1. Twilight Institutions: Land conflict and hybrid authorities in Benin’s Borgou department

The Borgou Department is a large administrative area with eight communes and 43 districts spanning over 25,856 square kilometers. The department primarily comprises the Bariba, Dendi, Boo (about 40%) and Fulani ethnic groups (about 33%). The majority of the first three groups are farmers, and the Fulani are primarily nomadic or semi-nomadic cattle and sheepherders. The Borgou Department in Northern Benin has seen communal conflict over the past few years. There are escalating tensions between farmers and herders, even though there has also been more violence between the supporters of the former president Boni Yayi and those of the sitting President Patrice Talon (particularly in 2019 and 2020). Communal conflicts between farmers and herders in Borgou have multiple driving forces. This report explores one of these: changing land management systems. It is argued that recent changes in land management are in any event likely to become a stronger driver of tensions in Borgou in the near future. Exploring land management systems and their impact on the Borgou is relevant for two reasons. First, there is simply very little literature on changing land management systems in Benin. For example, in August 2017 Benin’s authorities modified the 2013 Land Code to limit land conflicts and to modernize the institutional framework governing land acquisition and management. But exactly what the impact of this change has been has not been fully explored. Second, Northern Benin has experienced the problem of increasing violent extremist activity. While this activity is concentrated in the Alibori and Atacora regions, it is conceivable that once it has become established it might further escalate, with Borgou being a possible area of expansion. Being able to focus on vulnerabilities with the aim of addressing them is important for Benin’s stability. Research and media reports point to an increase in both the number and intensity of farmer-herder confrontations in the Borgou Department over the past five years. From the literature, it is apparent that this shift is driven by two factors. On the one hand, it is the effect of the demographic growth of and the increase in the cattle population which results in more competition for land. On the other hand, the introduction of land reforms by successive governments has tended to reinforce the feeling of insecurity among essentially illiterate farmers and herders.

The “Challenges of climate finance in conflict contexts” is a paper by Sagal Abshir, senior advisor to the Environmental Peacemaking Project in Somalia, supported by the Norwegian Ministry of Foreign Affairs. Amidst a general global underfunding of climate action, fragile and conflict-affected states struggle to secure climate financing. This is the case even for countries where climate change exacerbates the impact of chronic war and poverty. Although the funding gap is known, climate finance flows are scarce and scattered to fragile and conflict-affected to adapt and mitigate lag behind what has been promised and what is needed. In the cases of Somalia and Yemen, which are highly vulnerable to climate impacts, it averaged only USD 2 per capita. More generally, the total annual global flows of climate-related finance averaged a little over USD 600B in 2019-2020 – only a third of the IPCC’s estimate of funding required to reach our climate targets – from which only 10 per cent is directed to climate adaptation. The challenges in preparing communities and governments in fragile and conflict-affected states for climate impacts call for a new imagination, new mechanisms, and mobilizing political commitment to ensure climate financing flows help people in these countries respond to climate risks. Other solutions are on the horizon: well-designed climate action can serve as an opportunity to consolidate peace. Lessons learned from pilot climate responses in war-torn countries demonstrated that climate adaptation could contribute to conflict prevention and resolution efforts, such as in the case of Sudan and Nepal. In this paper, Sagal Abshir explores the status of climate finance for the extremely fragile and climate-vulnerable countries of Somalia and Yemen. The author reviews the global climate financing landscape and some challenges of deploying climate financing resources in these contexts. Using Somalia and Yemen as case studies, the paper will take a closer look at how these two countries have fared; and conclude with some reflections and recommendations.

Since December 2021, Benin has suffered an increasing number of armed conflicts linked to violent extremist groups. The Beninese government publicly acknowledges that there have been around 20 violent events in the period between December 2021 and May 2022. This report records 43 discrete violent events involving Violent Extremist Organisations (VEOs) from December 2021 to September 2022 (92 when including non-violent activities). This report makes an uncommon point: that violence in Benin presently comes from its neighbours and not from within. Developments in Burkina Faso, Niger, Togo and even Nigeria generate the problems in Alibori and Atactora (the Northern Provinces of Benin), for now. This report explores the activity of four main groups and the rational for expansion. A JNIM group under the command of Mouslimou, the Emir of the East, in Kompienga; a JNIM group in Tapoa (Burkina Faso); a JNIM group in Torodi (Niger) under the command of Emir of Torodi, Abu Anifa; and finally the Islamic State of the Greater Sahel (ISGS)."

4. The Periphery Cannot Hold: Upper Nile since the Signing of the R-ARCSS

Upper Nile is in chaos. A once durable alliance between the national government in Juba and the Padang Dinka in Malakal has given way to a much more uncertain situation, in which the regime of South Sudanese President Salva Kiir sets feuding elites against each other. Disorder has proved an effective tool of rule. In Upper Nile, Kiir's regime has successfully peeled off Eastern Nuer commanders once loyal to Riek Machar's Sudan People's Liberation Army in Opposition (SPLA-IO). Following a brutal dry season campaign against the SPLA-IO waged by these commanders, Machar's opposition suffered an almost total collapse of support in Upper Nile. The rump of the SPLA-IO fighting forces had already split from Machar in 2021, and formed the Kitgwang faction, which hoped to acquire materiel and money in Khartoum to fund a renewed war. However, thanks to a regional realignment that means Sudan and South Sudan are allies, the Kitgwang found no succour in Khartoum, and was easily divided by Kiir's regime. The current fighting in Upper Nile is the fallout from the two parts of the Kitgwang being set against each other by the government. Clashes have displaced more than 10,000 people, and taken on a worryingly ethnic dimension that Kiir's regime will struggle to control.

5. 'And Everything Became War': Warrap State since the Signing of the R-ARCSS

In Warrap state, home to South Sudanese President Salva Kiir and much of the country's political and military elite, many hoped that the signing of a peace agreement in 2018 would bring an end to the violence that had scarred their country for the previous five years. Instead, in Warrap, violence intensified, and pitted communities against each other in increasingly brutal tit-for-tat attacks that targeted women, children, homes, and the very capacities of communities to sustain life. At the war's end, everything became war. Such clashes are often dismissed as 'inter-communal violence' delinked from the politics of the peace agreement. 'And Everything Became War': Warrap State since the Signing of the R-ARCSS—a report from the Survey’s Human Security Baseline Assessment for Sudan and South Sudan (HSBA) project—demonstrates that the conflict raging in Warrap is instead deeply political, and a consequence of the way that Kiir's regime maintains power by setting feuding elites against each other. In Warrap, the South Sudanese state has suffered an almost total collapse in political legitimacy, and cattle-guards have emerged as the only actors on the ground with genuine community support that can resist the predatory state, even if they are also instrumentalized by it. 'And Everything Became War' is the first in-depth study of conflict dynamics in Warrap state since the beginning of the South Sudanese civil war. Based on extensive fieldwork, the report makes one central conclusion: as South Sudan enters its fourth year of ‘peace’, everything has become war, and the South Sudanese government is the war’s cause rather than the solution.

Abstract:
This study reviews patterns of domestic and international media reporting and the role of disinformation, misinformation, and media bias in the Tigray conflict, which has been raging since November 2020. Since its outbreak, the conflict has evolved through four broad phases. Throughout these phases, the conflict was characterised by egregious violations of international human rights law, international humanitarian law and international refugee law. To analyse the role of the media in the conflict, this study reviewed local and international media, conducted interviews with local and international journalists and analysts, and consulted secondary literature. Patterns of reporting by international and local media exhibited fairly significant levels of divergence in the issues that were selected for reporting and how they were reported during these four phases of the conflict. The study found significant levels of disinformation, misinformation, and biased reporting that clouded accounts of the conflict and encouraged debates over highly contested issues. International media largely disregarded the role that the TPLF played in provoking the federal government to take military action, at times neglecting to mention the TPLF attack on the Ethiopian Northern Command and occasionally even accusing Prime Minister Ahmed Abiy of ordering a wanton attack on Tigray. International journalists either partially or completely ignored the historical context of the conflict. On the other hand, domestic Ethiopian media largely disregarded the violations that were committed by the federal government and were overly focussed on debunking the claims that were made by the TPLF. Overall, the study found a systematic pattern of local media biased towards the narrative of the federal government, whereas the international media were generally biased towards the narrative of the TPLF. As a result, the voice of the people who suffered the brunt of the fighting became the “casualty” of misinformation, disinformation and biased reporting.

This article seeks to place the recent conflict in Ethiopia in deeper historical context. It traces the roots of Tigray province’s identity through various phases in Ethiopia’s history, and argues that the Tigray People’s Liberation Front (TPLF) is the culmination of decades, even centuries, of a struggle for status within the Ethiopian nation-state. The article proposes that Ethiopia’s history, inseparable from that of neighboring Eritrea, is characterized by cyclical shifts in access to power, as well as conflicts over inclusivity and cohesion, and that crushing the TPLF militarily will not resolve those conflicts.

The immediate aftermath of civil wars is a period prone to heightened contention: Political decisions about the distribution of aid or power, for example, can deepen social fault lines and in some instances even result in violent unrest. Yet despite its relevance, our knowledge on the drivers for individual participation in post-conflict contentious activism remains limited. Previous research has found particularly wartime experiences to affect political and social behaviour of individuals in the post-conflict period. Based on these findings, I argue that exposure to civil war violence increases the likelihood for individuals to participate in post-war protests. Moreover, I conjecture that this effect can be explained with the reinforcement of group-based grievances. Using survey data from the Afrobarometer collected shortly after the end of the Ugandan civil war in 2008, I find support for the argument: Results from linear probability models show a consistent and robust relationship between county-level war violence and the likelihood to participate in protests. An additional analysis with a novel measure of group-level exposure and a causal mediation analysis furthermore corroborate the assumed mechanism.

In Burundi the rise of authoritarianism during the post-civil war period fuelled endless political tensions that resulted in intermittent violent but low-intensity conflicts. This Geneva Paper focuses on identifying and understanding the drivers of the positive outlook that characterises Burundians even though the country has often been on the brink of relapsing into a major civil war. The most striking observation is that Burundians have demonstrated a notable capacity for resilience. Humanitarian information systems typically provide analysis to predict crisis, assess needs, direct program resources, and assess short- to medium-term effects of programs. But much of this information is “chunky”—a single estimate of “needs,” for example, can be expected to direct resources and programming for up to a full year (IASC 2020). A single early warning scenario might be expected to provide information about potential hazards and the exposure of population to the ill-effects of that hazard for three to four months. And almost by definition, early warning analyses are grounded in known and likely hazards, “population in need” (PIN) figures are based on the impacts of known shocks, and program resources are (or should be) allocated on the basis of known and projected PIN figures. There have long been questions about the timeliness of humanitarian information and especially about the extent to which information initiates appropriate and timely actions (Buchanan-Smith and Davies 1995; Bailey 2012; Lentz et al. 2020). And there have always been concerns that circumstances can change in shorter time periods than standard humanitarian analysis procedures can pick up, so interest in real-time monitoring (RTM) as a component of humanitarian information systems has increased for at least the past decade or so (FSNAU 2015).

With a few exceptions, armed civil wars are no longer commonplace in Africa, but anti-government protests are. Instead of armed rebels, unarmed civilians are challenging regimes across Africa to reconsider their governance practices and deliver both political and economic change. In their responses, regimes in countries like Zimbabwe, Cameroon, Rwanda, and Burundi have favored the combat mode—responding to dissent with military and repressive means. With few options, civilian movements look to the United States for protection and support while their governments look to China for reinforcement. If the United States seeks to reassert its influence in Africa and strengthen its democratic influence, its strategy needs to go beyond counterterrorism and respond to Africa’s pressing needs while supporting the African people in their quest for democracy and human rights.

Five years have passed since the UN global mandate on preventing violent extremism (PVE) was launched and rapidly adopted by the Horn of Africa (HoA) countries. Since then, mostly small and medium international organizations funded by foreign, largely Western, donors have pioneered work in this space. Notably, the African Union (AU) Peace & Security Council has tried to lead the region’s path to PVE – it has championed the inclusion of youth and called for gender mainstreaming in programming. The AU has also attempted to connect East and West Africa’s lessons learned in combatting violent extremism. Yet, challenges remain with regard to implementing both regional and international PVE-related commitments.

Prior research suggests that in times of conflict, women seek paid work for various reasons. But do these shifts last post-conflict? The authors analyze women’s labor force participation and employment trends in six conflict-affected Sub-Saharan African countries: Burundi, Chad, Côte d’Ivoire, Guinea-Bissau, Liberia, and Rwanda. The report finds there are significantly higher labor force participation rates among women, both in absolute numbers and relative to men’s participation, in these conflict-affected countries compared to peer countries. However, while conflict expanded women’s economic opportunities, it did not transform or improve the quality of jobs available to them. Most women continue to work in agriculture, often lacking decent working conditions and adequate social security. A deeper investigation of Liberia suggests that conflict-related disruptions expanded women’s economic opportunities. The predicted employment likelihood rose significantly between 1986 (three years before the conflict) and 2007 (four years after the end of the conflict) for all Liberian women, but especially among married women.

UN peacekeeping missions are deployed in increasingly violent contexts, such as Mali and South Sudan. It leaves such missions suspended somewhere between traditional peacekeeping and peace enforcement. Concurrently with this transformation, protection of civilians has become increasingly important. How do countries like Ghana and India, two of the main contributors of troops to UN missions, define, approach, and experience the task of protecting civilians? What do they consider its key components to be? And what do they think is required to protect well? This new DIIS report concludes that the individual combat experience of troop-contributing countries is a defining feature of how protection of civilians is approached in peacekeeping missions. The report suggests that it is important to understand how difference plays out across missions, and how countries that contribute troops to missions understand and respond to their roles in these missions. This understanding is required in discussions about how effective and coherent we might expect peacekeeping to be as a form of intervention. This report is based on fieldwork in India and Ghana. Data on the Ghana case has been partially collected through the project Domestic Security Implications of Peacekeeping in Ghana (D-SIP), funded by the Danish Ministry of Foreign Affairs.

26. Managing Trafficking in Northern Niger

Trafficking – a catch-all term for illicit movement of goods and people – has long sustained livelihoods in northern Niger. But conflicts are emerging due to heightened competition and European pressure to curb migration. Authorities should persevere in managing the extralegal exchange to contain violence. What’s new? Niger’s informal systems for managing violence related to drug, gold and people trafficking in the country’s north are under strain – due in part to European pressure to curb migration and in part to increased competition over drug transport routes. The discovery of gold could bring new challenges. Why does it matter? Tacit understandings between the authorities and traffickers pose dangers, namely the state’s criminalisation as illicit trade and politics become more intertwined. But the collapse of those understandings would be still more perilous: if trafficking disputes descend into strife, they could destabilise Niger as they have neighbouring Mali. What should be done? Niger should reinforce its conflict management systems. Action against traffickers should focus on those who are heavily armed or engage in violence. Niamey and external actors should reinvigorate the north’s formal economy. European leaders should ensure that their policies avoid upsetting practices that have allowed Niger to escape major bloodshed.

27. The Price of Peace: Securing UN Financing for AU Peace Operations

The African Union is best positioned to send peacekeepers to the continent’s various war zones. But it often lacks the funds available to the UN’s blue helmets. A compromise over co-financing peacekeeping missions would serve the conflict prevention goals of both institutions. What’s new? Attempts to reach agreement upon a UN Security Council resolution on using UN assessed contributions to co-finance African Union (AU) peace support operations have ended acrimoniously, damaging relations between the Council and the AU Peace and Security Council. Discussions are now on hold, offering the parties an opportunity to clarify positions. Why does it matter? Access to UN financing offers the hope of predictable and sustainable funding for vital AU peace operations, whose offensive mandates are often better suited to current conflict dynamics in Africa. An AU summit in February 2020 could determine if and how the proposal is pursued. What should be done? The UN and AU should pursue a compromise. It could involve agreeing to treat AU troop contributions as in-kind payment, creating a joint mechanism for monitoring human rights compliance, and stipulating that a commander reporting to both institutions will lead co-financed missions.

Abstract:
Since Abiy become the new prime minister of Ethiopia, Ethiopian politics has taken a new turn. He has released political prisoners, promoted media freedom and increased inclusion of women into the political arena. He has also invited the opposition to the discussion table, and reduced tension in the 18-year feud between Ethiopia and Eritrea. As a result, some politically-oriented Ethiopians believe Abiy has taken exquisite and peerless actions. There are also several reprehensible issues, which have started under his tenure. Communal violence has peaked whilst agreements with opposition groups was met with skepticism. Moreover, the number of internally displaced people (IDPs) in Ethiopia has reached a zenith due to the ethnic violence, for which human rights organizations have heavily criticized Ethiopia’s leadership. Several political analysts note that Abiy’s transformations are only a veneer, because his agreement with oppositions groups are yet to be implemented, especially with the Oromo Liberation Front (OLF), the oldest opposition in the country. This skepticism from the opposition has resulted in a new coalition party aimed at undermining the incumbent government in the upcoming Ethiopian 2020 election. Ogaden Liberation Front (ONLF), the second oldest opposition has complained of mistreatment by the leadership of the Somali region. Outspoken opposition politician Lidetu Ayalew of the Ethiopian Democratic Party has asserted, “Ethiopia as a nation is not ready to hold general parliamentary elections.” On the other hand, Abiy disbanded the longest ruling party in the country, the EPRDF, an action that has resulted in a widening dichotomy within his inner-circle. Jawar, an Oromo media tycoon, has tremendous support from the youth, especially since the Oromo region has boycotted Abiy’s policies. With all these various issues and considerations, there is much anticipation as to how the upcoming elections will unfold.

Conflict in South Sudan during the past seven years has led to the deaths of hundreds of thousands of South Sudanese civilians and the displacement of millions more. Large-scale, systematic violence against civilian populations has occurred throughout South Sudan as a result of national-scale disputes, locallevel conflicts, and a combination of the two. This paper examines civilian-led action in three cases: (1) the Sudan People’s Liberation Movement (SPLM) leadership crisis in 2013, (2) a military standoff between President Salva Kiir and former Chief of General Staffs Paul Malong in 2017, and (3) conflicts between local security forces in Wau from 2016 to 2017. Despite the severity of the violence, civilian communities and civil society organizations in South Sudan have used a range of strategies—including early warning, public advocacy, and mediation—to prevent mass atrocities and mitigate their escalation. These actors sometimes blurred the lines between civilian and fighter, as in the case of self-protection groups in the northwestern Wau region. Legal restrictions and the threat of harassment by South Sudanese security forces also placed significant constraints on the ability of both national-level and local-level civil society organizations to act against potential and ongoing violence. In some circumstances, civilian-led efforts successfully resolved conflicts and constrained violence; in others, violence persisted despite civilian actions.

Cycles of conflict in the Democratic Republic of the Congo (DRC) have led to fluctuating levels of largescale, systematic violence against civilians. Two regions, the Grand Nord area of North Kivu province and the northeastern Ituri province, have featured both some of the worst violence and exceptional lulls in fighting. The roles of civil society actors in those two cases have varied—from encouraging armed-group mobilization to leading region-wide mediation efforts. Our analysis of civilian-led efforts in those two cases demonstrates that the boundaries of civil society in the DRC are fluid and context specific. In Grand Nord and Ituri, Congolese groups that typically fall outside modern liberal definitions of civil society that emphasize non-partisanship played important roles in mobilizing civilian communities, representing their interests to political leaders, and adopting strategies to prevent and mitigate mass atrocities. Those groups included members of the business community, customary elites, the Catholic Church, and nongovernmental organizations. We conclude that civil society actors had the most effect where they had close, personal relations with belligerents and where they had a deep-vested interest in stability. In Grand Nord, local Catholic Church leaders used their close relationships with armed groups to broker multiple peace agreements. Members of the business community in Grand Nord initially supported rebel groups such as the Congolese Rally for Democracy/Kisangani–Mouvement de libération (RCD/K-ML)—because the rebel groups provided tax relief and commercial financing to enhance their legitimacy. That relationship, however, meant that business leaders were also able to pressure rebel groups to participate in peace processes when conflict began to interfere with the business community’s financial interests. In Ituri, similar incentives led cattle ranchers and traders to play a similar role.

The conflict between the Government of Sudan and the Sudan People’s Liberation Movement/Army-North (SPLM/A-N) in Sudan’s Blue Nile state erupted in September 2011—extending from ongoing combat in South Kordofan, in Jibal El Nouba state. Fighting continued until mid-2016 when both parties declared unilateral cessations of hostilities. Although the Blue Nile conflict has been deemed ‘inactive’ since 2016, tensions in the area continue as a result of the SPLM/A-N split into two factions and the state’s proximity to South Sudan. A report from the Small Arms Survey’s Human Security Baseline Assessment for Sudan and South Sudan (HSBA) project examines the developments in Blue Nile from 2015 onwards. Spilling Over: Conflict Dynamics in and around Sudan’s Blue Nile State, 2015–19 takes its basis in previous HSBA studies on the topic from 2011 to 2015, and provides an analysis of the military and political dynamics that followed. It assesses the evolution of the SPLM/A-N’s war with the Government of Sudan (GoS); the split within the SPLM/A-N itself; the dire humanitarian situation; as well as the failed—more than 15 since 2011—peace talks.

Darfur’s fade-out from international headlines and Western interests over the past several years has fostered a false narrative that the conflict there is over, despite stark evidence to the contrary. Linked to this narrative, the paralysis of internal and international engagement on Darfur has compelled Darfurians—civilians and combatants alike—to increase their outward mobility in search of safety and livelihood opportunities in neighbouring African countries or further afield into Europe. Diaspora in Despair: Darfurian Mobility at a Time of International Disengagement, a new joint report from the Small Arms Survey’s Human Security Baseline Assessment for Sudan and South Sudan (HSBA) and Security Assessment in North Africa (SANA) projects analyzes several components and consequences of this increased mobility. The report finds that highly mobile Darfurian rebel groups have found fertile ground for lucrative activities such as cross-border smuggling in neighbouring countries—particularly Libya. The study also notes that the harsh conditions encountered in Libya by non-Arab Darfurian civilians have compelled many to seek asylum across the Mediterranean in Europe.

This is the third in a series of three briefing papers that form part of the Mind the Gap: Bridging the Research, Policy, and Practice Divide to Enhance Livelihood Resilience in Conflict Settings project. The first two briefing papers accompany regional case-study reports on Chad, South Sudan and the Sudan, and on Uganda that challenge many long-held assumptions about nutrition and livelihoods in countries struggling to recover from conflict, violence and fragility. FAO reviewed these regional case-studies on resilience and vulnerability at a two-day high-level workshop in Rome in November 2018. This is the second in a series of three briefing papers that form part of the Mind the Gap: Bridging the Research, Policy, and Practice Divide to Enhance Livelihood Resilience in Conflict Settings project. This briefing paper accompanies a report that examines the parallel but separate trajectories of peace-building, recovery, and transformation over post-conflict periods in northern (Acholi and Lango subregions) and northeastern (Karamoja) Uganda. Parallels between these areas include a history of marginalization from the central state, underdevelopment and endemic poverty, and vulnerability to climate change and crossborder incursions. We argue that throughout the post-conflict periods, the initial peace processes in both locations were largely top-down in nature, with little participation from the affected populations. While keeping in mind the key differences in these areas, we highlight the nature of recovery, the ongoing challenges, and the need for external actors to be cognizant of the continuing fragility as they design policies and interventions for these locations.

40. Twin peaks: the seasonality of acute malnutrition, conflict, and environmental factors

Abstract:
This report highlights major new findings on the seasonal patterns of child malnutrition and their links to climate variability, conflict, and livelihood systems in Chad, Sudan, and South Sudan. Contrary to long-held assumptions about acute malnutrition escalating in the lean season, our data show that there are two peaks of acute malnutrition. The first and larger peak occurs at the end of the dry season, followed later by a second, smaller peak after the lean season. Our analysis demonstrates a significant relationship between acute malnutrition, conflict trends, and environmental factors. The findings underscore the importance of environmental variability and the persistence of climate, conflict, and other shocks in relation to livelihood resilience and transformation over time. The findings raise specific considerations for data collection, future research, programming, and policy, which are detailed in the report and briefing paper.

41. Before and Beyond Al-Shabaab: National Islamic Councils, Contentious Politics and the Rise of Jihadism in East Africa

Following the 2010 Kampala bombings and the high-profile attack on Nairobi’s Westgate shopping mall in 2013, research on violent extremism in East Africa has focused on Al-Shabaab’s evolution into a persistent transnational security threat. However, the regional advent of Jihadism(s) predates the onset of Somalia’s present civil war. Examining broader historical patterns of politico-religious mobilisation, the report argues that the genesis and expansion of militant Islamist networks in Kenya, Uganda, Tanzania and Mozambique can be attributed, among other things, to the failure of largely non-Muslim post-colonial ruling elites to effectively regulate the Islamic sphere. Specifically, it shows how the disintegration of Muslim contestation movements created a political environment conducive to collective radicalisation. By shedding light on this development, the report provides evidence that while the timing and escalatory dynamics of Jihadist violence and radicalisation have depended on specific domestic context conditions, the overarching trajectories of contentious Muslim politics that have unfolded in East Africa’s religiously heterogeneous societies share crucial similarities.

In the first-ever continental analysis of illicit arms flows in Africa, the African Union Commission and the Small Arms Survey identify the scale, availability, characteristics, and supply patterns of illicit small arms in Africa. The African Union (AU) Master Roadmap of Practical Steps to Silence the Guns in Africa by Year 2020 was adopted in January 2017 and sets out practical steps to address the underlying drivers of conflict as well as the tools and enablers of violence. Preventing the illicit flows of weapons within Africa, including to conflict zones, is a vital component of the AU Roadmap, and this report aims to provide AU member states with a synthesis of relevant information on the topic. Weapons Compass: Mapping Illicit Small Arms Flows in Africa finds that cross-border trafficking by land is the most prominent type of illicit arms flow affecting countries on the continent. The weapons trafficked comprise both those sourced from within the continent—such as legacy weapons recycled from earlier conflicts and weapons diverted from national stockpiles—as well as arms sourced from other parts of the world, including embargo-breaking transfers from the Middle East and Eastern Europe. The report provides practical recommendations for AU member states to tackle illicit arms flows by noting specific assessments that can be generated to fill knowledge gaps; practical guidance and tools to develop; and ways in which to support and coordinate the implementation of those recommended actions.

In the Mopti region of Mali, the livelihoods of most people depend on agriculture and pastoralism. Here, a variety of socio-professional groups - such as herders, farmers and fishers - coexist amidst the great natural richness of the inner Delta of the river Niger. Over recent years, poor resource management and subsequent conflict over access to these resources has threatened the livelihoods of virtually every community in central Mali. Formal and traditional justice mechanisms have each often proven incapable of mediating conflicts effectively and bringing justice to the victims and disputants. Moreover, the increase in communal conflicts in central Mali has created a fertile breeding ground for radical, armed groups. These groups have become actively involved in the regulation of access to natural resources, as well as in the mediation of related conflicts, to help create local legitimacy for their rule. That these groups could exploit conflicts to consolidate their power demonstrates that fighting them will not be enough to stop destabilisation in the Mopti region. Only solutions that address the underlying drivers of instability will enable sustainable peace to emerge. Oxfam’s programmes in the Democratic Republic of Congo work in a context in which violent and non-violent conflict affect communities and protection and governance concerns are closely linked. Some protection threats, such as illegal taxes and arbitrary arrests, stem from structural governance issues, and other protection threats, such as forced marriage, are exacerbated through the challenges that local authorities face in fulfilling their role as duty bearers. This learning report explores the overlap between protection and governance, and Oxfam’s staff in the DRC share learning of potential value for the review and design of other governance and protection programmes in fragile and conflict-affected contexts.

Isolation and Endurance: Riek Machar and the SPLM-IO in 2016-17 follows on from an earlier Small Arms Survey paper by the author (Young, 2015). It begins where the earlier paper left off with the signing of the ARCSS and ends with the first anniversary of the agreement’s collapse in July 2017. Like the earlier study, this research is based on many visits by the author and his assistant to Juba, Greater Upper Nile, Uganda, Kenya, Ethiopia, and Sudan to carry out interviews with SPLM-IO officials, Nuer civilians, and others; specific visits to Addis Ababa and Khartoum between 10 and 26 May 2016; attendance at relevant conferences; and an examination of the growing secondary literature and news reports on the conflict in South Sudan. The primary focus of the study is on the political development of the SPLM-IO, and no attempt is made to provide a comprehensive analysis of the organization’s military activities or examine conditions at the local level.

The conflicts in northern Uganda witnessed wide-scale perpetration of serious crimes, including murder, abduction, torture, forced displacement, forced recruitment, destruction of property, and various forms of sexual and gender-based violations, including rape, sexual slavery, and forced marriage. While considerable resources have been expended on humanitarian, recovery, and development programs in conflict-affected areas, the crimes committed during past conflicts by both rebels and state actors have not been accompanied by any significant measure of accountability, truth seeking, or acknowledgment by the state. In many respects, this absence of redress has poisoned the atmosphere in some communities with recrimination, resentment, and stigmatization, a problem which particularly affects children born of conflict-related sexual violence and their mothers. Considering the unique and enduring consequences of sexual and gender based violations, this report focuses specifically on the impact of the lack of accountability for sexual crimes that lead to motherhood. The rights of women who suffered conflict-related sexual violence and the children they bore as a result have largely been overlooked by the state; the violations they suffered remain unredressed. In response to this accountability gap, the International Center for Transitional Justice (ICTJ) conducted consultations across greater northern Uganda in April 2015 on the long-term challenges and unredressed justice needs of children born as a result of conflict-related sexual violence and of their mothers, in order to inform advocacy efforts that will contribute to acknowledgment, reparations, and justice for this category of victims. This report aims to capture the main issues that emerged from these consultations and offer policy recommendations on how these unmet justice needs could be addressed.
