1. Regional security and alliances in the Middle East and the Indo-Pacific: implications for European security

Regional security dynamics and the constructs to manage them are in flux around the world. Governments are attempting to address a multitude of simultaneous security challenges; determine the depth and scope of achievable and desirable security autonomy versus the unavoidable interdependencies with friends and opponents alike; and maintain a focus on their specific regional hotspots, whilst also positioning themselves for the era of systemic competition between an assertive China and the United States. This research paper analyses the challenges and implications of regional security dynamics in the Middle East and the Indo-Pacific for European security to inform discussions in NATO and the EU on their respective global role and help decide on an achievable level of ambition for dealing with partners and challengers. Against this background, both the European Union and NATO are revising their strategic guidance to produce in 2022 – in the case of the EU – the so-called Strategic Compass, a document to give further shape and substance to the Union’s international security role, and – in the case of NATO – a new Strategic Concept to replace an earlier version developed in 2010. Aspects of international order, geopolitics and regional stability will inform these documents as both organisations will need to tackle their respective global role and decide on an achievable level of ambition for dealing with partners and challengers. NATO’s 2021 Brussels Summit Communiqué suggested that NATO would work to improve its ‘ability to contribute to preserve and shape the rules-based international order in areas that are important to Allied security… [and] increase… dialogue and practical cooperation with existing partners’. In addition, NATO heads of state and government decided to ‘strengthen NATO’s ability to provide training and capacity building support to partners’. The draft Strategic Compass document debated by EU ministers in November 2021 stated that the EU would ‘bolster partnerships where they are mutually beneficial and serve EU values and interests, particularly when there is a shared commitment to an integrated approach to crises and capacity building’, and proposed a range of multilateral, regional and bilateral initiatives to deepen and strengthen partnership formats.

Abstract:
Salvaging resources from waste containers and landfills, waste pickers are the main suppliers to the recycling sector in Jordan, yet they often live in poverty and are exposed to multiple risks. The Jordanian government seeks to integrate waste pickers into formal waste management processes, but progress has been slow. Based on interviews with formal and informal actors in the waste sector, this study provides an overview of waste pickers’ socioeconomic conditions and operations and explores pathways for their integration that could support the recycling sector’s potential to create jobs, alleviate poverty and protect the environment.

Abstract:
In May 2022, Lebanon is hosting its first parliamentary elections since the popular uprising of October 2019, when massive protests took place to denounce the current ruling elites. This research looks at voter turnout and behavior on the eve of the elections and examines the will for political change. It argues that in the current Lebanese context, there needs to be further political awareness-raising, and campaigns should be more inclusive of women and the queer community. Independent campaigns should focus on developing strong governing capacities that voters can trust, and create further space for civic and political engagement on the local and national levels.

Economic grievances were at the heart of the Arab uprisings which erupted a decade ago. The centrality of those grievances and the workers articulating them has led to a growing research community focused on organized labor in the Middle East and North Africa. In April 2021, Dina Bishara and Ian Hartshorn convened a virtual workshop through Cornell University’s School of Industrial and Labor Relations bringing together a wide range of scholars writing in the area. POMEPS then invited those participants, as well as others who had not presented papers, to participate in a follow-on workshop to continue the discussion in September 2021. The papers in this collection are one of the fruits of this increasingly robust scholarly network.

In February 2022, POMEPS convened a virtual workshop bringing together interdisciplinary contributions from anthropology, public health, political science, history, and human geography. Their geographic scope includes Morocco, Jordan, Lebanon, Iraq, Turkey, Kuwait, and other Gulf countries. The papers grapple with the complexity and diversity of environmental politics and issues across the Middle East. In doing so, they contribute to important trends that have emerged in international and comparative environmental politics more broadly. Many of the papers highlight the importance of field-based research in producing insightful analyses, and all raise important and innovative questions that should inform future research in this area.

Abstract:
Early in the pandemic, POMEPS convened an online workshop with a diverse group of scholars working across the MENA region to discuss the initial impacts and to think through possible trajectories. That workshop resulted in POMEPS Studies 39, which included twenty-one essays ranging across the MENA region. Several major themes ran across those essays. We collectively expected regimes to securitize the pandemic, using the excuse of lockdowns to crack down on a protest wave that had reached multiple countries in 2019 and to further entrench authoritarian rule. We expected variation in state capacity to be a critical variable in terms of the ability of states to effectively respond to the pandemic. And several essays anticipated soft power international competition, as great powers used vaccine diplomacy to sway public attitudes their way. Two years on, how did those predictions hold up? In April 2022, POMEPS convened a follow-up workshop with some of the same scholars and a number of new contributors to assess how well those early projections panned out, and to assess the actual impacts of COVID on the region after two years. We are delighted to now publish the results of that workshop and ongoing conversations among a diverse group of scholars of the region.

Abstract:
This research report summarizes findings of a rapid study of variations in the ways young people, ages 15-30, especially young women, are engaged in country-level planning on issues of peace and security across six country case studies: the Democratic Republic of Congo (DRC), Iraq (including the Kurdistan Region of Iraq, or the KRI), Jordan, Nigeria, the Philippines and Tunisia. The research findings provide a preliminary indication of some common concerns expressed by young people who are engaged in peace activism. These concerns include the ways government officials seek to engage youth in national peace and security initiatives and policy development. Particular attention was paid to how young women are encouraged to participate and the ways their specific concerns are addressed within youth-led peacebuilding organizations and networks, in both official Youth, Peace and Security (YPS) processes and by organizations involved in implementing the Women, Peace and Security Resolutions.

The report Survivor-Centred Justice for Gender-Based Violence in Complex Situations is the result of new research conducted by IDLO, in partnership with the Global Women’s Institute at George Washington University, in six countries across the globe with the aim to identify approaches that centre survivors in all efforts to address gender-based violence (GBV) in complex situations. The report is informed by country case studies in Afghanistan, Honduras, Papua New Guinea, the Philippines, South Sudan, and Tunisia, to provide different perspectives of complexity in accessing justice and an analysis of diverse justice mechanisms dealing with GBV in situations of conflict, organized crime, climate disasters, and health emergencies, often intersecting with contexts of legal pluralism and political transition. Research findings show that, in order to be effective, measures and programmes aimed at ensuring access to justice for GBV survivors need to be responsive to women’s specific needs and vulnerabilities, as well as relevant to contextual challenges, while firmly anchored in international gender equality and human rights legal obligations.

Since 1994, Lebanon's waste management policy has consisted of implementing a series of emergency plans, each partially and poorly executed, and extended until a new crisis emerged. Devoid of any measures to move to long-term, sustainable planning, these local emergency fixes to the lingering waste crisis have incurred high financial costs for citizens as well as negative environmental, health, and safety impacts. Lebanese citizens are paying a high price for solid waste management (SWM). Lebanon spends $154.5 to manage every ton of solid waste, compared to Algeria, Jordan, and Syria which spend $7.22, $22.8, and $21.55, respectively (Human Rights Watch, 2020). The solid waste sector ranked first in terms of environment-related government spending in Lebanon, with a total of $647 million spent between 1998 and 2008 (Arif & Doumani, 2014). Expenditures on SWM reached $2.2 billion between 1996 and 2015 (Akiki, 2019). Despite these high expenditures, the cost of environmental degradation (COED) from the solid waste sector was around $66.5 million (0.2% of national GDP) in 2012 (Arif & Doumani, 2014), increasing to $200 million (0.4% of GDP) in 2018 (MoE, UNDP, 2019). To date, around 20% of the waste is recovered, out of which only 6% reaches recycling facilities, 36% is landfilled, and 44% is dumped in around 940 open dumps scattered throughout the country (MoE, UNDP, UNHCR, UNICEF, 2020). At the same time, the private company contracted since 1994 to collect and treat much of Lebanon’s waste – Sukleen (part of the Averda Group) – has generated over $170 million in revenues per year, one of the highest waste management revenues in the world (Chaaban, 2016). Sukleen has held a monopoly in waste management in Beirut and Mount Lebanon since the 1990s, when it won a contract for building, testing, and operating a waste incinerator located in the city of Amrousiyeh. Operation at that site was short-lived as angry residents burned the plant down in 1996, but through other contracts, Sukleen came to handle around 50% of the waste generated nationally, serving around 400 municipalities (Chaaban, 2016). The company’s contract was renewed three times by the Council for Development and Reconstruction (CDR) without an open tender. With each contract renewal, collection and processing fees increased, all paid using transfers from the Independent Municipal Fund, an intergovernmental grant system that disburses taxes and fees to municipalities. Successive plans for integrated solid waste management (ISWM) – in 2006, 2010, 2014, 2015 and 2019 – never bore fruit. Instead, Sukleen’s monopoly persisted in Beirut and Mount Lebanon, with its contracts managed by the central government rather than the municipalities. Meanwhile, in other regions, municipalities and federations of municipalities managed their waste following a decentralized approach, with international aid being channelled to finance Mechanical-Biological Treatment (MBT) plants for sorting and composting, achieving low diversion rates from landfills and dumps (Azzi, 2017).

10. Iraqi youth in contexts of conflict: Fragmentation, divergent strategies, and the impossibility of inclusion

Abstract:
What are the various consequences on a young person’s life trajectory when she or he comes into adulthood in a context of conflict? What happens to anticipated plans for the future – education, marriage, first employment – when they are profoundly disrupted by the eruption of conflict, and what types of coping mechanisms and strategies are adopted by youth in the face of such disruptions? And how does the transition into adulthood in a fluid normative context – where violence can be abundant, gender traditional roles can be upended, and trauma widespread – shape individual political values and beliefs as well as social relations with the community and within the family? In exploring how youth navigate their own lives and construct themselves when the transition to adulthood occurs in a context of conflict, evidence shows that conflict acts as both an opportunity and a constraint to youth in terms of livelihood opportunities, pathways for wellbeing, experiences of political inclusion, and feelings of empowerment and disempowerment. At the same time, though, youth trajectories during contexts of conflict are neither linear nor strictly dependent on the structure of available opportunities. Indeed, how youth make decisions with regards to their own lives, and the factors that influence their decision-making, demonstrate complex processes involving specific contextual factors, the configuration of social relations, and positionality within conflict dynamics, among others. In this sense, youth trajectories in contexts of conflict are both highly diverse and often unexpected but also, critically, can shift repeatedly. Unpacking this complexity is of critical importance, though, if we are to grasp the multiple and even contradictory ways in which conflict impacts the trajectories of young adults. It also critical to understanding the broader implications at the societal level in terms of future patterns of political participation, beliefs, and attitudes as well social and gender relations within and between communities and generations. From 2020-2021, the Arab Reform Initiative undertook a broad research program to investigate the personal trajectories of youth in conflict, focusing on those who have come into adulthood since 2011 in Libya, Iraq, and Syria. This research, based on 75 qualitative semi-structured interviews in each country and, where possible, focus group discussions, has investigated the perceptions and decision-making processes of youth and broader-term implications in political, economic, social, and personal terms. More precisely, this research investigated youth trajectories and broader social and political implications through analysis at three distinct levels. At the micro-level, the research investigated the personal narratives of youth and how they view the impact of the conflict in terms of personal self-construction. This included investigating their decision-making matrices and aspirations, the coping strategies they have found, as well as how they have felt empowered/disempowered in the context of conflict. At the meso-level, the research explored the contextual factors mediating youth’s decision-making and their margins of maneuver, including war and peacebuilding economies, existing programming and external aid for youth, shifting power structures and social hierarchies, and normative fluctuations, conducting intersectional analysis to understand how different social positions (ethnicity, religion, gender, class, etc.) shape different narratives and strategies. Finally, at the meta-level, the research sought to assess the diverse political and peacebuilding content with regards to youth values, agency, and forms of engagement, focusing in particular on youth meaningful political participation, everyday practices of peacebuilding, and the establishment of gender equality if and where it occurred. The study presented here relays the outcomes of the research undertaken with Iraqi youth, where field interviews took place in 2020 in the cities of Mosul and Basra, sites where different types of conflict have occurred, ranging from the violent conflict with ISIS to the transformative social conflict of the Tishreen protest movement. In taking stock of these in-depth and highly personal interviews, this study contributes new knowledge and insights regarding how the transition to adulthood under conflict has impacted the acquisition of experiences and skills, needs and aspirations, and changes in perceptions and perspectives of Iraqi youth. The research presented here thus explores how youth narrate their personal trajectories and the impact of events on their own lives, but also how they understand the country’s political evolution and the nature of the conflict itself. The study explores what factors (moral, ideological, political, social, economic, personal, or other) motivate or drive their decisions, how they perceive of opportunities and constraints for their own pathways, and how they find or create opportunities for themselves. The study also investigates how gender norms and gender performative roles been transformed as a result of the conflicts and the impact of these changes in their own social relations and aspirations for the future. Finally, the study sheds light on Iraqi youth’s personal attitudes towards violence and non-violence, what concepts such as peace, justice, and reconciliation actually mean to them and what they look like in practice, and the extent to which youth perceive of agency in their own lives and the roles they seek to play in renewing the political order and social contract of Iraq.

11. Unpacking solid waste management policies in Lebanon: Public policies based on power-sharing politics rather than evidence-based decision-making

iles of garbage have again been accumulating on the streets of major Lebanese cities.1 2 A scenario that is all too familiar and takes us back to 2014 when Sukleen – the company contracted to manage solid waste in Beirut and Mount Lebanon – halted its operations and streets were filled with piles of garbage for months. 3 Once again Lebanon is on the verge of another waste crisis, but this time from a more vulnerable and dire state. Solid waste has been ravaging the streets of Beirut and Mount Lebanon for numerous reasons. These include the contractor not getting paid, the high cost of transportation which reduces the frequency of collection,4 the closure of landfills which are at capacity, or even the obstruction of works at the landfills due to trespassers waiting to collect metals and other valuable materials to sell them amid Lebanon’s heaviest economic and financial crises.5 The absence of sustainable and integrated solid waste management (SWM) in Lebanon has denied citizens their right to health.6 Open dumping and burning, which have been occurring due to the inaction of regulatory authorities, have negative health impacts on nearby residents. Some individuals have reported respiratory illnesses and skin problems, while others complain about bad mental health.7 Additionally, open burning could be linked to cancer and heart disease. These practices have disproportionately affected poor communities, given that burning sites are often in their vicinity and that they cannot afford health care.8 Moreover, the cost of environmental degradation due to the lack of a comprehensive SWM plan was equivalent to $66.5 million in 20129 ) and $200 million in 201810 . The cost of environmental degradation is reflected by a loss of welfare demonstrated by the degradation in the quality of life, economic losses, and environmental losses, among others.11 The solid waste sector contributed to around 10% of the country’s greenhouse gas emissions in 2011, largely due to open dumping and burning across the country.12 13 An integrated solid waste management strategy at the national level is the only long-term solution to the solid waste problem. In the absence of such a plan, and following the solid waste crisis in 2015, several grassroots movements, civil society organizations and municipalities have tried to remedy the absence of a national plan by leading small-scale interventions based on sorting at source and waste valorization in order to minimize volumes of waste sent to landfills.14 15 16 However, none of these projects is implementable at the national level, since these initiatives rely on a municipality’s rare, and voluntary will. This paper employs a systems analysis to explore how solid waste mismanagement has been an intentional political decision-making process tailored to nurture and protect dysfunctionality through elite capture and clientelism. The hypothesis will be presented using a Causal Loop Diagram (CLD) which will then be analyzed and validated via case studies involving the municipalities of Beit Mery, Dhour Choueir, and Brih.

12. Perceptions and Trajectories of Youth in Baghdad, Al-Basra, and Mosul after the 2014 Conflict with ISIS

This infographics report analyzes and interprets quantitative data that was collected by the Arab Reform Initiative (ARI) in Summer 2021 using an extensive in-person/face-to-face survey targeting 676 youth (aged 18-28) in three Iraqi cities (Baghdad, Al-Basra, and Nineveh-Mosul). By doing so, the report aims at assessing the impact of the 2014 conflict with ISIS in Iraq on the perceptions, aspirations, and actual trajectories of youth living in these three cities, namely in terms of education, employment and livelihoods, political participation, civic engagement and peacebuilding efforts, as well as choices for personal life. The survey is part of the Arab Reform Initiative’s broader work on how youth in Iraq and other Arab countries have navigated armed conflicts in the last decade. We find that the conflict has had a significant negative impact on Iraqi youth’s education and employment, and that this impact is more pronounced on education compared to employment. This impact happened mainly through the channel of economic hardship and – to a lesser extent – the channel of fear, uncertainty, and security concerns. This impact has also largely shaped the surveyed youth’s personal lives and choices. Moreover, surveyed youth expressed apathy towards formal politics and fear of engaging in politics or expressing political views/affiliations/support because of security concerns. The 2014 conflict has had a significantly more negative impact on Iraqi youth’s political participation than on their civic engagement. Although our data shows that the overall impact of the conflict on these different dimensions is significant, the magnitude of this impact is substantially less than one may have expected. We found that the negative impact of the conflict is of a higher magnitude on the actual status quo of Iraqi youth compared to their aspirations and their perceptions of its actual impact. For instance, when asked general questions about the factors affecting their trajectories, Iraqi youth did not or rarely chose “the Iraqi ISIS conflict,” whereas when they were directly asked about the impact of this conflict on their trajectories, their answers exhibited a significant importance given to the conflict. In our report, we present various reasons that explain these observations and discrepancies, some of which come from our data and others from our understanding of the Iraqi context.

Abstract:
Iran’s ballistic missile systems, supplemented by cruise missiles and UAVs, are intended not only for deterrence, but for battle, including by Iran’s regional partners. In a new report, the IISS provides a detailed assessment of Iran’s missiles, and the manner and purposes for which it has been proliferating them. Nuclear issues are the exclusive focus of the negotiations on the restoration of the 2015 Joint Comprehensive Plan of Action, which have taken place in Vienna. The Western powers are keen, however, to engage in follow-on talks to address Iran’s missiles and activities in the region. To inform the public policy debate on the latter matters, the IISS has produced a fact-rich technical assessment of Iran’s current missile and uninhabited aerial vehicle (UAV) capabilities and its proliferation of these technologies to Iran’s regional partners.

How does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? Fabian Hinz considers Iran’s new missile-proliferation strategy. The proliferation of ballistic missiles and artillery rockets to non-state actors by the Islamic Republic of Iran is a constant source of tension in the Middle East. Yemen’s Houthi rebels conduct ballistic-missile strikes on Saudi Arabian cities, airports and oil installations; Hizbullah’s ever-growing rocket and missile arsenal sparks Israeli consideration of military options; and Iranian proxies rocket the United States’ installations in Iraq on an almost weekly basis. But how does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? For years, the answer has been through smuggling. In one example, on 19 March 2021 Saudi Minister of State for Foreign Affairs Adel al-Jubeir claimed that all Houthi missiles fired at the Kingdom were ‘made in Iran’, and there is ample evidence that Houthis were the recipients of weapons such as Iran’s short-range Qiam ballistic missile. Iran doubtlessly continues to directly transfer missiles outside its borders to some degree. However, in recent years smuggling has been augmented by two other transfer methods: the provision of guidance kits to modify existing stockpiles of artillery rockets, and the wholescale provision of manufacturing capabilities. Iranian support for enabling local rocket production is not new. Reports about the rocket arsenals of Palestinian factions in Gaza regularly cite Iranian assistance for domestic manufacturing, and Hizbullah’s alleged missile factory in the Beqaa Valley became the topic of competing accusations in the Israeli–Hizbullah relationship. However, closer examination of Iranian sources, documents likely leaked by Israeli intelligence and the missiles unveiled by the Houthis reveal a strategy of empowering Iranian proxies that is more comprehensive than previously thought. In cooperation with Iran’s missile industry, the Quds Force (QF) of the Islamic Revolutionary Guard Corps (IRGC) appears intent on enabling all its main proxies to be able to autonomously manufacture artillery rockets and precision-guided missiles. Also, a special development effort seems to be aimed at creating simple artillery rockets and short-range-missile systems and production units custom-tailored for local production.

While both the proliferation and combat use of ballistic missiles in the Middle East have attracted a lot of attention, cruise missiles remain an often-overlooked regional proliferation challenge. Once the exclusive realm of the Middle East’s sole nuclear power, Israel, the proliferation of cruise-missile systems has steadily picked up pace in the last two decades. Iran and Turkey have joined Israel in the club of nations developing and producing their own cruise missiles, with the United Arab Emirates (UAE) appearing to take first steps in this direction. Other countries, such as Algeria, Egypt, Kuwait, Qatar and Saudi Arabia, have already purchased cruise missiles from abroad or appear intent on doing so in the near future. This trend is not limited to state actors, however. With strong technical and material support from Iran, Yemen’s Houthi rebels have employed cruise missiles in their ongoing missile and uninhabited aerial vehicle (UAV) campaign against the Saudi-led coalition. The drivers of cruise-missile proliferation in the region are as diverse as the systems themselves. Their ability to evade or overcome defensive systems makes them an attractive option in a region experiencing a proliferation of increasingly advanced surface-to-air missiles as well as ballistic-missile-defence systems. Cruise missiles also give actors that lack modern air forces the ability to strike targets deep inside the territory of better-equipped adversaries. They are therefore well suited to serve as tools of asymmetric warfare as well as asymmetric deterrence. At the same time, however, they have also become an essential piece of weaponry for advanced modern fighter jets and therefore a logical choice for countries already operating highly capable air forces. Naval-based cruise missiles offer a long-range strike capability for expeditionary warfare and serve as a tool for regional power projection. In the case of Israel, submarine-launched cruise missiles also serve as the primary pillar of the country’s nuclear second-strike capability. However, the drivers of cruise-missile proliferation go beyond narrow military needs and considerations. Several Middle Eastern states are engaged in ambitious efforts to develop local arms industries, with precision-guided munitions, aerial stand-off weaponry and UAVs being a particular focus. Benefiting from the existing technological overlap with these systems, cruise missiles represent both an attractive and realistic option for ambitious military-development projects. They are also an advanced weapons system whose production and development was for a long time limited to a small number of highly developed countries, thus lending their producers considerable prestige. There is little doubt that cruise missiles have an impact on regional stability. As with other uninhabited systems, cruise missiles do not entail the risk of human losses for their users, and this factor potentially lowers the threshold for their use. Cruise missiles’ ability to evade detection and interception, and their effectiveness in conducting long-range precision strikes, might also provide incentives for the adoption of pre-emptive strategies, thus lending another element of instability to local crises. Most importantly, however, cruise missiles – like ballistic missiles and, to some extent, UAVs – defy traditional air superiority and by extension the military hierarchies associated with it. They can therefore serve as powerful tools for actors seeking to upend existing military balances, and they incentivise attempts to so.

The determination of regional actors in the Middle East to procure or develop ballistic and cruise missiles shows no immediate signs of abating, and the possibility of even further regional proliferation has driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. Missiles have long played a key, if relatively understudied, role in Middle Eastern security dynamics. According to Dennis Gormley’s 2017 estimate, over 90% of all missiles used in conflict since the Second World War have been in the Middle East. Today, the determination of regional actors to procure or develop ballistic and cruise missiles shows no immediate signs of abating. Missiles play a growing role in national defence doctrines in the region and many states are driven to acquire them due to the increasing appreciation of their utility as conventional precision-strike systems, as well as symbols of military prowess. Their frequent use by local and external powers in recent and ongoing conflicts in the Middle East and the possibility of even further regional proliferation have driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. These two themes form the paper’s two parts. The paper starts by exploring some of the key contemporary trends related to missiles in the Middle East. It examines the various regional powers interested in advanced missiles and the emergence of non-state actors as users and developers of missile technology. It also explores the regional appeal of cruise missiles and considers the growing use of advanced missiles as conventionally armed stand-off weapons. Finally, this section explores the regional interplay between offensive and defensive missiles. The second part of the paper charts some of the recent attempts to develop regional arms controls and considers some of the approaches to missile control, including some cross-cutting themes that any missile control efforts might wish to address. While missile holdings in the Middle East have grown in terms of the types, ranges and platforms used, this paper focuses its examination on ballistic and cruise missiles of ranges exceeding 250 kilometres. The value and reach of this range can vary in different sub-regional settings but is used here as a rough metric indicating the ability to target across borders, as well as a reflection of a degree of technical capability. While the paper incorporates land-attack missiles, it excludes missiles that are closely tied with battlefield or tactical missions, such as those with shorter ranges as well as anti-ship and air-defence platforms. Similarly, armed uninhabited aerial vehicles (UAVs) are excluded from the analysis. While their use has grown in prominence, particularly in some regional conflicts including in Syria, Libya and Yemen, they form a separate category of weapons with distinct dynamics, and thus pose different questions for arms control.

The tax system in Lebanon is unfair and inefficient. As part of rethinking Lebanon’s policies in light of the current crisis, this paper proposes key reforms to make tax incidence more progressive; strengthen tax compliance; and broaden the tax base. It also calls for considering a one-off wealth tax to help resolve the current crisis in a socially fair manner. It posits that the fight for fiscal justice and effectiveness needs to become more central in political debates as a just fiscal system is a requisite of any vision for a “new Lebanon”.

In 2003, for the first time in decades, Iraqis in the diaspora were able to return to their former homeland and help in the rebuilding of their country. Many returned in 2003 with ambitious plans and ideas to help in the country’s development, some through political parties and others through civil society. Due to political developments in Iraq however, and the subsequent ethno-sectarian political system installed under the US-led intervention, diaspora mobilization has been affected and shaped by homeland politics and dynamics, privileging some while thwarting others. Indeed, the post-2003 political system contributed to the fragmentation of diasporic mobilization along ethnic and sectarian lines due to homeland political dynamics. This, in turn, has shaped the issues and the type of transnational and translocal mobilization carried out by different groups. Focusing predominantly on the UK context and to a lesser extent the Swedish one,[i] this study explores both top-down and bottom-up approaches to Iraqi diaspora transnational mobilization, and assesses the opportunities and constraints for coordination in diasporic transnationalism. Drawing on 15 semi-structured interviews conducted with community gatekeepers, organizational representatives, and professionals working in specific sectors, as well as numerous informal interviews, and supplemented by interviews conducted from 2013 to 2018 in both London and Stockholm, this study assess the different waves of migration and socio-economic profiles of Iraqi migrants, how pivotal moments in Iraq’s recent history have affected diasporic transnationalism, and underlines the hindrances to mobilization. The study finds that where the first waves of UK migration saw the arrival of political and religious elites, medical professionals, and artists, latter waves saw the arrival of less skilled and educated workers, as well as refugees. This provides the background both to Iraqi diasporic mobilization and links to the post-2003 political system and to the fragmentation that would ensue. While some diasporic elites went on to serve in the Iraqi government, other diaspora individuals worked through civil society, providing development, training, knowledge transfer, and social welfare. The study also finds that the instability in Iraq, homeland dynamics affecting the positionality of groups vis-à-vis the country, and lack of funds are major obstacles to broader mobilization. To this point, while there is no denying the will of the diaspora to help in the rebuilding of Iraq, distrust in the diaspora among ethnic and sectarian groups presents a particular challenge to collaboration and cooperation. Building trust and reconciliation, helping to create a platform between diaspora groups, the wider public, and Iraqi organizations, and focusing efforts on cultural, heritage, health, and developmental issues – and avoiding party politics – could help overcome these obstacles to allow the diaspora to play a greater role in supporting the Iraqi state and society.

The phenomenon of mobilization among the diasporas emanating from the MENA region is in many ways not new. Historic diasporas communities, such as the Armenian, Palestinian, Kurdish, and Lebanese, have existed for multiple decades, and their contributions to their homelands has been both documented in the literature and promoted by policymakers and development organizations alike. This includes both the economic impact of MENA diasporas and the critical importance of financial remittances to supporting development and growth back home,1 but also various forms of political mobilization that have been undertaken by diasporic communities for the purpose of contributing to nation/state-building2 and recognition processes3 or, under certain conditions, contesting homeland regimes.4 In this vein, much of the literature has focused on more traditional forms of diaspora political mobilization,5 including lobbying and advocacy work designed to shape international public opinion and pressure foreign governments. The idea that Arab diaspora communities can be viewed not only as an economic actor but also, potentially, a political one is not in itself new. Yet, much of this literature on Arab diasporas has been focused on unidirectional flow of remittance – from those in diaspora back to the homeland. Likewise, the view of diaspora communities as either a resource to be harnessed or a threat to be contained has been largely informed by the political and geopolitical realities of host and home states.6 Our observations of diaspora political mobilization dynamics and the role that Arab diasporas can play in shaping homeland politics have been enlarged since 2011. Over the last decade, the many political, social, and economic upheavals that have transpired in the region – spanning national uprisings challenging the existing order, deepened authoritarianism and the closure of civic space, economic collapse and the undermining of collective morale, and the onset of violent intractable conflict – have produced multiple waves of migration of those seeking safe harbor abroad.7 While the image of Syrian migrants partaking in dangerous journeys to reach European shores dominates the popular narrative, the reality of this exodus from the Arab region over the last decade is much more complex.8 Indeed, what has evolved in the post-2011 period are Arab diaspora communities that have different and more diverse sociopolitical profiles from earlier epochs, with different degrees of attachment, identification to, and engagement with their homeland – both among new arrivals but also, importantly, those who have long since been in diaspora or who are second or third generation abroad. These Arab diaspora communities have also seen increased dispersal in terms of the geographic locations of resettlement, including both the enlargement and heterogenization of existing host sites but also the emergence of new destinations. Alongside these transformations in the profiles and locations of these Arab diasporas has been the emergence of new forms of political remittances, involving the transfer of political ideas, norms, and practices in multidirectional flows that challenge the state-bounded concept of transnational politics.9 These new political remittances and forms of diaspora community organization and mobilization are in many cases actively seeking to make substantive changes to homeland politics and to respond to the cascading crises at home. Yet in other cases, they are instead efforts on the parts of diaspora members to navigate the liminal and uncertain status of being caught somewhere along the spectrum of “here” and/or “there.” This collection of studies, written by Oula Kadhum, Houda Mzioudet, and Maysaa Shuja Al-Deen, seeks to investigate more closely these transformations within Arab diasporas in the post-2011, and to shed light onto what is actually “new” about them. Through three in-depth case studies looking at Iraqi, Libyan, and Yemeni communities in different locations abroad, the studies presented here assess the transformations within these diasporas in terms of profiles of members and locations of exile and how conflict dynamics at home inform not only patterns of migration but also relationships within diaspora communities themselves. The studies also expose new forms and directional flows of political remittances that are taking place, and the various factors that mediate the act of remitting politically. This includes assessing how political identity is formed/transformed through the experience of exile and observation of conflict dynamics from quite different external vantage points, as well as the impact of multiple and overlaying political opportunity structures. Finally, the studies shed light on the impact of these political remittances and offer an assessment of the opportunities and constraints that these new Iraqi, Libyan, and Yemeni diasporas face in their own efforts to contribute to rebuilding, reconstructing, and reimagining their homelands.

On 17 October 2019, Lebanon saw the rise of a popular movement denouncing the widespread corruption of the country’s ruling class. Dubbed the 17 October Uprising, the unprecedented movement swept through various major Lebanese cities, including Beirut, Saïda, Tyre, Tripoli, and many others. In parallel, academics and activists debated the importance of having various organizational frameworks (partisan, union-based, or professional) that could take charge of organizing popular protests. These organizations would help frame demands in political agendas that play a crucial role in achieving the desired democratic transition.[i] This discussion – or at least parts of it – resulted from the almost total absence of any effective official union role in the popular movement, as opposed to other uprisings in the Arab region, where independent professional associations or trade unions played a pivotal role in the action. They demanded change, organized protests, and even took part in negotiations – such as in Sudan’s case).[ii] In fact, a quantitative study carried out during the 17 October Uprising showed that 95% of protestors were unaffiliated with trade unions. It also revealed that only 5% of demonstrators were affiliated with free-profession unions, such as non-labour professional associations or unions that include physicians, lawyers, nurses, engineers or the Teacher Union for example.

he overthrow of the dictatorial regime in Iraq on 9 April 2003 raised many questions about the prospects for change, which did not occur in the country by internal will, but rather by foreign intervention. External powers left the country war-torn and without a clear internal social base to manage and organize the process of change. The collapse of institutional structures, the need for new institutions, and the strong desire to break free from the constraints of the past motivated protesters and civil movements to take over Iraqi streets. These protests began since the very first days of political change after 9 April 2003. For instance, hundreds of military personnel who were discharged held protests in Baghdad; thousands protested against the American occupation in Najaf; and dozens demonstrated in support of the Personal Status Law, rejecting its amendment by the Islamists who joined the government for the first time after the dictatorial era had come to an end. Intellectuals, journalists, and activists played a leading role in mobilizing people and shaping public opinion, as well as in defending individual and collective freedoms since the first years following a regime change. These continuous activities, which lasted for an entire decade after 2003, led to the formation of a parallel union to the official Iraqi Journalists Syndicate, which was established in 1959. This experience contributed to successes that have had an impact on Iraqi media, culture, and society overall. The trajectory of this union also offered profound lessons about collective volunteer work, which is essential to the establishment of any similar union in the early stages. The importance of this paper lies in the fact that the National Union of Journalists is the first union to demonstrate continuity and lasting influence over an extended period, not to mention that it has had a significant impact on the political process, the lives of journalists, and the experience of collective work. The importance of delving into the experience of the national union also stems from the fact that it challenged the prevailing obedience to the State as the historically dominant employer and sole economic rent provider. As such, the emergence of the national union was a breakthrough, as the overall context discouraged such experiences. It was not in the interest of citizens, most of whom were State employees, to adopt projects that challenged its policies. This study aims to explore a unique experience of union action led by young independent journalists. It explores the difficulties of establishing unions in Iraq – not only because of the limited margin of freedom – but also because of the ongoing economic, legal and political problems that have lasted for several decades.

The role of social media’s fast coverage is ever more important in shaping grander narrative and exposing state bias. Al Jazeera and Al Arabiya, both state-sponsored media, are emblematic of how these narratives are formed in the MENA region. This paper analyzes and compares the content of tweets from the official Twitter breaking news accounts of Al Jazeera and Al Arabiya in order to observe the narratives and better identify the bias. Doing so, it aims to expose the tight link between the framing of breaking news and the changing political dynamics in the region.

In February 2020, the editors of this volume organized a POMEPS workshop that explored the origins of the disciplinary divide between the study of Africa and the Middle East, examining issues that span both regions (i.e., cross-border conflict, Islamist politics, social movements and national identity, and Gulf interventionism.) In February 2021, we convened another workshop, sponsored by POMEPS and the newly-founded Program on African Social Research (PASR, pronounced Pasiri) centered on racial formations and racialization across the two regions. Both workshops centered around the need for a genuinely transregional scholarship, one which rejects artificial divisions between ostensibly autonomous regions while also taking seriously the distinctive historical trajectories and local configurations of power which define national and subregional specificities. The workshop brought together nearly two dozen scholars from across multiple disciplines to explore the historical and contemporary politics of racial formation across Africa and the Middle East.

The International Atomic Energy Agency (IAEA) was formed in 1957 to promote the peaceful use of nuclear energy and to inspect civilian nuclear materials and activities to deter military diversions. To decide the frequency of inspections and inspection criteria, the IAEA set its safeguard standards with the objective of assuring “timely detection of diversion of significant quantities of nuclear material from peaceful nuclear activities to the manufacture of nuclear weapons.” The two nuclear weapon designs developed and detonated during World War II were the “gun-type” and “implosion” designs. Because implosion device technology requires much less fissile material than guntype technology, the IAEA significant quantity6 (SQ) values were determined based on the fissile material requirements of nuclear implosion devices like the plutonium-based “Fat Man” detonated over Nagasaki in 1945. Utilizing implosion designs perfected in the late 1940s, however, the explosive yields achieved in 1945 can be produced with much less fissile material. Table 1 lists the fissile material requirements of contemporary nuclear weapon technology. “Low Technical Capability” in Table 1 refers to the Mark III implosion device set off at Nagasaki. “Medium Technical Capability” refers to implosion designs perfected in the late 1940s and “High Technical Capability” in Table 1 refers to the implosion technologies the United States perfected in the 1950s.

Abstract:
One of the effects that Gulf Arab countries extend to the entire Middle East is that of stabilization through financial assistance. Huge oil export revenues are transformed into financial aid and funneled into neighboring Arab countries. The Middle East and North Africa region (MENA) is known throughout the world as a region where no progress has been made in democratization. Thus, if financial assistance from the Gulf Arab countries is stabilizing the systems of neighboring countries, it suggests that the Gulf Arab countries are hindering democratization in MENA. Such concerns can be traced back to Beblawi (1987) but have never been demonstrated. In this paper, official development assistance (ODA) statistics and democratization indicators will be used to conduct a preliminary analysis of the effects of financial assistance provided to MENA by the Gulf Arab countries in curbing democratization.

In 2020, in the midst of a global coronavirus pandemic, food insecurity and crises became more serious worldwide. In October 2020, the United Nations World Food Programme (WFP) was awarded the Nobel Peace Prize for its humanitarian assistance in conflict areas around the world. WFP Executive Director David Beasley said, "Food is the best vaccine." However, in the Middle East and North Africa (MENA) region, where conflicts in Syria, Yemen, Libya and other countries continue, there have been concerns of serious hunger even before the coronavirus outbreak. In addition to conflicts, the region is regarded as one of the most vulnerable to the impacts of climate change, which is considered to have been one of the factors in these conflicts. This short paper intends to offer an overview of the common challenges faced in pursuing food security in the MENA region and discuss their prospects.

It is no exaggeration to say that Iran has been one of victims most suffered from the Trump administration's 'America First' policy in the four years since President Trump's inauguration in 2017. The main cause was Trump's unilateral declaration on May 8, 2018 to withdraw from the Joint Comprehensive Plan of Action (JCPOA) and resume sanctions against Iran. Furthermore, in May 2019, the United States imposed a total embargo on Iranian oil and sent the aircraft carrier Abraham Lincoln and bomber units to the Middle East, heightening the risk of military conflict between the two countries.

There is no question that China's presence in the Middle East is growing significantly. Will China continue to deepen its involvement in the region and play a role in shaping the regional order, taking the place of the United States? In other words, will China practice major power diplomacy in the Middle East? The view among researchers in China and elsewhere1 over this question is divided. To categorize their arguments into two camps, there is a cautious engagement theory that warns against the risk of getting caught up in the turmoil in the Middle East and recommends (or predicts) that China protect its economic interests while maintaining political neutrality vis-à-vis the Middle East as it has done so far. On the other hand, there is an active engagement theory advocating (or foreseeing) that China deepen its engagement, proactively participate based on the responsibility of a major world power in solving problems in the Middle East, and actively propose its own ideas in order to protect Chinese interests in the Middle East.

Abstract:
Russia’s ability to project power into the region remains limited today, and the status quo seems tolerable. But there are risks to U.S. interests in the future. The United States’ military withdrawals from Afghanistan, the Gulf and Iraq have significantly affected both U.S. regional posture and perceptions of U.S. commitment. Against that backdrop, the United States confronts multiple challenges as it seeks to “do more with less” in the region. Russia’s opportunities in the region increase as U.S. involvement decreases. Moscow’s “low investment, high disruption” approach works because it leverages the self-interest of actors, stakeholders, and governments in pursuit of limited aims. The U.S. approach of “high investment, low disruption” to preserve favorable regional balances of power is more costly and affords the United States less latitude, since it is rooted in principles and values. Russia is well-positioned (along with China) to undermine U.S. interests incrementally. That is true in MENA itself and, given the impact of Russia’s activities in this region for U.S. strategic advantages, in other regions of importance to the U.S., such as Europe and Asia. Countering Moscow’s efforts now should, therefore, be an important element of a revised and more comprehensive, yet also tailored, U.S. approach to the MENA region. What is needed is an adapted approach that leverages the United States’ comparative advantages to mitigate Moscow’s influence and that includes shifting some of the current U.S. presence to a more agile and unpredictable posture. Throughout the report, regional countries are categorized into four groups reflecting their anticipated vulnerability to Russian influence-building: (1) “Russia’s friends” (Iran and Syria); (2) “Balancers critical to NATO’s power projection” (Libya and Turkey); (3) “U.S. friends requiring sustained attention” (Egypt and Iraq); and (4) “U.S. allies seeking limited engagement with Russia” (the GCC and Israel). The U.S. should tailor its efforts to: contain Russia’s influence in Iran and Syria, roll back Russia’s influence in Libya and Turkey, manage Russia’s influence — especially on the military and defense sectors —in Egypt and Iraq, and offer reassurance to the GCC and Israel in order to minimize Russian influence in those countries.

Abstract:
In the last decade, there have been considerable changes in Turkey’s regional policies, especially in terms of the increasing use of hard power. Such changes are largely in response to regional rivalry, refugee flow from Syria and the revival of Kurdish issues, as well as strained relations with Turkey’s traditional allies, such as the United States and the European Union, among other factors. In the first decade of its rule, the AKP government moved away from Turkey’s traditional approach to foreign policy by adopting soft power in its relations with the states in the Middle East region. However, following the Arab Spring, and especially 2016, the AKP government embraced a “forward defence” doctrine, reminiscent of the security policies of the 1990s. At the end of the Cold War, Turkey reoriented its defence posture around a security-oriented approach due to its geostrategic location. This defence posture was based on the belief that Turkey has an unstable but strategically important location and hence needs powerful armed forces to employ hard power to protect its interests and security. Naturally, security threat perceptions reached their peak in Turkish foreign policy and Turkey came to the brink of using military force against several states such as Greece, Cyprus and Syria. Modernisation of armed forces and development of national defence industry were among the policies adopted during this era. The forward defence doctrine is key to Turkey’s policy in Syria and Libya. Given the dominant role played by Turkey in Syria, AKP has intensified its military activities beyond the Syrian border with the aim of preventing the expansion of the YPG and advance of the Syrian army into Idlib, which would trigger a large influx of refugees. Maritime disputes between Turkey, Greece and Cyprus in the Aegean Sea and Eastern Mediterranean intertwined with geopolitical tensions and rivalry between Turkey and its regional rivals such as France, Egypt and the United Arab Emirates. In response to its regional isolation and to block these developments, Turkey signed two Memoranda of Understanding, on maritime delimitation and on security cooperation, with the UN-backed Government of National Accord (GNA) in Libya. The recent shift in Turkey’s security policy is in line with the basic principles of the AKP government’s grand strategy, which seeks to reposition Turkey as a central state in the international and regional system.

Iraq was long neglected by Middle East political scientists, rarely treated as a comparative case for studies of democratization or social mobilization and generally viewed as an exceptional outlier case in studies of authoritarianism. Islamist movements in Iraq received little attention, despite the participation of a Muslim Brotherhood-affiliated party in government as well as the fascinating array of Shi‘i Islamist movements and parties that have competed in elections and governed the country since 2005. The neglect of Iraq had many causes. Prior to 2003, Saddam Hussein’s security state offered little access to researchers of any kind, while the intense violence and insecurity in the decade after his overthrow deterred most scholars who were not embedded with coalition authorities or the U.S. military. Political opposition to the invasion and occupation of Iraq may also have led scholars to avoid research which they thought might somehow vindicate the Bush administration’s calls for democratization through regime change. In recent years, however, the study of Iraq has undergone a quiet renaissance. Iraq has become comparatively safer and more open to academic research than in the past, while other Arab countries have become closed to researchers or less safe. New outrages since the 2011 Arab Uprisings, such as the debates over intervention in Syria, Libya, and Yemen, have perhaps eased the unique stigma surrounding the post-2003 Iraqi project, while a younger generation of scholars may be less shaped by the politics of that moment. The failed states and civil wars of the post-2011 period arguably have made Iraq “less unique,” with its experience now viewed as offering valuable comparative perspective. The opening of the Ba‘ath Party archives to researchers, while problematic in some ways, has created the possibility for genuinely unique archival study of the inner workings of an Arab autocracy. And a generation of young Iraqi scholars has emerged writing about their own country’s politics and society. This has led to a rethinking of the relationships among religion, violence, and the Iraqi state before and after 2003. How much control did the Ba‘th regime have over society immediately before the invasion, and what role did violence play in that control? In what ways did the regime’s Faith Campaign in the 1990s influence the post-invasion prominence of religious actors? Why did sectarian politics and violence become so pronounced soon after the invasion yet later ebb? Finally, what dynamics within Iraq are missed by looking at the country through a lens that prioritizes sectarianism? In April 2019, POMEPS and the Crown Center for Middle East Studies at Brandeis University brought together almost two dozen scholars to discuss these and other topics. The authors come from different disciplines – political science, history, sociology, and urban studies – and employ a range of methodologies and sources of data. All of the authors have conducted research either in Iraq or in the Ba‘th Party Records at the Hoover Institution or both. The 14 papers in POMEPS Studies 35: Religion, Violence, and the State in Iraq exemplify the ways in which scholars are using new perspectives, data, and sources to offer insights into religion, violence, and the state in Iraq’s past, present, and future.

Youth political activism has been challenging Middle East and North African political systems frequently and forcefully over the last decade. This is not a new phenomenon, of course. Young people have historically stood at the forefront of popular uprisings and cultural movements. Demographic realities in the Middle East have increased the latent potential for disruptive youth activism. Nearly 60 percent of people in the region fall under the age of 30, half of whom are aged between 15 and 29, and in almost every country, unemployment for working-age youth exceeds the overall jobless rate. The failures of the 2011 Arab uprisings to achieve lasting democratic change revealed the limits of street protests, but the underlying problems remain profoundly unresolved. How are young people questioning, subverting, and transforming the boundaries of politics in the post-uprising Middle East and North Africa? In June 2019, the Project on Middle East Political Science convened a workshop on youth politics in Amman, Jordan, in cooperation with the Phenix Center for Economic and Informatics Studies. The workshop’s papers and deliberations sought to unpack the meaning of youth politics. What characterizes the latest wave of youth mobilization? How is youth activism, and youth politics, changing public attitudes and government policies? Can any generalizations be made about youthfulness, and the experience of being young and political, in the Middle East today? The essays contained in POMEPS Studies 36: Youth Politics in the Middle East and North Africa attempt to answer these questions. The current Egyptian political scene reveals an important paradox: since its ascendancy to power in 2013, the military-led authoritarian government has not faced significant challenges from civil society despite systematic hu- man rights abuses and continuous societal crises. Apart from limited protests by labor activists, student movements, and members of syndicates, Egyptians have mostly refrained from protesting, instead hoping that the government will improve their living conditions despite a rising poverty rate of 33 percent, an inflation rate between 11 and 12 percent, and unemployment at eight percent. This popular reluctance to challenge the authoritarian government has continued to shape Egypt’s reality since the collapse of the short-lived democratization process from 2011–2013.

Given their cross-border ties, diasporas often mobilize against abuses taking place in their homelands, move aid to war zones and refugee camps, and fuel revolutionary social change. Exiles who gain the right to protest and lobby in their places of settlement can also become powerful players in international relations. Iraqi expatriate Ahmed Chalabi, who helped to justify the United States-led invasion of Iraq by fabricating evidence of Saddam Hussein’s weapons of mass destruction, is just one example of how influential exiles can be when exacting revenge on the autocrats who abused them.

Abstract:
Reconstruction following the devastating wars and state failure which followed the Arab uprisings of 2011 has become an increasingly pressing issue. In Iraq, the liberation of territories from the Islamic State came at great human and infrastructural cost. In Syria, the reconquest of territories by the regime of Bashar al-Asad has been accompanied by international discussions of modest steps towards reconstruction, after a war which generated more the half of the world’s refugees and internally displaced whilst sowing devastation across much of the country. Yemen has endured the near complete destruction of its infrastructure and economy, leaving much of the population at risk of starvation and disease. Libya is devastated by its multiple conflicts and the successive disintegration of what is left of its institutional structures. While none of these wars has yet fully ended, international and expert attention is increasingly focused on the impending challenges of reconstruction, repatriation and reconciliation. It is difficult to exaggerate the extent of the destruction which these wars have left behind. These wars have unfolded across multiple levels. Millions of people have been dispossessed from their homes, driven into exile at home or abroad. Infrastructure has been devastated, with many cities and towns utterly destroyed. National economies have evolved into local war economies. State and local institutions have been fundamentally reshaped. Communal polarization around sectarian or political identities has progressed to extreme levels. Entire communities have been severely impoverished as health and educational attainments plummet. And the individual trauma suffered by tens of millions of people afflicted by conflict and violence will have enduring psychological and developmental effects.

Abstract:
This spring, major protests swept through Jordan over economic grievances and subsidy reforms. In July, protestors took to the streets in the south of Iraq, demanding that the government address persistent unemployment, underdevelopment, and corruption. Meanwhile, earlier in 2018, Tunisians launched a wave of protests to oppose tax hikes on basic goods and increased cost of living. Such highly politicized responses to social policy concerns are the norm rather than the exception across the Middle East and North Africa. Social policy is where most citizens actually encounter the state and where policy most impacts peoples’ lives. As such, social policy and, more generally, welfare regimes, deserve a more central place in political science research on the region, as they have in the broader discipline. On April 20, 2018, POMEPS and the Harvard Middle East Initiative, led by Tarek Masoud, convened a workshop with a dozen scholars from around the world to discuss theoretical and policy issues related to social policy in the Middle East. The diverse, multidisciplinary group of scholars at the workshop addressed these questions from multiple perspectives. By probing the conditions under which reform occurs or may occur, the essays in POMEPS Studies 31, Social Policy in the Middle East and North Africa emphasize both possibilities for and persistent obstacles to change and underscore the deeply political nature of social policy reform.

50. Mapping the Syrian Diaspora: A Global Player in the Reconstruction of Syria

Abstract:
Before 2011, the Syrian diaspora worldwide was estimated at 18 million people who migrated over more than a century and have mostly contributed actively to their host communities. This old diaspora has now increased with the wave of Syrian refugees who fled - and continue to flee - Syria because of the ongoing conflict. Over the past seven years, seven million Syrians - not all registered refugees – have fled the country out of a total population of 24 million before the conflict. The Arab Reform Initiative (ARI) conducted a research project between Spring 2017 and 2018 to study Syrian diaspora around the world after the 2011 uprising, map its features and explore the interactions of Syrian migrant communities with the conflict in Syria. To draw a map of these interactions, ARI commissioned a group of researchers to prepare studies on Syrian diaspora in North America, Latin America, and Europe. Regarding the Middle East, researchers conducted studies on the presence of Syrians in Jordan, Turkey, Lebanon, and Egypt as well as Gulf States, with Qatar and the UAE as case example. Furthermore, ARI prepared three papers on the experiences of other diaspora groups in the region, namely the Armenian, the Palestinian, and Lebanese, with a view to comparing them with the Syrian case and draw lessons from them. Finally, ARI shared a questionnaire with the researchers to use with Syrian personalities (academics, businesspeople, engineers, etc.) so as to explore the motives that could encourage or deter them from contributing to channel the potential of the Syrian diaspora to help in the recovery of the Syrian society in Syria and abroad. Researchers also focused on the living conditions of Syrian communities, new and old, in diaspora countries. The ensuing report draws a new globalized network of relationships characterized by the following:
