Abstract:
The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

Abstract:
While the war in Ukraine is a game changer for international and in particular European security, China appears to be marching on. And, in some ways, it is true. Since Xi Jinping took power in 2012, China’s foreign policy has significantly shifted from a defensive to an assertive approach. For decades, Beijing worked to integrate into the liberal international order, presenting itself as a peacefully rising power. By contrast, under Xi’s leadership, the country is attempting to create a global system that is more favourable to its own interests. The Report examines China’s current approach to foreign policy, and the drivers of the country’s shift away from tradition. What are the main characteristics of China’s foreign policy in the wake of the Ukraine war? How are decisions being taken, and to what extent do interest groups continue to have a say in decision-making after the recent power centralisation?

Abstract:
The coronavirus pandemic that has rocked China since December 2019 has posed a gruelling test for the resilience of the country’s national economy. Now, as China emerges from its Covid-induced "recession", it feels like the worst is behind it. How did China manage to come out almost unscathed from the worst crisis in over a century? This Report examines how China designed and implemented its post-Covid recovery strategy, focussing on both the internal and external challenges the country had to face over the short- and medium-run. The book offers a comprehensive argument suggesting that, despite China having lost economic and political capital during the crisis, Beijing seems to have been strengthened by the “pandemic test”, thus becoming an even more challenging “partner, competitor and rival” for Western countries.

In 2020, the way we define “insecurity” has drastically changed. Insecurity can now also be invisible and all around us, in the shape of a virus that disrupts people’s lives, upends the economy, subverts the core functions of national governments and jeopardises the foundations of international cooperation. At the same time, the Sars-CoV-2 pandemic has not made traditional security challenges disappear, especially in and around Asia. This Report presents short- and long-term scenarios for each of the hotspots that challenge peace and stability in Asia, a region that, after the pandemic, has become even more crucial for a swift global recovery.

Abstract:
One year after it landed in Europe, the Covid-19 pandemic has left a deep mark on the Western Balkans. On the one hand, it has exacerbated geopolitical dynamics that had been ongoing for decades, especially with regards to the activity of external actors. And while the EU has continued to be inconclusive, proceeding at a snail’s pace with its carrot-and-stick approach, China has seized on the opportunity and expanded its footprint. On the other hand, the pandemic has had deep consequences on domestic politics, too. The two keywords explaining local trends are continuity and new hopes. They are both shaping the speed and direction of democratic transitions or consolidations, which remain far from complete. How has the geopolitical competition among big powers evolved in the Balkans over the last year? What have been the effects of the pandemic on local democratic standards? Is there room for new hopes in terms of regime change and citizen participation?

Abstract:
What drives Russia’s foreign policy in Vladimir Putin’s times? Why did the Kremlin decide to annex Crimea, occupy South Ossetia, intervene in Syria, or give its blessing to Nord Stream II? When explaining Russia’s foreign policy, the consolidation of Putin’s autocratic tendencies and his apparent stability despite many economic and political challenges have contributed – at least in the West – to an excessive “Putin-centrism” and the relative neglect of other agents of domestic politics. As a result, many facets of the country’s foreign policy decisions are misunderstood or shrouded under a thin veil of vagueness and secrecy. This Report attempts to fill this gap, exploring the evolving distribution of political and economic power under the surface of Putin’s leadership to assess the influence of different “lobbies” on Russia’s foreign policy. Who decides what in Moscow? The answer, unsurprisingly, is not always “Vladimir Putin”. All of the contributions in the volume underline the complexity of Russia’s decision-making process beneath the surface of a monolithic and increasingly personalistic government.

Abstract:
Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. This report analyzes the opportunities which human fraternity and inclusive citizenship offer for government-religious partnerships aimed at building more inclusive and peaceful societies across both shores of the Mediterranean and puts forward interreligious engagement as a new policy framework that recognizes and amplifies these novel dynamics. Can the interreligious narrative of human fraternity help to create new inclusive forms of citizenship? How can governments and international organizations better partner with religious leaders and communities to concretely build inclusive societies from the MENA region to Europe?

Abstract:
As the world enters a new year, the Covid-19 pandemic is still upsetting our daily lives. And as 75% of EU citizens live in urban areas, cities are the most prominent stage both for responding to the health crisis, and for seizing opportunities to recover and move forward. Meanwhile, in 2020, EU countries agreed to Next Generation EU, a €750 billion recovery package that represents a once-in-a-generation opportunity. This report, produced in collaboration between ISPI and Eurocities, argues that cities should be given more say over how post-pandemic national recovery plans pan out between here and 2026, when all projects are supposed to be wrapping up. Indeed, the success of the EU recovery plans will hinge upon what cities do, or they don’t do over the next five years. How are cities rethinking their role within the “twin” green and digital transitions? How can they achieve gender parity, reduce inequalities, and preserve a vibrant cultural life?

Ayear and a half after the new Strategy with Africa proposed by the European Commission was made public, the new partnership between the two continents is still being defined. In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. How to foster quality and sustainable infrastructure investment? What role for the private sector? What future for sustainable mobility? Abstract:
The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. This report by ISPI and The Brookings Institution is an effort to shed light on this less studied, but extremely relevant, relationship.

The Covid-19 pandemic is not only a health challenge. In the MENA region, against the backdrop of protracted conflicts, instability, and an overall deterioration in socio-economic conditions, the coronavirus crisis adds another layer of vulnerability and has already had long-lasting repercussions on human security across the region. Moreover, as hybrid actors take on an important role as security providers amid the pandemic in a context of limited or absent oversight, risks associated to a lack of accountability, ethno-religious discrimination, human rights abuses and gender-based violence grow. While classical approaches to security provision tend to portray non-state actors and the State as inherently at odds, the complexity of a rapidly evolving security landscape throughout the region should trigger a revision of the very concept of effective governance. The Covid-19 pandemic could not have come at a worse time, as many countries in the MENA region remain engulfed in vicious internal conflicts or must cope with structural socio-economic distress and popular dissent. In many respects, such a context and many of its problems resemble those that formed the backdrop for the Arab Spring in 2011. Exactly like what happens with humans, who are hit the hardest when presenting pre-existing conditions, MENA states have been impacted because of their own pre-existing conditions. In this sense, the Covid-19 pandemic has laid bare all the vulnerabilities and deficiencies of these states’ structures, and has aggravated pre-existing political, social, and economic shortcomings. In recent decades, militias and sub-national armed groups have played a decisive role in politics and security in the MENA region. Their prominence with local and outside actors in areas where state institutions have collapsed presents multiple policy challenges. The Asia-Pacific has become the Indo-Pacific region as the US, Japan, Australia and India have decided to join forces and scale-up their political, economic and security cooperation. The message coming from Washington, Tokyo, Canberra and New Delhi is clear: China’s Belt and Road Initiative is no longer the only game in town and Beijing’s policymakers better get ready for fierce competition. Japan’s ongoing and future "quality infrastructure" policies and investments in the Indo-Pacific, in particular, make it very clear that Tokyo wants a (much) bigger slice of the pie of infrastructure investments in the region. China’s territorial expansionism in the South China Sea and its increasing interests and presence in countries in South Asia have done their share to help the four aforesaid countries expand their security and defence ties. Beijing, of course, smells containment in all of this and it probably has a point. Who will have the upper hand in shaping and defining Asian security and providing developing South and Southeast Asia with badly-needed infrastructure: the US and Japan together with its allies or the increasingly assertive and uncompromising China and its Belt and Road Initiative?

The year 2018 marks the thirtieth anniversary of the Morris worm, the first malware ever released in the Internet. Thirty years later, technological innovations have dramatically increased the importance of the Internet in virtually every economic, social and political endeavor, tremendously expanding the potential “surface” of cyber attacks. The cyber domain makes it possible to gather privileged information, disrupt industrial processes, create havoc by targeting, for instance, ICT supporting critical infrastructures, and to launch cyber-enabled information warfare campaigns against largely unaware foreign target audiences. Cyberspace, in sum, allows states to achieve strategic results with campaigns that fall below the threshold of the “use of force”, while offering an unprecedented level of plausible deniability, as the real perpetrator of a cyber attack is always difficult to identify with certainty. And yet, this is only the beginning: we are in the midst of a digital revolution. By 2025, with the development of the Internet of Things (IoT), the cyber domain will connect more than 75 billion devices, many of which will control key functions of our daily lives and most of our critical infrastructures.

The Arc of Crisis in the MENA Region volume deals with the countries of the Middle East and North Africa that are facing a particularly troubled period in their historical development. Syria, Iraq, Libya, Egypt and to a lesser extent Jordan and Tunisia have plunged into a legitimacy crisis that in some cases has turned into civil war or violent upheaval. As traditional authorities lose their legitimacy, two alternatives are emerging. The first is a more decentralized system of government, evinced by the empowerment of subnational government bodies and the growing legitimacy of local authorities; in this trend, the local authorities are able to keep the state united and more functional. The second is a growing number of political groups that act as opposition to authoritarianism, which is experiencing a revival. The analysis herein also focuses on Islamist movements; namely, their organizational and ideological development as well as how the shrinking of the political space affects them and the entire polity. Over the last few years, Turkey seems to have embraced the East again. Ankara’s closer relations with Eurasian countries go hand in hand with the international trend to move eastwards, towards the ever-growing and most dynamic region in the world. They are also the result of an increasing differentiation of Turkey’s foreign relations, driven by strategic, economic and energy interests. Stronger ties with the Eurasian countries, i.e. Russia and China, are also the litmus test for the ups and downs in relations with the Washington and Brussels. While Ankara still retains strong ties with the West, it is laying the groundwork to further widen its interests to the East. This report aims to analyse the multi-faceted aspects of Ankara’s Eurasian shift, highlighting domestic drivers of Turkey’s “Eurasianism”, the interests at stake, the areas of cooperation and competition, and last but not least the implications for the EU.

Abstract:
Under the pressure of the new US administration’s aggressive rhetoric, 2017 has revealed that traditional dynamics among great powers are back in the international context of the XXI century. Contrary to the most optimistic predictions and discourses of the early post-Cold War period, the “game of big powers” is regaining centre stage. This is mainly due to three intertwined processes: the growth and renewed assertiveness of potential United States’ global competitors such as Russia and China; the enduring crisis of multilateralism and global co-existence; and even more, the breakdown of the regional order into increasingly autonomous arenas, where regional powers are on the rise. The ISPI 2018 Report reflects upon this change, only partly offset by positive news coming from the global economy over the past year. The first part of the volume focuses on the global context; the second investigates the role Europe can play in a “world of big powers”; the last part addresses Italian foreign policy.

Abstract:
Since Crown Prince Mohammad bin Salman’s de facto takeover of Saudi Arabia’s rule, the kingdom has been trying to adapt and adjust to his reformism. From the promotion of Vision 2030, which opened up to top-down socio-economic reforms to an assertive foreign policy – the push for the embargo on Qatar and the conflict in Yemen, above all – the Crown Prince has been in the spotlight both domestically and internationally. While opportunities lie ahead, so do challenges. As the country is one of the major powers in the Middle East, and the second largest holder of oil reserves worldwide, its transformations could greatly affect not only the region, but the rest of the world as well. This report investigates the possible consequences of the reforms brought about by MbS in the Saudi economy and society, the effects of his centralisation of power and the impact on regional stability.
