Abstract:
The COVID-19 pandemic has worsened the extreme inequality in Southern African Development Community (SADC) countries, and pushed millions into poverty. The economic crisis continues due to the obscene global vaccine inequality. As of end March 2022, a dismal 14% of SADC citizens had been fully vaccinated against COVID-19, compared with 65.5% in the United States and 73% in the European Union. In 2021, with infections rising in SADC, the critical health, social protection and economic programmes put in place by most governments in 2020 were rolled back and replaced with austerity, in the context of growing debt burdens and lack of external support for country budgets. Such austerity has been built into IMF programmes in the region. Recovering from the pandemic, however, offers SADC governments a once-in-a-generation opportunity to do what their citizens want: increase taxes on the wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and increase workers’ rights as well as tackling joblessness and precarious work. With external support, including through debt relief and aid, they could reduce inequality drastically and eliminate extreme poverty by 2030.

The COVID-19 pandemic has pushed millions into poverty in East Africa, and worsened inequality. The economic crisis continues, due to the obscene global vaccine inequality, which means that only 4% of East African citizens had been fully vaccinated against COVID-19, compared with 71% in high-income countries by mid-January2022. Many East African governments were already hamstrung by high debt and budget deficits before the pandemic, preventing them from responding with large recovery programmes. Other governments did increase spending, but five are now forecasting major budget cuts for 2022–26. These cuts will stop them combating the increases in poverty and inequality that have resulted from COVID-19. However, building back during and after the pandemic offers East African governments a once-in-a-generation opportunity to do what their citizens want: make their economic systems fairer by increasing taxes on wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and improving workers’ rights. With external support, including through comprehensive debt relief and more aid, they can reduce inequality drastically and eliminate extreme poverty by 2030.

Abstract:
The 2022 Commitment to Reducing Inequality (CRI) Index is the first detailed analysis published looking at governments’ policies and actions to fight inequality during the first two years of the pandemic. This fourth edition of the CRI Index reviews the spending, tax and labour policies and actions of 161 governments during 2020–2022. COVID-19 has increased inequality worldwide, as the poorest people were hit hardest by both the disease and its profound economic impacts. Yet the CRI 2022 Index shows clearly that most of the world’s governments failed to mitigate this dangerous rise in inequality. Despite the biggest global health emergency in a century, half of low-and lower-middle-income countries saw the share of health spending fall during the pandemic, half of the countries tracked by the CRI Index cut the share of social protection spending, 70% cut the share of education spending, while two-thirds of countries failed to increase their minimum wage in line with gross domestic product (GDP). Ninety-five percent of countries failed to increase taxation of the richest people and corporations. At the same time, a small group of governments from across the world bucked this trend, taking clear actions to combat inequality, putting the rest of the world to shame.

Abstract:
International financial institutions (IFIs) have been playing a vital role in the response to the COVID-19 pandemic and will play an equally important role in the recovery and ‘build back anew’ agenda. This is particularly true of the World Bank Group (WBG), given its high volumes of committed investments across sectors, especially in low-income and vulnerable countries. This report presents, through case studies, how care-responsive the World Bank’s COVID-19-related investments have been in four member countries: Bangladesh, Cambodia, Nepal and the Philippines. It does so by using the Care Principles and Care-Responsiveness Barometer for IFIs to assess the nature of the WBG’s COVID-19 investments in these select countries, and by building evidence through a gender- and care-responsive budget review. The report demonstrates that the Bank has a foundation for care-inclusion upon which to build, and urges it to adopt a more comprehensive care-responsive approach to its operations in order to move towards rebuilding a more gender-just and equal future.

Abstract:
The COVID-19 shock intensified existing imbalances and divergence trends within the EU as well as underlying societal tensions, with potentially long-lasting consequences for social and political stability. The EU response to the epochal challenge posed by the pandemic has been strong and thorough, with the relaxation of fiscal rules and an unprecedented mobilisation of regional resources. However, implementation challenges abound, amid growing political instability and governance flaws in many member countries. The effectiveness of the long-term response to the pandemic also represents an inflection point for the durability and strength of the European project, offering the opportunity to turn the tide of existing trends of popular dissatisfaction with traditional politics and institutions (including the EU) and rising political risk.

Abstract:
The pandemic was not an unforeseen event. Foresight reports, policy simulations and national risk assessments had long included a similar challenge among the possibilities. Nevertheless, when the coronavirus pandemic came the world was not prepared and despite the existence of a myriad of international organisations, alliances and friendships, the reactions were mostly national and inward-looking. Governments started to spend vast amounts of resources on fighting the pandemic, looking for preventatives and cures, and propping up their own economies when the primary weapon in the arsenal to fight the pandemic was the so-called ‘lockdown’. Many governments will emerge from the coronavirus pandemic laden with debt and a severely depressed outlook for economic growth. It is conceivable that among the second- and third-order effects of the pandemic is an accelerated rebalancing of power away from the Euro-Atlantic community. This could threaten the ability of NATO and EU member states to shape and defend the rules-based international order. The pandemic itself may be a driver of instability and insecurity at a time when the ability to deliver stabilising measures and crisis-management capacity is weakened. Divergent recoveries could create conditions that see an accelerated rebalancing of global power and the development or disintegration of global alliances. While levels of uncertainty caused by the pandemic remain high, it is now possible to attempt a first assessment of the geo-economic and geopolitical implications of the pandemic. In geo-economic terms, it is useful to take stock of the costs of the pandemic and attempt to evaluate who wins and who loses as a result. In geopolitical terms, there are important questions relating to international order and great-power politics, as well as the ability of multinational institutions to contribute to problem solving in the age of COVID-19, especially in the face of a resurgence of nation-state power. From the perspective of security and defence policy, the pandemic further complicates an already challenging picture, straining resources while adding to a long list of relevant threat vectors and risks. Between September and December 2020, the IISS and the Hanns Seidel Foundation convened six web-based discussion meetings, bringing together a group of international experts and officials to pursue three parallel strands of debate – economics, international order, and security and defence. This paper, written by IISS staff, draws on these conversations and is informed by them. It does not represent a shared assessment or a consensus view among the participants, but it hopefully serves to provide some orientation and fuel for constructive debate in a world that very much remains in flux.

As the COIVD-19 pandemic forced the United States to scale down its massive Defender exercise in Europe, the Chinese military continued its multinational exercise programs with Cambodia, Russia, and Pakistan, despite China’s strict domestic lockdowns. These exercises highlight how China is wielding a form of military power commonly overlooked in assessments of its rise. Today, states leverage their armed forces not only for warfighting or coercion, but also to manage international relationships. Military power includes not only the capacity to conquer and compel, but also the ability to create advantage through attraction and persuasion—a concept I call “shaping.” Unlike military strategies of warfighting or coercion, shaping relies less on force and more on the use of persuasion to change the characteristics of other militaries, build closer ties with other states, and influence the behavior of allies. China’s leaders increasingly understand the value of using their military to shape the international system in their favor. American policymakers, if they wish to compete effectively, ought to take shaping more seriously as well.

Abstract:
Militarisation refers to a process where societies (states, institutions, and citizens) prioritise, organise, prepare for and respond to threats or crises with military action or violence. This policy brief highlights how many countries across the world, including South Africa, adopted a militarised response to the COVID-19 pandemic. In South Africa, this militarised response has been noted by the deployment of the SANDF to assist with the enforcement of COVID-19 regulations as well as through the noticeable increase in the use of excessive force in response to protests.

9. The Impact of COVID-19 on Global Production Networks: Evidence from Japanese Multinational Firms

Using aggregate-level data on Japanese multinational corporations (MNCs) in major host countries and regions, this paper investigates the impact of COVID-19 on global production and supply chains with a focus on East Asia. I use the numbers of COVID-19 cases and deaths as measures of the impact of the pandemic. I find that the pandemic had substantial impacts on the performance (sales, employment, and investment) of Japanese MNCs and global supply chains (exports to Japan and exports to third countries) in Q1–Q3 2020. China recovered quickly in Q2 and grew in Q3, whilst the countries of the Association of Southeast Asian Nations and the rest of the world had still not fully recovered in Q3 2020. Importantly, lockdown and containment policies in host countries had large negative impacts on the sales and employment of Japanese MNCs. In contrast, I did not find positive effects of economic support policies on firm performance. Interestingly, whilst the firm expectations and business plans of Japanese MNCs were negatively affected by the COVID-19 pandemic, their business confidence increased with strong overall government policy responses in host countries in Q1 2020.

10. Demand and Supply Shocks of COVID-19 and International Production Networks: Evidence from Japan’s Machinery Trade

Abstract:
This paper investigated the impacts of COVID-19 on international production networks in machinery sectors by shedding light on negative supply shocks, negative demand shocks, and positive demand shocks. Specifically, we examined changes in trade in the periods of falling trade during the first wave of COVID-19 using Japan’s machinery trade at the most disaggregated level and decomposed them into two intensive margins, i.e. the quantity effect and the price effect, and two extensive margins, i.e. the entry effect and the exit effect. Our empirical results demonstrated that i) trade relationships for parts and components are robust, and international production networks are almost intact, so far; ii) the intensive margin, mostly the negative quantity effect, induces the largest negative effects in the transport equipment sector amongst four machinery sectors; iii) positive demand shocks for specific products that are related to teleworking, disinfection, and stay-home activities partially explain sectoral differences; iv) direct negative supply shocks from China, suggested by a negative quantity effect and a positive price effect, exist in February 2020, with possible indirect negative supply shocks and substitution of source countries; and v) negative demand shocks are confirmed from negative quantity and price effects in many cases. As of October 2020, Japan’s machinery trade seems to have largely recovered. If the COVID-19 pandemic lasts long, however, prolonged negative demand shocks would hurt production networks in East Asia.
