In 2013, leading chocolate companies Mars, Mondelēz, and Nestlé made global commitments to reduce gender inequalities across their cocoa supply chain. This report follows up on these commitments and presents findings on the gender equality programs Mars, Mondelēz, and Nestlé – and their agribusiness suppliers – are implementing in the cocoa supply chain of Ghana, a key sourcing country. Specifically, the report examines the extent to which each of the companies has (1) conducted and published impact assessments on women in their cocoa supply chains in order to understand and show how this population is faring in Ghana; (2) developed a specific action plan to address issues raised by the assessments that could lead to improved conditions for women; (3) signed on to the United Nations’ Women’s Empowerment Principles, a set of seven principles for businesses offering guidance on how to empower women in the workplace, marketplace, and community; and (4) engaged with other powerful actors

Abstract:
The second half of the twentieth century was marked by national liberation struggles in the colonised countries of Africa and Asia. In Latin America, neo-colonial structures had subordinated the republics founded as independent countries at the beginning of the nineteenth century, cementing their subaltern position in the international division of labour. During decades of global crisis (1914–1948), Latin America saw battles between an oligarchy that violently sought to make the working class pay the price of the economic meltdown and a left-wing tendency boosted by two processes: the growing peasant and trade union organisations on the one hand, and a radicalised middle class on the other. Observing the new forms of material dispossession that made the promises of republican democracy impossible, peasant and worker organisations advanced a discourse highlighting class conflict and patriarchal and neo-colonial domination. They also voiced new visions of the nation state and the perspectives for democratic and socialist internationalism against the unfolding fascism, inspired by the mobilisations and transformations of public power achieved by the Mexican Revolution and the Russian Revolution. The fight for equality and liberation under the leadership of working people is ongoing in the anti-imperialist struggles of our time. In a myriad of ways, women powerfully shaped and continue to shape this struggle against oligopolistic, patriarchal, racist, and neo-colonial capitalism. In the Women of Struggle, Women in Struggle series of Tricontinental: Institute for Social Research, we present the stories of women in struggle who contributed not only to the wider arena of politics, but who also pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the twentieth century. Praxis, as a knowledge of theory and of organisational methods of struggle as they change and respond to history, gives sustenance to ongoing struggles to face oppression. As militants, we study the diverse organisational methods of these women not only to better understand their political contributions, but also to inspire us as we build the organisations necessary for our fight against oppression and exploitation today. In this third study, we discuss the life and legacy of Nela Martínez Espinosa, an Ecuadorian fighter for the people. Nela was a writer and communist activist[i] from an early age with extensive internationalist experience. As the first woman elected to Ecuador’s parliament, she created one of the country’s first mass women’s political organisations in 1938 and, as the first woman minister of the interior, she was effectively in charge of the country in the chaotic three days that followed the insurrection known as La Gloriosa, or the Glorious May Revolution, in May 1944. Nela’s rich life-long activism teaches us about the history of women in local, national, and international struggles that linked women’s rights with anti-capitalist, anti-fascist, anti-racist, anti-colonial, and anti-imperialist struggles throughout the twentieth century. In a speech at Ecuador’s National Congress in 2003 (a year before her death), Nela spoke about becoming the first woman legislator in 1945: I came [to the parliament] for the first time in a trance of my love for this homeland, which is still struggling with itself, but by then had been rescued from a dictatorship that intensified its oppression. Those of us who experienced the dangers of demanding a revolution which was subsequently denied to us were simply moved. A woman in Congress among those who spoke and not simply among those who listened? Those who ruled inherited the colonial way of thinking and acting […] which during the colony destroyed the culture […] of indigenous peoples to the point of becoming part of the norm, the way of life for those who later became the leaders of the republic. The practice that we are speaking of persisted in social norms and especially behaviour. That is why my presence was strange in the National Congress and, on welcoming it, political leaders for the first time also recognised women citizens in the upper echelons of power.

The report Survivor-Centred Justice for Gender-Based Violence in Complex Situations is the result of new research conducted by IDLO, in partnership with the Global Women’s Institute at George Washington University, in six countries across the globe with the aim to identify approaches that centre survivors in all efforts to address gender-based violence (GBV) in complex situations. The report is informed by country case studies in Afghanistan, Honduras, Papua New Guinea, the Philippines, South Sudan, and Tunisia, to provide different perspectives of complexity in accessing justice and an analysis of diverse justice mechanisms dealing with GBV in situations of conflict, organized crime, climate disasters, and health emergencies, often intersecting with contexts of legal pluralism and political transition. Research findings show that, in order to be effective, measures and programmes aimed at ensuring access to justice for GBV survivors need to be responsive to women’s specific needs and vulnerabilities, as well as relevant to contextual challenges, while firmly anchored in international gender equality and human rights legal obligations.

4. Heterogeneous impacts of school fee elimination in Tanzania: gender and colonial infrastructure

Abstract:
In this study, we investigate the impacts of the 2002 elimination of primary school fees in Mainland Tanzania. We explore how the magnitude of these effects depends on gender and the size of early investments in the educational infrastructure of Tanganyika. We use the 2002 and 2012 census waves as well as historical information on the location of schools in the late 1940s, and conduct a difference-in-differences analysis. We find that exposure to an average of 1.7 years of free primary education has reduced the proportion of people who have never attended primary education by 6.8 percentage points. The benefits of fee removal have been significantly larger for females compared to males, and females from districts where the size of investments in education was relatively larger during colonial rule have been the greatest beneficiaries.

Abstract:
This paper provides an overview of the participation of women in the digital economy across ASEAN. By using available data sources, it compares and analyses levels of women participation in digital economy related occupations and activities across different ASEAN Member States. Overall, the analysis shows that the gap between women and men is bigger with respect to more advanced metrics of access to the digital economy (including skills; entrepreneurship opportunities; access to science, technology, engineering, mathematics, and tech occupations) than for more basic access metrics. Access to digital economy related occupations and activities is particularly important for ASEAN, which is amongst the fastest growing digital economies in the world. The shift towards digital technologies during the coronavirus disease (COVID-19) pandemic is accelerating pre-pandemic trends and making it even more relevant to gain a better understanding of women participation in the digital economy. The paper concludes by providing an overview of policy initiatives in ASEAN Member States and details possible policy options.

6. Birth Order, Sibling Sex Composition, and Quantity–Quality Trade-offs – Evidence from India

We use two waves of data from the India Human Development Survey to investigate the effect of family size on (i) parental expenditures on children’s education; and (ii) test scores of proficiency in reading, writing, and maths for 8–11-year-old children. We investigate whether these effects vary by gender, birth order of children, and sibling sex composition. We address the endogeneity of family size, using an instrumental variable approach. Our ordinary least squares estimates provide evidence of quantity–quality trade-offs in children’s educational expenditures, the existence of birth-order effects, and a sizeable pro-son bias. For test scores as well, ordinary least squares estimates indicate negative spillovers from additional children. The instrumental variable estimates, in contrast, find no evidence of quantity–quality trade-offs, birth order, or sibling sex composition effects in either expenditures or test scores. However, instrumental variable estimates of the male premium are bigger than ordinary least squares estimates. They also suggest that children enrolled in private schools do no better than those in government schools. Moreover, the advantage that boys appear to have over girls in maths is largely reversed in private schools.

7. Fuelling the Engines of Liberation with Cleaner Cooking Fuel

Abstract:
Using the staggered roll-out of the Indonesian Conversion to Liquefied Petroleum Gas (LPG) Programme, we show that a subsidy for the labour- and time-saving cooking technology increased female labour force participation. The programme also increased household consumption expenditure and the decision-making power of women in the household, especially in financial matters. A back-of-the-envelope calculation suggests that the benefits of switching to LPG far outweighed the costs to the households. Based on previous research, we conjecture that intra-household externalities and gender differences in preferences drive the low rates of adoption of cost-effective technology. The programme’s impact on the financial decision-making power of women suggests that subsidies which empower women, even if temporary, can encourage the adoption and sustained use of beneficial technology.

Since 2014, Sweden, Canada, France, Luxembourg, Mexico and Spain have adopted and declared feminist foreign policies (FFPs) and/or feminist international assistance policies (FIAPs). In doing so, all six countries are embedding gender equality as the central purpose and key goals of their foreign policy commitments. Appetite for this approach at a global level is growing and scholars and advocates have called for greater evidence and awareness of how and why these policies have come about. In response, IWDA implemented a multi-country qualitative research project, From Seeds to Roots: Trajectories towards Feminist Foreign Policy. The purpose of the research is to improve understanding of the trajectories towards adoption of FFPs/FIAPs and deepen knowledge of the factors and conditions that have influence the adoption of these feminist policies.

Abstract:
Conflict and violence monitoring and early warning systems can save lives. Gender-sensitive indicators help provide nuanced and complete contextual information to strengthen the systems’ predictive capacity, but their integration has been infrequent and inconsistent. Overlooking gender in early warning risks ignoring gender norms or behaviors that contribute to violence. It further risks formulating policies and responses that do not account for the differential needs and experiences of women, men, girls and boys. Simply put, we must integrate gender in early warning systems, and the alternative is dangerous.

In Fall 2020, a rapid review of the impact of the COVID-19 pandemic on women peace activists in Colombia, South Sudan, the Philippines and Ukraine was conducted as part of an ongoing partnership between the Global Network of Women Peacebuilders (GNWP) and the New York University Center for Global Affairs (NYU CGA).1 The review found that the crisis has delayed implementation of peace agreements, in particular their gender provisions, shifted women’s peace advocacy to online spaces, impacted the membership composition of women’s peace groups, and diverted women’s organizational energies into humanitarian action to support community resilience.

Lenin announced in 1918 that the experience of all liberation movements attests to the fact that the success of a revolution is dependent on the level of women’s participation. Over a century later, this statement continues to tell the story of the women who have built revolutionary movements and movements of resistance to neoliberalism and – most recently – to reactionary populism. The inspiration of the October 1917 Russian Revolution arrived early in the colonised agrarian continents of the Global South; it raised the hope that the working majority could defeat the exploiting minority. This belief motivated popular struggles and stimulated political organisations around the world. National liberation struggles emerged in Africa and Asia during the 20th century, while the capitalist economies in Latin America experienced the contradictions of dependent growth and saw the rise of their own resistance movements. Women played a crucial role in all of these struggles. In a time of resistance against an aggressive assault of conservative neoliberalism, Tricontinental: Institute for Social Research offers its first publication of Women of Struggle, Women in Struggle. This is an introductory analysis of women’s struggles on the continents of Africa, Asia, and America. The policies of neoliberalism and neofascism put immense pressure on women, who become the primary and principal targets of precariousness, oppression, and exploitation. In this series, Women of Struggle, Women in Struggle, we will present the stories of women in struggle who contributed not only to the wider arena of politics, but in particular those who pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the 20th century. Abstract:
This article assesses the perception of the job market, initial, and long-term coping and adaptation mechanisms employed by Zimbabwe migrant women in South Africa using survey data and Kendall’s coefficient of concordance. It concludes that women migrants perceived the job market as favorable. The demographic and socioeconomic characteristics and initial as well as long-term survival mechanisms of migrant women played significant roles in the coping and adaptation mechanisms. The study recommends that the government clarify policies on foreigners’ business ownership to avert conflicts.

Abstract:
Where are we today with regard to the role of women in science, technology, engineering, medicine (among other fields), women in leadership roles, and what are the challenges that lie ahead of us? In that context, it is very interesting to address both biology and sociology, and the reason we need to address the former is that explanations for why societies manifest in certain ways, or not, often hinge on our recourse to biology in various ways. As far as biology goes, humans are the consequence of hundreds of million years of evolution, from unicellular organisms to multiple kinds of multicellular organisms. There are a great number of animals with behaviour and nervous systems, and functions and physiology, which have many similarities with humans. Many animals run, many walk, many taste and smell in ways we do, and so on. Some animals fly, we do not. That brings us to sociology, and how our societies grew. Humans are distinct from other animals, in that, over evolutionary time, we chanced upon ways by which we could throw objects, and therefore make tools and engineer nature. We could speak and therefore communicate with each other and develop language.

17. Econometric Analysis of Gender and Labour Market Outcomes in Urban Cameroon

In every country, gender disparities are observed in various aspects of daily life, the most visible ones being those related to labour market outcomes. This paper highlights the importance of the labour market related gender disparities in Cameroon with special focus on the relative contribution of identified determinants on unemployment duration, employment status and remuneration. Based on the 2010 Employment and the Informal Sector Survey by the National Institute of Statistics, both parametric and non-parametric analyses of unemployment durations have been used. They include probit model estimates for the choice of non-wage earner status, estimates of Mincer-type equations and various extensions of the Blinder-Oaxaca decomposition. The results obtained can be summarized in three main points as follows. Firstly, women have longer periods of unemployment and are less likely to leave unemployment for a job than men. Results indicate that these gender disparities in exit probabilities from unemployment are due to differences in human capital endowments and to socioeconomic factors, which have a tendency of increasing women’s reservation wage. Also, unobserved heterogeneity with greater positive duration dependence for women is confirmed. Secondly, there are gender differences in probability transitions to either wage or non-wage employment with women being more likely to be self-employed. Of these gender differences, human capital endowment and job search methods account for 20.64% and 38.20%, respectively. The remaining part is due to unobserved factors. Thirdly, gender differences in labour market earnings are around 6% and 17% among wage and non-wage earners, respectively. Observable factors in wage equations account for only for 6% and 30% in the respective groups. These results suggest the formulation of several policies to reduce the observed differences. Some of these policies relate to the conception and implementation of vocational training targeting women and, to some extent, the setting up of programmes for relocating unemployed individuals to where employment opportunities are greater. Fiscal policy can be a powerful tool for governments to help achieve a ‘human economy’, if these policies are designed to address gender inequalities and the gender biases in current macroeconomic thinking. This report uses the case of one element of fiscal policy – public spending – to demonstrate how such policy design could help achieve gender equality and improve human development outcomes in developing countries. The report identifies unpaid care and domestic work as a key area where fiscal policy has a significant impact on gender equality. Using data from Oxfam’s 2017 Household Care Survey in Uganda and Zimbabwe, the report explores the impact on adults’ and children’s/adolescents’ time use of access to improved water sources, electricity, healthcare and childcare. It also considers secondary impacts on measures of well-being and women’s empowerment, including women’s health and decision making.

19. Infrastructure and Equipment for Unpaid Care Work: Household Survey Findings from the Philippines, Uganda and Zimbabwe

Care work is essential for personal wellbeing, a healthy society and a functioning economy. But across the world, it is overwhelmingly done by women, which restricts their opportunities. Policy makers rarely recognize the public responsibility for facilitating unpaid care and domestic work through investments in infrastructure and care services. In 2017, Oxfam’s Women’s Economic Empowerment and Care (WE-Care) initiative conducted a Household Care Survey (HCS), collecting data in the Philippines, Uganda and Zimbabwe, to inform the design of public policies and local development programmes. The study tests which infrastructure, equipment and other factors influence care-work patterns. It finds that access to improved water sources is associated with reduced hours of care work, and household equipment facilitates men’s participation in care. It also finds that heavy workloads related to long hours of unpaid care can impact women’s health and well-being. Perceptions of care work, community expectations and fear of sanctions for deviating from social norms play an essential part in maintaining the gendered division of care work. The report presents recommendations for government and private sector decision-makers, development practitioners and researchers in the area of women’s economic empowerment on how they can contribute to facilitate the recognition, reduction and redistribution of unpaid care work.

Abstract:
The aim of promoting gender equality and women’s rights as integral parts of development efforts is enshrined in the key strategies and plans of many organizations. This is the case for the individual affiliates that comprise Oxfam International (OI), and the Oxfam confederation as a whole. This report sets out to assist Oxfam to better understand and learn from the Confederation’s work in this area to date. The purpose of the report is to provide an initial mapping of work on transformative leadership for women's rights (TLWR) in order to offer suggestions, impetus and a programmatic framework for the development of an ambitious global program on TLWR. It is intended to complement and drive Oxfam’s efforts to bring about the transformation of the pervasive gender inequality that limits women’s wellbeing, confidence and potential, reproduces negative masculinity traits, and contributes to the inequity dominant in contemporary societies.

Women in the Middle East and North Africa region face challenges in their attempts to seek and get justice. Despite some promising legal awareness initiatives, mostly led by civil society, women’s knowledge of their rights and family law is limited. They lack social capital and the financial means to claim their rights, and the systems in place to provide financial support are insufficient and often ineffective. Women’s pursuit of justice is further limited by entrenched patriarchal values at community and court levels. Though some laws in the countries covered by this research have been positively amended recently, women still face discrimination in the judicial system based on their sex, their religion, and their financial status.

Social norms refer to the shared expectations held by a given community. They are often held in place by social approval or rewards for conformity, and by disapproval or sanctions for transgressions. Understanding how and why social norms hold sway can provide a powerful means for understanding the gendered division of work that prevails in many communities and inform strategies aimed at promoting change. This report summarizes the main findings from the qualitative research conducted in August 2017 to support on the identification of the main social norms related to unpaid care and domestic work in rural communities in four districts in Zimbabwe. The research served to identify who the leaders are that communities look up to in order to validate social norms change. It helped to identify nascent opportunities for changes in the gendered division of labour, and what the implications are of the findings for planning and practice in addressing inequalities on unpaid care and domestic work.

In Latin America and the Caribbean, 1831 women died at the hands of men in 2016, and three out of ten women have suffered male violence during their lives. In recent years, countries in the region have made significant progress in tackling the problem by adopting national laws to protect women. This legislative progress is a significant step forward, but gaps in implementation allow a culture of impunity for men who commit violence against women and girls. Without adequate financing and effective means to prevent, report and punish violence against women, the problem will not go away. This report provides insights into the prevalence of belief systems and gender norms among young women and men in the region. It looks in depth at the most entrenched beliefs and behaviours among the younger population and provides ample evidence that we must challenge and change the prevailing belief systems and gender norms if we are to make real progress in guaranteeing the right of all women and girls to a life free from violence. Since August 2017, hundreds of thousands of Rohingya refugees have fled Myanmar for camps in the Cox's Bazar district of Bangladesh. The research for this report was conducted to identify the needs, vulnerabilities, risks and concerns of Rohingya refugee and host community women, girls, men and boys in Cox's Bazar, as well as the skills and opportunities on which they can build. The analysis shows various gaps in the humanitarian response for both communities, especially in terms of accountability, communication with affected communities and disaster preparedness, but also in equitable access to services, in particular for women and girls, and especially for the Rohingya community. The report presents a range of recommendations for agencies responding to the crisis, including on water, sanitation and hygiene; menstrual hygiene management; food security and nutrition; livelihoods; gender-based violence; community and household power structures; women's and girls' leadership; unpaid care work; coping strategies; and community cohesion, among others.

This report examines the distribution of unpaid care and domestic work in households in the Ugandan districts of Kaabong, Kabale and Kampala. It seeks to understand the connection between social norms and the gendered division of work, including how much time women, men, boys and girls spend on paid work and unpaid care work in a day, as well as how this time use varies between urban and rural areas and between the districts in the study. The authors look closely at childcare, who undertakes it and why. They also analyse what kinds of services are available in each district that might ease the care workload for women and girls. The report makes recommendations for the Ugandan government and relative authorities on how they can recognize, reduce and redistribute care work through policy changes, labour-saving devices and technology, better infrastructure and the provision of care services.

Around half of women in Tunisia have experienced some form of violence in their life. Over 90% of the population thinks women should be discreet to avoid violence in public spaces. From the perspective of Oxfam and dozens of women’s rights organisations, social norms that legitimise gender inequality and violence are rooted in the deeply entrenched belief – found, to some extent, in every country – that men and boys are more valuable than women and girls. ENOUGH, a worldwide Oxfam campaign, aims to replace harmful social norms with more positive ones that promote gender equality and non-violence. To better understand how social norms are constructed among young people in Tunisia and how they influence behaviour, Oxfam Tunisia conducted formative research by interviewing 40 young men and women and analysing the results with experts, NGOs and bloggers working on violence against women and girls (VAWG). From the research and subsequent analysis in a workshop, three social norms were identified as drivers of violence: women should not strive for equal decision-making status in their relationship; women should prioritise home and family over public or professional life; and women should behave in public in a way that respects male domination. This research will inform the development of the ENOUGH campaign in Tunisia, sharpening its focus on changing the norms that underlie VAWG.

This case study takes a retrospective look at the 2010-11 Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG-ECHO) Small-Scale Disaster Project in La Paz and the context within which it took place. Our research found that absorptive, adaptive, and transformative capacities can be fostered by iterative development processes. It also demonstrated that disaster risk reduction and climate change adaptation are strongly tied to resilient, sustainable, long-term development. Resilience, however, is not an a priori conceptual framework of development programming; rather it is a life process engendered within specific communities. Consequently, development practitioners must construct programs based on rigorous, ethical, and sound research integrating scientific with local and ancestral knowledge. This is the only approach that can generate environmentally healthy and productive, sustainable, and equitable life systems. This report is part of a series that seeks to draw lessons from resilience projects in Latin America and the Pacific.

31. Measuring Impact: A Meta-Analysis of Oxfam’s Livelihoods Effectiveness Reviews

This paper presents the results of a meta-analysis examining the overall impact of 23 livelihoods projects evaluated as part of Oxfam GB’s Effectiveness Reviews between 2011 and 2016. Results show a statistically significant, positive impact on the welfare of participants, measured by household consumption and wealth. Analysis indicates an increase in household consumption of approximately 6.6% (95% confidence interval from 1.6% to 11.9%). While some projects had more positive results than others, these differences are not explained by regions, whether the country has lower-income or middle-income status, whether households were initially poorer than average, nor by project scale, budget or duration. However, there is some evidence that female-headed households have tended to benefit less from the projects than male-headed households. Projects that targeted a specific agricultural product or products (such as vegetables, coffee or dairy production) were generally found to be successful in promoting production and sales.

Northern Uganda has suffered from chronic food shortages and high levels of poverty, political insecurity and adverse environmental conditions. Women can be particularly disadvantaged, constrained by a lack of access to and control over resources, patriarchal exploitation, and harmful social norms. Oxfam implemented a series of interventions in Karamoja to support women’s livelihoods and promote their socio-economic empowerment and rights. One of these was the Piloting Gender Sensitive Livelihoods in Karamoja (PGSLK) project. This report assesses two evaluations of the project: a quantitative impact evaluation, which found that its economic empowerment activities in Kotido had a positive impact for women overall; and a qualitative follow-up study designed to dig deeper into the findings about care work as part of Oxfam’s Women’s Economic Empowerment and Care initiative (WE-Care). This report discusses the implications of its results for addressing care in women’s empowerment (particularly in post-conflict settings in Uganda and beyond), and reflects critically on the process of the evaluation itself and how it might be improved.

Despite impressive economic growth recorded in Ethiopia over the past decade, chronic food insecurity affects many. The country’s subsistence crop and livestock agriculture is vulnerable to climate change and rainfall variability. The Ethiopian Somali region is one of the regions worst affected. A shortage of rainfall in the region over the past three consecutive years has resulted in huge losses of livestock and internal displacement of people. Although the drought affects everyone, men and women experience the impacts of the drought differently. The objective of this gender analysis is to understand the different impacts of the drought on men, women, girls, and boys, and their different coping mechanisms and potentials, in order to design and deliver humanitarian interventions responsive to their different needs. The study was conducted in Somali region, in six kebeles (wards/towns) of six woredas (districts) in the Jarrar, Doolo, and Afder zones.

In the arid and semi-arid land (ASAL) counties of Kenya, people are experiencing a food security and nutrition crisis as a result of the drought that has worsened since August 2016. The drought has undermined coping capacities and exacerbated vulnerabilities, for example by destroying livelihoods and triggering local conflicts over scare resources. This report draws on research conducted in two ASAL counties – Turkana and Wajir – on how people are coping. The main objective of the research was to understand the gendered needs, vulnerabilities and capacities of people in Turkana and Wajir and the specific gendered risks they face, in order to identify opportunities for increasing their agency, voice, participation and economic empowerment. The study also sought to understand the interactions between duty bearers and people affected by the drought, and the capacity of duty bearers to provide humanitarian assistance. The report presents key findings from the research and recommendations on how to strengthen the humanitarian response.

Exploring the role and status of women in Bosnia and Herzegovina is difficult, especially when it comes to the representation of women in the security sector institutions. Following the adoption of the Action Plan for the Implementation of UN Security Council Resolution 1325 on "Women, Peace and Security” progress has been made regarding the inclusion of a greater number of women in substantive roles in the security sector institutions in BiH. However, the analysis carried out reveals that the majority of these institutions still do not meet the minimum standard set for minority gender representation in government institutions (40%). Traditional views and prejudices about the understanding of gender roles are believed to still negatively affect the ability of many girls and women to build professional careers in areas such as defence and the police. Awareness and understanding of the importance of gender equality principles, both of individual security institutions and the entire system in general, should help address these barriers to entry and enable the greater acceptance of women in all fields of work.

Besides human rights protection and social welfare improvement, fostering female participation in the economy can stimulate growth with human capital accumulation and enhance the competitiveness of businesses. But women face many barriers to participating in the labor market, particularly in high productivity sectors, due to limited investments in education, time burdens from care responsibilities, legal prohibitions to land ownership, and sexual harassment and violence. We find evidence that improving access to infrastructure and public services, reforms in inheritance laws, family friendly workplace policies, and reduction in levels of violence can significantly improve women’s economic empowerment.

In rapidly urbanizing developing countries, the prevalence large-scale informality within urban economies increases social vulnerabilities, stifles worker productivity and dampens regional economic growth. With the prospect of better jobs attracting millions into cities each year, rising urban poverty levels are encouraging international nonprofits to allocate greater resources toward urban programs. Our fieldwork in Pakistan reveals that above all else, urban informal workers require improvements in public service delivery, skillset development and collective bargaining capacity. We propose implementing future urban programs through an iterative learning, adaptation and implementation approach allowing nonprofits to leverage greater impact from finite resources.

This paper explores the broad issues of Gender, Water and Migration among rural dwellers in Ghana. Particular emphasis is paid to women who seek to improve their life chances and reduce their level of poverty through out-migration from their indigenous homeland primarily to urban and small town enclaves. It updates research on migratory trends in Ghana and examines the socio-economic and health conditions of rural women as a consequence of poor access to water, sanitation, and hygiene (WASH). The politics of water access and impact of globalization and disasters, among other factors, are raised to highlight how such phenomena linked to issues of climatic change and migration, can lead to loss of indigenous knowledge (IK) in rural communities. The paper ends with an overview of how one organization, WaterAid Ghana (WAG), is attempting to alleviate rural women’s poverty by providing sustainable WASH services delivery and advocating for WASH as a basic essential service and right. The use of culturally appropriate and endogenous development is proposed, with the right requisite levels of local and government leadership and financing, to reduce WASH related poverty, support rural development and reduce migration of men and women to overburdened cities where slums are developing without adequate WASH services and negative health outcomes.

In the recent socio-economic culture of Afghanistan, as in most countries since the industrial revolution’s introduction of the artificial division between production and reproduction, women’s participation in the labour economy, whether productive or reproductive, has been invisible and unaccounted for in much policy-making, planning and budgeting. In parallel, socio-cultural practices specific to Afghanistan—often an uncertain mix between the Shari’āh and the customary laws followed by different ethnicities and tribes—have adversely affected the living conditions of women and girls. As a consequence, women’s practical and strategic needs have not been addressed by consecutive regimes. In parallel, the discourse of women’s human rights has not permeated much of the more recent rhetoric around “gender empowerment” to materially and politically improve the lives of women and girls in Afghanistan.
