Abstract:
One year after the full-scale invasion of Ukraine, the war has exacerbated the rift between Russia and the “collective West”. While Western governments have been steadfast in punishing Russia for the invasion, other countries around the world have been more ambiguous, at times even choosing to side with Moscow politically or economically. These dynamics have revived the idea of a shift towards multipolarity along an anti-Western trajectory. Are we really heading in that direction? Are we facing increasing fragmentation due to the war or a re-consolidation of longstanding alliances? What principles underlie the formation of these blocs? What are the consequences of these dynamics for global security and the global economy? This Report aims to shed light on these questions, while also outlining the war’s possible future implications for the Russian Federation, the “West”, and the international order.

Over the past five years, the Indo-Pacific region's importance for Europe has grown significantly. However, the launch of the EU Strategy for cooperation in the Indo-Pacific in September 2021 and its subsequent implementation have been affected by growing polarisation between the US and China, and by a fast-changing scenario caused by the Russian invasion of Ukraine. Armed groups play a central role in Libya and Yemen. Pervading weak and contested institutions, they have gradually brought their survival, profit and governance strategies under the state umbrella: warlords have become the new lords of the state. Armed groups control most of the energy revenues, critical infrastructure, smuggling and illicit trafficking. Their leaders are multifaceted: they are simultaneously military commanders, tribal chiefs, politicians and businessmen. Combining comparative analysis and case studies, this Report sheds light on the “economic face” of the armed groups and their power trajectories. How do armed groups build networks of profit and loyalty in the territories they hold? How does clientelism mark a continuity trend with former authoritarian regimes?

In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. How to foster quality and sustainable infrastructure investment? What role for the private sector? What future for sustainable mobility? What kind of policies will countries adopt to reach carbon neutrality?

Abstract:
In February 2018, anticipating the US withdrawal from the JCPOA, Iran’s Supreme Leader Ayatollah Ali Khamenei declared a policy of “preferring East over West”, thus paving the way for deeper cooperation with Asian powers such as China, Russia, and India. Differently from the “Look East” policy promoted during the presidency of Ahmadinejad (2005-2013), the current Iranian strategy is not only functional to escape the US-led isolation, but it rather seems devoted to the consolidation of a block of power which can commit to security and economic schemes in alternative to the Western-dominated ones. This ISPI report aims to answer few crucial questions: Which are the major initiatives promoted within the Iran’s “Look East 2.0” strategy? To what extent will Tehran succeed in creating a solid Eastern block? What will be the influence of the wider geopolitical context? And finally, what role is left for the EU?

While the “decline of the West” is now almost taken for granted, China’s impressive economic performance and the political influence of an assertive Russia in the international arena are combining to make Eurasia a key hub of political and economic power. That, certainly, is the story which Beijing and Moscow have been telling for years. Are the times ripe for a “Eurasian world order”? What exactly does the supposed Sino-Russian challenge to the liberal world entail? Are the two countries’ worsening clashes with the West drawing them closer together? Since Crown Prince Mohammad bin Salman’s de facto takeover of Saudi Arabia’s rule, the kingdom has been trying to adapt and adjust to his reformism. From the promotion of Vision 2030, which opened up to top-down socio-economic reforms to an assertive foreign policy – the push for the embargo on Qatar and the conflict in Yemen, above all – the Crown Prince has been in the spotlight both domestically and internationally. While opportunities lie ahead, so do challenges. As the country is one of the major powers in the Middle East, and the second largest holder of oil reserves worldwide, its transformations could greatly affect not only the region, but the rest of the world as well. Latin America is at a crossroads. The “golden age” inaugurated with the turn of the new millennium seems a faint memory. Economies that had grown at a steady pace are now slowing down, while some are in freefall. Politically, the “pink tide” of populist movements is now ebbing. From Brazil to Venezuela, from Argentina to Bolivia, left-leaning leaders across the region seem to have lost their bond with the people. Their promises of an equitable society through an apparently never-ending redistribution of wealth crashed against the reality of shortsighted and unsustainable policies. Officially announced by president Xi Jinping in 2013, the Belt and Road Initiative (BRI) has since become the centrepiece of China’s economic diplomacy. It is a commitment to ease bottlenecks to Eurasian trade by improving and building networks of connectivity across Central and Western Asia, where the BRI aims to act as a bond for the projects of regional cooperation and integration already in progress in Southern Asia. But it also reaches out to the Middle East as well as East and North Africa, a truly strategic area where the Belt joins the Road. Europe, the end-point of the New Silk Roads, both by land and by sea, is the ultimate geographic destination and political partner in the Belt and Road Initiative. 15. Post-Vote Iran: Giving Engagement a Chance

Abstract:
2017 is a crucial year for Iran. In January, while the "Joint Comprehensive Plan of Action" (JCPOA) entered the second year of implementation, in Washington the Trump Administration took office, with the promise to “renegotiate a disastrous deal”. In May, in Tehran, the incumbent president Hassan Rouhani won re-election by a wide margin. The events of the first half of the year draw a clear-cut picture of the current situation. Rouhani's pragmatic government is keeping up with its commitments under the JCPOA, while making an effort to open up its country to new economic and political actors. The same is not true of Washington, where the Trump Administration keeps sending contradictory signals. While the State Department has so far renewed the waivers and certified Iran’s compliance with the JCPOA, new sanctions have already been approved in the US Congress and Washington’s comprehensive Iran policy is under review. This Report intends to trace what lies ahead for Iran after the May 2017 Rouhani’s re-election. The analysis builds upon the assumption that Iran does not act in a vacuum: the US, as well as the EU actions, will inevitably help define the future trajectory of the country. A trajectory which is set domestically also by the generational transition Tehran is going through. The inter-factional struggle affecting Iran since the early years of the Revolution is now revived by what is actually at stake: the very future of the Islamic Republic.

16. Out of Africa. Why People Migrate

The EU is struggling to cope with the so-called “migration crisis” that has emerged over the past few years. Designing the right policies to address immigration requires a deep understanding of its root causes. Why do Africans decide to leave their home countries? While the dream of a better life in Europe is likely part of the explanation, one also needs to examine the prevailing living conditions in the large and heterogeneous sub-Saharan region. This Report investigates the actual role of political, economic, demographic and environmental drivers in current migration flows. It offers a comprehensive picture of major migration motives as well as of key trends. Attention is also devoted to the role of climate change in promoting migration and to intra-continental mobility (two-thirds of sub-Saharan migrant flows start and end within the region). Two country studies on Eritrea and Nigeria are also included to get a closer sense of local developments behind large-scale migration to Europe.

17. China Dream: Still Coming True?

At a time when the economic transition in China is casting shadows on the weak world recovery, and the country is further increasing military spending at double-digit rates, it is key to assess how far President Xi has gone in fulfilling the “China Dream” of ascendance to cultural, economic and military power. Even more important is to try to figure out what the substance of the “China Dream” is likely to be in the near future. The current risk is that the Chinese people and the Chinese government are dreaming different dreams, and that Xi’s “China Dream” might be more a dream for the country and much less so for the people. China has recently reached a series of symbolic milestones: the Yuan’s inclusion in the IMF’s SDR basket; the new China-led Asian Infrastructure Investment Bank (AIIB); the market economy status by a number of countries. The 2016 Chinese G20 Presidency will provide a timely occasion for China to better define its role in global economic governance. However, progress on reforms is lagging behind expectations and international tensions are on the rise. This volume explores the viability of the China Dream and analyzes its major challenges.

The Mediterranean region has always been marked by intense migration flows. Over the last few years, political instability in Middle East and North Africa countries, coupled with longstanding demographic and economic trends, have caused a sudden upsurge of migrants reaching Europe’s shores. Despite scattered shows of solidarity, however, the European response has proven slow and fragmented. This volume offers a complete and encompassing analysis of the current state of play in terms of migration flows across the Mediterranean and policy responses by European transit and receiving countries. Attention is specifically devoted to ongoing debates about the management of mixed migration, the peculiar profile and needs of asylum seekers, migrants’ labour market access, and integration policies in Europe.

Over the last years the Gulf monarchies have emerged as assertive players both in the MENA region and in the global context. Relying on their huge energy reserves and financial assets, these states acquired increasing international leverage. On the one hand, the oil monarchies moved eastwards exploiting the opportunity provided by emerging Asian markets to diversify their energy relations and economic interests. On the other, in the wake of the Arab uprisings they adopted a more proactive approach that dramatically altered their influence in the region. Nonetheless, Gulf activism comes at a time when the monarchies are facing important internal and external challenges. In this complex puzzle, the report aims to assess to what extent the rising Gulf monarchies are able to play as key actors both at the regional and the international levels. Are these monarchies adopting sustainable domestic policies in the long-term? How have they extended their influence in the MENA region? How are they reshaping their international relations? 20. Iran After the Deal: The Road Ahead

The agreement reached in Vienna on 14 July, 2015 between Iran and the P5+1 (United States, Russia, China, France, United Kingdom, Germany) has been greeted as an historical achievement. While offering a long-lasting negotiated solution to one of the biggest crises of the last decade, the deal represents an opportunity for a deep recalibration of the balance of power in the Middle East. It also paves the way to some sort of rapprochement between Iran and the United States. But the deal is also likely to have an impact on Iranian domestic politics, not least on its economy, which, after repeated rounds of sanctions, languishes in deep crisis. This report aims to assess the potential effects of the deal by trying to answer the following question: what’s next for Iran, the Middle East and the countries involved in the negotiations? In particular, the report provides an assessment of the JCPOA agreed upon in Vienna. It also analyzes the impact of the deal on Iranian domestic politics as well as the consequences for its economy. In addition, it examines its effects on the balance of power in the Middle East, as well as on relations between Iran and the United States, and Iran and Russia. Finally a number of policy recommendations for the EU are provided.
