Abstract:
Unlike many of its neighbours, Kenya is progressing towards universal electrification from 100% renewable sources as set out by the country’s Vision 2030 Agenda. This feat, however, does not mean that there are not areas for improvement of its energy profile, especially around grid resilience, energy access and mitigating fluctuating supply and volatile prices. The EU stands poised to help this strengthening, not only due to the bloc’s leading presence in the Kenyan energy transition, but also because of growing geopolitical competition in Africa. The EU aims to beat its competitors in the field of green technologies. Moreover, as part of the external dimension of the European Green Deal the EU aims to avoid further carbon lock-ins, strengthen the ability of countries like Kenya to meet their Nationally Determined Contributions under the Paris Agreement and boost the EU’s international influence and visibility. This policy brief enumerates opportunities and offers recommendations for the evolution of EU-Kenya relations in the field of renewable energy.

Abstract:
Fighting climate change makes a green energy transition imperative. The transition will have significant geopolitical consequences, notably a shift of power away from fossil fuel producers that do not adapt to a decarbonizing world. Access to critical minerals, rare earth elements and storage technology for renewable energy applications will be essential, and will determine the new geopolitics of energy. Some critical elements such as cobalt are only found in a few areas of the globe. Hydrogen is a carbon-free energy carrier that will allow the storage and dispatch of energy produced by intermittent renewable sources such as solar and wind. While hydrogen trade could lead to new dependencies, it will provide a back-up for the electricity system and strengthen energy security. Currently, China is a leader in securing resources for the energy transition. The Belt and Road Initiative could consolidate its position. As it strives to be a leader in the energy transition, the EU is focusing on securing relevant supply chains, deploying technology and developing hydrogen capacity. International cooperation will accelerate the transition and give the world a chance to avoid catastrophic climate change.

3. Updating the European industrial strategy for the post-pandemic world

On 27 April, the European Commission is expected to publish an update to their 2020 Industrial Strategy, a blueprint for an assertive European industrial policy that drives the digital and green transitions. While the current strategy’s broad principles continue to hold, it must now adapt to the post-pandemic world’s challenges. Furthermore, the original strategy only provided a high-level roadmap, with many areas requiring further development. Frederico Mollet and Marta Pilati break down European industry’s weaknesses and potential areas of success, the effects of COVID-19 this past year, key points of the 2020 Industrial Strategy and its relevance for Europe and beyond. They outline 16 recommendations which would strengthen the design and implementation of the programmes outlined in the current strategy, across four themes: finance, industrial ecosystems and alliances, technology transfer, and strategic autonomy.

4. Recovery and reform in the EU’s most vulnerable regions

Abstract:
Europe’s most vulnerable regions, characterised by persistent low growth and poverty, face a systemic lack of specific EU support. These regions display particularly high levels of vulnerability to the social, economic and territorial impacts of COVID-19, which will affect their recovery trajectories. They risk being left further behind in the EU’s complex pathway towards ‘a green and digital recovery’. The Union’s lack of focus and action for investing in these most vulnerable regions must be addressed. First and foremost, EU institutions and member states should recognise that some territories will struggle much more than others in their recovery trajectories. Ignoring their plight would have potentially far-reaching consequences. The EU’s ‘convergence machine’ could be damaged irreparably, with long-term – and potentially political – consequences. Alison Hunter and Marta Pilati continue their extensive research on the Union’s low-growth, poor regions, calling for the founding of a specific EU initiative to support them as well as further targeting by the existing policy architecture. In particular, they recommend: creating an EU policy space for regions experiencing long-term low growth and poverty, to promote the value and visibility of place-based support; aligning Cohesion Policy and the Recovery and Resilience Facility for improved policy coherence and greater investment impact; and tailoring support for growth-enhancing reforms in the EU’s most vulnerable regions. The EU’s green and digital recovery strategy fails to account for the specific needs of its poor and low-growth regions. Existing disparities and fragmentation challenges across the Union could widen or even become entrenched, casting new doubts on the EU’s ability and commitment to strengthen its convergence agenda and execute a just transition. The fallout could lead to a rise in territorial and political tensions while leaving many vulnerable places behind. Hunter and Pilati outline an agenda for a new EU initiative that champions reform support for these vulnerable territories and improves their prospects for a digital and green recovery.

The EU acknowledges that citizen participation in the European Green Deal is vital to ensure the legitimacy of policies and public buy-in for climate measures. This policy brief examines specific options for public participation in policymaking – stakeholder consultation, citizens’ assemblies and local projects – and discusses the extent to which each is already included in the European Green Deal. Although the most effective public participation takes place at national, regional or local level, it should nonetheless be encouraged or coordinated by the EU. Currently, the mechanisms established by the EU appear to blend different types of public participation; however, a key issue that remains to be addressed is reaching groups that may otherwise be overlooked or fall through the cracks – particularly those with the most to lose in the transition.

When the coronavirus broke out in 2020 the whole world literally came to a pause. The pandemic overshadowed all other major problems and started to shape relations between states. Climate change suddenly disappeared from the international agenda. However, the effects of the global climate crisis are showing faster and more severely than ever before: wildfires in Australia, extreme weather events in Asia, tornado’s in America, a melting Arctic... Secondary effects like climate migration and conflicts have become visible as well. This crisis is more urgent than ever. The COVID-19 crisis has shattered our economies, but lockdown measures taken by almost all governments have had a positive impact on the emission of greenhouse gases. The world took a step forward, even if unintended, towards the goals set in Paris in 2015. COVID-19 has taken away a lot from the world, but it may also have created a momentum to continue this downward trend and make it structural. Even the world’s great powers will have to integrate the green transition in their COVID-19 economy recovery plans in order to not fall off the wagon. But will only a green great power remain a great power?

8. The EU Green Deal and Its Industrial and Political Significance

Abstract:
The European Green Deal, the flagship initiative of the incumbent European Commission, aims to cut greenhouse gas (GHG) emissions to 55% by 2030 (from the current target of cutting 40% of 1990 levels) by overhauling fiscal, trading and regulatory regimes. Brussels is well-placed to deliver the interregional distribution or the minutiae of technical regulations that this challenge calls for. Energy diversification is also central to EU competitiveness and strategic autonomy. But this initiative is not costless: its official impact assessment points to a GDP loss of additional -0.3 to -0.7%, by 2030, relative to the previous level of ambition. The full loss could be up to -2.5%. These costs are also unevenly, and the inability to cushion asymmetrical shocks have nearly torn the Union apart in the past. A carbon-neutral Europe could also make losers out of today’s winners among stakeholders and give the EU a significantly different industrial structure, forcing over-exporting Northern Europe into reforms that are probably overdue. Most importantly, the gap between the financing needed and the financing available is unprecedented. The success of the European Green Deal and a cost-efficient transition hinge on the rapid and effective mobilisation of investments – as the diffusion period for new energy-related technology is 40-50 years. Therefore, a smart climate policy does not just distribute costs and investments between different groups, but also over time: The investments are needed now, if we are to reap their benefits before 2050.

La economía colombiana se proyecta como una de las de mayor crecimiento a nivel regional (entre los años 2000 y 2015 tuvo un crecimiento del 4.26%) (CONPES; DNP, 2018), lo cual ha tenido efectos en el país sobre la disminución de la pobreza, la desigualdad y el desempleo. Sin embargo, esta presenta grandes problemas relacionados con su diversificación, productividad y sostenibilidad, así como con la baja generación de bioproductos, las deficientes capacidades en Ciencia y Tecnología, y el control de los efectos del cambio climático. Este panorama ha expuesto la necesidad de formular diversas políticas y leyes que propicien espacios para promover el desarrollo productivo, la mitigación y la adaptación al cambio climático. Al no haber una política integradora, en el año 2018 se propuso la Política de Crecimiento Verde, cuyo objetivo es impulsar la competitividad y productividad económicas del país, sin dejar de lado la necesidad de garantizar la gestión sostenible de recursos naturales, la igualdad social, la mitigación y adaptación frente al cambio climático, y el manejo adecuado de biotecnología y recursos sólidos, todo esto con un horizonte definido al año 2030. En este documento se presenta una revisión crítica de la política, compuesta por la descripción de sus principales objetivos y motivaciones, un ejercicio de identificación de sus principales limitantes, una discusión sobre su alcance y aplicabilidad y una propuesta de ajuste a sus objetivos y estrategias de comunicación y socialización. Entre los principales puntos críticos que se presentan, están aquellos relacionados con su carácter continuista, que propone la adaptación de los recursos naturales y sociales al servicio de la economía, la falta de cambios estructurales que permitan avanzar hacia una gestión equilibrada de los recursos, la prevalencia contradictoria de la competitividad sobre los objetivos de investigación e innovación y la necesidad de tomar en cuenta los intereses generales por encima de los particulares. Así mismo, se realiza una propuesta orientada a cómo consideran los autores que se deben reestructurar los objetivos de la política y la necesidad de integrar una propuesta de gobierno abierto dirigida a fomentar la socialización y divulgación, la participación social y colaboración ciudadana, y la transparencia y rendición de cuentas.

On September 14, 2021, Sustainable Energy for All (SEforALL) and Columbia University’s Center on Global Energy Policy (CGEP) co-hosted a high-level virtual roundtable on energy for development and climate objectives, the first of a series of discussions focusing on the intersection between these two policy priorities. Among the roundtable participants were senior leaders representing major international organizations, development finance institutions, civil society, philanthropic foundations, academia, youth activists, and energy and finance industries. Convened a week before the United Nations (UN) High-Level Dialogue on Energy—the first in 40 years—the virtual roundtable occurred at a time when the focus of many decision makers around the globe was on accelerating climate change mitigation to fulfill the goals of the Paris Agreement. Amid this sense of urgency to accelerate decarbonization, the roundtable served as a timely reminder of energy’s role in alleviating poverty and promoting growth. With 2.6 billion people (more than a third of the world’s population) lacking access to clean cooking and almost 760 million people (roughly 10 percent of the world’s population) lacking access to electricity, bridging the energy gap by 2030 should remain at the top of the global agenda.[1] Energy access is essential for economic development, especially for the 9.1–9.4 percent of the world that still lives in extreme poverty (defined as living on less than $1.90 per day).[2] Moreover, the role of energy extends beyond basic access: it is critical to generating broad-based economic growth to lift people out of poverty and enable quality healthcare, education, gender equity, food security, and other benefits enjoyed by middle-class populations worldwide. Roundtable participants discussed options to promote energy for development and climate change mitigation, considering matters of policy, finance, and technology. This report summarizes the roundtable discussion and presents participants’ key questions. The discussion occurred on a not-for-attribution basis under the Chatham House rule.

11. On the road to sustainable mobility: How to ensure a just transition?

As the European Commission launches its long-awaited Strategy for sustainable and smart mobility, EU and national efforts to continue the transition to sustainable mobility will ensue. However, the green transition often overshadows and, at times, even comes at the expense of the most affected and vulnerable groups of society. The precarious, the elderly, people with disabilities and rural residents still face unfair conditions and access to mobility. Green alternatives are often scarce and far away, if they exist at all. Sofía López Piqueres and Sara Viitanen highlight the lack of inclusiveness in and the omittance of rural areas from European mobility systems and outline 11 recommendations which would ensure distributional justice, procedural justice and recognition justice. The carrots and sticks that are used to incentivise people to adopt more sustainable mobility options must be carefully studied. Moreover, process matters. Achieving buy-in for the transition requires considering the varying needs of people and placing special focus on vulnerable groups with limited mobility options, who may end up carrying a disproportionate cost of the transition without seeing the immediate benefits. It is time to accelerate the transition towards a climate-neutral economy and society with mobility systems that are both environmentally friendly and socially just.

While this ambition has not yet materialized, the proposed new diplomacy does not emerge in an empty space, as the EU has already started to develop explicit climate and energy diplomacies since 2011 and 2015 respectively. As such, it will be essential for the EGD diplomacy to learn from past successes and missed opportunities of the previous attempts to formulate and implement EU external ambitions in policy areas related to the European Green Deal.

With 25% of worldwide emissions due to road transport, the deployment of electric vehicles (EVs), full battery electric vehicles and plug-in hybrid electric vehicles – presents many promises to mitigate climate change. Despite its rapid growth, the market share of EVs vehicle remains low in Europe. Norway leads the EV market with 10% of total vehicle stock, followed by Iceland (3.3%), the Netherlands (1.9%) and Sweden (1.6%) (IEA, 2019). This Policy Brief presents the results of a survey among European clean tech investors examining which policy instruments and design can best mobilize private investments to advance e-mobility technologies.

Abstract:
Mobilizing private investments for the renewable energy transition requires credible policy support over the long-term. This Policy Brief discusses how Romania’s abrupt policy changes and inconsistent policy signals over the last decade have deterred private investments in the renewable energy sector. The example of Romania provides key policy lessons for other countries engaged in the energy transition. Romania has one of the highest renewable energy potentials in Europe (up to 71 GW), which is approximately six times higher than the country’s current renewable deployment (IRENA 2017). As shown in Figure 1, wind and solar PV energy experienced a significant boom between 2009 and 2013 followed by a more or less complete stagnation since 2014.

17. Carbon Pricing for Inclusive Prosperity: The Role of Public Support

Abstract:
It is common knowledge among economists that the most efficient instrument to mitigate climate change is a price on carbon. However, current carbon prices around the world are too low to reach global climate targets. This essay assesses the difficulties in designing successful carbon pricing reforms. It discusses how to overcome these difficulties by combining traditional public economics lessons with findings from behavioral and political science. We stress insights from public finance about the “second-best” nature of pricing carbon reforms. Further, we highlight how framing a carbon tax reform around tangible benefits can enhance political support. Finally, we explain how certain countries were successful at introducing high carbon prices and what can be learned from these cases for making progress with climate change mitigation.

This is the second Clingendael Policy Brief on climate policy development in the Netherlands. The first 'Are the Dutch going Green' was published in January 2019 and dealt with the political context and policy proposals made between autumn 2017 and the end of 2018. This policy brief focuses on the most recent developments until mid-September 2019. During this period the Dutch Parliament adopted a Climate Bill, provincial elections were won by a climate-sceptical party, and political agreement was reached on a comprehensive package of climate policies: the national Climate Agreement. This agreement, referred to as the ‘biggest refurbishment of the Netherlands since the Second World War’, was pre-cooked in an extensive negotiating process between government and civil society. The policies target especially the industrial, energy, transportation, housing and agriculture sectors. A key element of the societal debate focused on the costs of climate policies and how they should be allocated. In order to hammer out a political deal, the Dutch government had to change key assumptions of its constituting coalition agreement of 2017, and adjust some of the proposals developed by civil society, notably those favoured by industry. A lesson learned from the Dutch case is that setting ambitions may be relatively easy, but translating them into effective climate action is a tougher job, particularly when political decisions have to be taken on who will pay for what.
