Abstract:
This report presents a compliance assessment of Uganda’s national budget for Financial Year (FY) 2024/25, evaluating the budget’s alignment with climate change priorities that are outlined in the Third National Development Plan (NDP III). The assessment focuses on thirteen (13) priority programmes, selected for their climate change vulnerability, strategic importance, and potential to contribute to climate resilience and low-carbon development. With the Fourth National Development Plan (NDP IV) already approved, this analysis provides insights into the country’s progress with climate-change-sensitive development programming and action, while highlighting gaps in climate finance integration. This effort should inform more robust and inclusive planning for the future. Climate change remains one of the most pressing and persistent global development challenges. It increasingly impacts people’s livelihoods, and its effects are especially worse in vulnerable and least-prepared countries like Uganda. Climate change effects are far-reaching, contributing to environmental degradation, reduced agricultural productivity, health challenges, and disruption of livelihoods. These impacts not only threaten ecosystems and human well-being but also hinder the achievement of sustainable development and social equity, thereby deepening social exclusion. As the climate crisis intensifies, urgent and coordinated global, regional, and national action becomes critical. Effective and timely mitigation and adaptation responses are necessary to minimize harm and contribute meaningfully to the achievement of the 17 Sustainable Development Goals (SDGs). On the other hand, delayed or no action on climate change is expected to result in more severe, costly, and irreversible consequences for both natural and human systems. Uganda’s long-term development frameworks, including the Vision 2040, the Third National Development Plan (NDPIII), and various sectoral policies and plans, recognize climate change as a major threat to socio-economic transformation and sustainable development. These frameworks emphasize the need for substantial investments in climateresilient development. The success of Uganda’s ambitions for inclusive growth largely hinges on the effective integration of climate action across all programmes of the country’s development plans, and adequate allocation of resources to finance climate interventions. TThe NDP III (2020/21–2024/25), now in its final implementation year, integrates climate change priorities across all its twenty (20) programmes. It specifies strategic interventions and performance targets, which are reflectedinthePlan’sResultsFrameworkandProgrammeImplementation Action Plans (PIAPs). This was intended to guide the national budgeting process, ensuring budget alignment with climate-resilient development goals. The goal of this assessment is to ascertain the extent to which the national budget of FY 2024/2025 and Budget Framework Paper (BFP) of 2025/2026 comply with planned climate change interventions under NDP III and NDP IV. The assessment involved selection of Programmes that are either most vulnerable to climate change, or have highest potential to contribute to climate change via their high greenhouse gas emission intensity. This selection was informed by Uganda’s National Climate Change priority areas captured in the country’s revised/updated Nationally Determined Contributions (NDCs 2022) and the Uganda Green Growth Development Strategy (UGGDS) 2017-2030. This programme selection was followed by a review and analysis of national planning and budgeting documents, focusing on: (i) adaptation and resilience building; and (ii) mitigation or reduction of greenhouse gas emissions.

Abstract:
In the period after the end of the Cold War and especially after the end of the regime of Milosevic the region of South East Europe has been dialectically oscillating and slowly moving to the objective set by the EU in 2003 in Thessaloniki of integrating it in the Union. The Russian invasion and unprovoked full-fledged aggressive war against Ukraine shook the slow movement towards the integration in the geopolitical by nature EU. The realities of the reborn by Russia Nazi behaviour in occupied Ukrainian territories poses fundamental moral questions and requires brave political decisions. Graham Green’s words . in his novel “The Quiet American” – ‘sooner or later ... one has to take sides. If one is to remain human’, could be considered the moral and geopolitical compass and navigator in these turbulent times, including in the region of South East Europe. It is not easy for many people in Europe, including in the Western Balkans to realize that South East Europe has become a front-line region in a war that aims to reverse the course of history and change the way of living in free, peaceful, democratic and increasingly prospering societies. The perception of a rising danger from militarist Russia in the Western Black Sea coastal countries Romania and Bulgaria is a fact of life. The Russian aggression of 24 February 2022 marks a Zeitenwende, a watershed that makes us reconsider older concepts and inclinations. It forces us to think again what is the meaning of minimum standards of international law, how to oppose geopolitical revisionism and how to upgrade our resilience to the level of the one that Ukrainians demonstrate after 15 months of war. Olaf Scholz defined in his speech to the Bundestag on 27 February 2022 the essence of the required resilience in this new situation: “Whether we permit Putin to turn back the clock to the nineteenth century and the age of the great powers. Or whether we have it in us to keep warmongers like Putin in check”1

Abstract:
In February 2020 – the eve of the COVID-19 pandemic – the Project on Middle East Political Science held a preliminary meeting at Columbia University in New York to explore the origins of the Africa-Middle East divides that treat North Africa as part of the Middle East and neglect states such as Sudan and Mauritania. Columbia was an appropriate place to begin such a dialogue. Two decades ago, when two of us (Aidi and Mampilly) were graduate students at Columbia, the Institute of African Studies was in serious crisis. The Ugandan political theorist Mahmood Mamdani arrived and launched an initiative to decolonize the study of Africa to counter Hegel’s partition of Africa by transcending the Saharan and red Sea divides, and by underscoring Africa’s links to Arabia, Asia and the New World. To that end, we co-organized a second conference on racial formations in Africa and the Middle East looking at race-making across these two regions comparatively, including the border zones often left out of both African and Middle Eastern Studies: the Sudans, Amazigh-speaking areas in the Sahel, Arabic speaking areas on the Swahili coast and Zanzibar. This workshop represents the third in our series of transregional studies across the Africa-Middle East divide.

Abstract:
This special issue of POMEPS Studies offers a platform for scholars to think through what feels like a moment of rupture for the Middle East, for Middle East Studies, and for long-standing assumptions about the region’s politics. This POMEPS collection originated as an open call for papers for scholars affected by or invested in these urgent issues, in an initial effort to give a platform and a voice to those in our network who have grappled with these trends. We kept the call intentionally broad, asking potential authors to reflect on the effects of October 7 and the Gaza War on politics or scholarship. As it turned out, most of the contributors wanted to talk about academic freedoms and the conditions of public discourse in their countries – perhaps because of how profoundly they felt this crisis, perhaps because of the availability of other platforms to discuss the war itself. The issues confronting our field have never been more urgent and the need for academic networks and institutions to rise up to defend it has never been greater.

Abstract:
How does the rentier concept apply in the context of the regulation and governance of human mobilities? Given that the hosting of forcibly displaced populations grants political actors the ability to extract revenue in a manner akin to oil rentier states via refugee rent-seeking (Tsourapas 2019), what broader lessons may we draw if we link migration and the rentier state? Similarly, in the case of labor migration in the Gulf, state actors delegate their ‘authority over migration to private actors and turns citizens into migration rentiers’ (Thiollet 2022, 1649). How does rentier state theory explain the politics of migrants and refugees in the Middle East? The relationship between rentierism and human mobilities formed the core of a Project on Middle East Political Science (POMEPS) workshop organized on 22–23 September 2023 at the University of Glasgow. The workshop sought to unpack the linkages between cross-border mobility and rentier state theory in the Middle East.

6. Protected areas, indigenous communities, deforestation and the role of institutions: evidence for the lowlands of Bolivia

Abstract:
Protected areas and indigenous communities play a crucial role in controlling deforestation, which is responsible for carbon emissions related to land use and land use change, contributing to global warming and climate change. However, the effectiveness of protected areas is conditioned by their administration and the quality of the institutions in their countries. In this paper, I will analyze the effectiveness of protected areas (Both at the national and sub-national levels) and indigenous territories and the institutions' role in the case of Bolivia's lowlands. I computed deforestation rates for four different periods between 1986 and 2021 to test the impact of institutions on different types of protected areas by using satellite images at 30m resolution and combining them with official data on protected areas and indigenous communities, which includes specific locations and dates of creation. Using a spatial regression discontinuity design, the results show that protected areas at the national level are the most effective in controlling deforestation, particularly after the creation of institutions taking care of them. Departmental protected areas have some impact on preventing deforestation, while municipal ones have no influence. For indigenous communities, there was a significant effect on reducing deforestation with the first reservations created, but the effect wears off over time. Regarding mechanism, being close to cities and routes is a threat for indigenous communities and departmental PAs, while it is an advantage for national PAs. Finally, protected areas and indigenous communities show, in general, greater levels of deforestation when they are exposed to cattle ranching settlements, mines, and oil wells.

Abstract:
The debate surrounding the enforcement of immigration laws often revolves around the impact of immigration on public safety. Recent surveys show that about half of Americans believe that immigrants are making crime in the country worse, and more Americans believe that immigrants have an adverse impact on crime than on jobs or the economy. Much research has found mixed evidence on the effect of immigration on local crime rates. Nevertheless, those advocating for the enforcement of immigration laws view it as a key policy tool for improving public safety.

8. Internationalising Indian Education: Work Visas for Foreign Students

Abstract:
This paper recommends amending India’s student visa policy to allow foreign students to work in India on paid internships while studying at Indian colleges and universities, and in jobs for pre-determined periods after they graduate. This modification to India’s ‘S’ Visa provisions would be an important step towards internationalising Indian higher education institutes (IHEIs) – a pivotal objective of India’s New Education Policy (NEP 2020), which advocates attracting more foreign students to study in Indian colleges but does not address changes in student visa rules, even though they would align India’s student visa practices with global norms. The paper supports its argument with five key findings: First, authorising foreign students to work in India surely would attract many more than the estimated 50,000 foreign students currently studying in Indian colleges either at their own cost or on scholarships. Second, India’s accredited new private and regional or state universities and colleges would benefit greatly from an increase in overseas students. New Indian universities have been seeking to build culturally and globally diverse student bodies, enrich classrooms, expand student networks and bring in foreign-exchange revenues. Allowing foreign students to work during or immediately after their time on campus will support their pursuit of all these goals, in particular by attracting students from beyond India’s neighbourhood. The success of overseas Indian doctors and engineers in these countries will encourage students from developed countries to enrol in Indian institutions, and students from established source countries in Africa and South Asia will see the opportunity to get field experience in India as a key value addition to Indian degrees. Third, work visas for foreign students would be important for Indian companies that are internationalising. Through on-campus recruitment and hiring of foreign talent on Indian campuses and hiring alumni of Indian colleges and universities who return to their home countries, Indian companies should be able to develop a natural talent cohort that is culturally acclimatised to India. Fourth, alumni of Indian institutions of higher learning who return to their countries of origin can serve as a valuable “cultural bridge” between India and other countries. Finally, for India’s foreign policy, student work visas would reinforce an important plank of bilateral relations: reciprocity. An estimated 65% of Indian students who study abroad – 7,50,000 Indian students in 2022 – avail themselves of overseas work experience. Offering one-to-three-year work visas to foreign students who graduate from Indian universities can only strengthen India’s international relationships. A student work visa policy can be implemented in a two-year phased and regulated manner. Such an implementation period will help all stakeholders – universities and colleges, companies, and ministries of education, external affairs, home, finance, and commerce – to develop and hone systems, processes, policy, regulations and coordination structures.

Global supply chains connect world industry and international trade in manufactures. East Asia’s dominance with China as the preferred assembly hub in global supply chains has brought unprecedented regional prosperity, but South Asia remains a latecomer. However, pandemic-related and post-pandemic continuing disruptions to supply chains and slowing growth are being keenly felt, dampening China’s attractiveness. In an uncertain global economy, increasingly footloose foreign investors are looking for alternative production locations. Is it South Asia’s turn to prosper through supply chains in this uncertain world? This is the topical public policy question facing India and the others in South Asia. This paper discusses the concept of global supply chains, the industrial rise of East Asia, drivers of supply chain relocation from China, South Asia’s prospects, India as a complementary hub and policy lessons from East Asia’s industrial success. Abstract:
This report presents findings from the first assessment of Statutory Boards and Commissions comprising the District Service Commissions (DSC), District Land Boards (DLB), and LG Public Accounts Committees (LGPAC) in 26 District Local Governments. This cutting-edge Assessment was the first of its kind and provided a ground-breaking opportunity to examine these important structures designed to provide regulation, oversight and additional citizen representation and voice, within the ambit of Uganda’s Decentralisation Policy. The report offers interesting and intriguing insights into the operations of the Statutory Boards and Commissions which point to an urgent need to revitalise and strengthen them as critical pillars of Local Governance in Uganda. Uganda’s Decentralisation Policy devolved powers to the Local Governments. These powers rest on three key pillars, namely the Local Council (including the Executive), the Technical Staff and the Statutory Bodies. As such, Uganda’s Decentralisation Policy is both a political and a technical process. At the political level it involves leadership, participation, inclusion, representation, decision-making, and power relations between Central and Local Governments, and between Higher and Lower Local Governments. On the technical level, it involves administration, planning, budgeting, financial management, human resources management and development, monitoring and evaluation, supervision and mentoring. Thus, the success of Decentralisation is highly contingent on the careful and effective synchronization of political and technical elements and functions. At the commencement of the decentralisation policy, the government, through several legal instruments, created an elaborate institutional framework for support and oversight at the local government level. These institutions include the District Service Commission, District Land Board, Local Government Public Accounts Committees, and the District Tender Boards (now contracts committee) which later morphed into the District Contracts Committees (Mushemeza, 2019). The assessment of these statutory boards and commissions was underpinned by a series of ACODE’s scorecard findings that consistently revealed that the functionality of committees and statutory boards and commissions have a bearing on the general performance of district local government councils and subsequently the quality-of-service delivery in local governments. Furthermore, a number of studies indicated structural and operational gaps in the functionality of various accountability organs at the Local Government level1 . Given the importance of this tripartite relationship highlighted above, the functionality and strength of the Statutory Boards and Commissions is an important yardstick and litmus test for the overall functionality of a given Local Government. It is against this background that the assessment sought to examine the performance of the statutory boards and commissions. Specifically, the assessment sought to; (i) Explore the extent to which statutory boards and commissions have complied with their roles and responsibilities; (ii) Analyse how statutory boards and commissions are accountable to council and citizens; and (iii) Explore key issues impeding and or facilitating Statutory Boards and Commissions in delivering on their statutory roles and responsibilities and make appropriate recommendations. The assessment largely drew from the methodology of the Local Government Scorecard Assessment (Tumushabe, Mushemeza, Tamale, Lukwago, & Ssemakula, 2010). The assessment is further grounded in rigorous methodological approaches that adhere to scientific rigour. This assessment focused on FY 2021/2022 and was carried out in the 26 districts of Agago, Amuria, Amuru, Arua, Buliisa, Hoima, Gulu, Jinja, Kanungu, Kabarole, Kamuli, Lira, Luwero, Mbale, Mbarara, Moroto, Mpigi, Mukono, Nakapiripirit, Nebbi, Ntungamo, Rukungiri, Sheema, Soroti, Tororo and Wakiso. The overall finding of the Assessment was that the Statutory Boards and Commissions exist at the Local Government level and are attempting to discharge their duties and functions, in spite of the stiff challenges that their face. Notwithstanding their regulatory import and function, their role as an added citizen representation and voice, the Statutory Bodies were noted to have declining visibility and significance – across all the 26 districts assessed. Different Boards and Commissions in the different districts exhibit varying levels of resilience and functionality. Overall, there seemed to be a general “neglect” of the Statutory Bodies, across the Board.

Abstract:
This research paper presents the findings of the study on the status of implementation of the Auditor General’s (AG’s) recommendations in Local Governments (LGs) in Uganda. In implementing their mandates, local governments are expected to ensure compliance with existing laws and guidelines. As such, the Local Governments, through the National Performance Assessments conducted by the Office of the Prime Minister, are assessed on their level of compliance and accountability. The findings noted that contrary to the other requirements beyond the timely submission of information to the Permanent Secretary/ Secretary to the Treasury, the status of implementation of the Internal Auditor General and the Auditor General’s findings from the previous financial years remains a challenge for most Local Governments. It is on this basis that this study was conceptualised. The main objective of the study was to analyse the level of implementation of the Auditor General’s recommendations in local governments to enhance accountability. Specifically, the study sought to: (a) Establish the status of implementation of the Auditor General’s recommendations in selected districts, (b) Establish the status of Action on Parliament’s resolutions on District Local Governments (DLGs), Auditor General’s recommendations, (c) Examine challenges that affect the implementations of the Auditor General’s recommendations at District Local Governments and Parliament levels and (d) Make proposals to improve on the level of implementation and enforcement of the Auditor General’s recommendations. The study has important implications for promoting transparency, accountability, and good governance in local governments in Uganda.

Abstract:
To enable Local Governments (LGs) to provide services to the citizens, the Central Government (CG) of Uganda is required to provide them grants in the form of unconditional, conditional and equalisation. However, over the last decade, there has been a decline in the share of transfers from CG to LGs. The share of the national budget allocated to LG programmes has reduced from 22 per cent in FY 2010/11 to 13 per cent in FY 2015/16 and fell further to 9.8 per cent in FY 2023/14. The decline is largely attributed to recentralization of functions and resources which by law are mandated under LGs. A study by ACODE in 2020, which was a follow-up study, found that despite recommendations of the 2019 study, the allocation of funds meant for LGs to Central Government Ministries Departments and Agencies n(MDAs) had not only persisted, but the absolute amounts as well as the proportion of the budget being retained at the CG had increased. The total amount retained at CG MDAs had grown to UGX 1.32 trillion in FY2020/21 from UGX 1.066 trillion in FY 2019/20. Consequently, with funding from the Royal Danish Embassy (RDE), ACODE commissioned this follow-up study to examine the approved national budget estimates for FY 2023/24 to identify budget lines for devolved services under CG MDAs. The study extensively reviewed all relevant budget documents, focusing mainly on the approved estimates of revenue and expenditure (recurrent and development) FY 2023/24. The study analysed ten programmes with decentralised functions as prescribed in the Local Government Act, CAP 243 (second Schedule) and identified funds retained by the CG MDAs, yet they are mandated for LGs. The programmes analysed were Agro-Industralisation; Natural Resources, Environment, Climate Change, Land and Water Management; Private Sector Development; Integrated Transport Infrastructure and Services; Sustainable Urbanization and Housing; Human Capital Development, Community Mobilization and Mindset Change Regional Development; Public Sector Transformation and Tourism Development.

A longstanding territorial dispute between claimants in the South China Sea now finds itself nested within a new imagined ‘Indo-Pacific’ region, which itself has become a key theatre in a deepening great power conflict. The EU is geographically distant and a relative newcomer to the strategic terrain in these two regions, yet it cannot afford to ignore them given their crucial economic and geopolitical importance. While the EU’s ability to reduce the constraints on its freedom of manoeuvre is limited, the Union should nonetheless gradually nurture its strategic autonomy by carving out a delineated hard security role in the South China Sea while maintaining a degree of distance from the US approach towards China and the Indo-Pacific.

Abstract:
With the 2015 nuclear deal dead in all but name, Iran is getting closer to Russia and more repressive at home, while EU member states’ priorities about the Islamic Republic now extend beyond nuclear proliferation to human rights and European security. This shift in priorities cements a re-orientation of the EU’s approach to Iran from conditional engagement to confrontation. EU member states’ options are limited, however. Pressure worked prior to the nuclear agreement because the EU cut off significant trade with Iran. But US extraterritorial sanctions, re-imposed after the United States left the deal in 2018, have rendered EU-Iran trade so modest that cutting it would have little impact. The EU could get more leverage by providing incentives, yet the political inexpediency of rewarding Iran at a time of rising belligerence of the Islamic Republic greatly restricts the range of benefits potentially on offer. Still, in the mid- to longer term, the EU and its member states will need to combine pressure with some form of incentives if they want to defend their interests in non-proliferation, European security and the protection of human rights in Iran. They also need to resort to a variety of international partnerships in order to maximise their residual leverage.

In a Union of 27 Member States, differences in (geo)political interests, socio-economic realities, historical trajectories and national identity construction constantly threaten internal unity and thus also the external coherence of the EU’s Foreign and Security Policy (EUFSP). The following three factors and their mutually reinforcing interplay appear to have a significant impact on the creation and shaping of EUFSP, especially when it comes to managing international crises and conflicts: internal contestation, regional fragmentation and multipolar competition. The analysis in this paper draws on the main findings from nine case studies carried out under the Horizon 2020 JOINT project. The paper first assesses the (generally negative) impact of the three factors on EUFSP in these contexts of international crises, identifies common patterns and divergent approaches. The second part of the paper identifies strategies to mitigate and/or reduce the (negative) impact of these challenges on EUFSP and points towards windows of opportunity to take action moving forward. The ultimate aim of this research is to provide experts and officials with concrete ideas about how EU policy decision-making processes can enable greater coherence among EU institutions and Member States in their response to international crises and conflicts.

Abstract:
Urban politics has received growing attention in the anthropology, sociology, and political science of the MENA region. In line with global trends, questions of scale, territory, flows and connectivities and materialities have come to the fore, with a wide range of creative and novel lines of inquiry connecting the global to the hyper-local and every scale in between. In February 2023, POMEPS partnered with the Beirut Urban Lab at the American University of Beirut and The Policy Initiative think tank for a workshop in Beirut to bring together an interdisciplinary group of young scholars from across the region to explore questions of urban life, politics, and culture. The papers moved beyond more traditional political science topics such as municipal government, decentralization, clientelistic voting, protests, and clientelism. While those themes certainly operated in the background, the authors assembled in Beirut pushed to shift the lens towards multi-scalar ethnographic modes of inquiry, highlighting the materialities and relationalities of the hyper-local, examining sites and places which concentrate power dynamics.

This review paper is based on the concept of creating space to understand the ongoing Israeli-Palestinian conflict. In fact, the paper argues, the conflict produces and is produced by a process of creating conflict spaces. Therefore, intervention is proposed in the process of generating space in order to create an alternative to the conflict space – a space for peace. A joint planning model places urban planners at the heart of the space producing process, and identifies urban planning as activity with great impact potential, both because it mediates between the global economy, national policy, and individual daily life in the production of space, and because it can promote the creation of a peace space born of professional consensus. Joint planning is the practice of bringing knowledge, experience and an alternative perspective into the planning process. Mixed cities that constitute core spaces in the Israeli-Palestinian conflict are proposed as spaces that currently offer an opportunity to create change, or can be created as change, which will serve as a basis for turning the Israeli-Palestinian conflict space into the Israeli-Palestinian peace space.

Abstract:
This report presents the findings and discussions on the functionality of the single-spine agricultural extension system in Uganda. The recommendations from the research process will potentially inform the implementation of the new national agricultural extension strategy aligned to the NDP III, the Parish Model and the national agenda of socio-economic transformation. The single spine extension system was conceptualized as a well-coordinated, harmonized, public sectorled pluralistic extension system. The aim was to eliminate the parallel institutional arrangements that emerged during the NAADS program implementation. It aims at enhancing agricultural production and productivity, value addition, food security, household income and export. In addition, it focuses on building the capacity of individual farmers and farmer institutions to have greater access to and control over structures and processes that transform their resources and assets into the outcomes that they desire to achieve their goals. The study sought to address four objectives: (i) assessing the effectiveness of coordination among key actors (including clarity of mandates) in the delivery of agricultural extension; (ii) assessing the functionality of transparency and accountability mechanisms in the single spine agricultural extension system; (iii) assessing the performance of the system in the attainment of key agricultural extension outcomes; and (iii) assessing the effects of COVID-19 on the delivery of agricultural extension services. The report gives a background to the reform and an overview of the strategy that has been used to implement it. The report gives the methodology utilised in the research process, the limitations of the study and how methodological challenges were addressed. The report brings out the findings in relation to the objectives set and in particular; on coordination dilemmas, transparency and accountability mechanisms, and performance of the system and the effects of COVID-19 on the delivery of agricultural extension service.

Abstract:
The Intergovernmental Panel on Climate Change (IPCC) affirms that climate change is occurring in the world today. Climate change is a global development challenge with adverse effects manifested in different ways at national and local levels especially in the vulnerable least prepared countries like Uganda. It is associated with negative severe effects on human well-being and ecosystems which equally hinders the achievement of sustainable development and social equity goals hence becoming one of the drivers of exclusion. This makes it an urgent problem that requires global, regional and national efforts towards effective mitigation and adaptation responses. Swift effective response to climate change could significantly contribute to the attainment of the 17 Sustainable Development Goals (SDGs) while delayed action is predicted to have severe and irreversible consequences for natural and human systems. Uganda’s frameworks to sustainable development (Uganda’s Vision 2040, the NDP III, sectoral policies and plans) highlight climate change as an outstanding development challenge. This implies that the attainment of the country’s long-term development goals and the building of resilient communities that will mitigate and adapt to climate change largely depends on the significant allocation of financial resources to climate change interventions specified in the development frameworks. The NDPIII 2020/21-2024/25) not only integrates climate change across all its twenty (20) programmes but also provides for their strategic interventions and targets. This integration trickles down to the NDPIII Results Framework and Programme Implementation Action Plans (PEAPs) and is also supposed to fully cascade down to the national budget. This report presents the compliance assessment of the FY 2023/24 budget to climate change interventions in the third National Development Plan (NDPIII) based on ten (10) priority programmes selected due to their real or potential contribution to climate change and their strategic importance to the development process. Overall, the analysis revealed that the FY2023/24 Annual Budget (AB) to climate change interventions in NDP III is unsatisfactory at 55.35 percent which is slightly lower than last year’s compliance level of 64.7 percent. However, there were variations in the compliance levels of the different programmes. The programmes on Sustainable Development of Petroleum Resources programme (83.3%), and Sustainable Minerals Development programme (80%) had a satisfactory level of compliance. On the other hand, the programmes of Human Capital Development (62.5%), Integrated transport infrastructure and services (61.1%), and Tourism development (66.7%) had a moderately satisfactory level of compliance. Lastly, the programmes of Sustainable Urbanisation and housing (56.7%), Natural Resources, Environment, Climate Change, Water and Land Management (56.3%), Agro-industrialization programme (28%), Digital transformation (40%), Private Sector Development (0%) had a far below an unsatisfactory level of compliance (below 60%).

Abstract:
Strengthening the integrity of Ghana’s borders is essential for the welfare of the nation and its people. National efforts to prevent illegal cross-border activities, including illicit goods, persons and activities require full involvement of all Ghanaians, especially those living in border areas. This has become even more important considering the regional insecurity posed by terrorist groups and violent extremists. It is therefore imperative that residents be sensitized to potential threats associated with irregular cross-border activities that have a potential to facilitate activities of criminal gangs such as terrorists and violent extremist groups. Furthermore, as violent extremism and terrorist activities have become more prevalent in the West African sub-region it is crucial that these threats are considered when examining the functionality of Ghana’s border security. In an effort to improve awareness among border communities, the Center initiated the project entitled “Enhancing citizen participation in border security”. As part of the project strategies, a baseline survey was conducted within selected border communities to assess the level of awareness regarding border-related threats and gather information on the relationship between border residents and security agencies. The baseline survey was intended to inform the direction and interventions of the broader project. Both border residents and staff of some security agencies were interviewed in each of the 10 regions within where Ghana’s land borders are located. The findings of this survey are contained in this report.

Abstract:
The United States Army’s interpretation of nuclear weapon effects needs change and modernization. Wargaming exercises are commonplace in today’s military, however, despite the growing threat of non-strategic nuclear weapons (NSNW), little has been done to inform battlefield commanders on their true effects. Our research seeks to develop a tool for commanders to easily interpret quantifiable effects of a NSNW. Utilizing Monte Carlo simulation, we are developing a new methodology to analyze NSNW effects. Our model allows a commander to calculate the expected unit strength following a NSNW strike which will aid in their operational decision making ability. The Monte Carlo simulation method for analyzing nuclear effects offers a novel approach to account for variation while giving the commander an analytically interpretable output as descriptive statistics that avoids probabilities.

Abstract:
This research paper presents the findings of the study on the status of implementation of the Auditor General’s (AG’s) recommendations in Local Governments (LGs) in Uganda. In implementing their mandates, local governments are expected to ensure compliance with existing laws and guidelines. As such, the Local Governments, through the National Performance Assessments conducted by the Office of the Prime Minister, are assessed on their level of compliance and accountability. The findings noted that contrary to the other requirements beyond the timely submission of information to the Permanent Secretary/ Secretary to the Treasury, the status of implementation of the Internal Auditor General and the Auditor General’s findings from the previous financial years remains a challenge for most Local Governments. It is on this basis that this study was conceptualised. The main objective of the study was to analyse the level of implementation of the Auditor General’s recommendations in local governments to enhance accountability. Specifically, the study sought to: (a) Establish the status of implementation of the Auditor General’s recommendations in selected districts, (b) Establish the status of Action on Parliament’s resolutions on District Local Governments (DLGs), Auditor General’s recommendations, (c) Examine challenges that affect the implementations of the Auditor General’s recommendations at District Local Governments and Parliament levels and (d) Make proposals to improve on the level of implementation and enforcement of the Auditor General’s recommendations. The study has important implications for promoting transparency, accountability, and good governance in local governments in Uganda. The methodology used in the study was generally qualitative in nature. Districts, Ministries Departments and Agencies were selected using maximum variation sampling, and the persons therein were selected using a purposive sampling strategy. Data was collected using document analysis, interviews, and focus group discussions with people at the entities under study. The data collected was analysed through examination, transcription, editing, and analysis of the qualitative data obtained from the field and facilitated by Atlas ti. Software and content analysis enabled a deeper exploration of the themes and narratives emerging from these qualitative data sources. In addition, the study was limited to 16 districts, including Amuria, Amuru, Arua, Gulu, Hoima, Kabarole, Kabale, Kaliro, Lira, Luwero, Mbarara, Moroto, Mukono, Sheema, Tororo, Wakiso, and select Ministries Departments and Agencies.

Abstract:
Dwindling aid and more recently the devastating effects of the COVID-19 global pandemic have rendered many African countries socially, politically, and economically vulnerable. Many are unable to effectively provide basic goods and services for their people, and their ability to pursue long-term development goals has been severely undermined. Given this situation, several African governments continue to fall behind in honouring their global commitments such as those made under the UN Sustainable Development Goals (SDGs) and the various regional and international human rights treaties that they are party to. To bridge the current funding gap, several African countries have turned to extensive borrowing with even more damaging consequences. In the face of this crisis, African countries have been urged to embrace and, in some instances, enhance their domestic revenue mobilization efforts as a more reliable and sustainable option. Uganda has heeded this call and in 2019, the country adopted a five-year Domestic Revenue Mobilization Strategy (DRMS). The key objective of this strategy is to improve revenue collection and lift the country’s tax-to-GDP ratio to between 16%-18%. More critically, DRMS recognizes the strategic role and potential contribution of oil, gas, and mineral revenues to national development. The DRMS underlines the need for the development of a strong extractive industries taxation fiscal regime. Given this reality, this study was conceived and set out to review and analyze the various laws, policies, and practices relevant to Uganda’s extractive industries fiscal regime, and to establish the extent to which these may enhance revenue generation, management, and equitable sharing of resource wealth. While focused on petroleum revenue generation, management and sharing in the Albertine region districts of Hoima, Buliisa and Kikuube, the study refers to experiences from gold mining in Mubende district. In this regard, the study established that gold mining in the district has for the most part been informal and unregulated. For this reason, both the central government and Mubende district local government have not been very successful in generating critical revenues from the largely artisanal and small-scale miners-dominated sector. Secondly, where revenue has been realized from gold mining in a few instances, it has been paid to the central government with less benefit to the district local government.

They offer a tantalizing glimpse into the possibilities for future research.

29. Egypt: The Price of Inaction on Tax Reform

Abstract:
Like public finances elsewhere, the public finances of the Egyptian state suffer from a semi-permanent deficit. Although a limited deficit in state budgets is acceptable for most prevailing economic theories, the persistent and worsening deficit in public budgets leads to severe phases during which the economy suffers. During periods of economic prosperity, soft loans are easily accessible, which encourages states to rely on borrowing as a secondary source of financing for extended periods until it becomes a permanent source of financing. The financial market eventually puts an end to every period of easy borrowing, forcing the government to face the reality it has tried to avoid. Under such circumstances, governments have three tools at their disposal: borrowing at the highest interest rate, austerity and disabling services and social protection programs, and raising taxes and customs duties. Borrowing at the highest interest rate is every government's first choice because it does not require a reformulation of the social, economic, and political contract between the state and its citizens. But the price of such a policy is a worsened deficit. Borrowing, before or after a crisis, is not a solution but merely a postponement of the crisis, in the hope that the market recovers. When it is no longer possible to borrow amid the worsening economic conditions of a crisis, the government resorts to other tools with varying degrees of risk. Austerity is a recipe for widespread social outcry and has catastrophic effects on the poor and middle classes as well as the overall economy due to decreased purchasing power. To overcome the crisis with the least social tension, the state can also resort to taxation to generate possible revenues whether from the economy as a whole or the sectors and classes with concentrated surpluses of value. The more severe the crisis, the more the government is forced to use additional tools and impose strict measures. Debts are nothing but deferred taxes, and taxes remain key in every economic crisis. When a global economic crisis looms, questions abound. Could the crisis be approached with fewer social and economic burdens and with more room for maneuver? In this context, this paper will discuss the tax policies adopted in the past few years in Egypt and how they could have been more effective. The primary role of taxes is to meet the government's financial needs to implement its role under the social contract, whether formal or informal. Therefore, taxes are a convenient introduction to understanding the political economy of any state. Tax policies are an essential tool for achieving macroeconomic goals, and they directly reflect the political and socioeconomic considerations driving a country’s economy. This paper will address the main role of taxes in financing the requirements of the social contract from the perspective of the adequacy and effectiveness of tax collection.

The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. This would be the only possibility for normalising the life of the Ukrainians and the Russians as well as of the broader international relations system.

Abstract:
Jerusalem has been studied extensively by scholars across a range of disciplines in the social sciences and humanities. However, the arts, specifically public performance arts, have rarely been leveraged as a primary source to inquire into the city’s social structures. This research project examines how cultural institutions within the Old City of Jerusalem (focusing on the Tower of David Museum site) reflect and shape the relationship between citizenship and cultural performances. The article inquires how a cultural institute in a contested city can become an allied sphere, a source for joint creation, and even a venue for peacebuilding. The events and performances addressed in this article provide examples of both straightforward and indirect peace process approaches, revealing culture’s potential use and limits in a contested environment. The author suggests that a multicultural approach, yet not a neutral one, leads the museum to reveal its agenda, becoming “The City’s Museum” for joint cultural creation and initiative. This is the fifth in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

Women’s peace organizations work to end violence and promote peace agreements almost everywhere where conflicts occur. Studies and observations from the past 20 years show that these organizations contribute significantly to peace processes, despite their variation in forms, methods, and the extent of their involvement. In the context of formal negotiations and the formulation of peace agreements, the integration of women’s peace organizations was found to increase the prospects of reaching an agreement, as well as to change and enhance the nature and content of the agreement itself (including governance, social justice, rehabilitation, gender equality, etc.). Their integration was also found to significantly increase the feasibility of implementing the agreement and promote women’s representation in the political system. However, in Israel, as in most countries, decision makers marginalize women’s peace organizations despite their extensive work and significant contributions. This article examines the main barriers preventing the participation of women’s peace organizations in Israeli-Palestinian peacemaking, the price of their exclusion, and the actions needed to integrate them and express their potential. The article is based on interviews conducted in 2019 and 2020 with women-peace activists from Israel and beyond, as well as a review of research literature and case studies of women’s peace organizations in Israel and abroad. It outlines some of the prices Israeli society pays for women’s exclusion and recommends actions that may promote their integration into formal peacemaking efforts. This is the third in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

Abstract:
Prisoners and former prisoners constitute a significant and distinct group among the Palestinian public, both due to their numbers (hundreds of thousands of Palestinians have served time in Israeli jails since 1967) and their position in society. This position paper examines whether former and current Palestinian inmates can contribute to advancing Israeli-Palestinian peace, and how. The article discusses theoretical aspects that place them in a position to contribute to advancing peace, and provides examples from other countries where prisoners played an important role in advancing or attempting to advance peace. Based on the theoretical knowledge and examples, the article discusses the possible role of Palestinian prisoners in advancing peace. It describes the complexity and legal, moral and security-related issues involved, and points to positive developments, such as a process of moderation and adoption of support for peace undergone by some Palestinian inmates, who over time turned into prominent peace supporters. The article also points to measures that can be promoted in order to realize the potentially positive role of inmates in advancing peace, including dialogue with serving inmates, using the incentive of prisoner release to support moderate positions and to promote peace, and adopting policies of de-radicalization, dialogue and prevention, alongside punishment and deterrence measures, in order to turn some prisoners into actors contributing to peace. When the Nita M. Lowey Middle East Partnership for Peace Act (“MEPPA”) overwhelmingly passed a divided Congress just after the 2020 presidential election, the new law made a splash. With wall-to-wall bipartisan support, it would invest $250 million over at least five years in Israeli-Palestinian relations. But what’s beyond the headlines? Months into implementation, where does MEPPA stand today, and where can it lead? Most importantly, what will it take to truly build a new foundation for lasting peace? To understand MEPPA’s purpose and full potential, it helps to understand where it came from. MEPPA sprang from an even bigger idea: a global, decade-long campaign to create a $200 million-per-year International Fund for Israeli-Palestinian Peace. That effort, launched by the Alliance for Middle East Peace (ALLMEP) in 2009, was inspired by lessons learned over the prior two decades: from the failed Oslo process, from the successful Northern Ireland peace, and from a small but growing field of initiatives building partnership and trust between Israelis and Palestinians.

The report “Democratic Backsliding and Securitization: Challenges for Israel, the EU and Israel-Europe Relations” analyses the illiberal trends and democratic backsliding that can be seen in both Europe and Israel. Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem. Abstract:
Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. This paper is the second in a series of a joint project between the Mitvim Institute and the Davis Institute for International Relations.

As an independent think-tank that works to produce knowledge and spread it in Palestinian society, and in partnership with the Friedrich Naumann Foundation for Freedom, PalThink for Strategic Studies has implemented the “Re-imagining the Reality of Entrepreneurship in the Lens of Palestinian Youth” project, which aimed at promoting entrepreneurship in the Gaza Strip. It is one of PalThink’s core beliefs that entrepreneurship is an effective way to create job opportunities and that promoting it, by refining young people’s skills to design and plan their innovative entrepreneurial ideas, is a valiant attempt to reduce unemployment. The project aimed at enhancing the skills of 20 male and female students and graduates and raising their awareness about entrepreneurial projects, the reality of start-ups, and the economic barriers facing youth in the Gaza Strip. The project also included the production of three research papers discussing the challenges and opportunities of entrepreneurial projects in the Palestinian business environment. This booklet was published after the conclusion of three discussion sessions that presented and discussed the three papers with experts and researchers from Palestinian civil society institutions.

Reducing inequality and inclusive growth are at the top of the global development agenda. The theme of the Sustainable Development Goals (SDGs) is to “end poverty in all its forms everywhere by 2030”. SDG 8 specifi cally addresses inclusive and sustainable growth. The eradication of poverty and attaining middle income status remains Uganda’s main national development goal as laid out in the National Development Plan (NDP III) 2020/21 – 2024/25. Whereas Uganda experienced sustained economic growth during the pre-Covid-19 period, there were indications that poverty was not reducing, and that inequality was increasing. The Covid-19 pandemic and prolonged lock down exacerbated the situation with almost 3% of the people falling into poverty and compounding inequality. As the world and the country builds back, there is need for specifi c focus of those excluded from economic opportunities. Economic Empowerment Programmes (EIPs) are increasingly being used the world over as vehicles for achieving inclusive economic growth. EIPs have been described as ‘a bundle of coordinated multidimensional interventions that support individuals, households and communities in increasing incomes and assets. For Uganda, implementation of the EIP has been aff ected by poor design and implementation as well as corruption that have rendered the EIPs ineff ective. At the same time, performance evaluations of the EIPs undertaken have had limited infl uence on the design of subsequent programmes. In many cases same interventions have been repackaged under diff erent names and touted as new programmes. There is no doubt that improving the plight of the poor and other categories of people excluded from economic opportunities will require eff ective implementation of EIPs. This Framework for Assessing Implementation of EIPs in Uganda is part of eff orts to improve implementation of the EIP. It is motivated by the inadequacy of existing frameworks to cause change in the design and execution of EIPs in Uganda. The framework is rooted in social accountability and builds on previous works of the Advocates Coalition for Development and Environment (ACODE) on governance and public expenditure analysis and monitoring. The theory of change for this EIP framework is assess, disseminate, advocate. By assessing the designs and implementation of EIPs and disseminating the fi ndings of the assessment to implementers and benefi ciaries and using the fi ndings for advocacy, then the design and implementation of EIPs will improve and with it the likelihood of achieving programme outcomes and ultimately impact. The framework has six assessment areas namely programme design, effi cacy, quality of M&E, effi ciency, compliance, and risk management. It is guided by the following principles: social accountability, participation, empowerment for engagement, learning and optimisation.

40. TOSSD Data for 2020: An overview of key trends in the data in support of sustainable development

Data on total official support for sustainable development (TOSSD) take a recipient perspective, in contrast to official development assistance (ODA) data, which take a donor perspective. The TOSSD metric captures development resource flows that are not included in donors’ reports to the Organisation for Economic Co-operation and Development’s Development Assistance Committee, and are intended to link resource flows to the Sustainable Development Goals (SDGs). For 2020, 98 donors reported TOSSD data, an increase of six donors from 2019. Reported net disbursements totaled $291 billion, including $62 billion reported only to TOSSD. The top five sectors in TOSSD reporting, accounting for 65% of net disbursements, were energy, donor administrative costs, in-donor refugee costs, health, and government and civil society. For those disbursements linked to one or more of the SDGs, 61% went to the Health, Poverty Eradication, Climate Change, support for Decent Work and Sustainable Economic Growth, Ending Hunger, and Partnerships SDGs. The gender equality SDG was allocated just 4.5% of total net disbursements. TOSSD data provided a foundation of activity level detail to enable further research on allocations to SDGs. The picture that TOSSD data provide could be more complete if additional donors submitted reports to TOSSD, and if all donors reported on links to SDGs.

Abstract:
The 2022 Commitment to Reducing Inequality (CRI) Index is the first detailed analysis published looking at governments’ policies and actions to fight inequality during the first two years of the pandemic. This fourth edition of the CRI Index reviews the spending, tax and labour policies and actions of 161 governments during 2020–2022. COVID-19 has increased inequality worldwide, as the poorest people were hit hardest by both the disease and its profound economic impacts. Yet the CRI 2022 Index shows clearly that most of the world’s governments failed to mitigate this dangerous rise in inequality. Despite the biggest global health emergency in a century, half of low-and lower-middle-income countries saw the share of health spending fall during the pandemic, half of the countries tracked by the CRI Index cut the share of social protection spending, 70% cut the share of education spending, while two-thirds of countries failed to increase their minimum wage in line with gross domestic product (GDP). Ninety-five percent of countries failed to increase taxation of the richest people and corporations. At the same time, a small group of governments from across the world bucked this trend, taking clear actions to combat inequality, putting the rest of the world to shame.

Abstract:
This study was undertaken by Oxfam in three South Sudanese counties as part of the SIDA-funded project 'Building Resilience through Gender and Conflict-Sensitive Approaches to Education, Skills Development, and Sustainable Livelihoods'. Its purpose was to shed light on why so many girls drop out of school. The research revealed that women and girls often lack decision-making power over their lives. Early or forced marriage, the abduction of girls, perceptions that education delays marriage – and that educated girls risk not finding husbands – all contribute to dropout rates. Additional challenges include a lack of adequate hygiene and sanitation facilities in schools, the distances learners need to travel, insecurity caused by communal violence, floods, food insecurity, and a heavy household work burden. The Government of South Sudan has in place laws and policies to address these issues, but they remain largely on paper and enforcement mechanisms are weak. The report analyses each of these factors in turn and presents recommendations for how the SIDA project can begin to address them in its future programming.

This document introduces the key concepts of decolonial theory that inform many current calls to decolonize. It provides examples from Latin America, Africa, and North America of how activists have envisioned or realized decolonial futures. These movements led by Indigenous Peoples, people of color, women, and queer people articulate and define the possibilities of decolonial futures. Since decolonial theory suggests multiple futures and not one single solution, this document does not address what decolonizing particular systems, such as international development, should look like. Rather, the document aims to introduce the reader to the tools of analysis that decolonial theory offers, give examples of decolonial theory in practice, and discuss some potential shortfalls of the decolonial framework.

In line with CDD-Ghana’s Promoting Fiscal Justice for Socio-Economic Transformation (PFJSET) project objectives, a pilot study was conducted in August 2018 to assess the implementation of the government’s Planting for Food and Jobs (PFJ) program. The primary focus of the assessment centered on the extent to which the PFJ program implementation includes vulnerable farmers in the distribution of program resources. Two study sites in the Bosome Freho and Saboba districts in the Ashanti and Northern regions respectively were selected for the study. Data for this study was derived from key informant interviews of program implementers, and from selected beneficiary and non-beneficiary farmers using a semi-structured questionnaire. The findings from this study were validated through two district level workshops – one in each of the sampled districts as well as other engagements with key stakeholders, such as officials of the PFJ Secretariat at the Ministry of Food and Agriculture (MoFA), some development partners and civil society groups. This report incorporates new information, clarification and inputs made during these validation meetings.

S haring cyber weapon/cyber capabilities requires trust between the member states, becoming a high-end policy decision due to the concerns of proliferation and the investment in designing a cyber-weapon that has a limited ’shelf-life’. The digital nature of cyber weapons creates a challenge. A cyber weapon can spread quickly, either self-propagating such as worms or via disclosure (and subsequent reuse) by malware researchers or malicious actors, raising proliferation concerns. Additionally, a cyber-weapon can be copied by the adversary or reverse engineered. Once the weapon is released, the adversary will eventually address the vulnerability, and the opportunity is gone. These factors raise the threshold between member states to share cyber weapons and cyber capabilities. Alliances, like NATO, prepare for a unified multinational, multi domain fight; meanwhile, the national cyber forces are still operating as solitaires with limited interoperability and sharing. There is a need in the collective defence posture to integrate the multinational cyber force to achieve interoperability.

This research report summarizes findings of a rapid study of variations in the ways young people, ages 15-30, especially young women, are engaged in country-level planning on issues of peace and security across six country case studies: the Democratic Republic of Congo (DRC), Iraq (including the Kurdistan Region of Iraq, or the KRI), Jordan, Nigeria, the Philippines and Tunisia. The research findings provide a preliminary indication of some common concerns expressed by young people who are engaged in peace activism. These concerns include the ways government officials seek to engage youth in national peace and security initiatives and policy development. Particular attention was paid to how young women are encouraged to participate and the ways their specific concerns are addressed within youth-led peacebuilding organizations and networks, in both official Youth, Peace and Security (YPS) processes and by organizations involved in implementing the Women, Peace and Security Resolutions.

The report Survivor-Centred Justice for Gender-Based Violence in Complex Situations is the result of new research conducted by IDLO, in partnership with the Global Women’s Institute at George Washington University, in six countries across the globe with the aim to identify approaches that centre survivors in all efforts to address gender-based violence (GBV) in complex situations. The report is informed by country case studies in Afghanistan, Honduras, Papua New Guinea, the Philippines, South Sudan, and Tunisia, to provide different perspectives of complexity in accessing justice and an analysis of diverse justice mechanisms dealing with GBV in situations of conflict, organized crime, climate disasters, and health emergencies, often intersecting with contexts of legal pluralism and political transition. Research findings show that, in order to be effective, measures and programmes aimed at ensuring access to justice for GBV survivors need to be responsive to women’s specific needs and vulnerabilities, as well as relevant to contextual challenges, while firmly anchored in international gender equality and human rights legal obligations.

Abstract:
Berghof Foundation and Fight for Humanity, with the support of the German Federal Foreign Office, conducted a participatory research project examining the role that armed and political movements can play to implement UNSCR 1325. The research is based on the experiences of two Ethnic Resistance Organisations (EROs) from Myanmar: the Karenni National Progressive Party (KNPP) and the Karen National Union (KNU). One of the key findings is that the movements do engage with this agenda and have maintained a constant dialogue with women’s organisations in their territories. However, a conservative mindset still exists among parts of the leadership as well the general population. Consequently, measures to protect women in conflict areas are limited and mainly decided on by men, which reduce their effectiveness.

Recent years have seen a dramatic increase of mass nonviolent movements around the globe, taking the street and the online space to demand radical reforms towards greater democracy, justice, peace or equal rights. External support to nonviolent movements can help prevent violent escalation, mitigate repression, protect civic space, facilitate conflict transformation and foster sustainable peace. In a global context where the shrinking of civic space is coupled with the proliferation of protests, the European Union needs to develop a strategy to deal with nonviolent movements consistently and effectively. This paper explores the role that different EU institutional actors can play in supporting nonviolent movements and puts forward some basic recommendations to develop a more coherent conceptual framework and factor peaceful protests into the EU’s external action.

Violence against women (VAW) is a global phenomenon that undermines the fundamental human rights of women, causes irreparable physical and emotional harm, even death, and impacts individuals and communities. While the prevalence of VAW has been widely acknowledged - with the introduction of international and country- specific condemnations and law reform - the question is whether the investment into addressing VAW and understanding what works and what doesn’t matches its severity and ubiquity. Existing literature indicates that, despite the prevalence of VAW, it is often deprioritised as a funding issue (Equality Institute, 2019). Furthermore, where funding is being provided, research and programmes addressing VAW are disproportionately funded, conceptualised and carried out by institutions in high-income countries (HICs) (Amarante, et al 2021; Olufadewa et al 2021; Chersich et al 2016). This ultimately means that low- and middle-income countries (LMICs), who are largely donor dependent, are beholden to wealthier countries, with a resultant scarcity of knowledge production from and for LMICs in addressing country-specific VAW issues. Moreover, little consideration appears to be given to both the importance of and the investment in research as essential to addressing VAW. To effectively prevent and respond to VAW, dedicated qualitative and quantitative research is required to understand the phenomenon, building an evidence-base to underlie efficacious interventions. The research funding ecosystem for research and development is highly inequitable, favouring HIC based researchers and this situation is not helped by the fact that investments in research and development by LMICs governments are low (Erondu et al, 2021). The question is then, does the status of funding for research on VAW mirror the status of funding for research and development in LMICs more broadly? This study thus seeks to provide an overview of the funding flows allocated towards research in the field of VAW in LMICs from key donors as well as national governments. In doing so, the study underscores the inequitable distribution of resources and the lack of prioritisation of VAW - and research in particular - as a funding issue.

NATO currently faces a fundamental challenge. Following the collapse of the Soviet Union, NATO adopted a de facto strategy of political, geographical and functional extension, welcoming new members, launching operations in new regions and multiplying its activities to address new low-intensity security threats.1 However, the pillars on which this strategy rested are now weakening. Today, strategic competition has returned and NATO’s military primacy is eroding, as much due to China’s impressive military modernization as because of the diffusion of military power enabled by globalization.2 Likewise, the liberal international order which allowed NATO to endure an uncertain military balance and a competitive international system during the Cold War is also under pressure. Free trade is under attack, democracy is receding, financial stability is harder to maintain and, last but not least, a seismic redistribution of wealth and power away from the Euro-Atlantic area and towards the Asia-Pacific is underway.3 Lastly, the non-traditional security threats which characterized the post-Cold War era remain, having even expanded in number and intensity.4

The 24th of February, 2022, will remain a watershed date in European history; that day, the Russian regime led by President Vladimir Putin launched a military invasion of Ukraine, marking the return of war in Europe for the first time in decades. Much of what has transpired since the war’s onset has come as a surprise, whether in its political and strategic dimensions or in operational and tactical terms. The war was not an impossibility prior to 24 February, but it was certainly viewed in the West as improbable from the perspective of a rational cost-benefit analysis. This is especially so when one considers Putin’s attempt to swallow the entirety of Ukrainian territory. The means with which Russia attempted its conquest also raise a number of questions as to its armed forces’ level of preparedness, organisation, and operational ability. Today, it is clear that Russia’s military capacity was overestimated while Ukraine’s capacity to resist was underestimated. We have witnessed Russian forces encountering difficulties in achieving their military objectives and a Ukrainian nation-state – including its armed forces and its society – determined to deny Russia any gains. Politically, the Russian regime misread the very nature of the Ukrainian nation, which proved strong and unanimous in its rejection of the Russian endeavour – even in the country’s supposedly Russian-leaning East (with the exception of part of the Donbas). For its part, the Atlantic Alliance has displayed a political unity that was admittedly lacking in recent years prior. The United States has demonstrated unequivocal commitment to the defence of Europe, while European Allies have shown both political resolve and a will to take defence spending seriously. Very little dissent or freeriding has occurred in the West. Solidarity with Ukraine has been optimal, both politically and through the delivery of weapons. Still, Allied support is constrained by the imperative of non-belligerence. NATO Allies have made it clear upfront that they have no desire to directly confront Russia, hence the rejection of a no-fly-zone or any other move carrying the risk of inadvertent escalation. That said, NATO has deployed part of its NATO Response Force and activated its defence plans. Allies have strengthened their presence in each of the enhanced Forward Presence (eFP) four existing battlegroups, and committed to the deployment of four additional battlegroups in Romania, Slovakia, Hungary and Bulgaria. 40,000 troops are officially deployed under direct NATO command on the Eastern flank as of the beginning of April, together with ships and air assets. Most importantly, the US has staged a comeback in Europe, with an overall deployment of 100,000 troops, among which approximately 20,000 have deployed since the beginning of 2022. The European Union (EU) too has acted swiftly, most notably through the imposition of sanctions on Russia in lockstep with US and UK sanctions. The EU has also flexed its muscle through the newly created European Peace Facility (EPF), which has delivered three instalments of EUR 500 million to finance the delivery of weapons to Ukraine. At the time of writing, EU states had not taken the decision to extend sanctions to oil and gas imports from Russia, unlike the US and the UK. If such a decision is taken, this would lead to a major energy crisis – and therefore economic crisis – in the whole of Europe. The war, then, raises a series of questions about the current and future European security order. First, will Western unity endure over time? What are the risks that the US or some European states will defect once the initial shock of the invasion has faded, once sanctions begin harming European economies, once the possibility of a re-engagement with Russia is floated, or once the Indo-Pacific inevitably regains US attention? Second, how will the war impact European security institutions – most notably NATO and the EU – and to what extent will the current situation positively shape the partnership between the two? Third, how resilient will Europe be in the face of a possible energy crisis provoked by the cessation of oil and gas deliveries from Russia? Fourth, from a military perspective, what lessons can be drawn from the first months of the Russian offensive regarding both Russia’s capacity (or incapacity) as a first-tier military power and in the changing (or unchanging) character of modern war? Finally, what initial lessons should we draw regarding nuclear deterrence and the Atlantic Alliance’s ability to dissuade harmful Russian nuclear-related actions? This collective Research Paper, authored by NDC Researchers and the NDC Commandant, explores these questions directly, identifying some preliminary lessons from the war. In the first chapter, Lt. Gen. Olivier Rittimann looks at the war’s potential impact on the distribution of tasks between NATO and the EU. The second chapter, written by Thierry Tardy, examines NATO’s response to Russia’s aggression and outlines implications for both the EU and for NATO’s forthcoming Strategic Concept. The third chapter, co-authored by Andrea Gilli and Pierre de Dreuzy, analyses Russia’s military performance on the Ukrainian battlefield and draws early conclusions about Russian military power. Fourth, Marc Ozawa explores the war’s impact on European energy security and Europe’s dependence on Russian oil and gas. Finally, Cynthia Salloum assesses how the crisis questions the very concept of deterrence and Allies’ ability to deter the Putin regime. This Research Paper is published alongside a series of related events and publications (notably in the Policy Brief series) that the NATO Defense College Research Division has organized in relation to the ongoing revision of the Alliance’s Strategic Concept. To that end, it arrives in tandem with an adjacent NDC study on the strategic shifts impacting NATO’s core tasks and in anticipation of a multi-authored analysis (to be released in September 2022) of the forthcoming Madrid Strategic Concept.

Tajikistan is often described as the poorest country in Central Asia, with GDP per capita consistently lower than any of its regional neighbours. Its water and sanitation infrastructure is severely dilapidated, suffering from decades of underinvestment and the failure to address widespread damage suffered during the country’s civil war (1992–1997). Efforts to ensure everyone has improved access to adequate water and sanitation services are characterised by contradictory legislation and blurred responsibilities between state agencies. Reform of the sector and roll-out of improved infrastructure have been slow, requiring strong accountability mechanisms to ensure that the rights of the most vulnerable people are adequately protected. Oxfam’s water, sanitation and hygiene (WASH) programme s therefore based on a theory of change that aims to improve the health status of Tajikistan’s population through the delivery of long-lasting WASH services, while addressing market systems and strengthening institutions.

Water, sanitation and hygiene (WASH) remains a critical problem in Tajikistan, particularly for its rural areas. In terms of sanitation and the market within which it operates locally, there have been no sectoral tools on market-based WASH programming in Tajikistan, and therefore little available guidance around the facilitation of better interactions between the demand and supply of sanitation products. And while specified state departments are responsible for applying and upholding sanitation standards, in practice they continue to rely on guidelines from Soviet times, and rarely carry out household-level inspections – hence the legal frameworks governing sanitation should be revised accordingly. To fill this gap, Oxfam launched its first sanitation marketing programme in 2018 (as part of its wider Tajikistan Water Supply and Sanitation (TajWSS) Project funded by the Swiss Government) and played a market broker role that transformed the relationship between buyers and sellers of sanitation products. The project approached the process by influencing both supply and demand sides, and by designing affordable and desirable trading processes for rural households to meet their sanitation needs.

An important milestone for the sanitation sector was the adoption by the UN of Sustainable Development Goal (SDG) targets 6.2 (safely managed sanitation and hygiene services) and 6.3 (reducing the portion of untreated wastewater), which focus on managing the entire sanitation service chain. Tajikistan has been at the forefront of promoting these at global level. Meanwhile, the fourth initiative of the President of Tajikistan on the International Decade for Action on Water for Sustainable Development, 2018–20281 is being implemented at national level. Over the past decade, sanitation has been given low priority within the focus areas of water sector reform. For example, not all aspects of regulations have been duly revised to adopt new technologies. In addition, many regulations for wastewater treatment remain outdated and pose legal constraints for testing new approaches in the country. The Tajikistan Water Supply and Sanitation (TajWSS) (Phase III) project piloted a decentralised wastewater treatment system (DEWATS) in the peri-urban Rudaki district in Tajikistan with two hospitals with the aim of scaling up to national level. This learning paper showcases the project findings, assessments and lessons learned in application of the DEWATS.

Ensuring equitable and sustainable access to safe water continues to be one of the most pressing issues in Tajikistan, despite the country having abundant water resources. The still low coverage of the population with access to drinking water has been attributed to cross-cutting governance problems such as the relationship between the state and other social actors, poor water management and coordination, and systemic challenges such as low capacity. In the past decade, a demand-driven approach has become a widespread policy trend in Tajikistan and community-led management is seen as the main attribute for achieving effective water governance. The transfer of responsibility to local government and users is intended to promote local governance as a means of ensuring equitable access and sustainable use of water through users’ participation in water-related decision making and service delivery. Under a demand-driven model applied by the TajWSS project, users take more responsibility before, during and after WS system installation. The model assumes that water users have the necessary information and capacity to carry out the delegated duties and obligations and this automatically translates into equitable access and sustainable use of safe water. Yet despite improvements in access to safe water in rural Tajikistan, O&M and lack of governmental support are still great challenges.

Bangladesh has a weak and inequitable tax system. Over the past 15 years, the government of Bangladesh (GoB) has relied on the regressive value-added tax (VAT) for more than a third of all revenues, with little progress towards strengthening direct taxation of high net-worth individuals and large corporations. From 2015–2021, the World Bank’s VAT Improvement Program (VIP) assisted the Bangladesh National Board of Revenue in improving VAT administration. VIP helped speed up automation and increase revenues. But the program did not include any objectives to improve VAT equity and fairness, and it also fell short on improving transparency and taxpayer satisfaction. To address VAT’s regressive nature and its impact on low income households, the GoB needs to improve coverage of social protection programmes. Bangladesh and its external partners should focus on strengthening progressive direct taxation. Meanwhile, the government must end gender-blind VAT administration and recognize that VAT negatively affects low income female entrepreneurs and consumers.

The COVID-19 pandemic has worsened the extreme inequality in Southern African Development Community (SADC) countries, and pushed millions into poverty. The economic crisis continues due to the obscene global vaccine inequality. As of end March 2022, a dismal 14% of SADC citizens had been fully vaccinated against COVID-19, compared with 65.5% in the United States and 73% in the European Union. In 2021, with infections rising in SADC, the critical health, social protection and economic programmes put in place by most governments in 2020 were rolled back and replaced with austerity, in the context of growing debt burdens and lack of external support for country budgets. Such austerity has been built into IMF programmes in the region. Recovering from the pandemic, however, offers SADC governments a once-in-a-generation opportunity to do what their citizens want: increase taxes on the wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and increase workers’ rights as well as tackling joblessness and precarious work. With external support, including through debt relief and aid, they could reduce inequality drastically and eliminate extreme poverty by 2030.

Salvaging resources from waste containers and landfills, waste pickers are the main suppliers to the recycling sector in Jordan, yet they often live in poverty and are exposed to multiple risks. Research on forced displacement reveals a wide gap between policy processes and the people that such processes seek to assist. This paper proposes actionable recommendations on how to operationalize the concept of ‘meaningful refugee participation’ in decision-making processes that affect the lives of refugees. There is a need to go beyond tokenistic participation and to genuinely empower refugees to have influence over the design, implementation and evaluation of refugee-focused programmes. The contributions of refugees themselves must also be enhanced in ways that can help contribute to a paradigmatic shift in the global infrastructure of refugee governance.

However, agricultural policy focuses mainly on intensive tillage whereas CA calls for zero or minimum tillage. Policy seems to favour productivity over sustainability, with CA adoption remaining low. Supply-side constraints include lack of access to high-quality inputs, credit, and machinery. Demand-side constraints include risk aversion and competition for crop residues needed for mulching from requirements for fuel and feed. Women farmers like CA because it does not require draft animals. However, some women in male-headed households report a shift of labour responsibilities to women.

The global care crisis is being exacerbated by the global climate emergency, with interlocking impacts that threaten lives and livelihoods in all parts of the world. These impacts are particularly severe among rural livelihoods in low-income countries. Climate change intensifies the work involved in caring for people, animals, plants, and places. It reduces the availability and quality of public services in marginalized communities and directly compounds the unfair distribution of unpaid care work that sustains gender inequality. Yet the intersections of climate change and care work have been overlooked in the development literature. Strategies for climate mitigation and adaptation have paid relatively little attention to how care work is affected by climate impacts, nor have they considered whether interventions improve or intensify the situation of carers. Instead, when designing “gender-sensitive” climate actions, the focus has been largely on women’s economic empowerment as opposed to alleviating or transforming existing distributions of care work. The aim of this report is to fill a knowledge gap by examining the points of interaction between climate change impacts and the amount, distribution, and conditions of unpaid care work. We focus on care workers rather than those who are cared for, while stressing the relational nature of care and acknowledging that carers too require care.

This report analyses the first round of Total Official Support for Sustainable Development (TOSSD) data from European Union (EU) Institutions. The EU is a key stakeholder in the development of TOSSD, as Co-Chair of the International TOSSD Task Force, and in the promotion of this as an essential metric in the implementation of Agenda 2030. It is our hope that this paper’s detailed examination of the scope of what has been reported by the EU Institutions identifies trends and issues arising from the first reporting round for TOSSD, which can be addressed going forward. It is timely to acknowledge the level of transparency in the proceedings of the TOSSD Task Force, which has been open to comments and suggestions since its inception, and has recently seated CSO representatives as observers. This transparency has put into practical effect the notion that data validation can, to some extent, be entrusted to third parties provided that the relevant information is available to all interested stakeholders on a timely basis. Good norms, such as good reporting instructions, can help steer the development agenda in the right direction for the benefit of the communities of the Global South.

The COVID-19 pandemic has pushed millions into poverty in East Africa, and worsened inequality. The economic crisis continues, due to the obscene global vaccine inequality, which means that only 4% of East African citizens had been fully vaccinated against COVID-19, compared with 71% in high-income countries by mid-January2022. Many East African governments were already hamstrung by high debt and budget deficits before the pandemic, preventing them from responding with large recovery programmes. Other governments did increase spending, but five are now forecasting major budget cuts for 2022–26. These cuts will stop them combating the increases in poverty and inequality that have resulted from COVID-19. However, building back during and after the pandemic offers East African governments a once-in-a-generation opportunity to do what their citizens want: make their economic systems fairer by increasing taxes on wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and improving workers’ rights. With external support, including through comprehensive debt relief and more aid, they can reduce inequality drastically and eliminate extreme poverty by 2030.

Carbon pricing is not a new phenomenon. Backed by widespread consensus in the economic literature that it is the single most effective policy for addressing climate change, it has been the staple policy priority of many environmental non-governmental organizations (NGOs). Yet carbon pricing has seen limited uptake. Efforts to price carbon have failed in a multitude of contexts. Where they have passed, in most cases, prices have been set too low or covered too little of the economy to effectively address the challenge posed by climate change. As a result, climate advocates have come to question carbon pricing as a primary policy approach. In this context, this paper is not intended to provide novel insights into carbon pricing, nor is it intended to motivate for or against an immediate campaign priority at Oxfam. Rather, this review of carbon pricing is intended to provide a technical background on the topic, considering the concerns that are of greatest salience to Oxfam. The specific aims of the paper are to support Oxfam staff in their deliberation on whether, when, and how to engage on carbon pricing initiatives, as questions around this policy approach shift over the next 20 years. It is anticipated that such reflection would also be useful to a number of organizations whose concerns are similar to Oxfam’s.

Abstract:
This work reports the results of paired experiments for a complex internal cooling flow within a gas turbine vane using magnetic resonance velocimetry (MRV) and steady-state infrared (IR) thermometry. A scaled model of the leading edge insert for a gas turbine vane with multi-pass impingement was designed, built using stereolithography fabrication methods, and tested using MRV techniques to collect a three-dimensional, three-component velocity field data set for a fully turbulent test case. Stagnation and recirculation zones were identified and assessed in terms of impact on potential cooling performance. A paired experiment employed an IR camera to measure the temperature profile data of a thin, heated stainless steel impingement surface modeling the inside turbine blade wall cooled by the impingement from the vane cooling insert, providing complementary data sets. The temperature data allow for the calculation of wall heat transfer (HT) characteristics, including the Nusselt number distribution for cooling performance analysis to inform design and validate computational models. Quantitative and qualitative comparisons of the paired results show that the flow velocity and cooling performance are highly coupled. Module-to-module variation in the surface Nusselt number distributions is evident, attributable to the complex interaction between transverse and impinging flows within the apparatus. Finally, a comparison with internal HT correlations is conducted using the data from Florschuetz et al. [1981, “Streamwiseflow and Heat Transfer Distributions for Jet Array Impingement With Crossflow,” ASME 1981 International Gas Turbine Conference and Products Show, American Society of Mechanical Engineers. doi:10.1115/1.3244463]. Measurement uncertainty was assessed and estimated to be approximately ±7% for velocity and ranging from ±3% to ±10% for Nusselt number.

Abstract:
Sharing cyber weapon/cyber capabilities requires trust between the member states, becoming a high-end policy decision due to the concerns of proliferation and the investment in designing a cyber-weapon that has a limited ’shelf-life’. The digital nature of cyber weapons creates a challenge. A cyber weapon can spread quickly, either self-propagating such as worms or via disclosure (and subsequent reuse) by malware researchers or malicious actors, raising proliferation concerns. Additionally, a cyber-weapon can be copied by the adversary or reverse engineered. Once the weapon is released, the adversary will eventually address the vulnerability, and the opportunity is gone. These factors raise the threshold between member states to share cyber weapons and cyber capabilities. Alliances, like NATO, prepare for a unified multinational, multi-domain fight; meanwhile, the national cyber forces are still operating as solitaires with limited interoperability and sharing. There is a need in the collective defence posture to integrate the multinational cyber force to achieve interoperability.

People turn to each other to get through difficult times, to celebrate life events, or simply to ease daily living. Humanitarian assistance usually provides support only when there are large-scale crises that affect whole populations. What do people do when humanitarian assistance is not provided, when only one or a few households are affected? And when humanitarian assistance is provided, how does it affect these systems of mutual support? Established systems of mutual support (informal social safety nets) evolve to organize reciprocal support and make that support more predictable. This report examines the nature of these mutual support systems in selected communities in North and South Darfur, Sudan. Through research conducted in these communities, we explore how a full menu of these social safety nets operate, the functions they serve, who benefits, and the obligations on community members. The informal social safety nets (SSNs) identified in this study varied somewhat from one community to another, but were largely the same across all communities, regardless of state or livelihood specialization. These SSNs operate as coherent webs that support social connections and norms, providing social and practical benefits as well as immediate emergency assistance when needed. SSNs depend on relationships and trust to function and are governed by shared norms. We have seen that SSNs can also restore broken trust and violated norms. The conflict in Darfur violated norms and disrupted many relationships, and therefore undermined the SSNs that depended on them. However, some SSNs have played important roles in reconciliation.

Legal scholars have long been concerned with how to deter crime and limit its spread. For a long time, imprisonment has been used as a tool to serve these two purposes. On one hand, prisons function as a means to deprive inmates of their liberty and deter public and private crime. On the other hand, they also seek to reform convicts in a way that facilitates their reintegration into society by adopting appropriate rehabilitation programs for each prisoner.1 Despite the general deterrent impact of imprisonment, overreliance on such penalties can also have negative consequences – particularly when prisons fail to fulfil the rehabilitation component of their role. Prisons then risk turning into a hotbed that enables even more dangerous criminal behavior. As such, some legal scholars believe that penalties that deprive individuals of their liberties are no longer considered the best or only means to create more stable and secure societies, nor to reduce crime rates.

Throughout the formation and development of the modern state of Egypt,1 health policies played two key roles: First, the state played a powerful and efficient role in the provision of medical services through facilities funded by public treasury revenues. Secondly, it strived to provide these services at the lowest possible costs or free of charge in what is known as the “gratuitousness” policy. Like many other free social policies that took root during the interwar period and were given new impetus with the advent of Arab socialism in the 1960s, the “free public hospital” principle was a subject of conflict between two movements that fiercely competed to control public policy in recent decades. The first movement defended the “gratuitousness” policy through tax-based expansionary fiscal policies targeting the wealthiest segments of society — a model similar to the welfare state adopted in some Western European countries. The second movement believed that tax reduction and redistribution policies in general were of vital importance to help the country attract investments and achieve the highest possible rate of economic growth and capital accumulation — in parallel with the rise of neoliberalism globally. The second movement recommended fiscal policies aimed at reducing the budget deficit, claiming that the latter affects investment opportunities in a multitude of ways. For example, it contributes to the rise of inflation rates, not to mention that public debt crowds out private borrowing opportunities, etc. This movement calls for transforming the interwar and Arab socialism policy legacy into a new pattern relying less on the public treasury and more on middle-class contributions, with “gratuitousness” policies being restricted to the poorest segments of society. This system requires continuous updates to the citizens’ income distribution database to help identify affluent and disadvantaged groups. This movement managed to gain traction in Egypt thanks to two major financial crises in the country. The first took place in the late 1980s with the steep rise in external debt, which led Egypt to adopt economic liberalization policies in the early 1990s known as stabilization and structural adjustment programs, which were supported by the International Monetary Fund (IMF) and the World Bank. The second crisis happened when the global financial crisis reached Egypt and political instability following the 2011 revolution, with the subsequent emergency of a black market for hard currency in 2016, leading to a new phase of financial and monetary policies with the support of the IMF and international donors. During the two crises, international financial institutions were reinforcing their policies in Egypt, particularly the scaling down of social protection policy costs covered by the public treasury. In this context, a new health insurance law was introduced and approved in 2018. The provisions of the new law represented a major transformation in the role of the state in the health sector in Egypt. The law is the first piece of legislation aimed at restructuring the health insurance system in Egypt since the 1960s. In essence, it aims to reduce dependency on “gratuitous hospitals funded by the public treasury” model and, instead, to adopt a new model that is more reliant on the middle-class to fund the public health system via deductions from their income. This model could improve public health services, while enabling the state to maintain its social role in supporting the disadvantaged. As the new health insurance law created a major shift in the history of health policies in Egypt, it also sparked widespread controversy. It is likely to stir even more controversy during its 15-year implementation period. So far, the law has only been applied in a small number of the least populated governorates.2 This research paper is not biased towards either of the two abovementioned movements, as both of them entail numerous contradictions. The “gratuitous” hospital model funded by the public treasury has long been criticized for the poor quality of services, even during its beginnings in the 1960s. The movement defending this model also did not propose any broader perceptions on distributive tax policies to increase public treasury resources, and it focused on the improvement of medical services.

82. Impacting policies: Waste management and advocacy in Lebanon

Since 1994, Lebanon's waste management policy has consisted of implementing a series of emergency plans, each partially and poorly executed, and extended until a new crisis emerged. Devoid of any measures to move to long-term, sustainable planning, these local emergency fixes to the lingering waste crisis have incurred high financial costs for citizens as well as negative environmental, health, and safety impacts. Lebanese citizens are paying a high price for solid waste management (SWM). Lebanon spends $154.5 to manage every ton of solid waste, compared to Algeria, Jordan, and Syria which spend $7.22, $22.8, and $21.55, respectively (Human Rights Watch, 2020). The solid waste sector ranked first in terms of environment-related government spending in Lebanon, with a total of $647 million spent between 1998 and 2008 (Arif & Doumani, 2014). Expenditures on SWM reached $2.2 billion between 1996 and 2015 (Akiki, 2019). Despite these high expenditures, the cost of environmental degradation (COED) from the solid waste sector was around $66.5 million (0.2% of national GDP) in 2012 (Arif & Doumani, 2014), increasing to $200 million (0.4% of GDP) in 2018 (MoE, UNDP, 2019). To date, around 20% of the waste is recovered, out of which only 6% reaches recycling facilities, 36% is landfilled, and 44% is dumped in around 940 open dumps scattered throughout the country (MoE, UNDP, UNHCR, UNICEF, 2020). At the same time, the private company contracted since 1994 to collect and treat much of Lebanon’s waste – Sukleen (part of the Averda Group) – has generated over $170 million in revenues per year, one of the highest waste management revenues in the world (Chaaban, 2016). Sukleen has held a monopoly in waste management in Beirut and Mount Lebanon since the 1990s, when it won a contract for building, testing, and operating a waste incinerator located in the city of Amrousiyeh. Operation at that site was short-lived as angry residents burned the plant down in 1996, but through other contracts, Sukleen came to handle around 50% of the waste generated nationally, serving around 400 municipalities (Chaaban, 2016). The company’s contract was renewed three times by the Council for Development and Reconstruction (CDR) without an open tender. With each contract renewal, collection and processing fees increased, all paid using transfers from the Independent Municipal Fund, an intergovernmental grant system that disburses taxes and fees to municipalities. Successive plans for integrated solid waste management (ISWM) – in 2006, 2010, 2014, 2015 and 2019 – never bore fruit. Instead, Sukleen’s monopoly persisted in Beirut and Mount Lebanon, with its contracts managed by the central government rather than the municipalities. Meanwhile, in other regions, municipalities and federations of municipalities managed their waste following a decentralized approach, with international aid being channelled to finance Mechanical-Biological Treatment (MBT) plants for sorting and composting, achieving low diversion rates from landfills and dumps (Azzi, 2017).

What are the various consequences on a young person’s life trajectory when she or he comes into adulthood in a context of conflict? What happens to anticipated plans for the future – education, marriage, first employment – when they are profoundly disrupted by the eruption of conflict, and what types of coping mechanisms and strategies are adopted by youth in the face of such disruptions? And how does the transition into adulthood in a fluid normative context – where violence can be abundant, gender traditional roles can be upended, and trauma widespread – shape individual political values and beliefs as well as social relations with the community and within the family? In exploring how youth navigate their own lives and construct themselves when the transition to adulthood occurs in a context of conflict, evidence shows that conflict acts as both an opportunity and a constraint to youth in terms of livelihood opportunities, pathways for wellbeing, experiences of political inclusion, and feelings of empowerment and disempowerment. At the same time, though, youth trajectories during contexts of conflict are neither linear nor strictly dependent on the structure of available opportunities. Indeed, how youth make decisions with regards to their own lives, and the factors that influence their decision-making, demonstrate complex processes involving specific contextual factors, the configuration of social relations, and positionality within conflict dynamics, among others. In this sense, youth trajectories in contexts of conflict are both highly diverse and often unexpected but also, critically, can shift repeatedly. Unpacking this complexity is of critical importance, though, if we are to grasp the multiple and even contradictory ways in which conflict impacts the trajectories of young adults. It also critical to understanding the broader implications at the societal level in terms of future patterns of political participation, beliefs, and attitudes as well social and gender relations within and between communities and generations. From 2020-2021, the Arab Reform Initiative undertook a broad research program to investigate the personal trajectories of youth in conflict, focusing on those who have come into adulthood since 2011 in Libya, Iraq, and Syria. This research, based on 75 qualitative semi-structured interviews in each country and, where possible, focus group discussions, has investigated the perceptions and decision-making processes of youth and broader-term implications in political, economic, social, and personal terms. More precisely, this research investigated youth trajectories and broader social and political implications through analysis at three distinct levels. At the micro-level, the research investigated the personal narratives of youth and how they view the impact of the conflict in terms of personal self-construction. This included investigating their decision-making matrices and aspirations, the coping strategies they have found, as well as how they have felt empowered/disempowered in the context of conflict. At the meso-level, the research explored the contextual factors mediating youth’s decision-making and their margins of maneuver, including war and peacebuilding economies, existing programming and external aid for youth, shifting power structures and social hierarchies, and normative fluctuations, conducting intersectional analysis to understand how different social positions (ethnicity, religion, gender, class, etc.) shape different narratives and strategies. Finally, at the meta-level, the research sought to assess the diverse political and peacebuilding content with regards to youth values, agency, and forms of engagement, focusing in particular on youth meaningful political participation, everyday practices of peacebuilding, and the establishment of gender equality if and where it occurred. The study presented here relays the outcomes of the research undertaken with Iraqi youth, where field interviews took place in 2020 in the cities of Mosul and Basra, sites where different types of conflict have occurred, ranging from the violent conflict with ISIS to the transformative social conflict of the Tishreen protest movement. In taking stock of these in-depth and highly personal interviews, this study contributes new knowledge and insights regarding how the transition to adulthood under conflict has impacted the acquisition of experiences and skills, needs and aspirations, and changes in perceptions and perspectives of Iraqi youth. The research presented here thus explores how youth narrate their personal trajectories and the impact of events on their own lives, but also how they understand the country’s political evolution and the nature of the conflict itself. The study explores what factors (moral, ideological, political, social, economic, personal, or other) motivate or drive their decisions, how they perceive of opportunities and constraints for their own pathways, and how they find or create opportunities for themselves. The study also investigates how gender norms and gender performative roles been transformed as a result of the conflicts and the impact of these changes in their own social relations and aspirations for the future. Finally, the study sheds light on Iraqi youth’s personal attitudes towards violence and non-violence, what concepts such as peace, justice, and reconciliation actually mean to them and what they look like in practice, and the extent to which youth perceive of agency in their own lives and the roles they seek to play in renewing the political order and social contract of Iraq.

iles of garbage have again been accumulating on the streets of major Lebanese cities.1 2 A scenario that is all too familiar and takes us back to 2014 when Sukleen – the company contracted to manage solid waste in Beirut and Mount Lebanon – halted its operations and streets were filled with piles of garbage for months. 3 Once again Lebanon is on the verge of another waste crisis, but this time from a more vulnerable and dire state. Solid waste has been ravaging the streets of Beirut and Mount Lebanon for numerous reasons. These include the contractor not getting paid, the high cost of transportation which reduces the frequency of collection,4 the closure of landfills which are at capacity, or even the obstruction of works at the landfills due to trespassers waiting to collect metals and other valuable materials to sell them amid Lebanon’s heaviest economic and financial crises.5 The absence of sustainable and integrated solid waste management (SWM) in Lebanon has denied citizens their right to health.6 Open dumping and burning, which have been occurring due to the inaction of regulatory authorities, have negative health impacts on nearby residents. Some individuals have reported respiratory illnesses and skin problems, while others complain about bad mental health.7 Additionally, open burning could be linked to cancer and heart disease. These practices have disproportionately affected poor communities, given that burning sites are often in their vicinity and that they cannot afford health care.8 Moreover, the cost of environmental degradation due to the lack of a comprehensive SWM plan was equivalent to $66.5 million in 20129 ) and $200 million in 201810 . The cost of environmental degradation is reflected by a loss of welfare demonstrated by the degradation in the quality of life, economic losses, and environmental losses, among others.11 The solid waste sector contributed to around 10% of the country’s greenhouse gas emissions in 2011, largely due to open dumping and burning across the country.12 13 An integrated solid waste management strategy at the national level is the only long-term solution to the solid waste problem. In the absence of such a plan, and following the solid waste crisis in 2015, several grassroots movements, civil society organizations and municipalities have tried to remedy the absence of a national plan by leading small-scale interventions based on sorting at source and waste valorization in order to minimize volumes of waste sent to landfills.14 15 16 However, none of these projects is implementable at the national level, since these initiatives rely on a municipality’s rare, and voluntary will. This paper employs a systems analysis to explore how solid waste mismanagement has been an intentional political decision-making process tailored to nurture and protect dysfunctionality through elite capture and clientelism. The hypothesis will be presented using a Causal Loop Diagram (CLD) which will then be analyzed and validated via case studies involving the municipalities of Beit Mery, Dhour Choueir, and Brih.

This infographics report analyzes and interprets quantitative data that was collected by the Arab Reform Initiative (ARI) in Summer 2021 using an extensive in-person/face-to-face survey targeting 676 youth (aged 18-28) in three Iraqi cities (Baghdad, Al-Basra, and Nineveh-Mosul). By doing so, the report aims at assessing the impact of the 2014 conflict with ISIS in Iraq on the perceptions, aspirations, and actual trajectories of youth living in these three cities, namely in terms of education, employment and livelihoods, political participation, civic engagement and peacebuilding efforts, as well as choices for personal life. The survey is part of the Arab Reform Initiative’s broader work on how youth in Iraq and other Arab countries have navigated armed conflicts in the last decade. We find that the conflict has had a significant negative impact on Iraqi youth’s education and employment, and that this impact is more pronounced on education compared to employment. This impact happened mainly through the channel of economic hardship and – to a lesser extent – the channel of fear, uncertainty, and security concerns. This impact has also largely shaped the surveyed youth’s personal lives and choices. Moreover, surveyed youth expressed apathy towards formal politics and fear of engaging in politics or expressing political views/affiliations/support because of security concerns. The 2014 conflict has had a significantly more negative impact on Iraqi youth’s political participation than on their civic engagement. Although our data shows that the overall impact of the conflict on these different dimensions is significant, the magnitude of this impact is substantially less than one may have expected. We found that the negative impact of the conflict is of a higher magnitude on the actual status quo of Iraqi youth compared to their aspirations and their perceptions of its actual impact. For instance, when asked general questions about the factors affecting their trajectories, Iraqi youth did not or rarely chose “the Iraqi ISIS conflict,” whereas when they were directly asked about the impact of this conflict on their trajectories, their answers exhibited a significant importance given to the conflict. In our report, we present various reasons that explain these observations and discrepancies, some of which come from our data and others from our understanding of the Iraqi context.

87. Who Benefits from Tunisia's Green Hydrogen Strategy?

As the global energy sector sought to revamp itself over recent years, several countries around the world have joined a race toward green hydrogen –labelled “energy of the future”. Unlike grey hydrogen, made by fossil fuels (natural gas) and a significant source of greenhouse gases,1 2 green hydrogen is generated by electrolysis whereby water is split using electricity from renewable energy sources. The combustion of 1kg of this gas produces almost four times more energy than one kilogram of gasoline.3 In 2021, the production of green hydrogen produced represents only 5% of the 94 million tons of overall produced hydrogen globally.4 However, this quantity is bound to rise, given the various strategies developed in the post-Covid economic recovery plans or by strategies to power Europe with alternatives to Russian gas.5 While a global market for green hydrogen is being shaped, Tunisia launched in early 2022 the development of its very own national strategy for green hydrogen to be finalized by 2024. The country has already announced that it will prioritise export6 of this green fuel over local use.7 “Promoting green hydrogen, a growing market in today’s world, is very important to Tunisia,” affirmed GIZ, 8 the Tunisian government’s lead partner in this strategy development project. Although the Tunisian Ministry of Energy has made green hydrogen one of its projects of high importance, civil society, scientists, and potentially affected communities have so far been left out of all conversations. Hence, the country misses a chance to map out eventual risks, environmental and social concerns and to address emerging concerns from the outset. The large-scale production – powered by solar and wind energy megaprojects – requires vast mobilization of several types of resources along the entire production chain of this fuel. When the Ministry of Energy asserts that: “these projects do not entail obvious negative impacts on the environment,” nothing is less verified than such statement. Current discussions focus mainly on Tunisia’s position in this emerging global market, but they rarely touch on the social and environmental costs of this type of major projects. Nonetheless, multiple studies9 were published more recently, warning of the impact of these projects on natural resources – water, land, etc. – in countries heavily affected by climate change. In addition, the benefit of this new sector is questionable in terms of Tunisia’s climate commitments. To this day, the country depends as much as 97% on Algerian gas to produce electricity10 and the energy transition has stagnated. However, it plans to export the bulk of the green hydrogen potentially produced on Tunisian soil mainly to Europe, This was confirmed in interviews and meetings in the context of this report While green hydrogen is a more preferable alternative than more polluting options, its mass production would primarily benefit the energy needs of Europe. This raises another fundamental issue as it is replicating an extractivist model oriented towards international export markets and build on the overexploitation of natural resources. To develop a green hydrogen production strategy, Tunisian authorities along with their European partners, namely Germany, seek to prolong the exploitation of resources of neighbouring countries without sufficiently considering the energy needs of locals, the social and environmental risks, the fact that Tunisia is a water stressed country or the financial debt resulting from such investments.

Abstract:
Regional security dynamics and the constructs to manage them are in flux around the world. Governments are attempting to address a multitude of simultaneous security challenges; determine the depth and scope of achievable and desirable security autonomy versus the unavoidable interdependencies with friends and opponents alike; and maintain a focus on their specific regional hotspots, whilst also positioning themselves for the era of systemic competition between an assertive China and the United States. This research paper analyses the challenges and implications of regional security dynamics in the Middle East and the Indo-Pacific for European security to inform discussions in NATO and the EU on their respective global role and help decide on an achievable level of ambition for dealing with partners and challengers. Against this background, both the European Union and NATO are revising their strategic guidance to produce in 2022 – in the case of the EU – the so-called Strategic Compass, a document to give further shape and substance to the Union’s international security role, and – in the case of NATO – a new Strategic Concept to replace an earlier version developed in 2010. Aspects of international order, geopolitics and regional stability will inform these documents as both organisations will need to tackle their respective global role and decide on an achievable level of ambition for dealing with partners and challengers. NATO’s 2021 Brussels Summit Communiqué suggested that NATO would work to improve its ‘ability to contribute to preserve and shape the rules-based international order in areas that are important to Allied security… [and] increase… dialogue and practical cooperation with existing partners’. In addition, NATO heads of state and government decided to ‘strengthen NATO’s ability to provide training and capacity building support to partners’. The draft Strategic Compass document debated by EU ministers in November 2021 stated that the EU would ‘bolster partnerships where they are mutually beneficial and serve EU values and interests, particularly when there is a shared commitment to an integrated approach to crises and capacity building’, and proposed a range of multilateral, regional and bilateral initiatives to deepen and strengthen partnership formats.

Few governments have reached an enduring consensus on just how quickly and how deeply reforms to their military cyber forces must be made. While consensus points have been reached, these are usually tested within a short period of time by international circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, or whether they warrant radical development pathways and a higher priority than others. One of the most profound influences on the evolution of a country’s military cyber forces and strategies is politics. This paper offers insights into how the governance and organisational factors of domestic politics facilitate or inhibit the dissemination of cyber concepts and capabilities throughout military forces beyond the main signals or cyber intelligence agency. There are at least three reasons to analyse military cyber maturity. The countries currently pursuing such capabilities are not satisfied with the development levels in policy and strategy they have so far reached. There is increasing potential for crippling cyber attacks on key elements of military capability or supporting infrastructure. And no country has yet succeeded in the broad dissemination of cyber capabilities through its armed forces in ways that leading military planners would like. Few governments have reached an enduring consensus on just how quickly and how deeply reforms in the armed forces must be made to satisfy national security needs. While consensus points have been reached, these are usually tested within a short period of time by inter-national circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, akin to artillery or submarines; or whether they are sufficiently transformative of military power to warrant radical development pathways and a higher priority than others. This paper provides an impact matrix which can be used by governments, their armed forces and research analysts to understand the ways in which military cyber reforms can be facilitated or inhibited by governance and organisational processes.

Emerging trends in space ambitions and capabilities of major state actors have given renewed urgency to efforts by NATO and other coalitions to build stronger alliance relations to secure shared interests in space. This report reviews the military ambitions, operations and capabilities of leading and aspiring space powers in order to assess their likely impact on alliances, partnerships or other national-security coalitions. China wants to overtake Russia as a space power by 2035 and become at least a co-equal with the United States by 2045. For its part, Russia is determined to maintain its standing as a space power. Both are testing the boundaries of the existing order in space through various actions, including weapons testing, and both are keen to demonstrate that they now have the capabilities to attack adversary space assets. Partly in response to this, in 2020 the US declared its intention to radically reshape the operating environment of space to better meet its interests, while its allies and partners have announced new space ambitions as well. India and Japan are setting new strategic goals for space policy in response to China’s threatening behaviour. France is positioning itself to climb higher up the ladder of military space power, while the United Kingdom and Germany have set new aspirations for economic gain and further influence on the diplomatic aspects of space. In this environment, military alliances have become more prominent in shaping space policy. The US has stepped up its engagement with other governments, either through existing alliances or new partnerships, to secure its interests. China and Russia, which have few allies of relevance, except perhaps each other, are concentrating on constraining the effectiveness of the United States’ alliances. The three space powers harbour renewed fears of technological surprise by their rivals, and this makes sharing research on space warfare among allies more important than ever. For example, testing of the most visible space weapons, direct-ascent anti-satellite (ASAT) missiles, is escalating – and this is now only one of more than 20 forms of attack on space assets being tested or already in place. But there remain questions about how to achieve scale and military effect using all these methods for wartime operations, including kinetic ASAT weapons: would China or Russia be able to launch successful attacks against the entire military satellite fleet of the US (all 173 units) in the opening stages of a war? Assuming they could not, what proportion of the fleet would have to be disabled for the attack to have a positive military or strategic effect for the attacker?

93. Libyan Youth in Limbo: Coming of Age in Conflict

This study seeks to understand how the transition to adulthood for Libyan youth has been impacted by the context of the past 10 years in conflict. Through in-depth qualitative research carried out with 75 Libyan youth in 2020-2021, the study explores decision-making processes and the types of opportunities and constraints that youth face in terms of education and livelihood, the impact of war on their political beliefs and participation, their understandings of peace and security, and the ways in which war has changed gender norms and relations. The study finds that 2014 represents the pivotal year in terms of their personal trajectories, their critical understandings of dynamics of war and peace, and their own personal sense of wellbeing and hope for the future. With regards to livelihood and employment paths, youth trajectories reveal a complicated dynamic, where opportunities come at a price or with consequences that are counterproductive. On one hand, the conflict in Libya has dismantled old repressive structures, and in the absence of that, there are chances of more independent and ingenious efforts to improve livelihoods. For nearly all participants, for example, the preferred choice of study actually expanded as a result of the opening of society and the political sphere in 2011. Likewise, dynamics of necessity since 2011 have seen the emergence of a new culture for entrepreneurship that is innovative and resilient. Yet at the same time, the destruction of war means that education pathways have been cut short and that the infrastructure needed to make entrepreneurship sustainable for young people, such as a strong financial system and operating legal framework, does not exist. In regards to political beliefs and participation, many youth attest that the 2011 uprising served as a political awakening of sorts, creating new interest in politics and political processes. However, the descent into war has had an almost universally negative impact on their view towards politics and politicians. Deep distrust in politics and a widespread belief in the systemic depths of corruption translates to pervasive apathy for formal political processes and participation. Yet at the same time, Libyan youth who have come into adulthood in a context of conflict have nuanced views regarding how peace can be constructed and the responsibilities required for this peacebuilding process at different levels. This includes the necessity of rehabilitation and the promotion of tolerance, respect for differences, and values of coexistence – all of which must be carried out both by the State, but also critically by communities themselves. For peace to truly exist, though, youth insist on the necessity for justice as a prerequisite. With regards to social relations and gender norms, the conflict has had a dualistic impact on both challenging and reinforcing traditional tropes of masculinity and femininity. Because of extreme loss of economic wellbeing, women youth have found themselves in new jobs, with new responsibilities, and in new public spaces that sometimes break away from traditional gender norms. Yet at the same time, the conflict has also reinforced norms regarding masculinity and the role of men in the family and society. As a result, while youth participating in this study do acknowledge profound shifts in the gender roles and gender relations, the extent to which this is viewed as something positive to be maintained in the post-conflict period is much less certain. Overall, the study finds that youth, facing important psychological trauma and in a perpetual state of uncertainty and instability, have little hope for the future and little ability to plan for their lives. The most reliable strategy they have adopted is that of flexibility and adaptability, with most viewing life outside of Libya as the only real option for the future. In other words, young people are seeking to build their lives elsewhere. Their lack of trust in politics and in the ability that they have to effect change means that core issues related to the resolving conflict and building peace, such as economic and political reform, will continue to be a problem without the younger generation taking active part in contributing to rebuilding of the country. This new generation no longer has the mentality of relying only on the State, but believes instead on pursuing good educational and work opportunities that are more personally fulfilling. They are also acutely aware of the extremely difficult environment in which they try to study or work in, as well as the lack of a broader context that can support them. For youth in Libya today, the pervasive feeling is that they are not safe and cannot set deep roots for fear everything will collapse.

The second half of the twentieth century was marked by national liberation struggles in the colonised countries of Africa and Asia. In Latin America, neo-colonial structures had subordinated the republics founded as independent countries at the beginning of the nineteenth century, cementing their subaltern position in the international division of labour. During decades of global crisis (1914–1948), Latin America saw battles between an oligarchy that violently sought to make the working class pay the price of the economic meltdown and a left-wing tendency boosted by two processes: the growing peasant and trade union organisations on the one hand, and a radicalised middle class on the other. Observing the new forms of material dispossession that made the promises of republican democracy impossible, peasant and worker organisations advanced a discourse highlighting class conflict and patriarchal and neo-colonial domination. They also voiced new visions of the nation state and the perspectives for democratic and socialist internationalism against the unfolding fascism, inspired by the mobilisations and transformations of public power achieved by the Mexican Revolution and the Russian Revolution. The fight for equality and liberation under the leadership of working people is ongoing in the anti-imperialist struggles of our time. In a myriad of ways, women powerfully shaped and continue to shape this struggle against oligopolistic, patriarchal, racist, and neo-colonial capitalism. In the Women of Struggle, Women in Struggle series of Tricontinental: Institute for Social Research, we present the stories of women in struggle who contributed not only to the wider arena of politics, but who also pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the twentieth century. Praxis, as a knowledge of theory and of organisational methods of struggle as they change and respond to history, gives sustenance to ongoing struggles to face oppression. As militants, we study the diverse organisational methods of these women not only to better understand their political contributions, but also to inspire us as we build the organisations necessary for our fight against oppression and exploitation today. In this third study, we discuss the life and legacy of Nela Martínez Espinosa, an Ecuadorian fighter for the people. Nela was a writer and communist activist[i] from an early age with extensive internationalist experience. As the first woman elected to Ecuador’s parliament, she created one of the country’s first mass women’s political organisations in 1938 and, as the first woman minister of the interior, she was effectively in charge of the country in the chaotic three days that followed the insurrection known as La Gloriosa, or the Glorious May Revolution, in May 1944. Nela’s rich life-long activism teaches us about the history of women in local, national, and international struggles that linked women’s rights with anti-capitalist, anti-fascist, anti-racist, anti-colonial, and anti-imperialist struggles throughout the twentieth century. In a speech at Ecuador’s National Congress in 2003 (a year before her death), Nela spoke about becoming the first woman legislator in 1945: I came [to the parliament] for the first time in a trance of my love for this homeland, which is still struggling with itself, but by then had been rescued from a dictatorship that intensified its oppression. Those of us who experienced the dangers of demanding a revolution which was subsequently denied to us were simply moved. A woman in Congress among those who spoke and not simply among those who listened? Those who ruled inherited the colonial way of thinking and acting […] which during the colony destroyed the culture […] of indigenous peoples to the point of becoming part of the norm, the way of life for those who later became the leaders of the republic. The practice that we are speaking of persisted in social norms and especially behaviour. That is why my presence was strange in the National Congress and, on welcoming it, political leaders for the first time also recognised women citizens in the upper echelons of power.

Abstract:
Economic grievances were at the heart of the Arab uprisings which erupted a decade ago. The centrality of those grievances and the workers articulating them has led to a growing research community focused on organized labor in the Middle East and North Africa. In April 2021, Dina Bishara and Ian Hartshorn convened a virtual workshop through Cornell University’s School of Industrial and Labor Relations bringing together a wide range of scholars writing in the area. POMEPS then invited those participants, as well as others who had not presented papers, to participate in a follow-on workshop to continue the discussion in September 2021. The papers in this collection are one of the fruits of this increasingly robust scholarly network.

Abstract:
In February 2022, POMEPS convened a virtual workshop bringing together interdisciplinary contributions from anthropology, public health, political science, history, and human geography. Their geographic scope includes Morocco, Jordan, Lebanon, Iraq, Turkey, Kuwait, and other Gulf countries. The papers grapple with the complexity and diversity of environmental politics and issues across the Middle East. In doing so, they contribute to important trends that have emerged in international and comparative environmental politics more broadly. Many of the papers highlight the importance of field-based research in producing insightful analyses, and all raise important and innovative questions that should inform future research in this area.

Abstract:
Early in the pandemic, POMEPS convened an online workshop with a diverse group of scholars working across the MENA region to discuss the initial impacts and to think through possible trajectories. That workshop resulted in POMEPS Studies 39, which included twenty-one essays ranging across the MENA region. Several major themes ran across those essays. We collectively expected regimes to securitize the pandemic, using the excuse of lockdowns to crack down on a protest wave that had reached multiple countries in 2019 and to further entrench authoritarian rule. We expected variation in state capacity to be a critical variable in terms of the ability of states to effectively respond to the pandemic. And several essays anticipated soft power international competition, as great powers used vaccine diplomacy to sway public attitudes their way. Two years on, how did those predictions hold up? In April 2022, POMEPS convened a follow-up workshop with some of the same scholars and a number of new contributors to assess how well those early projections panned out, and to assess the actual impacts of COVID on the region after two years. We are delighted to now publish the results of that workshop and ongoing conversations among a diverse group of scholars of the region.
