The aim of the conference was to identify a range of priorities and recommendations for Ukraine. This publication offers the proceedings of Conference 8 on Human Rights and Security Sector Governance in Ukraine. The 8th conference had a special focus on Gender among other HR-related challenges in Ukraine. It has been noted that further engagement in this area is needed from all the relevant stakeholders, especially in terms of encouraging active participation of women in this and other civil society events. As a result of the working groups, the conclusions and recommendations of last years’ conference on Civil Society (held in March 2016) touching upon similar issues have been revisited. It has been noted that some of the already outlined issues remain a year later and that further persistence in building and coordinating civil society and the media is necessary.

The project was implemented jointly by DCAF and the Razumkov Centre with the financial support of the Ministry of Foreign Affairs of the Netherlands. This publication offers the Key Issues and Policy Recommendations based on the results of the Eighth International Conference “Human Rights and Security Sector Governance: Ukraine’s Reform Challenges”. Since 2014, Ukraine’s security sector has been undergoing reforms. The implementation of state reforms are supported and monitored by Ukrainian civil society and the international community. Whereas certain aspects of reforms have been considered successful, the need for enhanced human rights compliance in the security sector of Ukraine, in particular with respect to ensuring accountability for human rights violations, the protection of the rights of civilians in the Anti-terrorism Operation (ATO), as well as preventing and responding to gender-based violence has been repeatedly pointed out. Conference Eight, following to the previous conferences recommendations, provided a platform to discuss the above mentioned issues.

This publication offers the Key Issues and Policy Recommendations based on the results of the Ninth International Conference “Ukraine’s Security Sector Reform: Accomplishments and Plans”. Ukraine, in challenging circumstances, has made significant achievements in strengthening its national defence capabilities and developing its national security system. This has been possible due to the joint efforts of the Ukrainian government and society, and the unprecedented level of external support provided by Western entities: individual states, governmental and non-governmental organisations alike. The Ninth Conference was the last among a series of events held in the framework of the two-year project, which goals were to develop multi dimensional opportunities to support reform efforts and assist in the development of democratic governance in the Ukrainian security sector. The final event aimed not only to summarise the results of the project, but also to assess Ukraine’s SSR achievements, and also to examine how such achievements align with the strategic objectives of the project; namely, to identify the most problematic reform areas.

The survey was conducted by the Razumkov Centre’s Sociological Service on 27-31 May 2016, in all regions of Ukraine, except Crimea and the occupied territories of Donetsk and Luhansk regions. 2,019 respondents aged above 18 years were polled. The sampling error does not exceed 2.3%.

Abstract:
The events of 2014 underlined key challenges facing the oversight of the security sector in Ukraine. As a result, a series of legal amendments were initiated on a preliminary basis in order to address democratic control and security sector reform issues. Although some of the legislative gaps revealed by the current crisis have been addressed, this publication outlines the need for further measures to repair the system of civilian control over the armed forces.

Abstract:
In October 2014, the Verkhovna Rada of Ukraine (the Ukrainian Parliament) adopted new legislation on an Anti-Corruption Strategy for 2014-2017, the National Anti-Corruption Bureau (NABU), and the National Agency for the Prevention of Corruption (NAPC), as well as anti-corruption amendments to a number of existing laws. Focusing on key legislation, this publication maps the general aspects of the recent legal reforms in Ukraine aimed at preventing and investigating corruption. Intended to improve public service integrity and prevent corruption, the success of the overall anti-corruption measures remains a focus of attention at national and international levels.
