This new report reviews the changes that have taken place in the anti-corruption movement since the Euromaidan and identifies practical actions the international community can take to support reform efforts in Ukraine.

- Pakistan’s 2018 elections marked just the second time in history that power transferred peacefully from one civilian government to another after a full term in office. Although the initial months of campaigning were relatively free of violence, the two weeks before polling were dangerous for campaigners and voters alike, and the elections provided a platform for some parties to incite violence, particularly against Pakistan’s minority sects. This report provides a deep examination of how exposure to political violence in Pakistan’s largest city affects political behavior, including willingness to vote and faith in the democratic process.

- A historic peace accord ended the 50-year armed conflict between the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) in 2016. Following the terms of the agreement, in 2017, more than 10,000 FARC combatants surrendered over 8,000 weapons and consolidated into 26 encampments, transitioning to civilian life. Implementing the accord — which means cementing the agreement into national legislation and ensuring its provisions reach all corners of the country equitably — remains difficult.

- Pakistan’s government has recently approved mainstreaming of the Federally Administered Tribal Areas (FATA) in an effort to bring the FATA region within the legal and governance structures of the rest of Pakistan and place it on a footing of parity. The mainstreaming should aid the FATA people economically and reduce militancy in the region, which would contribute greatly to Pakistan’s peace and security. Despite government approval and repeated assurances by the country’s top leadership that changes in the FATA governance system is a must and the status quo must end, the process has been stalled, as there are differences in opinion on the future status of FATA. Still, many tribesmen are hopeful the government will go ahead with the approved plan of mainstreaming FATA and their agony will end.

These elections will mark the sixth vote since the reintroduction of democracy in 1999—and will follow the country’s first peaceful transition of power to an opposition party in 2015, when Goodluck Jonathan of the PDP conceded to Muhammadu Buhari of the rival APC. Based on field research in eight states and Abuja, this Special Report identifies the emerging and shifting risks of election violence for Nigeria’s 2019 elections and provides recommendations for Nigerian authorities and international donors supporting the electoral process to help mitigate these risks.

- The final report of the National Defense Strategy Commission is a compilation of the assessments of the National Defense Strategy and recommendations based on its analysis related not just to defense strategy, but also to the larger geopolitical environment in which that strategy must be executed. They consulted with civilian and military leaders in the Department of Defense, representatives of other U.S. government departments and agencies, allied diplomats and military officials, and independent experts. This publication is the consensus report of the Commission. The Commission argues that America confronts a grave crisis of national security and national defense, as U.S. military advantages erode and the strategic landscape becomes steadily more threatening. If the United States does not show greater urgency and seriousness in responding to this crisis and does not take decisive steps to rebuild its military advantages now, the damage to American security and influence could be devastating.
