Abstract:
This joint Policy Study discusses the vulnerabilities of the Mediterranean agri-food system exposed by the food and energy price spikes caused by the war in Ukraine and the implications for human security in the region. The Middle East and North African (MENA) region, as the world’s largest food importer, faces challenges on both the demand and supply sides, including population growth, urbanisation, dietary changes, macroeconomic constraints, scarcity of natural resources, and climate change impacts. Rural populations and farmers often experience food insecurity, while European countries are not immune to high food prices and their socioeconomic consequences. Existing policies focused on international trade and production have failed to address the complex interplay between food, environment, and society. The concept of food sovereignty provides valuable insights for developing context-specific strategies to foster resilient agricultural and food systems. The proposed ‘Euro-Mediterranean blueprint for sustainable agricultural and food systems‘ outlines six pillars, including agroecological transition, support for traditional agricultural systems, initiatives targeting the agri-food chain, promotion of blue foods strategy, participatory policy-making, and macroregional cooperation. The authors emphasise the need for enhanced regional cooperation in agriculture, particularly in the context of changing geopolitics and the disruptive impacts of the COVID-19 pandemic and the Russian invasion of Ukraine. They suggest various avenues for collaboration, such as involving Southern Mediterranean countries in European Union initiatives, increasing climate funding for agriculture and food, reengaging in regional trade negotiations, fostering partnerships in research and innovation, and promoting unifying narratives. The limitations of the EU’s Common Agricultural Policy (CAP) in driving transformative strategies in the Euro-Mediterranean region are discussed in the study, along with recommendations for targeted CAP payments aligned with climate and biodiversity objectives, conditionalities on trade, and support for sustainable practices. The role of climate and digital agendas in agriculture is highlighted, particularly the challenges and compromises associated with implementing Climate Smart Agriculture (CSA) in the region. The authors emphasise the need for context-driven, climate-smart ideas and solutions, improved water management, policy coordination, strengthened institutions, enhanced access to funding, and increased national investments in climate-friendly agriculture.

Abstract:
In Zimbabwe, despite the fact that farmers are aware of the health consequences of tobacco and generally support control measures, they continue to grow tobacco. The study showed that farmers are willing to consider alternative crops if they are considered as rewarding as tobacco. However, the choice of the preferred alternative is influenced by their experience of the crop. Government should recognize that the transition from tobacco to alternative crops will take time and require long-term planning and support. This could involve developing a comprehensive strategy for the transition, providing ongoing support to farmers, and regular monitoring and evaluation of progress.

The adoption of Information and Communication Technology (ICT) plays a pivotal role in driving innovation to combat climate change in African agriculture. This policy brief underscores key factors influencing ICT adoption in agriculture, with a special emphasis on affordability, cost-effectiveness, and clear economic benefits. Access to digital farming solutions and ICT tools is rapidly spreading across the continent, particularly in providing farmers with essential weather information, market access, and improved agricultural practices. Despite these promising developments, significant challenges such as high data costs, limited digital literacy, and gender-based digital disparities must be addressed to ensure inclusivity in technological access. Furthermore, the knowledge product demonstrates the critical role of climate-resilient crop varieties and adaptable livestock breeds in agricultural technological innovation. This includes drought-tolerant, heat-resistant, and diseaseresistant crops, as well as livestock breeds suited for changing environmental conditions. Water management and irrigation technologies, such as precision agriculture and data analytics, are critical to optimizing resource use, increasing efficiency, and empowering women in agriculture. This document emphasizes the importance of ICT in closing technological gaps, improving weather monitoring, promoting resilient crops and livestock, and fostering sustainable practices across African agricultural systems. A gender-responsive approach to technological innovation is essential for ensuring equitable participation and closing existing gaps. Finally, the knowledge product emphasizes the importance of policy support, capacity development, and public-private partnerships in effectively integrating ICT into agriculture. By harnessing the potential of ICT while prioritizing gender-responsive solutions, Africa can successfully adapt to climate change, empower its farming communities, foster sustainable development, unlock economic opportunities, provide access to vital information, and scale up adaptation efforts. Ultimately, technological innovation through ICT is critical to building climate resilience and securing a prosperous and sustainable future for Africa.

African agriculture, predominantly comprised of smallholder farmers, bears the brunt of climate change’s adverse impacts, including erratic rainfall, droughts, and heatwaves, which disrupt crop yields and food availability. Climate adaptation is indispensable to ensure food security and resilient livelihoods. Substantial investments are now being directed towards enhancing climate adaptation capacities across the continent. Collaborative efforts involving governments, NGOs, donors, and local communities aim to promote climate-smart agriculture, improve water management, and enhance access to climate information services. Nevertheless, coordination challenges persist, impeding the effectiveness of adaptation endeavors. Africa’s diverse geography, climates, and socioeconomic conditions make coordination of climate interventions and policy at the international, regional, national, and local levels a complex task. In the Sahel, climate adaptation coordination encounters challenges due to varying priorities and capacities among nations. Aligning international climate policies with regional and national strategies remains a daunting task. Conversely, the Southern African region grapples with the impacts of extreme weather events on agriculture, such as floods and cyclones, necessitating coordinated disaster preparedness, response, and recovery efforts. Ethiopia’s National Adaptation Plan (NAP) is a model of effective multi-stakeholder collaboration. Government agencies, civil society, research institutions, and local communities collaborate to increase adaptive capacity, focusing on locally tailored solutions derived from farmers’ specific needs and indigenous knowledge. Finally, this policy brief illuminates climate adaptation in African agriculture, recognizing the continent’s vulnerability and the need for coordinated action. It shares valuable insights from diverse regions and initiatives, providing insights into the challenges and opportunities of coordinating climate adaptation. Collaboration, knowledge sharing, and coordinated efforts hold the key to ensuring a resilient and sustainable future for African agriculture in a changing climate.

In 1808, the English agriculturist Arthur Young stumbled on something interesting. He noticed that the adjacent Cambridgeshire parishes of Childersley and Hardwicke in England had startlingly different economic outcomes, even though they were divided only by a hedgerow. In Hardwicke, wheat yields were 16 bushels per acre, whereas in Childersley, on the other side of the hedgerow, they were 24 bushels per acre—50 percent higher. What could explain the difference? It wasn’t economic fundamentals, because Childersley consisted of similar soil. Rather, Young attributed the difference to the fact that the land in Hardwicke remained in “common field” while the land in Childersley was enclosed.

This study investigates the climate change impacts on agriculture and conflict in sub-Saharan Africa (SSA). SSA is the most vulnerable region responding to the weather shocks such as drought and flood. Furthermore, more than half of population in SSA are engaged in agricultural production that is highly affected by the rainfall pattern and temperature increases. For this reason, disruption of agriculture caused by the weather shock also can increase the probability of conflict such as demonstration and riot. This study focuses on 43 SSA countries after excluded small islands. Using scenario analysis, we find that temperature increases rather than precipitation might affect maize and sorghum production negatively while it is unclear for the rice production. We also find that increases in average temperature and maximum temperature might increase the probability of conflicts even if the effects of climate on riot and demonstration are U-shape pattern while it is reverse U-shape for battle and civilian conflicts.

In less than six months, ‘mirror clauses’ have taken EU trade policy by storm. To inject ‘reciprocity’ in trading terms, the French Presidency of the Council is proposing that imported food and feed be produced under the exact same sanitary, phytosanitary, welfare and environmental standards as those imposed on domestic products within the European Union. The international trade rulebook is both complex and yet relatively straightforward in ensuring that process and production methods applied to imports respond to legitimate justifications and do not result in a disguised barrier to trade. The European Union may learn from the United States’ playbook to ensure that mirror clauses are negotiated with trading partners bilaterally, rather than imposed on them unilaterally. As part of its Farm to Fork strategy, the European Commission has announced two pesticides reduction targets to be attained by 2030, and it is in this framework that questions relating to plant health and international trade have been gaining traction. With pesticides targets set to raise costs for European farmers and productivity levels likely compromised, there are genuine concerns that domestic products will be competitively undercut by imports produced ‘less sustainably’. To grasp the complexity of mirror clauses applied to the phytosanitary sphere, understanding how the European Food Safety Agency authorises and bans active molecules and bio solutions is vital. Appreciating the daily efforts of national customs agents in checking imports for pesticides residues, and coordinating efforts of Member States on rejected food and feed imports that do not meet EU requirements, is also paramount. There are warranted societal justifications to impose measures to protect humans, animals, plants and ecosystems. To remain legitimate under international law however, mirror clauses should be ‘stress-tested’ to avoid being applied as a means to gain competitiveness. Countries are unequal when it comes to the risk of pests and climate change is already intensifying their distribution with potentially dramatic impact for global food security. When it comes to protecting plant health, regional conditions must be considered to not only avoid inconsistency with WTO rules but also to ensure that mirror clauses do not result in a practical ban on imports from developing countries impacting livelihoods worldwide.

With the reduction of rainfall and soaring temperature, agricultural production is dropping, and farmers’ ability to cope is hindered. Affected farmers are exhausted and feel that they are left alone in the face of crisis. Many farmers are leaving their lands and looking for better opportunities away from their land and the urban areas. Duty bearers need to mobilize resources and political well to support farmers and the agricultural sector through a national strategy with clear vision on the current needs and comprehensive forecast of the impacts of climate change. While agriculture is at the heart of Iraq’s past and present, its position in the country’s future is at risk.

Abstract:
Amid shifts towards inclusive agricultural development, the Center for Global Food and Agriculture offers policy recommendations for further US government action. Reflecting both the development consensus and the challenges of transformational reform, USAID Administrator Samantha Power announced an ambitious new focus on inclusive development for the agency in 2021. Her announcement followed the publication of a draft policy on local capacity development, which provides a framework for shifting overall organizational approaches to development. The policy helps establish an agencywide understanding of what locally led development means and a unified system for building on local strengths to achieve local goals. Nevertheless, there are substantial and legitimate reasons why inclusive development assistance remains elusive. Recent research from the Brookings Institution provides an excellent summary of the legal and regulatory impediments, including budgetary rigidity, risk mitigation, and the limits of local organizational capacity.

On 18 December 2020, the European Commission welcomed the political agreement reached between the European Parliament and the Member States allocating €79.5 billion to a new Neighbourhood, Development Cooperation and International Cooperation Instrument (NDCI) for the period 2021- 2027. Since its creation, the European Union has been a major player in public aid granted by rich countries to developing countries. The European Development Fund (EDF) was launched by the Treaty of Rome in 1957 and for decades provided aid to the former colonies in Africa, the Caribbean and the Pacific (ACP). The eleventh EDF, covering the period 2014- 2020 with a budget of €30.5 billion, will be replaced by the NDICI (Neighbourhood, Development and International Cooperation Instrument). The Union and its Member States are the world's largest donor of official development assistance. Their contribution of €74.4 billion in 2018 represents more than half of the OECD countries’ Official Development Assistance ($150 billion in 2018).

There has been a growing consensus in the national and international aid architecture that sporadic or scattered aid modality should be avoided. This study conducted a comprehensive cluster evaluation on Korea’s agricultural ODA to Rwanda between 2013 and 2017, with two newly devised indexes: Cluster Performance Index (CPI) and Resource Allocation Index (RAI). Every Korean agricultural ODA project was categorized into five clusters and numerically evaluated against criteria widely used in the evaluation of development projects: relevance, efficiency, effectiveness and sustainability. Our cluster evaluation reveals that projects are mostly planned appropriately, but in some clusters, large amounts of the budget have been invested in poorly planned projects. Regarding efficiency, there was considerable room for improvement in all clusters. Particularly, in the Monitoring and Evaluation (M&E) category, all clusters scored below average. Concerning performance evaluation, all clusters scored relatively high in effectiveness, specifically in goal achievement. Lastly, in terms of sustainability, risk management was found to be relatively inadequate in all clusters. Based on the lessons from the aforementioned observations and analysis results, this study suggests ODA quality can be improved by optimizing budget allocation, improving monitoring efficiency, creating synergistic effects through cluster linkage, and developing agricultural value chain program.

Gary Clyde Hufbauer (PIIE) Policy Brief21-5 March 2021 Photo Credit: REUTERS/Denis Balibouse One economic argument for government subsidies is that they are necessary to compensate firms and industries for benefits they provide to society at large but cannot capture in the prices they charge for goods or services. For example, subsidies to renewable energy are defended because renewable energy limits carbon emissions. When a major economy subsidizes extensively, however, its trading partners are drawn into the game, with losses all around. As the prisoner’s dilemma suggests, a better outcome would entail mutual restraint. But the goal of mutual restraint is no less difficult in international trade than it is in international arms control. Both the European Union and the US federal system try, in different ways, to regulate industrial subsidies. Hufbauer examines efforts to contain unjustifiable subsidies and proposes modest improvements, bearing in mind that as countries struggle to overcome the global economic downturn resulting from the COVID-19 pandemic, there is little appetite for restoring a free market economy—one in which firms compete with minimum government assistance or regulation. Selective upgrading of the rulebook may nevertheless be possible.

Livelihood strategies are the way people support themselves. People change their strategies as their opportunities, risks, and limitations change. A change in a household’s strategies can affect members of the household differently. Often changes that benefit a household as a whole increase women’s risk and labor burdens. Furthermore, when nearly all livelihood strategies depend on natural resources, changes to the strategies will change demands on natural resources. How one set of households changes the way they use natural resources will affect other households who also depend on those same resources. This could cause conflict over those resources and deplete them.

Abstract:
Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.
