Abstract:: As well as having a global impact, Cybersecurity is one of the most significant issues affecting Australia’s economy and national security. On the one hand, poor cybersecurity presents a risk to the interconnected digital systems on which we increasingly rely; on the other hand, well-managed cybersecurity provides an opportunity to build trust and advantage by accelerating digital transformation. Cyber threats can originate from a diverse range of sources and require a diverse set of actions to effectively mitigate them. However, a common theme is that much better cyber risk management is needed to address this critical threat; the current operation of the free market isn’t consistently driving all of the required behaviours or actions. Regulation can provide a powerful mechanism to modify incentives and change behaviours. However, securing cyberspace depends on the intersection of many factors—technical, social and economic. Current regulations are a patchwork of general, cyber-specific and sector-specific measures with a lack of cohesion that causes overlaps and gaps. That makes the environment complex, which means that finding the right approach that will truly improve overall security and minimise unwanted side effects is difficult. It’s necessary to analyse the interconnected factors that determine the net effectiveness of cybersecurity regulations. Furthermore, the pace of technological change is so fast today that, even if regulation is successful when first implemented, it needs to be appropriately futureproofed to avoid becoming irrelevant after even a few months. Recent rapid developments in artificial intelligence are an example of the risks here that will need to be anticipated in any changes to the regulatory regimes.

Abstract:: Triggered by the war in Ukraine, the long-awaited third joint EU-NATO declaration was signed on 10 January 2023, after months of postponement. Neither a joint strategic concept nor a plan of actions, the document primarily sends a strong political message of transatlantic unity with regards to the gravest threat to Euro-Atlantic security in decades. Although it recognises the value of a stronger and more capable European defence, it marks the primacy of NATO as European security provider, therefore being seen as a defeat for EU’s strategic autonomy. China’s first ever mention in a joint EU-NATO declaration sparked a nervous reaction in Beijing.

Abstract:: In the realm of political preparedness, numerous benchmarks, metrics, and best practice models have emerged as integral sites in the ongoing debate. Taking the Global Health Security Index as a specific example, this paper delves into the advantages and disadvantages of such global security rankings. This analysis aims to explore the potential uses and drawbacks of employing metrics to evaluate and modify (inter-)national preparedness plans. Situating this discussion within the broader context of the escalating significance of crisis preparedness and management, particularly in the face of acute disruptions to vital infrastructures and the immense costs they entail, as well as their adverse impact on public health and societal safety. However, the findings of this analysis reveal a notable political and strategic risk associated with an excessive reliance on these metrics. It is important to recognize that these metrics not only rely on robust scientific methodologies but also rest upon selective assumptions about the world and the definition of threats. The case of the Global Health Security Index serves as an example, as the assumptions underpinning these metrics have proven inaccurate in the face of an actual pandemic. Consequently, overconfidence and misguided approaches to crisis preparedness have ensued. Additionally, this work offers a concise historical overview of preparedness thinking, outlines the field of Global Health Security, presents the existing metrics employed, and critically reflects on these tools. While metrics provide valuable insights, they should be approached with caution and an awareness of their limitations. By adopting a critical lens and recognizing the political dimensions inherent in these metrics, policymakers can make more informed decisions and develop more effective preparedness plans in an ever-evolving world of crises.

Abstract:: Societal resilience is seen as a key answer to the deteriorating security situation, especially in the Baltic Sea region. States often employ new laws in an attempt to strengthen resilience, but is legislation the best way to build stronger societies? There is an underlying mismatch between the dynamism of resilience and the static nature of laws. Resilience entails the capacity to bounce back flexibly from crises. Laws should be formulated so as to nurture such flexibility. Democratic accountability might be at risk when laws are used in the quest for strengthened resilience.

5. Governing Outer Space – legal issues mounting at the final frontier

Abstract:: In 2022, the private space firm SpaceX successfully launched 61 rockets, adding hundreds of satellites to its burgeoning, globe-spanning mega-constellation. SpaceX´s Starlink-project now comprises more than 3,000 satellites. For comparison, the European Space Agency launched six rockets in 2022 and operates less than 50 satellites in total. In the span of a few years, private space companies have dethroned nation states as the dominant actors in outer space. Today the vast majority of satellites are owned and controlled by commercial companies. During the first months of the Russian assault on Ukraine, several commercial space companies stepped in to provide vital satellite images and space-based Internet in support of the Ukrainian defense. This exemplifies the three currently dominant trends of human space activities: expansion, securitization and privatization. The global space industry is undergoing the most fundamental and swift changes since the original space race ended when Neil Armstrong placed the first boot marks on the moon in 1969. The rapid changes raise a number of serious governance issues in areas such as national security, environmental protection and the rule of law in outer space. Denmark, Europe and the international community at large all have an acute interest in insisting on space being a global commons in which conduct can and should be regulated to benefit all of humanity – not just a few profit-seeking billionaire-owned space companies. Developments in the space industry are fast and accelerating. As with other global governance issues, like climate and cyber issues, achieving global accord on new regulations for space activities will be difficult and time-consuming, so prudent policymakers should get started right away.

6. Security professionals are changing how humanitarian organisations operate

Abstract:: The International Committee of the Red Cross (ICRC) created the first position solely dedicated to security in 1991, but for the next decade it was rare for humanitarian organisations to embed security professionals. After the 2003 Canal Hotel bombing in Baghdad in which the UN’s special representative in Iraq was killed, the United Nations Department of Safety and Security (UNDSS) was established. However, attacks on aid workers increased throughout the 2000s in countries such as Afghanistan, Iraq and Somalia. Humanitarian organisations invested more in their security in response to these threats, as well as changing norms around humanitarian liability. In 2015, in a landmark ruling, an aid worker successfully sued the Norwegian Refugee Council (NRC) for gross negligence. In response, donors implemented increasingly stringent insurance protocols, and the demand for humanitarian security professionals continued to grow. Today, virtually every international humanitarian organisation operating in an insecure region employs an international security professional, typically from a western military, police or private security background. Insights from long-term fieldwork with security contractors and aid workers in Sub-Saharan Africa (including Somalia, Kenya, South Sudan and Tanzania) shows that this has resulted in friction between the two groups, especially in relation to access and liability. In recent years, several developments have streng- thened the authority of security professionals over humanitarian staff. First, digital technologies have been increasingly used for information gathering, monitoring of staff and remote management. Second, as humanitarian security has become more structured and coordinated, new international organisations have emerged whose sole purpose is to provide security services to humanitarian clients. Whilst sometimes registered as non-profits, their function is not dissimilar to commercial private security companies, raising important questions about how the information they gather may be used beyond humanitarian purposes.

Abstract:: In African waters, incidents of piracy still far outweigh apprehensions, leaving few suspects to prosecute. Those who are prosecuted may face either impunity or legal uncertainty, because the illegal act of piracy is difficult to prove in some cases. There are steps that the states involved in counter-piracy should take to address these challenges. Piracy has been a constant issue of concern since the early 2000s in the waters off East and West Africa, albeit with numbers of incidents fluctuating with seasons and geography. The international community has in both theatres developed a practice, where international navies patrol the waters and hand over suspects for prosecution in regional states. But bringing piracy suspects to justice faces many challenges. This policy brief points to the main issues and possible solutions.

Abstract:: The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Abstract:: Major Western leaders have been calling for “de-risking” from China, rather than “decoupling.” But what exactly de-risking means and how it differs from decoupling, remains unclear. It is ultimately firms, not governments, driving trade and investment relations. But firms cannot account for unidentified risks by themselves. National security risks are for governments to define. Complex supply chain externalities might entail risks to production that are also difficult for firms to account for. Furthermore, firms may bet that governments will rescue them if a worst-case scenario happens, effectively socializing risks. In the EU, Germany is particularly exposed to China risk in terms of security, macroeconomic, and political exposure.

Abstract:: Over the last two decades, the world entered a new paradigm in the use of space, namely the introduction of highly capable small satellites, just tens or hundreds of kilograms in size. This paradigm has forever changed how countries will employ space capabilities to achieve economic, scientific, and national security interests. As is so often the case, the telltale signs of this global paradigm shift were obvious to more than just a few individuals or industries. Air Force Research Laboratory’s Space Vehicles Directorate began exploring the use of small satellites in the 1990s. The Air Force also established the Operationally Responsive Space program in 2007, which explored the potential use of small satellites. However, both research efforts had no impact on the US Department of Defense’s (DOD’s) satellite acquisition programs. The advancement of small satellites was largely driven by universities and small commercial start-up companies.1 The introduction of commercial and government small satellites has democratized space for states and even individuals. Space remote sensing and communications satellites, once the exclusive domain of the United States and Soviet Union, can now provide space-based services to anyone with a credit card. Eighty-eight countries currently operate satellites, and the next decade will likely see the launch of tens of thousands of new satellites.2 Commercial and government small satellites have changed outer space into a more contested, congested, and competitive environment. The United States has shared space data with its allies since the dawn of the space age.3 Yet it also has a history of operating independently in space. Other domains of warfare and defense policy are more closely integrated between the United States and its allies and partners. The United States has military alliances with dozens of countries and strategic partnerships with many more.4 In recent years, there have been calls to coordinate with, or even integrate allied space capabilities into US national security space strategy and plans. In this regard, the US government has made significant advances. However, much work needs to be done. There is pressure on the United States to act quickly to increase national security space cooperation and integration, driven by rapidly increasing global capabilities and expanding threats from hostile nations and orbital debris. This paper examines the potential strategic benefits to US national security of harnessing allied space capabilities and the current efforts to do so, as well as barriers to achieving success. The paper identifies pathways forward for cooperating with allies and strategic partners on their emerging space capabilities and the potential of integrating US and allied capabilities.

22. Beyond launch: Harnessing allied space capabilities for exploration purposes

Abstract:: The “United States Space Priorities Framework,” released in December 2021, confirmed the White House’s commitment to American leadership in space.1 Space activities deliver immense benefits to humankind. For example, satellite imaging alone is crucial for improvements in daily life such as weather monitoring as well as for grand challenges like the fight against climate change. Such breakthrough discoveries in space pave the way for innovation and new economies on Earth. Exploration is at the cutting edge of this process: it expands humankind’s knowledge of the universe, transforming the unknown into the supremely challenging, expensive, risky, and promising. US allies and partners accelerate this transformation via scientific and technical achievements as well as processes, relationships, and a shared vision for space exploration. By integrating these allied capabilities, the United States and its allies and partners set the stage for safe and prosperous space geopolitics and economy in the decades to come. However, harnessing the capabilities of US allies and partners for space exploration is complex, requiring the balance of relatively short-term progress with far-horizon strategy. Space exploration has changed since the US-Soviet space race of the 1960s. In today’s rapidly evolving technological and geopolitical environment, it is unclear whether the processes, relationships, and vision that previously enabled allied cooperation in space, epitomized by the International Space Station (ISS), will keep pace. Here, China is viewed as the preeminent competitor for exploration goals and capabilities—as well as the major competitor for long-term leadership in space.2 This development drives fears of space militarization and weaponization, prompting protectionist legislation, investment screening, and industrial policies that can disrupt collaboration among the United States and its key allies and partners.3 Further complication stems from the rise of commercial space, with opportunities and challenges due to the decentralization, democratization, and demonetization of technologies for robotic and crewed space exploration. This paper serves as a primer for current US space exploration goals and capabilities that will be critical to achieving them. It highlights arenas where US allies and partners are strongly positioned to jointly accelerate space exploration while also benefitting life on Earth. This paper concludes with recommended actions—gleaned from interviews with international experts in space exploration—for the US government as well as allied and partner governments to increase the number and impact of global stakeholders in space exploration, to remove friction in collaboration, and to guide the future of space toward democratic values.

Abstract:: NATO is approaching its ninth round of enlargement. The accession of Sweden and Finland—two solid democracies and defenders of the international-rules based order—into the Alliance will strengthen the core of the transatlantic community. Their NATO membership opens up new opportunities to bolster regional deterrence and defense in Northern Europe, increase transatlantic burden sharing, and secure the Alliance as a whole in ways not previously possible. This issue brief sets the stage by suggesting that the Alliance use the accession of Sweden and Finland to create an ambitious deterrence-by-denial “bubble” over Northern Europe. Such a strategy does not merely include military capabilities but must be underpinned by civil robustness and resilience that stretch across NATO territory. Operationally, allies in Northern Europe should prepare to assume greater responsibility as first responders in case of a severe security situation, below or at the level of Article 5. For this to succeed, political cooperation and agenda setting must intensify among Northern European allies.

Abstract:: Since the end of the Second World War, the United States has been the pre-eminent naval power and ultimate guarantor of global maritime security. It has also been one of the primary beneficiaries of the global maritime economic system, which in turn resourced its naval strength and increased the incentive to use that strength to protect the freedom of the seas. But a number of global changes, all likely beyond the United States’ control, are driving new dynamics in both security and economics in the maritime domain. These challenges include the return of great power competition at sea, the maritime consequences of climate change, increased pollution, the rapid rise of illicit trade and resource exploitation, and the erosion of maritime governance. These challenges are dynamic and inter-related—a change in one will often drive second and third order changes in the others. The United States has proven historically to be resilient and adaptive in the face of great challenges, and the maritime community has traditionally been a leader in innovation, collaboration, and positive-sum solutions. To meet the challenges of today and tomorrow, the United States should double down on those strengths, and work with allies to maintain and strengthen the rules-based international maritime system. Moreover, the United States should be a leader in envisioning changes to that system that will ensure it equitably meets the needs of all, accounts for the changes being driven by climate change and pollution, and anticipates a near-term future where autonomous systems will play a major role in the ecosystem.

25. Is the Pursuit of Nukes Driven by Leaders or Systems?

Abstract:: Nuclear weapons are widely regarded as one of the most lethal aspects of military arsenals ever created. As such, international relations and security experts have long been concerned about their proliferation. To prevent the spread of nuclear weapons, both policymakers and academic researchers have focused on what are commonly thought to be the primary drivers of proliferation: security concerns and domestic politics and economies. This brief examines another important driver: the role of national leaders themselves. Based on a study of 1,400 leaders in office between 1945 and 2000, author Ellen Park shows that leader personality and experience drive decisions about whether—or not—to pursue nuclear weapons, a finding that holds true across countries (rather than being limited to a few unique cases). Put simply, the pursuit of nuclear weapons is systematically influenced by certain attributes of leaders, such as college major, socioeconomic background, and military and international experience. To predict when and where the spread of nuclear and other emerging technologies will emerge next, policymakers should promote interdisciplinary dialogue to cultivate leader profiles and expand their use.

26. Forced Marriage by Non-state Armed Groups: Frequency, Forms, and Impact

Abstract:: Many non-state armed groups use forced marriage during armed conflict. This practice has been documented across all geographic regions, in every decade since the 1940s, and across armed groups with many different ideologies. Yet while policymakers, scholars, and practitioners recognize forced marriage as an important form of conflict-related sexual violence (CRSV), there are no frameworks for conceptualizing the frequency and range of forms of forced marriage that occur in conflict. To fill that gap, this paper introduces an original dataset tracking forced marriage in armed conflict and uses the data and illustrative examples to divide forced marriage in armed conflict into three types: member–member forced marriage, member–civilian forced marriage, and civilian–civilian forced marriage. This dataset can be a tool for policymakers and practitioners to understand the impacts of forced marriage in armed conflict and better design prevention strategies and survivor-centered responses. The report concludes with an overview of existing policy, legal, and programmatic responses to forced marriage in conflict settings, including by non-state armed groups, and provides recommendations for how these responses can better address this complex phenomenon: Data collection: Disaggregate data on CRSV by the form of violence (when possible), avoid linking sexual slavery and forced marriage, and gather more data on the unique needs of survivors of forced marriage. Criminal accountability: Continue prosecuting forced marriage as a distinct crime against humanity and promote the inclusion of forced marriage as a distinct crime against humanity during negotiations on the treaty on crimes against humanity. Sanctions: Continue to include information on CRSV in the reports of sanctions monitoring committees, ensure that sanctions listing criteria are applied against perpetrators of forced marriage, and ensure that every panel of experts includes at least one member with expertise on gender issues or CRSV. Reintegration: Factor the different types of forced marriage into the design of reintegration programs and provide support that considers the unique needs of individuals exiting forced marriage.

27. Preparing for the next winter: Europe’s gas outlook for 2023

Abstract:: The European Union has so far weathered the energy crisis brought on by Russia’s invasion of Ukraine in February 2022 and will manage winter 2022/23 even if Russia abruptly halts all pipeline gas flows. However, preparations must be made for winter 2023-24. In particular, gas storage facilities should be 90 percent full by 1 October 2023. We assess the demand reduction needed if the 90 percent storage target is to be achieved. Our assessment takes into account EU imports, exports to refill gas storage facilities in Ukraine and Moldova, the weather and the situation in power markets, where gas demand is highly dependent on non-gas energy sources. Assuming limited Russian exports continue, and weather conditions are typical, demand up to 1 October 2023 must remain 13 percent lower than the previous five-year average. The EU should therefore extend its demand-reduction target, which is currently set to expire on 31 March 2023. Two variables will determine how easily the target can be met: 1) liquified natural gas (LNG) supply, and 2) the nature of demand reductions. Plans for rapid deployment of regasification units will alleviate concerns over LNG import infrastructure capacity. However, the EU will continue to compete internationally for LNG cargoes, and will remain vulnerable to global dynamics. Strong economic growth in China, for example, could further tighten markets. The way demand is reduced will determine the economic consequences. So far, large reductions in industrial gas demand have not been accompanied by dramatic drops in industrial output, suggesting good substitution options. However, hardly any gas was saved in the power sector last year, because of weak nuclear and hydro output. The return of French nuclear output will therefore be a huge positive. Finally, households have reduced gas demand, partly driven by warmer than usual weather. Record numbers of heat pumps were deployed in 2022, suggesting the start of a structural shift away from gas demand for heating. Policy should support a continued structural shift away from gas. This involves enabling rapid deployment of renewables and the accompanying grid infrastructure, energy-efficiency measures, help for households that want to switch to cleaner heating, and collaboration with industry to accelerate adoption of new low-carbon production methods.

Abstract:: Though elections are now postulated for next year, South Sudan remains in crisis. Conflict continues to scar the country, and climatic shocks exacerbate already acute resource scarcity, leaving approximately 76 per cent of South Sudan’s population surviving on humanitarian assistance. The regime of South Sudanese President Salva Kiir survives by diverting revenues in three key areas—oil production, humanitarianism, and loans from international financial institutions—to the benefit of an elite class in Juba, but at the cost of the immiseration of the people of South Sudan. In the past decade, West Africa’s vulnerability to violent extremism and terrorism has intensified as attacks have spread across the region, exacerbating existing multi-layered crises, and raising critical questions about the effectiveness of existing responses. Recent extremist incursions into Coastal West Africa are of special concern. As the only coastal state that has not experienced extremist or terrorist violence, Ghana offers an interesting case study into strategies and frameworks for preventing and countering violent extremism (PCVE) in Africa.

Abstract:: As the disastrous impacts of climate change are already visible, the need to respond to them becomes increasingly urgent. Yet there is still a lack of understanding about the comprehensive security impacts of climate change. Climate security impacts tend to be complex as they often take shape through chains of compounded effects. This makes them difficult to fully comprehend, and in the absence of adequate situational awareness, policy responses are likely to fall short. The paper aims to contribute to a better understanding of climate security by providing concrete illustrations of potential direct, cascading and transition impacts. Impacts like forest fires, a heatwave in Europe and increased wind energy production all challenge Finland’s security in various ways, such as threatening human health and livelihoods, fuelling political polarisation and creating new supply chain risks. Strategic foresight, international cooperation and well-planned climate policy can help to counteract climate risks.

Abstract:: Space activity is experiencing a boom with the scope and importance of space technologies and services fuelling rapid growth upon growth. While the space boom is catalysing transferral of the ownership of previously public infrastructure and capabilities to corporate control, many space technologies have critically important military and civilian applications. As the importance of space sectors grows, both public and private cyberoperations targeting space infrastructure proliferate. This makes it more difficult to attribute the perpetrators of cyber operations. The United States’ lead in the space sector is increasing. Starlink, a satellite internet constellation operated by the US-based company SpaceX, will serve to bind many nations to one more US-controlled communication architecture. As a result of the implications of space technologies for comprehensive security, building space resilience is becoming paramount. States must diversify their supply of space-related services and tighten cooperation with like-minded states.

Abstract:: In its efforts to limit the Western defence posture in the Arctic, Russia has successfully exploited the “High North, low tension” mantra and the notion of the Arctic as an exceptional region of peace and cooperation. At the same time, Russia has managed to build its position of relative strength in the Arctic through systematically developing its military capabilities. To create a threat of escalation, Russia has also used offensive military exercises and disruptive hybrid operations against the Western Arctic states in the region. Arctic economic resources and military assets continue to play an essential role for Russia in pursuing its strategic goals, and for its ability to carry out acts of aggression. Through regional cooperative practices, the West has unintentionally facilitated this capacity. The West has limited its military activity in the Arctic to mitigate tensions. This has been a one-sided effort. The Western Arctic states should thus focus on building comprehensive deterrence in the region.

33. The war-induced exodus from Russia: A security problem or a convenient political bogey?

Abstract:: Since 24 February 2022, around 800,000 Russians have left Russia in reaction to the full-scale invasion of Ukraine. The largest proportion of new migrants was accepted by Kazakhstan, Georgia, Turkey, and Armenia. War-induced migration should be handled like any other migration, whether it involves asylum-seekers, economic migrants, or repatriates. Excessive politicization and fearmongering around migration, including political refugees and political oppositionists, is counterproductive, as it feeds into Kremlin propaganda and belligerent narratives. While there may be concerns about espionage or saboteurs, the primary focus should be on the socio-economic impact of Russian immigration. For the receiving states, especially in the post-Soviet space, the Russian migrants pose a socio-economic challenge rather than a political one. With an increasing probability of cross-border repression – persecution or intimidation of political migrants abroad – it is essential that the EU adopts a consistent response towards political migrants, including those from Russia.

Abstract:: Russia’s increasingly dictatorial and Soviet-nostalgic political leadership sees the invasion of Ukraine not only as a necessity when it comes to prevailing in the conflict with the West, but also as a chance to break free from Western influences. Vladimir Putin is acting as a referee in the elite’s hidden competition, which has been transformed into open rivalry in the context of the war. The competition over who is the most loyal to Putin’s war policy radicalizes the political discourse throughout. The Kremlin’s key challenge is to maintain the balance between citizens’ political apathy and the mobilization of society required in times of war. Civic passivity is central to the regime’s security, while justifying the continuation of the poorly progressing war requires an increasing militarization of society. The Russian public’s approval of the war has gradually diminished, and efforts to mobilize society in revenge for perceived losses have not changed the trend. Hence, Russia’s poor military success is thus far the fastest way to vitiate the legitimacy of Putin’s war regime.

Abstract:: President Andrés Manuel López Obrador (AMLO) has challenged Mexico’s democratic institutions, including the electoral commission INE, and relies on the military to run sectors of the economy and to provide internal security. Recognizing the continuing strategic importance of its southern neighbor, the United States is attempting to “friend-shore” American industry to Mexico despite trade disputes. Mexico’s economic convergence with the US is giving way to ideological divergence. In the past year, Mexico has called NATO’s stance on Ukraine “immoral” and openly aligned with the leftist, anti-US dictators of Cuba, Nicaragua, and Venezuela. Mexico’s internal development and shifting external stance could spark a return to a United States focused on the protection of its 19th-century borders instead of its 20th-century global footprint. European attention to the future of Mexico can help diversify the country’s trade and other partnerships, as well as shine a light on its democratic decay.

Abstract:: Estonia’s renewed foreign policy engagement in Africa holds a historical foundation proving that the country’s approach to diplomacy is a gradual development and a work in progress. In recent years, Estonia has taken several strategic steps to enhance its ties with African nations across the realms of diplomacy, security, economic relations, business partnerships, development cooperation, and humanitarian aid – and has already had some success stories. This drive reflects both an ambition and a commitment to building stronger bonds between Estonia and Africa. To strengthen ties with African states, Estonia must commit to continuous engagement on the levels of government, businesses, and people-to-people cooperation, while acknowledging the current challenges and limitations. Such a comprehensive approach – albeit a demanding endeavour involving multiple stakeholders – would foster mutual trust, forming the basis for genuine partnerships and sustainable progress. Today, it is of essence to recognise the immense potential that this relationship promises. Demographic growth, rapid economic development, and expanding IT markets on the continent boost its global influence. As Africa gains more weight in international affairs, Estonia can engage in a mutually beneficial exchange. Africa’s prospective influence and Estonia’s existing expertise lay the foundation for a partnership that will fuel innovation and drive progress.

Abstract:: At the Vilnius Summit, Allies will focus primarily on their commitments to deter Russian aggression against NATO territory. But NATO seems unable to resolve the bigger strategic issue of how to secure Ukraine. If its own riskaversion prevents it from giving Ukraine a clearer pathway to membership, NATO may leave Ukraine disillusioned. A deterrence and defence partnership that guarantees the strengthening of Ukraine’s military capability for as long as required currently seems to be the most realistic scenario.

Abstract:: This policy brief analyses current initiatives and ways forward to address the nexus between climate change, peace and security within the European Union’s (EU) foreign, security and defence policies. Considering Sweden’s reputation and credibility in advancing international cooperation on climate security and in light of the 2023 Swedish presidency of the Council of the EU, there is an opportunity to address the current lack of alignment between the climate and conflict-sensitizing work of the European External Action Service (EEAS) and the climate adaptation and mitigation work of the European Commission. Closer collaboration between the EEAS, the European Commission and EU member states to align resources and tools would allow for a qualitative leap forward by fostering actions that are preventative rather than reactive to climate-related security risks in the short to medium term.

41. New Compact, Renewed Impetus: Enhancing the EU’s Ability to Act Through its Civilian CSDP

Abstract:: In May 2023, European Union (EU) member states adopted a new compact to further strengthen the EU’s civilian Common Security and Defence Policy (CSDP). The new Civilian CSDP Compact succeeds the compact established in 2018 and is in line with the 2022 Strategic Compass for Security and Defence, in particular its objective to increase the EU’s ability to act whenever crises emerge. While most stakeholders agree that the old compact was a worthwhile initiative, EU member states under-delivered on the commitments to increase national contributions and raise the number and share of seconded personnel in civilian CSDP missions. The new compact doubles down on these commitments—not only by renewing them but also by refining them, and by raising the level of ambition when it comes to capability development and increasing women’s representation. Among other things, this has implications for the review process of the new compact, which this paper recommends that the European External Action Service and EU member states consider before setting the process in motion.

42. Time to Recalibrate America’s Middle East Policy

Abstract:: Our understanding of reality in the Middle East has changed significantly in the last seven years. At a conference on US-Israel relations in 2016, then Secretary of State John Kerry highlighted, now famously, the impossibility of Israel making peace with the Gulf states. In an obvious reference to Israeli Prime Minister Benjamin Netanyahu and his associates, Kerry said, “I’ve heard several prominent politicians in Israel sometimes saying, ‘Well, the Arab world is in a different place now. We just have to reach out to them. We can work some things with the Arab world, and we’ll deal with the Palestinians.’” Kerry dismissed Netanyahu’s thesis with total certainty: “No. No, no, and no. I can tell you that I’ve talked to the leaders of the Arab community. There will be no advanced and separate peace with the Arab world without the Palestinian process and Palestinian peace. Everybody needs to understand that. That is a hard reality.” Just two years later, Netanyahu refuted Kerry’s view of reality by, with the help of President Donald Trump, signing the Abraham Accords with Bahraini Foreign Minister Abdullatif bin Rashid Al-Zayani and Emirati Foreign Minister Abdullah bin Zayed Al-Nahyan. But the flaws that Trump and Netanyahu revealed were not Kerry’s alone. Nor were the flaws limited to thinking about Arab-Israeli relations. Trump and Netanyahu were attacking the entire strategic belief system of the Obama administration, which had identified reconciling with Iran and brokering a Palestinian-Israeli peace as the two top priorities of the United States in the Middle East. In the Trump-Netanyahu conception, the Abraham Accords were the cornerstone of a regional alliance that aimed not just to improve relations between Israel and its neighbors but also to contain Iran militarily and to prevent it, through the application of hard power, from acquiring a nuclear weapon. With a Middle East staff consisting almost entirely of veterans of the Obama administration, the Biden administration intended to prove the utility of Obama’s effort to reconcile with Iran. It therefore rejected the Trump-Netanyahu view of the accords as a key component of an Iran-containment strategy. However, the accords have fashioned a new “hard reality” of Arab-Israeli coordination that the administration cannot ignore. That reality includes formal Israeli representation at US Central Command, the military’s combatant operations command responsible for, among other things, deterring Iran. In other words, beneath the umbrella of the United States military, the Israeli military and its Arab counterparts are now liaising daily. Weren’t Trump and Netanyahu pursuing this outcome? The simple answer is no. To prevent trilateral military cooperation among the Arab states, Israel, and the United States from turning into a coalition designed to pressure Iran regarding the aggression of its proxy forces and the expansion of its nuclear weapons program, the Biden administration instructed CENTCOM to focus exclusively on defensive measures and integrated missile defense, and to avoid any offensive countermeasures against Iran. But defending against an aggressor with only a shield is impossible. Arming oneself with a sword is also necessary. Enter Raphael BenLevi, the director of the Churchill Program for Strategy, Statesmanship and National Security at the Argaman Institute of Tikvah Fund Israel. BenLevi is at the forefront of a new generation of foreign policy strategists in Israel who have come of age in an era when what seemed like a “hard reality” to the generation of John Kerry is now obviously history. In this article, he lays out a strong case for the potential of the kind of trilateral cooperation to which the Biden administration, under the weight of stale ideas, has turned a blind eye.

43. Transparency and Accountability: US Assistance to Ukraine

Abstract:: Americans are raising questions about the tracking and oversight of aid to Ukraine. Russia has long sought to dominate Ukraine, and wherever Russia hooks its tentacles, corruption naturally follows. By helping Ukraine defeat Russia on the battlefield, the United States can strike a major blow against corruption in Europe. In the meantime, the US government is carefully tracking American aid to Ukraine. The Department of Defense (DoD) established a Security Assistance Group Ukraine last fall that tracks military shipments. (By contrast, the US did not establish a similar effort in Afghanistan until seven years into the war). Moreover, Congress required significant reporting on oversight and accountability in each major assistance package passed to date: the four Ukraine supplementals, the FY2023 NDAA, and the FY2022 and FY2023 omnibus bills. Specifically, Congress mandated the creation of a list of all security assistance and defense articles provided to Ukraine—and enhanced monitoring of that equipment once it enters Ukraine. Congress also mandated that the DoD reports on all end-use of military equipment. As of this writing, the DoD has found no evidence of Ukraine diverting US-supplied defense equipment. This makes basic sense: a smaller, weaker country like Ukraine could not defeat its much larger Russian adversary if Western weapons were not reaching the front lines. Indeed, Ukraine’s battlefield successes follow a basic rhythm. In June, the US released Harpoon coastal defense systems to Ukraine. Later that month, the British Defense Ministry announced that Ukraine used this Western system to sink a Russian ship on its way to Snake Island, causing the Russians to abandon the strategic outpost. The HIMARS launcher, first sent last summer, propelled Ukraine’s counteroffensives in the south and east, enabling Ukraine to liberate Kherson and take back major territories in the Kharkiv region. And the US shipment of over 100 M777 Howitzers proved effective against Russian equipment at a time when the Ukrainians were running dangerously low on artillery systems. Still, in keeping with its responsibilities, the new Republican majority in the House is standing watch and directing new efforts. Earlier this month, Mike Rogers, chairman of the House Armed Services Committee, led a congressional delegation to Romania and Poland to oversee the distribution of Ukraine aid. Following the trip, the bipartisan group of lawmakers agreed that they “came away with a clear understanding of the various safeguards the US government, in partnership with the Ukrainians and other nations, have put in place to ensure each article is accounted for and tracked to the frontline of the war.” Because Congressman Rogers sees oversight as a top priority of his committee, he will press the point in an oversight hearing on Tuesday, February 28.

Abstract:: Russia’s large-scale invasion of Ukraine in February 2022 has led to a renewed focus on the geopolitical importance of the Black Sea. What the North Atlantic Treaty Organization has overlooked is Russia’s use—often in coordination with Iran—of the Caspian Sea to advance its war aims in Ukraine. The Caspian Sea offers Russia a strategic depth to strike targets far afield in a relatively safe manner, is currently the only way for Russia to reinforce its Black Sea Fleet, and serves as a transport conduit allowing Iran to deliver military assistance to Russia for use against Ukraine. As Admiral Sir Tony Radakin, the United Kingdom’s chief of the defence staff, recently said, “The flow of Iranian weapons to Russia’s war in Ukraine demonstrates that there is no easy geographical distinction on matters of defense.”1 In the context of regional security, military planners in the United States and NATO should see the most extreme point of the alliance’s Black Sea frontier as the southern shoreline of the Caspian Sea.

53. The European Political Community from Paris to Chisinau: an idea taking shape?

Abstract:: The European Political Community (EPC), an idea put forward by President Macron of France, echoing a similar proposal made by former Italian PM Enrico Letta, was launched and gained traction in response to the challenge posed by Russia’s war against Ukraine. The imperative of focusing on security and forming a common front against Russian aggression served as a key rationale for expanding the EPC beyond a value-based community of like-minded democratic states. The first EPC Summit was held in Prague in October 2022. A successful gathering of 44 states, including countries with still-strong ties to Russia, it gave the sense that a common pan-European front was gradually forming against Moscow. Seven priority areas were identified: energy security, critical infrastructure, cybersecurity, youth, migration, regional cooperation in the Caucasus and Black Sea area, and resilience funding. The second Summit took place on 1st June 2023 near Chisinau, the capital of the Republic of Moldova, a small landlocked state in Eastern Europe which only recently achieved candidate status for EU accession. The Summit was a strong signal of support for Moldova’s efforts to consolidate its escape from Russia’s stranglehold, but also for its neighbour, embattled Ukraine. Discussions in Chisinau addressed energy security, transport networks and connectivity, cybersecurity and the integrity of critical infrastructure. Strategic cooperation was another prominent topic. Leaders reiterated the importance of restoring peace by providing increased military support to Ukraine, but also combating hybrid threats in Moldova through the recently launched EU Partnership Mission (EUPAM). At present, the EPC format seems to be pursuing two separate agendas: structuring the EU’s relations with its neighbours, and rallying the European family against Russia. Articulating and balancing these objectives properly will not be easy, and would seem to require the removal of stumbling blocks and a clarification of the level of institutionalisation at which the EPC would be required to operate. Thus, as the EPC Summit moves next to Spain and then to the United Kingdom, there is still no comprehensive consensus as to what the overall purpose of the EPC is, and whether and to what extent it should be institutionalised, which is to say endowed with a secretariat, separate funding and a certain degree of functional autonomy. A number of influential countries, including France and the U.K., see the EPC’s greatest advantage as residing in its informality and lack of institutionalisation. However, it could be argued that for the EPC’s strategic engagement in security, energy and connectivity to be successful, some level of institutionalisation and greater involvement by the EU will be required. At the same time, for the EPC to maintain its added value, it will need to preserve significant pockets of informality and flexibility of process.

Abstract:: In April, Islamic State fighters in Mali seized villages surrounding the city of Menaka, marking the group’s first territorial conquest since losing its final Syrian foothold in 2019. The human cost of these advances has been steep. By May, at least 150,000 individuals had reportedly been displaced, and civilians have been subjected to targeted killings, kidnappings, and looting. 60. The Next Generation of Iranian Ballistic Missiles: Technical Advances, Strategic Objectives, and Potential Western Responses

Abstract:: On May 25, 2023, Iran’s minister of defense, Gen. Mohammad Reza Qaraei Ashtiani, unveiled the so-called fourth generation of the Khoramshahr liquid-fuel ballistic missile—aka Kheibar—amid heightened tensions with Israel and the West regarding Tehran’s nuclear program and renewed talk of preventive strikes against Iran’s key nuclear sites. Ashtiani spoke at the Hakimiyeh Aerospace Industries Organization complex, east of Tehran, against a backdrop with the new missile and a large model of Jerusalem’s Dome of the Rock. The name Kheibar comes from a fortified oasis settlement north of Medina, Saudi Arabia, inhabited by Jewish tribes before the Islamic era. In AD 628, the Jews there were defeated by Muslim armies led by Ali ibn Abi Talib, who has become a legendary figure in Shia Islam. The message to Israel implicit in the Kheibar announcement was therefore unmistakable. The Khoramshahr is Iran’s most advanced liquid-fuel ballistic missile and probably the first using storable liquid fuel, with its first version having been introduced at a military parade on September 22, 2017. The missile is believed to have much in common technically with the North Korean Hwasong-10—itself based on the retired Russian R-27 submarine-launched ballistic missile. Iran is thought to have received several Hwasong-10 missiles from North Korea in 2005 for reverse engineering purposes. The Khoramshahr is also Iran’s first departure from the Russian Scud and scaled Scud-generation propulsion systems.

Abstract:: The Ukraine war is spurring profound changes in the global arms market as Russia, long a top exporter, grapples with battlefield losses, Western sanctions, and reputational damage to its weaponry. Countries that routinely bought arms from Moscow have started considering alternative sources, emerging exporters have amplified their sales pitches, and governments worldwide are seeking to build up their domestic defense industrial bases to safeguard against market turbulence in the age of intensifying great power competition. The Middle East—long one of the world’s principal arms importing regions—sits at the forefront of this new global landscape. In this timely Policy Note, defense expert Grant Rumley and French diplomat-in-residence Louis Dugit-Gros survey the arms marketplace following the Ukraine invasion. They see both opportunities and potential risks for Western states, and argue for steps such as reinforcing Ukraine’s defense industrial base to eventually compete with Russia’s, establishing longer-term security cooperation plans with Middle East partners, and taking action to strengthen the European defense industrial base.

Abstract:: During his lengthy tenure as Iran’s Supreme Leader, Ali Khamenei has shown a knack for consolidating power by creating layers of bureaucracy in military, economic, and religious affairs. In turn, he has liberally purged officials who have hinted at disloyalty to him, the Islamic Republic, or its governing doctrine, velayat-e faqih (rule of the jurisprudent). But Khamenei does not lack for personal complexity. As a younger man, he dressed casually, flaunted his love of literature, and composed poetry. And as a leader, he has often demonstrated flexibility—coined as “heroic flexibility” in the case of the 2015 nuclear deal—at times of national risk or strained social cohesion. He has likewise blessed the rise of relatively moderate presidents such as Mohammad Khatami and Hassan Rouhani when he thought their leadership would reinforce national stability. In this wide-ranging study, former Qom theologian Mehdi Khalaji details Khamenei’s political ascent, from his role as an influential cleric in Mashhad to his presidency under Ruhollah Khomeini and his surprising appointment as Supreme Leader. Whoever succeeds him, the author makes plain, will inherit an infrastructure designed to preserve Iran’s authoritarian system and suppress rumblings of internal dissent.

63. Arming the Revolution: Trends in Iranian Defense Spending, 2013–23

Abstract:: The Islamic Republic boasts a large and expanding nuclear program, the most capable missile and drone force in the Middle East, and a broad network of proxies that threaten U.S. interests. Nevertheless, scholars have devoted little attention to a key area: Iran’s defense spending. Although the data is publicly available, tabulating it is more difficult than one might assume, and three particular hazards await: (1) conversion of Iranian rials to dollars at unrealistic rates, (2) reliance on spending plans as opposed to actual spending, and (3) undercounting. Thus, any attempt to understand Iran’s military spending must scrupulously avoid such traps. In this Policy Note, Iran expert Henry Rome offers the most detailed public accounting yet of Tehran’s recent defense spending, illustrated by charts showing domestic trends and comparisons with regional rivals. The findings show how spending surged following the 2015 nuclear deal and plummeted following the U.S. withdrawal from the deal in 2018. They also suggest that a new nuclear accord with Washington will likely prompt another increase, demanding a broader strategy to counter Iran’s military ambitions alongside its nuclear ones.

64. Striking Back: Iran and the Rise of Asymmetric Drone Warfare in the Middle East

Abstract:: Iranian drone strikes, as exemplified by the September 2019 attack against Saudi Aramco facilities, have jolted Middle East leaders and revealed Tehran’s long-range precision strike capabilities. The regime’s large and growing drone force, which can be used for reconnaissance or strike missions, now poses an existential threat to the Gulf states and a direct threat to Israel, as does its formidable missile force. Moreover, Iranian drones transferred to Russia have had a significant impact on Moscow’s war against Ukraine. In the bigger picture, advances in drone technology have produced an inflection point in aerial warfare—comparable to the introduction of manned flight more than a century ago—that has ended the guarantee of U.S. air superiority over its forces and bases. Gen. Kenneth F. McKenzie Jr. explores the contours and consequences of Iran’s drone activities in this timely Policy Note. To counter the Islamic Republic, the former CENTCOM commander recommends an approach centered on clearer U.S. communication about its goals for the region, tighter collaboration with partners and allies, and enhanced efforts to counter Iran’s drone fleet, along with its ballistic missiles and cruise missiles.

Abstract:: Russia’s war against Ukraine has led policymakers to re-prioritise the European security architecture and the EU’s neighbourhood, including a positive reassessment of NATO’s role as a reliable security provider. As the transatlantic relationship and the Indo-Pacific are inherently intertwined, this once again highlights the imperative of the EU making the Indo-Pacific a strategic priority. This presents the EU with an opportunity to project its values, interests and power, though hampered at present by political infighting and the mushrooming of conflicts in and around Europe. 66. What should the EU do about violent extremism?

Abstract:: Despite a recent spike in concern about a resurgence in great power conflict, addressing terrorism and violent extremism has driven the foreign policy debate in the collective West for the better part of two decades since 9/11. In the European Union, these concerns most prominently emerged in the 2003 European Security Strategy (ESS) that identified terrorism and “violent religious extremism” originating in the EU’s neighbourhood and caused by weak institutions, conflict, and state failure as a primary concern. The crux of the matter, however, is how this increased attention translates in policy terms. In other words, is the EU’s chosen CT-P/CVE policy mix balanced and fit for purpose? First, the EU’s CT-P/CVE action can hardly be framed according to a binary security versus democracy logic because of the significant emphasis placed by the EU on socio-economic development to address the structural causes of violent extremism. Second, despite the EU’s developmental focus, the language of good governance and peacebuilding, as well as funding for these areas, are key elements missing from the EU’s engagement. In order to remedy the many upstream and downstream diplomatic trade-offs that EU policymakers face in tackling violent extremism, the EU must begin to frame CT-P/CVE as part of its wider endeavour to support sustainable peace. It can do this by formulating an EU Agenda for Peace that once again underlines the EU’s commitment to promoting inclusive governance, community resilience, and social justice.

Abstract:: In the South China Sea (SCS), as indeed the wider Indo-Pacific, the EU is facing a deepening strategic rivalry between China and the US. In the SCS, China has been able to create physical realities in defiance of international law by constructing artificial islands in the attempt to sustain its claims to the disputed Spratly and Paracel archipelagos as well as expand its military projection deep into international waters. The US is still the predominant security player in the Indo-Pacific, but its military presence has an increasingly hard time shoring up American power in the SCS. The security dilemma between the great powers is threatening rules-based multilateralism, which runs deep in the veins of the EU and to a great extent defines its international posture.

Abstract:: The dispute between Kosovo and Serbia remains a major challenge to the security, stability, and prosperity of the entire Western Balkans region. In particular, the Banjska terrorist attack carried out by Serb militants against the Kosovo Police on September 24, 2023 (with the support from Serbia’s state apparatus, as per the investigation of Kosovar authorities) underscores the pressing need for a sustainable resolution to the ongoing dispute between Kosovo and Serbia. The most promising path toward such a resolution lies in the full implementation of the Agreement on the Path to Normalization of Relations between Kosovo and Serbia (APN), which was verbally agreed in Brussels in February 2023, because the Serbian President Vucic refused to sign it.

69. Kosovo's Take on Cybersecurity

Abstract:: In 2014, there was a notable surge in cybercrimes in Kosovo. The advancement and widespread adoption of technology during this period brought about a more pronounced occurrence of cyber-related offenses. Fadil Avdyli, the head of the Cybercrime Investigation Sector in the Kosovo Police, reported that eight individuals were apprehended in 2012, eleven in 2013, and seven in 2014. The rising cyberattacks in Kosovo provided an impetus to build a new policy framework dealing with cyber security, resulting with the adoption by the Kosovo government of the National Cyber Security Strategy and Action Plan 2016 – 2019. Program of the Kosovo Government 2021-2025 notes that “cyber security is a growing problem, we will engage in professional capacity building for the prevention of cyber-attacks, completion of the legal framework and modernization of cyber protection equipment”. The Kosovo Security Strategy 2022-2027, puts significant relevance to strengthening cyber security capacities of Kosovo and notes that the government “will invest in the field of cybersecurity, critical infrastructure, innovation and technology and capacity-building”. The strategy also includes the Global Cybersecurity Index as an impact indicator, but Kosovo has not been included. In 2023 Kosovo Assembly adopted Law No. 08/L-173 on Cyber Security, which among others, foresees the establishment of the Cyber Security Agency as well as partially transposes Directive (EU) 2013/40 of the European Parliament and of the Council of 12 August 2013 on attacks against information systems.

Abstract:: The primary aim of the current research is twofold. Firstly, we aim to measure the agency of women within the security sector and evaluate the extent to which it is inclusive and accommodating towards a gender perspective. Secondly, our research focuses on evaluating the capacity of institutions within the security sector to address gender-specific challenges and to use gender lens within the security sector. Main findings of this report are: -The low application rates of women to join security institutions, primarily stems from the perception that this field is predominantly for men. This perception affects women working in the sector who encounter a patriarchal mentality undermining their knowledge and expertise compared to their men counterparts. Moreover, women often confront the pressure to conform to societal expectations, compromising their personal freedoms and authentic selves; -Women in the security sector are underrepresented in managerial positions and their ambition to pursue leadership roles is harmed by prejudice and perceived gender roles. The undervaluing and differential treatment of women within the security sector hinders their ambitions and self-esteem, leading to a belief that they are unfit for managerial positions. Moreover, gendered domestic responsibilities create substantial barriers for women in attaining managerial positions and assuming increased responsibilities within the security sector, hindering their career progression; This role significantly hinders women's ability to pursue extensive training programs necessary for career advancement, particularly in the military. -There is a trend of underreporting when it comes to bullying, harassment, or discrimination cases among women in the security sector. As this was described as lack of ‘’reporting culture’’, it refers to the discouraging atmosphere that deters women from coming forward and reporting such incidents. As well as reporting mechanisms are perceived as non-confidential. -There is reluctance to address issues of gender equality in Kosovo Police (KP), while there is continouos request from civil society organizations to cooperate and share data and insights regarding womens’ position and gendered working environment in KP.

71. Is the Law Interception of Electronic Communications in Kosovo, working?

Abstract:: Against the background of increasing concerns among the public of potential abuses with the interception of telecommunication and violation of citizens’ rights and privacy, in 2015, Kosovo Assembly adopted the Law No. 05/L-030 on Interception of Electronic Communications. Base on the first part of the law it purpose is to regulate “the procedures and conditions for interception of electronic communications carried out for criminal procedure needs by state institutions established by law, and procedures and conditions of interception for security needs of the Republic of Kosovo and its citizens established by Law.” Furthermore, the law establishes rules, obligations, and authorizations both for the private sector, including the network operators and service providers as well as the public sector, including state institutions. The law places significant emphasis on protection of privacy and human rights in the framework of interception of electronic communication. However, implementation in practice of the new law has been a challenge.

72. How the Agreement on the Path to Normalisation IF IMPLEMENTED changes relations between Kosovo and Serbia?

Abstract:: • The Agreement on the Path to Normalisation between Kosovo and Serbia (APN), creates a possibility for a new state of relations between the two countries, albeit a new status-quo. Through the APN Serbia practically recognizes statehood attributes of Kosovo, by accepting national symbols, as well as the obligation to respect the territorial integrity and sovereignty of Kosovo, and treat Kosovo on the basis of the principles of the Charter of the United Nations (UN), and the Treaty of the European Union (TEU). The APN also makes Kosovo and Serbia responsible to preserve the peace and “contribute to fruitful regional co-operation and security in Europe”. • The new state of relations (new status-quo), is dependent upon effective implementation of the Agreement on the Path to Normalisation. Without effective implementation, the APN becomes another conflict management tool, rather than an instrument for affirmative normalization of relations. The current trends are not optimistic for implementation and suggest that both parties, especially in Serbia, are focused on undermining the APN and its impact; • The Agreement on the Path to Normalisation between Kosovo and Serbia, while introduces significant affirmative changes in the Kosovo-Serbia relations – if implemented – it also includes elements that can potentially create legal and political hurdles for the Kosovo government. The APN marks the first time, that a Kosovo government accepts Serbia’s position on the status question. The preamble of the APN includes the following sentence: “[…] without prejudice to the different view of the Parties on fundamental questions, including on status questions”, but there is not reference to the ICJ advisory opinion on the declaration of independence of Kosovo. Based on the precedents set by previous agreements/arrangements between Kosovo and Serbia in the framework of the EU-facilitated normalization dialogue, whenever the phrasing “without prejudice to the status” was used, a reference to the ICJ advisory opinion on declaration of independence was also included; • The Agreement on the Path to Normalization of relations between Kosovo and Serbia has been welcomed by the European Council, which marks the first time that all 27 Member States of the European Union (EU) have endorsed an agreement from the normalization dialogue. The European Council conclusions note that APN puts “the relationship between both parties on a new and sustainable basis as a historic chance that should be seized by both parties” and urges implementation • In other words, if the optimistic scenario of all five recognizing Kosovo fails, then Spain and Cyprus should move towards the current Greek position on Kosovo, while Greece itself, alongside Slovakia and Romania, should move to formal recognition. In Kosovo there are concerns about the position of Romania, which is seen as moving further away from constructive engagement with Kosovo and recognition and closer to the position of Spain. • The role of the European Union (EU) as a facilitator in the dialogue for normalization of relations between Kosovo and Serbia, has arguably evolved into an arbiter, as a result of the Agreement on the Path to Normalization (APN), and the implementation roadmap. This means that for Kosovo and Serbia implementation of the provisions from the APN is a contractual obligation towards the EU in the framework of the European integration process. This arrangement was necessitated by the refusal of Serbia to sign the APN, although it agreed to it verbally. In this context, when neither side has signed the APN, the role of EU as an arbiter is a must, in order to guarantee implementation by both countries. • The transparency of the process of the dialogue for normalization of relations with Serbia has declined in Kosovo. The Kosovo government has limited its reporting on the normalization dialogue both to the public as well as to the Kosovo Assembly. In addition to this, Kosovo government has acted against previous precedents of asking the Kosovo Assembly for consent when accepting a high-level agreement with Serbia, such as the case from 2013 with the “First agreement of principles governing the normalization of relations”. • The implementation annex to the Agreement on the Path to Normalisation of relations between Kosovo and Serbia agreed in Ohrid in March, is vague, and lacks concrete measures to ensure implementation of the agreement, including sequencing of actions.

73. Is a compulsory military service feasible for Kosovo?

Abstract:: During the general elections of February, 2021 in Kosovo, one of the commitments of the “Vetëvendosje!” (VV) party was to introduce a national conscription model based on 3+3 months of service. The Russian invasion of Ukraine, coupled with increasing tension with Serbia, who maintains very close ties with Russia, has brought the conscription model into spotlight in Kosovo. However, as the country aspires membership in NATO, the transition from a professional military force into the conscription model could potentially undermine that process. Currently, there are 13 countries in Europe that apply the conscription-based model for the armed forces, each facing different challenges with the system. According to the media reportings, it seems that Kosovo’s approach is based on the models of Switzerland, Israel and Norway. However, it is clear that while Kosovo can learn a lot from other countries, it needs to develop its own approach and model to conscription, and in this context certain social, political and economic aspects should be considered. In order to accommodate changing mission profiles and lowering military expenditures, European armies have been reduced in size, lessening the need for recruits. Despite the war in Ukraine, armies across Europe have focused on modernization and international cooperation such as NATO for national security guarantees. Due to the evolving modernization of army equipment, armed forces “require increasingly higher training standards”. As a result, several nations have shifted towards professional armies in an effort to standardize their militaries and improve overall operational preparedness.

Abstract:: This publication is a policy brief accompanying an upcoming in-depth report on financing Women, Peace and Security (WPS) National Action Plans (NAP). This brief provides an overview of WPS NAPs, as well as the current state of funding for WPS NAP implementation, and a breakdown of this data by region. Stay tuned for the upcoming report to learn more about financing WPS NAPs. Key Findings: • As of early 2023, 31 countries out of 101 have estimated the amount of money required to implement WPS NAP activities. Available information does not illuminate whether these funds are secured. • More than 50 WPS NAPs out of 101 mention that a budget is needed to implement WPS activities, but do not include specification of funding. • The majority of WPS NAPs with budget estimates identify responsible parties for activity implementation, including ministries and/or government institutions, predominantly related to foreign affairs and gender equality.

75. Internal Control in Intelligence Services

Abstract:: First, a lack of effective internal control prevents external oversight bodies, such as parliamentary committees, from fulfilling their role effectively. Intelligence service managers play a crucial role in facilitating scrutiny by oversight bodies not only by ensuring that major infractions are reported to the appropriate authority, but also by creating an environment that encourages cooperation with oversight bodies. Second, while transparency is essential to maintaining democratic control of government, intelligence services require a significant degree of secrecy to be effective. Consequently, intelligence services are subject to highly restricted oversight, unlike other public institutions. Effective internal control is therefore essential to rectify this inherent (and unavoidable) imbalance by ensuring that the day-to-day work of intelligence services is carried out in accordance with the law and with respect for human rights. Third, to avoid undue influence and ensure independent, objective analysis, intelligence services must retain a degree of autonomy from the executive. Executive control over intelligence services is therefore sometimes less pronounced, meaning that effective internal control is vital to ensuring intelligence services act within the rule of law. For the above reasons, intelligence services should be subject to both effective oversight and internal control. This Thematic Brief addresses the latter by examining internal control systems used in Euro-Atlantic countries.

Abstract:: On August 15, 2022, the final contingent of Operation Barkhane crossed the border into Niger putting an end to almost a decade of French military intervention in Mali. The security void left by France in the country has now become the main means of competition between jihadist groups particularly in the tri-border area between Mali, Burkina Faso, and Niger. Violent extremism together with community conflict over the access of natural resources, inter-ethnic violence, and the increasing number of internally displaced persons (IDP) continues to spill over towards the Gulf of Guinea, through the northern areas of Togo, Benin, Ivory Coast, and Ghana. While the number of fatalities show no sign of lowering, it seems unsuitable for France and its European counterparts to entirely desist their efforts in West Africa. At a time when the withdrawal of French forces from Mali has brought upon a new spin in the region’s conflict dynamics, this paper offers insights into the future of European engagement in the Sahel. It will do so by addressing the evolution of French intervention since 2013, assessing the current developments of the Sahel crisis after French involvement in Mali, and aiming at providing several entry points whereby the shift in paradigm could turn into an opportunity for French and European security and defence policies in the region.

And although, in some cases, degraded environment and depleted resources like water or fertile soil can be at the root of armed conflict, the environment is frequently a ’silent victim’. However, conflicts can and do cause long-term damage to the environment, whether directly or incidentally, harming people’s health and livelihoods. Attacks and explosive remnants can cause water and soil contamination, or release pollutants into the air. The war in Ukraine, for example, has caused damage to internationally protected wetlands, national parks, and biospheres, and threatens to damage nuclear power plants. During recent fighting in Gaza, incendiary artillery shells set fire to hundreds of tons of toxic pesticides, fertilizers, chemicals, and other farming materials, causing groundwater contamination. Armed conflict can also result in further indirect environmental degradation. When people flee to camps or cities, the need for food and traditional cooking fuels such as firewood and charcoal can contribute to deforestation and resource depletion. Furthermore, armed conflict occupies government capacities. Environmental protection is not always high on states’ agendas, and they may themselves be involved in the unregulated exploitation of natural resources to sustain armed conflict. But all things being equal, armed conflict risks reducing states’ capacity for protecting the environment, controlling the exploitation of natural resources, and managing forcibly displaced populations during and after conflict. A case in point is Libya, a country affected by long-term armed conflict, where oil spills from ill-maintained power plants, oil fields and offshore installations have resulted in widespread pollution.

Abstract:: International donors often see renewable energy transitions in fragile and conflict-affected states as a building block for peace and development. But donor-supported transitions to small-scale renewable energy generation can both mitigate and exacerbate local conflict dynamics and undermine the central state. In fragile and conflict-affected states, it is often difficult for the central authorities to protect large-scale energy infrastructure from attacks and sabotage, and thus guarantee long-term stability. Moreover, local communities often use fuel-driven generators to supplement the state-driven national grid, but national diesel supply lines are also vulnerable to disruptions. Consequently, international donors increasingly support small-scale renewable energy generation as a climate friendly alternative to centralised and state-led energy generation. Solar photovoltaic (PV) in particular has become a widely promoted, affordable and accessible technology for local energy generation.

Abstract:: Adopted on October 31, 2000 by the United Nations Security Council (UNSC), Resolution 1325 has since then been one of the main references for the development, strengthening, and expansion of policies aimed at promoting gender equality, giving rise to the so-called Women Peace and Security (WPS) agenda. This Policy Brief aims to map and systematize the diffusion of the WPS agenda in Latin America. This analysis aims to reflect on the contours of the agenda in the region and deepen the understanding of how Latin American countries engage with this global normative framework. Based on an analysis of the National Action Plans (NAPs) adopted so far by countries in the region (Chile, Argentina, Paraguay, Brazil, El Salvador, Guatemala and Mexico), the work reveals how the agenda is being adopted in these different contexts, seeking to identify existing convergences and particularities. The mapping and analysis of the NAPs are organized around three main aspects: (i) their elaboration process and the actors involved; (ii) the content, objectives, and measures adopted; and (iii) implementation and monitoring strategies. The goal is to offer a general diagnosis of the national engagements with the agenda, summarizing the main advances, limitations, and recommendations to promote its implementation in the region.

Greece described the operation as ‘piracy’. The seizure seems to be a reprisal for Greece’s role earlier in the month assisting the US impounding a Russian-flagged tanker transporting Iranian oil and carrying 19 crew.

Abstract:: More than ten years after the ousting of Gaddafi, the Libyan police under the Ministry of Interior are still struggling to effectively carry out their duties across the country. Drawing from 25 interviews conducted with experts, Libyan police officers, civil servants of the Ministry of Interior, and EU officers between June and August 20221, our research found four main obstacles facing the Libyan police force in Western Libya. These are: i) the proliferation of armed groups; ii) divisions within the ruling elite; iii) administrative mismanagement in the security system; and iv) the presence of alternative conflict-resolution mechanisms. It also emerged that each area comes with its own challenges. Against that background, this policy brief calls for a change in EU policies. We suggest that EU member states align on specific and measurable goals and take a more adaptive and incremental approach. More specifically, the EU could consider identifying a set of measurable and achievable objectives and adapting its policies to the different contexts in which it operates, tailoring its priorities and timescales to different locations.

Abstract:: The first time Russia invaded Ukraine in the twenty-first century, the Wagner Group was born. The now widely profiled private military company (PMC) played an important role in exercising Russian national power over the Crimea and portions of the Donbas—while giving Moscow a semblance of plausible deniability. In the near decade since, the Russian PMC sector has grown considerably, and is active in more than a dozen countries around the world. PMCs are paramilitary organizations established and run as private companies—though they often operate in contract with one or more states. They are profit-motivated, expeditionary groups that make a business of the conduct of war.1 PMCs are in no way a uniquely Russian phenomenon, yet the expanding footprint of Russian PMCs and their links to state interests call for a particularly Russian-focused analysis of the industry. The growth of these firms and their direct links to the Kremlin’s oligarch network as well as Moscow’s foreign media, industrial, and cyber activities present a challenge to the United States and its allies as they seek to counter Russian malicious activities abroad. As signals intelligence and offensive cyber capabilities, drones and counter-drone systems, and encrypted communications become more accessible, these technologies will prove ever more decisive to both battlefield outcomes and statecraft. More exhaustive research on these issues is necessary. The ongoing conflict resulting from Russia’s second invasion of Ukraine in this young century seems likely to shape the conduct of Russian foreign policy and security behavior for years to come—and these firms will play a part. The activities of these PMCs include high-intensity combat operations, as evidenced in Syria in 2018 and Ukraine in 2022, and a mix of population control, escort and close protection, and local direct-action activities, as seen in Libya, Mali, and elsewhere.2 Given the sourcing and dependence of Russian PMCs on Russian military service personnel and no small influence of Russian doctrine, the questions to reasonably ask include: How do changes in the Russian conduct of war and adoption of new technologies influence these PMCs? Moreover, how might these technological changes influence the role these PMCs play in Russian strategic goals and activity abroad?

Abstract:: From the hospitals of Mariupol to the streets of Bucha, the Russian war in Ukraine has extracted an unacceptably high cost, while banding NATO allies and partners together in an unprecedented tide of support. In bilateral and multilateral security assistance packages, the transatlantic community has sent Ukraine javelins, High-Mobility Artillery Rocket Systems (HIMARs), and all manner of weapons to defend against the Russian invasion. Still, Russia’s war continues against the nation of Ukraine and its people. So how should future military assistance account for the different impacts of the war on Ukrainian civilians? What strategies remain for NATO allies and partners to enhance their support beyond weapons and materiel? The answers lie in using gender analyses to zero in on the unique human security challenges facing Ukraine. When we overlook the role of gender in conflict, we miss the opportunity to both lead with our values and make our military support more effective. Applying a gender analysis to our security assistance is a solution that allies and partners have already agreed to implement in forums from the United Nations to NATO. In fact, it’s a tool that many allies have already developed within their own militaries. Now is the time to employ it in support of Ukraine. This starts with acknowledging the Women, Peace, and Security (WPS) Agenda. The WPS Agenda, passed under United Nations Security Council Resolution 1325 in 2000, recognizes the disproportionate impact of conflict on women and girls, and their critical role in reconstructing societies. Militaries can apply gender analyses to better understand and tailor assistance to the unique security environments in which they operate. To help policymakers think through how a gender analysis can shape what security assistance should look like—and, in many cases, how allied militaries can implement solutions at scale, and consistent with political decisions that have already been made—we are proud to offer this issue brief. Our intention is to demonstrate to global decision makers that incorporating gender can and should be integrated in real-time conflicts to achieve real results. Our support to Ukraine must not waver, but more can be done to mitigate the severe impact of Russia’s war on the Ukrainian people. Allies and partners already have the political mandate to integrate the WPS Agenda into their operations. They already have the tools, training, and technical expertise to implement it in the field. The next step is making this common practice. This issue brief spells out ten steps for how to do so in Ukraine.

While several other allies still need to ratify the expansion, Finnish and Swedish membership in NATO is now not a question of whether but when. Abstract:: Russia’s illegal and unprovoked war on Ukraine has shattered peace on the European continent and created tectonic shifts in the transatlantic security architecture. The Kremlin’s invasion has decimated Ukraine’s economy and infrastructure, and left tens of thousands of innocent civilians wounded or dead as part of a war-crime ridden military campaign. At the time of writing, Kyiv is making slow advances in the South and East with the help of significant Western military and economic aid, yet the outcome of the conflict continues to hang in the balance. A prolonged stalemate and some variation of a negotiated settlement seem most likely, with a Russian victory remaining a distant possibility.1 Absent an absolute Kremlin victory, Ukraine will need to stabilize vast swathes of its territory and reconstruct the social and industrial infrastructure therein.2 Due to their proximity to Ukraine and long-standing economic, political, and social connections, transatlantic allies and partners will most likely be deeply involved in this effort and will be significantly affected by its end result. The purpose of this issue brief then is to help Ukrainian, North American, and European policymakers consider stabilization and reconstruction needs and have a playbook in place regardless of the circumstances or outcome.

This report acknowledges the mistakes of past engagement strategies, which didn’t approach the region as a coherent whole, lacked sustained and continuous effort, and always came second to other priorities in the Indo-Pacific region.

Abstract:: Trilateral cooperation among the United States, Japan, and South Korea has proved challenging over the years, owing largely to historical tensions. As a result, this project has sought perspectives from next-generation leaders of the three countries to define areas where targeted, flexible, and informal cooperative arrangements can provide clear mutual benefit to all. This issue brief calls for enhanced cooperation with likeminded allies and partners in order to counter shared challenges and advance mutual interests across the areas of security and defense, science and technology, and global public goods. Taken together, several essential themes emerge. Future cooperation should center on tackling shared challenges including addressing an increasingly belligerent China through proactive yet constructive methods. In the security and defense sector, the three countries should prepare for Chinese economic reprisals by forming a united front. With regard to S&T, to protect against authoritarian threats, including those presented by China’s increasing technological prowess, the three countries should utilize multilateral frameworks, like IPEF, as tools to ensure the safety and security of scientific research and data. For public goods, the trilateral partnership can diversify away from Chinese supply chains by ally-shoring and information-sharing with trusted allies. Given the historically fraught relationship between South Korea and Japan, the United States can act as a mediator to facilitate cooperation in areas of high benefit and low sensitivity. In security and defense, the trilateral partnership should address less-sensitive, shared security challenges, which include but are not limited to maritime incursions, crisis contingency planning, and cybersecurity. S&T can explore these new frontiers and safeguard free and fair principles for digital connectivity and data governance. Although public goods are less subject to domestic political pushback, the trilateral group’s actions are more likely to succeed if they are small, yet meaningful, such as implementing the democratic building blocks. Lastly, trilateral cooperation requires both top-down institutionalization and bottom-up support from the general populace. With respect to defense and security, trilateral summits at the head-of-state level must be coupled with gaining public support. For S&T, the private sector can help advance collaboration, while the public sector helps each country remain in the bounds of domestic feasibility to prevent regional conflict. With global public goods, long-lasting trilateral progress requires coupling high-level government dialogues with civil society engagements.

However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:: Use of nuclear energy is likely to grow in the coming decades, in part to combat climate change. Increased deployment of nuclear energy will likely include use of advanced small reactors, which can facilitate decarbonization, increase nuclear safety, supplement gaps in renewable energy production, provide energy to low-demand communities, help desalinate water, and increase energy security. But there are also risks. Nuclear power, such as that produced by advanced small reactors, put nuclear material in more locations and use higher enrichment fuel for some reactor designs, both of which are security concerns. Moreover, while China and Russia already have operating advanced small reactors and are exploring using reactors aboard floating nuclear power plants, the U.S. will likely not have an operational advanced small reactor until the late 2020s. This brief explores the benefits and risks of advanced small nuclear reactors and describes strategies to mitigate these risks. The bottom line: advanced small nuclear reactors are a beneficial tool for reducing carbon emissions. But their safe deployment and use require increasing nuclear security expertise and assessing both nuclear fuel and advanced small reactor needs. Moreover, nuclear newcomers need support to adopt nuclear norms and develop domestic nuclear regulatory bodies to lower the potential risks of nuclear energy while maximizing the potential benefits.

97. Masculinities and Violent Extremism

Abstract:: While only a small percentage of men become involved in violent extremism, the majority of violent extremists are men. Across the ideological spectrum, violent extremist and terrorist groups exploit male sentiments of emasculation and loss of power and appeal to ideas of manhood in their recruitment efforts. Yet policymakers rarely focus on gender to help them understand why some men engage in violence and others do not or what role peaceful notions of masculinity play in preventing radicalization and terrorism. Similarly, male-dominated counterterrorism institutions rarely pose the question of how masculinities shape these institutions and their approaches to counterterrorism and countering violent extremism (CVE). This report discusses masculinities—the socially constructed ideas of what it means to be a man—as they are constructed and used by violent extremist groups, as they exist in and interact with society, and as they interplay with the state. It draws on examples pertaining to both “Islamist” and extreme right-wing terrorism, considering differences not just between but also within these ideologies. The report argues that while current efforts to “mainstream gender” in counterterrorism and CVE do not focus on masculinities, a masculinities-focused approach must avoid repeating the shortcomings of existing counterterrorism and CVE approaches aimed at women; be grounded in a robust human rights framework to avoid perpetuating gendered harms; be based on an understanding of the links between extremist violence and gender inequality at the societal level; and recognize and address the harmful role masculinities play within counterterrorism and CVE institutions themselves. It concludes by recommending that state, multilateral, and civil society actors engaged in counterterrorism and CVE: Conduct more policy-oriented research and analysis on the link between masculinities and violent extremism; Integrate a gender perspective—including a focus on masculinities—across all counterterrorism and CVE policy and programming; Monitor and evaluate the gendered impact of counterterrorism and CVE interventions using a robust human rights framework; and Address the harmful role masculinities play within counterterrorism and CVE institutions.

98. Multilateralism Index: Pilot Report

Abstract:: In the past several years, there has been a much-discussed rise in strain on multilateralism. However, there have been few efforts to quantifiably assess the state of the multilateral system. This Multilateralism Index (MI) report is the first known attempt to do so. It focuses on developments in the system over the past decade, providing a snapshot of its relative strength in 2020 compared to 2010. It seeks to answer questions including: What is the state of the multilateral system? What is working? What is not? And how has the multilateral system changed over time? The MI examines five domains of multilateral coordination: Peace and Security, Human Rights, Environment, Public Health, and Trade. Each domain is evaluated across three dimensions: Participation, Performance, and Inclusivity. Analysis of sixty-five indicators across these domains and dimensions reveals several trends in multilateral cooperation over the past decade: Participation scores for Human Rights, Public Health, and Trade have improved, while the scores for Peace and Security and Environment have deteriorated. Performance scores have deteriorated in four out of five domains. Inclusivity scores have improved across all five domains. These trends shed light on the nature of the crisis of multilateralism. Rather than decreased international cooperation and widespread exit from multilateral institutions, we are seeing a battle over the nature and purpose of the multilateral system—not decay, but transformation. The MI provides a basis for tracking this transformation and informing decision making on the future of multilateralism.

99. The UN Environmental and Climate Adviser in Somalia

Abstract:: The UN Assistance Mission in Somalia (UNSOM) was among the first special political missions to receive climate-related language in its mandate, reflecting Somalia’s acute vulnerability to the impact of climate change. In 2020, UNSOM also became the first mission to have an environmental and climate adviser deployed to help implement this mandate. The adviser’s work is structured around three pillars: Mainstreaming the environment and climate throughout the mission’s mandated areas of work; Coordinating UN agencies, government actors, and NGOs working on climate across the humanitarian, development, and peacebuilding sectors; and Supporting the government in developing, funding, and coordinating its climate action plans and policies. This issue brief reviews the role of the environmental and climate adviser in Somalia, including their areas of work, successes, challenges, and opportunities for replication in other mission settings. Strong buy-in from both mission leaders and national and regional counterparts has facilitated the adviser’s ability to help the mission implement its mandate relating to climate change, environmental degradation, and other ecological challenges. Furthermore, the adviser has successfully helped to coordinate climate-related work, incorporate strategic analyses into climate-related risk assessments and responses, and liaise with local actors. The adviser has also faced challenges, including the broad scope of work tasked to a single person and the unique set of skills required, as well as the political contention surrounding the concept of climate security. The brief concludes by looking ahead to the growth of environmental and climate advisers in other UN missions and the importance of understanding and addressing interlinkages among climate, peace, and security as the impacts of climate change accelerate.

100. Enlarging and deepening: giving substance to the European Political Community

Abstract:: France’s President Emmanuel Macron and Germany’s Chancellor Olaf Scholz have stressed the geopolitical emergency of re-designing the European Union’s relationship with its neighbourhood. Both acknowledge that EU enlargement is necessary, but also emphasise that profound EU institutional reform is required beforehand, though deepening and widening the EU are complex processes that veto players could block. The geopolitical challenges mean it is in the critical interest of the EU to bring stability to its neighbourhood by ensuring geopolitical alignment with the EU, limiting the blackmailing power of external, authoritarian states, supporting more resilient democracies and strengthening the rule of law. Meanwhile, the EU’s neighbours are seeking a political space in which challenges to collective security and stability can be addressed and concrete policies decided. Given the urgency, it is not enough to rely on lengthy EU accession processes. A ‘European Political Community’ (EPC), which will have its first summit on 6 October 2022, could act both as a bridge to an eventual larger EU and as a framework for continental-scale partnership. Leaders should use the summit to start the building of a platform that can combine political dialogue with policy delivery in a quick and flexible way, and will thus structure more impactfully the relationship between the EU and its neighbourhood. The EPC could start as a soft law agreement between states and the EU. It would work with existing institutions as far as possible, while aiming at more effective decision-making than currently in the EU. For instance it could function without vetoes and could work in geopolitically relevant areas that are not yet EU competences. An ambitious EPC would provide financial resources for deeper cooperation on energy and climate, security and defence, and economic and social convergence. The EPC would not be, and should not be, regarded as a substitute for EU accession, but should be designed in such a way that it can work as an accelerator. For countries not seeking to join the EU, it would provide an ongoing framework that sustains structured cooperation with the EU.
