1. Foreign Policy in the Presidential Campaign in South Korea

Abstract:
The presidential election in South Korea will be held on 9 March. The main candidates are representatives of the largest political parties: Lee Jae-myung of the ruling liberal Democratic Party and Yoon Suk-yeol of the opposition conservative People Power Party. A Lee victory would largely mean the continuation of the current government’s foreign policy—striving for dialogue with North Korea, maintaining a strong alliance with the U.S., and stable relations with China. If Yoon wins, it would increase the likelihood of stronger support of South Korea for the U.S. in its rivalry with China and increased tensions in relations with North Korea. Both candidates condemn Russia’s aggression against Ukraine, but draw different conclusions from the war.

In April 2021, the U.S. intelligence community published the extensive report “Global Trends 2040: A More Contested World”. It analyses the main demographic, political, and strategic trends that will likely shape the world for the next two decades. The report will be intensively used by the Biden administration in the preparation of the new U.S. National Security Strategy and National Defense Strategy, as well as in new military doctrines. The “Global Trends” document reflects the main tendencies in American strategic thinking, such as the growing “Sinocentrism” and traditional U.S. attachment to transatlantic relations.

Taking advantage of the withdrawal of the U.S. and NATO forces from Afghanistan, Russia intends to strengthen its influence in that country by increasing contacts with the Afghan government and the Taliban. The aim is to become a key mediator in the peace process, which will enable it to influence the participants, increase control over the situation in Afghanistan, and use it in relations with the countries of the region. Russia’s policy may make the stabilisation of Afghanistan more difficult and undermine the effects of the efforts made by NATO countries during the stabilisation mission.

France uses the idea of EU strategic autonomy as a tool in its own foreign policy. France’s aim is to redefine the Union’s partnership with the U.S. and NATO. Hence, the activity of President Emmanuel Macron in emphasising the differences between the positions of the U.S. and the EU, especially in relations with China and Russia. Macron’s rhetoric worries other European countries and hides the real problems in EU security policy, such as insufficient financing of the Common Security and Defence Policy as well as the lack of a clear definition of strategic autonomy.

7. The EU Global Human Rights Sanctions Regime: Prospects and Challenges

The European “Magnitsky Act” adopted by the EU is a political signal that the Union wants to protect human rights in the world more effectively. It fixes the scope of sanctions application in this field, but it does not fundamentally change existing EU practices. Still, the challenges lie in the adoption of sanctions listings by a unanimous decision of the Member States and their subsequent effective implementation. The new system will be used for the first time to impose restrictions on those responsible for the detention of Alexei Navalny in Russia. It may also be used in cases of human rights violations in China or on the territory of conflict areas in the Eastern Partnership (EaP) region.

Abstract:
Sadyr Japarov, the leader of the autumn protests that led to the removal from power of the previous president, Soronbai Jeenbekov, won the early presidential elections in Kyrgyzstan on 10 January. In a parallel consultative referendum, voters supported the change of the state system to the presidential system proposed by Japarov, which includes the liquidation of parliament. One consequence may be the evolution of the political system of Kyrgyzstan towards an authoritarian model similar to those in other Central Asian countries. That would have a negative impact on relations with the EU, which supports democratic reforms in Kyrgyzstan.

During a meeting in Moscow on 11 January, the representatives of Russia, Armenia, and Azerbaijan discussed the situation after the ceasefire in the Nagorno-Karabakh (NK) conflict. The peacekeeping force of the Russian Federation located in NK remains the guarantor of the cessation of the fighting. The practice of Russian conciliation so far differs from that of UN peacekeeping operations and strengthens Russia’s military position in the region. A challenge for it will be Turkey’s growing ambitions in the South Caucasus, as well as the lack of an agreed status for NK, which in the future may lead to the resumption of military operations in this territory.

The current revival of Ukrainian-Turkish contacts stems from Ukraine’s efforts to win over Turkey as an economic and defence partner in the face of Russian aggression. Both countries share the common goal of limiting Russian domination in the Black Sea. Turkey supports Ukraine’s territorial integrity and stands up for the Crimean Tatars, persecuted by Russia. Close bilateral relations may make Turkey—after the EU and the U.S.—one of Ukraine’s most important partners. However, the intensity of the political dialogue will depend on the state of Russian-Turkish relations.

Since Joe Biden’s presidency began, Germany’s relationship with the United States has improved. The U.S. made significant concessions, primary among them agreeing to the construction of the Nord Stream 2 (NS2) gas pipeline. This is a new opening for the U.S. in the bilateral relations and sets the foundations for the reconstruction of the strategic partnership with Germany that Biden sees as necessary to implement U.S. policy towards a post-Brexit Europe. However, the possible reluctance of the next German government to adopt a more confrontational policy towards China could be a challenge to that goal.

Hungary under Viktor Orbán’s premiership has become one of Israel’s most important European partners. This is reflected in the diplomatic support for Israel by Hungary, mainly at the EU level. Close relations with Israel serve Hungary’s foreign and domestic policy goals and at the same time weaken the effectiveness of the EU’s Middle East policy. However, the new Israeli government may be less open to political cooperation with this country because of earlier criticism of Hungary on, for example, historical issues.

The chaotic withdrawal from Afghanistan sparked the first major crisis of confidence in President Joe Biden and his administration, both in the U.S. and internationally. It has affected the administration’s relations with Democrats in Congress, whose confidence in the president has weakened. This narrows the president’s freedom to conduct foreign policy. At the same time, the way the U.S. withdrew from Afghanistan will be used by its rivals to undermine American guarantees to Allies and the U.S. standing in the international arena.

In recent months, North Korea has intensified missile tests, while signalling the possibility of resuming talks with South Korea and the U.S. These signals of openness to dialogue indicate that North Korea wants the next South Korean president, who will be elected in March 2022, to be favourable to the inter-Korean dialogue. In turn, the demonstration of military capabilities serves to strengthen North Korea’s position ahead of possible negotiations with the U.S. to convince it to ease sanctions. The difficult domestic situation will not persuade North Korea to take a more conciliatory stance in the talks, however.

The president of Ukraine, Volodymyr Zelensky, approved in August this year the first Foreign Policy Strategy in the country’s history. According to the document, Ukraine’s main goal is membership in the EU and NATO and an end to the conflict with Russia. Abstract:
Iran’s official figures on cases and deaths from COVID-19 (the disease resulting from coronavirus, SARS-CoV-2) do not reflect the real scale of the pandemic in that country, which might be among the hardest hit in the world. The pandemic will deepen the economic crisis and disfunction of the state, becoming a challenge to Iran’s ruling elite. The regime might survive thanks to the security apparatus and, in parallel, continue its support of Shia militias in Lebanon, Iraq, and Yemen, and the Syrian government. Only the succession of power after Ali Khamenei will be the real test of the coherence of the Iranian elite, and in case of disruption, it might result in the collapse of Iran’s theocracy.

The agreement signed on 5 March between Russia and Turkey has halted the offensive by the Syrian army on Idlib and led to a new division of influence in the province. Both Turkey and Russia are using the truce to strengthen their military presence in this territory. The fight against the spread of the coronavirus in the countries of the Gulf Cooperation Council (GCC) has forced cooperation between Qatar and Saudi Arabia, and the United Arab Emirates (UAE) and Bahrain, which were in conflict within the GCC. At the same time, the UAE took advantage of other countries’ need for support in countering COVID-19 to strengthen relations with China, Iran, and Syria, among others. The UAE’s activity emphasizes its ambition for domination of the region, which may lead to a new dispute within the GCC between the UAE and Saudi Arabia.

China’s cooperation with the Western Balkans through the “17+1” format and Belt and Road Initiative (BRI), among others, is primarily political. In the economic sphere, Chinese investments are to a large extent only declarations, and trade is marginal in comparison to cooperation with the EU or others. China’s goals are to gain political influence in future EU countries and limit their cooperation with the U.S. Competition with China in the region requires more intense EU-U.S. cooperation, made more difficult by the pandemic.

Abstract:
Chinese experts’ interest in NATO has been growing for a year. The reason is the debate on China that began in the Alliance last year. China treats NATO as part of its rivalry with the U.S., vindicated by Chinese analysts’ emphasis on divergences between members, critical assessments of U.S. NATO policy and their conciliatory approach to European members. The continuation of the Alliance debate on China, including recognizing it as a threat, may lead the latter to intensify efforts to widen the divisions and seek closer cooperation with Russia.

The scale of the restrictions, including those potentially affecting foreigners, and China’s supervision over the implementation of the law have already worsened the living conditions of Hong Kong residents and functioning of foreign companies. China’s actions caused an international reaction, mainly from the UK, the U.S. and the EU. Concerned about the safety of its citizens, the EU recommends that Member States suspend their extradition agreements with Hong Kong.

China’s rivalry with the U.S. is intensifying. New American sanctions threaten, among others, Huawei’s global position. As a result of China’s aggressive foreign policy, relations with the EU and Australia have worsened, and the border conflict with India has intensified. To counter these failures and re-build their image, the Chinese authorities are trying to shift the responsibility for the problems to the U.S., strengthening anti-Western rhetoric, and presenting the world with new multilateral initiatives, such as one related to data security. With China’s foreign policy being idealogised, any successful cooperation with the EU on climate matters is unrealistic.

May’s parliamentary elections in South Africa, a non-permanent member of the United Nations Security Council (UNSC), will change the directions of its foreign policy. The victory by the African National Congress (ANC) was made possible by the popularity of the current president, Cyril Ramaphosa, who will emphasize the international dimension of policy. This year, Germany participated for the second time in a Three Seas Initiative (TSI) summit as an observer. Its participation is motivated by the desire to strengthen cooperation with Central European countries and reduce divisions in the EU. It also aims to limit U.S. economic ambitions in the region, with TSI a potential key vehicle for them. Germany’s efforts to gain membership should be seen as a foreign policy goal. Its success could contribute to influencing infrastructure priorities in Central Europe, if implemented under the TSI.

Russia’s increasing presence in Africa is motivated by global political ambitions and economic goals. To expand its influence, Russia is involved in local conflicts and fuels anti-Western sentiment. The Democratic Party won a majority in the House of Representatives in the U.S. “midterm” elections, although the Republican Party retained its majority in the Senate. The Republicans’ defeat will weaken President Donald Trump, who will have to seek common ground with the Democrats, for example, on the budget.
