Abstract:
Ten years after the start of the Malian crisis, political and security instability in the Sahel have changed in scale and nature, and spilled over across national frontiers. The border region between Mali, Burkina Faso and Niger has become the new epicentre of insecurity. The comeback of military actors on the political scene, and the support provided by large parts of the population to post-coup military juntas is evidence of poor governance and a severe deterioration in the legitimacy of elected authorities. In this complex scenario, the initiatives of external partners affect regional balances, making the Sahel a major theatre for power competition. How did the crisis evolve over the past decade? What are the main drivers behind local, regional and international dynamics? What prospects for regional stability?

Abstract:
Russia’s attack on Ukraine has sent shockwaves across Europe and the world. While the current war is a geopolitical turning point, it remains unclear whether it will trigger a quantum leap forward for European defence policies and for the role of the European Union as a security provider. This Report investigates whether we can expect a further convergence of European strategic cultures, and on collaboration among Europeans to generate the required military capabilities and integrate their forces. Most importantly, it finds that the timely implementation of the EU’s Strategic Compass will be a decisive test to establish whether Europeans are rising to the challenge of taking more responsibility for their security and defence.

Armed groups play a central role in Libya and Yemen. Pervading weak and contested institutions, they have gradually brought their survival, profit and governance strategies under the state umbrella: warlords have become the new lords of the state. Armed groups control most of the energy revenues, critical infrastructure, smuggling and illicit trafficking. Their leaders are multifaceted: they are simultaneously military commanders, tribal chiefs, politicians and businessmen. Combining comparative analysis and case studies, this Report sheds light on the “economic face” of the armed groups and their power trajectories. How do armed groups build networks of profit and loyalty in the territories they hold? How does clientelism mark a continuity trend with former authoritarian regimes?

Abstract:
After Russia's invasion of Ukraine and its weaponisation of natural gas supplies, energy security has become a top political priority for Europe. Given the Middle East and North Africa (MENA) region's abundant oil and gas resources, the European countries inevitably turned to the region to make up for the shortfall. This Report analyses the impact of Europe's "scramble for alternatives" on key MENA exporters of fossil fuels. Specific attention is attached to their prospects as short-term suppliers of fossil fuels while they set the stage for their green transition. Abstract:
The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

Abstract:
While the war in Ukraine is a game changer for international and in particular European security, China appears to be marching on. And, in some ways, it is true. Since Xi Jinping took power in 2012, China’s foreign policy has significantly shifted from a defensive to an assertive approach. For decades, Beijing worked to integrate into the liberal international order, presenting itself as a peacefully rising power. By contrast, under Xi’s leadership, the country is attempting to create a global system that is more favourable to its own interests. The Report examines China’s current approach to foreign policy, and the drivers of the country’s shift away from tradition. What are the main characteristics of China’s foreign policy in the wake of the Ukraine war? How are decisions being taken, and to what extent do interest groups continue to have a say in decision-making after the recent power centralisation?

Abstract:
The coronavirus pandemic that has rocked China since December 2019 has posed a gruelling test for the resilience of the country’s national economy. Now, as China emerges from its Covid-induced "recession", it feels like the worst is behind it. How did China manage to come out almost unscathed from the worst crisis in over a century? This Report examines how China designed and implemented its post-Covid recovery strategy, focussing on both the internal and external challenges the country had to face over the short- and medium-run. The book offers a comprehensive argument suggesting that, despite China having lost economic and political capital during the crisis, Beijing seems to have been strengthened by the “pandemic test”, thus becoming an even more challenging “partner, competitor and rival” for Western countries.

In 2020, the way we define “insecurity” has drastically changed. Insecurity can now also be invisible and all around us, in the shape of a virus that disrupts people’s lives, upends the economy, subverts the core functions of national governments and jeopardises the foundations of international cooperation. At the same time, the Sars-CoV-2 pandemic has not made traditional security challenges disappear, especially in and around Asia. This Report presents short- and long-term scenarios for each of the hotspots that challenge peace and stability in Asia, a region that, after the pandemic, has become even more crucial for a swift global recovery.

One year after it landed in Europe, the Covid-19 pandemic has left a deep mark on the Western Balkans. On the one hand, it has exacerbated geopolitical dynamics that had been ongoing for decades, especially with regards to the activity of external actors. And while the EU has continued to be inconclusive, proceeding at a snail’s pace with its carrot-and-stick approach, China has seized on the opportunity and expanded its footprint. On the other hand, the pandemic has had deep consequences on domestic politics, too. The two keywords explaining local trends are continuity and new hopes. They are both shaping the speed and direction of democratic transitions or consolidations, which remain far from complete. How has the geopolitical competition among big powers evolved in the Balkans over the last year? What have been the effects of the pandemic on local democratic standards? Is there room for new hopes in terms of regime change and citizen participation?

Abstract:
What drives Russia’s foreign policy in Vladimir Putin’s times? Why did the Kremlin decide to annex Crimea, occupy South Ossetia, intervene in Syria, or give its blessing to Nord Stream II? When explaining Russia’s foreign policy, the consolidation of Putin’s autocratic tendencies and his apparent stability despite many economic and political challenges have contributed – at least in the West – to an excessive “Putin-centrism” and the relative neglect of other agents of domestic politics. As a result, many facets of the country’s foreign policy decisions are misunderstood or shrouded under a thin veil of vagueness and secrecy. This Report attempts to fill this gap, exploring the evolving distribution of political and economic power under the surface of Putin’s leadership to assess the influence of different “lobbies” on Russia’s foreign policy. Who decides what in Moscow? The answer, unsurprisingly, is not always “Vladimir Putin”. All of the contributions in the volume underline the complexity of Russia’s decision-making process beneath the surface of a monolithic and increasingly personalistic government.

Abstract:
Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. This report analyzes the opportunities which human fraternity and inclusive citizenship offer for government-religious partnerships aimed at building more inclusive and peaceful societies across both shores of the Mediterranean and puts forward interreligious engagement as a new policy framework that recognizes and amplifies these novel dynamics. Can the interreligious narrative of human fraternity help to create new inclusive forms of citizenship? How can governments and international organizations better partner with religious leaders and communities to concretely build inclusive societies from the MENA region to Europe?

Abstract:
As the world enters a new year, the Covid-19 pandemic is still upsetting our daily lives. And as 75% of EU citizens live in urban areas, cities are the most prominent stage both for responding to the health crisis, and for seizing opportunities to recover and move forward. Meanwhile, in 2020, EU countries agreed to Next Generation EU, a €750 billion recovery package that represents a once-in-a-generation opportunity. This report, produced in collaboration between ISPI and Eurocities, argues that cities should be given more say over how post-pandemic national recovery plans pan out between here and 2026, when all projects are supposed to be wrapping up. Indeed, the success of the EU recovery plans will hinge upon what cities do, or they don’t do over the next five years. How are cities rethinking their role within the “twin” green and digital transitions? How can they achieve gender parity, reduce inequalities, and preserve a vibrant cultural life?

Ayear and a half after the new Strategy with Africa proposed by the European Commission was made public, the new partnership between the two continents is still being defined. The impact of the Covid-19 pandemic with Africa’s first economic recession in 25 years and a sharp rise in poverty and debt has created new challenges for the two continents’ agenda, highlighting new gaps to address on the way forward. In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. How to foster quality and sustainable infrastructure investment? What role for the private sector? What future for sustainable mobility? What kind of policies will countries adopt to reach carbon neutrality?
