This Oxfam briefing paper examines the intersection of gender inequality and climate change in Iraq, focusing on the agricultural sector. Women in Iraq face systemic barriers that confine them to the "private sphere," limiting their participation in decision-making processes critical to climate adaptation and mitigation. Through qualitative research, including focus group discussions and key informant interviews, the paper highlights how social norms, economic dependency, and lack of access to resources exacerbate women’s vulnerability to climate impacts. It provides actionable recommendations to foster inclusive climate action, such as raising awareness, leveraging respected female leaders, and improving technical support for farmers. The next Common Agricultural Policy (CAP) cycle is being discussed amid geopolitical and global trade tensions, and a shift in focus (by the European Commission) to the competitiveness of the European Union (EU). The discussions are taking place in parallel with the introduction of certain sustainability measures of the Green Deal. These measures, such as the Corporate Sustainability Due Diligence Directive (CSDDD), are often presented as contrasting with competitiveness, or as an additional administrative burden. Instead, this policy brief highlights the potential benefits of the sustainability measures for European agriculture. It argues that, if applied astutely, the measures could boost the EU’s competitiveness and food security, whilst easing regulatory burdens, and reinforcing the position of farmers in agri-food chains.

Abstract:
El reconocimiento de territorios y territorialidades campesinas no ha avanzado de forma lineal, su desarrollo presenta tanto momentos de avance como de retroceso. Estos dan cuenta de que ha sido un tema controversial y objeto de disputa. Este documento analiza la política pública de reconocimiento de territorios y territorialidades campesinas en Colombia. El análisis se hace desde una perspectiva narrativa, para la cual es clave la identificación y el análisis de la situación controversial que cimenta la política pública, así como de las narrativas y contranarrativas movilizadas en su marco. Identifico dos narrativas movilizadas frente a los campesinos y sus formas de territorialidad: una narrativa estigmatizante, que concibe los territorios campesinos como espacios fuera del orden sobre los cuales debe imponerse la soberanía estatal. Una segunda narrativa, por el contrario, afirma la importancia del reconocimiento de la particular relación que establecen los campesinos con sus territorios y resalta los aportes que desde estos se hace a la seguridad y soberanía alimentaria, a la protección ambiental, a la superación del conflicto interno y a la materialización de la reforma agraria. Así mismo, propongo una metanarrativa centrada en la reconstrucción del proceso de desarrollo de la política de reconocimiento que abarca el período 1994- 2024. Esta ubica dos períodos de avance de la política, el primero entre 1994 y 2002 y el segundo entre 2022 y 2024, en el medio de los cuales hubo un momento de estancamiento de alrededor de dos décadas. Abstract:
China’s strategic approach to its industrial policy—particularly its trade surplus and dominance in clean technologies—is a growing risk to Europe’s competitiveness and economic security. Like many other European states, Poland prefers to focus on the bilateral dimension of its relationship with China. But the scale of China’s economic threat means the EU’s only hope is to address it as a unified bloc. Poland should use its growing leadership role in the EU to help shift the bloc towards a more assertive China policy using the available tools. As it confronts the prospect of a trade war with the US, the EU cannot afford vulnerability to China. But first, Warsaw will need to recalibrate its own policies by grasping the realities of its trade relationship with China and assessing its vulnerabilities: investments, critical infrastructure and supply chains.

Abstract:
Digital technologies are transforming the agriculture and food systems of ASEAN, offering new opportunities to enhance productivity, sustainability, and resilience. ASEAN has taken collective steps to accelerate this transition through initiatives such as the ASEAN Guidelines on Promoting the Utilisation of Digital Technologies for ASEAN Food and Agricultural Sector (2021), the ASEAN Leaders’ Declaration on Strengthening Food Security and Nutrition in Response to Crises (2023), and the Action Plan for Sustainable Agriculture in ASEAN (2024). To support these regional efforts, this study assesses the current utilisation of digital tools across agricultural value chains, identifies barriers to technology diffusion, and analyses enabling policy frameworks. Based on surveys of 824 respondents across eight ASEAN Member States (AMS), the study finds that smartphone-based solutions – such as advisory applications, digital payments, and marketplaces – are the most widely adopted. However, adoption is primarily driven by economic objectives rather than environmental benefits. The main constraints include limited infrastructure, low digital literacy, and high adoption costs. Looking ahead, digital marketplaces and drones are expected to become the most in-demand technologies. Comprehensive and inclusive policies – anchored in strong infrastructure, skills development, financing mechanisms, and regional co-operation – are critical to advancing sustainable digital transformation in ASEAN’s agri-food systems.

Feeding China’s vast population is a priority issue for Beijing, given historic ramifications of famines and food crises for social and regime stability. Yet the task is vast—China must feed nearly 20 percent of the global population but is home to under 10 percent of the world’s arable land—and the challenges to stable food supply are many. These include inefficient agricultural practices, supply chain bottlenecks, changing consumption habits, international trade dynamics, domestic environmental degradation, corruption and data misrepresentation, and a history of food safety scandals. Diagnosing a more contentious international environment, Xi Jinping has placed greater emphasis on agricultural self-sufficiency and diversified sourcing of critical inputs, foodstuffs, technology and know-how. This brief explores key trends, challenges, and policy measures in China’s pursuit of food security. It is part of a joint CSIS-Brookings Institution project, Advancing Collaboration in an Era of Strategic Competition, which seeks to explore and expand the space for U.S.-China collaboration on matters of shared concern.

Abstract:
The Common Agricultural Policy (CAP) is currently at a crossroads of a changing world environment which impacts demand (food inflation), supply (energy and input costs) and agri-food trade (geostrategic tensions). EU policies have to address the conundrum of having to simultaneously contribute to mitigating climate change and contributing to food security by accepting that both are global problems and require global solutions. CAP ongoing policy orientation aims at increasing its environmental performance while retaining its economic and social achievements, but excessive targets set by the Farm to Fork Strategy and the impact of changing market conditions brought tensions in the debate between on food security and climate action with respect to priorities on primary agriculture. Higher food costs increasing income inequalities put households in the developed world at a risk of changes in consumer behaviour that are driven by forces exogenous to their tastes and preferences. Addressing misperceptions about the role of productivity, science and trade will impact on how the EU assesses, in a more balanced way and addresses its strengths and weaknesses in the field of agriculture. Despite clear progress of Greek agriculture in recent years three persistent weaknesses of Greek agriculture relate to an uneven and untargeted distribution of direct payments the underestimation of the role of extensive livestock or the absence of a functioning Farm Advisory System.

9. Is the European Union Deforestation Regulation WTO-Proof?

Abstract:
The European Union Deforestation Regulation (EUDR) is set to take effect on 30th December 2024. While it aligns with EU’s climate goals under the European Green Deal, it has sparked concerns with EU partners regarding its compatibility with World Trade Organization (WTO) principles. Internally, some member-States and productive sectors fear that the lack of clarity in its rules could disrupt European supply chains. Products like coffee, chocolate, and leather are some examples where costs and price are expected to rise due to compliance requirements, documentation, and shipment segregation. Critics argue that the EUDR’s unilateral imposition of EU standards on third countries could be viewed as extraterritorial and more restrictive than necessary towards its objectives. This paper analyses lessons from WTO reports on US Shrimp/Turtle and US Tuna/Dolphin, which are relevant to discussions on non-product-related processes and production methods (PPMs). Key findings suggest that the EUDR could be justified under GATT exceptions clause (Article XX). However, for this to be successful, the Policy Brief proposes more flexibility in considering local realities of exporting countries. This would include shifting the EUDR approach to cooperating towards an outcome-based equivalence systems instead of rigid procedural requirements.

Oxfam is committed to working with communities before, during and after crises. In Somaliland, we have been piloting approaches that aim to achieve greater synergy between our humanitarian, development and peacebuilding programming and influencing. This innovative ‘triple nexus’ work recognises that communities' needs and ambitions are not met along the false silos created by aid agencies. It asks the international development and humanitarian sector to walk the talk on locally led programming to better meet the holistic needs and aspirations of communities. This case study clearly shows the impact of programming which simultaneously meets immediate needs and development gaps while also addressing the drivers of crisis (such as conflict and climate change) to achieve durable solutions in protracted crises.

Abstract:
Farmers around the world produce more than enough to feed everyone on the planet, yet since 2017 hunger has increased sharply. Promoting food production and distribution that are socially equitable and environmentally sustainable is a necessity, in Europe and globally. This paper highlights the European Union’s role in addressing global hunger and supporting a sustainable and equitable global food system transformation. A new direction is needed and the EU can make a positive change. Smallholder farmers in the Global South offer enormous untapped potential for fighting global hunger but they must be better supported. The EU must also stand for climate justice by taking the climate change threat to food security seriously, limit the EU’s global land use footprint by stopping unsustainable and irresponsible land use that drives hunger and inequality, and balance the power in food systems by breaking corporate domination and enhancing equitable global food governance.

In Somalia, climate change disproportionately disrupts agricultural and pastoral livelihoods, driving harmful practices, such as resource overexploitation, which exacerbate conflicts. To address these challenges, the International Organization for Migration (IOM) promotes regenerative agriculture as a part of a broader environmental peacebuilding approach aiming to replace negative coping strategies with sustainable practices for long-term resilience. This SIPRI Policy Brief explores the IOM’s approach to regenerative agriculture as a tool for environmental peacebuilding in south-central Somalia. It focuses on analysing how the approach has been designed and highlights elements of the approach that can build resilient livelihoods, encourage cooperation over natural resources and strengthen social cohesion. The policy brief also offers recommendations for donors and implementing organizations to effectively leverage regenerative agriculture for environmental peacebuilding efforts.

Abstract:
This policy brief reflects on the use of reciprocal sustainability standards in unilateral trade measures by the EU and its impact on the agri-food sector. The contribution is positioned within the recent calls to better protect European farmers from unfair competition and imported products that face less stringent sustainability standards, but also aims to provide a general overview of the discussion about these measures and their broader impacts. With regard to this impact, the policy brief highlights the difficulty of predicting and assessing what effect these unilateral measures will have. It calls for better impact assessments and a reflexive approach when adopting new unilateral measures. Such an approach should make it possible to set unilateral reciprocal standards when needed, but would reduce or dimmish unforeseen adverse impacts.

Abstract:
Russia’s invasion of Ukraine, a major supplier of grain to the Middle East and Africa, has triggered deep concerns over access to affordable food across the globe. The alarming rise in food insecurity across the world due to conflicts makes it increasingly urgent to set ground rules for sharing food in global markets and getting food to places most in need to avoid starvation and famine. The most glaring and relevant gap in the rules of the world trading system pertains to sharing food in times of scarcity. The authors recommend using the World Trade Organization’s (WTO) long-standing accords on agriculture as a basis to provide guidelines for supplying food to global markets, especially areas in need. The most obvious shortcoming in the rules is that WTO members are largely free to restrict exports of food. The WTO rules need to be updated to take into account climate change, extreme weather, military conflicts, pandemics, and other factors that interfere with food production. The WTO can specify factors that an exporting country must take into account when imposing an export restriction on food, and it can require consultations to deal with severe disruptions in world food trade. It can also serve to mediate the interests of food exporters and importers in enhancing food security.

The rise of agriculture technology (AgTech) solutions in Africa has opened significant avenues to transform food systems and tackle long-standing obstacles to enhance smallholder productivity. To effectively expand these promising, yet nascent, AgTech solutions, collaborative efforts involving African governments, development partners, and AgTech innovators are essential. Scaling these solutions requires African governments to establish comprehensive digital-infrastructure and development partners to prioritize investments in digital solutions tailored to alleviate market and financial barriers faced by smallholder farmers. Fostering economic growth in Africa’s agricultural sector hinges on millions of smallholder farmers effectively implementing new technologies. This issue brief explores the factors that have contributed to scaling prominent AgTech companies in Africa. Additionally, the brief examines a case study from India, where the digital revolution has helped AgTech solutions reach smallholder farmers. Drawing insights from this analysis, the brief provides recommendations to African governments and development partners to establish environments conducive to AgTech companies’ growth, thereby contributing to economic advancement and prosperity.

Africa’s vast natural resources present both opportunities and challenges. Securing their sustainable extraction depends on African states’ ability and willingness to enforce equitable legislation and policies. This does not take away the huge — and historical — responsibility of external actors from Asia, Europe and North America. In 2019, Ghana banned rosewood extraction following years of over-logging that had decimated these slow-growing trees. Nevertheless, illegal harvesting and export of rosewood have continued since the ban. Research shows that the Ghanaian state has been unable or unwilling to deal with the violations because some of its representatives profit from these illegal activities.

North Korea recognized the importance of addressing climate change early on and has been an active participant in international cooperation on climate change. However, North Korea's vulnerability to climate change is still considered to be very high, and the country has been unable to participate in the international community's efforts to support climate change adaptation in developing countries due to sanctions. This study aims to analyze the climate change challenges that North Korea faces focusing on natural disasters and agriculture. For this purpose, it not only refers to domestic and international statistics, literature, and media data but also uses real-time satellite data to provide empirical evidence on climate change impacts and policy performance in North Korea. Also, It suggests the need for South Korea to support North Korea’s adaptation to climate change, especially in cooperation with the international community.

Abstract:
This joint Policy Study discusses the vulnerabilities of the Mediterranean agri-food system exposed by the food and energy price spikes caused by the war in Ukraine and the implications for human security in the region. The Middle East and North African (MENA) region, as the world’s largest food importer, faces challenges on both the demand and supply sides, including population growth, urbanisation, dietary changes, macroeconomic constraints, scarcity of natural resources, and climate change impacts. Rural populations and farmers often experience food insecurity, while European countries are not immune to high food prices and their socioeconomic consequences. Existing policies focused on international trade and production have failed to address the complex interplay between food, environment, and society. The concept of food sovereignty provides valuable insights for developing context-specific strategies to foster resilient agricultural and food systems. The proposed ‘Euro-Mediterranean blueprint for sustainable agricultural and food systems‘ outlines six pillars, including agroecological transition, support for traditional agricultural systems, initiatives targeting the agri-food chain, promotion of blue foods strategy, participatory policy-making, and macroregional cooperation. The authors emphasise the need for enhanced regional cooperation in agriculture, particularly in the context of changing geopolitics and the disruptive impacts of the COVID-19 pandemic and the Russian invasion of Ukraine. They suggest various avenues for collaboration, such as involving Southern Mediterranean countries in European Union initiatives, increasing climate funding for agriculture and food, reengaging in regional trade negotiations, fostering partnerships in research and innovation, and promoting unifying narratives. The limitations of the EU’s Common Agricultural Policy (CAP) in driving transformative strategies in the Euro-Mediterranean region are discussed in the study, along with recommendations for targeted CAP payments aligned with climate and biodiversity objectives, conditionalities on trade, and support for sustainable practices. The role of climate and digital agendas in agriculture is highlighted, particularly the challenges and compromises associated with implementing Climate Smart Agriculture (CSA) in the region. The authors emphasise the need for context-driven, climate-smart ideas and solutions, improved water management, policy coordination, strengthened institutions, enhanced access to funding, and increased national investments in climate-friendly agriculture.

In Zimbabwe, despite the fact that farmers are aware of the health consequences of tobacco and generally support control measures, they continue to grow tobacco. The study showed that farmers are willing to consider alternative crops if they are considered as rewarding as tobacco. However, the choice of the preferred alternative is influenced by their experience of the crop. Government should recognize that the transition from tobacco to alternative crops will take time and require long-term planning and support. This could involve developing a comprehensive strategy for the transition, providing ongoing support to farmers, and regular monitoring and evaluation of progress.

Conversely, the Southern African region grapples with the impacts of extreme weather events on agriculture, such as floods and cyclones, necessitating coordinated disaster preparedness, response, and recovery efforts. Ethiopia’s National Adaptation Plan (NAP) is a model of effective multi-stakeholder collaboration. Government agencies, civil society, research institutions, and local communities collaborate to increase adaptive capacity, focusing on locally tailored solutions derived from farmers’ specific needs and indigenous knowledge. Finally, this policy brief illuminates climate adaptation in African agriculture, recognizing the continent’s vulnerability and the need for coordinated action. It shares valuable insights from diverse regions and initiatives, providing insights into the challenges and opportunities of coordinating climate adaptation. Collaboration, knowledge sharing, and coordinated efforts hold the key to ensuring a resilient and sustainable future for African agriculture in a changing climate.

In 1808, the English agriculturist Arthur Young stumbled on something interesting. He noticed that the adjacent Cambridgeshire parishes of Childersley and Hardwicke in England had startlingly different economic outcomes, even though they were divided only by a hedgerow. In Hardwicke, wheat yields were 16 bushels per acre, whereas in Childersley, on the other side of the hedgerow, they were 24 bushels per acre—50 percent higher. What could explain the difference? It wasn’t economic fundamentals, because Childersley consisted of similar soil. Rather, Young attributed the difference to the fact that the land in Hardwicke remained in “common field” while the land in Childersley was enclosed.

This study investigates the climate change impacts on agriculture and conflict in sub-Saharan Africa (SSA). SSA is the most vulnerable region responding to the weather shocks such as drought and flood. Furthermore, more than half of population in SSA are engaged in agricultural production that is highly affected by the rainfall pattern and temperature increases. For this reason, disruption of agriculture caused by the weather shock also can increase the probability of conflict such as demonstration and riot. This study focuses on 43 SSA countries after excluded small islands. Using scenario analysis, we find that temperature increases rather than precipitation might affect maize and sorghum production negatively while it is unclear for the rice production. We also find that increases in average temperature and maximum temperature might increase the probability of conflicts even if the effects of climate on riot and demonstration are U-shape pattern while it is reverse U-shape for battle and civilian conflicts.

In less than six months, ‘mirror clauses’ have taken EU trade policy by storm. To inject ‘reciprocity’ in trading terms, the French Presidency of the Council is proposing that imported food and feed be produced under the exact same sanitary, phytosanitary, welfare and environmental standards as those imposed on domestic products within the European Union. The international trade rulebook is both complex and yet relatively straightforward in ensuring that process and production methods applied to imports respond to legitimate justifications and do not result in a disguised barrier to trade. The European Union may learn from the United States’ playbook to ensure that mirror clauses are negotiated with trading partners bilaterally, rather than imposed on them unilaterally. As part of its Farm to Fork strategy, the European Commission has announced two pesticides reduction targets to be attained by 2030, and it is in this framework that questions relating to plant health and international trade have been gaining traction. With pesticides targets set to raise costs for European farmers and productivity levels likely compromised, there are genuine concerns that domestic products will be competitively undercut by imports produced ‘less sustainably’. To grasp the complexity of mirror clauses applied to the phytosanitary sphere, understanding how the European Food Safety Agency authorises and bans active molecules and bio solutions is vital. Appreciating the daily efforts of national customs agents in checking imports for pesticides residues, and coordinating efforts of Member States on rejected food and feed imports that do not meet EU requirements, is also paramount. There are warranted societal justifications to impose measures to protect humans, animals, plants and ecosystems. To remain legitimate under international law however, mirror clauses should be ‘stress-tested’ to avoid being applied as a means to gain competitiveness. Countries are unequal when it comes to the risk of pests and climate change is already intensifying their distribution with potentially dramatic impact for global food security. When it comes to protecting plant health, regional conditions must be considered to not only avoid inconsistency with WTO rules but also to ensure that mirror clauses do not result in a practical ban on imports from developing countries impacting livelihoods worldwide.

Amid shifts towards inclusive agricultural development, the Center for Global Food and Agriculture offers policy recommendations for further US government action. Reflecting both the development consensus and the challenges of transformational reform, USAID Administrator Samantha Power announced an ambitious new focus on inclusive development for the agency in 2021. Her announcement followed the publication of a draft policy on local capacity development, which provides a framework for shifting overall organizational approaches to development. The policy helps establish an agencywide understanding of what locally led development means and a unified system for building on local strengths to achieve local goals. Nevertheless, there are substantial and legitimate reasons why inclusive development assistance remains elusive. Recent research from the Brookings Institution provides an excellent summary of the legal and regulatory impediments, including budgetary rigidity, risk mitigation, and the limits of local organizational capacity.

On 18 December 2020, the European Commission welcomed the political agreement reached between the European Parliament and the Member States allocating €79.5 billion to a new Neighbourhood, Development Cooperation and International Cooperation Instrument (NDCI) for the period 2021- 2027. Since its creation, the European Union has been a major player in public aid granted by rich countries to developing countries. The European Development Fund (EDF) was launched by the Treaty of Rome in 1957 and for decades provided aid to the former colonies in Africa, the Caribbean and the Pacific (ACP). The eleventh EDF, covering the period 2014- 2020 with a budget of €30.5 billion, will be replaced by the NDICI (Neighbourhood, Development and International Cooperation Instrument). The Union and its Member States are the world's largest donor of official development assistance. Their contribution of €74.4 billion in 2018 represents more than half of the OECD countries’ Official Development Assistance ($150 billion in 2018).

There has been a growing consensus in the national and international aid architecture that sporadic or scattered aid modality should be avoided. This study conducted a comprehensive cluster evaluation on Korea’s agricultural ODA to Rwanda between 2013 and 2017, with two newly devised indexes: Cluster Performance Index (CPI) and Resource Allocation Index (RAI). Every Korean agricultural ODA project was categorized into five clusters and numerically evaluated against criteria widely used in the evaluation of development projects: relevance, efficiency, effectiveness and sustainability. Our cluster evaluation reveals that projects are mostly planned appropriately, but in some clusters, large amounts of the budget have been invested in poorly planned projects. Regarding efficiency, there was considerable room for improvement in all clusters. Particularly, in the Monitoring and Evaluation (M&E) category, all clusters scored below average. Concerning performance evaluation, all clusters scored relatively high in effectiveness, specifically in goal achievement. Lastly, in terms of sustainability, risk management was found to be relatively inadequate in all clusters. Based on the lessons from the aforementioned observations and analysis results, this study suggests ODA quality can be improved by optimizing budget allocation, improving monitoring efficiency, creating synergistic effects through cluster linkage, and developing agricultural value chain program.

For example, subsidies to renewable energy are defended because renewable energy limits carbon emissions. When a major economy subsidizes extensively, however, its trading partners are drawn into the game, with losses all around. As the prisoner’s dilemma suggests, a better outcome would entail mutual restraint. But the goal of mutual restraint is no less difficult in international trade than it is in international arms control. Both the European Union and the US federal system try, in different ways, to regulate industrial subsidies. Hufbauer examines efforts to contain unjustifiable subsidies and proposes modest improvements, bearing in mind that as countries struggle to overcome the global economic downturn resulting from the COVID-19 pandemic, there is little appetite for restoring a free market economy—one in which firms compete with minimum government assistance or regulation. Selective upgrading of the rulebook may nevertheless be possible.

The project is funded by UK Aid. The learning brief series aims to promote awareness and understanding of natural resource use and management in Darfur to support the Taadoud II program and wider programs and policies to effectively build resilient livelihoods. Livelihood strategies are the way people support themselves. People change their strategies as their opportunities, risks, and limitations change. A change in a household’s strategies can affect members of the household differently. Often changes that benefit a household as a whole increase women’s risk and labor burdens. Furthermore, when nearly all livelihood strategies depend on natural resources, changes to the strategies will change demands on natural resources. How one set of households changes the way they use natural resources will affect other households who also depend on those same resources. This could cause conflict over those resources and deplete them.

Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.

And this volume is steadily dropping. The agricultural sector in Yemen is the dominant user of groundwater resources, accounting for around 90 percent of total consumption. Due to the current crisis, fuel required for pumps has become scarce and very expensive; as a result, solar energy has begun to play a role in the extraction and supply of groundwater for irrigation. However, there is concern about the misuse of this new technology. This study examines the current trend of solar-powered irrigation system (SPIS) use in Sana’a Basin, identifying the pros and cons of this approach. It presents the perspectives of farmers and experts in terms of what is happening and what should be done to maximize the benefits and minimize the negative impacts of SPIS. The incidence of SPIS installation is increasing at a rate of more than 4 percent annually. Farmers spoken to as a part of this study expressed enthusiasm to use SPIS and cited capital cost as the biggest obstacle to their acquiring this technology. This paper proposes governance and policy recommendations for overall water management and, in particular, for future studies and regulation of SPIS-driven groundwater use. Setting appropriate policies for water-pumping powered by renewable energy will help to conserve groundwater sources and sustainably preserve livelihoods.

Following Mali’s coup d’état of 18 August 2020, the transitional government is yet to present a roadmap for peace in central Mali outlining a new strategy for dialogue with armed non-state actors. To support this process, it is important that Mali’s international donors identify already-existing local peace agreements and support local-level dialogue with all parties to conflicts. Recommendations: Immediate de-escalation of conflicts is needed through disarmament of militias and rebuilding of trust between local communities and Mali’s armed forces, with a strong focus on protecting civilians. Mali needs a national, comprehensive strategy for how to include jihadists and local militias in dialogue, reconciliation and dispute resolution. International donors need to identify already-existing local peace agreements and support local-level dialogue between all parties to conflicts. Long-term solutions regulating equal access to natural resources for different population groups are key.

Disputes over natural resources such as water and land among pastoralist groups and between mobile pastoralists and sedentary farmers have a long history and are turning increasingly violent. Competition over scarce natural resources is often put forward as the key driver of farmer-herder conflicts, disregarding the significant role governance is playing in conflict dynamics. Oversimplifications of the pastoralist-conflict equation and a lack of understanding of pastoralist systems and the way they are governed has led to inappropriate interventions further undermining pastoralism. Policies and interventions in response to pastoralism-related conflicts often do not take an integrated approach but are based on sectoral policies and are not conflict sensitive as they fail to take into account the political economy driving farmer-herder conflicts. Comparing the cases of Burkina Faso, Somalia and South Sudan, this paper analyses how pastoralist resource governance in combination with its specific underlying political economy differentially affects the dynamics of conflict around pastoral resources. Reflecting upon three agendas that inform the thinking about pastoralism as well as donor interventions – climate change, food security and governance – this paper provides some recommendations on how to take underlying political economy into account for sensible and effective programming.

The Common Agricultural Policy (CAP) will enter the next decade relieved by Brexit of its fiercest opponent but weakened by the external pressures to which it has been subjected, and disrupted by the enlargement of the European Union. In the 2020s, it will have to take full account, in conjunction with the European Commission's Green Deal, of the environmental and climate issues that are so important for agriculture. It will also have to improve the management of climate, health and market risks, which global warming could aggravate, and strengthen the negotiating capacity of producer organisations with their powerful buyers in the food industry and supermarkets. Budgetary pressure may lead the European Union to distribute direct payments, (which account for three quarters of CAP expenditure), more fairly by placing the burden rather more on large farms, in order to spare the medium-sized family farms, which are still numerous in the western part of the continent. Finally, the CAP should be coordinated with other European policies, particularly trade policy.

The multilateral trading system has been in crisis. The world economy has changed significantly since the WTO replaced the previous GATT system and new challenges are quickly piling on top of the old ones. The rising emerging countries and the relative decline of traditional economic members, together with the need to deal with complex new issues such as climate change and e-commerce and digital trade, are shaking the foundations on which the WTO was built some 25 years ago. There is also growing momentum among many WTO members to ‘modernize’ the WTO, including the Appellate Body although the details and feasibility of reform are unclear at this stage. In the Sahel, market closures, border closures and movement restrictions to stop the spread of COVID-19 have disrupted the structurally weak pastoral sector, already made vulnerable by conflict. There are several signs of the negative impacts of COVID-19, such as difficulties in moving food and people, poor access to markets, rising food prices and loss of livelihoods. In Mali, Burkina Faso, Niger and Chad, the pandemic adds to ongoing problems of conflict and political instability. The threat to pastoralists is to lose their herds through overgrazing, zoo-sanitary diseases or lack of income to feed the animals. If pastoralists go bankrupt, they could be forced to sell their livestock at devastatingly low prices to large landholders or wealthy neo-pastoralists. This scenario would aggravate an already-growing trend in the region – escalating economic inequality and the consolidation of wealth among an elite. This risks fuelling inequality and deepening existing fault lines. The priority for Sahelian governments should be clear: keep food coming and people moving, and develop a post-COVID-19 strategy to tackle the vulnerabilities revealed by the pandemic.

Agriculture has formed the backbone of India’s economy for many decades and remains crucial to providing food security for the country’s growing population. It constitutes a major pillar of India’s economic growth and a significant contributor to its growing exports sector. Indian agriculture is the country’s largest employer with one hundred and forty million smallholder farmers and an additional sixty million people employed directly or indirectly in farming operations. Together, these two hundred million people represent more than 40 percent of India’s working population. Though India is one of the top five agricultural economies in the world, Indian agriculture is at a serious inflection point. This sector faces multiple challenges, including lagging yields in key crops as compared to global averages1, restricted market access, lack of competitive prices for produce, and limited water availability. The latter leaves farmers to rely on rain-fed agriculture severely impacted by climate change. All these factors have eroded farm incomes, created increased pressure on government subsidies, and affected rural livelihoods. The growth and success of agriculture is important for India’s long-term economic growth, enhancing its global and export competitiveness, improving rural livelihoods, and creating a sustainable agricultural eco-system. This brief outlines the policy framework required to make these goals a reality. In order to build effectively on these amendments, India needs a broader set of policy reforms targeting everything from farm input to output in order to facilitate a complete transformation of Indian agriculture. In addition to policy reforms, the transformation requires strong collaboration among all players in the agri-value chain to achieve three key goals: To help Indian farmers increase crop productivity with better yields per hectare of cultivable land. This has to be done while driving sustainable agricultural practices including water conservation and improved soil health. To enhance farm profitability and generate sustainable farm incomes. To deliver rural prosperity by helping job creation and creating better lives for farming communities.

It was following the fall of the Taliban regime that people began to encroach upon the deserts of south west Afghanistan and claim it as their own. After an initial investment in shallow wells that ran dry, increasing numbers of settlers began to use percussion drills to sink wells into the ground up to 130 metres in depth. Then, with affordable diesel generators and waterpumps imported from Pakistan and China these farmers transformed what was once rocky desert soil into productive agricultural land.

Why is water important in the MNA region? • It matters for people. MNA countries cover 10 percent of the world’s area and home to 6% of the world’s population but receive less than 2% of the world’s renewable water supply. With rapid population growth since the mid 1970s, this has caused dramatic contraction in per capita renewable water resources. The MNA region is now the world’s driest region in the World. • It matters for the economy. Over 60 percent of the population of MNA lives in area of high-water stress compared to some 35% for the rest of the World. Water stress in MNA will be severe in the next 20 years as freshwater per resources per capita is estimated to keep on declining steadily unless fundamental shift occurs. The MNA region has the greatest expected economic losses from climate-related water scarcity, estimated at 6–14 percent of GDP by 2050. The MNA region will have to learn to do more with less – no matter what. • It matters for the environment. wastewater, 82% of which is not being recycled in the region, compared to just 30% in highincome countries. This presents a major threat to human and environmental health but also a massive opportunity to better satisfy water demand. Wastewater is the only natural resource that increases, as cities and populations grow. • It matters for equality. Equality between men and women; between urban and rural and between nations. MNA countries need to comprehend water as a political, economic and security issue in the region that plays a profound role in the future of the region and its growth and development, and take more concerted actions now.

Despite the importance of non-farm income in the livelihood of the rural population in Sudan, information available on its size and determinants is scant. This study examined the patterns and determinants of decisions to participate in non-farm activities in rural Sudan. It also investigates whether the determinants of participation in non-farm activities vary across agriculture sub-sectors and income groups as well as among males and females. The data for this study was sourced from the Sudanese National Baseline Household Survey (NBHS) conducted by Sudan’s Central Bureau of Statistics in 2009. The results show that non-farm income is a crucial source of livelihood, contributing about 43% to household income in rural Sudan. The results of multinomial logit and probit estimation methods indicate that educational level, mean of transportation, lack of land and lack of access to formal credit are the most significant factors that push rural farmers to participate in non-farm activities. Surprisingly, the effect of household income was positive and significant, implying that individuals from rich households have higher opportunity to engage in non-farm activities compared to their poor counterparts. Moreover, the analysis revealed some symptoms of gender and location disparities in the effect of factors that influence participation in non-farm activities. The study concluded with some recommendations that aim to enhance the engagement in non-farm activities as an important diversification strategy to complement the role of the agriculture sector in improving rural economy in Sudan.

Given Ghana’s endowments such as attractive sites; more than 500km of beaches, and World Heritage forts and castles, tourism is seen as an important tool for promoting the socio-economic development in that it generates many economic benefits such as incomes, employment and tax revenue, both within the sector and through linkages with other sectors. This study first, analyses the factors influencing the upward trends in international tourists’ arrivals and receipts and second, quantifies the impact of the tourism sector on the Ghanaian economy. The objective of this policy brief is to inform the Ministers of Interior, Tourism and Finance that the most important factor influencing international tourists’ arrivals in Ghana is the prevailing civil liberties and political rights and that Nigeria is a significant substitute destination. Also, that the tourism sector has had the greatest impact on the whole Ghanaian economy when compared to sectors such as agriculture, industry and other services sectors. It is hoped that appropriate legislations will be passed to deepen these liberties and rights and that policy measures will be put in place to ensure macroeconomic stability in order not to lose competitiveness to Nigeria. Also, it is hoped that the Tourism Ministry would lobby for more investment and more resources from the Finance Ministry in order to expand the sector since it has a huge potential to stimulate economic growth.

We are at a time when old definitions are being shaken up. Here I will track these splits and try to see what traces are shaping in their place. Let’s start with the city and the rural area. There is a credo of a definition in urban sociology. Despite changes in the social reality and notwithstanding those sociological approaches with a critical perspective, this definition does not change and is repeated through generations. The definition says: “City is the place where nonagricultural economic activities take place.” It is difficult to assert the validity of this definition in any particular time in history, and one does not know where to begin to explain that it does not stand today either. If you live in a medium-sized city like Mersin it is especially difficult to tell apart the city and rural areas, which one violates the other, what exactly is a rural area and which way it falls.

Agriculture remains the most important sector in sub-Saharan Africa and is a dominant form of livelihood for a majority of the population that resides in the rural areas. In Malawi, agriculture accounts for 35 percent of GDP and generates more than 80 percent of foreign exchange. In addition, agriculture is the most important occupation for 71 percent of the rural population in which crop production accounts for 74 percent of all rural incomes. However, agriculture has failed to get Africa out of poverty, and most countries are experiencing low agricultural growth, rapid population growth, weak foreign exchange earnings and high transaction costs (World Bank, 2008).

Investment in small-scale agriculture is needed in order to meet the ambitious objective set by the United Nations and signed by the world leaders in 2015: to eradicate hunger, ensure food security, improve nutrition and promote sustainable agriculture by 2030 (SDG 2). However, reaching this ambitious goal with the current level of resources committed will not be possible without concerted action on global challenges such as worsening climate change, fluctuating energy prices, diversification of diets in emerging economies and a growing pressure on natural resources such as land and water for purposes other than food. In the world today, 795 million people – one in nine people – still experience limited access to healthy and nutritious food; essential for children to develop properly and for fostering good health. Most of the people affected live in developing countries – 98 percent –and in Africa, one person in four suffers from hunger.1 Paradoxically, those who suffer from hunger are mainly farmers or people who depend on agriculture as their main source of income. To end the injustice of hunger in the world, there is therefore a need for a shared effort from public and private players, geared to allocate more and better investment for the promotion of sustainable agricultural development. In this paper, Oxfam investigates the flows of official development aid (ODA) committed by Italy in the last ten years to promoting food security, sustainable agriculture and rural development in its partner countries. The analysis aims to identify the main features of Italian ODA in this sector in order to evaluate its level of transparency and accountability. It also aims to verify the coherence, in financial terms, between the real allocation of resources and the political importance that Italy has historically assigned to food security issues. In parallel, this paper examines the involvement of Italian agri-food industries in rural development programmes financed through Italian ODA. In light of the wide- ranging debate which aims to promote a greater involvement of the private sector in development, Oxfam investigated the experience gained to date by Italy in one of the priority sectors of its development cooperation policy. The paper’s analysis focuses on three case studies featuring different modalities and objectives for private sector involvement, with the aim to assessing the impacts of their contribution in terms of the reduction of poverty and food insecurity in local communities. Oxfam’s purpose is to contribute to the ongoing national debate in Italy on the eligibility criteria that would promote private sector support for co- financed cooperation initiatives in partner countries; in line with the objectives and goals of the Italian International Development Cooperation policy.

Abstract:
The Aquaculture Stewardship Council (ASC) is a certification initiative which aims to promote responsible aquaculture. Oxfam regards ASC as an initiative to transform the sector, but there is a need for urgent improvements on social aspects such as fair contracts for farmers, decent labor rights in the industry, and effective and transparent stakeholder consultation including farmers, workers, communities, and civil society. Currently, smallholder farmers are effectively excluded from certification, the burden of change is put on farmers rather than shared throughout the chain, and the quality and effectiveness of social impact assessments are lacking. This paper presents several recommendations on how ASC should address these issues, so that it can truly claim to promote social responsibility.

Effective deforestation regulations are implemented in places with high conservation value and low opportunity costs. Restrictive deforestation regulations drive away large-scale farms that rely on forest clearing. Increasing regulations do not slow down agricultural expansion, suggesting that large farms avoiding regulations are replaced by smaller farms. Increasing deforestation restrictions makes production costlier, causing major importers to shift to cheaper, less-regulated areas. This shift is partially compensated by rising domestic consumption, and by increasing demand from quality-driven importers.

Ghana’s post adjustment growth and poverty reduction performance has been hailed as impressive, albeit with spatial disparities in the distribution of welfare, especially between the north and south of the country. Researchers generally agree that economic growth does not always reduce poverty. Indeed, the effectiveness of growth in reducing poverty depends on the level of inequality in the population. Growth that increases inequality may not reduce poverty; growth that does not change inequality (distribution-neutral growth) and growth that reduces inequality (pro-poor growth) result in poverty reduction. Policy makers can promote pro-poor growth by empowering the poor to participate in growth directly. Policy makers can focus on interventions that improve productivity in smallholder agriculture, particularly export crops, increasing employment of semi-skilled or unskilled labour, promoting technology adoption, increasing access to production assets, as well as effective participation in input and product markets. Also, increasing public spending on social services and infrastructure made possible by redistribution of the benefits of growth benefits the poor, indirectly.

Drought is one of the most damaging natural hazards. Various studies rank it first among all natural hazards by seriousness of impacts such as the loss of life and livelihoods, economic losses and the adverse social and ecosystem effects. In many instances, drought can be a major factor in local conflicts, as well as internal and international migration – these negative effects of drought often persist long after the precipitation returns to normal levels. The causes of droughts are essentially natural, but climate change increases the drought severity, frequency, duration, and spatial extent. The impacts of droughts are also strongly exacerbated by anthropological activities, such as deforestation, overgrazing, soil degradation, and water mismanagement. In turn, the consequences of these activities are also exacerbated by drought, which creates a vicious cycle of ecological degradation and human misery. A reactive approach to droughts is still prevalent in many countries, even though emergency funding is costly, less effective and does not address the long-term causes of vulnerability and lack of sustainability. There is an urgent need to move forward with a paradigm shift from “crisis” to “risk” management, adopting a proactive approach based on the principles of risk reduction and prevention. There is a whole set of effective measures that need to be implemented to increase resilience to drought and minimise its effects. Monitoring and early warning systems along with assessments of the hot spots of vulnerable populations and regions, as well as investments in risk-mitigating measures are the first line of defence. These actions need to become an integral part of national drought policies. Moreover, the full cyclical phenomenon of droughts should be at the core of the drought management plans to take full advantage of the drought preparedness measures. All “drought-relevant” sectors including agriculture, food security, the environment, meteorology, water, energy and tourism have to be included in the drought policy development process and preparedness plans.

With the world on the brink of an unprecedented four famines, donor countries must urgently step up efforts to tackle the structural causes of hunger and poverty. Food security and sustainable agriculture are among the European Union’s key priorities for development cooperation. The EU is committed to long-term solutions, including empowering smallholders, in particular women, and supporting environmentally sustainable approaches in agriculture. In practice, however, its development aid to the agricultural sector does not live up to its commitments. An Oxfam analysis of more than 7,500 EU-funded projects reveals a significant lack of transparency in reporting, casting doubt on the accountability of the EU’s aid. Based on the reported data, only a small portion of the EU’s agricultural development aid complies with the aim of targeting small-scale producers and women. Funding is also biased towards industrial and export crops and countries of strategic interest, at the expense of smallholders and countries most in need.

Hidden in the food we buy every day, from chocolate to ice cream, are commodities like palm oil and soy that are driving deforestation across the world. From Indonesia to the Peruvian Amazon, vast areas of carbon-rich forest are being cleared to produce these agricultural commodities, contributing to climate change and social conflict. Several food and beverage companies have made commitments over the last few years to tackle deforestation in their supply chains. This paper analyses how the world’s ten biggest food and beverage companies – which were challenged to improve their environmental and social policies as part of Oxfam’s Behind the Brands campaign – are implementing their commitments to eliminate deforestation from their supply chains. It argues that while this is a significant step forward, these companies must now implement their promises. They must translate policies into practice and strengthen their efforts to protect the rights and livelihoods of the communities and indigenous peoples on the frontlines of defending the world’s forests to achieve real change.

Oxfam analysis finds that governments and donors are failing to provide women farmers with relevant and adequate support for farming and adapting to climate change. Oxfam conducted research on government and donor investments in Ethiopia, Ghana, Nigeria, Pakistan, the Philippines and Tanzania. It found that funding in these countries is significantly lower than commitments that have been made, and there is little evidence of resources and technical assistance reaching women farmers. Resources are being diverted to priorities other than smallholder farmers, and for the most part governments lack the capacity to deliver funding to them. This paper presents the findings along with recommendations for governments.

In December 2016, the Afghanistan Research and Evaluation Unit (AREU) launched a European Union-funded project, ‘A three-pronged research effort into essential areas of Natural Resource Management (NRM), Food Zone policy, ground water, and the shifting interests of stakeholders in the conflict opposing sedentary and nomad populations,’ that includes a component about nomad-farmer conflict. The project will unfold over a period of three years and is organised in stages. Project fieldwork involves a total of 16 case studies spread around Afghanistan, of which seven saw a first wave of fieldwork carried out during the first stage. It also includes interviews with government officials, community leaders and other conflict observers, both in Kabul and in the provinces. This brief summarises the preliminary findings of stage one, drawn from the seven case studies. Follow-up work will include not only nine more cases studies and the bulk of interviews with conflict observers, but also additional interviews in the seven case studies that feed into this preliminary briefing.

Across Sub-Saharan Africa (SSA) agriculture is a dominant sector in the economies of most countries accounting for between 30 to 40 percent of gross domestic product, and the sector is a leading source of jobs for over two-thirds of Africa’s population. And yet, though it has the potential to be an agricultural power, a combination of low productivity and an inadequate policy framework make SSA the world’s most food-insecure region. Over the last 40 years it has also been steadily losing its share of the global agricultural market. With less than 10% of SSA’s population, Thailand exports more food products than all SSA countries combined, and Brazil’s food exports are now 150% higher than those of SSA, although levels were similar in the 1980s. The “Green Revolution” that transformed tropical agriculture in Asia and Latin America largely bypassed Africa, with total factor productivity growth in agriculture lagging behind that of other regions in the world (Evenson and Gollin 2003) 1 . Two main factors are responsible. First, little land on the continent is irrigated. Only two percent of Africa’s renewable water resources are used, compared to a global average of five percent. Of the 183 million hectares of cultivated land in SSA, 95 percent is rain-fed and less than 5 percent benefits from some sort of agricultural water management practice—by far the lowest irrigation development rate of any region in the world. Moreover, of the 7.1 million hectares equipped with irrigation equipment, only 5.3 million are currently operational. Second, modern inputs and technological processes are grossly underutilized. Africa has, by far, the lowest rate of improved seed and fertilizer use of any region— a rate that has remained virtually constant for the last 40 years—and the lowest level of mechanization in the world. In consequence, African farmers have the lowest farm productivity; their grain yields only one-half of those achieved by Asian or Latin American farmers.

This “watching brief” has described a number of trends with respect to agriculture, land settlement, and opium poppy in several areas of Afghanistan. It highlights two separate but highly related issues. First, what will be farmers’ response to changes in technology and agro-economic conditions? While cost-reducing technology such as solar-powered tubewells may allow the cultivation of crops with lower returns than that of opium poppy, will farmers choose to grow these crops or will they stay with poppy? Will they even look to cultivate a second crop of opium poppy in May as some reports from the field suggest? Second, while the new technology has allowed the expansion of agricultural production to former desert areas and supported livelihoods for marginalised households, given Afghanistan’s tenuous water resources (leaving aside climate change) and population growth rate, how sustainable is an agriculture that continues to deplete groundwater resources by allowing their use on an essentially “free” basis?

The recent food security crisis has shed light on the importance of agricultural development in the South Mediterranean countries. An ‘urban bias’ and ‘trade liberalisation’ policies have resulted in growing dependence on imports, narrow specialisations and unsustainable production practices. The Euro-Mediterranean integration process has put trade liberalisation in the centre of attention, while the progress in agriculture has been limited. The purpose of this paper is to analyse the challenges faced by agro-food systems in Southern and Eastern Mediterranean Countries, with specific attention to the role of the Euro-Mediterranean integration and the reform of the Common Agricultural Policy. While signs of democratization in a country may raise hopes of better natural resource governance, especially of forests, evidence from the Asia Pacific region in countries such as Indonesia and Cambodia demonstrates no significant relationship between a country's transition toward democracy and better forestry governance. Myanmar's transition to democracy is unlikely to counter this trend. Deeply vested interests operate within democratizing countries that outweigh the support inside governments or civil society for improving forestry conservation. Incumbents also stand to benefit directly from initiatives that promote free trade and further investment in the forestry sector at the expense of the environment and the most vulnerable in society. International organizations returning to Myanmar must fine-tune their policies to accommodate the local political economy of deforestation and should engage with elements on the periphery, dissenting voices inside the government, and a broad range of local civil society organizations. Failure to do so may exacerbate current trends and lead to future conflicts in the already volatile cease-fire areas.

Foreign land leases could help developing countries to acquire foreign direct investments (FDIs), including technical expertise and income necessary for economic transformation. A lack of local stakeholder consultation and involvement in the design of land leases leads to the rejection or disruption of such leases by local communities and wastes investors' resources due to disruptions. Local public stakeholders in Kenya are willing to accept and participate in leases, provided they include certain provisions: that leases do not exceed 15 years; are renewable subject to mutual negotiations; offer formal employment to landowners' household members; and provide adequate monetary compensation for the leased land. Effective and transparent management of land leases requires the formation of management committees comprising local stakeholders such as youth, women and land experts. To enhance lease transparency, regular consultative meetings should be held, negotiation records must be shared with local community members and landowners should receive direct payment, rather than being paid through intermediaries.

This Policy Brief suggests that, in order to increase food security robustness, countries could turn to regional-level action. Towards this end, an analysis using the Rice Bowl Index is used to identify possible areas of cooperation and collaboration at the regional level.

Small-scale traditional agriculture provides the foundation of economic, political, and social life in Sudan's Darfur region. Traditionally, it included shifting crop cultivation and agro-pastoral livestock herding, with different ethnic groups specializing in each activity. Under this system, rights over land were not exclusive; various overlapping rights prevailed, and land use was not permanent. These arrangements allowed for the exchange of production inputs (manure for fertilizer, crop residues for animal feed), and permitted the different ethnic groups to coexist peacefully to their mutual advantage.

For centuries, farmers in the mountainous region of mainland Southeast Asia have practiced shifting cultivation, with plots of land cultivated temporarily and then allowed to revert to secondary forest for a fallow period. Today, more than one million hectares have been converted to rubber plantation. By 2050, the area under rubber trees in the montane regions of Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan Province is predicted to increase fourfold. Preliminary research suggests this massive land-use change could lead to drier conditions at the local level plus surface erosion, loss of soil quality, sedimentation and disruption of streams, and risk of landslides. And it appears that when primary or secondary forests are converted to rubber, carbon emissions are likely to increase. Despite environmental concerns, both local farmers and outside entrepreneurs are likely to continue expanding rubber plantations because of high economic returns. Production systems that provide the best balance between economic return and environmental sustainability are needed to improve the long-term outlook for the region.

Modernization of the country's agricultural sector is, rightly, a priority. However, mechanization and large–scale agricultural investment is not the only option. Small farm development provides a commercially viable option with better outcomes in terms of poverty reduction and positive impacts on other sectors. Small farms absorb labour, allow communities to build assets and help local markets flourish. It is crucial that Myanmar promotes the right type of agricultural investment – that which supports the country's millions of small-scale farmers and farm labourers, as well as their families.

By 2050, the world's population is expected to exceed nine billion people. Population growth is occurring most rapidly in Africa, which will see the population grow from one billion to 2.1 billion by 2050. Africa will see significant population growth; however, agricultural output is not growing at the same rate. Africa's abundant natural resources are being used ineffectively, and the country is unlikely to sustain current population growth. According to reGina Jane Jere (2014), "Barely a fraction of fertile agricultural land [in Africa] is being cultivated - just 10 percent of the 400 million hectares."

Abstract:
A new Center for Global Development meta-analysis of 117 studies has identified the key factors that drive or deter deforestation. Some findings confirm conventional wisdom. Building roads and expanding agriculture in forested areas, for example, worsen deforestation, whereas protected areas deter deforestation. Encouragingly, payments for ecosystem services (PES) programs that compensate people who live in or near forests for maintaining them are consistently associated with lower rates of deforestation. But contrary to popular belief, poverty is not associated with greater deforestation, and the rising incomes brought about by economic growth do not, in themselves, lead to less deforestation. Community forest management and strengthening land tenure, often thought to reduce deforestation while promoting development, have no consistent impact on deforestation.

Yemen's agricultural communities face a perfect storm of growing ecological threats amid protracted conflict. Flash floods destroy farms, crops, and irrigation systems. Late rains risk drowning mature harvests, and waterlogged fields hinder root growth. Coastal areas battle salinization, and collapsed roads and buried wells hamper recovery. As flooding and changing rainfall patterns undermine yields, farmers struggle to sustain their livelihoods. Over half of Yemen's population is dependent on farming and agricultural work for income. Terrain altered by flooding has stirred tensions as property lines and irrigation channels shift, displacing communities already uprooted by the war. Traditional flood management faces pressure from uncoordinated development and fading communal cooperation, and information gaps persist due to outdated estimates and limited monitoring capacity. Stakeholders are employing various strategies in order to adapt. Some communities are able to divert excess water flows and rebuild cooperatively. NGOs are rehabilitating degraded lands and establishing early warning systems. Private sector actors have improved monitoring to fill gaps in government data. But disjointed and inconsistent policies, a lack of coordination among stakeholders, limits on women’s participation, and widespread financial hardship all weaken comprehensive risk management. This paper examines the impact of floods on agricultural communities, based on the discussions and outcomes of a workshop implemented by the Rethinking Yemen’s Economy initiative with representatives from different governorates. It presents an analysis of the impacts of flooding and explores local prevention, mitigation, and adaptation measures. It concludes with policy recommendations to mitigate flooding and its impact on agricultural communities, enhance food and water security, and build resilience against future extreme weather events.

Abstract:
Mainstream analysis on China tends to be overly optimistic, leaving a blind spot in strategic planning. While the country's socio-economic landscape has been transformed over several decades of uninterrupted growth, it faces significant domestic and international risks and constraints. Chief among these are labour insecurity and imbalances, environmental constraints and rising climatic risks, and food insecurity, all coupled with rising popular expectations for a higher overall standard of living. Major soy producers (Argentina, Brazil and the United States) should take steps to ensure the stability of China's supply. In particular, these countries should set aside reserves to help mitigate future supply shocks and price spikes resulting from climate change. Manufacturers operating in or with China should immediately begin mapping their supply chains to identify vulnerabilities associated with crisis scenarios in the country. Where specific risks are identified, they should explore supply-chain diversification to boost resilience among major trading partners. To deter China from externalizing internal stresses, international actors should raise the political costs of nationalistic unilateralism by opening more channels for dialogue, deepening institutional integration and buttressing cooperative security norms.

97. Revisiting the Quality of Agricultural Official Development Assistance

Abstract:
The Quality of Official Development Assistance (QuODA) measures how well donors score on the dimensions of aid quality that evidence and experience suggest lead to effective aid. Those dimensions are maximizing efficiency, fostering institutions (in recipient countries), reducing burden (for recipient governments), and transparency and learning (on the part of donors). The Quality of Agricultural Official Development Assistance (Ag QuODA), as much as possible, applies the original QuODA methodology to donors giving agricultural aid. In this update of Ag QuODA, we use new data from the Creditor Reporting System to extend our earlier analysis and update it to 2011. We also examine data on aid activities that the Bill and Melinda Gates Foundation is now reporting. We find that the quality of official development assistance (ODA) varies widely, with multilateral donors generally doing better on average than bilateral donors. Improvements in the data quality and availability are making sector-specific assessments like Ag QuODA more feasible, but further improvements are needed to allow a deeper understanding of aid effectiveness.
