetting climate change, the most serious international crises, whether circumstantial or systemic, are having a severe impact on connectivity in Central Asia with regard to transport, energy, and water. While the search, which is an existential one for the countries of this landlocked region (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan), for foreign partners has been legitimized and even encouraged by the troubling context in which they are evolving, the steps they have taken in this respect since the outbreak of the war in Ukraine on February 24, 2022, show an obvious desire to bypass Russia, which has been heavily sanctioned by the West. As a result, Central Asian transportation networks are developing in two directions: to the west, with Kazakhstan and the Caspian Sea as key links in Sino-European trade routes; and to the south, whether by sea (development of port links from Kazakhstan and Turkmenistan to Azerbaijan and Iran) or by land (creation of a railway line between Uzbekistan, Afghanistan, and Pakistan). In the energy sector, Kazakhstan, hindered by Russian blockades of its main oil pipeline, is turning to the Caspian Sea in order to be able to continue transporting oil to European markets. Turkmenistan exports its gas to the Chinese and South Asian markets, where its projects, but also those of Kyrgyzstan and Tajikistan in the field of hydropower, are being hampered by developments in Afghanistan. Lastly, the question of water highlights the paradox of interdependent countries that are divided between those that control Central Asia's water resources (Kyrgyzstan and Tajikistan) and the rest, located downstream of the Syr Darya and the Amu Darya (Kazakhstan, Uzbekistan, and Turkmenistan). While a growing number of initiatives are being launched to promote smart management of the region's significant water resources, this remains the most polarizing issue in Central Asia, despite its urgent nature.

6. How the Intervention in Kazakhstan Revitalized the Russian-led CSTO

The Russian Federation-led Collective Security Treaty Organization (CSTO) has existed for nearly 30 years, and, during all that time, it had never sent troops into a conflict zone in one of its members states. CSTO members Armenia and Kyrgyzstan had requested assistance in the past, but the organization did not send help as those situations were not part of the CSTO mandate. Faced with unrest that broke out in early January 2022, Kazakhstan’s government requested CSTO assistance to fend off what Kazakhstan’s president said was a threat to the country’s sovereignty from tens of thousands of terrorists. For the first time, the CSTO answered a call for aid and deployed some 2,500 troops to guard key facilities in Kazakhstan—but only in a few cities, and for less than two weeks. It looks now like there were no terrorists, and Kazakh President Kassym-Zhomart Tokayev’s call for help was not to save his country, but to save himself from elements in the government that were trying to oust him. That makes the CSTO decision to deploy forces more intriguing, as it appears the organization did not send the force to Kazakhstan to defend that country’s sovereignty, but to defend Tokayev and preserve a government that was friendly towards Russia.

7. China's Security Management Towards Central Asia

In the early years of diplomatic relations between the People’s Republic of China and Central Asian countries (roughly 1992-1999), bilateral security discussions strictly focused on the then-looming influence of a Uyghur-led independence movement in Xinjiang. Chinese officials directly asked Central Asian states to not support the East Turkestan Movement, orienting the issue as a regional mutual security interest. While concerns for stability in Xinjiang continue as the foundational drive towards deepening security relations with Central Asian states, new security interests have entered discussions since the late 2010s as expanded bilateral trade brought new issues, such as investment security and corruption-fuelled anti-China sentiment. Also, domestic issues in Central Asia, concerning leadership transition, economic decline, and nationalism, expanded the Chinese discussion of the role of Islam in politics and implications on Xinjiang’s stability. To address these interests, Chinese security engagement in Central Asia has steadily expanded. Within and beyond the Shanghai Cooperation Organization (SCO), multilateral dialogue on security issues have been regularized among all ranks of Central Asian security officers. The SCO has conducted annual security exercises since 2010, though the size of deployment, focus, and scope have changed. Between 2010 and 2019, the SCO created five expert groups to coordinate regional law enforcement agencies in order to address specific security issues. However, in comparison, bilateral security engagement remains more diverse. The number of meetings is increasing, and their formats are becoming more efficient. There are joint patrols and operation, regular military exercises pre-pandemic, short-term training and long-term military degree programs in China, transfer of security equipment, construction of security infrastructure, and the presence of Chinese private security companies. Kyrgyzstan and Tajikistan are the two most responsive countries towards welcoming these initiatives. In addition to multilateral and bilateral security engagement, the PRC has increased its military capacity in its western region. More emphasis has been placed on increased combat readiness, as well on the condition and human capacity on the border. While some areas of existing security cooperation are productive in meeting security goals, such as consensus over non-tolerance of Uyghur independence supporters and tightening illegal cross-border activities, two problems persist. First, while the PRC to an extend desires a regional approach to security, deliverables are more visible as the outcome of bilateral cooperation in Central Asia. These regional efforts are meant to deter any Central Asian governments from making independent assessments and forming their own foreign policy on Xinjiang without PRC participation. Second, language remains the most difficult operational obstacle to overcome. The dominance of the Russian language cements a substantial cultural and operational gap between the armies. So far, Central Asia-PRC cooperation has been a pragmatic, opportunistic choice—a choice that Central Asian leaders made due to the absence of comparable committed engagement from other major powers. Moving forward, in order to balance PRC security engagement, Central Asia’s strategic significance must be independently considered outside of its role in securing Xinjiang for the PRC.

Decisions about how the oil, gas and mining sectors are governed determine the wellbeing of the billion people living in poverty in resource-rich countries. Where policies and practices ensure informed, inclusive and accountable decision making, natural resources can enable fair, prosperous and sustainable societies, rather than undermine them. The climate crisis, the coronavirus pandemic and dramatic changes in global energy markets have increased the stakes of good governance. Complex decisions about how to enable the political and economic adaptations necessary for a managed phaseout of fossil fuels and responsible increase in production of transition minerals sit at the heart of this dual crisis. Governance of the oil, gas and mining sectors will play a central role in the transition away from fossil fuels and the return to progress against poverty. The Natural Resource Governance Institute (NRGI) produces the Resource Governance Index (RGI) as a diagnostic tool to measure the governance of oil, gas, and mining sectors in select countries and to highlight opportunities for policy and practice reforms at the global, regional and country levels. The 2021 RGI assesses the governance of extractive sectors in 18 countries, including both established mineral and hydrocarbon producers, as well as new and prospective entrants to natural resource production.

The close relationship between Russian President Vladimir Putin and Chinese President Xi Jinping is driving what many Russian officials call a developing Sino-Russian alliance. Major achievements have resulted from what the two presidents can accomplish through a top-down approach. However, positive portrayals in official media and some cooperation in diplomatic and military realms have not been accompanied by economic and societal linkages that could produce “thick” connections. Differences over geostrategic, economic, and regional issues and in cultural values have caused some elites and social groups in both countries to express concerns about the growing costs of the partnership. The COVID-19 pandemic has exacerbated these problems, leading a growing number of Russian analysts to say that the Sino-Russian relationship has peaked.

From the perspective of Central Asian states, the potential for further destabilisation of Afghanistan is seen as a significant regional transnational threat. It would make these countries more susceptible to influence, primarily from Russia, which bases its policy in the region on military power. The withdrawal of U.S. troops from Afghanistan is already being used by Russia, China, and Turkey in propaganda as an example of the lack of American credibility, as well as that of European countries. This situation will limit the prospects for cooperation between the Central Asian republics and the U.S. and the EU in the future.

Abstract:
Sadyr Japarov, the leader of the autumn protests that led to the removal from power of the previous president, Soronbai Jeenbekov, won the early presidential elections in Kyrgyzstan on 10 January. In a parallel consultative referendum, voters supported the change of the state system to the presidential system proposed by Japarov, which includes the liquidation of parliament. One consequence may be the evolution of the political system of Kyrgyzstan towards an authoritarian model similar to those in other Central Asian countries. That would have a negative impact on relations with the EU, which supports democratic reforms in Kyrgyzstan.

This report first analyzes the use of CUES in the South China Sea, which is the region they initially were designed for as an instrument to prevent unwanted escalation. In what sense have CUES in the South China Sea set a precedent for reassurance measures in other regions? Second, we discuss whether CUES could be useful to lower tension levels between Russia and NATO in their ongoing conflicts over spheres of interest, strategic space, and appropriate deterrence measures in maritime Europe. The analysis draws on the first-hand experiences of personnel engaged in implementing the Code for Unplanned Encounters at Sea (CUES). This allows us to go beyond rhetorical announcements of intention and understand how de-escalation instruments are used at the level of implementation and whether they have any effect. Third, we conclude by discussing the caveats to and advantages of adopting CUES in the Euro-Atlantic area and how they should be designed to take the specific strategic context of this area into account.

14. No Peace Without Justice in Afghanistan

Afghanistan’s presidential election took place on September 28, 2019, with less than 2 million people participating out of 9.7 million registered voters. Taking into consideration Afghanistan’s total population of 35 million, the turnout was a historic low—a problem further amplified by the fact that the government poured a huge amount of financial and human resources into election preparation. The main explanation for such low turnout is twofold. On the one hand, security threats such as suicide attacks or gun violence—which reached their peak during the presidential election campaigns—deterred many people from going to polling stations. On the other hand, Afghans have become wary about determining their own political fate because, for decades, regional and international powers have steered the political wheel in Afghanistan, rather the people. After four months, election results have still not been announced, leading to further speculation and anxiety among a population which has already been the victim of four decades of violent conflict in the country. This anxiety is further exacerbated by the ongoing “peace” negotiations with the Taliban. Afghan people have learned from experience that, even in the best-case scenario of the election results or peace negotiations, they cannot hope for new justice measures to heal their wounds. As demonstrated by the experience of Afghanistan and other countries, peace and security will not last without addressing the people’s demands for justice.

Abstract:
Since achieving its independence after the fall of the Soviet Union, Kazakhstan has maintained warm relations with the United States. The country regards the United States both as a potential source for trade and investment and as a partner to balance the influence of Russia and China in Central Asia, a perspective which underlines the importance of US Secretary of State Mike Pompeo’s February visit to Kazakhstan and Uzbekistan. During the visit, Pompeo was generous in his praise for Kazakhstan and highlighted the importance of bilateral ties, while criticizing China’s detention of hundreds of thousands of Uyghurs, Kyrgyz, and ethnic Kazakhs in so-called “re-education” camps.

The first meeting of the Senate of Uzbekistan’s Oliy Majlis took place in Tashkent January 22, 2020 to carry out its functions for the new term until 21 December 2024. In his keynote speech, President Shavkat Mirziyoyev congratulated the senators on this high status, while the new council includes representatives from diverse professional fields. He also argued it was “imperative to strengthen the role of the Upper House of Oliy Majlis in delivering an atmosphere of the irreconcilable fight against corruption and crime in general in society, as well as boost control over the activities of government bodies aimed at enhancing the role of women in society.” In Uzbekistan, political parties are traditionally seen to serve a symbolic function with their main mission being to mobilize and maintain support for a strong presidential system. Harnessing popular support for the poll could be seen as a crucial step in Mirziyoyev’s strategy of building support in the run up to the next presidential elections, which will be due in Uzbekistan in 2021. This aim will remain a higher priority compared to the pursuit of political transformation, which could allow the new parliament evolve as an autonomous institution and the democracy to mature. This first part of this paper explains the significance of the parliamentary elections held in Uzbekistan on 22 December 2019. The second part brings to the readers’ attention a range of reactions and responses on how the campaign, polling and outcome was seen by voters, party representatives and election observers. The third and final part of the report will conclude with the findings and recommendations of the observers in addition to some projections of how the conduct and outcome of the election may affect the future course of the country’s politics.

This report offers a road map for understanding the most likely sources of violent conflict in the post-Soviet nations of Central Asia—ethno-nationalism and nativism, Islam and secularism, water resources and climate change, and labor migration and economic conflict. The analysis draws from emerging trends in the region and identifies the ways in which Central Asia’s geography and cultural place in the world interact with those trends. It suggests that the policy goals of the United States, Russia, and China in the region may be more compatible than is often assumed.

The evaluation team utilized Social Network Analysis methodology to measure development of the participants’ professional networks with each other and with STEM professionals in the U.S. The report also outlines how the program impacted participants’ and mentors’ cross-cultural understanding and exchange of professional best practices. Finally, the report highlights program’s impact on participants’ and mentors’ communities and specifically on women and girls. TechWomen is an initiative of the U.S. Department of State’s Bureau of Educational and Cultural Affairs implemented by IIE. Launched in 2011, the program supports the United States’ global commitment toward advancing the rights and participation of women and girls around the world by enabling them to reach their full potential. TechWomen empowers, connects and supports the next generation of women leaders in science, technology, engineering and mathematics (STEM) from Africa, Central and South Asia, and the Middle East by providing them the access and opportunity needed to advance their careers, pursue their dreams, and inspire women and girls in their communities.

As a result of the change of power in Armenia in 2018, the Armenian-Azerbaijani talks on the territorial and ethnic conflict over Nagorno-Karabakh have intensified. However, they have not yielded results because the authorities of both countries are under strong internal public pressure, limiting the possibility of compromise. Russia is using the conflict as an instrument of political influence towards both countries. Strengthening the involvement of French and U.S. diplomacy in the work of the Minsk Group and increasing its importance would limit Russia’s role as the main mediator in the conflict.

Many countries engage in public diplomacy—diplomatic instruments used to influence the perceptions, preferences, and actions of citizens and leaders in another country—as a means to win over foreign publics and advance national interests. In a new study and report published by AidData, in collaboration with the Asia Society Policy Institute, and the Center for Strategic and International Studies, the authors look at the past two decades of China’s relationship cultivation—including efforts to balance negative perceptions of its growing military and economic strength—within its greater periphery, specifically the 13 countries of South and Central Asia. This study collected an unprecedented amount of qualitative and quantitative data on Beijing’s public diplomacy in the South and Central Asian region from 2000 through 2018. U.S.-Russian relations, though currently intractable, are nevertheless the most discussed subject in American foreign policy today. In fact, our impressions of how relations with Russia are going are central to how we demarcate our own history. “After the wall fell” and “post-Soviet” are ways of telling historical time. And it is also how the current generation refers to the beginning of modern times, in much the same way as an earlier generation used “post-war” as shorthand for when normal life resumed after the war. The ability to make sense of the recent past should help us understand where we are and where we are going. The meaning of “post-war” seems clear to us today: It connotes the aftermath of sacrifice, accomplishment, and a certainty about the historical role and significance of the World War II generation. “Post-Soviet” does not have the same historical clarity. The words that evoke our present circumstances convey a sense of uncertainty, persistent conflict, political stasis, and historical confusion. The significance of the present remains elusive for those of us living in the first decades of the 21st century. America has spent slightly more than a century worrying about Russia without great success. Relations today between the U.S. and Russia are still as bad as they have ever been. If we look closely at the period 1989 to 2019, what significance do we find in our recent past and what does this tell us about the meaning of the present? Do we find a common history that puts the challenges of the present in the proper perspective? Or does where we come from make where we are now even more baffling? Strictly speaking, U.S.-Russian relations are a cluster of epistemological problems. What do we think we know about the events that occurred between 1989 and 2019? How much confidence should we place in our interpretation? What are the implications of how we see our recent past for how we judge our present circumstances? Why do we currently find our conjectures so unsatisfactory at the personal level and from a policy perspective? Is there another way to look at the last thirty years that connects the events from the pre-history of modern times more closely with what we see in the present? For example, why does post-Soviet Russia look so much like Soviet Russia in 1989 when Western Europe today looks so unlike the confident and self-assured Europe after the fall of the Berlin Wall?

For some time, Western sources have been accusing Moscow of backing the Taliban regime in Afghanistan. However, little effort has been done to analyze the modalities of this support and the way it relates to Moscow's overall policies and objectives in Central and Southern Asia. This essay sets out to explain both the trend in Russia’s policies towards Afghanistan between 2013 and 2017, and the reasons underneath them. It explores Russia's actions vis-à-vis contending forces in Afghanistan and Central Asia in the broader context of Moscow’s rapprochement with Pakistan, its ties to India and China and overall anti-Americanism that has grown exponentially since 2014. We argue that this approach would provide a better understanding of Russia’s policies and objectives in Afghanistan.

 Philanthropic and Government Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. This new report provides a compelling challenge to assumptions about the funding landscape in Europe and Central Asia, with new data and recommendations for resourcing LGBTI movements at the forefront of progress and the frontlines of resistance. The report is a first-of-its-kind gap analysis made from two sets of complementary data providing clear pathways and opportunities for new grantmakers and additional resources to support this large and complex region. This research was presented and analyzed during the October 2018 ILGA-Europe Donor Pre-Conference in Brussels, Belgium. The research will also be presented in a wider webinar for grantmakers in February 2019, with joint advocacy between activists and funders to increase resources to the region taking place over 2019.

Orientalist approach to Central Asia especially Bukhara in our historical references present a romantic picture. This paper takes publications and printing as the indicator of intellectual maturity of the population and progressive zeitgeist in socio-political life. Analysis of historical events and facts reveal very little appetite of reading, almost universal ignorance and scarcity of written/printed books. The transformation of Central Asia took place after introduction of presses during the Tsarist control. With the arrival of printing, not only literacy increased but also the scope, number and range of topics expanded. As a result of printing/publication, the Jadidist ideology emerged and opposed the Qadimist status quo. Ultimately the Jadids prevailed. Therefore, the paper establishes that socio-political awakening and increase in printing/publication are linked. The paper recommends revisiting errors in the representation of Central Asia in our accounts of history.

Kyrgyzstan models itself as Central Asia’s only parliamentary democracy, but multiple challenges threaten its stability. Divided ethnically between Kyrgyz and Uzbeks and geographically north and south, the state is deeply corrupt and fails to deliver basic services, in particular justice and law enforcement. Its political institutions are under stress: the October 2015 parliamentary elections had a veneer of respectability but were undermined by systematic graft at the party and administrative level, and presidential elections will test state cohesion in 2017. The 30 August suicide car bomb attack on the Chinese embassy in Bishkek underscored Kyrgyzstan’s security vulnerabilities. There is need to prevent and counter the threat of growing radicalisation by bolstering the credibility of its institutions and adopting a more tolerant attitude toward non-violent Islamists.

War since 1979 and the reconstruction of the state under Western tutelage since 2001 have led to a simplification of the identity of Afghan society, through an invention of ethnicity and tradition – a process behind which the control or the ownership of the political and economic resources of the country are at stake. Hazarajat is a remarkable observation site of this process. Its forced integration into the nascent Afghan state during the late nineteenth century has left a mark on its history. The people of Hazara, mainly Shi’ite, has been relegated to a subordinate position from which it got out of progressively, only by means of jihad against the Soviet occupation in the 1980s and the US intervention in 2001, at the ost of an ethnicization of its social and political consciousness. Ethnicity, however, is based on a less communitarian than unequal moral and political economy. Post-war aid to state-building has polarized social relations, while strengthening their ethnicization: donors and NGOs remain prisoners of a cultural, if not orientalist approach to the country that they thereby contribute to “traditionalize”, while development aid destabilizes the “traditional” society by accelerating its monetization and commodification.

"If I were to say just one thing about Ukraine, I think I would have to stress it is the most underperforming country of all the countries I know. Ukraine has had, and indeed still does have, a lot of potential. In the beginning of 1990s, in 1992 to be precise, Deutsche Bank prepared an analysis of the chances for the former Soviet Union states to be reformed and developed successfully, and according to this analysis, Ukraine had the best chance among them all to be successful. We know that in reality the opposite happened, and Ukraine is in a very difficult situation now. The main reason for this situation is that when at the beginning of 1990s communist countries collapsed, the old system in Ukraine was not replaced by a new one, one of functioning market economy. It was eroded, but not exactly replaced the way it happened for example in Poland, Czechoslovakia, Hungary, and the Baltic states. The country was captured by oligarchs, and a very strange, dysfunctional, and corrupted system was created instead."

This report contains an analysis of over 4,600 unique Islamic State personnel records that were produced by the group primarily between early 2013 and late 2014. The importance of this data for understanding the Islamic State and, in particular, the foreign fighter flow, cannot be overstated. To put it simply, it is the largest cache of primary source documents produced by the Islamic State available in the open-source as of this date. These particular documents were acquired by NBC News from an Islamic State defector and subsequently provided to the CTC (and other entities). This report provides a window into the organization’s global workforce, revealing information about foreign fighters’ countries of origin, citizenship, points of entry into Syria, marital status, skills and previous occupations, education levels, religious knowledge, fighting role preferences in the group, and previous jihadist experience. In addition to analyzing the data at the macro-level, the report also highlights numerous anecdotes of individual fighters. Taken together, the analysis in this report reveals an organization that is attempting to vet new members, manage talent effectively within the organization, and deal with an incredibly diverse pool of recruits.

This report has been prepared in the framework of the project “Transfer of know-how to small and mid-size businesses” of the International Visegrad Fund (IVF) and USAID. It summarizes the conditions of the SME sector (small and medium size enterprises) in Georgia, identifies the main problems in their development and provides recommendations for further interventions based on the Czech experience, existing literature and a survey implemented among SME stakeholders. Georgia generally receives favorable evaluations of its business environment. It ranks high in indices of economic freedom and is among the top countries with respect to ease of starting and doing business. On the other hand, the SME sector suffers from several problems. The most serious obstacle to SME development seems to be in the area of finance; access to finance is difficult for SMEs and the cost of credit is high. Human capital and innovations are among the weak points of Georgian SMEs as well. The different shortcomings of the environment and markets call for different interventions. The paper is roadmap of concrete activities – it contains a set of recommendations to support SMEs development drawn on three different sources: first, the theoretical foundations of entrepreneurship policy, second, the Czech experience and know-how in the SME sector, and finally, the ideas of local experts and stakeholders generated during interviews and workshops. Political stability, the main problem in Georgia, is beyond the scope of possible interventions.

Abstract:
The development of the Polish corporate bonds market resulted from changes on the supply side. When the Lehman Brothers went bankrupt, Polish entrepreneurs realized that financing their companies’ operations only with the use of credit, even if contracted from different sources, might not be the best idea. Consequently, Polish business turned to debt instruments – said Piotr Kowalski, one of the keynote speakers during the mBank - CASE Seminar no. 136. In the publication, which is an extended and authorized version of presentations delivered during the abovementioned seminar, the authors discuss various aspects of the corporate debt securities market in Poland. Piotr Kowalski gives a synthetic presentation of the subject of the analysis, Agieszka Gontarek presents selected domestic regulations and factors, and Tomasz Gałka writes about selected consequences of excessive burdens.

Abstract:
The present document is an attempt at a comprehensive analysis of direct and indirect burdens imposed upon banks in 2015. The idea to present such factors — which are often extremely varied in nature — in a single study was born out of the fact that these factors are often considered separately, on the basis of various criteria, which causes them to be split into different groups. This approach results in a fairly common tendency for fragmentary assessment of their impact and, more importantly, in the adoption of piecemeal regulations which fail to take into account the full impact of the actions taken in different areas. This applies in equal measures to supervisory authorities, regulators, analysts, policymakers and the media, which means that, in a somewhat oversimplified sense, the above statement is applicable to the public at large. This situation can be most succinctly characterised in the manner presented below. In the aftermath of the crisis, banks require a new set of instruments to regulate the functioning thereof. This is because they are to become more stable, safe, less risk-prone and more customer-friendly. Each of these areas requires a separate set of regulatory instruments, along with the respective subgroups thereof. Oftentimes they are not synchronised with each other and are usually aimed at the implementation of a specific, particular goal to an excessive extent. In addition, there are also “special tasks” such as the reform of the Credit and Saving Unions (SKOK).

The CTC is pleased to launch the publication of papers as part of a series devoted to the study of jihadist biographies. The purpose of this project is to contribute to the knowledge of the evolution of the jihadist landscape by exploring it through the lens of the worldviews and experiences of actors who have shaped it. While some states and organizations, wittingly or unwittingly, contributed to the growth of the jihadist enterprise, it may be argued that modern jihadism, as it continues to unfold, is also the product of individuals, who made it into the global phenomenon that it is. As we study the biographies of jihadis, we are faced with a world crowded with different and differing worldviews. Beneath the banner of jihad that seemingly unites jihadis worldwide is a world marked not just by cooperation between groups and individuals, but also by competition and divisions. Some of the jihadis who occupy that world are characterized by a commitment to idealistic goals, by acumen, skills, and agility; others are driven by sectarianism, criminal disposition, and opportunism; while others manifest an odd combination of all. That is why the actions emanating from the jihadist landscape are the results of an amalgam of strategy, sophisticated planning and targeting, randomness, and juvenile enthusiasm. It is for these reasons and more that the complexity of the jihadist landscape requires different layers of analyses and a rigorous and patient approach to the subject. In short, the study of jihadism is about both the “forest” and the “trees;” and this series of biographies is a study of the “trees” as they are situated in the broader “forest.”

Abstract:
Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

46. Forecasting Financial Stress and the Economic Sensitivity in CEE Countries

Abstract:
This paper presents forecasts for the Financial Stress Index (FSI) and the Economic Sensitivity Index (ESI) for the period 2015-2015 for six countries in the region, namely the Czech Republic, Estonia, Hungary, Latvia, Lithuania and Poland. It is a continuation of the endeavor to construct synthetic indices measuring financial stress and economic sensitivity for twelve Central and East European countries using the Principal Component Analysis. In order to obtain forecasts of the FSI, we estimated Vector Autoregression (VAR) models on monthly data for the period 2001-2012 separately for all the countries. Using quarterly historical values of ESI and FSI, we estimated Dynamic Panel Data Model for the complete sample of countries. Parameters of the model were later used for forecasting the ESI. Obtained results suggest that the FSI will start to rise in 2014 in the Czech Republic, Lithuania, and Estonia. For Latvia and Hungary, we observed a conversion in the trend, i.e. at the beginning of 2015, when the index should start to fall. According to our forecasts, the ESI will be rising in the next two years, except for Hungary, where we predict a continuous decrease in economic sensitivity.

In this study the author analyzes the experience of the European Union in cooperation with non-member neighboring countries, to which the EU’s integration process and institutions are both available. On the one hand, several non-member countries are interested in close cooperation or integration with the organization because of their future membership aspirations or simply because they consider the EU an important economic and political partner. On the other hand, the EU itself is also interested in building such close relations, for economic but often also for geopolitical and security reasons.

Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

Abstract:
Anthropological studies demonstrate that personal values, social relationships and indicators of cultural identity are expressed in a symbolic manner in funeral rites. In Azerbaijan such rites can include as many as ten commemorative events (yas) in the year following the death. These are critically important events in which allegiances are made and broken. During the period of political chaos and economic recession which followed independence, from 1991 to 1996, the yas served as an incubator for a local identity movement. Political stability, beginning in 1996, and the advent of the petroleum era, in the 2000s, transformed the country’s face, reordered the relationships between individuals, and today raise the issue of creating a State and developing a national political project. The study of funeral rites enables one to measure the magnitude of these changes. The evolution of yas reveals new needs of a society in turmoil and reflects the fundamental examination Azerbaijanis are undertaking of themselves, their religion, their European and Oriental identity and their relationship to modernity.
