Abstract:
The project “Brazilian Perspectives for BRICS - 2022”, developed by CEBRI at the invitation of the Chinese Embassy in Brazil, aimed at mapping trends and defining concrete strategies and proposals to, from a Brazilian perspective, inform the agenda and improve the joint action and international projection of the group, whose rotating presidency is held by China in 2022. The development, coordination, and results of the project were the responsibility of CEBRI and, beyond the original objective, constitute a contribution to the debate on BRICS in Brazil. The project brought together about 30 high-level Brazilian specialists from various areas (academia, civil society, private sector, and public sector) in three closed meetings. This Executive Summary presents a synthesis of the discussions.

Abstract:
China has been the country to better recover from the economic crisis of the pandemic. Its FDI increase, many trade agreements being signed and the Chinese Central Bank deciding to launch a new digital currency are some of the highlights. However, there are still challenges on the horizon and the main one is the relationship with the United States, which has hit a historic low point. Future Beijing-Washington talks, and the results of the many internal and external economic reforms will define China’s role for the next few years. The report summarizes the main finding, analysis and conclusion of the XXIII China Analysis Group Meeting, with the participation of Yan Lan, CEO of Lazard, Anna Jaguaribe, Ambassador Marcos Caramuru and Karin Vazquez.

4. Directions of Innovation Policy: Contrasting Views of China and the US

Abstract:
At the 24th China Analysis Group Meeting, experts analyzed the contrasting views of innovation policies in China and in the United States. The 14th five-year plan continues most of the economic efforts that characterized the last decade while also challenging some certain well-established elements. Internet development is still the dominant focus, but we can also observe the shift towards a service-based economy and high investment in infrastructure. According to the participants, one of the most relevant differences between the US and China is the way non-state actors are connected to the national government. American innovation efforts heavily feature research groups and private corporations having an active role, while in China the government puts up barriers that distort the market and influence it more directly. The tension between the two countries is stronger than ever and the new Biden administration brings a new set of uncertainties to the table, but at the same time, both China and the US are heavily dependent on each other economically. China’s efforts to expand its influence worldwide by negotiating with multiple countries will most likely exacerbate the conflict and talks regarding a decoupling, which currently seems unlikable.

Abstract:
Considering the impacts of the Covid-19 pandemic on our everyday life, the XXV China Analysis Group Meeting focused on the organization of large cities and the reordering of urban agglomerations. According to the participants, the maintenance of this model and the rearrangement, focused on urban sprawl, are valid alternatives, each with its own set of advantages and disadvantages. Another issue discussed was the impact of technologies on how cities are shaped in the 21st century, to which participants responded by mentioning the role of artificial intelligence and big data in making the architecture behave like a living organism. However, they also warned about the importance of developing a balance between the natural and the artificial world. Finally, the participants said that for achieving carbon neutrality by 2050, it is necessary for each city to adopt specific policies that suit its own reality, because there is not a universal formula.

Abstract:
The XXVI China Analysis Group Meeting proposed dialogue on the fundamental characteristics of China's political system and the main issues surrounding its particularities and governance capacity. In this report, which summarizes the main discussion points of the event, the reader will find the participants' reflections regarding the difference between the ideal and the reality of China's meritocratic political structure, its challenges in terms of managing the world's largest population, and China's internal contradictions. In addition, the text brings reflections on the international pressure China faces regarding human rights, democratic values, and sources of legitimacy of the Chinese Communist Party today and in a future governance perspective. The China Analysis Group is a CEBRI initiative, sponsored by Banco BOCOM BBM since 2017.

Abstract:
China is consolidating its leadership position in the development and implementation of global artificial intelligence (AI) and Brazil needs to establish structures that promote domestic science and innovation - including the adoption of 5G - in order to advance from being a great consumer of technology to being a “producer of innovation”. The document points out that the development of AI requires national efforts on different fronts - from data governance to training of human capital, which translates into greater difficulties for emerging countries such as Brazil.

CEBRI’s China Analysis Group reviews the trends related to global and regional value chains in the context of policy responses to Covid-19, as well as the impacts on Brazil. The panelists emphasized that "Global supply chains face new challenges related to their dependence on China: not only did the initial interruptions prove the need to ensure more resilience, but the spread of the epidemic across the world has raised political and strategic concerns about industrial production being highly concentrated in China, especially pharmaceutical products".
