Tajikistan is often described as the poorest country in Central Asia, with GDP per capita consistently lower than any of its regional neighbours. Its water and sanitation infrastructure is severely dilapidated, suffering from decades of underinvestment and the failure to address widespread damage suffered during the country’s civil war (1992–1997). Efforts to ensure everyone has improved access to adequate water and sanitation services are characterised by contradictory legislation and blurred responsibilities between state agencies. Reform of the sector and roll-out of improved infrastructure have been slow, requiring strong accountability mechanisms to ensure that the rights of the most vulnerable people are adequately protected. Oxfam’s water, sanitation and hygiene (WASH) programme s therefore based on a theory of change that aims to improve the health status of Tajikistan’s population through the delivery of long-lasting WASH services, while addressing market systems and strengthening institutions.

Water, sanitation and hygiene (WASH) remains a critical problem in Tajikistan, particularly for its rural areas. In terms of sanitation and the market within which it operates locally, there have been no sectoral tools on market-based WASH programming in Tajikistan, and therefore little available guidance around the facilitation of better interactions between the demand and supply of sanitation products. And while specified state departments are responsible for applying and upholding sanitation standards, in practice they continue to rely on guidelines from Soviet times, and rarely carry out household-level inspections – hence the legal frameworks governing sanitation should be revised accordingly. To fill this gap, Oxfam launched its first sanitation marketing programme in 2018 (as part of its wider Tajikistan Water Supply and Sanitation (TajWSS) Project funded by the Swiss Government) and played a market broker role that transformed the relationship between buyers and sellers of sanitation products. The project approached the process by influencing both supply and demand sides, and by designing affordable and desirable trading processes for rural households to meet their sanitation needs.

An important milestone for the sanitation sector was the adoption by the UN of Sustainable Development Goal (SDG) targets 6.2 (safely managed sanitation and hygiene services) and 6.3 (reducing the portion of untreated wastewater), which focus on managing the entire sanitation service chain. Tajikistan has been at the forefront of promoting these at global level. Meanwhile, the fourth initiative of the President of Tajikistan on the International Decade for Action on Water for Sustainable Development, 2018–20281 is being implemented at national level. Over the past decade, sanitation has been given low priority within the focus areas of water sector reform. For example, not all aspects of regulations have been duly revised to adopt new technologies. In addition, many regulations for wastewater treatment remain outdated and pose legal constraints for testing new approaches in the country. The Tajikistan Water Supply and Sanitation (TajWSS) (Phase III) project piloted a decentralised wastewater treatment system (DEWATS) in the peri-urban Rudaki district in Tajikistan with two hospitals with the aim of scaling up to national level. This learning paper showcases the project findings, assessments and lessons learned in application of the DEWATS.

Abstract:
Ensuring equitable and sustainable access to safe water continues to be one of the most pressing issues in Tajikistan, despite the country having abundant water resources. The still low coverage of the population with access to drinking water has been attributed to cross-cutting governance problems such as the relationship between the state and other social actors, poor water management and coordination, and systemic challenges such as low capacity. In the past decade, a demand-driven approach has become a widespread policy trend in Tajikistan and community-led management is seen as the main attribute for achieving effective water governance. The transfer of responsibility to local government and users is intended to promote local governance as a means of ensuring equitable access and sustainable use of water through users’ participation in water-related decision making and service delivery. Under a demand-driven model applied by the TajWSS project, users take more responsibility before, during and after WS system installation. The model assumes that water users have the necessary information and capacity to carry out the delegated duties and obligations and this automatically translates into equitable access and sustainable use of safe water. Yet despite improvements in access to safe water in rural Tajikistan, O&M and lack of governmental support are still great challenges.

From May 2021 to January 2022, Oxfam, in partnership with Sejajar Indonesia, the Tamdeen Youth Foundation in Yemen, and the Palestinian Agricultural Development Association (PARC) in Palestine, convened a total of 10 learning series through online convenings on local humanitarian leadership (LHL). Approximately 450 people participated, of whom 60% were from local and national NGOs representing approximately 30 countries. This document offers a snapshot report on the state of LHL across the four regions based on discussions, insights, and materials shared by the resource persons and audience members who participated in the series.

Bangladesh has a weak and inequitable tax system. Over the past 15 years, the government of Bangladesh (GoB) has relied on the regressive value-added tax (VAT) for more than a third of all revenues, with little progress towards strengthening direct taxation of high net-worth individuals and large corporations. From 2015–2021, the World Bank’s VAT Improvement Program (VIP) assisted the Bangladesh National Board of Revenue in improving VAT administration. VIP helped speed up automation and increase revenues. But the program did not include any objectives to improve VAT equity and fairness, and it also fell short on improving transparency and taxpayer satisfaction. To address VAT’s regressive nature and its impact on low income households, the GoB needs to improve coverage of social protection programmes. Bangladesh and its external partners should focus on strengthening progressive direct taxation. Meanwhile, the government must end gender-blind VAT administration and recognize that VAT negatively affects low income female entrepreneurs and consumers.

The COVID-19 pandemic has worsened the extreme inequality in Southern African Development Community (SADC) countries, and pushed millions into poverty. The economic crisis continues due to the obscene global vaccine inequality. As of end March 2022, a dismal 14% of SADC citizens had been fully vaccinated against COVID-19, compared with 65.5% in the United States and 73% in the European Union. In 2021, with infections rising in SADC, the critical health, social protection and economic programmes put in place by most governments in 2020 were rolled back and replaced with austerity, in the context of growing debt burdens and lack of external support for country budgets. Such austerity has been built into IMF programmes in the region. Recovering from the pandemic, however, offers SADC governments a once-in-a-generation opportunity to do what their citizens want: increase taxes on the wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and increase workers’ rights as well as tackling joblessness and precarious work. With external support, including through debt relief and aid, they could reduce inequality drastically and eliminate extreme poverty by 2030.

Salvaging resources from waste containers and landfills, waste pickers are the main suppliers to the recycling sector in Jordan, yet they often live in poverty and are exposed to multiple risks. The Jordanian government seeks to integrate waste pickers into formal waste management processes, but progress has been slow. Based on interviews with formal and informal actors in the waste sector, this study provides an overview of waste pickers’ socioeconomic conditions and operations and explores pathways for their integration that could support the recycling sector’s potential to create jobs, alleviate poverty and protect the environment.

In May 2022, Lebanon is hosting its first parliamentary elections since the popular uprising of October 2019, when massive protests took place to denounce the current ruling elites. This research looks at voter turnout and behavior on the eve of the elections and examines the will for political change. It argues that in the current Lebanese context, there needs to be further political awareness-raising, and campaigns should be more inclusive of women and the queer community. Independent campaigns should focus on developing strong governing capacities that voters can trust, and create further space for civic and political engagement on the local and national levels.

Research on forced displacement reveals a wide gap between policy processes and the people that such processes seek to assist. This paper proposes actionable recommendations on how to operationalize the concept of ‘meaningful refugee participation’ in decision-making processes that affect the lives of refugees. There is a need to go beyond tokenistic participation and to genuinely empower refugees to have influence over the design, implementation and evaluation of refugee-focused programmes. The contributions of refugees themselves must also be enhanced in ways that can help contribute to a paradigmatic shift in the global infrastructure of refugee governance.

Since 2019 the Ethiopian Ministry of Agriculture has offered extension advice on conservation agriculture (CA). However, agricultural policy focuses mainly on intensive tillage whereas CA calls for zero or minimum tillage. Policy seems to favour productivity over sustainability, with CA adoption remaining low. Supply-side constraints include lack of access to high-quality inputs, credit, and machinery. Demand-side constraints include risk aversion and competition for crop residues needed for mulching from requirements for fuel and feed. Women farmers like CA because it does not require draft animals. However, some women in male-headed households report a shift of labour responsibilities to women.

The global care crisis is being exacerbated by the global climate emergency, with interlocking impacts that threaten lives and livelihoods in all parts of the world. These impacts are particularly severe among rural livelihoods in low-income countries. Climate change intensifies the work involved in caring for people, animals, plants, and places. It reduces the availability and quality of public services in marginalized communities and directly compounds the unfair distribution of unpaid care work that sustains gender inequality. Yet the intersections of climate change and care work have been overlooked in the development literature. Strategies for climate mitigation and adaptation have paid relatively little attention to how care work is affected by climate impacts, nor have they considered whether interventions improve or intensify the situation of carers. Instead, when designing “gender-sensitive” climate actions, the focus has been largely on women’s economic empowerment as opposed to alleviating or transforming existing distributions of care work. The aim of this report is to fill a knowledge gap by examining the points of interaction between climate change impacts and the amount, distribution, and conditions of unpaid care work. We focus on care workers rather than those who are cared for, while stressing the relational nature of care and acknowledging that carers too require care.

This report analyses the first round of Total Official Support for Sustainable Development (TOSSD) data from European Union (EU) Institutions. The EU is a key stakeholder in the development of TOSSD, as Co-Chair of the International TOSSD Task Force, and in the promotion of this as an essential metric in the implementation of Agenda 2030. It is our hope that this paper’s detailed examination of the scope of what has been reported by the EU Institutions identifies trends and issues arising from the first reporting round for TOSSD, which can be addressed going forward. It is timely to acknowledge the level of transparency in the proceedings of the TOSSD Task Force, which has been open to comments and suggestions since its inception, and has recently seated CSO representatives as observers. This transparency has put into practical effect the notion that data validation can, to some extent, be entrusted to third parties provided that the relevant information is available to all interested stakeholders on a timely basis. Good norms, such as good reporting instructions, can help steer the development agenda in the right direction for the benefit of the communities of the Global South.

In 2013, leading chocolate companies Mars, Mondelēz, and Nestlé made global commitments to reduce gender inequalities across their cocoa supply chain. This report follows up on these commitments and presents findings on the gender equality programs Mars, Mondelēz, and Nestlé – and their agribusiness suppliers – are implementing in the cocoa supply chain of Ghana, a key sourcing country. Specifically, the report examines the extent to which each of the companies has (1) conducted and published impact assessments on women in their cocoa supply chains in order to understand and show how this population is faring in Ghana; (2) developed a specific action plan to address issues raised by the assessments that could lead to improved conditions for women; (3) signed on to the United Nations’ Women’s Empowerment Principles, a set of seven principles for businesses offering guidance on how to empower women in the workplace, marketplace, and community; and (4) engaged with other powerful actors

The COVID-19 pandemic has pushed millions into poverty in East Africa, and worsened inequality. The economic crisis continues, due to the obscene global vaccine inequality, which means that only 4% of East African citizens had been fully vaccinated against COVID-19, compared with 71% in high-income countries by mid-January2022. Many East African governments were already hamstrung by high debt and budget deficits before the pandemic, preventing them from responding with large recovery programmes. Other governments did increase spending, but five are now forecasting major budget cuts for 2022–26. These cuts will stop them combating the increases in poverty and inequality that have resulted from COVID-19. However, building back during and after the pandemic offers East African governments a once-in-a-generation opportunity to do what their citizens want: make their economic systems fairer by increasing taxes on wealthy and large corporations, boost public spending (especially on healthcare, education and social protection), and improving workers’ rights. With external support, including through comprehensive debt relief and more aid, they can reduce inequality drastically and eliminate extreme poverty by 2030.

Carbon pricing is not a new phenomenon. Backed by widespread consensus in the economic literature that it is the single most effective policy for addressing climate change, it has been the staple policy priority of many environmental non-governmental organizations (NGOs). Yet carbon pricing has seen limited uptake. Efforts to price carbon have failed in a multitude of contexts. Where they have passed, in most cases, prices have been set too low or covered too little of the economy to effectively address the challenge posed by climate change. As a result, climate advocates have come to question carbon pricing as a primary policy approach. In this context, this paper is not intended to provide novel insights into carbon pricing, nor is it intended to motivate for or against an immediate campaign priority at Oxfam. Rather, this review of carbon pricing is intended to provide a technical background on the topic, considering the concerns that are of greatest salience to Oxfam. The specific aims of the paper are to support Oxfam staff in their deliberation on whether, when, and how to engage on carbon pricing initiatives, as questions around this policy approach shift over the next 20 years. It is anticipated that such reflection would also be useful to a number of organizations whose concerns are similar to Oxfam’s.

18. TOSSD Data for 2020: An overview of key trends in the data in support of sustainable development

Data on total official support for sustainable development (TOSSD) take a recipient perspective, in contrast to official development assistance (ODA) data, which take a donor perspective. The TOSSD metric captures development resource flows that are not included in donors’ reports to the Organisation for Economic Co-operation and Development’s Development Assistance Committee, and are intended to link resource flows to the Sustainable Development Goals (SDGs). For 2020, 98 donors reported TOSSD data, an increase of six donors from 2019. Reported net disbursements totaled $291 billion, including $62 billion reported only to TOSSD. The top five sectors in TOSSD reporting, accounting for 65% of net disbursements, were energy, donor administrative costs, in-donor refugee costs, health, and government and civil society. For those disbursements linked to one or more of the SDGs, 61% went to the Health, Poverty Eradication, Climate Change, support for Decent Work and Sustainable Economic Growth, Ending Hunger, and Partnerships SDGs. The gender equality SDG was allocated just 4.5% of total net disbursements. TOSSD data provided a foundation of activity level detail to enable further research on allocations to SDGs. The picture that TOSSD data provide could be more complete if additional donors submitted reports to TOSSD, and if all donors reported on links to SDGs.

Abstract:
The 2022 Commitment to Reducing Inequality (CRI) Index is the first detailed analysis published looking at governments’ policies and actions to fight inequality during the first two years of the pandemic. This fourth edition of the CRI Index reviews the spending, tax and labour policies and actions of 161 governments during 2020–2022. COVID-19 has increased inequality worldwide, as the poorest people were hit hardest by both the disease and its profound economic impacts. Yet the CRI 2022 Index shows clearly that most of the world’s governments failed to mitigate this dangerous rise in inequality. Despite the biggest global health emergency in a century, half of low-and lower-middle-income countries saw the share of health spending fall during the pandemic, half of the countries tracked by the CRI Index cut the share of social protection spending, 70% cut the share of education spending, while two-thirds of countries failed to increase their minimum wage in line with gross domestic product (GDP). Ninety-five percent of countries failed to increase taxation of the richest people and corporations. At the same time, a small group of governments from across the world bucked this trend, taking clear actions to combat inequality, putting the rest of the world to shame.

Abstract:
This study was undertaken by Oxfam in three South Sudanese counties as part of the SIDA-funded project 'Building Resilience through Gender and Conflict-Sensitive Approaches to Education, Skills Development, and Sustainable Livelihoods'. Its purpose was to shed light on why so many girls drop out of school. The research revealed that women and girls often lack decision-making power over their lives. Early or forced marriage, the abduction of girls, perceptions that education delays marriage – and that educated girls risk not finding husbands – all contribute to dropout rates. Additional challenges include a lack of adequate hygiene and sanitation facilities in schools, the distances learners need to travel, insecurity caused by communal violence, floods, food insecurity, and a heavy household work burden. The Government of South Sudan has in place laws and policies to address these issues, but they remain largely on paper and enforcement mechanisms are weak. The report analyses each of these factors in turn and presents recommendations for how the SIDA project can begin to address them in its future programming.

This document introduces the key concepts of decolonial theory that inform many current calls to decolonize. It provides examples from Latin America, Africa, and North America of how activists have envisioned or realized decolonial futures. These movements led by Indigenous Peoples, people of color, women, and queer people articulate and define the possibilities of decolonial futures. Since decolonial theory suggests multiple futures and not one single solution, this document does not address what decolonizing particular systems, such as international development, should look like. Rather, the document aims to introduce the reader to the tools of analysis that decolonial theory offers, give examples of decolonial theory in practice, and discuss some potential shortfalls of the decolonial framework.

The Constitution and laws of the United Republic of Tanzania require the use of gender-responsive budgeting (GRB) to promote gender-balanced and integrated national economic plans. It is at the village level where community budget needs are identified, though women’s needs are often marginalized. Although women are best at articulating their needs, their voices are seldom raised owing to limited representation. Government budgets typically sideline the needs of small-scale female farmers for access to land, markets, credit, and extension services, especially compared with male farmers. Instead, budgets designed to address general farmers’ needs, such as markets and loans for inputs and storage for surplus harvests, are directed primarily to farmers who grow strategic crops, who are mainly men. Tanzania provides for a separate budget facility for women and youth, and although most interviewees from the grassroots and the government consider this as evidence of a gender budget, it reflects a limited knowledge of GRB. Some projects supported by nongovernmental organizations and civil society organizations reflect women’s and men’s diverse needs, a feature that government budgeting should emulate. Communities need to be empowered to challenge constraints to their participation in decision making on budgets related to their priority needs. The gender division of labor in Ethiopia hinders women smallholders’ efforts to improve productivity to close the gap with men’s farms. There is substantial evidence that where women have access to the same inputs and training as men, they can close that gap. The government’s national development plan identifies agriculture as the main driver of rapid and inclusive growth. The plan seeks to increase women’s participation in agriculture to 50 percent of all participants. But this can only happen with proper implementation of gender-responsive budgeting (GRB). Ethiopia has ratified a number of international conventions and agreements on women’s rights that have guided development of national laws and policies. Nonetheless, the national budgetary process is not yet gender responsive, and the country faces other challenges. Low awareness of gender issues, limited technical skill in mainstreaming gender issues and GRB, lack of adequate resources, and poor enforcement mechanisms are major constraints. A majority of women do not participate in decision-making or express their needs during public meetings because of sociocultural barriers that elevate the role of males. Women are usually not invited to meetings and discussions that concern them, under the assumption that men can convey any relevant messages. But information does not consistently get passed to women farmers owing to the erroneous perception that “women do not farm.” Women’s low levels of literacy and limited exposure to information and support by development practitioners also contribute to the problem. As a result, women are often unable to exercise their rights during program design and implementation. If agriculture is to lead inclusive development, gender and rural development policies need updating. In addition, achieving high-quality agricultural public spending will require a conducive policy environment and a budget process that promotes the participation and well-being of women and girls as well as men and boys.

International financial institutions (IFIs) have been playing a vital role in the response to the COVID-19 pandemic and will play an equally important role in the recovery and ‘build back anew’ agenda. This is particularly true of the World Bank Group (WBG), given its high volumes of committed investments across sectors, especially in low-income and vulnerable countries. This report presents, through case studies, how care-responsive the World Bank’s COVID-19-related investments have been in four member countries: Bangladesh, Cambodia, Nepal and the Philippines. It does so by using the Care Principles and Care-Responsiveness Barometer for IFIs to assess the nature of the WBG’s COVID-19 investments in these select countries, and by building evidence through a gender- and care-responsive budget review. The report demonstrates that the Bank has a foundation for care-inclusion upon which to build, and urges it to adopt a more comprehensive care-responsive approach to its operations in order to move towards rebuilding a more gender-just and equal future.

More than 600 development organizations publish to the International Aid Transparency Initiative (IATI) Standard. IATI provides up-to-date and reliable aid data to improve accountability, coordination and effectiveness. Aid flow traceability throughout the implementation chain is a key part of this. This research report shows that, using 2013-2015 IATI data, it is only possible to verify that 7% of US aid to Ghana ($28m) arrived in the country. It concludes that this traceability gap stems from limited IATI reporting by the international NGOs and firms that implemented most aid activities. To enhance traceability, the US government should require its implementers to publish to IATI.

Huge numbers of people are returning to Afghanistan – more than two million since 2015 – while the country is still highly fragile, with ongoing fighting and internal displacement in many areas and high levels of poverty. Oxfam’s field research in Herat, Kabul, Kunduz and Nangarhar finds that for as long as these conditions do not improve, a safe and dignified return cannot be guaranteed, and forced returns remain irresponsible. With more people returning on a daily basis, tensions are likely to grow and pressure on scarce resources will increase, exacerbating inequalities in this unstable and fragile country. Sending Afghans back to volatile areas will likely result only in more displacement and fragility.

Fiscal policy can be a powerful tool for governments to help achieve a ‘human economy’, if these policies are designed to address gender inequalities and the gender biases in current macroeconomic thinking. This report uses the case of one element of fiscal policy – public spending – to demonstrate how such policy design could help achieve gender equality and improve human development outcomes in developing countries. The report identifies unpaid care and domestic work as a key area where fiscal policy has a significant impact on gender equality. Using data from Oxfam’s 2017 Household Care Survey in Uganda and Zimbabwe, the report explores the impact on adults’ and children’s/adolescents’ time use of access to improved water sources, electricity, healthcare and childcare. It also considers secondary impacts on measures of well-being and women’s empowerment, including women’s health and decision making.

Adaptive management is at the heart of ‘Doing Development Differently’. It emerges from stakeholders’ calls for development programmes to be more flexible and responsive to their contexts. Whether it becomes a mainstreamed practice depends on how much it is embraced by donors and implementers alike, especially in funding, design, monitoring, evaluation, and learning cycles. This report was developed by a group of students from the London School of Economics as part of their Master’s degree programme, in partnership with Oxfam Great Britain. Care work is essential for personal wellbeing, a healthy society and a functioning economy. But across the world, it is overwhelmingly done by women, which restricts their opportunities. Policy makers rarely recognize the public responsibility for facilitating unpaid care and domestic work through investments in infrastructure and care services. In 2017, Oxfam’s Women’s Economic Empowerment and Care (WE-Care) initiative conducted a Household Care Survey (HCS), collecting data in the Philippines, Uganda and Zimbabwe, to inform the design of public policies and local development programmes. The study tests which infrastructure, equipment and other factors influence care-work patterns. It finds that access to improved water sources is associated with reduced hours of care work, and household equipment facilitates men’s participation in care. It also finds that heavy workloads related to long hours of unpaid care can impact women’s health and well-being. Perceptions of care work, community expectations and fear of sanctions for deviating from social norms play an essential part in maintaining the gendered division of care work. The report presents recommendations for government and private sector decision-makers, development practitioners and researchers in the area of women’s economic empowerment on how they can contribute to facilitate the recognition, reduction and redistribution of unpaid care work.

Decent work for all is a shared global concern. It is enshrined in Sustainable Development Goal 8, ‘to achieve full and productive employment, and decent work, for all women and men by 2030’. Countless initiatives by companies, governments, CSOs and global aid agencies are dedicated to making this happen. These efforts are labelled as ‘decent work’, ‘inclusive businesses’, ‘responsible sourcing’ or ‘economic empowerment’. They share a concern for raising the standards of working conditions – globally, nationally, and across sectors. SenseMaker is a research method that analyses the experiences of large numbers of people to help understand their perspectives on a specific issue or question. This paper shows what is possible when using SenseMaker to capture and understand workers’ perspectives. It aims to inspire anyone working in the private sector, within civil society organizations and government agencies responsible for strengthening decent work, inclusive business and responsible sourcing.

The ‘Citizen Participation in Adaptation to Climate Change’ (CPACC) project aimed to build the resilience of farming households to climate shocks, through promoting conservation farming techniques and livelihood diversification, and through supporting disaster-planning activities and early-warning systems at the community level. This Effectiveness Review used a quasi-experimental approach to assess the impact of the project among households whose members directly participated in the project activities, in one of the three districts where the project was carried out. The results provide evidence that the project had a positive effect on the resilience of participant households, particularly through the community-level disaster preparedness activities. There is also evidence that the project had a positive impact on the adoption of conservation farming techniques, on the area of land cultivated, and on yields. However, the project does not appear to have had the positive effects it sought on engagement in non-agricultural income-generating activities, nor on participation in savings groups. There is no indication that the project had had a positive impact on households’ overall material welfare by the time of the survey.

Despite some promising legal awareness initiatives, mostly led by civil society, women’s knowledge of their rights and family law is limited. Social norms refer to the shared expectations held by a given community. They are often held in place by social approval or rewards for conformity, and by disapproval or sanctions for transgressions. Understanding how and why social norms hold sway can provide a powerful means for understanding the gendered division of work that prevails in many communities and inform strategies aimed at promoting change. This report summarizes the main findings from the qualitative research conducted in August 2017 to support on the identification of the main social norms related to unpaid care and domestic work in rural communities in four districts in Zimbabwe. The research served to identify who the leaders are that communities look up to in order to validate social norms change. It helped to identify nascent opportunities for changes in the gendered division of labour, and what the implications are of the findings for planning and practice in addressing inequalities on unpaid care and domestic work.

This report presents the findings of research conducted to support the work of the Marriage, No Child's Play programme. The programme aims to change social norms that perpetuate the practices of early and forced marriage. It currently operates in four districts of Pakistan: Larkana and Shikarpur in Sindh, and Lodhran and Muzaffargarh in South Punjab. To increase understanding of the role that social norms currently play in these communities, Oxfam and partners conducted exploratory qualitative research in each of the four districts. Drawing on in-depth interviews with respondents, the report puts forward social norms the researchers believe are central to the marriage decision-making process in the four districts. It highlights potential opportunities to open up conversations and outlines ways for the programme to respond. A key aim of the Marriage, No Child’s Play programme is to change social norms that perpetuate early and forced marriage practices. To increase understanding of the role that social norms currently play in the communities where the Marriage, No Child’s Play programme operates, Oxfam and partners conducted exploratory qualitative research, which will provide a basis for programme implementation and follow-up research. The research consisted of in-depth interviews with 40 respondents: young and married men (n=10) and women (n=10), and mothers (n=10) and fathers (n=10). They were sampled from communities in the four districts of the Marriage No Child’s Play’s programme in Pakistan: Larkana and Shikarpur in Sindh, and Lodhran and Muzaffargarh in South Punjab. Partner staff supported the field research team in selecting respondents. The interview design combined the use of questions with a vignette – a hypothetical story related to early marriage. Oxfam and partners analysed and interpreted the results in a workshop.

This analysis looks at unpaid care work patterns in both Rohingya and host communities in Cox’s Bazar, Bangladesh. The aim is to recognize the care work done by women and find ways of reducing or redistributing this work. The analysis examines the level of acceptance for sharing care responsibilities, as well as the differences in care work between host and Rohingya communities. Overall, findings from the RCA show that the vast majority of care work is conducted by women across both groups. On average, women perform 70 hours of care work a week and men do 11 hours, with firewood and water collection being the most difficult tasks. Recommendations from the analysis include provision of water containers for water storage; opportunities for home-based income-generating activities for the Rohingya community; advocacy for improved water networks in the host community; and environmentally friendly firewood replacements, among others. This will ensure reduction and redistribution of care work and lead to improved programmes, with potential for women’s empowerment.

Since August 2017, hundreds of thousands of Rohingya refugees have fled Myanmar for camps in the Cox's Bazar district of Bangladesh. The research for this report was conducted to identify the needs, vulnerabilities, risks and concerns of Rohingya refugee and host community women, girls, men and boys in Cox's Bazar, as well as the skills and opportunities on which they can build. The analysis shows various gaps in the humanitarian response for both communities, especially in terms of accountability, communication with affected communities and disaster preparedness, but also in equitable access to services, in particular for women and girls, and especially for the Rohingya community. Public-private partnerships (PPPs) in education are increasing in profile as countries grapple with serious challenges of educational access and quality—and as donors such as the World Bank turn to this approach as they advise countries on potential solutions to these barriers. Evidence is still limited on the impacts of this policy approach, however, and the academic literature that looks at equity and inclusion raises profound concerns. This study seeks to understand the impact of the PPP initiative in Punjab province, Pakistan, on key dimensions of equity, education quality, and democratic and social accountability. It was conducted over a period of two months, through field visits in a sample of 31 schools across five districts of the province (in both rural and urban/slum areas) and all four programs run by the Punjab Education Foundation (PEF). The study provides an in-depth view of how the sample schools are operating and are incentivized within the framework of the PEF programs, raising serious concerns about equity, quality, and accountability that need to be considered more broadly in the push to expand PPPs.

Abstract:
This report examines the distribution of unpaid care and domestic work in households in the Ugandan districts of Kaabong, Kabale and Kampala. It seeks to understand the connection between social norms and the gendered division of work, including how much time women, men, boys and girls spend on paid work and unpaid care work in a day, as well as how this time use varies between urban and rural areas and between the districts in the study. The authors look closely at childcare, who undertakes it and why. They also analyse what kinds of services are available in each district that might ease the care workload for women and girls. The report makes recommendations for the Ugandan government and relative authorities on how they can recognize, reduce and redistribute care work through policy changes, labour-saving devices and technology, better infrastructure and the provision of care services.

In this context, NGOs, donors and private sector actors are exploring how they can help vulnerable populations to prepare and build resilience. The use of solar-powered water pumps is one approach through which partners are building this resilience. This report is a concept-stage exploration of optimal funding mechanisms to accelerate the adoption of solar-powered water pumps in the arid and semi-arid areas of Kenya. It also looks at accompanying management systems to ensure financial viability, inclusion and accountability.

The Future Youth School Forums (FYS-Forums) project took place in Cyprus, Italy, Poland, Lithuania and the UK from 2015 to 2018 and was funded by EU Erasmus+. Its aim was to show how creating a group of engaged young global participants requires the engagement of teachers in activities to promote global citizenship – and to provide teachers and young people with the tools to promote effective and inclusive youth leadership across formal and informal education through global citizenship forums. This report on the project looks at the role of teachers and partnerships with students in raising critical awareness of global citizenship.

Water, sanitation and hygiene interventions (WASH) are commonly implemented as part of emergency response activities (i.e. in response to disease outbreaks) in low and middle-income countries. Local humanitarian leadership is built upon the premise that humanitarian action should be led by local humanitarian actors whenever possible, yet this research finds that secular humanitarian INGOs do not engage systematically with local faith actors in their local leadership work. Based primarily on interviews with humanitarian INGO staff, this research also found that neither secular nor faith-inspired international humanitarian organizations have a sufficient level of religious literacy to enable them to understand the religious dimensions of the contexts in which they work and to effectively navigate their engagement with local faith actors.
