1. Internationalising Indian Education: Work Visas for Foreign Students

Abstract:
This paper recommends amending India’s student visa policy to allow foreign students to work in India on paid internships while studying at Indian colleges and universities, and in jobs for pre-determined periods after they graduate. This modification to India’s ‘S’ Visa provisions would be an important step towards internationalising Indian higher education institutes (IHEIs) – a pivotal objective of India’s New Education Policy (NEP 2020), which advocates attracting more foreign students to study in Indian colleges but does not address changes in student visa rules, even though they would align India’s student visa practices with global norms. The paper supports its argument with five key findings: First, authorising foreign students to work in India surely would attract many more than the estimated 50,000 foreign students currently studying in Indian colleges either at their own cost or on scholarships. Second, India’s accredited new private and regional or state universities and colleges would benefit greatly from an increase in overseas students. New Indian universities have been seeking to build culturally and globally diverse student bodies, enrich classrooms, expand student networks and bring in foreign-exchange revenues. Allowing foreign students to work during or immediately after their time on campus will support their pursuit of all these goals, in particular by attracting students from beyond India’s neighbourhood. The success of overseas Indian doctors and engineers in these countries will encourage students from developed countries to enrol in Indian institutions, and students from established source countries in Africa and South Asia will see the opportunity to get field experience in India as a key value addition to Indian degrees. Third, work visas for foreign students would be important for Indian companies that are internationalising. Through on-campus recruitment and hiring of foreign talent on Indian campuses and hiring alumni of Indian colleges and universities who return to their home countries, Indian companies should be able to develop a natural talent cohort that is culturally acclimatised to India. Fourth, alumni of Indian institutions of higher learning who return to their countries of origin can serve as a valuable “cultural bridge” between India and other countries. Finally, for India’s foreign policy, student work visas would reinforce an important plank of bilateral relations: reciprocity. An estimated 65% of Indian students who study abroad – 7,50,000 Indian students in 2022 – avail themselves of overseas work experience. Offering one-to-three-year work visas to foreign students who graduate from Indian universities can only strengthen India’s international relationships. A student work visa policy can be implemented in a two-year phased and regulated manner. Such an implementation period will help all stakeholders – universities and colleges, companies, and ministries of education, external affairs, home, finance, and commerce – to develop and hone systems, processes, policy, regulations and coordination structures.

On February 17, India launched the Green Hydrogen Policy which facilitates the production of hydrogen and ammonia to replace fossil fuels. Produced from water by electrolysis, green hydrogen offers a way to store renewable energy in bulk. This paper analyses the viability of green hydrogen in India as a vehicle fuel and industrial gas, and makes recommendations for the usage of this clean energy source by companies, entrepreneurs, and policy-makers.

6. Birth Order, Sibling Sex Composition, and Quantity–Quality Trade-offs – Evidence from India

Abstract:
We use two waves of data from the India Human Development Survey to investigate the effect of family size on (i) parental expenditures on children’s education; and (ii) test scores of proficiency in reading, writing, and maths for 8–11-year-old children. We investigate whether these effects vary by gender, birth order of children, and sibling sex composition. We address the endogeneity of family size, using an instrumental variable approach. Our ordinary least squares estimates provide evidence of quantity–quality trade-offs in children’s educational expenditures, the existence of birth-order effects, and a sizeable pro-son bias. For test scores as well, ordinary least squares estimates indicate negative spillovers from additional children. The instrumental variable estimates, in contrast, find no evidence of quantity–quality trade-offs, birth order, or sibling sex composition effects in either expenditures or test scores. However, instrumental variable estimates of the male premium are bigger than ordinary least squares estimates. They also suggest that children enrolled in private schools do no better than those in government schools. Moreover, the advantage that boys appear to have over girls in maths is largely reversed in private schools.

Abstract:
Despite its impressive economic growth in the past few decades, India is slow in adopting a task-by-task international division of labour or international production networks (IPNs). Using international trade data for international comparison from multiple angles, this paper visualises the position of India – particularly in machinery IPNs and information and communication technology (ICT) services. Although machinery industries are at the centre of IPNs in East Asia, the paper clearly visualises that India has not yet participated in Factory Asia. Rather, trade data indicate that India is still engaged in import-substituting industrialisation. The paper also argues that ICT services are a strength for the Indian economy, and its competitiveness could be utilised effectively by combining new technologies with traditional industries such as manufacturing. India still has huge potential for utilising the mechanics of a new international division of labour to accelerate economic growth, innovation, and poverty alleviation.

Abstract:
While East Asia has been moving forward with its regional integration agenda, one main challenge remains and is growing – non-tariff measures (NTMs). Animal, vegetable, and food products tend to be more regulated than other products, largely due to quality and safety standards. NTMs affect 66%–98% of total trade in those sectors. Our paper presents the frequency index, coverage ratio, and prevalence score to measure NTMs in the region. They are highest amongst food, vegetable, and animal products; and vary amongst other products, depending on the economy. We find that the high frequency index of NTMs does not necessarily translate to a high value of coverage ratio for trade. One explanation could be that countries tend to regulate imported goods which compete with the domestic products more than imported goods which they need.

9. Technical Barriers to Trade and the Performance of Indian Exporters

Abstract:
We study the effects of technical barriers to trade (TBTs) imposed by destination markets on prices, marginal costs, and markups of Indian manufacturing exporters. Using detailed firm-product-level data on prices and production from PROWESS, we first identify the underlying component of prices (i.e. marginal costs and markups), and use those as our outcomes of interest in the second stage. We find that (i) introduction of TBTs by importing countries increases marginal costs by 5% and prices by 4%, (ii) there is considerable heterogeneity based on exporters’ initial productivity, (iii) productive exporters (those belonging to the lower deciles) experienced an increase in marginal costs and decrease in markups compared to low productivity exporters, and (iv) overall effects are driven by private firms (both domestic and foreign) belonging to intermediate input industries.

Using a unique firm-level data set from the Association of Southeast Asian Nations (ASEAN) and India collected from November 2020 to February 2021, this paper examines how the robustness and resilience of supply chain links – i.e. maintaining links and substituting another for a disrupted partner, respectively – were determined when firms faced economic shocks due to the spread of the coronavirus disease (COVID-19). Focusing on the role of the characteristics of firms’ supply chains, we find that homophily, i.e. the tendency to form a group with similar agents, was often associated with the robustness of supply chain links, most likely because of the strength of homophilous ties. In particular, when a foreign-owned firm had a supply chain link with a firm located in the same country as its home country, the link was quite robust. We also find that the geographic diversity of customers and suppliers creates resilience of supply chains. When the demand or supply from a partner of a firm was disrupted because of COVID-19, the firm likely mitigated the damage from the disruption through substitution of partners if its supply chains were well diversified across countries. In addition, larger or younger firms tended to be resilient and robust. The robustness and resilience of supply chains are found to have led to higher performance.

11. The Crisis After the Crisis: How Ladakh Will Shape India’s Competition with China

In May 2020, China launched several near-simultaneous incursions across the Line of Actual Control (LAC) in Ladakh, into territory hitherto controlled by India. Both sides reinforced their positions with tens of thousands of troops, engaged in a deadly skirmish, and reportedly came close to war. An agreement to disengage troops was announced in February 2021, but implementation has been halting. Regardless of how disengagement progresses, the crisis poses significant challenges for India’s long-term strategic competition with China. As a result of the Ladakh crisis, India faces a new strategic reality in which China is a clear and abiding adversary. For India, the political relationship is now defined by hostility and distrust, and the LAC will remain more heavily militarised and violence-prone. Given this new reality, India is likely to further defer military modernisation and maritime expansion into the Indian Ocean. In the face of unremitting Chinese naval expansion, India risks losing significant political and military leverage in the Indian Ocean. At the same time, China appears to have escaped significant harm. Its better-resourced military could better absorb the material costs of the mobilisation. It may have been more concerned by the prospect of an increasingly hostile India, but the disengagement agreement has limited even those modest political costs. The central policy challenge for India is balancing the heightened Chinese military threat on the northern border with the rapidly growing Chinese military presence in the Indian Ocean. It can manage this challenge by focusing on military strategies of denial rather than punishment, focusing on imposing political rather than material costs on China, and accepting more risk at the LAC in exchange for long-term leverage in the Indian Ocean region. How India responds will shape not only its strategic competition with China, but also the interests of likeminded partners including Australia, which depend on an increasingly capable and active India.

12. Missile developments in South Asia: a perspective from Pakistan

Abstract:
India and Pakistan continue to develop their missile-delivery systems and associated nuclear inventories, raising concerns of a regional arms race. While Indian doctrine appears intended to fight a ‘two-front war’ against Pakistan and China, the extent to which India’s missile inventory is balanced, or otherwise, is a cause of disquiet in Islamabad. Many of the new missile systems being added to India’s inventory appear to be more suited to target Pakistan than China. This disconnect between India’s threat perception and missile developments not only risks eroding the credibility of its deterrence posture vis-à-vis China, but also courts an action–reaction dynamic with Pakistan. Islamabad, in response to how it views Indian developments, is in turn making qualitative improvements to its missile arsenal, with the intention of deterring limited conflict to an all-out war. The resultant arms race in the missile arena, however, is moving on two different trajectories. This paper discusses ongoing missile developments in South Asia, and how India and Pakistan have used different delivery systems as signalling mechanisms during past crises in an attempt to achieve their respective military or political objectives. It is also useful to examine Pakistan’s posture of Full-Spectrum Deterrence (FSD) in the context of India’s Cold Start doctrine, introduced in 2004 and apparently intended to allow India to explore options for a limited war in cases where there is a risk of crossing the nuclear threshold. The paper also reviews whether doctrinal ambiguities can be discerned in India’s declaratory nuclear policies, especially New Delhi’s claim of maintaining a credible minimum deterrence (CMD) and how this can be squared with the goal of being able to cope with a ‘two-front war’.

The twentieth century was marked by national liberation struggles that emerged in Africa and Asia, as well as in Latin America where neo-colonial structures had subordinated the formally independent countries. The achievements of the Russian Revolution in 1917 inspired the peasantry and the working class across the Global South. The fight for equality and liberation under the leadership of working people are ongoing in the anti-imperialist struggles of our time. Women, in a myriad of ways, powerfully shaped and continue to shape all of these struggles. In the Women of Struggle, Women in Struggle series of Tricontinental: Institute for Social Research, we will present the stories of women in struggle who contributed not only to the wider arena of politics, but who also pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the twentieth century. Praxis, as a knowledge of theory and of organisational methods of struggle as they change and respond to history, gives sustenance to ongoing struggles to face oppression. As militants, we study the diverse organisational methods of these women not only to better understand their political contributions, but also to inspire us as we build the organisations necessary for our fight against oppression and exploitation today. In this second study, we discuss the life and legacy of Kanak Mukherjee, a fighter for the people and people’s struggles who was born in undivided Bengal, India, in 1921. The rich trajectory of her activism teaches us about the history of women organising in local, national, and international struggles that linked women’s rights to anti-imperialist and anti-capitalist struggles throughout the twentieth century. In Mukherjee’s own words: ‘We cannot see the question of women’s rights in isolation. The roots of women’s subjugation and the discriminations against them lie in class exploitation’.

The ‘Future of Work’ is a hot topic today. Everybody has a view on it. It is happening and is a reality that society must learn to face. The seven billion people on this planet will have seven billion reactions to the future. We cannot understand or plan for these. We can, however, learn from them. We can at best try and capture the essence of the big picture, to appreciate the global agenda and outline the major forces at play. Employment is probably the single biggest issue across the world. This is because it is not so easily available and is getting more difficult. All governments promise to provide jobs, but the fear is that this may not come about. The fear is because of the march of technology. Technological changes have indeed threatened to disrupt jobs for the last 200 years and each time the doomsayers have been proven wrong. New jobs have replaced old ones and world economy has only prospered, especially in the last 70 years of globalisation. Unfortunately, this time the fear may be wellfounded, especially for the unskilled.

Abstract:
In the 21st century, economic growth, increasing urbanization, demographic expansion, and advances in electrification as important drivers of energy demand have put significant pressure on the Indian energy landscape. Indeed, energy infrastructure problems are a major hindrance to India’s economic growth. The central objective of this paper is to present and analyze some of the main State-led policy efforts that have been put in place to address India’s energy challenge. In particular, we examine three main types of state-led energy policy in India: a) infrastructure expenditure, b) Central Public Sector Enterprises (CPSEs) investments and Research and Development (R&D) strategies, and c) electrification. Firstly, we present and examine current data on the role of the state in the development of India’s energy sector. Secondly, we provide a nuanced examination of the role of public-private relations in India’s energy sector, especially in contrast to the widespread advancement of the neoliberal agenda in the country recent years. We conclude that the Indian State has fostered an increasing participation of the private sector in infrastructure, especially in renewable energies in which PPPs type of procurement have been more relevant. CPSEs’ expenditure in R&D has been of main importance in oil as well as in power. However, most of them tend to adapt foreign technologies instead of balancing foreign technologies with domestic technological efforts. Therefore, a main contemporary challenge for the Indian CPSEs performing in the energy sector is to deepen their connections and interaction with the other Indian NSI actors. Through the electrification process, the State has created markets for the private sector. Finally, we recommend further energy-related questions to be addressed in future research projects.

17. Challenges of States' Re-organisation: Case of Bifurcation of Andhra Pradesh Any Lessons to be Learnt?

Many political analysts are of the view that the bifurcation of Andhra Pradesh is one of the most controversial bifurcations of a State in recent history. After all, Uttar Pradesh, Bihar and Madhya Pradesh were bifurcated in the year 2000. There were problems in those States also, but none of the acrimony and bitterness that was seen in Andhra Pradesh. What really went wrong in Andhra Pradesh? Could it have been done differently? Are there any lessons that can be learnt? This paper has been prepared by a civil servant who was directly involved in the process of bifurcation as the Chairperson of the Expert Committee for recommending the bifurcation of the State Public Sector Units. In the process, the Expert Committee members were exposed to aspects of the bifurcation of State Government assets and liabilities as well. The issues have been divided into three categories: political, legislative and administrative.

There is widespread concern today with the ‘values crisis’. Moral and ethical values are sinking, and materialistic pursuits generated by the neo liberal economy are thriving. Mushrooming of privatisation in education, giving rise to the phenomenon of ‘edu-business’ in India, fosters this trend. This makes a mockery of India’s great traditions in education, her spiritual heritage and civilisational values in which gyaan or vidhya is not a commodity—a vyapaar and in which education has no lucrative purpose. Moreover, ‘edu-business’ is also an affront to the ideals embodied in our constitution. We seem to have lost all respect for our philosophical foundations and civilisational values where knowledge is free, and the head is held high. Use of digital devices also adds to the values crisis, as evidenced by fake degrees awarded by Internet-based learning, as well as the potentially harmful effects of various sites on the minds of children and adults. Many countries around the world are recognising the need and importance of overcoming the values crisis by promoting human values as a primary vocation of education. India, with its rich spiritual heritage and philosophical traditions, should be at the forefront in such initiatives. It is all the more imperative for India to play a pioneering role in value-based education since the thrust of India’s spiritual quest had been ‘universalist’, which makes it the heritage of the whole of humanity. Transformation of the education system in that spirit calls for radical measures. The challenging task is to evolve a new architecture for education in India, in which core human values derived from India’s philosophical legacy and spiritual heritage, as well as from ideals and principles enshrined in India’s constitution, permeate the entire education system. Value-based education is invaluable in mitigating and overcoming many woes that afflict our society.

As the title of this lecture suggests, it is about dissent, the right to dissent, the freedom to differ, to be able to say ‘I disagree; in fact I oppose…’. And to do so without fear. But no right comes without some difficulty. And sure enough, as I began working on this text, my late brother Professor Ramchandra Gandhi, Ramu as he was widely known, appeared in a hallucinated vision, to express dissent, strong disagreement, over the title of this lecture. He said to me in his inimitable mix of Hindi, Tamil and English: ‘Maine tumhare Mushirul Hasan lecture ka title “Freedom & Sons Ltd.” dekha hai… aur uska matlab samajh rahaa huun… lekin... Freedom & Sons Ltd… Sons…illai …illai….konchum politically incorrect…and not konchum, in fact romba incorrect, romba gender insensitive…. It may have passed muster some twenty or thirty years ago but not today…and certainly not in the IIC where Kamaladevi Chattopadhyay’s spirit is alive, where Durgabai Deshmukh peers over her husband’s shoulders to see that all is done right….The title obscures …in fact it nullifies the roles of India’s daughters…from Rani Lakshmibai of Jhansi and Begum Hazrat Mahal of Avadh to Madame Cama and Annie Besant, Kasturba Gandhi who died, don’t forget, in a Raj prison, and Maulana Azad’s wife Zuleikha Begum who died in Calcutta when he was in the Ahmednagar Fort Prison and would not seek parole…. And then, no less than any of these…the women who stood for freedom not from the white man’s domination but from that of our own male-controlled society, like Mirabai, who broke out of the court and palace to public spaces singing of Krishna, the great emancipator, and M. S. Subbulakshmi, who broke out of the Carnatic kutcheri’s strict repertory to sing Mirabai’s songs of Krishna…’.

Where are we today with regard to the role of women in science, technology, engineering, medicine (among other fields), women in leadership roles, and what are the challenges that lie ahead of us? In that context, it is very interesting to address both biology and sociology, and the reason we need to address the former is that explanations for why societies manifest in certain ways, or not, often hinge on our recourse to biology in various ways. As far as biology goes, humans are the consequence of hundreds of million years of evolution, from unicellular organisms to multiple kinds of multicellular organisms. There are a great number of animals with behaviour and nervous systems, and functions and physiology, which have many similarities with humans. Many animals run, many walk, many taste and smell in ways we do, and so on. Some animals fly, we do not. That brings us to sociology, and how our societies grew. Humans are distinct from other animals, in that, over evolutionary time, we chanced upon ways by which we could throw objects, and therefore make tools and engineer nature. We could speak and therefore communicate with each other and develop language.

Indian civilisation has, time and again, influenced French literary and artistic life in various ways, more particularly from the mid-17th century, when the travel accounts of Francois Bernier and Jean-Baptiste Tavernier achieved great popularity in an intellectual class exposed to the fine goods imported by the French East India Company (la compagnie des Indes), or bought by traders. These included Golkonda diamonds, carved ivory, muslin, indigo, cashmere shawls, printed cotton fabrics known as ‘Indiennes’ or ‘madras’ , ‘Coromandel’ screens and miniatures of the Mughal school. The first poems, fables, novels, comedies and operas on Indian themes appeared in Europe in the years that followed.

22. Judging The Judges: Need For Transparency and Accountability

One subject that has been rankling me greatly for the past several months, and, I am sure, many of you, too, is that of the accountability of judges. The immediate trigger for my selecting this subject was, of course, the allegations made by a former employee of the Supreme Court of India against the present Chief Justice of India (CJI), and the events that followed. Over the past few months, several people have expressed concerns about how the judiciary must deal with such cases, and the accountability mechanisms that exist to monitor the judiciary in its actions. The issue still remains unanswered, and the incidents that took place reveal the many weaknesses in the in-house mechanism that is employed for resolving such matters. Without passing judgement on the truth or falsity of the allegations, I must admit there are certain stark facts that stand out which demand consideration. A permanent employee of the Supreme Court of India was removed from her post on the flimsy allegation of availing casual leave for half-a-day, and protesting against her seating arrangement. Her relative was dismissed from the same service soon thereafter. She made allegations of sexual harassment against the CJI, in response to which an unusual hearing took place on a Saturday, without a petition having been moved. In what was termed as a ‘Matter of Great Public Importance Touching upon the Independence of the Judiciary’, the person holding the highest judicial office in the land sat as a judge on his own case. Three judges attended that hearing, but the order that emerged was surprisingly signed only by two of those three, with the Chief Justice choosing to abstain.

This is a sharing of my journey as a lawyer and as a judge, and about the right to dignity. This right precedes the Constitution; it probably dates to when we became homo sapiens and expected to be treated with dignity. In our Preamble, ‘We the people’ solemnly resolved to secure to all citizens, Justice, Liberty, Equality and Fraternity. Fraternity, which is the least understood term, assures the dignity of the individual. But first, let me tell you how I became a lawyer and about that journey. Was it easy becoming a lawyer, and then a judge? people ask me. It was, in a way, and therefore my experience is not the standard sample case for other women. I joined law college 13 years after my basic degree, my marriage and my children. It was only because my husband was a lawyer. After I got enrolled, I had no trouble finding an office, because I joined my husband’s firm. I learnt the work along the way, not really expecting to head the office. And the clients who came to our office did not really see me either—I was ‘invisible’. They headed straight to the male juniors. I can’t blame them, they probably thought that this lady is there for what is politely called ‘tax purposes’. Slowly, they accepted me, and realised I actually ‘worked’. This went on comfortably and I trundled along.

Our topic today, is the journey of preventive and promotive health care from a government perspective. I must say at the outset that it was always the intention of the government to have a mix of promotive and preventive health care strategies closely integrated with curative care. However, it is the curative care aspects that are most visible and this is perhaps the reason for significant investments in setting up health care facilities. In addition, people’s vocal demands for curative care, which are legitimate, led us to emphasise the curative part of health care. So the focus was tilted in favour of care provision after people fell ill, and we became the Ministry of Managing Illness. But I am glad that since last year, we are now the Ministry of Health and Wellness, and I am fortunate that I am at this very place as this paradigm shift is happening in health care. I want to also say that I’m doubly blessed, because I also got to do Beti Bachao, Beti Padhao in the Ministry of Women and Child Development, and was able to take action on discriminatory practices against women and girls in our country So I had that satisfaction as well.

The reader’s first reaction to the title is likely to be one of scepticism, for although the events of September 11 are doubtless firmly etched in modern memory, and their connection to the world’s religions, or at least to one of them, is plain enough; to propose that these events could prompt philosophical reflections seems so far-fetched as to suggest an academic’s desperate search for a new topic – a push for novelty. On 5 August 2019, the Indian government unilaterally changed the legal status of the state of Jammu and Kashmir, undermining its own constitutional process and completely annexing a territory that remains disputed in the international arena. In a statement to the Indian parliament, the Indian Home Minister announced the abrogation of Kashmir’s special status enshrined in Article 370 of the Indian constitution, as well as the bifurcation of the state into two Union Territories to be directly governed by the central government. Since then, the government has placed Indian-occupied Kashmir on lockdown. Despite restrictions on the movement of reporters and human rights observers and a clampdown on communication infrastructure (including the internet and some phone services), there have been reports of widespread human rights abuses including extrajudicial detentions (including of minors), torture, sexual violence, and lack of access to basic medical and healthcare services.

This year’s Democracy Report shows that the trend of a third wave autocratization – the decline of democratic regime traits – continues and now affects 24 countries. When we weight levels of democracy by population size – because democracy is rule by the people and it matters how many of them are concerned – it emerges that almost one third of the world’s population live in countries undergoing autocratization. Yet democracy still prevails in a majority of countries in the world (99 countries, 55 percent). Later this year, India’s 15th Finance Commission will review the formula used by its predecessor to determine how much central tax revenue will be devolved to each state for fiscal years 2020-21 through 2024-25. Currently, 7.5 percent of the fiscal devolution (an estimated $6.9-12 billion per year) is allocated in proportion to their forest area circa 2013. These “ecological fiscal transfers” (EFTs) provide Indian states with the incentive to increase their forestry budgets as an investment in increased future shares of central taxes. In this paper, we look at whether states are yet taking advantage of this opportunity. We find that states increased their forestry budgets by 19 percent in three years after the introduction of EFTs relative to three years prior. However, this increase is considerably less than the 42 percent overall budget increase over the same time period. We surmise that states are not yet certain that EFTs will continue in such a way that increases in forest cover will be rewarded with increases in revenue. We recommend that the 15th Finance Commission resolve this uncertainty for states by (i) keeping forests in the devolution formula, and (ii) updating the reference year (e.g. 2019). By doing so India’s EFTs can fulfill their potential as an innovative mechanism for incentivizing states to protect and restore forests, thereby mitigating climate change.

Today, I will briefly present before you what I consider to be the contemporary relevance of the Vedanta. To my mind, a philosophy is only relevant if it helps us today. What it was thousands of years ago is very interesting for research scholars, and for people who are doing research, like the book on Sankaracharya, but unless those teachings are of use to us today, they are not really relevant. So what I believe is that the Vedanta is relevant, and I will explain why.

Economic reforms in India have often arrayed proponents of market-led growth against human rights advocates anxious that markets give primacy to profits over people. A quarter century after the reform process was initiated in the early 1990s, this conflict has sharpened. At the same time, this narrative of polarised positions seems increasingly worn out. Business and society at large have always been intricately co-dependent. This interface is now taking many new forms across the world, with some entrepreneurs seeing profit as a means, rather than the end goal of business. This paper explores these questions. It reviews if and how trusteeship can be a lodestar for globally navigating businesses and public policies through a period of technology- driven disruptions and the uncertainties unleashed by climate change. Trusteeship is a frame of reference on which a wide variety of business models can be based. The emphasis is on transforming rather than demolishing the capitalist system. In essence, Gandhian trusteeship reposes faith in the capacity of individuals and entire classes to re-form themselves, on the premise that the capacity to seek redemption is intrinsic to human nature. There was logic rather than dreamy wishful thinking behind these claims. Gandhi believed that it is a fearful man who tyrannises others or attempts to accumulate wealth by force or by unfair means. By contrast, a voluntary adoption of trusteeship means respect for human dignity, fostering relations based on truth and shared goals. Thus, Gandhi urged labourers to approach employers from a position of strength and self-respect since labour is as vital a component of production as capital, land, and technology. In a time mired by corruption and competitive greed, trusteeship may at first glance seem like a pipe-dream. Can this closer examination perhaps give you cause to rethink?

Degrowth as a creative goal does not sit well in most societies today. But water is a key to fostering new imaginaries because it most starkly manifests the risk of forced and chaotic degrowth-as-collapse. By 2040 an estimated 33 countries, including USA, China and India, will face severe water scarcity. India had a rich heritage of elaborate traditional technologies and modes of social organisation that ensured adequate and reliable supply of water even in arid regions. Many of these old community-based systems of watershed management and storage withered away as water was transformed from a sacred gift to just a ‘resource’ that could be privatised and/or controlled by governments. Today while local water-shed management is supported by government policy this tends to be overwhelmed by large projects that add more directly to GDP growth. Nevertheless, over the last quarter of a century, a wide variety of civil society and academic interventions in India have attempted to revive, or document, the multi-dimensional wisdom on which pre- modern societies based their relationship to water.

Indian business—perhaps even society at large—is currently buoyed by the expectation that we are entering a period of sustained economic growth that might finally make poverty a problem of the past. In this context, it might seem counter-intuitive to draw attention to the possibility of a decelerating global economy and projections about reversals in human well-being. However, there is mounting evidence to show that the prevailing models of economic growth cannot continue unchecked to the end of the 21st century.
