Abstract:
One year after the full-scale invasion of Ukraine, the war has exacerbated the rift between Russia and the “collective West”. While Western governments have been steadfast in punishing Russia for the invasion, other countries around the world have been more ambiguous, at times even choosing to side with Moscow politically or economically. These dynamics have revived the idea of a shift towards multipolarity along an anti-Western trajectory. Are we really heading in that direction? Are we facing increasing fragmentation due to the war or a re-consolidation of longstanding alliances? What principles underlie the formation of these blocs? What are the consequences of these dynamics for global security and the global economy? This Report aims to shed light on these questions, while also outlining the war’s possible future implications for the Russian Federation, the “West”, and the international order.

Abstract:
The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Since the summer of 2022, growing tensions between Kosovo and Serbia have raised concerns about a possible Russian involvement and pushed the European Union to react promptly. By brokering a new normalisation agreement, the West seeks to prevent new hotbeds in Europe and push Russia one step back from the Balkans. Meanwhile, the Russian invasion of Ukraine has given new momentum to the integration process of candidate states, making EU membership a tangible goal rather than an unattainable dream. Will the EU be able to stabilise the Balkans? Will Russia continue to exert its influence in the region? Are Belgrade and Pristina on the eve of a new phase in the normalisation process?

Over the past five years, the Indo-Pacific region's importance for Europe has grown significantly. However, the launch of the EU Strategy for cooperation in the Indo-Pacific in September 2021 and its subsequent implementation have been affected by growing polarisation between the US and China, and by a fast-changing scenario caused by the Russian invasion of Ukraine. This Report examines the state and perspectives of the EU's Indo-Pacific strategy, 18 months after its launch. Are there avenues for cooperation with regional military initiatives, such as the QUAD? Russia’s attack on Ukraine has sent shockwaves across Europe and the world. While the current war is a geopolitical turning point, it remains unclear whether it will trigger a quantum leap forward for European defence policies and for the role of the European Union as a security provider. This Report investigates whether we can expect a further convergence of European strategic cultures, and on collaboration among Europeans to generate the required military capabilities and integrate their forces. Most importantly, it finds that the timely implementation of the EU’s Strategic Compass will be a decisive test to establish whether Europeans are rising to the challenge of taking more responsibility for their security and defence.

Abstract:
The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

Abstract:
The coronavirus pandemic that has rocked China since December 2019 has posed a gruelling test for the resilience of the country’s national economy. Now, as China emerges from its Covid-induced "recession", it feels like the worst is behind it. How did China manage to come out almost unscathed from the worst crisis in over a century? This Report examines how China designed and implemented its post-Covid recovery strategy, focussing on both the internal and external challenges the country had to face over the short- and medium-run. The book offers a comprehensive argument suggesting that, despite China having lost economic and political capital during the crisis, Beijing seems to have been strengthened by the “pandemic test”, thus becoming an even more challenging “partner, competitor and rival” for Western countries.

Abstract:
Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. This report analyzes the opportunities which human fraternity and inclusive citizenship offer for government-religious partnerships aimed at building more inclusive and peaceful societies across both shores of the Mediterranean and puts forward interreligious engagement as a new policy framework that recognizes and amplifies these novel dynamics. Can the interreligious narrative of human fraternity help to create new inclusive forms of citizenship? How can governments and international organizations better partner with religious leaders and communities to concretely build inclusive societies from the MENA region to Europe?

As the world enters a new year, the Covid-19 pandemic is still upsetting our daily lives. And as 75% of EU citizens live in urban areas, cities are the most prominent stage both for responding to the health crisis, and for seizing opportunities to recover and move forward. Meanwhile, in 2020, EU countries agreed to Next Generation EU, a €750 billion recovery package that represents a once-in-a-generation opportunity. This report, produced in collaboration between ISPI and Eurocities, argues that cities should be given more say over how post-pandemic national recovery plans pan out between here and 2026, when all projects are supposed to be wrapping up. Indeed, the success of the EU recovery plans will hinge upon what cities do, or they don’t do over the next five years. How are cities rethinking their role within the “twin” green and digital transitions? How can they achieve gender parity, reduce inequalities, and preserve a vibrant cultural life?

Ayear and a half after the new Strategy with Africa proposed by the European Commission was made public, the new partnership between the two continents is still being defined. Migration is often envisioned as a movement from origin A to destination B. But, even for forcibly displaced people, migration trajectories are much more complex and can be made up of multiple displacements. This study aims to look at how decisions to migrate are shaped and what it is that drives, diverts or deters migratory movements across borders. It focuses on how education in emergency (EIE) affects the migratory decisions of forcibly displaced people. What impact does EIE have on the living conditions of forcibly displaced people in countries of transit? How does the perspective of education in emergency affect their decisions on when, where, and how to migrate further?

As the world’s economic and political centre of gravity moves increasingly towards East and South Asia, we can expect a number of countries in these regions to devote more attention to the Middle East. Unprecedented and unpredictable: this is how US President Donald Trump's administration has repeatedly been labelled. Beyond the frequent tweets and bombastic rhetoric, however, lie a more conventional four years, as the United States navigated an ever-evolving international reality, compounded by a global pandemic and one of the deepest economic recessions in over a century. Despite the coronavirus pandemic, 2020 could be a crucial year for the Western Balkans. For over twenty years, the region has been stuck in a never-ending transition. Politics, economics, and geopolitics are still falling prey to old and new sources of instability. With the path towards the EU integration still uncertain, today many governments are marked by autocratic stances and international actors strive for a bigger say in the region. NATO is expanding to the Balkans, but regional security still depends on foreign soft power and influence. And while recipes for economic transition focus mainly on foreign direct investments that often lack transparency, Balkan societies are losing their citizens to substantial emigration. In February 2018, anticipating the US withdrawal from the JCPOA, Iran’s Supreme Leader Ayatollah Ali Khamenei declared a policy of “preferring East over West”, thus paving the way for deeper cooperation with Asian powers such as China, Russia, and India. Differently from the “Look East” policy promoted during the presidency of Ahmadinejad (2005-2013), the current Iranian strategy is not only functional to escape the US-led isolation, but it rather seems devoted to the consolidation of a block of power which can commit to security and economic schemes in alternative to the Western-dominated ones. This ISPI report aims to answer few crucial questions: Which are the major initiatives promoted within the Iran’s “Look East 2.0” strategy? To what extent will Tehran succeed in creating a solid Eastern block? What will be the influence of the wider geopolitical context? And finally, what role is left for the EU?

This study is an initiative of the ISPI’s Centre on Infrastructure, promoted with the knowledge partnership of McKinsey & Company. It analyses the importance of economic infrastructure and how to finance and develop it. Economic infrastructure is the backbone that, in many cases, crosses the borders of political geo- graphy and defines the space supporting the movement of goods, services, people and their ideas. The eight articles of this study are structured into four main sections: 1) The economic impact of infra- structure, with a focus on the transportation network of the EU; 2) The geopolitical role of infrastructure; 3) The infrastructure gap at the global level and how to ease its financing; 4) The efficient development of infrastructure.
