Abstract:
In 2022, the number of terrorist attacks in Pakistan marked an increase of 27 percent from the previous year. The number of terrorist attacks in the country also continued to rise for the second consecutive year. A total of 262 terrorist attacks in Pakistan in the year – including 14 suicide bombings –claimed in all 419 lives and injured another 734 people. A 25 percent increase has been recorded in fatalities in the outgoing year as compared with 2021. Pak Institute for Peace Studies revealed these statistics in its annual “Pakistan Security Report 2022”. The report further noted that the proscribed Tehreek-e-Taliban Pakistan (TTP) was becoming a major irritant in Islamabad’s relations with the Taliban government in Kabul as the militant group remained one of the major actors of violence in Pakistan in the year 2022. Other critical actors of violence in 2022 were Islamic State-Khorasan (IS-K) and Balochistan Liberation Army (BLA). Over 60 percent of total terrorist attacks recorded in Pakistan in the year were perpetrated by these three militant groups. Similarly, about 95 percent of the total recorded terrorist attacks in Pakistan in 2022 concentrated in in Balochistan and Khyber Pakhtunkhwa provinces.

As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

Abstract:
Climate change, geopolitical tensions and other global crises emphasise the need for water diplomacy, which refers to the prevention and resolution of political tensions with the help of water expertise and diplomatic tools. Disputes over water can contribute to instability, but fair and well-governed management of water resources can serve as a platform for cooperation and peacebuilding. In Central Asia, water has a crucial role as a precondition for economic and social development, but also for relations between the countries in the region due to the large­ly transboundary and shared character of resources. Questions about water use have been intertwined in disputes about other unresolved issues between the countries in the past. As the impacts of climate change become increasingly visible and are likely to further reduce water access, it is important to better understand the water conflict and resilience dynamics. This analysis traces the potential for water diplomacy in Central Asia. It identifies major conflict factors, peace enablers, regional dynamics and the role of water resources. The analysis takes an anticipatory, forward-looking approach, particularly focusing on sources of resilience and potential points of cooperation.

6. On the Horns of a Dilemma: Will Corruption Bring Down the Chinese Communist Party?

When the People’s Republic of China’s president and Chinese Communist Party General Secretary Xi Jinping took power in 2012, he publicly acknowledged that the Party faced an existential crisis from pervasive corruption at all levels of Chinese government and business activity. Such corruption has put the Party’s leaders on the horns of a dilemma: If they fail to adopt political reforms that could root out corruption independent of Party control, like a free press, competitive elections, and the rule of law administered by an independent judiciary, then the crisis of corruption will continue to fester; but if the Party were to embrace such reforms, then that would inevitably lead to democratization and the Party’s loss of autocratic control of China. As one Chinese scholar aptly sums up this dilemma: “There’s a commonly used phrase: Not reforming means to wait for death. Reforming means to court death.” China’s crisis of corruption should be of immediate interest to American political and business leaders. China is the world’s largest developing nation with the world’s second largest economy, exceeded only by that of the United States. It may justifiably be said that the United States and China are now the two most significant nations on earth, so American interests will be profoundly affected by China’s future economic and political development. A better understanding of the challenges the Communist Party faces in the coming years may prove invaluable for effective U.S. policy formulation. Such insights may also contribute to enduring and mutually beneficial economic and political relationships with China. Accordingly, this report initially examines the historical development of China’s regime of institutionalized corruption and the toll it has already taken on the Chinese people, economy and governmental process. Then it turns to an evaluation of divergent perspectives on the future for China’s now thoroughly corrupted Communist Party and the extraordinary civilization and people it continues to rule. Finally, the article will conclude by addressing the question of whether the Party can overcome corruption and survive in the 21st century.

10. New Opportunities for the United States-Kingdom of Thailand Alliance in the Indo-Pacific

In March 2022, the East-West Center in Washington (EWCW), in collaboration with the Royal Thai Embassy, Washington, DC, convened a two-day seminar in which experts from Thailand and the United States discussed issues and opportunities for the US-Thailand alliance. The workshop included a diverse array of discussants hailing from government, military, academic, think tank, and private sector backgrounds. This report, which adheres to the “Chatham House Rule” under which observations referred to in the report are not attributed to any individual participant, is a summary of the group discussions and the key themes from the seminar. The recent signing of the United States-Thailand Communique on Strategic Alliance and Partnership and a memorandum of understanding (MOU) focused on promoting supply chain resilience on July 10, 2022, highlight the pertinence of this report and the associated seminar. The topics detailed in this report aligned with many of the pressing issues addressed in the Communique and MOU, including expanding law enforcement cooperation, deepening cybersecurity collaboration, supporting resilient transportation corridors, advancing military modernization, and catalyzing Thailand’s bio-circular-green (BCG) economy. The report also covered topics and key themes from a series of jointly produced public webinars and an Asia Pacific Bulletin series of policy briefs on US-Thai affairs.

Abstract:
Climate change and sea-level rise are existential threats to low-lying island States, which face the looming submergence of their territory and the correlative depopulation and severe restrictions on their governmental capacity, at a national and international levels. Four States are particularly endangered because they are exclusively (or almost exclusively) composed of coral islands and atolls below 10 or even five meters of altitude. They are Tuvalu, Kiribati, the Marshall Islands in the Pacific Ocean, and the Maldives in the Indian Ocean. In its Fifth Assessment Report, the Intergovernmental Panel on Climate Change foresaw an average rise of sea level of 98 cm by 2100. This prospect, often regarded as conservative, in fact represents a possible death sentence for these States. As a result, low-lying island States are considering and deploying legal and physical strategies to protect their continuity as States, sparking new debates on the potential evolution of the law on Statehood and the international law of the sea.

This paper proposes a framework for conceptualizing middle powerism in the context of the Fourth Industrial Revolution, using South Korea as an example. The paper argues that the systemic transformation of the Fourth Industrial Revolution has created new openings for middle powerism, and proposes 1) technology, 2) networks, and 3) governance as factors that could enable it. Then, South Korea’s capacities in each of these three areas, potential barriers, and ultimately Seoul’s capacity to act as a “Fourth Industrial Revolution” middle power are evaluated.

14. Strengthening Regional Energy Governance in the Mekong Subregion

This paper explores the energy trilemma problems in the Mekong subregion and explains the necessity for regional energy governance. The current governmental cooperative mechanisms are an ineffective approach to regional energy governance in the Mekong subregion and should thus be strengthened. Countries of the Mekong subregion are facing the following energy trilemma: energy security, energy poverty, and environmental sustainability problems. This paper argues that regional energy governance is needed in the Mekong subregion because the energy trilemma has transboundary externalities on the Mekong ecosystem and requires regional cooperation to be managed effectively. Effective regional energy governance is based on three components: coordination,general norms, and consideration of the regional context. The existing mechanisms for governance in the subregion are lacking these elements. This paper concludes with three policy recommendations. First, it is necessary to enhance coordination among the subregional mechanisms. By exploring mutual benefits to raise incentives for cooperation and by seeking third-party engagement, more effective coordination may be realized. Also, information sharing may be a way to enhance the mechanisms’ transparency and improve coordination. Strengthened information sharing will enable other subregional mechanisms to understand the scale of the mechanisms’ proposed investments and their impact on the whole subregion, as well as provide potential opportunities for cooperation. Second, it is essential to develop norms and standards for the optimal management of natural resources for energy-related activities. Developing norms and standards may keep nations from choosing norms that benefit themselves but not the whole subregion. Finally, considering the context of the region is important, especially whether the actors share a largely homogeneous ecosystem. If actors in a geographical space share a largely homogeneous ecosystem, considering the negative impacts of transboundary externalities, they will be more willing to make compromises and cooperate to manage the energy trilemma. This paper assesses the engagement of the Association of Southeast Asian Nations (ASEAN) and indicates that the lack of sharing a largely homogeneous ecosystem between mainland Southeast Asia and maritime Southeast Asia has weakened ASEAN engagement in solving the energy trilemma in the Mekong subregion. However, ASEAN should still increase its participation in the Mekong subregion’s energy sector. This would complement its efforts to push forward regional power integration plans such as the “ASEAN Power Grid,” “ASEAN Economic Community Blueprint,” and “ASEAN Master Plan 2025.”

Many of China’s technology companies perfect their products in the domestic market by facilitating the party-state’s oppression and data control, and subsequently seek to export the technology to fledgling authoritarian states or nations with fragile democracies. This is part of Beijing’s strategy to enhance its digital instruments of national power, normalize illiberal uses of technology, and equip foreign governments with the tools to replicate aspects of the CCP’s authoritarian governance model. If Washington wants to blunt this strategy, the US government needs to implement a comprehensive strategy of its own to address this.

Although these ties are often viewed solely through the lens of economic and security interests, this report shows Pyongyang's deep historical connections and ideological linkages with several of the continent’s nations. North Korea–Africa relations are also bolstered by China, which has been complicit in North Korea’s arms and ivory trade, activities providing funds that likely support the Kim regime’s nuclear ambitions and allow it to withstand international sanctions.

This report presents a blueprint for a community of technology innovation and protection anchored by America and its allies. Unless the United States builds this community—an “alliance innovation base”—it will steadily lose ground in the contest with China to ascend the commanding technological heights of the 21st century. Given that technology will increasingly determine future military advantage, underpin economic prosperity, and function as a tool for promoting liberal and illiberal visions of domestic governance, the stakes could not be higher. To compete, China is leveraging its formidable scale—whether measured in terms of research and development (R&D) expenditures, data sets, scientists and engineers, venture capital, or the reach of its leading technology companies. The only way for the United States to tip the scale back in its favor is to deepen cooperation with allies. The global diffusion of innovation also places a premium on aligning U.S. and ally efforts to protect technology. Unless coordinated with allies, tougher U.S. investment screening and export control policies, for example, will feature major seams that Beijing can exploit. America’s current approach to allies on technology innovation and protection remains a work in progress. In recent years, animated by concerns about China, the United States has made a concerted effort to step up engagement with allies in both areas. Existing mechanisms for deepening innovation with allies include technology scouting programs, multilateral cooperative frameworks, rapid innovation initiatives, and bilateral projects. However, these mechanisms at times lack sufficient resourcing, move too slowly, or feature rigid constraints on participation. U.S. instruments for working with allies on technology protection also contain major points of weakness. Multilateral export control regimes, though inclusive, are ponderous. The extraterritorial reach of U.S. export control laws can generate unintended obstacles to technology collaboration with allies. Bilateral and minilateral consultations on protection lack positive incentives to motivate allies to incur immediate costs such as forgoing technology sector investments from China.

China is increasingly using its economic, political, and institutional power to change the global governance system from within. The Chinese Communist Party (CCP) under President Xi Jinping has become more proactive in injecting its ideological concepts into international statements of consensus and harnessing the programmatic dimensions of global governance to advance its own foreign policy strategies, such as “One Belt, One Road.”1 These efforts demand the attention of the United States, its allies and partners, and civil society. Land transformation has been at the centre of economic growth of post-colonial, Asian nation-states. While their political reforms and economic policies have focused on land governance, the outcomes have resulted in promoting privatisation and speculative business interest in ecologically sensitive landscapes that are also under diverse forms of common use by resource-dependent communities. A three-year study undertaken to understand community-level responses to land use transformation in India, Indonesia and Myanmar shows that the current scale and approach of land–intensive development in these large democracies is facilitated by fast-paced, top down policy changes. These policies are ‘stacked’ (when multiple layers of current and revoked laws are simultaneously in use) rather than integrated and their implementation is the responsibility of various authorities and agencies that overlap. Growing private investments in land that has remained within varying degrees of state control have changed the way land is managed. Land has become increasingly securitised and ‘out of bounds’ for small farmers and other land-users with or without recognised forms of ownership and use rights. Land conflicts are caused due to coercive acquisition processes or land grabs, unlawful operations of projects and long pending remedies to social and environmental impacts. In many instances, these conflicts begin even before the final decisions on projects are taken and persist for years. Highly capitalised land use change brings powerful investors and corporations, governments and local communities in unequal and precarious arrangements of negotiation and confrontation. Citizens and communities affected by land use change, use varied strategies such as administrative complaints, protests, litigation, media campaigns and political advocacy, and engage in improving project design and implementation, increase compensations, restore community access to resources and get a review on the operations of harmful projects. These are done under conditions of political intransigence and criminalisation of those who speak up. While all three countries have recognised land conflicts and their impact on development plans and proposals, they are yet to give affected people a formal and effective role in land and natural resource governance. Abstract:
This report, jointly put out by the Centre for Policy Research and JustJobs Network, draws attention to geographies in India and Indonesia that are acting as migration junctions because they simultaneously experience high levels of in- and out-migration. The quantitative analysis is based on an earlier paper that measured ‘migrant-intensity’ of districts in India and kota (cities) and kabupatens (regencies) in Indonesia using Census data. In both countries, small cities, peripheral districts and centres of natural resource extraction feature as migration junctions. This prompts new ways of thinking about pathways that migrants take in, out and through places. The report highlights that migration junctions have particular policy challenges and opportunities including increased need for coordination across governance institutions, the ability to concerate workforce development efforts for incoming and outgoing populations and the need to develop robust rental housing markets to serve mobile populations.

China is on course to lead the world in the deployment of nuclear power technology by 2030. Should it succeed, China will assume global leadership in nuclear technology development, industrial capacity, and nuclear energy governance. The impacts will be strategic and broad, affecting nuclear safety, nuclear security, nonproliferation, energy production, international trade, and climate mitigation. Especially critical is whether China achieves an industrial-scale transition from current nuclear technologies to advanced systems led by fast neutron reactors that recycle large amounts of plutonium fuel.

Abstract:
The question of the proper relationship between domestic sentiment and foreign policy is a vexed one. Historically, statesmen and strategists have tended to distrust or disparage the role of the demos in the elite enterprise of foreign affairs. In the immortal words of the then vice president Richard Nixon: “If we indulge in the kind of thinking which assumes that foreign policy decisions should be made on the basis of public opinion polls we might as well decide now to surrender our position of world leadership to the communists.” Yet from even the most condescending foreign policy establishment perch, it is hard to dispute the significance of securing public support for key foreign policy moves. Nixon as president was fully aware of this, carefully stage-managing his most dramatic maneuver, the visit to China in February 1972, in a way that would maximize support back home. And of course, Nixon’s loss of public trust over the Watergate scandal brought about the abrupt end of his influence on everything, including foreign affairs. Nixon’s impeachment, after years of public opposition to the war in Vietnam, strengthened the view in the United States that unsupervised elites were in fact the worst possible stewards of the instruments of national power, and that popular, democratic checks were critical ingredients in wise and prudent foreign policy. Once the public is accorded a decisive role in foreign affairs deliberation, we have to grapple with the problem of determining what “the public” thinks in the first place. Who represents “the public”? How can we assert “it” thinks one way or another? What do we mean by expressions such as “the public seems to have changed its mind”? French theorist Pierre Bourdieu, for example, challenged the validity of statistical representations of “public opinion” based on polling data. Bourdieu argues that public opinion so constructed is an “artefact” of the pollsters, rather than a reflection of an actual thing in the world. Polling data creates a false sense of certainty about public preferences—the illusion of a static and knowable thing, “the public,” where one does not exist. Despite the epistemological limitations and political biases embedded in the art of polling, public sentiment must be brought into the equation of foreign policy analysis. Particularly in a South Korean context, given the highly participatory nature of political culture, it would be foolish to adopt an elitist premise that the public factor can be ignored. South Korean president Moon Jae-in, for one, emphasizes the critical importance of democratic legitimacy and public input in all aspects of governance, including foreign policy.

27. Salvaging the Sunshine Policy

Shortly before his election as South Korea’s president in May 2017, candidate Moon Jaein issued his most detailed North Korea policy statement. As president, he declared, he would “inherit” the engagement-based, inducements-oriented Sunshine Policy approach of Korea’s only other progressive presidents, Kim Dae-jung (1998-2003) and Roh Moohyun (2003-2008)1. Moon judged the North Korea policies of his immediate predecessors a failure; Presidents Lee Myung-bak (2008-2013) and Park Geun-hye (2013-2017), both conservatives, had disagreed with key aspects of the Sunshine Policy and suspended the major inter-Korean projects undertaken by Kim and Roh. Moon’s emphasis on incentives to Pyongyang contrasted with United Nations Security Council resolutions adopted during the preceding decade; far from offering inducements, the UNSC had imposed increasingly stringent sanctions on the regime in response to its accelerating pursuit of a full-fledged nuclear weapons capability. Moon also struck quite a different tone than the new Trump administration in Washington, which had only recently concluded a North Korea policy review and characterized its approach as one of “maximum pressure and engagement. This chapter assesses Moon’s North Korea policy, its implementation during his initial year in office, and its prospects under difficult circumstances. It begins by reviewing the Sunshine Policy concept, its practice by previous progressive governments, and the significantly different approach of South Korea’s succeeding conservative administrations. It then argues that Moon and many progressives continue to believe in the basic Sunshine Policy approach, even though, unlike when the policy was first formulated, North Korea now already has a limited nuclear weapons capability and may soon be able to credibly threaten the United States homeland with nuclear attack. It reviews how Moon, as president, has attempted to salvage the policy and how North Korea and other concerned countries have responded. The chapter concludes by considering the prospects for Moon’s North Korea policy and offering recommendations to modify it to maximize the interests of both the ROK and the international community as a whole.

On April 16, the Turkish people will vote on a package of constitutional amendments passed by Turkey’s Parliament on January 21, 2017, that greatly expands the powers of the presidency. If the package passes the nationwide referendum, it will broaden and deepen the de jure powers of the presidency, giving it authority over all executive branch institutions, including the military. It would give the president the power to appoint key senior-level judges and other judicial officials without parliamentary—or any other—review. It would abolish the post of prime minister, with the president assuming the powers of that office. And it would allow, under certain circumstances, the president to serve three terms totaling just short of 15 years. In short, Turkey’s long-standing parliamentary political system would be transformed into something more appropriately called a presidential system, in which an “executive presidency”1 amasses unprecedented power in the hands of one man. The referendum will take place amid the ongoing erosion of Turkish democratic institutions, freedom of speech, and political rights. Moreover, the referendum campaign and the vote itself will be held under some of the least democratic circumstances imaginable—namely, emergency rule.

29. Odisha Urban Sanitation Policy and Strategy 2017

Over the past four years, the national policy environment and institutional response to sanitation have undergone a substantial change. The launch of the Swachh Bharat Mission (Urban) and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) have catapulted sanitation into the league of priority sectors. In the backdrop of such developments, Housing and Urban Development Department under the Government of Odisha sought to revise the Urban Sanitation Strategy 2011 with the able support from the Centre for Policy Research (CPR) supported by the Bill and Melinda Gates Foundation. The revised Odisha Urban Sanitation Strategy 2017 and Odisha Urban Sanitation Policy 2017 make crucial strides towards the achievement of a Clean Odisha. The purview of the strategy has been expanded to address gaps in the entire sanitation value chain for the management of not only solid waste, but also liquid waste including faecal sludge/septage and menstrual hygiene. The revised strategy is grounded in the principles that have underpinned the Odisha government's efforts so far to provide the people with equitable and safe access to sanitation, along with establishing the most advanced sanitation infrastructure. Over the next ten years, concerned departments will work towards six objectives: (a) achieving open defecation free and (b) open discharge free urban areas; (c) effectively managing and treating solid waste; (d) ensuring that sewage, (e) septage/faecal sludge and liquid waste are safely treated and disposed; and (f) ensuring safety guidelines are followed in physical handling and management of waste. In addition, providing women and girls with safe access to menstrual hygiene has also been included as an objective in the revised strategy.

At a time when the economic transition in China is casting shadows on the weak world recovery, and the country is further increasing military spending at double-digit rates, it is key to assess how far President Xi has gone in fulfilling the “China Dream” of ascendance to cultural, economic and military power. Even more important is to try to figure out what the substance of the “China Dream” is likely to be in the near future. The current risk is that the Chinese people and the Chinese government are dreaming different dreams, and that Xi’s “China Dream” might be more a dream for the country and much less so for the people. China has recently reached a series of symbolic milestones: the Yuan’s inclusion in the IMF’s SDR basket; the new China-led Asian Infrastructure Investment Bank (AIIB); the market economy status by a number of countries. The 2016 Chinese G20 Presidency will provide a timely occasion for China to better define its role in global economic governance. However, progress on reforms is lagging behind expectations and international tensions are on the rise. This volume explores the viability of the China Dream and analyzes its major challenges.

The Justice and Development Party (JDP) has been in power in Turkey since 2002, consolidating its electoral support among an array of social groups ranging from broad appeal among the popular classes to business leaders and a growing middle class. The success of the JDP is a consequence of the manner in which the party inserted itself into certain economic and social sectors. While the party has internalized the principles of reducing the public sphere and outsourcing to the private sector, it has not restricted the reach of government intervention. On the contrary, it has become increasingly involved in certain sectors, including social policy and housing. It has managed this through an indirect approach that relies on intermediaries and private allies such as the businesses and associations that is has encouraged. In this way, the JDP has developed and systematized modes of redistribution that involve the participation of conservative businessmen who benefit from their proximity to the decision-makers, charitable organizations, and underprivileged social groups. These public policies have reconfigured different social sectors in a way that has strengthened the Party’s influence.

India is an emerging power and its influence as well as the government’s aspirations in global politics has steadily been growing in recent years. The economy has experienced impressive growth but India’s political, social and economic development has neither been coherent nor smooth and millions of Indians still suffer from inequalities and poverty. The study looks at recent developments in India’s global aspirations, at the history of India’s foreign policy—with its shifts and changes—and at the ideological foundations of these different foreign affairs notions, namely idealism, realism and geopolitics, Hindu nationalism and the now predominant liberalisation and internationalisation concepts. In this report, the debate in India is reconstructed against the background of existing international relations theories. India has a great, but still largely untapped soft power potential and the capacity of integrating tradition and modernity, resulting in the creation of resilient institutions, a functioning federalism and an interesting amorphous character of the society with an aptitude for vagueness and improvisation to make things work. The report arrives at the conclusion that the Indian government is trying to play a greater role in global rule-making but does not want to change these rules fundamentally; it rather wants to enhance its status within the existing nation state oriented global governance system.
