1. Assessing military cyber maturity: strategy, institutions and capability

Abstract:
Few governments have reached an enduring consensus on just how quickly and how deeply reforms to their military cyber forces must be made. While consensus points have been reached, these are usually tested within a short period of time by international circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, or whether they warrant radical development pathways and a higher priority than others. One of the most profound influences on the evolution of a country’s military cyber forces and strategies is politics. This paper offers insights into how the governance and organisational factors of domestic politics facilitate or inhibit the dissemination of cyber concepts and capabilities throughout military forces beyond the main signals or cyber intelligence agency. There are at least three reasons to analyse military cyber maturity. The countries currently pursuing such capabilities are not satisfied with the development levels in policy and strategy they have so far reached. There is increasing potential for crippling cyber attacks on key elements of military capability or supporting infrastructure. And no country has yet succeeded in the broad dissemination of cyber capabilities through its armed forces in ways that leading military planners would like. While consensus points have been reached, these are usually tested within a short period of time by inter-national circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, akin to artillery or submarines; or whether they are sufficiently transformative of military power to warrant radical development pathways and a higher priority than others. This paper provides an impact matrix which can be used by governments, their armed forces and research analysts to understand the ways in which military cyber reforms can be facilitated or inhibited by governance and organisational processes.

2. Detailed Velocity and Heat Transfer Measurements in an Advanced Gas Turbine Vane Insert Using Magnetic Resonance Velocimetry and Infrared Thermometry

Abstract:
This work reports the results of paired experiments for a complex internal cooling flow within a gas turbine vane using magnetic resonance velocimetry (MRV) and steady-state infrared (IR) thermometry. A scaled model of the leading edge insert for a gas turbine vane with multi-pass impingement was designed, built using stereolithography fabrication methods, and tested using MRV techniques to collect a three-dimensional, three-component velocity field data set for a fully turbulent test case. Stagnation and recirculation zones were identified and assessed in terms of impact on potential cooling performance. A paired experiment employed an IR camera to measure the temperature profile data of a thin, heated stainless steel impingement surface modeling the inside turbine blade wall cooled by the impingement from the vane cooling insert, providing complementary data sets. The temperature data allow for the calculation of wall heat transfer (HT) characteristics, including the Nusselt number distribution for cooling performance analysis to inform design and validate computational models. Quantitative and qualitative comparisons of the paired results show that the flow velocity and cooling performance are highly coupled. Module-to-module variation in the surface Nusselt number distributions is evident, attributable to the complex interaction between transverse and impinging flows within the apparatus. Finally, a comparison with internal HT correlations is conducted using the data from Florschuetz et al. [1981, “Streamwiseflow and Heat Transfer Distributions for Jet Array Impingement With Crossflow,” ASME 1981 International Gas Turbine Conference and Products Show, American Society of Mechanical Engineers. doi:10.1115/1.3244463]. Measurement uncertainty was assessed and estimated to be approximately ±7% for velocity and ranging from ±3% to ±10% for Nusselt number.

Emerging technologies, data, and data science methods have been recognized as potential tools to help tackle some of these “wicked” problems across the humanitarian-development-peace nexus. Artificial intelligence (AI) and machine learning (ML) potentially open a range of new opportunities for early warning and humanitarian preparedness, assessment and monitoring, service delivery, and operational and organizational efficiency. Advanced data analysis is the core of these efforts, and its success often depends on timely access, as well as the right quality and quantity of data.

4. Revitalising arms control: the MTCR and the HCoC

Abstract:
The paper examines the two most important multilateral frameworks for curbing the spread of uninhabited aerial systems (missiles and UAVs) capable of delivering large conventional payloads and weapons of mass destruction – the Missile Technology Control Regime (MTCR) and the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC). Specifically, the paper discusses the origins and history of the MTCR and HCoC, their evolution over time (or lack thereof) and seeks to measure them against their intended goals. In the end, it urges for radical reform, but also provides suggested incremental changes that should be enacted immediately. It includes analysis of several specific regional security issues and related action–reaction defence-modernisation trends. This paper was drafted within the framework of the Missile Dialogue Initiative (MDI). The MDI was launched by the German Federal Foreign Office in 2019 and is administered by the IISS. The MDI has created a Track 1.5 dialogue (government and non-government experts working together) to contribute to state-level discussions of potential policy responses to the accelerating spread of missile capabilities to state and non-state actors. The MDI appears in the context of the erosion of the global and regional arms-control architecture and during a period of rapid technological change, which includes the evolution and spread of new, advanced missile systems that have contributed to growing instability.

Abstract:
The implications of emerging technologies have been an important issue in the debate on nuclear posture and deterrence relationship. Although the concrete objectives, concepts, plans and states of development of the nuclear-armed states regarding the introduction of emerging technologies into their nuclear weapons systems are not necessarily clear, a particular focus of discussion has been the potential impacts of introducing artificial intelligence (AI), quantum technology and other emerging technologies into intelligence, surveillance and reconnaissance (ISR) and nuclear command, control and communications (NC3). With regard to ISR for early warning, threat detection, situational awareness and attack/damage assessment, the development of remote sensing technology through quantum sensing, for instance, could improve the ability to detect an adversary's offensive capabilities, and increase the possibility of addressing them before they are used. The use of cloud computing, ultrahigh-speed high-capacity data communications and AI is expected to enable the efficient collection and prompt analysis of vast amounts of information.

Abstract:
For any emerging technology, defense and homeland security analysts strive to understand (1) its dual-use potential, meaning whether the same research and technology applied for peaceful purposes may be diverted to illicit ends, for example to develop a weapon; (2) the State and sub-State actors with access to that dual-use potential, whether peacefully or illicitly directed; and (3) motivational factors and indicators of intent that might suggest these actors would divert the emerging technology to illicit ends. Precision medicine represents one such emerging technical space. Precision medicine is defined as medical care designed to optimize benefit for particular groups, especially based on genetic (or molecular) profiling. A long-speculated but incompletely understood dual-use consideration of precision medicine is the possible development of a genetic weapon system, defined as a weapon system designed to optimize effect on particular groups based on genetic profiling. This Occasional Paper assesses the potential for precision medicine to be diverted to develop a population-specific genetic weapon system, examines relevant state capabilities and motivations to pursue such an effort, and offers policy recommendations to manage the dual-use implications of this emerging biomedical field while still preserving its potential benefit for human welfare.

Abstract:
This paper presents a framework for simultaneous estimation and modeling of nonlinear, non-Gaussian state-space systems. In the proposed approach, uncertainty in motion model parameters is incorporated to avoid overconfidence in state prediction and better account for modeling inaccuracies. The additional original contribution of a model correction stage improves nonlinear model parameter estimates in order to enhance the accuracy of state estimation. The presented nonlinear/non-Gaussian Simultaneous Estimation And Modeling (SEAM) approach was compared with contemporary estimation techniques using a Monte-Carlo simulation study. This study showed that the proposed method successfully reduces estimation error relative to existing approaches even when substantial model parameter uncertainty and multi-modal sensor noise are present. The framework has potential use in a wide range of applications where state-space estimation is employed, including robotics, signal processing, and controls.

10. Europe’s Quest for Technology Sovereignty: Opportunities and Pitfalls

Covid-19 and its broader implications have highlighted the importance of Europe’s digital transformation to ensure Europeans’ social and economic well-being. It provides important new learnings about Europe’s quest for “technology sovereignty”. While the debate about technology sovereignty is timely, the precise meaning of sovereignty or autonomy in the realm of technologies remains ambiguous. It should be noted that the political discussions about European technology sovereignty emerged far before the outbreak of the Coronavirus. The European Commission’s recently updated industrial and digital policy strategies “institutionalised” different notions of sovereignty, reflecting perceptions that more EU action is needed to defend perceived European values and to secure Europe’s industrial competitiveness. Often the political rhetoric reflected perceptions that Europe is losing global economic clout and geopolitical influence. It was said that dependency on technological solutions, often originating abroad, would require a European industrial and regulatory response. Against this background, the Corona crisis provides two important lessons for EU technology policymaking. Firstly, during the crisis digital technologies and solutions made European citizens stronger. Technology kept Europe open for business despite the lock-down by enabling Europeans to work from home, receive essential home deliveries, home schooling, online deliveries and to use online payments, etc. In addition, Europe’s citizens became more sovereign with respect to accessing information and data that helped track and contain the spread of the virus. Secondly, the crisis tested Europe’s resilience and perceived dependency on (foreign) technology solutions. Early developments indicate that Member States’ homemade solutions did not fare better than existing European and international solutions. A few national and EU IT solutions failed while existing European and global solutions, from cloud infrastructure to communications, payments to streaming services, all continued to work well. Politically, however, the crisis could be used to justify more EU or national government interference in Europe’s digital transformation. Indeed, for some the debate about European technology sovereignty is largely about designing prescriptive policies, which paradoxically risk reducing Europeans’ access to the innovative technologies, products and services that helped Europe through the crisis. Policies taken into consideration include new subsidies to politically picked companies, or new rules and obligations for certain online business models. Policy-makers advocating for such policies tend to ignore critical insights from the Covid-19 crisis and failed industrial policy initiatives, including sunk public investments and protracted subsidies for industrial laggards. In a time of economic hardship, the EU and national governments should be wary of spending even more taxpayer money to replicate existing world-class technology solutions, that in most cases are used in combination with local technologies, with “Made in EU” services of inferior quality and reliability. Moreover, due to different levels of economic development and differences in regulatory cultures, prescriptive technology policies would exclude many Member States from utilising existing and new opportunities that arise from digitalisation, slowing down economic renewal and convergence. The EU cannot be considered a monolithic block that thrives on a unique set of prescriptive technology policies. Before the Corona pandemic, initiatives towards European technology sovereignty were mainly pushed by France and Germany, fed by concerns over their companies’ industrial strength in times of growing economic and geopolitical competition. Industrial and technology policies favoured by the EU’s two largest countries will have a disproportionately negative impact on Europe’s smaller open economies, whose companies and citizens could be deprived from cutting-edge technologies, new economic opportunities and partnerships on global markets, undermining these economies’ development and international competitiveness. Any EU-imposed technology protectionism along the lines suggested by some policy-makers in large EU Member States would leave the entire EU worse off. It would disproportionately hurt countries in Europe’s northern, eastern and southern countries more than the large countries whose economies are generally more diverse than Europe’s smaller Member States. It would, however, make sense for the EU to agree on a shared definition of “technology sovereignty”. Different interpretations could cause serious policy inconsistencies, undermining the effectiveness of EU and national economic policies. Anchored in technological openness, technology sovereignty can indeed be a useful ambition to let Europe’s highly diverse economies leapfrog by using existing technologies. To become more sovereign in a global economy, Europeans need to focus on becoming global leaders in economic innovation – not just in regulation. If anchored in mercantilist or protectionist ideas, technological sovereignty would make it harder for many Member States to access modern technologies, adopt new business models and attract foreign investment – with adverse implications on future global competitiveness, economic renewal and economic convergence. Policymaking towards a European technology sovereignty that benefits the greatest number of Europeans – not just a few politically selected “winners” – should aim for a regulatory environment in which technology companies and technology adopters can thrive across EU Member States’ national borders. The European Single Market has deteriorated in recent years and significantly during the crisis. The new von der Leyen Commission has now repeatedly called for a strengthening of the Single Market. Becoming a world leader in innovation requires a real Single Market in which companies can scale up, with as few hurdles as possible, and then compete globally. It should be supplemented by pro-competitive policies and incentives for research and investment. Brussels cannot set the global standards in technology policymaking alone. Europe’s policy-makers should aim for closer market integration and regulatory cooperation with trustworthy international partners such as the G7 or the larger group of the OECD countries. It is in the EU’s self-interest to advocate for a rules-based international order with open markets. International cooperation should be extended beyond trade to include cooperation on technology policies, e.g. artificial intelligence. Regulatory cooperation with allies such as the USA is essential to jointly set global standards that are based on shared values. Both the EU and the US have much more to gain if they prioritise such alignment, to advance a shared vision for a revamped open international trading system, in a world increasingly influenced by regimes with fundamentally different views on state intervention and human rights. Anchored in technological openness, the EU and the US can promote technology sovereignty that allows for development and renewal elsewhere in the world.

Abstract:
COVID-19 has exposed key gaps in the global community’s ability to assess infectious disease outbreaks of international concern, in particular the ability to differentiate between natural and laboratory sources of infection. The risk of natural outbreaks is increasing as unchecked population growth, industrial expansion, and corresponding ecological disruption increases the likelihood that novel disease agents will come into contact with naïve human populations. Likewise, the risk of laboratory accidents is increasing as more high-containment laboratories are built and higher risk experiments are conducted around the world. Meanwhile, a deliberate biological attack may resemble an outbreak of natural or accidental origin, and a natural or accidental outbreak may be misattributed as an attack. The purpose of this Occasional Paper is to outline a readily adoptable, stepwise methodology to guide the investigation of corresponding outbreak origins, building upon traditional epidemiological principles. We have sought to remain minimally intrusive at all times; however, an increasing level of need-to-know information, site, and personnel access becomes necessary as attention shifts toward potential laboratory sources. Accordingly, we include recommendations to ensure such access under existing international regimes, primarily the World Health Organization (WHO)’s International Health Regulations.

12. Mapping, Measuring, and Managing Methane: The Critical Role of a Potent Climate Pollutant

Earth's temperature is rising to dangerous levels. Cutting greenhouse gas emissions is increasingly urgent. Although carbon dioxide is the major greenhouse gas, short-lived climate pollutants like methane are rapidly accelerating global warming in the near term. Methane emissions are on the rise. The global growth in oil and gas production and consumption is a prime driver. A new report released today by researchers at the Watson Institute identifies a multi-pronged approach for mapping and measuring methane and provides new tools to more effectively manage this super pollutant. Under a grant from the Alfred P. Sloan Foundation, authors Deborah Gordon, Watson Institute Senior Fellow, and Frances Reuland, former Brown University Researcher, assess the many ways that methane escapes from the oil and gas sector, both unintentionally and purposefully. Using a first-of-its-kind model under development, the Oil Climate Index + Gas, they estimate that oil operations are at greater risk for intentional venting and flaring of methane while gas operations pose a higher risk of inadvertent fugitive methane and accidental releases. The ability to focus detection and policymaking on the operators who bear direct emissions responsibility holds out the best prospects for methane reductions worldwide. While governments, NGOs, and companies continue to improve their methods to pinpoint and measure methane, difficulties remain. Overcoming these barriers requires: increased transparency and data collection; improved oversight through monitoring, reporting, and verification; regulations and binding agreements; research and development (R&D) and technology transfer; and financial incentives and penalties. In order to offer durable climate solutions, efforts to mitigate methane must be designed to withstand future political pressures.
