Arctic and sub-Arctic cities are already experiencing the impacts of rapid climate change in the region, which pose severe risks to urban infrastructure and the health and livelihoods of urban residents. Environmental changes and extreme weather events compound existing social, economic, and political stressors faced by northern cities. Given these challenges, local authorities are increasingly hard-pressed to provide and maintain safe living and environmental conditions for residents. By learning from these experiences and challenges, decision-makers at various levels of government can implement further actions to enhance cities’ resilience locally and globally in the face of the adverse effects of climate change.

The second half of the twentieth century experienced significant economic integration. International trade, cross-border migration, capital flows, and technological diffusion increased per capita incomes across countries and reduced global poverty. However, events such as the global financial crisis of 2007 to 2009, Brexit, and the COVID-19 pandemic—all against the backdrop of escalating great power rivalry and tensions between the United States and China—have demonstrated the rise of geoeconomic fragmentation (GEF). Since the 2022 Russian invasion of Ukraine, a growing numberof world leaders have addressed the impacts of GEF on global energy and agricultural markets. For one, higher and increasingly volatile food and energy prices have made it increasingly difficult for developing nations to prioritize environmental concerns and implement sustainable development initiatives.

3. The flaws in project-based carbon credit trading and the need for jurisdictional alternatives

This issue brief highlights several significant, and at times unresolvable, problems with the project-based approach to carbon credit trading, the purpose of which is to reduce deforestation and sequester carbon. Beginning with first-hand observations of the principal author during his experience with forest conservation efforts in the tropics, the brief describes the challenges that arise when this crediting model is implemented in the field, particularly in rainforests and other remote areas of the world. The publication then assesses the three critical structural problems with project-based credit trading that lead to a fundamental lack of integrity in such programs: The intractable challenges of a project-based regulatory structure involving difficult-to-prove requirements of additionally and leakage prevention. The major transaction and intermediary costs that can amount to half of project funding. The credit duration that is far less than the life of the additional CO2 emissions that are consequently emitted. The analysis also explains how economic forces and incentives exacerbate these problems, particularly with programs that are carried out by commercial credit traders as opposed to nonprofit entities. Finally, this brief discusses better alternatives, such as jurisdictional programs administered by governments or Indigenous associations, that could more effectively reduce emissions and strengthen the social fabric of communities required to assure credit integrity, accurate measurement, and adequate co-benefits.

Abstract:
The paper discusses the rising power of local government and its ability to independently create and/or advance foreign relations in order to promote peace and good neighborly relations. One of the prominent areas in which local government engages and cooperates with others today is the environmental and climate field, notably in light of the foot-dragging of nation-states around these issues. Given this reality, the paper examines whether relationships and cooperation on the environment might be built between local authorities when their respective nation-states maintain no relations or only cold ones, or are in ongoing conflict. The paper analyses three theoretical axes: 1) the rising political power of local authorities vis-à-vis their nation-states, and as significant actors in global diplomacy; 2) growing local involvement with environmental problems; and 3) the promotion of environmental peacebuilding. The paper analyses the feasibility of joining these axes, and gives relevant examples, focussing on the Israeli-Palestinian-Jordanian space. The main argument arising from the analysis is that local government has the tools and the effective opportunity to advance environmental cooperation as a stimulus to making peace; and further, that processes of this sort are particularly important when there is no political horizon. While Israel and its region are indeed the focus of this paper’s examination of local government and its potential for building relationships, the general insights derived are applicable to other regions of conflict.

5. Leveraging Charging Strategies to Reduce Grid Impacts of Electric Vehicles

Abstract:
Electric vehicles (EVs) can challenge or support electricity systems depending on how they are charged. Uncontrolled charging may strain electricity systems, e.g., by increasing peak demand in the evening,1 which may require cost- and emission-intensive infrastructure investments, such as grid reinforcements and peak generation capacity. In contrast, controlled charging can benefit electricity systems by providing flexibility,2 e.g., by shifting charging demand away from evening hours. Controlled charging that combines technical solutions with heterogenous EV user behaviors, supported by charging infrastructure at diverse locations, e.g., at work during midday, and incentives, can reduce peak demand to avoid grid constraints and support the integration of renewable energy.

Abstract:
As the world transitions towards low-carbon energy systems, scaling up clean energy technologies will drive demand for critical minerals and metals, such as lithium, nickel, cobalt, graphite, and rare earth elements. Stakeholders in the private and public sectors must work together to implement effective and efficient strategies, policies, and regulations to ensure that supplies are secure, reliable, sustainable, and equitable. Over the past years, the price volatility of minerals and metals has increased due to rising demand, supply chain disruptions, and concerns about tightening supplies. In addition, today’s markets are highly concentrated in a small number of countries. Although supply diversification investments are increasing, most near-term growth is expected from existing major producers, resulting in an even higher geopolitical risk.1 The transportation sector offers a stark example of these dynamics. Every year, the world increasingly relies on batteries. In 2022, electric vehicles (EVs) accounted for about 10 percent of global vehicle sales and are expected to reach 35 percent by the decade’s end.2 Announced policies around the world are accelerating these trends. For example, recent climate legislation in the United States is deploying billions into battery manufacturing and incentives for EV purchases.3 Lithium-ion batteries, a technology also used in computers and cell phones, power most EVs today. Typical of innovation cycles, years of development and deployment have resulted in significant cost reductions and improved performances. Today’s EVs are becoming increasingly competitive with internal combustion vehicles and can be driven for hundreds of kilometers between charges. Lithium is used in EVs because it is lightweight, has high energy densities, is relatively low maintenance, and can be repeatedly charged. From a market and geopolitical perspective, analysts estimate that lithium demand will increase tenfold before the end of this decade.4,5 In 2021, China dominated lithium global markets with 79 percent of all lithium-ion battery manufacturing capacity; this figure is expected to decrease slightly to around 65 percent by 2025 (see Figure 1).

7. Policy impacts of the Climate Change Conferences in the Mediterranean

The Mediterranean region, a recognized climate and biodiversity hotspot, faces accelerated and multifaceted impacts from climate change, with implications for its socio-economic stability, ecosystems, and public health. Rising temperatures, extreme climate events, sea-level rise, water scarcity, and biodiversity loss threaten the environmental, social and economic foundations of the region, especially in sectors like agriculture, tourism, and fisheries taking place in densely populated areas with fragile ecosystems. Both terrestrial and marine temperatures in the region have already increased by 1.5°C above pre-industrial levels. This trend is expected to continue, with projections suggesting a further rise of between 0.5 and 6.5°C by the year 2100. Other alarming projections include an increase in surface water temperatures by 1 to 4°C throughout the century and a significant reduction in rainfall. Furthermore, sea levels in the Mediterranean have already risen by 6 cm over the past two decades, with an expected increase of 43 to 84 cm by the end of the century. The United Nations Framework Convention on Climate Change (UNFCCC) Conferences of the Parties (COP) have been instrumental in galvanizing global attention and action on climate issues. From the early COPs that focused on foundational agreements like the Kyoto Protocol to the more recent and ambitious Paris Agreement at COP21, these conferences have played a crucial role in shaping the global climate regime. For the Mediterranean, the COP process has provided a framework within which regional and national efforts can align with broader global objectives, particularly in reducing greenhouse gas emissions and enhancing climate resilience. The Paris Agreement, with its goal to limit global warming to well below 2°C, and ideally to 1.5°C, is especially significant for the Mediterranean, where even small increases in temperature can have outsized impacts. The commitment to both mitigation and adaptation, alongside the establishment of mechanisms for climate finance, technology transfer, and capacity building, has offered Mediterranean countries the tools to confront their unique challenges. The post-COP21 era has seen Mediterranean countries implement adaptation measures in critical areas, such as water management and coastal resilience, while also working to enhance renewable energy sources like solar and wind. However, regional progress is uneven, hampered by financial limitations, political instability, and capacity gaps. Scaling up climate finance, strengthening regional cooperation, and bridging technological and institutional divides are essential for the region to meet Paris Agreement commitments effectively. The future of the Mediterranean depends on the region’s ability to build resilience and adapt to these multifaceted climate challenges. This will require enhanced regional cooperation, as no country can effectively tackle these issues in isolation. Regional frameworks such as the Union for the Mediterranean and the Barcelona Convention must be strengthened to foster collaboration on climate action, with a particular focus on shared resources like water and energy. Equally important is the need to scale up climate finance. Mediterranean countries, particularly those with fewer resources, need more robust support from international funding mechanisms like the Green Climate Fund and the Adaptation Fund. These resources must be directed towards projects that address the most pressing issues, such as water management, renewable energy infrastructure, and coastal protection. Reinforcing institutional capacity is therefore a critical step. Many Mediterranean countries face significant governance and technical challenges that impede the effective implementation of climate policies. Investing in education, capacity building, and governance reforms can help bridge this gap, enabling countries to better execute national climate plans and make use of international support. Furthermore, technology transfer must be accelerated. For Mediterranean nations to effectively mitigate emissions and adapt to climate impacts, they need access to cutting-edge technologies that can enhance energy efficiency, improve water use, and protect ecosystems. In conclusion, urgent and coordinated action is needed to safeguard the Mediterranean from escalating climate risks. Strengthening regional frameworks, enhancing access to international funding, and accelerating technology transfer will be vital in supporting Mediterranean countries. By fostering resilience through sustained commitment to climate adaptation and mitigation, the Mediterranean region can protect its future and offer valuable insights for other vulnerable areas worldwide.

8. Responsible Change: How Governments Can Address Environmental, Social and Governance Challenges When Petroleum Assets Change Hands

As the world moves toward a future beyond oil and gas, petroleum assets will change hands, with different kinds of companies replacing others. Since 2014, around USD 88 billion in assets have moved from publicly listed to private companies. The roles of sub-Saharan African and Latin American companies in their home countries have expanded. Globally, the role of national oil companies (NOCs) is growing. NOCs have acquired around $24 billion in assets from non-NOCs since 2014. The growing role of private and local companies and NOCs potentially gives producer countries greater control over their petroleum sectors, including the pace of an eventual phaseout. However, these companies often have less capacity and fewer transparency, environmental, social and governance commitments than publicly listed international companies. This increases the risk that these companies’ operations will negatively impact the environment and communities, and that they will be unable to pay for decommissioning when production ends. Many assets that sub-Saharan African and Latin American NOCs have acquired appear vulnerable to energy transition risks. Governments should exercise approval rights over asset transfers to ensure buyers have requisite capacity to operate with high standards. They should ensure transparency to allow host communities and the public to better understand transfer impacts and how the government and/or companies will manage them, and strengthen regulations to address key issues arising from transfers including emissions management and reporting, and decommissioning funding. Governments should require NOCs to make adequate disclosures about their acquisitions to ensure NOCs manage risks to the public purse.

9. Responsible Exit Principles for Oil and Gas Companies

Asset transfers in the oil and gas industry are not new. Yet, as the energy transition accelerates, there is a growing risk that oil and gas companies sell assets in response to pressures to decarbonize. However, transferring assets to operators with lower standards can lead to higher emissions and increased risks. This briefing offers a framework to guide these transactions and ensure that environmental and operational integrity is upheld. Designed for use by a range of stakeholders, these principles set out best practices to help companies manage financial, legal, environmental and reputational risks during asset transfers. They were developed with input from representatives of the oil and gas industry; investors, the financial, legal and accounting professions; the insurance industry; standard-setting bodies; academia; and civil society. All stakeholders can adopt and refine these standards to support a responsible, low-emissions future and harmonize regulatory practices across the industry.

Somalia is experiencing significant impacts of climate change. Its climate-related vulnerabilities are exacerbated by the enduring effects of more than three decades of violent conflict and fragmented governance. As the effects of climate change become more pronounced, their interaction with social, economic and political realities threatens to create challenges that are complex and difficult to address. There is a need for policies and programmes that tackle climate change and conflict in tandem, but gaps persist in knowledge and evidence to inform actions under such policies and programmes. This SIPRI Policy Brief explores how the International Organization for Migration (IOM) in Somalia uses a co-funding mechanism for facilitating collaboration between groups in conflict on addressing shared local priorities. In south-central Somalia, IOM has applied the co-funding mechanism to projects that aim to address local climate-related vulnerabilities, build relationships between communities in conflict and strengthen the role of district councils. This policy brief finds that elements of this approach to project design can support environmental peacebuilding in contexts exposed to climate change and affected by conflict and offers recommendations for organizations and other donors with relevant mandates.

11. The Global Impact of China’s Water and Related Environmental Problems

The quantity, location, and quality of water resources in China have long been a distinguishing and even defining characteristic of its history. Records at least as far back as the Ch’in era in the third century BC note the presence of massive waterworks such as irrigation and transportation canals. Terraced rice fields in hilly areas in central and southern China remain iconic images of Chinese civilization. During a contentious and important debate in the mid-twentieth century, geographers and political scientists asked whether the erection of a “hydraulic society” was the explanation for what political scientist Karl Wittfogel identified as “oriental despotism.”1 The German-trained academic argued that the existential requirement to contain endemic flooding and move water from the massive rivers of central and southern China to agricultural areas necessitated an authoritarian system for deploying labor on the scale required for hydraulic engineering projects spanning the continent. Chairman Mao Zedong drily noted at the beginning of his reign that “there is a lot of water in the south and not much water in the north . . . borrowing some water would be good.”2 Mao was soon to unleash the massive workforce of China to renew and expand efforts over the centuries to get water to farmland, control flooding, and reengineer the landscape of modern China. Even without exaggerating the centrality of water issues for historical China, in the modern era water resources are clearly still vital to the country’s economic and ecological health. And hydraulic engineering projects have become increasingly important, both to China’s Asian neighbors and to the global environment. An important new survey of the “ecological history” of modern China concludes that “in growing from impoverished giant to wealthy superpower in seventy years, China has sacrificed whatever resilience its ecosystem once possessed. It has polluted and poisoned its air, water, and soil . . . it has turned forests into plantations and seen deserts expand . . . and has seen lakes come to resemble green paint.”3 Unfortunately, China’s ecological problems have increasingly had negative impacts outside its borders. China’s unprecedented geoengineering to move water from the south to the north is now imperiling both the water resources available downstream from Tibet and the Hindu-Kush mountains, and the economy and ways of living of literally billions of people. China needs ever more land to grow higher quality food and produce higher yields, which frees up land for housing its population. These efforts have led to deforestation not only in China but also in South America and South Asia. And the consistent choice of Beijing’s leadership to drive economic growth at the expense of environmental health has led to dangerous levels of water pollution and poor soil health in China. Environmental degradation has become a growing political issue in China, and its export of this problem has incited considerable international concern. This study explores these issues with a focus on water resources, and it outlines the regional and global impacts of Chinese policy. The study concludes with a discussion of China’s ability and ambition to address these problems as well as how affected countries can help move Chinese leadership toward a more constructive and cooperative effort to develop a solution.

This study firstly aims to classify the environmental protection and climate change (EPCC) goals stated in the 2022 performance programs of the 14 metropolitan municipalities (MM) with the highest expenditures in Turkey and their affiliated institutions (AF) (water and sewerage departments and transportation administrations) according to mitigation, adaptation, waste, and other environmental goals and to examine the budget allocated to these targets. The study, also, evaluates the pros and cons of the budgets allocated by the 14 metropolitan municipalities to mitigation, adaptation, waste, and other goals and develops concrete policy recommendations for areas in which budgets should be increased/decreased.

13. Energy investment in a time of inflation

High rates of inflation across the world are forcing central banks to reluctantly tighten monetary policy despite accompanying recession risks. Moreover, restricted credit access could jeopardize energy investments, particularly for capital-intensive clean energy projects, potentially rendering the world more vulnera­ble energy to price shocks, which are a significant contributor to the current crisis. This paper briefly considers the macroeconomic drivers of inflation in late 2022, including Russia’s war in Ukraine and uncertainties around energy supply, supply-chain resets, and lingering COVID-19 disruptions, before examining the persistent energy underinvestment of the past decade and how this has left markets exposed to varying degrees. As such, this paper also considers how private capital can accelerate cleaner energy adoption, suited to different markets’ unique conditions and needs. Bor­rowing costs will rise, but this doesn’t have to bring the transition to a standstill. With the Great Moderation of low volatility, interest rates, and inflation perhaps a relic of the past, assets offering inflation protection, such as infrastructure, may become increas­ingly attractive to investors. There is a fear that global inflation will sharply curtail energy investment into emerging markets. The fear is justified. Higher interest rates in developed markets mean higher rates of return which will lure emerging markets investors back to the US and Europe. Still, it’s not all bad news for emerging markets. Quasi-state actors like Pension and Sovereign Welfare funds are interested in very long term, high-yield projects—two criteria to which emerging market energy infrastructure correspond. Disruptions to interest rates and inflation, triggered in part by energy underinvestment, will cause disparate impacts in different markets. Inflation is not, perhaps, everywhere and always a mone­tary phenomenon. Energy investment faltered from 2014 to 2020, despite low interest rates. Meanwhile, aggre­gate supply shocks—first due to COVID, then from Putin’s invasion of Ukraine—have pressured energy production and prices, raising inflation and necessitating interest rate hikes. The consequences of persistent energy underinvest­ment are now becoming apparent. The need for new energy infrastructure cannot be met without private investment. This was the case when infla­tion was lower; it is even more important now.

14. Security at Sea: A Turning Point in Maritime

Abstract:
Since the end of the Second World War, the United States has been the pre-eminent naval power and ultimate guarantor of global maritime security. It has also been one of the primary beneficiaries of the global maritime economic system, which in turn resourced its naval strength and increased the incentive to use that strength to protect the freedom of the seas. But a number of global changes, all likely beyond the United States’ control, are driving new dynamics in both security and economics in the maritime domain. These challenges include the return of great power competition at sea, the maritime consequences of climate change, increased pollution, the rapid rise of illicit trade and resource exploitation, and the erosion of maritime governance. These challenges are dynamic and inter-related—a change in one will often drive second and third order changes in the others. The United States has proven historically to be resilient and adaptive in the face of great challenges, and the maritime community has traditionally been a leader in innovation, collaboration, and positive-sum solutions. To meet the challenges of today and tomorrow, the United States should double down on those strengths, and work with allies to maintain and strengthen the rules-based international maritime system. Moreover, the United States should be a leader in envisioning changes to that system that will ensure it equitably meets the needs of all, accounts for the changes being driven by climate change and pollution, and anticipates a near-term future where autonomous systems will play a major role in the ecosystem.

15. Peacekeeping in Nonpermissive Environments: Assessing Troop-Contributing Countries’ Perspectives on Capabilities and Mindsets

Many peacekeepers are deployed in areas where ongoing armed conflicts or other situations of violence, including attacks against peacekeepers, have constrained their capacity to implement their mandate and protect themselves. This has led some troop-contributing countries (TCCs) to raise concerns about the high-risk environments to which their troops are deployed. One of the most critical issues when deploying troops to nonpermissive environments is ensuring they have the right capabilities and mindset. This paper interrogates TCCs’ perspectives on capabilities and mindsets and explores their implications for peacekeeping policy and practice. The goal is not only to deepen understanding of the UN’s progress on implementing the A4P+ priorities but, more importantly, to assess the state of play of peacekeeping in nonpermissive environments, drawing on the diverse perspectives of TCCs. The paper concludes by considering how capabilities and mindsets relate to accounta­bility for and accountability of peacekeepers. Failure to properly train, equip, and support troops being deployed to nonpermissive environments raises questions about whether the UN and TCCs are accountable to peacekeepers. Likewise, it is unclear to what extent peacekeepers should be held accountable for their performance when they have not been provided the proper equipment, training, and mindset.

Abstract:
The Earth’s surface north of the Arctic Circle, which includes nearly a third of Alaska, is warming 3-4 times faster than the global average.1 Alaska as a whole is warming twice as fast as the lower 48 states.2 As is true for most of the manifestations of anthropogenic climate change, moreover, the extremes of temperature are growing faster than the averages: the highest-ever temperature north of the Arctic Circle—100.4°F—was recorded in Verkhoyansk, Siberia, in June 2020;3 Anchorage reached an all-time high of 90°F on July 4, 2019;4 and Utqiavgik, Alaska, the northernmost U.S. city, reached an all-time winter high of 40°F in December 2022.5 The reasons warming is so fast in the Far North are quite well understood scientifically. The most important factor is the ice-snow-albedo feedback, in which warming reduces the area of land and water covered by ice and snow, which means less reflectivity and more absorption of incident solar energy at the surface, hence further warming.

Abstract:
Violent conflict and state oppression in Myanmar demonstrates the importance of placing conflict analysis and people-centred approaches at the centre of international programming on climate change and environmental protection. In 2021, the United Nation’s Intergovernmental Panel on Climate Change (IPCC) warned that the impacts of the climate crisis will be particularly pronounced in poor and conflict-affected countries. Research also identifies climate change as a ‘threat multiplier’ that, in combination with socio-political factors like poverty, state incapacity and inequality, can intensify violent conflict. However, gaps remain in how to address the increase in climate change vulnerabilities in contexts with violent conflict and state oppression. This is evident in Myanmar, where a historically repressive military regime is threatening to cause longer-term ‘climate collapse’. Since a military coup in February 2021, extractive activities and war economies are destroying the natural environment and placing communities at further risk of displacement, violent persecution and food shortages. These effects of conflict are reducing local people’s capacity to adapt to climate change and threatening civil society’s efforts to protect the environment. Under such conditions, climate change programming needs to place conflict analysis at its centre stage and substitute state-centric and purely technical approaches with people-centred ones, in alignment with the localisation of aid agenda.

Green investment funds are growing rapidly. However, their impact on climate change mitigation and sustainability remains unclear. Recent research has identified key shortcomings that need to be addressed in order to reduce greenwashing and make these funds truly green. Green finance is playing an ever more prominent role in recent years. Environmental, social and governance (ESG) funds, which constitute a key pillar of green finance, saw record inflows of hundreds of billions of US-dollars in recent years, primarily by retail investors. Essentially, these ‘green’ funds are integrating environmental, social and governance criteria, such as greenhouse gas emissions, labour rights and gender diversity into their investment strategy. They claim to invest less in the stocks of firms that are highly polluting or have bad governance practices, and instead buy the shares of corporations that appear to be more sustainable. In industry and policy debates, ESG funds are often cited as advancing the promotion of sustainability and helping to address climate change. However, the ESG concept, its underlying criteria, and its potential effects are highly controversial. Many critics see ESG primarily as ‘window dressing’, with no significant positive impact – either for the environment or for investors and employees.

Climate change constitutes a critical challenge for subsistence rain-fed agriculture in the Global South. Increasing temperatures, irregular rainfall, and dry spells have negative, sometimes devastating, consequences for rural communities. Harvest yields diminish or fail, the planting season becomes unpredictable, and the dry season may be prolonged. While subsistence farming has always been demanding in such areas, climate change amplifies these challenges. As a result, local communities draw on a range of alternative farming methods and livelihood strategies, ranging from employing different crops to seasonal or long-term migration. Migration as an adaptation strategy, however, is widely rejected by international donors, national governments and sometimes local authorities. Rather, these actors often aim to enhance and promote local agriculture or other locally based livelihoods through in-situ adaptation projects, or adapting in place. This can be through providing (or selling) inputs to increase yields, e.g. drought resistant seeds, fertilizers or pest control; promoting new farming techniques, e.g. climate smart or conservation agriculture; or improving access to key resources, for instance water access through irrigation. Affected communities are supposed to stay where they are – in other words, deal with the challenges on the ground.

Climate change is a particularly pertinent issue in Kenya because the country’s economy is highly dependent on its natural resource base (such as agriculture and fisheries), which are sensitive to temperature and rainfall variabilities. As a party to the United Nations Framework Convention on Climate Change (UNFCCC), Kenya must work to mitigate and adapt to climate change. This requires significant financial resources. Per the UNFCCC framework, some national climate actions are not expected to receive financing from international financial sources. Therefore, the country must look for innovative ways of domestically sourcing finances for low-carbon development and climate resilience programmes. Kenya has, in this regard, set up and implemented a national climate fund for financing adaptation and mitigation projects, ideally from various sources, including the private sector. This policy brief explores the legal, price-based, property-based, and information-based incentives for private sector investment and engagement in climate adaptation and mitigation in Kenya. The analysis is based on desk research and 51 stakeholder interviews from identified private sector institutions and industries in Kenya.

Europe’s cities are heating up at a record-breaking pace. Cooling them down will require further anchoring of nature-based solutions into urban development. The EU can help cities adapt to the effects of the climate crisis, but this will require ambitious and urgent actions. As the number of heatwaves increases across Europe, urban citizens’ life and well-being are particularly at risk. The Union has promoted concrete measures to increase green spaces in cities, but there is more the EU can do, both as a facilitator and coordinator of urban adaptation, including: Mainstream green urban planning across the EU. Launch an EU-wide assessment of environmental equality in urban settings. Link EU funds to environmental equality. Make private adaptation financing transparent. Make urban climate adaptation a strategic foresight priority. Bring the green urban agenda forward on a global scale. The record-breaking summers of tomorrow require more ambitious urban solutions. While Europe’s cities are still relatively cool today, a long adaptation path is necessary to make them liveable and resilient for the future.

ESG, which stands for Environmental, Social, and Governance, has gained significant importance in recent years. Adoption of Paris Agreement and Sustainable Development Goals and efforts to recover from COVID-19 have contributed to this global trend. Businesses and regulators are now placing more emphasis on the sustainability of economic activities and transparent disclosure of ESG information. In light of this, our study focuses on examining global ESG policy trends and supply chain due diligence regulations. We also compare ESG scores of firms across major countries and analyze the impacts of ESG performances on employment and productivity. Based on our findings, we aim to provide recommendations and implications for the government and private sector to address ESG in practice.

This report highlights the significant impact of climate change on migration patterns and the need for Korea to prepare for the influx of climate migrants. While natural disasters have historically caused population displacement, the effects of climate change-induced slow-onset changes, such as rising sea levels and droughts, are increasingly evident. Environmental migration disrupts social, labor, and industrial structures in sending and receiving countries, particularly through labor migration, which affects wages, employment rates, production costs, commodity prices, and business cycles. The study by Jang et al. (2022) investigates regional patterns of environmental migration and the potential labor market implications. Although Korea is currently unaffected, it is projected to experience an increase in climate migrants in the near future, as Southeast Asian and South Asian countries facing climate and environmental challenges contribute significantly to Korea's migrant population. The report emphasizes the importance of understanding the socio-economic characteristics of potential migrants to develop appropriate policies to mitigate the negative impacts of this anticipated influx. By proactively addressing these challenges, Korea can better prepare for the future dynamics of climate-induced migration and its impact on society, labor markets, and industrial sectors.

26. How an international agreement on methane emissions can pave the way for enhanced global cooperation on climate change

Abstract:
Under the 2022 Inflation Reduction Act, the United States has for the first time implemented a methane emissions fee as a backstop to new methane regulations in the oil and gas sectors. The European Union is also implementing methane regulations on fossil energy. Methane is a short-lived but potent greenhouse gas, and reducing it is imperative for limiting global temperature rise to the 1.5°C target. Among the primary sources of methane emissions (including agriculture, fossil fuels, and waste), the oil and gas sectors have the greatest low-cost abatement potential. Clausing and colleagues recommend that the United States and the European Union coordinate their methane reduction policies and eventually impose border adjustments on imports from countries that fail to raise their standards. The aim would be to encourage oil and gas exporters to adopt comparable regulations or, if they fail to do so, pay a border adjustment fee on exports to the two jurisdictions. A US-EU methane border adjustment policy in oil and gas would reduce methane emissions by an estimated 15 to 45 percent worldwide, while having an indiscernible effect on key energy prices US and EU households face. With time, most major energy importers would ideally join the coalition of countries cooperating on both stringent domestic regulations on oil and gas production and border adjustments on any dirty, nonregulating exporters. Such an international agreement would help defuse frictions caused by differing climate policies and increase incentives for ambitious climate policy action worldwide.

The European Union managed to overcome Russian energy blackmail in 2022 and used the political motivation from this national security crisis to accelerate its decarbonization process. The planned dramatic increase in the scope of carbon pricing in the European Union can herald the total decarbonization of sectors covered in the EU Emissions Trading System and expand into important new ones. The interplay between the EU carbon border adjustment mechanism (CBAM) and the US Inflation Reduction Act may cause transatlantic trade friction. But these two approaches could also offer a path to greater cooperation. Kirkegaard outlines proposals for how both the European Union and the United States can implement additional policies to secure their comprehensive decarbonization.

Infrastructure in northern Alaska requires special attention. Challenging weather conditions— including cold temperatures, remote conditions, limited transportation and logistical support, and inadequate technical capacity—result in higher costs and less reliability. These challenges are exacerbated by climate change. Permafrost thaw undermines the stability of foundations, causing building subsidence. Portions of roads are sinking, pipelines are being damaged, and utility poles are toppling over. In addition, climate change is accelerating the disappearance of sea ice, resulting in storm-caused tidal surges that erode and flood the land, causing buildings to collapse and people to lose their homes. Before discussing the current and future challenges caused by climate change, it is useful to briefly discuss the patterns of development in northern Alaska. Most of the population lives in small villages either on the coast or along small rivers. The largest “cities”—Nome, Kotzebue, and Barrow (Utqiagvik)—have populations of around 3,000 people.1 Most of the villages are not connected by roads, and there is no interconnected electricity transmission, water, or sewerage system. Transportation between villages for both goods and people is by boat or plane—the latter can be quite expensive. Hence transporting materials and equipment for infrastructure assets can add significantly to the costs of the services that they provide. The absence of regional electric grids means that each village must rely on either mini-grids or self-generation, which are neither efficient nor cheap. The primary source of energy is diesel fuel. Except for larger coastal communities, diesel oil must be flown into villages, increasing fuel costs to more than double the cost of similar fuels in the lower 48 states. Providing adequate water and sanitation services is a major challenge due to the inability to bury pipes. There is a wide range of sanitation services. Some villages have relatively modern systems, while others are dependent on primitive systems which haul away sewage in buckets. The cost of installing adequate water and sanitation services in northwest Alaska can be several times higher than installing similar systems in the southern part of the state.

Health is the integrative function of biologic/ecologic systems, civil structures, economic forces, and health care capacity. While interactions are complex, there is a simple (if poorly recognized in policy) biological reality: health is an ecological phenomenon. Health depends on a functioning biosphere. As the biosphere is altered by anthropogenic climate change, the fundamental sources of human health are at risk. Climate change is a healthcare emergency. While this is true globally, the Arctic is warming four times faster than the global average which puts Arctic populations who are already at special risk, at further risk. Climate-related changes are impacting Arctic citizens’ health now. Arctic populations’ health is already negatively impacted by several pre-existing features: Existence of multiple adverse determinants of health (social, economic, educational, infrastructural factors that directly impact individual and population health). Distance from definitive medical care. Provision of care in rural environments faces inherent barriers (roadless areas, wide variations in EMS capacity, distance from urban tertiary care medical and trauma centers) that impact populations. Medical staffing considerations and demands. In communities already medically underserved, the burdens of high expense, frequent staff turnover, extraordinary demands on local providers, lack of training opportunities, and insufficient pipeline-building educational experiences impact health systems and their patients. Imposed economic forces which have had direct impact on subsistence cultures, increasing stressors on already underserved communities causing cultural disruption and increasing risk of negative social determinants of health (including substance use and suicidality). Alaska Native populations have responded to climate-related changes with leadership. Driven by the intimate knowledge of the environment that subsistence living requires, Alaska state and local tribal organizations detected, studied, and documented the impacts of climate change more than 10 years ago -- and yet few policy-based solutions have been enacted.1,2

In the world of sustainable development and climate action, considerable hope is placed on private-sector financing. The main private finance instruments are the green, social, sustainability, and sustainability-linked (GSSS) bonds. The proceeds of these bonds are intended for use in achieving social, environmental and climate objectives. These bonds have mandatory progress reporting, which appeals to sustainability- focused investors. However, research shows that, despite GSSS bonds’ high potential for green and sustainable projects, compared to other private financing mechanisms, this potential is yet to be realised in Africa.

It is time for the European Union and the United States to build a shared, positive economic agenda towards third countries. Such an agenda would build upon the bilateral relationship but not focus on it. It would still be shared, even if the parties may have distinct reasons for supporting different aspects of it. The first elements of a shared economic agenda are evident in the EU-US Trade and Technology Council projects for Jamaica and Kenya. However, the political window for further alignment between the US and the EU, as well as for European trade deals, may be closing in 2024. Future initiatives should take into account major economies such as Brazil, Mexico, and Indonesia. The entry into force of the EU-Mercosur agreement should be a high-level priority for both Washington and Brussels. The current state of the EU-US relationship is characterized by a divergence in technology, industrial policy, and environmental policy. To move onto a path of convergence, Washington must reassess its exaggerated fears regarding the regulatory power of the EU, and use the spread of European standards as a means towards shared ends.

Oil, gas, and mining projects can be profoundly disruptive to lives and livelihoods and damaging to air, water, soil, and vegetation. Evidence of this abounds across the world, from the Niger Delta and the Gulf of Mexico to Brumadinho, Brazil, and Porgera, Papua New Guinea. Understanding and addressing the social and environmental repercussions of EI development projects is crucial for avoiding or effectively managing such negative outcomes and fostering sustainable development. To date, environmental impact assessment (EIA) processes have been the cornerstone of efforts to identify and address social and environmental impacts of proposed development projects, including extractive industry projects and associated infrastructure. In practice, however, crucial aspects of these processes — the production of EIAs, consultations around the findings and implications of reports, and the actual use of the content of reports to inform key project decisions — are at times considerably distorted by power and incentive dynamics rooted in the political economy of a given context. The result is too often watered-down “box-ticking” exercises in which the impact of the EIA process on actual social and environmental protection can be greatly reduced. Technocratic approaches that emphasize best practices and capacity will not improve the performance of EIA processes on their own. Politically savvy approaches are needed to address the political challenges associated with EIAs, as even the most technically sound and capacitated EIA processes can be derailed by political factors. This brief is based on a longer chapter on the topic produced for a United Nations Environment Programme (UNEP) publication on development corridors.1 It aims to present the gaps between various aspects of the theory and practice of EIAs, explore some of the ways in which political factors may be contributing to these gaps, and suggest how future work on social and environmental protection and management might better account for political context in hopes of achieving greater impact.

Many activists and journalists warn that rapidly melting Himalayan glaciers due to global warming will have catastrophic consequences. The glaciers have been melting since the end of the last ice age 11,700 years ago, but the melting has not worsened recently. Satellite studies suggest that the vast majority of glaciers in the Himalayas are stable, a minority are shrinking, and a few are advancing. The retreat of the Gangotri Glacier, the source of the Ganges River, has decelerated in recent decades to 10 meters (33 feet) per year, at which rate it will last 3,000 years.

Correcting market failures and improving economic efficiency often require curbing undesirable behaviors of market agents who act to maximize their private benefits. Examples include actions that affect ecosystems, such as deforestation, pollution, and overexploitation of natural resources; actions that affect community health, such as drunk driving and open defecation; or actions that undermine government performance, such as corruption and tax evasion. Enacting and enforcing regulations is the most direct strategy to deter such behaviors. Implementing this strategy requires strong institutions to enforce laws, plus sophisticated policing to track agents’ reactions to enforcement so that rules are robust enough to curb the undesirable behavior even when regulated agents try to game the new system.

As one of the first low-carbon pioneering provinces in China, Guangdong launched its carbon market in 2013. An important design feature of the Guangdong Province emissions trading system (ETS) has been the use of offset credits. This brief, in both Chinese and English, explores the Guangdong ETS’s offset mechanism and its possible future evolution. The brief builds on discussions in an online research workshop on Guangdong Province’s ETS, conducted June 16 – 17, 2021 by the Harvard Project on Climate Agreements and the Research Center for Climate Change, Guangdong University of Technology, directed by Professor Zeng Xuelan. Key Points: • Guangdong currently has two pilot carbon-emissions-trading markets (in Shenzhen — and in Guangzhou, for the remainder of Guangdong Province). The Guangdong—Hong Kong—Macao Greater Bay Area (GBA) carbon market will be established in the near future. Therefore, Guangdong Province has regional advantages in innovation in the low-carbon field. • In September 2020, China announced its intention to peak carbon emissions by 2030 and achieve carbon neutrality by 2060. To meet its responsibilities under the “30.60” target, GBA needs to choose a less costly and more efficient way to reduce emissions, build resilience to climate impacts, and promote green economic recovery from the COVID-19 pandemic. • In terms of accounting methods, life-cycle accounting from production and consumption perspectives should be the methodological basis for cities, parks, and enterprises to participate in carbon trading. • Trading activity in China’s carbon markets needs to be increased. In the future, carbon markets can gradually be opened to small and medium-sized enterprises and individuals, and cross-border trade can also be included in carbon trading mechanisms, with proper risk management. • At present, carbon quotas in local pilots and the national market are allocated freely. In the future, a reasonable mix of auctioned allocation and free allocation can be considered to establish a transparent, fair, and dynamic carbon-quota-allocation mechanism. • After starting with the electricity industry, the national carbon market will continue to include other key high-carbon industries; China should seek balanced development between local pilots and the national carbon market to improve the efficiency of emission reduction.

Abstract:
The transition from energy systems dominated by fossil fuels1 to ones based on renewable electricity and carbon-free molecules will significantly impact existing value chains2 and forge new pathways and transformation steps from production to consumption. This transition will bring not only substantial cost challenges but also promises to dramatically alter stakeholders’ interactions along value chains. Technological innovation is driving dynamics not seen in the energy sector since the Industrial Revolution, and it will be key to accelerating the transition to a low-carbon economy while sustaining growth and achieving prosperity for all. But as new technologies develop to meet growing energy needs, understanding how these technologies will impact existing energy value chains is crucial for navigating the energy transition successfully. To elucidate these dynamics, we must first identify the key technologies3 driving disruptive change and then understand how their deployment at scale might impact existing value chains or cause new ones to emerge.

Abstract:
The Biden administration has set a goal of reaching net zero economy-wide greenhouse gas emissions by 2050.1 Carbon capture, utilization, and storage (CCUS)—a suite of current and emerging technologies that remove carbon dioxide emissions (CO2) from energy or industrial processes and then either sequester the carbon underground or use it for production of a variety of fuels or products2—is very likely to be a key technology on most of the plausible paths for reaching this goal. Among various applications of the technology, CCUS in combination with natural gas powerplants can be used to provide firm baseload electricity or could serve as backup for intermittent renewable power in place of multi-day electricity storage.3 Additionally, CCUS could be used to decarbonize hard-to-electrify industrial processes4 and to provide synthetic fuels for decarbonizing nonelectric energy uses.5 The key barrier to CCUS filling these various roles and living up to its technical potential is high costs relative to current incentives: despite current U.S. government support through tax policy, CCUS is not economically competitive today in most of its applications. Unless and until it becomes so or is required by law, it will not achieve widespread deployment.

40. The Challenges of Decarbonizing the U.S. Electric Grid by 2035

Abstract:
The Biden administration has established a national goal of 100% carbon-free electricity by 2035 and reaching net-zero economy-wide greenhouse gas emissions by 2050.1 To realize these goals, the United States must not only transition the production of power, but also build thousands of miles of upgraded or new transmission. The U.S. electric grid consists of 600,000 miles of transmission lines connected to over 1 million megawatts of electricity generation capacity.2 Over 70% of these lines are more than 25 years old, well into their approximately 50-year lifetime.3 Furthermore, to meet President Biden’s 2050 goal, experts claim that over a million miles of new transmission will have to be built over a three-decade time span.4 Most plausible pathways to net-zero emissions call for the electrification of multiple services, such as heating and transportation.5 The resulting increase in electricity demand will require major upgrades to the grid, with some studies suggesting a 60% increase in peak demand by 2050.6 In the United States, the greatest potential wind energy resources are in the Midwest and along the two coasts,7 while the greatest solar energy resources are in the Southwest and in Florida.8 New transmission lines will be needed to carry the electricity from the areas where the renewable resources are most plentiful to distant load centers.

Abstract:
The process of de-escalation between Iran and Gulf Arab states is fragile and could collapse if efforts to revive the Iran nuclear deal fail. A platform for dialogue on climate and environmental security may be one of the few politically feasible ways to strengthen and sustain diplomatic channels between Iran and Gulf monarchies. The Middle East is very exposed to climate change and faces challenges including water scarcity, air pollution and sandstorms, rising temperatures, and extreme weather events. Europeans should proactively support a regional platform to address climate issues as a means of advancing their interests in de-escalation, asserting their influence in an increasingly multipolar region, and fulfilling climate and environmental security commitments. European initiatives should highlight the merits of regional cooperation, focusing on diplomacy, joint scientific research, capacity building, and strategic investment.

From fighting climate change to limiting dependencies on systemic rivals – radically shifting towards a green economy has become a strategic imperative to secure European autonomy, prosperity, and security. The catch: the EU’s dependence on minerals and metals at the heart of green technologies foreshadows looming geoeconomic and geopolitical crises. In the long-term, recycling and technological advances will scale and become key measures for decreasing supply vulnerabilities. But preventing a looming crisis also requires a bold foreign policy agenda to boost global mineral capacities, ease bottlenecks, and ensure sustainability standards. The Global Gateway can offer an important blueprint for strategic upgrading of hard and soft infrastructure along the green mineral supply chain and, especially in tandem with American partners, can be a real gamechanger to shift towards green economies.

Abstract:
Reporting and review arrangements are often portrayed as vital for keeping countries informed about each other’s climate intentions and actions. They are set in order to enhance accountability and mutual trust, ultimately securing more ambitious climate actions. This Briefing Paper provides an updated analysis of state engagement with the recent reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC). The analysis shows that the performance of countries continues to vary greatly. The full data of the research is available to be requested from the authors. Understanding current trends of engagement with reporting is crucial for informing the effective implementation of the Paris Agreement. Indeed, the Agreement calls for an “Enhanced Transparency Framework” to be implemented by 2024. This represents a major ramping up of transparency obligations, especially for developing countries. Significant challenges lie ahead in the implementation of ever more stringent transparency requirements. Political reluctance to report on national climate actions (or lack thereof) to multilateral institutions such as the UNFCCC is a likely obstacle to the functioning of the new transparency framework. Technical obstacles may also limit the disclosure of information.

Abstract:
One implication of the war in Ukraine is that collective solutions to climate security will be ever more difficult to forge. Earlier hopes for cooperation were focused on the ‘securitization’ of climate change – that is, presenting it as an issue for security policy. The expectation was that the security implications of climate change would be recognized as a shared threat and dealt with through multilateral cooperation under UN leadership. The securitization of climate change took place at the same time as a decline in liberalism and multilateralism in international politics. The rise of conflictual and disintegrative tendencies in international relations creates a dangerous geopolitical context for climate change. Climate security is part of great-power politics. Recognizing this requires a deep rethinking of how cooperation can be achieved if this issue cannot be decoupled from geopolitical gridlocks. Climate and environment issues should be ‘re-securitized’, for example, by further embedding them into the few existing multilateral regimes, such as the Paris Agreement and the UN Convention on Biodiversity.

The Kremlin’s weaponization of natural gas exports to Europe as winter approaches has shattered any illusions that Russia could be a reliable supplier. Europe urgently needs to import gas from other suppliers to heat its homes and power its industry. In doing so, Europe can build a more secure and sustainable energy system while cutting off funds for Moscow’s war machine. Painfully high energy prices are already having a serious impact on quality of life and economic development in Europe. New natural gas supplies and expanded interconnections to bring them to market will drive down the costs of energy and reduce the likelihood of social unrest over energy poverty. The surest means to end Russia’s energy leverage over Europe include accelerating the green transformation, curtailing gas demand, and boosting energy efficiency. However, the continent cannot implement these changes overnight. Gas remains instrumental in Europe’s transition from dirtier fossil fuels, electrification of power-hungry sectors, and integration of large-scale intermittent renewables. Natural gas will likely remain a critical part of Europe’s power baseload for at least the medium term. Procuring an adequate supply of gas in the short to midterm is not at odds with the energy transition. Europe must cultivate alternative suppliers, build non-Russian-oriented import infrastructure, and accelerate decarbonization in tandem to boost energy security and affordability. Sourcing gas from non-Russian suppliers will sustain longer-term decarbonization efforts and prevent regression back to dirtier fuels amid the energy crunch. To diversify their energy systems, European states must determine how much Russian gas can be replaced and from where, as well as what new infrastructure will be necessary to enable new imports. The European Union (EU) needs to clearly articulate the anticipated natural gas supply gap to identify investment opportunities for the relevant market players. This issue brief examines potential sources of alternative gas supplies, the infrastructure required to bring new supplies to European consumers, and the financial and regulatory mechanisms needed to support diversification efforts. It offers recommendations for measures that European countries decoupling their energy supplies from Russia should take to give themselves the best chances of succeeding.

47. Multilateralism Index: Pilot Report

In the past several years, there has been a much-discussed rise in strain on multilateralism. However, there have been few efforts to quantifiably assess the state of the multilateral system. This Multilateralism Index (MI) report is the first known attempt to do so. It focuses on developments in the system over the past decade, providing a snapshot of its relative strength in 2020 compared to 2010. It seeks to answer questions including: What is the state of the multilateral system? What is working? What is not? And how has the multilateral system changed over time? The MI examines five domains of multilateral coordination: Peace and Security, Human Rights, Environment, Public Health, and Trade. Each domain is evaluated across three dimensions: Participation, Performance, and Inclusivity. Analysis of sixty-five indicators across these domains and dimensions reveals several trends in multilateral cooperation over the past decade: Participation scores for Human Rights, Public Health, and Trade have improved, while the scores for Peace and Security and Environment have deteriorated. Performance scores have deteriorated in four out of five domains. Inclusivity scores have improved across all five domains. These trends shed light on the nature of the crisis of multilateralism. Rather than decreased international cooperation and widespread exit from multilateral institutions, we are seeing a battle over the nature and purpose of the multilateral system—not decay, but transformation. The MI provides a basis for tracking this transformation and informing decision making on the future of multilateralism.

Peacekeeping operations are among the largest contributors to the UN’s environmental footprint, as well as the biggest potential vectors for pollution. Without strong environmental standards, these operations risk not just damaging local environments, but also negatively impacting the health and safety of local populations and compromising the UN’s reputation and legitimacy. The UN has taken steps to improve its missions’ environmental practices, but these efforts have largely focused on the actions of the UN Secretariat and not those of member states. Less attention has been paid to the role of member states, which supply a considerable portion of the equipment used in peacekeeping operations. This issue brief analyzes how environmental considerations have emerged in discussions about UN peacekeeping operations and the financial incentives governing contingent-owned equipment (COE). It provides an overview of UN peacekeeping missions’ environmental footprint and the policies that have emerged in response. It also examines the evolution of environmental issues in the UN General Assembly’s COE Working Group, the dynamics that affect how member states engage in these negotiations, and current best practices for improving environmental standards for COE. The paper concludes by suggesting important points member states should consider in future discussions surrounding the COE framework: Member states will need to expand their focus beyond renewable energy to consider the myriad of ways in which their deployments impact the environment, including waste and pollution. Adjustments to the COE framework hinge on progress both by member states and by the UN Secretariat. Member states would benefit from a dedicated forum for sharing data and best practices on environmentally friendly equipment. The pace of climate change-induced environmental degradation is accelerating, with an especially profound impact on conflict-affected countries. Reducing missions’ environmental footprints is necessary not just to mitigate environmental degradation but also to improve their ability to implement their mandates.

49. The UN Environmental and Climate Adviser in Somalia

The UN Assistance Mission in Somalia (UNSOM) was among the first special political missions to receive climate-related language in its mandate, reflecting Somalia’s acute vulnerability to the impact of climate change. In 2020, UNSOM also became the first mission to have an environmental and climate adviser deployed to help implement this mandate. The adviser’s work is structured around three pillars: Mainstreaming the environment and climate throughout the mission’s mandated areas of work; Coordinating UN agencies, government actors, and NGOs working on climate across the humanitarian, development, and peacebuilding sectors; and Supporting the government in developing, funding, and coordinating its climate action plans and policies. This issue brief reviews the role of the environmental and climate adviser in Somalia, including their areas of work, successes, challenges, and opportunities for replication in other mission settings. Strong buy-in from both mission leaders and national and regional counterparts has facilitated the adviser’s ability to help the mission implement its mandate relating to climate change, environmental degradation, and other ecological challenges. Furthermore, the adviser has successfully helped to coordinate climate-related work, incorporate strategic analyses into climate-related risk assessments and responses, and liaise with local actors. The adviser has also faced challenges, including the broad scope of work tasked to a single person and the unique set of skills required, as well as the political contention surrounding the concept of climate security. The brief concludes by looking ahead to the growth of environmental and climate advisers in other UN missions and the importance of understanding and addressing interlinkages among climate, peace, and security as the impacts of climate change accelerate.

Environmental degradation, including degradation caused by climate change, armed conflict, or the illegal exploitation of resources, can be a catalyst for violence against civilians. While addressing environmental degradation goes well beyond the mandates of UN peacekeeping operations, missions are increasingly focusing on climate-related security risks, and several missions have environment and climate-related language in their mandates. Overall, however, missions’ work in this area remains ad hoc. This issue brief discusses how peacekeeping operations can better factor environmental and climate-related security risks in planning and implementing protection-related activities. It provides an overview of the impact of environmental degradation on armed conflict and the impact of armed conflict on environmental degradation. The paper then highlights current best practices for considering the environment and climate in protection-related activities in peacekeeping. The brief concludes by suggesting that UN peacekeeping operations include environmental and climate security considerations in their assessment, planning, and implementation of mandated activities related to protection through a whole-of-mission approach and in close partnership with the UN country team and the host government. It also suggests that missions continue exploring opportunities for new approaches, including environmental peacebuilding and mediation.
