It discusses key initiatives like the ASEAN Competition Action Plan (ACAP) 2025 and the ASEAN Guidelines for Sharing Merger Cases, while examining the complexities of digital markets, including the influence of dominant platforms, algorithmic impacts, and data privacy considerations. Policy recommendations focus on aligning provisions in the ASEAN Digital Economy Framework Agreement (DEFA) with regional standards and international best practices, enhancing regulatory capabilities, fostering regional cooperation, and promoting consumer education and protection.

Abstract:
The Association of Southeast Asian Nations (ASEAN) Member States are some of the most important foreign direct investment destinations in the world. Investment in ASEAN Member States covers all four pillars of investment typology: natural resources, market-seeking, export oriented, and strategic assets. Key sectors – such as semiconductors, tourism, consumer products, e-commerce, banking, and commodities (e.g. nickel) – are expected to benefit from this trend. Many of the investors in ASEAN are multinational enterprises, and multinational enterprises earning €750 million or more in two of the four fiscal years, are now subject to the Global Minimum Tax (GMT) in more than 140 jurisdictions around the world. With the introduction of the GMT, ASEAN Member States must rethink their incentives and investment promotion strategies to maintain their competitive edge over other foreign direct investment destinations around the globe.

Abstract:
Micro, small, and medium-sized enterprises (MSMEs) form the backbone of Southeast Asia’s private sector, with microbusinesses comprising a significant majority. However, many operate informally, posing challenges for state recognition and assistance, particularly when youth manage these enterprises. More available data are needed to prioritise microbusinesses within economic policy. Nonetheless, microenterprises stand to benefit significantly from the region’s robust digital, transportation, and cultural connectivity, making enhancements in these areas crucial for their success. To address these challenges, policy recommendations focus on empowering youth in the micro-economy through digital inclusion initiatives and greater participation in decision-making processes. Additionally, enhancing cross-border payment systems is essential for promoting innovation and digitalisation in payment systems. Standard harmonisation, the adoption of shared data frameworks, and regulatory frameworks are necessary for facilitating faster cross-border transactions and minimising disruptions in payment systems.

This policy brief discusses the implementation and impact of the Online Single Submission (OSS) system in Indonesia, developed under the auspices of the Indonesian Investment Coordinating Board or Ministry of Investment (BKPM), which has streamlined the business licensing process and improved regulatory quality. The OSS system serves as a centralised platform for businesses to register and acquire licenses, particularly benefiting micro, small, and medium-sized enterprises (MSMEs). The digital economy in Indonesia, especially the e-commerce sector, is experiencing significant growth, with projections indicating substantial increases in gross merchandise value (GMV). The OSS system has positively impacted Indonesia's regulatory quality and improved the perception of the government's competence in supporting the private sector's growth. This policy brief recommends enhancing the implementation of the OSS system, promoting public participation, facilitating interagency coordination, and conducting regular monitoring and evaluation to assess the impact of Good Regulatory Practices (GRP) as implemented within OSS system on e-commerce sector.

Myanmar’s commitment to the Blue Economy is driven by the Sustainable Development Goals, and it has developed a long-term plan to guide its efforts in reaching these goals. Myanmar’s vision of a Blue Economy involves various sectors, such as fisheries, tourism, and energy. However, the sustainable development of these sectors is facing many challenges, such as conflicts in coastal townships and the departure of foreign businesses. Myanmar must actively seek international cooperation with neighbouring countries and organisations such as the Association of Southeast Asian Nations (ASEAN) to form a stronger framework for sustainable use of ocean resources; invest in research, data collection, and capacity building; and strengthen the governance of Marine Protected Areas.

Governments in coastal West African countries play the leading role in responding to this threat by proactively strengthening ties with local communities in vulnerable regions. Regional security cooperation can bolster national defenses through intelligence sharing, coordinating border patrols, and training focused on community protection. Forging a multitiered strategy—linking support to communities with regional and international bodies—would help contextualize local responses while sustaining regional cooperation to address the complex threat posed by violent extremist groups.

The rapid degradation of the Congo Basin rainforests poses a threat to the livelihoods of millions who rely on the forests’ resources and the regulating role the forests play for African rain patterns and carbon sequestration. Weak forest management is empowering transnational organized criminal networks and armed militant groups who are playing an increasingly central role in resource extraction from the Congo Basin. Illicit logging, mining, and wildlife trade in the Congo Basin is enabled by the complicity of senior public officials who profit from their positions overseeing the management of these national resources. Better management and protection of the Congo Basin rainforests will require enhanced forest domain awareness as well as realigning the incentives for local communities, public officials, and international logging interests.

Abstract:
Like most African countries, Cameroon, a country endowed with abundant human and natural resources, has for decades been grappling with the challenge of developing and strengthening its national value chains. Value chains refer to the sequence of activities that create value for a product or service, from the raw material to the final consumer. Indeed, Cameroon’s national value chains face numerous difficulties, including poor infrastructure, limited access to finance, lack of diversification, lack of skilled labor and corruption (1). This results to low levels of processing and value addition, leading to low export prices and high import bills. This is particularly the case for the country’s cocoa bean exports, which are processed and sold elsewhere and therefore make only a small contribution to GDP (15%) (2) Fortunately, the implementation of the African Continental Free Trade Area (AfCFTA) agreement, signed by Cameroon in 2020, appears to be a significant opportunity to accelerate its national value chains. Indeed, this agreement aims to promote intra-African trade and economic integration by eliminating tariffs on intra-African trade, facilitating the movement of goods and services, and encouraging investment. From this perspective, this article seeks to explore how Cameroon can position itself to take advantage of the opportunities presented by the implementation of the AfCFTA on its national value chains. In doing so, it will highlight to African leaders and governments, economic operators and national and multinational companies the importance of developing their manufacturing sector and achieving the target of 30% of GDP by 2030. This article presents the trade and economic profile of Cameroon in Section 2, the role of the AfCFTA in promoting Cameroon’s value chains in Section 3, and the conclusion in Section 4.

Abstract:
This policy brief examines why the US has not yet granted Permanent Normal Trade Relations (PNTR) to Kazakhstan, even though Kazakhstan joined the WTO in 2015. Both countries seem eager to resolve this issue. While the immediate benefits to trade and investment might be limited, granting PNTR could attract more US investment in the future. However, this would require Kazakhstan to implement complementary policies, such as further privatization and reducing the influence of politically connected businesses. Additionally, there is significant potential to improve the business environment in Kazakhstan, even if political reforms towards greater democracy are unlikely. Since 2022, Russia’s shift eastwards and China’s use of Kazakhstan as a trade route to Europe have greatly increased trade and investment from both countries. In this context, granting PNTR would support mutual engagement between the US and Kazakhstan and help Kazakhstan balance its trade relations amid growing global polarization.

517. Meeting Skill Needs for the Global Green Transition: A Role for Labour Migration?

The green transition will generate an enormous demand for workers. This paper reviews demand for, and supply of, skills relevant to the green transition in five countries in the Global South and five in the Global North. It focuses on the installation and maintenance workforce needed in two sectors: solar photovoltaic panels and heat pumps. It finds that in almost all of the 10 countries studied, supply of the necessary skilled workers is unlikely to meet demand. In particular, Global North countries, which must cut more emissions sooner, face challenges in obtaining sufficient workers against a backdrop of ageing populations. If green transition targets are to be met, migration is likely to be needed as a complement to domestic training and reskilling. Given that the shortage of green-skilled workers is global, however, migration must be accompanied by support for training and retaining workers at home.

Abstract:
Despite the increasing imperative for cross-provider collaboration, the quest for a truly “global” development paradigm remains elusive, marked by persistent divides between different types of development providers’ normative frameworks, models, experiences, capacities, and institutional allegiances. This paper explores the potential role of countries to act as bridges across these varying institutional, normative, or technical “distances” between providers. We begin by examining why, when, and under what conditions countries choose to act as bridges, given their differing capacities, credibility, knowledge, and willingness to act in the role. We then identify some common types and illustrative examples of bridging countries, including “dual donors,” “development experience” bridges, “political” bridges, and “geographic or cultural” bridges, and explore some of the most common types of actions that they can undertake. While all of these actions—whether joint project implementation, hosting forums, brokering agreements, or contributing to the creation of more inclusive norms and multilateral spaces— require some level of both political and technical commitment, they vary in terms of the level of ambition and mutual trust required to undertake action and therefore provide a broad range of options suited to a variety of contexts, agendas, and actors wishing to play a bridging role. Following a brief examination of the benefits and risks associated with bridging, the paper concludes with some policy recommendations for bridging countries that wish to approach this ambitious challenge more strategically.

The majority of refugees worldwide live in urban areas. It is often assumed that these urban-based refugees are self-reliant, and therefore no longer require external support. This paper challenges this assumption by reviewing secondary literature on the experience of 136,887 refugees who live in Kampala, Uganda and the 96,348 refugees who live in Nairobi, Kenya. It identifies three distinct challenges that these urban-based refugees face compared to their camp- and settlement-based peers: access to essential services without recognised documentation, access to decent housing, and access to social and professional networks. It then reviews whether and how the largest bilateral and multilateral donors in Uganda and Kenya support urban-based refugees, and concludes by offering recommendations for those donors interested in expanding their support. While this paper and its recommendations have specific relevance for those urban-based refugees in Kampala and Nairobi, they have broader relevance to urban refugee populations in all low- and middle-income countries.

Already constrained by the economic aftershocks of COVID-19, the impact of the war in Ukraine, and the food and climate crisis, low-income countries and lower-middle-income countries now face a combination of soaring debt and high interest rates. Confronted with insufficient liquidity to respond to these challenges and unable to access capital markets, they need additional concessional finance, in the form of grants and soft loans. The European Union (EU) already provides concessional finance, but it is not nearly enough to respond to their growing needs. With European budgets under more strain than ever, this paper puts forward the case for finding ways to maximise the overall efficiency and impact of European concessional finance and in doing so, better articulating and combining grants and concessional loans in its support and investment toolbox. To remain relevant and maintain relationships and influence with partner countries–even more in a world characterised by the polycrisis and geopolitical fragmentation–the EU will have to step up its game when it comes to providing more strategic concessional finance. The paper sets out six complementary and non-mutually exclusive options for maximising EU concessional finance with a view to a strategic set of decisions to be made for the next EU Multiannual Financial Framework.

The global locus of undervaccination is increasingly shifting from the poorest countries in the world—which are eligible for support from Gavi, the Vaccine Alliance (Gavi)—to middle-income countries (MICs) that do not qualify for traditional Gavi support. Given these growing challenges, Gavi must rethink its engagement with those MICs that are ineligible for traditional support. Although this engagement is intended to be “catalytic” and has been intentionally targeted to country needs, it also has been relatively small-scale and ad hoc. Gavi’s next five-year strategic period from 2026 to 2030, known as “Gavi 6.0,” offers a window of opportunity for its board and leadership to consider new and different ways for Gavi to engage with MICs to advance global vaccine access and improve vaccination outcomes. To have the greatest impact in this context, Gavi must lean into its comparative advantage in market shaping and demand consolidation to drive its contributions to global vaccination efforts with finite resources. We offer recommendations for Gavi to operationalize broader engagement with MICs, specifically by enabling an expanded cohort of MICs to access more affordable prices for both newer, costlier vaccines and future vaccines via opt-in framework agreements and by supporting a global coordinating hub to shape a forward-looking immunization innovation agenda.

In this policy paper we summarise what is known about healthcare disinvestment and outline documented experiences in low- and middle-income countries (LMICs) to draw insights on what has worked, to what extent, and under what conditions. We reviewed the published literature on documented experiences of attempted healthcare disinvestment in LMICs. We identified two common scenarios when disinvestment initiatives were attempted, namely “one-off” and “systematic” initiatives, and characterised them in terms of objectives, resources and political will. We found four documented examples of one-off disinvestment initiatives—Iran, Malaysia, Romania, and Vietnam, two documented examples of systematic disinvestment initiatives by health technology assessment (HTA) agencies in LMICs—Brazil and China, as well as a range of countries like Thailand, India, and Ghana that carry out systematic disinvestment through routine HTA processes. We conclude that disinvestment is costly, time-consuming, and rarely as successful as policymakers intend. Key considerations to improve the chances of success include whether strong pre-existing health prioritisation systems exist (such as an HTA agency) and whether the design of initiatives are tightly matched to the level of political will, the policy objective, and available resources.

Economic migrants and refugees can bring both benefits and costs to their hosting countries. If well-integrated, they can support themselves, their families, and their hosting countries as producers and consumers. Both economic migration and forced displacement are therefore integrally linked with development outcomes. Recognizing this, multilateral development banks (MDBs) are supporting their beneficiary member countries to improve outcomes for economic migrants and refugees, in the form of billions of dollars in grants and loans, as well as technical assistance, policy dialogues, and knowledge exchanges. This paper provides an introductory snapshot of some of the financing instruments, projects, and strategies used; particularly innovative approaches; and challenges MDBs face in expanding their engagement. It is hoped this paper will be useful to anyone who engages with MDBs and wants to understand how they engage on economic migration and forced displacement, particularly as these issues continue to grow in importance.

524. ABCs of the IFIs: Understanding the World Bank’s IDA21 Replenishment

Abstract:
The International Development Association (IDA)—the World Bank’s arm that works in low- and lower-middle-income countries—is one of the largest sources of development assistance for the world’s poorest countries. It is also a crucial tool for resource-constrained governments to borrow on affordable terms compared to other creditors, including Chinese entities. IDA supports eligible countries whose annual per capita incomes fall below an established line (currently $1,315 in FY2024). Because IDA provides grants and highly subsidized loans to its client countries, its funds need to be replenished by donors every three years. Replenishments are year-long negotiations where the World Bank’s shareholding countries, of which the US is the largest, negotiate a policy and financing package for the next three-year cycle. The green transition is widely expected to lead to high levels of net job creation, with roles distributed across the pay and skill spectrum. To fill these roles, many countries of destination will need to use migration alongside their domestic labour supply. Yet few countries of origin have enough skilled workers to meet their own green transition targets. As a result, any green-skilled migration facilitated by countries of destination should be linked with investments in the training, recruitment, and retention of workers into ‘green’ jobs within countries of origin. This paper explores three models that link training and migration in a partnership framework—fixed-term migration; Global Skill Partnerships; and migration with parallel investments—to maximise both economic development and carbon reduction benefits. For each model, the paper outlines key considerations that should be taken into account along with a worked example. It also includes a "guide," walking policymakers through the different models to understand which would best meet the needs of countries of origin, countries of destination, and employers.

In recent years, a quest for economic security and strategic autonomy have come to define the European Union (EU)’s politics. The need to compete globally for the finite resources required for the green and digital transitions, and rivalries between the US and China for global dominance, are all driving this agenda. And while the COVID-19 pandemic and the war in Ukraine highlighted countries’ global dependencies, deepening geopolitical tensions have brought national security considerations to the fore. At the same time, the rise of populist parties across Europe is fuelling calls for countries’ national interests to play the defining role in development cooperation. This presents a challenging environment for EU development cooperation. Caught up in this new paradigm, development cooperation is increasingly viewed as a lever of hard power and an instrument of influence which can be used to reinforce Europe’s strategic autonomy and economic security. With European interests central to EU development cooperation strategy, the climate of distrust between Europe and its partners is being heightened, given the not-so-distant memory of European vaccine “nationalism” during the COVID-19 pandemic, the different standards some Europeans apply with regards to fossil fuel exploration and the negative repercussions the Green Deal will have on African countries’ growth and development. However, shaping EU development policy in this fashion, with geostrategic interests at its forefront will be more detrimental than helpful for the EU in the medium to long-term, and carries the risk of fuelling conflicts of interest with partners. Geo-economic fragmentation and a trust deficit when it comes to governments and societal institutions are threatening our ability to address pressing global challenges. In Africa, this fracturing is evident in the plethora of Africa plus-one summits, for example, the first ever Korea-Africa summit. Instead of using multilateral vehicles to address development cooperation, this new environment has spawned a diversion of resources toward more bilateral initiatives, where the geopolitical returns are direct and attributable. In this piece, we propose a reset of the EU’s international relations narrative and “third way” for the EU to position itself as a global development player.

In the absence of dedicated instruments or resources to respond to displacement, utilizing existing sources of development finance, including climate adaptation finance, offers an important stream. Lead is a dangerous neurotoxin, and lead poisoning remains one of the most serious and neglected public health challenges in the developing world, with major negative impacts on global health, education, and overall economic development. There is now growing international momentum to mitigate lead pollution, with the goal of dramatically reducing human lead exposure and consequent adverse effects. Yet before lead exposure can be effectively mitigated, it is essential to understand why humans are being exposed to lead in the first place and therefore how policymakers can intervene to stop further exposure. To date, such research into the major sources of lead exposure—broadly referred to as source assessment—in developing countries has been limited. Thus, there is limited information and no global scientific consensus about the most important causes of global lead exposure. Given growing global interest in addressing lead poisoning, there is an urgent need to better understand the major sources of lead exposure in different settings by increasing the volume and quality of related research. Tailored to a policy audience, this paper offers a state-of-the-science review of methods for doing so. First, it provides background for understanding lead exposure—that is, how and why lead enters the environment, how it behaves once there, and how environmental lead results in elevated blood lead levels for humans. Second, it outlines basic principles for source assessment, including a discussion of objectives and terminology. Third, it details the range of methods available for understanding the sources of lead exposure and describes how such methods can be used in combination to understand major sources of lead exposure in a given context. Finally, it considers major policy-relevant gaps in the literature base about sources of global exposure and offers suggestions for a research agenda in this space.

The COVID-19 pandemic exposed critical gaps in the global response to health crises, particularly in the financing of pandemic prevention, preparedness, response, recovery, and reconstruction. This paper presents a comprehensive framework for pandemic financing that spans the entire pandemic cycle, emphasizing the need for timely, adequate, and effective financial resources. The framework is designed to support policymakers in both low- and middle-income countries (LMICs) and high-income nations, providing a guide to appropriate financing tools for each stage of a pandemic, from prevention and preparedness to response and recovery. Key economic concepts such as global public goods, time preference, and incentives are explored to underscore the complexities of pandemic financing. The paper also highlights the importance of timely, accessible, and sustainable financial instruments. The paper lists the pandemic financing instruments used for health during the COVID-19 pandemic, identifying 23 different tools. We also used the IHME 2024 Financing Global Health database to estimate that US$91.6 billion was spent for COVID-19 health support, primarily for response financing, over 2020 to 2023. The COVID-19 pandemic wrought significant economic impacts on the order of trillions of dollars, even as investments in pandemic preparedness to mitigate future risks is relatively small, on the order of $10 billion annually. The paper concludes with policy recommendations, calling for the establishment of a rapid-response financing mechanism, tailored to the unique challenges of pandemics, and a redesign of global health governance to better address these threats.

European Union (EU) member states have ambitious green transition targets and healthcare strategies in place, requiring the relevant sectors to expand. Yet these sectors are already suffering from large workforce shortages. Expanding skilled migration from third countries to the EU to meet these shortages risks stripping countries of origin of the talent they need for their own goals. Any skilled migration therefore needs to be pursued within partnerships which prioritise meaningful benefits to the country of origin to combat “brain drain”, a “win-win” policy solution. This can be done through the Global Skill Partnership model, wherein the country of destination pays for the training of workers within the country of origin, some of whom migrate. While migration is a member state competence, there is real opportunity for the incoming European Commission to make a global difference in three ways: (1) expand funding for pilot projects; (2) support the development of new partnerships; and (3) be a positive voice for the role of skilled migration.

531. Transforming EU Climate Leadership through CBAM Reform

Abstract:
The EU’s Carbon Border Adjustment Mechanism (CBAM) incentivises key countries, including China and India, to assess their policies around industrial carbon emissions. But CBAM faced criticism from low-income countries at COP28, with evidence suggesting that its economic impact on Africa could be as much as three times the amount of EU aid to the continent. While major emerging economies should face the full incentives from CBAM, lower income countries require a different approach. The Commission must review CBAM's impact on least developed countries (LDCs) by 2025. We propose it collaborates with the Council and Parliament to reform CBAM in two ways: Implement a longer transition period for LDCs, following the principle of "Common but Differentiated Responsibilities" Revisit the European Parliament’s proposal to allocate additional finance to the most vulnerable countries, by proposing that CBAM revenues be used to finance climate-related loss and damage, amounting to around 1 percent of the Commission’s annual budget by 2030. These reforms would show the EU is listening to partner countries and provide a new and additional source of climate funding. This would transform its reputation and strengthen its international negotiating position.

Current flows of adaptation finance are highly insufficient. Mobilisation of private adaptation finance is very low, despite commitments to increase mobilisation. Targeted labour migration programmes can leverage private adaptation finance at a high level of efficiency. Incentivising the selection of migrant labour from communities most vulnerable to climate change by counting a portion of their remittance flows as mobilised private climate finance may therefore have significant benefits.

The movement for localization in foreign aid presents philosophical and practical challenges for providers of foreign aid. In the past, some level of localization (to at least state actors) of both decision-making and spending could be achieved through general and sector budget support, a logistically simple (though politically difficult) approach. Current practices, with more aid disbursed in the form of discrete projects, make localization more difficult to achieve. For development agencies to make progress they must confront conceptual, practical and strategic challenges. This paper suggests practical definitions of different kinds of localization and what they seek to achieve, points out trade-offs between them and sets out how they challenge current conceptions of how and what foreign aid seeks to do, as well as suggest limits to the optimal extent and type of localization. It then considers practical difficulties in implementing these different conceptions of localization given existing donor practices and capacities, and the strategic challenges of realizing the desired outcomes—specifically principal-agent problems within the organization and with contractors. It concludes with key lessons and messages for donors and funding agencies.

The data indicates that MDBs have increased their involvement in financing FCS compared to bilateral and other multilateral donors, with the World Bank playing the most significant role. This is explained by financial and operational comparative advantages inherent in the MDB business model, despite their implicit biases and constraints. The paper reviews the strategies and framework documents adopted by MDBs to address FCS as a distinct development challenge, highlighting the complexity of translating knowledge advancements and lessons learned into operational categories and clear priorities. It also examines how MDBs are placed regarding the recommendations of the "peace-humanitarian-development nexus," which is central to the international consensus for addressing FCS. The evolution of the financial capacities of MDBs and the criteria for resource allocation in response to the needs of FCS are analyzed. The paper concludes by posing a set of questions that MDBs and their shareholders should consider as they develop reforms to meet FCS-specific requirements and strengthen performance and outcomes.

This paper examines public expenditures on childcare and early childhood development in four African countries, providing comparative policy insights to advance gender equality and women's economic empowerment. It begins by addressing the methodological and data challenges involved in obtaining and analyzing public expenditure data in these critical areas. The analysis then focuses on Côte d'Ivoire, Kenya, Rwanda, and Senegal, examining government spending and national policies aimed at promoting accessible, affordable, and quality childcare. Findings indicate that these countries typically invest less than 0.2 percent of GDP and around 2 percent or less of their education budgets on pre-primary education, with less than 2 percent of foreign aid to education directed to early childhood education (with the recent exception of Côte d'Ivoire). These investment levels fall significantly short of international recommendations, though the precision of these figures is hindered by significant gaps and complexities in accessing and analyzing comprehensive expenditure data. The paper identifies key policies shaping public expenditures and explores the potential economic and social benefits of increasing childcare investments in these countries over time. The paper concludes with policy recommendations to enhance the transparency and accessibility of expenditure data, prioritize early childhood in public funding, and leverage international aid and policy frameworks to optimize childcare services in Africa. By doing so, these efforts can better facilitate gender equality, women’s economic empowerment, and economic development.

Gypsies have been living in both Iraq and the KRI for centuries, contributing to the country’s cultural diversity. Nonetheless, they have occupied a unique social positionality characterised by stigmatisation at all levels of society, including government institutions. Since 2003 in Mosul, and since 2008 in the KRI, there has been an evident reluctance on the part of both governments and NGOs to recognise, and respond to, the humanitarian, development, and protection needs of Gypsy populations. This has rendered Gypsies vulnerable during conflict, displacement, or state fragility. Stigmatisation has also marginalised Gypsy communities, excluding them from public services, support provision or peacebuilding initiatives. The widespread, insidious nature of anti-Gypsy racism and discrimination has enabled the Government of Iraq and the Kurdistan Regional Government (KRG) to neglect the needs of Gypsy communities in post-conflict Iraq without consequence. This policy paper and comparative analysis briefly examines experiences of conflict, displacement and post-conflict priorities, as narrated by Gypsy communities in Dohuk Municipality and Mosul. Foremost among these priorities are access to a safe environment, good healthcare, and quality education for their children – basic human rights that Gypsy children in neither location are currently able to enjoy adequately. This policy paper urges the Government of Iraq and the KRG to respond to the needs of their Gypsy populations – to facilitate intentional, considered, and long-term assistance and protection which will raise Gypsy communities out of a desperate cycle of poverty, and fully integrate them into society as equals.

Against the background of Hamas' ongoing war with Israel (and the expressions of support for it among Palestinians and Islamists in Jordan), the Iranian regime has intensified its efforts to subvert the Hashemite monarchy. The arrests in March 2024 of Iranian agents involved in smuggling arms to Muslim Brotherhood elements in Jordan are part of a campaign to counter the role of Tehran in bringing both drugs and weapons over the Syrian and Iraqi borders into Jordan. Tensions rose further over Jordan's supportive role in foiling the Iranian attack on Israel on 14 April 2024. For the Iranian regime, the destabilization of Jordan is a vital precursor for the strategic goal of turning Judea and Samaria into "another Gaza", as Supreme Leader 'Ali Khamenei suggested back in 2014: hence the importance of American and Israeli support for Jordan. The stability of the Kingdom (and thus the need to reduce economic and social strains) is a vital interest of both Israel and the West.

Abstract:
While most Americans believe the country is headed in the wrong direction, they have more positive assessments of how things are going in their communities and personal lives. Seven in ten Americans (70%) believe things in the country are going in the wrong direction, including most Republicans (94%) and independents (70%), compared with 41% of Democrats. While a majority of Americans (54%) also believe that things in their home state are going in the wrong direction, 56% of Americans believe things in their local communities are going in the right direction. Roughly eight in ten Americans, across party lines, believe that things in their personal lives are going in the right direction. Americans are divided on whether American culture and way of life since the 1950s has changed for the better, with Republicans and Democrats holding opposite views. Republicans (68%) are more likely than independents (48%) and Democrats (31%) to say that American culture and way of life has mostly changed for the worse since the 1950s. White Christian groups and Hispanic Protestants are the most likely to say American culture and way of life has changed for the worse since the 1950s.

In recent years, threats to critical infrastructure have increased. This is primarily due to growing global threats and the digitalization of key operational processes, including those in the water sector. Consequently, the Government of Kosovo, in collaboration with relevant stakeholders, has placed significant emphasis on ensuring resilience in this sector. While Kosovo has legislative frameworks in place on protecting critical infrastructure, including the Water Law and Law on Critical Infrastructure, there are gaps in implementation. Furthermore, there is a lack of full alignment with the EU Water Framework Directive. Comprehensive integration and legislative amendments are necessary for effective water management.

Abstract:
Russian influence and interests in the Western Balkans are primarily centered around Serbia. According to a 2024 survey by the International Republican Institute (IRI), for Kosovar citizens, after Serbia (83%), Russia (8%) is seen as the main threat to the country, while 87% say that the country’s foreign policy should only be pro-European Union and pro-West, and 59% say that the Russian invasion of Ukraine is completely unjustified. Main takeaways from this paper include: Russia deploys state-controlled media (RT, Sputnik) and partners with Iranian outlets to spread narratives portraying Kosovo as a failed state, full of instability. Russia capitalizes on deep cultural, religious, and political ties with Serbia to maintain influence in the Balkans, utilizing ties with the the Serbian Orthodox Church and with Serbian elites to the detriment of Kosovo. There are indications that Russia had prior knowledge of or involvement in the Banjska terrorist attack in Kosovo, aimed at escalating tensions. By stirring instability in Kosovo, Russia aims to divert Western attention and resources away from Ukraine, creating a multi-front challenge for NATO and the EU.

552. Strengthening Protection Mechanisms of Gender Based Violence in Kosovo

Femicide and insufficiently addressed gender-based violence represent major security concerns in Kosovo, yet they have not been adequately prioritized as immediate issues by the full spectrum of state mechanisms. Activists in Kosovo have consistently demanded that gender-based violence be declared and treated a national emergency, a plea that state institutions have not taken into consideration. Within just five days in April 2024, two women in Kosovo were victims of femicide, murdered by their partners. Gender-based violence and femicide pose significant security threats to women. From January to March 2024, 698 cases of gender-based violence were reported to the police, compared to 2,638 cases reported throughout 2023. Despite the high number of reported cases, many cases remain unreported due to the complex socio-economic challenges’ women face across different regions of Kosovo. There are several reasons highlighting the inadequacies in addressing the prevention of gender-based violence. Recent research conducted by the Kosovo Centre for Security Studies elaborates on several problems concerning gender-based violence in Kosovo. There are some of them: Women’s trust in security and justice institutions is critical for reporting gender-based violence. However, the leniency of the judicial system towards perpetrators and the prolonged duration of domestic violence cases discourage women from seeking justice. There is a lack of sensitivity and expertise among law enforcement authorities, especially in rural areas, to handle genderbased violence cases effectively. The absence of property ownership among women is a significant barrier to their economic independence and security. Despite legal provisions for equal property rights, women often relinquish their inheritance, leaving them with limited resources and options when facing violence. This lack of financial autonomy leaves women in a troubling situation where they may feel compelled to return to their abusers. Many women withdraw their complaints of gender-based violence due to third-party interventions, often under family pressure. There is a tendency among family members and officials to blame women for reporting abuse, further discouraging them from seeking help. Women reporting domestic violence often endure double discrimination from institutions, society, and their families. There is limited information about rights and available support services for victims of gender based violence in Kosovo. The lack of awareness intensifies feelings of vulnerability and exacerbates the sense of helplessness when seeking solutions. There is also insufficient investment in support services for victims and consequences for perpetrators. Insufficient and unstable funding for shelters poses a significant challenge to supporting survivors of domestic violence. Without adequate resources, shelters struggle to maintain essential services and meet the increasing demand for their services. There is also a lack of sustainable institutional support for victims, leading some to return to their abusers. Addressing gender-based violence and femicide requires a holistic approach from all institutions involved in handling cases arising from diverse circumstances. In this analysis, we aim to examine the shortcomings in implementing protection orders for victims and the physical protection of shelters and the Centre for Social Work (CSW) from perpetrators.

Abstract:
Membership of Kosovo in the North Atlantic Treaty Organization (NATO) is regarded as a national interest across Kosovo’s political spectrum and receives substantial public support. According to the 2022 Security Barometer by the Kosovar Centre for Security Studies (KCSS), an overwhelming 92 percent of all citizens in Kosovo are in favor of joining NATO. This support is even more pronounced among the Kosovo Albanians, where the approval rate soars to 99.5 percent. This is the only objective in Kosovo that enjoys this level of public backing. Kosovo’s Security Strategy 2022-2027 states ‘The irreplaceable aim of the Republic of Kosovo is NATO membership and integration as the mechanism that provides long-term strategic security’. NATO’s leading role in ending the 1999 war and averting a potential genocide in Kosovo is widely seen as a major reason behind the strong public support for the alliance. However, this sentiment has been reinforced by recent developments, such as the Russian invasion of Ukraine in February 2022, intensifying Kosovo’s appreciation for NATO membership. The urgency for Kosovo to join NATO is further heightened by the unresolved bilateral disputes with Serbia and the increasingly adversarial positions of Serbian President Vucic towards, as shown by a recent statement from him, which implies that on Kosovo, Serbia should learn from Azerbaijan, adding that: “They waited 27 years for special geopolitical circumstances”. The Banjska terrorist attack in September 2023, which is believed to have been orchestrated with the support of Serbian security institutions and in cooperation with Russia, reinforces the perception that Serbia sees a military solution to the “Kosovo problem”. Although Kosovo benefits from NATO’s protection via the KFOR mission, NATO’s stance on Kosovo remains status-neutral, with no significant advancement in NATO-Kosovo political relations since 2016. This paper delves into these challenges and seeks to explore the obstacles Kosovo faces on its path to NATO membership. Accordingly, this paper includes an analysis of the current NATO-Kosovo relations, options for Kosovo to enhance these relations and overcome key challenges, including exploration of the Partnership for Peace and the Membership Action Plan (MAP), a review of NATO accession processes in Albania, Montenegro and North Macedonia, and concluding remarks with recommendations.

South Africa’s response to addressing climate change has come full circle with the passing of the Climate Change Act1 in July 2024. This breakthrough comes at a time when South Africa is warming by approximately 0.2°C per decade2 , contributing to climate impacts ranging from extreme heat and drought to sea level rise and flooding. The results of these extreme weather events have been devasting to livelihoods and, subsequently, socio-economic development, which have been worsening over the years. The Climate Change Act is a significant step, as it shows progression and commitment to advance South Africa’s climate resilience, and to see it through achieving a just energy transition. However, the success of the overall climate change response is only as strong as its implementation. This policy briefing will assess the Act and provide a roadmap on how it can be effectively operationalised to achieve its mandate.

The South African Government’s Reviewed National Biodiversity Economy Strategy (2024) continues to promote trophy hunting as a conservation tool. This policy briefing challenges this approach, arguing that trophy hunting, particularly of endangered species, should be removed from the national biodiversity strategy due to overstated economic benefits and high ecological costs. Instead, the briefing suggests exploring sustainable, non-consumptive alternatives to trophy hunting. Successful pilot programmes should be expanded, integrating local communities into ecotourism and conservation-enhancing agriculture. This strategy aims to join fragmented landscapes into larger, ecologically sustainable areas, providing sustainable livelihoods while conserving biodiversity. Moreover, the current focus on consumptive use, such as game ranching and trophy hunting, needs re-evaluation. This philosophy creates unrealistic revenue expectations and promotes fundamentally unsustainable practices. The briefing emphasises the need to prioritise ecological sustainability over consumptive use, aligning with the constitutional duty to protect the environment for future generations. These recommendations are based on the analysis that the economic value of trophy hunting is often inflated and that the opportunity costs are significant. Non-consumptive alternatives can better support both conservation and community livelihoods, ensuring a genuinely inclusive conservation strategy.

The objective of these short policy briefs is to inform national, regional and international institutions on key topics related to insider mediation and to inform the development of more holistic and supportive policies for insider mediators. While women still face cultural, logistical and security barriers in their participation in local mediations, they are able to play critical and unique roles in mediating family, land, socio-economic, and environmental conflicts, contributing to a high success rate of mediation agreements. The value of building and supporting (informal) networks of insider mediators is key in environments that do not always welcome the contributions of civil society and where more flexible and nimble networks can act as early warning and response mechanisms, raising the chances to achieve sustainable and transformative peace.

Africa is the most energy-deficient continent in the world, as it hosts 75 percent of the world’s population without access to electricity.[1] Universal access to electricity and clean cooking remains an elusive goal for most states in the region: in 2022, 600 million people lacked access to electricity on the continent, 98 percent of them located in sub-Saharan Africa.[2] There is an urgent need for intervention given Africa’s population of 1.4 billion is forecasted to reach 2.5 billion by 2050, which, when coupled with rising incomes and urbanization, will lead to a significant increase in energy demand.[3] This brief provides six evidence-based insights on Africa’s energy landscape before providing five recommendations on reaching universal energy access amid global decarbonization.

Abstract:
Russian nuclear threats have cast a long shadow over the war in Ukraine. As the conflict enters its third year, it is crucial to understand the objectives of Russia’s nuclear signaling at various stages and the effectiveness of U.S. and allied responses thus far. To explore these issues, the CSIS Project on Nuclear Issues recently compiled a database and released a digital report Russian nuclear narratives and their evolution during the first 18 months of the war.[1] This brief builds on that work and finds that Russian officials noticeably calibrated their nuclear signaling at key points in the war. It also concludes that the risks of nuclear use will likely rise if Russia faces significant battlefield setbacks in the future or the conflict expands in new or unexpected ways. Accordingly, Washington should work to maintain international pressure against nuclear use in Ukraine while combatting narratives that downplay or rationalize Russia’s nuclear threats.

Feeding China’s vast population is a priority issue for Beijing, given historic ramifications of famines and food crises for social and regime stability. Yet the task is vast—China must feed nearly 20 percent of the global population but is home to under 10 percent of the world’s arable land—and the challenges to stable food supply are many. These include inefficient agricultural practices, supply chain bottlenecks, changing consumption habits, international trade dynamics, domestic environmental degradation, corruption and data misrepresentation, and a history of food safety scandals. Diagnosing a more contentious international environment, Xi Jinping has placed greater emphasis on agricultural self-sufficiency and diversified sourcing of critical inputs, foodstuffs, technology and know-how. This brief explores key trends, challenges, and policy measures in China’s pursuit of food security. Abstract:
Although the Israel-Hamas war in Gaza has captured the world’s attention, there is a serious risk of war between Israel and Hezbollah, according to a new assessment by CSIS. Since October 7, 2023, there have been over 4,400 rocket, missile, and other stand-off attacks by Israel and Hezbollah combined. Hezbollah has also repeatedly violated UN Security Council Resolution 1701 by deploying forces and firing anti-tank guided missiles and other stand-off weapons against Israel from the zone between the Blue Line and the Litani River, according to CSIS geolocation analysis. The United States needs to increase its diplomatic engagement to prevent what could become a much wider and more violent war in the Middle East.

Energy security is a significant challenge for Japan. As an import-dependent country, Japan has sought to protect itself from fossil fuel supply disruptions and shocks by cultivating strong relationships with exporting countries and investing throughout the energy value chain. More recently, both its largest utilities and its state institutions have focused on raising investment in renewable energy, aiming to decarbonize while retaining a diversity of energy sources. The country pledges ambitious but realistic emissions reductions. Transition pathways will vary in every country, and Japan naturally takes a different view on energy matters than resource-rich countries like the United States. Japan’s climate targets and energy planning show that progress is possible without following exactly the same trajectory as Washington or Brussels.

Policies surrounding the lithium-ion battery (LIB) supply chain lie at the intersection of trade, climate, and national security considerations. The LIB supply chain spans the globe, and yet some critical inputs are only produced in a handful of countries—in particular China, which is dominant at several key stages of the technology’s production. The Biden administration appears to have three central, yet misaligned, objectives regarding the LIB supply chain: de-risking away from China’s dominance, reshoring manufacturing capabilities, and accelerating the green transition. To spur the technology’s production and deployment, the United States must undertake several economic and trade policy changes to address gaps in its current approach.

China’s efforts to maintain economic growth, strengthen supply chains, develop strategic science, technology, engineering, and mathematics (STEM) sectors, and secure a modern military edge hinges on the ability to cultivate and utilize human capital. As the United States and other countries increasingly engage in multidomain competition with China, it is critical to start from a clear-eyed understanding of China’s human capital and Beijing’s strategy for nurturing national talent. China has long been rumored to operate spy facilities in Cuba, but few details about its footprint there have been made public. Research by CSIS reveals four sites within Cuba that are most likely to be supporting China’s efforts to collect intelligence on the United States and its neighbors. Satellite imagery and open-source analysis offer an unprecedented look into these facilities and provide clues as to how they could be used to spy on sensitive communications and activities in the region. Armenia and Azerbaijan, together with Georgia, are facing unprecedented challenges that arise from unfolding climate change and seismic risk in the South Caucasus. Placing considerable strain on economies, livelihoods, and government resources, these hazards can significantly worsen the complex geopolitical landscape and exacerbate unresolved political issues. The absence of structured and coordinated disaster response mechanisms can increase vulnerability and hamper effective crisis management, leading to avoidable loss of life, widespread suffering, and significant economic damage. We propose the establishment of a Regional Emergency Action Partnership (REAP) in the form of a coordinated binational disaster response system. This system could enable better preparation and facilitate effective responses to disasters that are likely to have an impact across borders, ultimately saving lives through joint efforts and resource mobilisation. Including Georgia would further strengthen such a crisis management system and solidify regional cooperation. Furthermore, this mechanism could help catalyse political rapprochement between Armenia and Azerbaijan. Natural disasters and humanitarian crises can bring adversarial states together and unexpectedly foster collaboration. Greece and Türkiye have engaged in “earthquake diplomacy”, and despite the lack of diplomatic relations, Armenia and Türkiye briefly reopened their border to facilitate aid during the devastating 2023 Turkish earthquake (see Case Study 1 for more information). This rare example of earthquake diplomacy demonstrates how countries in seismically active regions can share common threats and opportunities for cooperation in their disaster responses. Similarly, Israel, Jordan, and Palestine have conducted joint disaster-response exercises involving 400 firefighters, medical personnel, and first responders, and the United States and Western states extended considerable support to the Soviet Union in the aftermath of the 1988 Armenian earthquake.

This Policy Brief outlines practical ways in which environmental and energy cooperation between Armenia and Azerbaijan could foster regional stability and peace amid the looming impacts of climate change. Collaboration on shared resources could mitigate the negative impacts of cross-border environmental challenges while fostering mutual trust, thereby reducing the risk of future conflicts. Joint efforts to produce and transmit renewable and non-renewable energy resources could further promote regional stability by strengthening energy security and deepening economic interconnectivity. Joint action on climate change is becoming increasingly urgent in the South Caucasus, especially between Azerbaijan and Armenia. Both countries face serious economic, social, and political risks from climate impacts, including rising temperatures, reduced precipitation, desertification, extreme weather, water scarcity, and the spread of diseases. Armenia and Azerbaijan are also likely to face challenges affecting energy dependence and security, although in different ways. These challenges are likely to strain resources, heighten tensions, and increase the potential for conflict within and between these two nations. To mitigate climate change impacts, enhance energy security, and reduce the risk of conflict, cooperation is crucial, particularly as Armenia and Azerbaijan navigate a fragile post-conflict environment. The Policy Brief proposes five actionable policy options to promote environmental and energy cooperation. Their implementation would create platforms for government representatives, experts, and civil society members and organisations to jointly study, deliberate, and negotiate through technical and economic communication channels, fostering mutual understanding, confidence building, and reconciliation through shared problem solving. After discussing these policy options, the Policy Brief concludes by summarising the key take-aways from this important discussion.

585. A Contact Group for Ukraine?

The high-level Ukraine peace summit hosted by Switzerland on 15 and 16 June underlined the need for finding a path to peace. But thus far, proposals made by several countries, including Ukraine, have not stopped the fighting. Since Russia’s aggression against Ukraine has implications for international peace and security, perhaps it is time to consider the formation of an international contact group to formulate a more coherent approach to de-escalating the conflict between Russia and Ukraine and nudge the parties towards peace. Since the late 1990s it has been common to form international contact groups in times of crisis. Such groups can bolster coordination among different international actors, forge common positions and exert leverage on the parties to reduce tensions. Indeed, in the past 20 or so years (since the beginning of the 21st century) there have been more than 20 such groups. Some of the more high-profile examples include contact groups on the Balkans, Sierra Leone, Liberia, Syria, Afghanistan, Libya, the Great Lakes region of Africa, and for dealing with piracy off the coast of Somalia. These ad hoc coalitions with nonbinding rules are designed to enhance cohesion, cooperation and coordination to improve conflict or crisis management. Considering the seriousness of the war in Ukraine and the fact that many countries have a stake in reducing tensions, it would seem necessary and urgent to form an international contact group on Ukraine.

586. The Biological Weapons Convention: Challenges and Opportunities

Amid geopolitical challenges that have led to the weakening of international arms control and disarmament efforts, the Ninth Biological Weapons Convention (BWC) Review Conference (RevCon) provided a “glimmer of hope” for control and disarmament regimes. Delegates at the Non-Proliferation Treaty RevCon in 2022 and the Chemical Weapons Convention RevCon in 2023 were unable to reach a consensus on these conferences’ respective final documents. By contrast, the Ninth BWC RevCon held from 28 November to 16 December 2022 successfully adopted the final document. While conflicting positions on how to reflect recent allegations that some states are undertaking biological-weaponsrelated research prevented agreement on the article-by-article review, the final document included a forward-looking section that established a Working Group on the Strengthening of the BWC. This Working Group is designed to “strengthen the effectiveness and to improve the implementation of the Convention” and generate recommendations for enhancing and institutionalising it across a number of important areas, including confidence-building measures (CBMs), transparency, compliance and verification, and the national implementation of the BWC. The Working Group's sessions, therefore, provide a long-awaited opportunity to address several critical issues related to the Convention, including international cooperation and a verification mechanism. The Working Group also presents a valuable opportunity to advance work on national implementation under Article IV and interlink obligations. The recent convening of the Working Group from 4 to 8 December 2023 and the subsequent meeting of states parties from 11 to 13 December offer pertinent insights into progress made in strengthening the BWC. Ahead of the next session of the Working Group scheduled for August 2024, this Policy Brief seeks to outline some of the security challenges presented by biological weapons and lay out some of the policy implications and recommendations that flow from these challenges.

During a July 2020 open debate the United Nations (UN) Security Council highlighted the crucial roles human rights play in peace operations, including by providing early warning of issues or problems, supporting good offices, improving the protection of civilians, strengthening national rule-of-law capacities, ensuring due diligence/compliance for military operations, leading a range of protection-related activities and supporting efforts to protect political space in fragile settings. Despite this recognition of the important role of human rights, there has been relatively little research into how human rights support the implementation of the mandates of a range of peace operations, leaving the evidence base for understanding the contribution of human rights to peace operations very thin. The purpose of this policy brief is to chart out key complexities linked to operationalising a rights-based approach to peace operations. It identifies and introduces critical challenges to mandate implementation through specific themes, including the contribution of human rights to the protection of civilians, stabilisation mandates, smaller-footprint field offices, the political work of special envoys and mission transitions. The paper examines both theoretical and operational aspects of human rights in peace operations. In line with the High-Level Independent Panel on Peace Operations report (2015), it discusses human rights considerations in relation to a range of UN peace operations, including peacekeeping and special political missions, regional prevention offices, and special envoys. The first section locates human rights components and concerns across a spectrum of UN peace operations, comparing how human rights contribute to a wide range of peace and security engagements. The second section highlights several challenges to realising human rights aims and objectives in field missions. The final section proposes a series of questions that warrant further discussion to elucidate and support a rights-based approach to peace operations that could help to respond to the call in the New Agenda for Peace for a reflection on the limits and future of UN peacekeeping and other ongoing policymaking within the UN system. The paper illustrates that in order to support the UN’s recommitment to its core principles and human rights pillar, there is a need for greater attention to the ways that human rights can support the analysis and strategic positioning of UN peace operations.

There is no doubt that the military aggression against Ukraine unleashed by President Putin on 24 February 2022 represents the most significant disruption of security and peace in Europe since the end of World War II. The war has far-reaching repercussions affecting practically every aspect of our lives and impacting far beyond the European continent. In this article, I will first briefly assess the situation on the battlefield. I will then offer a few scenarios for how the conflict could evolve in the coming months. Afterward I will mainly focus on what has been called “Plan B”-thinking in the expert community: What if the official narrative of both sides – a military victory – does not materialize? What if the parties, exhausted by a war of attrition, decide to return to the negotiation table – or the high-intensity warfare transitions to low-intensity conflict leading to a de facto cessation of hostilities? What could a negotiated or a de facto ceasefire look like? And what issues would have to be negotiated if – in the most optimistic scenario – the parties decide to proceed from a ceasefire to a conflict settlement process?

Recently released federal data once again show the United States with by far the highest rate of maternal deaths of any high-income nation, despite a decline since the COVID-19 pandemic.1 Racial disparities are also extreme: Black women in the U.S. are nearly three times more likely to die from pregnancy-related complications than white women are. But maternal deaths and complications may be an indicator of the nation’s wider failures with respect to women’s health and health care. Compared to women in other high-income countries, American women have long had worse access to the health care they need. While the U.S. spends more on health care than other countries do, surveys regularly find that Americans avoid seeking care because of costs at the highest rates, even as the U.S. continues to lead in the prevalence of chronic disease.2 At the same time, limited access to primary care and inadequate coordination of health services are likely factors in the nation’s poor performance when it comes to the prevention, diagnosis, and management of diseases.3 In this brief, we compare selected measures of health care access and outcomes for women in high-income countries. We drew upon data from four sources: the Commonwealth Fund’s 2023 International Health Policy Survey of Australia, Canada, France, Germany, the Netherlands, New Zealand, Switzerland, the United Kingdom, and the United States, which allowed us to analyze responses by race and ethnicity;4 the Centers for Disease Control and Prevention National Vital Statistics System; the Organisation for Economic Co-operation and Development (OECD); and the Institute for Health Metrics and Evaluation Global Burden of Disease. The latter two data sets permitted us to show results on selected measures for five additional countries — Chile, Japan, Korea, Norway, and Sweden. Issue: Childhood vaccination rates fell worldwide during the COVID-19 pandemic. However, reductions in childhood vaccination were not universal, which may be related to differences in vaccine eligibility, vaccine hesitancy, and vaccine administration programs across countries. Goals: Explore how childhood vaccination rates changed during the COVID-19 pandemic in five high-income countries with varying approaches to vaccine policy. Methods: Surveys of in-country experts and analysis of secondary data sources in Australia, Germany, Singapore, the United Kingdom, and the United States. Key Findings and Conclusion: While vaccination rates fell worldwide during the COVID-19 pandemic, the high-income countries in our study maintained high childhood vaccination rates for polio and measles-mumps-rubella (MMR) near or above the herd immunity threshold (80% for polio and 95% for measles). Australia and Singapore, which have the strictest vaccine requirements, boasted the highest polio vaccination rates in both 2018 and 2021. No countries require the human papillomavirus (HPV) vaccination nationwide, but Australia, Singapore, and the U.K. have school-based HPV vaccination programs and high vaccination rates. Strong vaccine requirements, combined with school-based immunization or catch-up programs, may help boost childhood vaccination rates where they lagged during the pandemic.

For many people, primary care is their first point of contact with the health system, and decades of evidence shows it is critical for population health, health equity, and the overall efficiency of health care systems.1 Primary care is also uniquely positioned to screen for social needs and provide integrated behavioral health services.2 Ensuring people have access to high-quality, comprehensive primary care is vital to good health outcomes and positive experiences with the health system at large. Despite the importance of primary care, health systems around the world are facing challenges at the patient and provider level. Many countries struggle to ensure access to care, or first contact; continuity of care; comprehensiveness of care; and coordination of care. These four core components of high-quality primary care are essential to better overall health outcomes.3 Factors like workforce shortages, physician burnout, and dwindling access for patients, driven in part by underinvestment and growing administrative burdens, pose significant barriers to care.4 To better understand how patient care can be improved in a changing primary care landscape, this brief compares the state of primary care in the United States with nine other high-income nations. It updates an earlier Commonwealth Fund study comparing primary care performance in the U.S. with nine peer countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Sweden, Switzerland, and the United Kingdom. Our data come from the Commonwealth Fund’s 2022 International Health Policy Survey of Primary Care Physicians and the 2023 International Health Policy Survey of adults age 18 and older. The 2022 and 2023 surveys asked different questions of the participating physicians and responding adults, so this edition includes new measures on access to telehealth, preparedness to treat behavioral health conditions, and care coordination. The United States continues to have the highest rate of maternal deaths of any high-income nation, despite a decline since the COVID-19 pandemic. And within the U.S., the rate is by far the highest for Black women. Most of these deaths — over 80 percent — are likely preventable.1 With policies and systems in place to support women during the perinatal period, several high-income countries report virtually no maternal deaths. As policymakers and health care delivery system leaders in the U.S. seek ways to end the nation’s maternal mortality crisis, these countries may offer viable solutions. This brief updates an earlier Commonwealth Fund study of differences in maternal mortality, maternal care workforce composition, and access to postpartum care and social protections between the U.S. and other high-income countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United Kingdom.2 In this edition, we have also included data on Chile, Japan, and Korea — all high-income countries with universal health care systems. For our analysis, we used the most recently available data from the U.S. Centers for Disease Control and Prevention (CDC) and from the Organisation for Economic Co-operation and Development (OECD), of which the U.S. is a member. Where country-specific data are more than five years old, we note whether more recent published data from other sources are available for that country. Readers should be aware that because the methods we used to derive updated numbers from other sources may be different from methods the OECD uses, data points may not be comparable to the U.S. rates. 593. Learning from experience: Are African governments prepared for another pandemic?

According to the Africa Centres for Disease Control and Prevention (CDC) (2020), Africa’s first case of COVID-19 was recorded in Egypt in mid-February 2020. Six months later, the continent’s death toll exceeded 19,000, representing 3% of global COVID-19 mortality. As the virus spread across Africa, governments began to enforce national lockdowns and other restrictions to minimise the impact of the pandemic. In addition to being a global health emergency, COVID-19 had other wide-ranging consequences. Many parts of government bureaucracies, as well as the private sector, shut down except for “essential” workers (Wickham, 2022). Children were unable to go to school for months, increasing dropout rates with knock-on effects on their nutrition and mental health (UNICEF Africa, 2022; Kidman, Breton, Behrman, & Kohler, 2022). Moreover, African governments’ responses to the pandemic affected trends in poverty on the continent. For example, Afrobarometer analyses found that “more restrictive government responses were associated with larger increases in lived poverty” (Mattes & Patel, 2022, p. 1). Faced with economic uncertainty and mobility restrictions, Africans turned to their governments for support and a coordinated public health response to the pandemic. The latest Afrobarometer surveys in 39 countries document how citizens experienced the pandemic, their views on how their governments handled the pandemic, and whether they think their governments are prepared for future health emergencies. Responses indicate that about one in seven households experienced a case of COVID-19, while more than a quarter suffered the loss of a primary source of income. Despite the severe economic effects of the pandemic, fewer than a quarter of households received pandemic related assistance from the government. Most respondents say that the distribution of relief was unfair and that corruption claimed funds intended for the pandemic response. Even so, most Africans say their government managed the pandemic well. When it comes to giving up democratic rights during a pandemic, a majority of Africans accept the use of the military or police to enforce public health mandates, but censoring the media and postponing elections are more controversial steps. Africans are divided in their assessments of their governments’ readiness for a future pandemic, and a majority say additional investments in such preparations are needed.

Abstract:
The theme of World Health Day 2024 (7 April) is “My health, my right” (World Health Organization, 2024). A key component of the message is to encourage governments to deliver on citizens’ right to health by making health services “available, accessible, acceptable and of good quality for everyone, everywhere.” How close are African governments to meeting this ambitious goal? Since 1990, the burden of disease has decreased substantially in Africa (Roser, Ritchie, & Spooner, 2024; also see Figure A.1 in the Appendix). Between 2000 and 2019, Africa recorded the world’s greatest growth in healthy life expectancy, which rose from 46 to 56 years (Adepoju & Fletcher, 2022). Further, between 2015 and 2021, the under-5 mortality rate fell from 87 to 74 deaths per 1,000 live births across sub-Saharan Africa (United Nations, 2023). According to the World Health Organization, these gains were achieved through increased provision of essential health services and better access to care and disease prevention services (Adepoju & Fletcher, 2022). Despite these important advances, however, many Africans still do not have access to high quality health care. Compared to other world regions, the gap is particularly acute when it comes to communicable, neonatal, maternal, and nutritional diseases (as opposed to non communicable diseases and injuries) (see Figure A.2 in the Appendix). While sub-Saharan Africa saw the world’s fastest growth between 2015 and 2022 in the proportion of births attended by skilled health personnel, from 59% to 70%, the continent also recorded about 70% of the world’s maternal deaths (United Nations, 2023). At least part of the explanation is a lack of health workers; as of 2021, sub-Saharan Africa had an average of 2.3 medical doctors and 12.6 nursing/midwifery personnel per 10,000 people, compared to 39.4 and 89.5 in Europe (United Nations, 2023).

Abstract:
In late 2020, Nigerians gripped the world with massive protests against police brutality and impunity, focusing on the country’s Special Anti-Robbery Squad (SARS) (Al Jazeera, 2020; George, 2020). Three years after pictures of the #EndSARS demonstrations went viral and the SARS unit was disbanded, at least 15 protesters remain in arbitrary detention, and reports of police abuses continue unabated (Agboga, 2021; Amnesty International, 2021, 2023a; Uwazuruike, 2021). Elsewhere in Africa, and in other parts of the world, the media frequently report on unprofessional behaviour, selective enforcement of the law, unlawful arrests, corruption, use of excessive force, and other human-rights abuses by the police (New York Times, 2022). These violations are not limited to suspected criminals and public protests against the police, as in the case of #EndSARS, but also occur during pivotal moments of democratic accountability (e.g. elections), health emergencies (e.g. COVID-19), and routine citizen police encounters (e.g. traffic stops). For example, recent elections in Zimbabwe (2023), Uganda (2021), and Tanzania (2020) were marred by police repression and brutality targeting opposition politicians and their supporters (Reuters, 2023; Human Rights Watch, 2023a; Kakumba, 2022; Salih & Burke, 2020). During the 2021 election campaign in Uganda, security forces killed at least 54 people (Amnesty International, 2020).

596. "A Perfect Storm is Gathering": Risk of Mass Atrocities in South Sudan

Abstract:
The Simon-Skjodt Center for the Prevention of Genocide has published two reports detailing the risk of mass atrocities in South Sudan, first in February 2022 and then in January 2023.1 In these reports, we identified a number of factors contributing to the risk of mass atrocities in South Sudan, including armed conflict in which civilians are targeted for brutal attacks, shrinking civic space, and the failure to fully and credibly implement measures of the peace agreement that ended South Sudan’s civil war in 2018. These challenges persist, exacerbated by the onset of war in neighboring Sudan and the impacts of severe flooding and drought. In September 2024, the government of South Sudan announced a two-year extension of the transitional period and postponed the holding of national elections. This extension is an opportunity for the government to make progress on key commitments to peace and justice. However, this delay is not itself a panacea for the mass atrocity risks that persist in South Sudan, which could see a return to violence if the transition falters or fails. This brief will examine ongoing and compounding risk factors for mass atrocities and offer recommendations for addressing these risks during the next two years.

China's Outbound Direct Investment (ODI) strategy has been changing along with its national development strategy. In the early 2000s, China launched “Going Out (走出去)” strategy to encourage domestic companies’ overseas expansion, which laid the foundation for Chinese companies to venture abroad. Since then, the Chinese government has actively simplified administrative procedures to encourage ODI on the part of Chinese companies. Under the Xi Jinping administration, China's ODI has been functioning as a significant tool for the national development strategy. China’s ODI has increased particularly in strategic industries, such as high-tech industries, critical raw materials, and emerging industries. However, the explosive expansion of Chinese ODI in high-tech industries has led to the increased screening of Chinese ODI especially in developed countries. Through a series of events, the strategy of China's ODI has undergone various changes, with Chinese government strengthening its ODI management. Nevertheless, China’s strategy of aligning ODI with its national strategies continues, and its influence has recently expanded to Global South countries.

The recent strategy change of the European countries toward China has identifiable triggering factors such as the continuation of high growth in the Chinese economy, rising status of China in the international community, and China’s FDI expansion. The West has criticized the Chinese Communist Party’s dealing with human rights issues and media control, which was further aggravated by China’s pro-Russian stance upon the outbreak of the Russian-Ukrainian war. Eventually, the European countries responded with confrontational strategies against China. This study analyzes these recent de-risking methods of the EU and four European countries – i.e., Germany, France, United Kingdom, and Poland – regarding economic relations with China. Finally, the Brief concludes with an assessment of the impact of the recent changes in Europe’s China strategy on Korea and policy recommendations.

600. Data Concentration and Competition in Digital Platforms

Abstract:
Policy discussions in major countries regarding access to data as a means of promoting competition in the digital platform market are taking place within the framework of existing legislation. The existing legal framework determines whether access to data is necessary based on whether the data is essential for competition in the relevant market and whether it can only be obtained from the dominant platform. In competition law, discussions about whether other companies can access a dominant firm’s resources have traditionally taken place under the so-called essential facilities doctrine. Whether data is essential for competition in a given market cannot be determined uniformly. However, existing literature suggests that narrowly defined essential data does not exist in many markets, and it is also difficult to find such data in markets related to large digital platform companies like Google or Amazon. This is because businesses can be established and operated in search engines or online marketplaces without having extensive user data. From this perspective, the role of competition law in ensuring access to data under the existing legal framework is inherently limited. These limitations arise not only in relation to the essential facilities doctrine but also in the process of applying competition policy. Competition policy typically takes a long time to implement, while the rapidly changing business environment of the digital platform market requires companies to quickly identify business opportunities in order to enter the market. Even if it is proven that a dominant company has used its data in an anticompetitive manner, it is extremely difficult to impose appropriate remedies that could restore the market to its previous competitive state. Additionally, designing complex remedies and continuously monitoring compliance with competition policy is not easy, which is why there are ongoing discussions about the need for ex ante regulation. However, ex ante regulation also has its own costs and drawbacks, so the practical benefits of implementing such regulations must be carefully evaluated.
