Abstract:
This study firstly aims to classify the environmental protection and climate change (EPCC) goals stated in the 2022 performance programs of the 14 metropolitan municipalities (MM) with the highest expenditures in Turkey and their affiliated institutions (AF) (water and sewerage departments and transportation administrations) according to mitigation, adaptation, waste, and other environmental goals and to examine the budget allocated to these targets. The study, also, evaluates the pros and cons of the budgets allocated by the 14 metropolitan municipalities to mitigation, adaptation, waste, and other goals and develops concrete policy recommendations for areas in which budgets should be increased/decreased.

Abstract:
Russia’s war on Ukraine has weakened European governments’ commitment to EU climate goals. European leaders should intensify their efforts to build clean, sustainable energy security in practice – not just in theory. They should also address the climate challenge as a matter of EU – rather than national – energy sovereignty. Europeans will be locked into longer-term carbon dependency and unable to benefit from economies of scale if they only operate nationally. Strong thought leadership will be needed to achieve this change of mindset. France has an opportunity to build bridges between groups of member states, working alongside the upcoming presidencies of the EU. Denmark, Italy, Spain, the Netherlands, Portugal, and Austria are all willing partners in this, as they are already cooperating to implement the European Green Deal.

3. Early warning: How Iraq can adapt to climate change

Abstract:
Iraq is at high risk of suffering the worst effects of the climate crisis, including soaring temperatures and acute water scarcity. As land suitable for farming shrinks and rural jobs disappear, ordinary Iraqis are moving to cities in search of work. This increases pressure on services, pushes up food prices, and exacerbates social tensions, leading to protests and even violence. Iraq’s weak internal governance prevents it from improving water management, managing inter-provincial and inter-tribal conflict, and attracting investment and expertise to create new green-economy jobs and adapt to the changing climate. Public awareness of climate risks is growing, but too few political leaders prioritise the issue. Iraq has long struggled to reach agreement on water issues with upstream states Turkey and Iran, which are building dams that affect supply to Iraq; they also believe that Iraq manages water badly. Similar issues complicate relations between Baghdad and the Kurdistan region. Iraqis and Europeans should work together to improve Iraq’s poor governance and consider measures such as establishing an ‘early warning’ system about potential conflict arising from climate effects.

Abstract:
Russia’s war on Ukraine has reshaped European energy markets and lent new urgency to the EU’s decarbonisation plans, altering the incentives of the bloc’s energy partners. Surging demand for Algeria’s oil and gas exports has temporarily undercut pressure for domestic reform, including in the energy sector. But growing local energy consumption and European plans to reduce fossil fuel imports in favour of renewables threaten Algeria’s rentier system. The country’s leaders have taken only minimal steps to build renewable energy capacity and remain fixated on raising hydrocarbon investment. While Algeria has little spare capacity to increase its hydrocarbon exports in the short term, it holds far more promise for Europe as a long-term partner in renewable energy. Europe’s ambitious climate goals, deep pockets, and technical expertise make it well placed to help Algeria kick-start a robust energy transition – if the country chooses to go along. At a high-level energy dialogue this month, EU and Algerian officials will convene for the first of many discussions to reshape the future of their energy partnership.

The process of de-escalation between Iran and Gulf Arab states is fragile and could collapse if efforts to revive the Iran nuclear deal fail. A platform for dialogue on climate and environmental security may be one of the few politically feasible ways to strengthen and sustain diplomatic channels between Iran and Gulf monarchies. The Middle East is very exposed to climate change and faces challenges including water scarcity, air pollution and sandstorms, rising temperatures, and extreme weather events. Europeans should proactively support a regional platform to address climate issues as a means of advancing their interests in de-escalation, asserting their influence in an increasingly multipolar region, and fulfilling climate and environmental security commitments. European initiatives should highlight the merits of regional cooperation, focusing on diplomacy, joint scientific research, capacity building, and strategic investment.

Abstract:
Ahead of COP27, multilateral climate negotiations are stalling due to geopolitical tensions, distrust between the global south and high-income countries, and concerns about energy supplies. It is necessary to move faster in implementing emissions-reduction measures, but the need for consensus in the global climate process makes this difficult. At the same time, drivers of action on climate change are evolving, with countries now competing for economic advantage in new green technologies. The EU and its partners are right to combine negotiations under the UN climate convention with initiatives that bring together like-minded and ambitious countries to accelerate industrial transformation. To be effective and legitimate, these efforts should remain rooted in the multilateral system and incorporate substantial climate funding for emerging markets and lower-income countries. EU institutions and member states should also work to strengthen the capacity of multilateral institutions to support efforts on climate change.

In developing countries, the effects of climate change interact with factors such as underdevelopment, high dependence on natural resource-based livelihoods, inequality, weak state institutions and marginalization to increase the risk of insecurity and violent conflict. Along with sustainable development and climate change mitigation, climate change adaptation is another key entry point for addressing climate-related security risks. However, key social factors that could positively influence adaptation outcomes and ultimately mitigate climate-related security risks are often overlooked. This SIPRI Policy Brief offers insights into the importance of social capital for facilitating climate change adaptation and preventing and resolving natural resource-related communal conflict in developing countries. The policy brief recommends: (a) improving trust between communities and governments through collaborative processes for knowledge exchange, setting priorities and determining appropriate climate change adaptation practices; and (b) increasing knowledge of climate change among traditional and local leaders to strengthen local conflict resolution mechanisms.

From fighting climate change to limiting dependencies on systemic rivals – radically shifting towards a green economy has become a strategic imperative to secure European autonomy, prosperity, and security. The catch: the EU’s dependence on minerals and metals at the heart of green technologies foreshadows looming geoeconomic and geopolitical crises. In the long-term, recycling and technological advances will scale and become key measures for decreasing supply vulnerabilities. But preventing a looming crisis also requires a bold foreign policy agenda to boost global mineral capacities, ease bottlenecks, and ensure sustainability standards. The Global Gateway can offer an important blueprint for strategic upgrading of hard and soft infrastructure along the green mineral supply chain and, especially in tandem with American partners, can be a real gamechanger to shift towards green economies.

9. Transparency in multilateral climate governance: Ranking countries by the Climate Transparency Adherence Index

Reporting and review arrangements are often portrayed as vital for keeping countries informed about each other’s climate intentions and actions. They are set in order to enhance accountability and mutual trust, ultimately securing more ambitious climate actions. This Briefing Paper provides an updated analysis of state engagement with the recent reporting requirements under the United Nations Framework Convention on Climate Change (UNFCCC). The analysis shows that the performance of countries continues to vary greatly. The full data of the research is available to be requested from the authors. Understanding current trends of engagement with reporting is crucial for informing the effective implementation of the Paris Agreement. Indeed, the Agreement calls for an “Enhanced Transparency Framework” to be implemented by 2024. This represents a major ramping up of transparency obligations, especially for developing countries. Significant challenges lie ahead in the implementation of ever more stringent transparency requirements. Political reluctance to report on national climate actions (or lack thereof) to multilateral institutions such as the UNFCCC is a likely obstacle to the functioning of the new transparency framework. Technical obstacles may also limit the disclosure of information.

One implication of the war in Ukraine is that collective solutions to climate security will be ever more difficult to forge. Earlier hopes for cooperation were focused on the ‘securitization’ of climate change – that is, presenting it as an issue for security policy. The expectation was that the security implications of climate change would be recognized as a shared threat and dealt with through multilateral cooperation under UN leadership. The securitization of climate change took place at the same time as a decline in liberalism and multilateralism in international politics. The rise of conflictual and disintegrative tendencies in international relations creates a dangerous geopolitical context for climate change. Climate security is part of great-power politics. Recognizing this requires a deep rethinking of how cooperation can be achieved if this issue cannot be decoupled from geopolitical gridlocks. Climate and environment issues should be ‘re-securitized’, for example, by further embedding them into the few existing multilateral regimes, such as the Paris Agreement and the UN Convention on Biodiversity.

Abstract:
This study focuses on Korea’s Green New Deal policy and global response measures to climate change that affect international trade. A trade policy perspective and approach have been applied while reviewing the carbon-neutral policy pursued by the Green New Deal. We attempted through an empirical analysis to determine whether the expansion of openness helps reduce carbon emissions and simulate the impact of a carbon-neutral policy, such as the EU's carbon border adjustment, on the global economy under global production networks. In addition, the amount of financial support from Korea's Green New Deal needed to offset the negative economic effects of other countries’ independent carbon-neutral policies was derived. This study finally suggests that the effect of the Green New Deal can be expanded through the restoration of openness and global cooperation.

The climate and geopolitical crises call for speeding up the implementation of the European Green Deal around two main pillars: reducing energy consumption and investing in low-carbon alternatives. The swift and massive deployment of renewable energies (REN) is a major industrial challenge for the European electricity system. • Scaling up renewable energy (REN) is paramount for climate protection and energy security, but it is also a major industrial challenge for the European Union (EU). The REPowerEU plan requires multiplying the installed capacity for solar photovoltaic (PV) power by a factor of 3 and raising wind capacity by a factor of 2.5 in less than 8 years from now. • To achieve such ambitious targets, permit-granting and administrative processes need to be streamlined, while greater consistency between environmental and climate legislation is required for both REN and related infrastructure. • The precondition for massive REN deployment is an efficient and flexible energy system. The latter needs to be enforced throughout the Fit for 55 Package, and through European and national energy “system” development plans. • The EU’s REN ambitions – those related to offshore wind in particular – are disruptive in terms of technology needs, investments, as well as governance. Interim steps as well as regional and national strategies must be developed accordingly.

13. Two Shades of Blue: Europe and the Pacific Islands, Strategic Partners in the Indo-Pacific Era

In recent years, France and the European Union (EU) have published their respective Indo-Pacific strategies and a Ministerial Forum was held in Paris on February 22, 2022, bringing together over 60 foreign affairs ministers from European and Pacific Island countries. France and the EU are re-engaging in this strategic region, which is an economic and political center of gravity whose stability is threatened by transnational risks (climate change, epidemics, pressure on natural resources) and by inter-state tensions exacerbated by US-China rivalry. However, the area spanning the 22 member countries and territories of the Pacific Community (SPC) has received less attention and can even be described as a blind spot in these Indo-Pacific discussions. Yet, although they have a population of only 13 million, these Pacific Island states and territories have a combined Exclusive Economic Zone (EEZ) of almost 40 million square kilometers (km2) and are strategically located close to East Asia. These territories and their natural resources have attracted and still attract keen interest and sometimes very violent competition between powers. Today, the Pacific Islands are on the front line of the global existential challenges of climate change, biodiversity protection and sustainable development, but also geostrategic rivalries. Due to the geographical distance and Europe's still limited knowledge of this region, political, economic and media interest is often lacking. For this reason, Ifri and the Pacific Community (SPC) have decided to organize a research program on the strategic importance of the Pacific Islands. This Briefing is based on discussions that took place at the program’s opening conference on March 10, 2022; contributions from panelists will therefore be highlighted. This report provides an overview of current regional issues in the Pacific Islands and argues for greater European engagement in the region. This rapprochement is justified firstly because European and Pacific Island countries share similar values and face similar challenges, and secondly because new European interest and facilities make Europe a partner of choice to support sustainable development in the Pacific Islands. Since this engagement will come with various challenges, recommendations for European decision-makers are outlined in the conclusions.

14. Climate-Resilient Migrant-Friendly Towns: A Conceptual Framework

For the last few years, ever increasing climate change impacts resulting from the new normal of extreme events are becoming a rude fact of life around the world. The findings of the Working Group-1 of the Intergovernmental Panel on Climate Change (IPCC) published in August 2021 again provides mortal warnings about the impending climate crisis. The impacts are particularly stark in South Asia, the most populous region on Earth. Within South Asia, Bangladesh stands as the most vulnerable: 4.1 million people were displaced due to climate disasters in 2019 (2.5% of the population), with 13.3 million people likely to face displacement by climate change by 2050, and 18% of its coastland will remain inundated by 2080 (Rigaud, et al. 2018). The Paris Agreement goal of keeping the temperature rise at 1.5°C or well below 2°C compared to pre-industrial times cannot be achieved, given the lack of ambitious mitigation, when we already live with 1.1°C higher temperature. As a result, the number of people estimated to be displaced by slow-onset events will stand at ~22.5 million by 2030 and ~34.4 million by 2050 in South Asia including Bangladesh (Singh, et. al. 2020). Where will all these people go? A land area of 147,570 km2 is inhabited by 165 million people. So, Bangladesh has no space to retreat. Estimates show that about half a million people displaced by river-bank erosion move to Dhaka city alone, crowding the slums and mounting pressure on limited city services. In such a situation, one option to address displacements in a world of increasing urbanization including in Bangladesh could be the transformation of smaller towns to be climate resilient and migrant-friendly (CRMFT). This option appears practicable for populous countries like Bangladesh, having little or no space for retreat from vulnerable hotspots. In this context, several queries can be raised: What is the rationale of the model of CRMFT? What does make a town climate resilient and migrant-friendly? What are its elements and dimensions? While responding to these queries, this policy brief attempts to design a framework for CRMFT, though it may differ across physical and socio-economic boundaries.

Abstract:
In March and April 2017 Bangladesh experienced drastic floods which affected 220,000 ha of nearly ready to be harvested summer paddy crop and resulted in almost a 30% year on year increase in paddy prices. An attribution study of those pre-monsoon extreme rainfall events in Bangladesh concluded that anthropogenic climate change doubled the likelihood of the extreme rainfall events resulting in such floods. Forecast-based financing, which automatically triggers funds when threshold forecasts are reached for an extreme event, used in Bangladesh prior to a 2017 flood event, allowed low-income, flood-prone communities to access better quality food in the short term without accruing debt.

16. The Rising National Security Threats from Climate Change in the Mediterranean Region

Climate change hazards, from rising sea levels to forest fires, are set to asymmetrically impact the Mediterranean’s coastal ecosystems. In addition to increased natural disasters, climate change also will exacerbate the region’s economic vulnerabilities stemming from resource scarcity, heat stress, and impacts on tourism. With increased stress on populations in the region, climate pressures have the potential to indirectly exacerbate violent conflict. The potential for future threats from climate change necessitates that nations consider not only national climate plans, but strategies to mitigate global pressures on supply chains, food systems, and economic interdependencies to manage cross-border risks. The United Nations Environment Programme’s Mediterranean Action Plan serves as a starting point by assessing these risks. Building on it, the European Union can direct development assistance towards strengthening countries’ abilities to adapt, further strengthened by transatlantic cooperation. In anticipation of the security ramifications of climate change, NATO should set climate adaptation as a priority. The transition to renewable energy will result in both economic and geopolitical benefits through the creation of jobs and development of advanced technologies. Tourism, which makes up a fifth of Greece’s GDP, is likely to be adversely impacted by higher temperatures and natural disasters. This could generate additional risk for Greece’s financial credibility. The EU should consider this as a threat to the institution as a whole, with Greece and Cyprus the member states most vulnerable to climate change. Fortunately, Greece has a solid foundation from which to build up its climate resiliency, as strategies to this end are part of the Greece 2.0 plan and the country is already one of the top producers of wind and solar energy globally. The Mediterranean should not be making these efforts alone as economic and geopolitical stressors cause cross-border instability, a strong motivator for the region and partners to deliberately address climate adaptation in tandem.

Small-scale farmers in Iraq are among the most affected groups in Iraq by climate change and water scarcity. With the reduction of rainfall and soaring temperature, agricultural production is dropping, and farmers’ ability to cope is hindered. Affected farmers are exhausted and feel that they are left alone in the face of crisis. Many farmers are leaving their lands and looking for better opportunities away from their land and the urban areas. Duty bearers need to mobilize resources and political well to support farmers and the agricultural sector through a national strategy with clear vision on the current needs and comprehensive forecast of the impacts of climate change. While agriculture is at the heart of Iraq’s past and present, its position in the country’s future is at risk.

Three quarters of the European Union’s greenhouse gas emissions stem from burning coal, oil and natural gas to produce energy services, including heating for buildings, transportation and operation of machinery. The transition to climate neutrality means these services must be provided without associated emissions. It is not possible today to determine tomorrow’s optimal clean energy system, largely because the cost, limitations and capability developments of competing technologies cannot be predicted. Energy systems with widely diverging shares of ‘green fuels’, in the form of electricity, hydrogen and synthetic hydrocarbons, remain conceivable. We find the overall cost of these systems to be of the same order of magnitude, but they involve larger investments at different stages of value chains. A large share of synthetic hydrocarbons would require more investment outside the EU, but less in domestic infrastructure and demand-side appliances, while electrification requires large investment in domestic infrastructure and appliances. Current projections show an overall cost advantage for direct electrification, but projections will evolve and critical players may push hard for alternative fuels. Policy will thus play a major role in shaping this balance. Political decisions should, first, push out carbon-emitting technology, primarily through carbon pricing. The more credible and predictable this strategy is over the coming decades, the smoother will be both divestment from brown technologies and investment in green technologies. Second, policy needs to help ensure that enough climate-neutral alternatives are available in time. Clear public support should be given to three system decisions about which we are sufficiently confident: the massive roll-out of renewable electricity generation; the electrification of significant shares of final energy consumption; and rapid phase-out of coal from electricity generation. For energy services where no dominant system has yet emerged, policy should forcefully explore different solutions by supporting technological and regulatory experimentation. Given the size and urgency of the transition, the current knowledge infrastructure in Europe is insufficient. Data on the current and projected state of the energy system remains inconsistent, either published in different places or not at all. This impedes the societal discussion. The transition to climate neutrality in Europe and elsewhere will be unnecessarily expensive without a knowledge infrastructure that allows society to learn which technologies, systems, and polices work best under which circumstances.

Achieving the European Union’s climate goals and decoupling from Russian energy will require a massive increase in green public spending, which will be difficult when EU fiscal rules requiring fiscal consolidation are reinstated. The two major proposals to address the conflicting goals of fiscal consolidation and increased green public investment needs are a possible new European climate investment fund and a green golden rule. The latter would exclude any increase in net green public investment from the fiscal indicators used to measure compliance with fiscal rules, for countries with sound public finances. An EU climate fund and a well-designed green golden rule would be equivalent in terms of project selection, implementation and control procedures. If the climate fund does not involve redistribution across member states, then the treatment of related spending and consequent borrowing in national fiscal indicators and in the EU’s fiscal framework would be the same. New regulations would be needed to set up both the climate fund and the green golden rule. Special legislation would be needed to exempt the subsequent climate expenditures from EU fiscal rules in both cases. A climate fund financed by EU borrowing with redistributive effects across countries would likely result in the exclusion of the fund’s activities from national fiscal indicators and EU fiscal rules without any legislative changes. There are question marks about the desirability and political feasibility of redistribution across the EU for climate purposes. An EU climate fund, irrespective of whether or not it involves redistribution, would mainly benefit southern and eastern EU countries. An instrument is needed to foster green public investment in western and northern EU countries as well. The green golden rule would be such an instrument. While there are some pragmatic options to mimic a green golden rule in the current EU fiscal framework, such as amending the so-called ‘investment clause’ and adjusting the medium-term objective for the structural balance, ultimately, elements of the 2011 Six-Pack legislation and the 2012 Treaty on Stability, Coordination and Governance should be revised to include a green golden rules.

The glaciers have been melting since the end of the last ice age 11,700 years ago, but the melting has not worsened recently. Satellite studies suggest that the vast majority of glaciers in the Himalayas are stable, a minority are shrinking, and a few are advancing. The retreat of the Gangotri Glacier, the source of the Ganges River, has decelerated in recent decades to 10 meters (33 feet) per year, at which rate it will last 3,000 years.

Climate change is among the most intensely debated socioeconomic issues of current times. As a response to potential catastrophic risks from climate change, governments around the world are pushing for various regulations to curb greenhouse gas emissions. However, there is far from a consensus on optimal policy approaches, and as a result, climate policies are highly fragmented across the jurisdictions in which they are designed and implemented. More importantly, it is unknown whether such localized yet uncoordinated policies are able to internalize potential externalities that may impede efforts to address climate change as a global phenomenon or simply distort allocations in the economy. For example, at the beginning of 2013, California became the first and only state to put a comprehensive mandatory carbon regulation in place in the form of a cap‐​and‐​trade system that applies universally to all industrial greenhouse gas emissions. Exploiting the introduction of the California cap‐​and‐​trade rule, we investigate the internal resource‐​allocation responses by firms and the real but unintended spillover effects of localized climate policies that arise from the importance of financial constraints. Our study analyzes the interplay between climate policy and firm behavior, and it informs policymakers regarding the effectiveness of climate regulation.

Key Points: • Guangdong currently has two pilot carbon-emissions-trading markets (in Shenzhen — and in Guangzhou, for the remainder of Guangdong Province). The Guangdong—Hong Kong—Macao Greater Bay Area (GBA) carbon market will be established in the near future. Therefore, Guangdong Province has regional advantages in innovation in the low-carbon field. • In September 2020, China announced its intention to peak carbon emissions by 2030 and achieve carbon neutrality by 2060. To meet its responsibilities under the “30.60” target, GBA needs to choose a less costly and more efficient way to reduce emissions, build resilience to climate impacts, and promote green economic recovery from the COVID-19 pandemic. • In terms of accounting methods, life-cycle accounting from production and consumption perspectives should be the methodological basis for cities, parks, and enterprises to participate in carbon trading. • Trading activity in China’s carbon markets needs to be increased. In the future, carbon markets can gradually be opened to small and medium-sized enterprises and individuals, and cross-border trade can also be included in carbon trading mechanisms, with proper risk management. • At present, carbon quotas in local pilots and the national market are allocated freely. In the future, a reasonable mix of auctioned allocation and free allocation can be considered to establish a transparent, fair, and dynamic carbon-quota-allocation mechanism. • After starting with the electricity industry, the national carbon market will continue to include other key high-carbon industries; China should seek balanced development between local pilots and the national carbon market to improve the efficiency of emission reduction.

Disasters and emergencies have never respected borders, and current climate and development trends are only generating greater challenges for emergency management across North America. Natural disasters are evolving: wildfires are growing in frequency and intensity, advancing across borders, destroying forests, homes, and croplands; hurricanes increase in strength and travel trajectory, reaching farther north and leaving greater destruction in their wake; lengthy droughts persist, which fuel greater fire danger and present an urgent water problem for municipalities and agriculture; and environmental migration is a growing reality. Simultaneously, population growth increases demand for housing, services, food, mobility, and more. Additionally, the next pandemic and human-made disasters, whether terrorist in origin or stemming from the cross-border movement of dangerous substances, must remain a planning and response priority. The rapidly intensifying effects of climate change, the increased globalization and potential spread of infectious disease outbreaks, and the rise in both the threat and impact of disruption to technology or infrastructure pose an expanded risk across North America. As the risk profile evolves, so does the need for improved coordination among the United States, Mexico, and Canada. Although the need for collaboration is clear, the distinct federal systems that operate in each country and their politics complicate intergovernmental collaboration, as do the different roles that national, regional, and private corporations can and should play across all of these separate jurisdictions. Each lever of power, governmental or private sector, provides a unique set of capabilities, yet none can address these urgent issues alone. To meet these challenges, North America must progress beyond the historic approach to cross- border emergency management, which has consisted primarily of sharing information, to a more systemic and operational cooperation. Establishing a North American approach is a key component to more comprehensive and effective emergency management structured to meet current and emerging threats. This paper briefly examines the history of emergency response coordination among the United States, Mexico, and Canada, highlighting some of the major bilateral, regional and non-governmental agreements. It analyzes the challenges in emergency response and the resulting shortfalls of existing agreements, as well as considering lessons from COVID-19 pandemic. These historic and current deficiencies support the creation of a more robust tri-lateral agreement to deal with the pressing nature of evolving emergency response threats in the future. The paper concludes with recommendations on how to adapt the current emergency response systems to function as a North American Emergency Response Compact.

Oil, gas, and mining projects can be profoundly disruptive to lives and livelihoods and damaging to air, water, soil, and vegetation. Evidence of this abounds across the world, from the Niger Delta and the Gulf of Mexico to Brumadinho, Brazil, and Porgera, Papua New Guinea. Understanding and addressing the social and environmental repercussions of EI development projects is crucial for avoiding or effectively managing such negative outcomes and fostering sustainable development. To date, environmental impact assessment (EIA) processes have been the cornerstone of efforts to identify and address social and environmental impacts of proposed development projects, including extractive industry projects and associated infrastructure. In practice, however, crucial aspects of these processes — the production of EIAs, consultations around the findings and implications of reports, and the actual use of the content of reports to inform key project decisions — are at times considerably distorted by power and incentive dynamics rooted in the political economy of a given context. The result is too often watered-down “box-ticking” exercises in which the impact of the EIA process on actual social and environmental protection can be greatly reduced. Technocratic approaches that emphasize best practices and capacity will not improve the performance of EIA processes on their own. Politically savvy approaches are needed to address the political challenges associated with EIAs, as even the most technically sound and capacitated EIA processes can be derailed by political factors. This brief is based on a longer chapter on the topic produced for a United Nations Environment Programme (UNEP) publication on development corridors.1 It aims to present the gaps between various aspects of the theory and practice of EIAs, explore some of the ways in which political factors may be contributing to these gaps, and suggest how future work on social and environmental protection and management might better account for political context in hopes of achieving greater impact.

Addressing America’s severe infrastructure needs—finally—must be at the top of the nation’s agenda. Improving infrastructure is one of the few issues that enjoys strong bipartisan support among the American public. Eighty percent of Americans support rebuilding our nation’s infrastructure—more than almost any other top issue facing the nation—and roughly two-thirds of Americans rate their own local roads as in fair or poor condition.1 A similar proportion say that the country is not doing enough to meet infrastructure needs.2 Modern, effective infrastructure is essential for virtually all US commerce and, therefore, for growth and prosperity that is widely shared among all Americans. Transportation and other forms of infrastructure must remake themselves to remain productive as the economy changes around them. But the devastating impact of the COVID-19 pandemic on the US economy makes improving our infrastructure, keeping America competitive, and getting Americans back to work that much more urgent. The pandemic has forced an accelerated integration of technology into the work, school and personal lives of many Americans. But that has revealed inequities in access to reliable, high-speed internet. This experience is one more example of how our nation’s deficient infrastructure slows our economic growth generally. Around 24 million US households lack access to reliable, affordable, high-speed internet. If not addressed, weak infrastructure can deprive many Americans of equal access to opportunity. And at the same time, climate change threatens the foundations of our economy.

The EU steps up its efforts to curb its territorial CO2-emissions. It is planning to introduce a carbon border adjustment mechanism (CBAM) to level the playing field and to raise own resources. The authors point out that unilateral European climate policy action, whether shored up with a CBAM or not, can only play a limited role in reducing global CO2-emissions. A EU-CBAM cannot stop indirect leakage, it has ambiguous effects on other countries’ mitigation efforts, and it poses the risk of conflicts with trade partners. They propose that the EU, together with the US and other like-minded countries, should push hard to establish a climate club with a common minimum price of CO2 and a common CBAM applied to third countries. Such a framework would incentivize other countries to join while limiting leakage and reducing the risk of trade policy disputes.

In the span of two decades, in its relations with Russia the EU has moved from ambitious endeavours to build Common Spaces and foster the Partnership for Modernisation to a more minimalist and defensive approach, epitomised by the dictum ‘to push back, to contain and to engage’ (1). There is no shortage of ideas on how to operationalise the first two aspects of this strategy, but the third one is more problematic. As global warming and the need for comprehensive decarbonisation efforts have risen to the top of the EU’s agenda, fighting climate change has re-emerged as one of the prospective areas for positive selective interaction with Russia. Global warming knows no borders and requires transnational solutions, thus for its own sake if nothing else Russia should be interested in expanding such cooperation too. Russia’s role in international climate policy is central. Russia is the fourth largest emitter of carbon dioxide and has vast potential for developing renewable energy. However, its fossil fuel-based economy and the legitimacy it creates for the Kremlin make climate action inherently difficult. Thanks to the growing politicization of environmental issues, the relevance of climate change may increase in the Russian public debate. The effects of climate change, such as melting permafrost and the Siberian forest fires, could catalyze this process. Climate-sceptical populism may sometimes feature in the rhetoric of the political elite, but its proliferation in society is unlikely. Most Russians are concerned about climate change, even if less so than Western Europeans. However, Russia’s decision-making on climate policy is highly centralized, with little or no input from civil society actors. The energy transition in Europe can eventually deprive Russia of its main market for fossil fuel exports, but it also creates new prospects for cooperation in green energy development.

Africa is an enormous continent composed of several regions and 54 states, populated with more than 1.3 bil- lion people. Tere are more than 1,500 languages and diverse cultures. Both low-income and high-income countries and disparate levels of development are found on the continent. There is both concern and hope in the air regard- ing the trajectory that Africa’s development will take. Dwelling solely on negative news about confict, polit- ical turmoil, hunger and refugees is not constructive. Neither is seeing Africa through ‘rose-tinted glasses’ as a continent full of promise for trade and investment prospects. Rather, a balanced and realistic vision that looks over the horizon into the future is required. Talking about the diverse and vast continent as a whole is fraught with potential accusations of sweeping generalizations and even arrogance. Nonetheless, this is exactly what the business of forecasting is all about. To put it another way, predicting the future is essentially about painting the canvas with broad strokes and seeing the big picture. It is then up to area studies, sociology, anthropology, political science and similar disciplines to dwell on the more nuanced and detailed case studies. While investors continue to carry a big stick, European and US political leadership should consider what carrots they can offer Brasília. Brussels and Washington have changed course rapidly from an approach that emphasised closer ties with Brasília to one of dissatisfaction and distancing. This is both a cause and an effect of Brazil’s international standing diminishing both in terms of economy and country brand. In recent years, Brazil has simultaneously tried to raze more rainforest and build North Atlantic trading relations; the two cannot be done at the same time. A politics of rapprochement with Brazil requires much closer coordination between Europe and the United States than the parties are accustomed to; a commitment to a climate-sensitive globalisation is necessary from Brasília.

Gulf monarchies believe hydrocarbons will continue to be a fundamental – albeit shrinking – source of revenues for decades. But, as shown by Saudi Arabia’s net-zero pledge, they now see economic and political opportunities in embracing the green energy transition. If the EU is to achieve its climate and geopolitical goals, it will need to substantially increase its engagement with Gulf states on the European Green Deal. Electricity interconnection and green hydrogen are the two most promising fields of clean energy cooperation between the sides. Europeans should not cave to international pressure to lower their ambitions on carbon taxation, including the carbon border adjustment mechanism, as this remains a powerful incentive for hydrocarbons producers to make the transition to cleaner energy.

The global transition away from carbon will fundamentally alter the EU’s dependencies on energy, raw materials, and new technologies. The bloc needs to manage these dependencies while maintaining the fragile consensus between member states on the European Green Deal and fulfilling its ambitions for global climate leadership. The EU should help deliver a green grand bargain by making use of all its sources of economic, multilateral, and soft power. This could help win support for the agreement from member states that are concerned about the economic and social effects of the green transition.

The bloc also needs to develop a form of European climate leadership that complements but is distinct from Washington’s re-engagement with the green agenda. North African countries such as Morocco and Tunisia can help Europe meet its carbon emissions targets and strengthen its position in the face of fierce competition from China for economic and political influence. By encouraging European investment in renewable energy, the European Green Deal can increase local workforce opportunities, promote development, and stabilise migration, enhancing stability in the region. The EU should promote green hydrogen projects in Morocco and Tunisia. These would contribute to its climate neutrality goals and develop both European industrial leadership and local economies. The EU should also promote new electrical interconnections across the Mediterranean, to foster an integrated electricity market. Morocco and Tunisia should become official “Green Partners” of the EU. The European Green Deal will have profound geopolitical repercussions, some of which are likely to have an adverse impact on the European Union’s partners. The EU should prepare to manage these repercussions in its relationships with important countries in its neighbourhood such as Russia and Algeria, and with global players such as the United States, China, and Saudi Arabia. The bloc should engage with oil- and gas-exporting countries to foster their economic diversification, including into renewable energy and green hydrogen that could be exported to Europe. The EU should improve the supply security of critical raw materials and limit its dependence on other countries – primarily on China – for these materials. It should work with the US and other partners to establish a ‘climate club’ whose members would apply similar carbon border adjustment measures. The EU should become a global standard-setter for the energy transition, particularly in hydrogen and green bonds. It should internationalise the European Green Deal by mobilising the EU budget, the EU recovery fund, and EU development policy. The EU should promote global coalitions for climate change mitigation, such as one to protect the permafrost. The bloc should promote a global platform on the new economics of climate action, to share lessons learned and best practice.

Climate change is the defining global challenge of the twenty-first century. It constitutes a direct threat to the safety and prosperity of Americans. U.S. President Joe Biden has committed to reorienting U.S. foreign policy to meet the climate challenge. This report provides an early assessment of the Biden administration’s international climate diplomacy against these goals in the first 100 days, recognizing that others have focused on domestic policy, and that climate change must be at the top of the U.S. foreign-policy agenda. It builds on a previous report by the Brown University Climate Solutions Lab, issued on October 8, 2020, that identified and recommended ten executive climate actions, which are central to advancing U.S. foreign-policy objectives. Of the 9 internationally-oriented climate pledges evaluated, made by the Biden campaign during the 2020 presidential election, the report finds that the Biden team has already delivered effectively on 4 of them, made some progress on 2, and taken baby steps or made no real progress on 3. These will require further attention and resources in the coming months.

Following Mali’s coup d’état of 18 August 2020, the transitional government is yet to present a roadmap for peace in central Mali outlining a new strategy for dialogue with armed non-state actors. To support this process, it is important that Mali’s international donors identify already-existing local peace agreements and support local-level dialogue with all parties to conflicts. Recommendations: Immediate de-escalation of conflicts is needed through disarmament of militias and rebuilding of trust between local communities and Mali’s armed forces, with a strong focus on protecting civilians. Mali needs a national, comprehensive strategy for how to include jihadists and local militias in dialogue, reconciliation and dispute resolution. International donors need to identify already-existing local peace agreements and support local-level dialogue between all parties to conflicts. Long-term solutions regulating equal access to natural resources for different population groups are key.

As the projected REE mines in southern Greenland inch closer to realization, Denmark and its EU partners remain sidelined from future supply chains for raw materials. Significant long-term strategic state or supra-state support is required to challenge Chinese dominance of the REE sector and reduce the vulnerability of European and American energy supplies. Renewable energy is key to combatting climate change, but it is critical to ensure a just energy transition that benefits all. Denmark’s development cooperation supports the growth of large-scale renewable energy schemes in several countries, but what is good for recipient governments and Danish exports is not automatically good for the poor. In recent years large-scale wind- and solar schemes in developing countries have increasingly met with local resistance from communities who do not feel they benefit from such projects. How can Denmark help ensure that renewable energy projects contribute to community development in the areas where projects are situated? This policy brief provides lessons learnt and associated recommendations from one particular attempt to address this issue, namely South Africa’s efforts to incorporate community development as a criteria in the auction schemes through which renewable energy is procured. This policy is implemented through the nationwide REIPPP programme, which is among the few of its kind globally. While South Africa’s REIPPPP is not perfect and still developing, the programme does exemplify the basic principle that governments can build requirements for privately owned wind- and solar projects into procurement schemes. Requirements to finance community development, support Community Trusts, and allocate shares to communities are thus examples of approaches that could be developed and adapted elsewhere. In addition, the South African programme includes scoring and - performance criteria in the tendering and monitoring process that align with South Africa’s Black Economic Empowerment policy. The South African experience also, however, illustrates how public, private and community interests may differ in terms of what community development is and how it should be supported. This highlights the importance of developing democratic and inclusive structures for debating and decision-making on the use and allocation of benefits from large-scale renewable energy projects. Drawing on the lessons from South Africa and other similar schemes, the policy brief recommends that Danish development cooperation should: Support the incorporation of community benefits in regulatory frameworks for public procurement of private renewable energy generation Support development of practice frameworks for community engagement in the renewable energy sector Support community co-ownership of renewable energy generation and democratic governance of benefit sharing arrangements The policy brief is the result of collaborative research between DIIS, Stellenbosch University and the UNEP DTU Partnership. Clean hydrogen is experiencing unprecedented momentum as confidence in its ability to accelerate decarbonization efforts across multiple sectors is rising. New projects are announced almost every week. For example, an international developer, Intercontinental Energy, plans to build a plant in Oman that will produce almost 2 million tons of clean hydrogen and 10 million tons of clean ammonia.1 Dozens of other large-scale projects and several hundred smaller ones are already in the planning stage. Similarly, on the demand side, hydrogen is gaining support from customers. Prominent off-takers such as oil majors like Shell and bp, steelmakers like ThyssenKrupp, and world-leading ammonia producers like Yara are working on making a clean hydrogen economy a reality. Despite the optimism surrounding clean hydrogen, key uncertainties remain. One of hydrogen’s attractions is that it can provide carbon-free energy in multiple sectors—transport, heating, industry, and electricity generation. But this advantage also creates uncertainties. The infrastructure needed in an economy in which hydrogen is primarily used as a transport fuel is very different from one in which its primary value is as a heating fuel. Today no major hydrogen pipeline networks exist,2 and no liquified hydrogen ships are in commercial operation. There is a true chicken and egg problem. If there is no infrastructure to move hydrogen, will investments in supply and demand happen at the pace needed to meet national decarbonization targets? This challenge raises an even more pressing question: what should be the respective roles of the public and private sectors in deploying enabling infrastructure at scale?

The Covid-19 pandemic has created human suffering on a global scale, but also a window of opportunity to rethink how we live, work and play. In this second contribution, we analyse the state of affairs with regard to energy diversification and greenification. The energy sector in most Western Balkan countries is characterised by a heavy dependency on coal and outdated production facilities, posing severe environmental challenges to the region. Possessing significant renewable energy potential, the Western Balkan Six (WB6) in theory have good prospects of making a successful energy transition. In terms of natural resources, the region is also well placed as Albania and Serbia possess solid reserves of metals and rare earths that are needed to develop energy transition technologies, such as batteries, smart grids, solar panels and windmills. Yet the transition is hampered by several economic and political factors, such as a highly centralised energy market with only a few large suppliers, dynamics of clientelism and controversial outside investment (such as from China). This policy brief analyses the current challenges that prevent energy diversification and greenification in the region and asks how the recently launched EU Green Agenda for the Western Balkans can address these challenges.

In this third contribution, we analyse the state of affairs with regard to pollution. Across the Western Balkans, air, water and soil pollution levels are incredibly high. Public health is continuously jeopardised by air pollution arising from local heating sources and energy production plants. The Green Agenda for the Western Balkans aims to assist the region in tackling pollution problems and aligning the countries’ environmental quality regulation with the European acquis. This paper analyses the state of affairs with regard to air, water and soil pollution in the WB6 and examines how it affects citizens’ health and socioeconomic prospects. The policy brief argues that countries in the Western Balkans need to address a coal phase-out while simultaneously tackling energy poverty. The EU could more actively support this, not only by providing a platform for dialogue, but through supporting programmes for renewable energy provisions and infrastructure, reskilling of workers and job creation. The Sofia Declaration, that sets out the Green Agenda, needs to be complemented with measures to ensure compliance with environmental regulations, preferably by involving civil society organisations in monitoring implementation and raising public awareness of the socioeconomic costs of pollution.

The COVID-19 pandemic has caused the most severe recession in recent decades, with a cumulative loss to global GDP of around $9 trillion. Climate disasters continue to affect the most vulnerable populations and countries, affecting more than 50 million people in 2020. Investments in climate adaptation and resilience have been insufficient in recent years. Global investments only reached $30 billion in 2017-2018, against estimated needs in developing countries between $140 and $300 billion per year by 2030. As governments worldwide design and begin implementing post-pandemic economic recovery programs, investments in adaptation and resilience provide a unique opportunity to generate jobs, restart economic growth, and tackle the inequities made more acute by the pandemic. We discuss practical policy and program options to achieve these multiple objectives.

The effects of climate change are causing risk management to become an increasingly essential tool to help farmers anticipate and react to weather-related shocks like droughts and floods. When an efficient risk management system is implemented, it improves the standard of living of those who depend on farming, strengthens agricultural businesses, and supports investment; such a system can decrease the overall risk profiles of individuals and increase the confidence of farmers in their ability to take on risks that could improve their income. 1 While risk mitigation plays a key role in socio-economic development, the system must be affordable in order to successfully reduce poverty levels for those at the base of the economic pyramid.

The Mediterranean Basin enjoys very at- tractive geographical, climatic, and cultural features. It hosts a high-density population mainly in the coastal areas, of over 500 million people which has doubled in the last 40 years, and it is still increasing at a high pace. The region faces severe threats including water stress, impaired food production, food security, desertification, severe pollution to mention just a few. These threats have been exacerbated in the last decades by increased demography, migration to urban areas, tourism (the first tourist destination in the world), and very importantly, climate change. The Mediterranean suffers from an increase of temperature 20% higher than the world average. It is a real hotspot of climate change. The present monography, sponsored by the European Institute of the Mediterranean (IEMed), addresses the socioeconomic impact of climate change. There are a lot of studies on the biophysical impact of climate change. Its socioeconomic impact has been less studied probably because of its complexity. Important knowledge gaps do exist. The purpose of gathering knowledge on the socioeconomic impact of climate change is to advise decision-makers on the difficult decisions to be taken to mitigate and adapt to climate change in a region facing severe threats that climate change only exacerbates. For decision-makers, the socioeconomic impact is more relevant than the biophysical impact of climate change.

Climate change is already threatening the security and stability of societies in various ways, and the impacts will only be exacerbated in the future. The security consequences of climate change can be broadly categorised into direct, cascading and transition impacts. Direct impacts refer to the damage to people and infrastructure caused by extreme weather and other climate phenomena, while in cascading impacts climate change is combined with political, economic and cross-border effects. Transition impacts are linked to the adverse consequences of climate change mitigation and adaptation. It is increasingly imperative to comprehensively integrate climate change into foresight and preparedness activities. In addition to the identification of individual climate security impacts, it is also necessary to identify and continuously monitor broader political and economic developments relevant to climate security. Cooperation across national borders is important for advancing the climate security agenda. International organisations and individual countries should coordinate and exchange information in order to develop preparedness mechanisms and practices.

More than anything, 2020 will be remembered for fighting against the world-wide Covid-19 pandemic which has reshaped all of our societies in dramatic ways. Once again, it has highlighted a latent conflict between nation-states and sovereignty, real or perceived, on one hand, and international, if not supranational, cooperation and multilateralism on the other. The crisis exacerbated existing conflicts between nationalists and national conservatives, prominently predisposed towards isolationism, exemplified most acutely in Trump’s America First agenda, and progressives and liberals on the other hand arguing for deepening integration, strengthening multilateralism, and international cooperation to tackle global crises. The US elections became emblematic of this wider, more fundamental struggle, as well as the societal polarization that, to varying degrees, haunts the rest of the developed world. Yet, with a Trump soundly rejected in a landslide election loss, one can wonder whether his loss portends similar rejections of populism and national conservatism across the globe. The 2020 US presidential election was unprecedented, fevered, divisive, and emotional for various reasons. Firstly, the Republican ticket of incumbent President Donald Trump and Vice President Mike Pence was defeated. Secondly, Joe Biden obtained the largest share of the people’s vote against his opponent and the highest turnout in the last one hundred years was reached in this year’s election, despite the ongoing coronavirus pandemic, referring to an increased concern about future direction of the US. And lastly, as Biden won the election with flying colours, the whole world is now contemplating what will change. Not only on the domestic level, but also the international one.

This policy brief examines specific options for public participation in policymaking – stakeholder consultation, citizens’ assemblies and local projects – and discusses the extent to which each is already included in the European Green Deal. Although the most effective public participation takes place at national, regional or local level, it should nonetheless be encouraged or coordinated by the EU. Currently, the mechanisms established by the EU appear to blend different types of public participation; however, a key issue that remains to be addressed is reaching groups that may otherwise be overlooked or fall through the cracks – particularly those with the most to lose in the transition.

When the coronavirus broke out in 2020 the whole world literally came to a pause. The pandemic overshadowed all other major problems and started to shape relations between states. Climate change suddenly disappeared from the international agenda. However, the effects of the global climate crisis are showing faster and more severely than ever before: wildfires in Australia, extreme weather events in Asia, tornado’s in America, a melting Arctic... Secondary effects like climate migration and conflicts have become visible as well. This crisis is more urgent than ever. The COVID-19 crisis has shattered our economies, but lockdown measures taken by almost all governments have had a positive impact on the emission of greenhouse gases. The world took a step forward, even if unintended, towards the goals set in Paris in 2015. COVID-19 has taken away a lot from the world, but it may also have created a momentum to continue this downward trend and make it structural. Even the world’s great powers will have to integrate the green transition in their COVID-19 economy recovery plans in order to not fall off the wagon. But will only a green great power remain a great power?

As much of the world slowly moves into a low-carbon future, a group of countries are firmly stuck in a fossil-fuel past. These are mainly countries rich in fossil fuel resources. This is not only a problem for the global target to limit the emissions of greenhouse gases, but it puts these countries under a “carbon curse”. Under this curse, people pay more for energy, might be locked out of trading opportunities with countries with carbon taxes, and breath dirtier air. These fossil fuel-rich countries provide a lessons for developing countries with fossil fuels that are still to industrialize. These are countries that still have time to change direction to avoid being stuck in the past, and move into a more prosperous and cleaner future. Key messages Most economies are slowly decarbonizing, but the economies of high-income, fossil fuel-rich countries are not. This is the case whether examining production- or consumption-based emissions. Low-income, fossil fuel-rich countries can learn from the experience of wealthier fossil fuel-rich countries. Remaining on their current path could mean that low-income, fossil fuel-rich countries could face high energy costs, exclusion from export markets, and failure to meet future climate commitments.

70. Tying Their Hands? How Petroleum Contract Terms May Limit Governments’ Climate Policy Flexibility

The pathway to net-zero emissions will be a fraught one for many petroleum-dependent countries. Radical policy action is necessary to decarbonize the global economy , with significant economic implications for countries dependent on oil and gas revenues. The Intergovernmental Panel on Climate Change has warned that global warming will exceed 1.5 and even 2 degrees Celsius without deep emissions cuts. At the same time, the International Energy Agency has proposed a freeze on new development approvals for oil and gas fields from 2021 if we are to limit the global temperature rise to 1.5 degrees Celsius. Current and emerging producers may want to go beyond merely reacting to foreign governments’ or international oil companies’ evolving climate policies – they may seek to proactively decarbonize and build climate resilience in their own petroleum sectors. Yet the long-term contracts governments sign with companies for petroleum exploration and production may significantly limit this flexibility for decades. Have producer countries begun to modify petroleum contract terms in response to climate change and energy transition risks? To explore this, the author of this briefing reviewed 34 contracts and model contracts from 11 countries, signed or issued since the Paris Agreement. This review focused on stabilization, arbitration, and force majeure clauses. The contracts reviewed do not yet indicate a shift in these clauses to respond to climate change risks, and the need for government flexibility to take climate policy action. Producer governments should reconsider traditional contract clauses and assess and adapt their petroleum sector legal framework to address energy transition and climate change risks.

The learning brief series aims to promote awareness and understanding of natural resource use and management in Darfur to support the Taadoud II program and wider programs and policies to effectively build resilient livelihoods. Livelihood strategies are the way people support themselves. People change their strategies as their opportunities, risks, and limitations change. A change in a household’s strategies can affect members of the household differently. Often changes that benefit a household as a whole increase women’s risk and labor burdens. Furthermore, when nearly all livelihood strategies depend on natural resources, changes to the strategies will change demands on natural resources. How one set of households changes the way they use natural resources will affect other households who also depend on those same resources. This could cause conflict over those resources and deplete them.

Since the adoption of the Paris Agreement, wider and decisive actions to tackle climate change and reduce greenhouse gas (GHG) emissions have been called for in the international community. Many countries are seeking a sustainable economic recovery plan that reflects climate change and environmental considerations. The private sector has also been trying to expand environmentally sustainable investments and disclose relevant information on climate change. In particular, major GHG emitters such as China, the United States (U.S.), European Union (EU), Japan and Korea have pledged to move forward carbon neutrality. For this goal, the EU has established action plans for the European Green Deal, including a plan for introducing a Carbon Border Adjustment Mechanism (CBAM). In this context, this study aims to propose policy recommendations for Korea by analyzing measures to strengthen reduction targets and the economic impact of the EU's CBAM. The following implications can be derived. First, it is necessary to support low-carbon transition efforts in industries. Second, it is also important to support low-carbon technological innovation. Third, monitoring and response measures for the CBAM should also be prepared. Fourth, the private sector should expand voluntary efforts to reduce emissions and environmentally sustainable investment. Lastly, it is necessary to actively engage in international cooperation, not only in terms of reducing GHG emissions but also responding to climate change.

For all the long-term benefits of urgently addressing climate change, economic policymakers must plan for a challenging transition to carbon neutrality. Pretending that the costs will be trivial is dangerous. Estimates by the Intergovernmental Panel on Climate Change of the United Nations indicate that emergency action is indispensable to limit catastrophic climate disruption. Because of the magnitude of the efforts involved and the pace of the transformation implied, the accelerated transition to a carbon-neutral economy is bound to have serious, immediate economic implications, warns Pisani-Ferry. Some equipment will lose economic value. Some plants will have to close. Employees will have to be reallocated to other occupations. Investment will have to increase, to repair or rebuild infrastructure and the capital stock. He argues that so far policymakers have not addressed these implications in a systematic manner. It is high time policymakers realize that climate policy is also macroeconomic policy and design transition strategies now.

Reforms proposed in the European Union’s “Fit for 55” climate policy package are likely to sharply increase the cost paid by European firms for their greenhouse gas (GHG) emissions. Recognizing that increased carbon prices would put European firms at a disadvantage in competing with imports from countries that produce without incurring these costs, the European Commission has proposed a Carbon Border Adjustment Mechanism (CBAM) requiring that the most carbon-intensive EU imports either incur comparable carbon charges as EU firms or pay the equivalent of a carbon-based tariff. The CBAM aims to deter carbon leakage, which could arise if firms shift carbon-intensive production out of Europe to facilities in countries that do not tax GHG emissions (or tax at a low rate) and then export the goods to Europe. European production and output would suffer and global climate efforts to reduce GHG emissions would be undercut. The loftier goal is to encourage other countries to follow the European example and strengthen their own national decarbonization policies, which in turn would exempt their goods from CBAM charges. The CBAM would cover five carbon-intensive industries: iron and steel, aluminum, fertilizer, electricity, and cement. Countries most affected by the CBAM include Russia, China, Turkey, the United Kingdom, Ukraine, South Korea, and India. Some are likely to contest the policy, claiming that the CBAM is a unilateral measure that violates World Trade Organization rules and bolsters protectionism while hampering rather than encouraging efforts in other countries to tackle climate change. A better and more feasible approach would be adoption of a CBAM moratorium while negotiations are conducted to promote carbon abatement policies that comply with the rules-based global trading system.

Citizens across Latin America and the Caribbean are rising up in protest. Political frustration and economic stagnation are fueling social discontent exacerbated by the continued COVID-19 pandemic and the slow health response. In Central America, restrictions on civil liberties, high rates of gender-based violence and extortion, and worsening climate change are compounding the lack of economic opportunities and pervasive corruption seen in El Salvador, Guatemala, and Honduras. In the year of its bicentennial, can northern Central America chart a new path, in partnership with the United States, to tackle the sources of social instability that are forcing migrants to seek a better life? In July 2021, the Joseph Biden administration released the US Strategy for Addressing the Root Causes of Migration in Central America report. Three of its five pillars call for the United States and northern Central American countries to work together to respect human rights and a free press, counter violence at the hands of criminal organizations, and combat sexual and gender-based violence.1 To ensure a sustained and effective implementation of this strategy, especially on these three pillars, the United States will need to find new ways to work closely with northern Central American governments, domestic and international private sectors, and organized civil-society groups. Following consultations with the Adrienne Arsht Latin America Center’s Northern Triangle Advisory Group (NTAG), this brief highlights the importance of implementing a holistic, multisector approach to mitigate gender-based violence, protect civil liberties and human rights, and build climate resilience. This brief is the third in a three-part series by the Atlantic Council’s Adrienne Arsht Latin America Center and DT Institute that provides policy recommendations for the United States and its northern Central American partners to address the root causes of migration.

80. Europe’s Carbon Border Adjustment Mechanism: Time to Go Back to the Drawing Board

This Policy Brief takes stock of the global and European trade and carbon-emission effects from CBAM. It argues that the current design of the CBAM is not good enough and, ultimately, that there are risks that it will dent the positive effects on global carbon emissions that come from a lower cap on carbon emissions in Europe. These effects will happen through trade and the reallocation of production – and from retaliatory responses from countries that will be negatively affected by the CBAM. This Policy Brief provides recommendations on what the EU could do to improve the CBAM. First, it should respond better to concerns about WTO compatibility. No one knows if CBAM would stand up in a WTO dispute, or if the issue of WTO compatibility is of relevance at all. What we do know, however, is that the EU is going a bit off-piste with CBAM, and it knows it. It’s better to address these issues directly than to pretend that they don’t exist. It could, for instance, pre-empt problems by offering compensatory concessions for affected countries. Moreover, the revenues raised by CBAM fees could be paid out to the origin country for the exports. There will be a price for the EU to pay and the more front-footed it is, the more choices it will have in deciding what political currency to use for the payment. Second, the EU should address development problems that will arise from CBAM. The genie is already out of the bottle since development concerns have been raised by the European Parliament and EU member states. Something will have to be done to avoid that CBAM makes it harder for poor countries to improve their welfare. Third, the EU should provide workable ideas for how CBAM could be anchored in trade and climate agreements. If more economies go off-piste in their climate policies (e.g. in subsidies and procurement), the EU is going to be harmed. Hence, the EU has a strong interest to establish an example and provide international rules for how other countries should act in the future when they take measures that ‘beggar-thy-neighbour’. Fourth, the EU should provide a realistic assessment of what retaliatory strategies that other countries will use against the EU, and get a much better understanding of the dynamic or second-order actions that CBAM will prompt. These actions can have a very bad impact on both EU growth and its efforts to decarbonise the economy. It is just decadent to avoid dealing with them pre-emptively. Finally, and more ambitiously, the EU should consider how it can avoid that CBAM (not the ETS) provokes carbon leakage through both imports and exports. In its current shape, the CBAM provides an incentive to move imports up the value-chain and reallocate imports to goods with embodied carbon. Moreover, the CBAM will reduce the external competitiveness of EU exports, leading to a reduction in foreign sales. Both effects will move the global production of CBAM goods to countries with lower carbon costs and higher carbon intensity in the production.

This brief lays out a new approach to Indian climate governance. We suggest India’s institutional structure should be aimed at generating and adopting low-carbon development pathways. Doing so implies going beyond energy and emissions policies to also look at deeper economic structures such as patterns of urbanisation, industrialisation, and job creation. We propose a new, independent, non-executive, multi-stakeholder Low-Carbon Development Commission backed by law, to bring both analytical credibility and mechanisms to ensure policy relevance. We further propose the Commission interface with an enhanced set of bodies within the executive branch, interacting through a set of annual reporting requirements and incentives for climate action. By laying out a set of principles, institutions, and mechanisms for interaction, we suggest a path to analytical credible and policy relevant Indian climate governance.

We attempt to strike a delicate balance between flexibility, essential to innovative and opportunistic state actions, and the structure necessary for a coherent national policy trajectory. The exposure of European Union sovereigns to climate risks can be acute, from extreme weather, or chronic, from the productivity effects of gradual temperature increase, increased sea levels and the transition to a low-carbon economy that results in repricing of assets. Climate-related innovations can also spur growth. These risks are priced by investors and can affect sovereign credit ratings. Governments and fiscal stability authorities have an interest in the sovereign-debt implications of climate change being transparent. To this end, we look at the exposure of EU sovereigns to climate risks, study international best practices, and describe the transmission channels from climate change to public finance. European union institutions and national fiscal authorities should mainstream climate risk analysis in public finance. Stress testing of debt dynamic requires a link between regional climate scenarios and country debt dynamics. We argue for the adoption of an architecture of narrative climate scenarios, to guide national policymaking. Narrative Scenarios can be generated using integrated assessment models. As an illustration, we apply two prominent models to generate rough bounds on the extent of the risk for Italian debt from climate change. This raises issues about the models used. Coordination by EU institutions to develop regional scenarios will ensure acceptability, raise ambitions in dealing with climate risks and encourage the fiscal authorities to think of solutions. A network for climate-proofing public finance will bring together EU and member-state institutions. We also recommend budgeting for climate expenditures and contingent liabilities, and using risk-sharing instruments, with disclosure of the risks to public finance from climate change.

The additional public investment need required to meet the European Union’s climate goals is between 0.5 percent and 1 percent of GDP annually during this decade. Increasing green public investment while consolidating deficits will be a major challenge. While our simulations show that budget consolidation can be done at a moderate pace in line with EU rules if those rules are interpreted flexibly, past consolidation episodes resulted in major public investment cuts. This time, there is a need for a major increase in investment. A ‘green golden rule’ (excluding net green investment from the fiscal indicators used to measure fiscal rule compliance) is the most promising option to address this tension. Relaxing the strictness of the EU fiscal framework beyond its existing flexibility and the proposed green golden rule does not appear necessary in the next few years. The uncertain growth impact of green public spending and the risks to growth from climate change create difficult trade offs in fiscally weaker countries. In any case, better regulatory policy and a higher price on emissions should incentivise private green investment and reduce public costs. These ingredients should be combined to form a ‘green fiscal pact’.

Climate change presents threats to the United States and the wellbeing of its citizens that dwarf those from Russia, China, or Iran. U.S. government policies and priorities should be reoriented accordingly. The necessary policy changes are these: • U.S. strategy toward China should be crafted and focused with a view to making sure tensions between the two countries do not impede international action against climate change. A zero-sum relationship between the great powers will ensure continued prioritization of manageable military threats over existential climate perils. This is precisely the policy framework that must be superseded. • Spending on efforts to limit climate change and mitigate its effects should take precedence over military spending, especially on new, vast, and nonessential programs such as the upgrading of America’s nuclear forces, which are already much larger than nuclear deterrence requires. • International aid should be increased and redirected toward building resilience against climate change in endangered countries, especially, but not only, in Central America. • The United States should seek opportunities to work with China’s Belt and Road Initiative, BRI, to improve climate resilience in Asian and African countries. • The United States should maintain cooperation and trade with China in the area of renewable energy technology.

Youth movements have played an increasingly prominent role in calling for action to address climate change. Many youth-led organizations are also engaged in initiatives to build peace in their communities. In global policymaking fora, however, youth remain sidelined. The sidelining of youth peacebuilders and climate activists can be attributed to four main factors. First, there are widespread misperceptions of youth grounded in age and gender stereotypes. Young men are often seen as perpetrators of violence, while young women are seen as passive victims. These misperceptions can lead policymakers to adopt a securitized approach to youth, peace, and security and overlook the efforts of young peacebuilders. In some cases, the perception that young activists are a threat to national security can also put them at risk. Second, global policy frameworks on youth are outdated and piecemeal. While the UN Security Council has passed three resolutions on youth, peace, and security since 2015, there is no comparable framework for youth and sustainable development or climate action. Moreover, there is no overarching global framework on youth that links the youth, peace, and security and youth climate action agendas. Third, youth organizations and activists are underfunded. Much of the work that young people do is voluntary. While there are some initiatives to direct more funding toward youth-led organizations, funding largely remains ad hoc, and many organizations lack the capacity to meet the onerous application and reporting requirements. Finally, youth have weak institutional links to global governance fora. There are some mechanisms for consulting and involving youth, including the secretary-general’s global envoy on youth, the UN-coordinated Global Coalition on Youth, Peace and Security, and the Youth Constituency of the UN Framework Convention on Climate Change. However, youth have no direct decision-making role in the work of the UN and its member states, and engagement is often ad hoc. To build peace and tackle climate change, governments and multilateral institutions must shift toward inclusive governance systems that involve and empower youth. They must also consider the synergies between youth, climate, and peace.

Many of the technologies that can help the European Union become a net-zero emissions economy by 2050 have been shown to work but are not yet commercially competitive with incumbent fossil-fuel technologies. There is not enough private investment to drive the deployment of new low-carbon alternatives. This is primarily because carbon prices are neither high enough nor stable. There are a number of benefits from the deployment of low-carbon technologies that private firms do not factor in. These include the benefits of decreasing industry-wide costs over time, and the global climate benefits from the development of low-carbon technologies within the EU that can subsequently be exported. The result is an investment level below the socially optimal value in the EU. Commercialisation contracts could be implemented as a temporary measure to remove the risk associated with uncertain carbon prices for ambitious low-carbon projects. The aim of the contracts would be to increase private investment to the socially optimal level. Contracts would be allocated through auctions in which fixed prices for abated emissions over a fixed duration would be agreed on a project-by-project basis. On an annual basis, public subsidies amounting to the difference between the agreed carbon price and the actual EU carbon price would be provided to investors, depending on the total carbon emissions abated. As long as EU carbon prices are low, investors would receive larger subsidies to ensure their competitiveness. Contracts would be auctioned at EU level. This would generate increased competition compared to national auctions, leading to more efficient outcomes and preventing fragmentation of the single market. From about €3 billion to €6 billion would be provided to the main industrial emitting sectors annually, with the amount reducing as the EU carbon price rises and low-carbon technologies become competitive without subsidy.

International debt investors increasingly demand assets that are aligned with environmental, social and governance objectives. Sovereign debt is being belatedly swept up in this change. This huge asset class represents a uniquely long-term claim and funds a wide range of public expenditure, both brown and green. Public capital expenditures will be a central part of the roughly €3 trillion investment budget needed to pay for the European Green Deal. European Union countries have so far met investor appetite for climate-aligned assets through sovereign green bonds, the issuance of which has rapidly grown since 2017. The EU itself will also issue green bonds in large volumes. However, because of some inherent flaws in such instruments and as their still-weak frameworks, these bonds are unlikely to meet the environmental criteria demanded by investors, and will complicate established principles in sovereign debt management. Much more comprehensive information is needed on the climate related aspects of the public budgets of EU countries. Greater transparency in this respect would support stability and improve the functioning of capital markets, given that sovereign debt plays a pivotal role in all investor portfolios and also in regulatory and monetary policy. Adoption by sovereign issuers of green budgeting principles, based on a common taxonomy of sustainable activities, would enhance transparency. It could also be driven by investors who, under new EU rules, must disclose the climate-related aspects of all financial instruments offered in the capital market.

90. Navigating through hydrogen

Hydrogen is seen as a means to decarbonise sectors with greenhouse gas emissions that are hard to reduce, as a medium for energy storage, and as a fallback in case halted fossil-fuel imports lead to energy shortages. Hydrogen is likely to play at least some role in the European Union’s achievement by 2050 of a net-zero greenhouse gas emissions target. However, production of hydrogen in the EU is currently emissions intensive. Hydrogen supply could be decarbonised if produced via electrolysis based on electricity from renewable sources, or produced from natural gas with carbon, capture, and storage. The theoretical production potential of low-carbon hydrogen is virtually unlimited and production volumes will thus depend only on demand and supply cost. Estimates of final hydrogen demand in 2050 range from levels similar to today’s in a low-demand scenario, to ten times today’s level in a high-demand scenario. Hydrogen is used as either a chemical feedstock or an energy source. A base level of 2050 demand can be derived from looking at sectors that already consume hydrogen and others that are likely to adopt hydrogen. The use of hydrogen in many sectors has been demonstrated. Whether use will increase depends on the complex interplay between competing energy supplies, public policy, technological and systems innovation, and consumer preferences. Policymakers must address the need to displace carbon-intensive hydrogen with low-carbon hydrogen, and incentivise the uptake of hydrogen as a means to decarbonise sectors with hard-to-reduce emissions. Certain key principles can be followed without regret: driving down supply costs of low-carbon hydrogen production; accelerating initial deployment with public support to test the economic viability and enable learning; and continued strengthening of climate policies such as the EU emissions trading system to stimulate the growth of hydrogen-based solutions in the areas for which hydrogen is most suitable.

The European Green Deal is a plan to decarbonise the EU economy by 2050, revolutionise the EU’s energy system, profoundly transform the economy and inspire efforts to combat climate change. But the plan will also have profound geopolitical repercussions. The Green Deal will affect geopolitics through its impact on the EU energy balance and global markets; on oil and gas-producing countries in the EU neighbourhood; on European energy security; and on global trade patterns, notably via the carbon border adjustment mechanism. At least some of these changes are likely to impact partner countries adversely. The EU needs to wake up to the consequences abroad of its domestic decisions. It should prepare to help manage the geopolitical aspects of the European Green Deal. Relationships with important neighbourhood countries such as Russia and Algeria, and with global players including the United States, China and Saudi Arabia, are central to this effort, which can be structured around seven actions: Help neighbouring oil and gas-exporting countries manage the repercussions of the European Green Deal. The EU should engage with these countries to foster their economic diversification, including into renewable energy and green hydrogen that could in the future be exported to Europe. Improve the security of critical raw materials supply and limit dependence, first and foremost on China. Essential measures include greater supply diversification, increased recycling volumes and substitution of critical materials. Work with the US and other partners to establish a ‘climate club’ whose members will apply similar carbon border adjustment measures. All countries, including China, would be welcome to join if they commit to abide by the club’s objectives and rules. Become a global standard-setter for the energy transition, particularly in hydrogen and green bonds. Requiring compliance with strict environmental regulations as a condition to access the EU market will be strong encouragement to go green for all countries. Internationalise the European Green Deal by mobilising the EU budget, the EU Recovery and Resilience Fund, and EU development policy. Promote global coalitions for climate change mitigation, for example through a global coalition for the permafrost, which would fund measures to contain the permafrost thaw. Promote a global platform on the new economics of climate action to share lessons learned and best practices.

The ocean is vital for life on earth and yet it is under serious threat from climate change and resource overexploitation. Environmental change in the ocean significantly undermines human livelihoods, especially in the developing and least developed countries where people are particularly vulnerable to climate change-related losses and damages. This Briefing Paper outlines challenges that people, development cooperation and policy face and suggests ways forward for sustainable ocean governance through sustainable resource use, comprehensive risk management and enhanced climate action. Life in the ocean is threatened in various ways by human activities. Climate change, as one severe consequence, leads to ocean warming and ocean acidification putting complex ecosystems and their sensitive species in danger. Such climatic impacts are exacerbated by pollution, especially plastic, and the overharvesting of many marine species. As a result of the confluence of these developments, many local coastal communities lose their livelihoods. At the same time, climate change increasingly threatens coasts through sea level rise, salinisation and growing frequencies of extreme weather events, such as floods and storms. This puts the 2.6 billion people living at or near the coasts at high risk; low-altitude small islands are expected to become uninhabitable within the next decades if current global warming trajectories continue. Furthermore, the ocean contributes to climate change mitigation because marine ecosystems absorb CO2. In response to these challenges, there is a need for sustained awareness raising on the importance of the ocean for development as well as for the need of enhanced international cooperation for joint action. Conscious politics, substantial action and financial resources are needed at multiple levels of governance, from empowering local stakeholders to developing locally sound solutions to political guidance through national and international policy-making processes. From a development policy angle, this Briefing Paper specifically suggests that current climate and biodiversity policy processes pay enhanced attention to the ocean under climate change, pollution and overexploitation stress.

95. Priorities for a Development-Friendly EU Carbon Border Adjustment Mechanism (CBAM)

The European Commission unveiled the Carbon Border Adjustment Mechanism (CBAM) in July 2021 as part of its “Fit for 55” climate-policy package. The European Commission had announced this trade-policy instrument under the Green Deal in 2019 as a means of implementing more ambitious climate-policy goals without energy-intensive sectors transferring their emissions abroad (carbon leakage). The CBAM proposal envisages imposing a levy on imports in certain energy-intensive European sectors that is proportional to the carbon content of the goods concerned. The proposal complements the EU’s existing Emissions Trading System by requiring importers of goods purchased from especially energy-intensive sectors (steel, cement, electricity, fertiliser and aluminium) abroad to purchase carbon certificates based on emissions data from abroad. CBAM is primarily designed to promote an ambitious climate policy for the EU. However, the EU’s current proposal creates the impression that it is mainly about improving domestic competitiveness at the expense of climate-policy effectiveness and development prospects. The draft legislation must now be fleshed out in detail by the EU member states and the European Parliament. In addition to addressing climate-policy effectiveness and compatibility with WTO legislation, account must also be taken of the impact on European trading partners, and, in particular, poor developing countries. Many developing countries are expected to face additional export costs as a result of the CBAM. The EU should carefully evaluate the associated disadvantages for developing countries and work towards achieving a development-friendly design of the mechanism. Corresponding improvements should be made to the CBAM in the EU’s legislative process going forward: • The EU must ensure that the border adjustments do not have a detrimental impact on poor countries. Least developed countries (LDCs) should be exempted from the CBAM. • The EU should provide targeted support to the developing countries affected by the mechanism, for instance, by building their capacity for implementing the CBAM and for reducing carbon emissions in the sectors concerned. • The EU should assist low- and middle-income partner countries with the decarbonisation of their manu¬facturing industries. • The EU should also recycle revenue from the CBAM by deploying it primarily for climate-policy purposes abroad. • The affected countries should be involved to a greater extent in future through consultations and diplomatic dialogue in the process for further develop¬ing the mechanism.

Rural communities are particularly vulnerable to weather shocks and ecosystem decline. Traditionally, farmers have adapted to climate variability and extremes through various risk management strategies, either individually or cooperatively. However, climate change amplifies the frequency and intensity of extreme weather events and exacerbates environmental degradation processes. Market-based risk transfer instruments are now being developed as complements to these conventional risk management strategies to shield rural households from increasing climate risks. At present, risk transfer solutions play a central role in the global climate and development agenda. International- and regional-level initiatives such as the InsuResilience Global Partnership support vulnerable developing countries to increase their financial protection coverage through climate risk finance and insurance, including through innovative micro-level schemes such as weather index insurance. Over the last decade, index-based weather insurance has been gaining attention in the climate resilience discourse. These schemes compensate insured individuals based on a pre-defined weather index instead of individual losses, as with traditional types of insurance. Therefore, this instrument has several advantages, including greater time- and cost-effectiveness and reduced moral hazard risk. Although weather-index insurance holds great promise, there are several challenges in designing and promoting it in developing countries. First, on the demand side, there is a lack of accessibility to affordable insurance, especially for the poorest rural populations exposed to climate hazards. Second, on the supply side, insurance providers are facing an elevated risk of paying larger claims due to the increasing frequency and severity of weather extremes, while reinsurance services are often missing. Third, the ecological effects of implementing weather index microinsurance initiatives receive little attention in research and policy. Yet, protecting the environment and building ecological resilience are critical policy dimensions of climate risk management in rural regions, where the poor disproportionately depend on ecosystem goods and services for a living, as they often lack alternative livelihood strategies. Looking into the key challenges to microinsurance initiatives and drawing upon findings of a review of literature on weather index insurance and field research, this Briefing Paper derives recommendations for development cooperation, governments and insurers for an enhanced action agenda on climate risk insurance. The discussion is focused on the specific case of weather index insurance for the rural poor at the micro level. We emphasise the importance of enhancing knowledge on the potential positive and negative ecological effects of weather insurance schemes, and the need to develop a diverse set of climate risk management strategies for the poor, including social protection mechanisms.

97. The External Dimensions of the European Green Deal: The Case for an Integrated Approach

Abstract:
The European Green Deal conveys the EU’s ambition to adjust and “green” its economic growth trajectory and become climate-neutral by 2050, as part of its contribution to the Paris Agreement and the Sustainable Development Goals. While being ambitiously pursued within the Union’s own borders, the Green Deal also has strong external ramifications, as the EU leaves a tremendous ecological footprint in other parts of the world. The EU has referred to this “external dimension” of the Green Deal without further defining it, and appears to primarily understand it as a reflection of the internal strategies and as a call for the EU’s partner countries to follow a sustainable recovery trajectory similar to its own. A number of proposed EU domestic strategies (e.g. biodiversity, blue economy or farm-to-fork) contain chapters on global aspects, yet the EU seems to follow a predominantly sectoral logic to implementing the external dimension of the Green Deal. This approach has certain shortcomings. For one, it creates uncertainty for partner countries on how to adapt to the EU’s new rules, regulations and standards, and the extent of EU support for adjusting to this. It also creates a vacuum for member state engagement by means of their economy, finance, climate and foreign policies. Last but not least, it lacks clear governance mechanisms to address potentially conflicting policy objectives and to strive for greater coherence of domestic and external EU policies. Ultimately, the EU needs to define the different external dimensions of the Green Deal and promote an integrated approach. Whereas this applies universally to all partner countries of the EU, we focus in particular on developing countries in this paper. We consider these dimensions to be (1) promoting the Green Deal in bilateral and regional cooperation, (2) ensuring coherence and addressing negative spillovers, both in trade and domestic policies and (3) the EU’s global leadership in multilateral fora. Combining those three dimensions and governing them across EU institutions and member states allows for the external response to become an integral part of the EU Green Deal. Such an integrated approach allows the EU to claim leadership vis-à-vis other global powers, make credible commitments in multilateral fora for successful “green diplomacy”, and use its market and regulatory power to transform itself and others. In its bilateral relationships, the EU needs to strike a “deal” in the true sense of the word: together formulating and “owning” cooperation agendas that are clear in terms of what is in it for the EU’s partners and how the EU will cushion the potential negative adjustment costs of partners. Overall, the EU needs to avoid a “projectisation” of the external dimension of the Green Deal and clarify how the different Commission services and member states aim to work together to deliver the Green Deal, including through its various external policy areas, of which development is just one.

99. Fit for 55: towards the achievement of an ambitious European political compromise for climate

The adoption by the European Parliament of the Climate Law on 24th June last and by the Council on 28th endorses the binding nature of the target to reduce greenhouse gas (GHG) emissions "by at least 55%" by 2030, compared to 1990 emission levels. After several months of sometimes heated dialogue between Member States, this adoption is a significant step forward in the EU's commitment to fight climate change under the Paris Agreement. On 14 July next, the ‘Fit for 55’ package, which is part of the Commission's work programme for 2021, will be published. This package will be presented in the particular context of the submission by Member States of their recovery plans and their assessment - and, where appropriate, support - by the Commission. This support is to be given with regard to compliance with the eleven assessment criteria defined by the Commission, two of which relate more specifically to climate and the environment. The first criterion concerns Member States' compliance with the 37% target for climate-focused expenditure. The second involves the respect of the “to do no significant harm” principle. For example, on 21st June, the Commission approved the Austrian recovery plan, which provides for 59% of recovery expenditure to be earmarked for the climate, well above the regulatory target of 37%. It is therefore in this context, which includes the confirmation of the Climate Law and the steering of recovery plans, that the future "Fit for 55" package will take place.

Abstract:
As energy prices rise around the world, against the backdrop of the post-Covid economic recovery, the 27 EU leaders discussed what Europe could do to ease the pressure on consumers at the European Council on 21-22 October. The increase in prices is due to a particular international context and is affecting all countries: China is facing electricity shortages in many provinces due to insufficient coal supply, and in the United States the price of natural gas has risen by more than 150% since the beginning of the year. However, this increase raises questions about Europe's energy strategy and its impact on climate objectives, just a few days before the opening of COP26 in Glasgow.
