With the onset of the COVID-19 pandemic, many employers, following guidance or regulation from federal, state and local governments, were compelled to shut down their operations for extended periods of time, affecting millions of workers. Public policy leaders responded swiftly, in order to ease the dramatic shock to those workers and the economy as a whole with redesigned federally enhanced unemployment benefits. In March, the $1.9 trillion American Rescue Plan Act, extended a number of programs that were approved a year earlier to Spetember 6, 2021, including the Federal Pandemic Unemployment Compensation (FPUC) lowered to a $300 supplement; Pandemic Unemployment Assistance (PUA) for the self-employed, gig workers, and others who were not eleigible for standard unemployment insurance; Pandemic Emergency Unemployment Compensation (PEUC) for the long-term unemployed. The bill allowed states to opt out.

102. Sustained Counterterrorism Efforts Remain Key to Preventing Attacks in Jordan

The pandemic has not ended terrorism in Jordan, and ISIS is still a significant threat. Last year’s abnormally low terrorist activity in Jordan could be interpreted as an indication that the threat of ISIS in the country has diminished significantly. Unfortunately, this is not the case; while there are several explanations for the low occurrence of terrorist attacks in Jordan in 2020, none of them point to a future in which ISIS does not continue to pose a threat to Jordanian security. On the contrary, the decrease in ISIS activity in Jordan last year was primarily a result of effective counterterrorism efforts, not the special circumstances of the pandemic or any other factor. Accordingly, Jordanian anti-terror institutions should not relax their guard. Rather, they should capitalize on their successes, expanding cooperation with their partners and enhancing their resources in combatting extremism. Jordanian security forces should be especially concerned with activities along their borders. There have been several recent international and UN reports that confirmed the rising activities of terrorist groups in countries that border Jordan. Iraq in particular has seen a recent rise in terrorist attacks, including two suicide bombings in Baghdad on January 21, 2021 that killed 32 people and injured 110 others. ISIS claimed responsibility for the attacks. In turn, ISIS's mounting activities in Iraq have led to increased terrorist activity in the Badia al-Sham region and the Jordanian Syrian-Iraqi border triangle, where terrorist militants move in small, highly mobile groups. This increase in activity has prompted Jordanian security forces to strengthen their presence on the borders with Iraq and Syria. Following a Russian air campaign in the Badia region in late February, in which Russian planes launched at least 130 air strikes in one day against terrorist groups in the area, Jordan started to strengthen and tightened its security presence on the borders to prevent infiltration of ISIS elements into Jordan. Russian strikes were especially targeted at ISIS, which extends between the governorates of Homs and Deir al-Zour at the border with Iraq.

We live at a time of deep and radical transformations. The pandemic has accelerated many of the changes that were already underway and has brought new challenges to the surface. Among the most affected realms of our societies, we undoubtedly find work and the freedom of movement of people. In Europe, it is precisely at the intersection of these two elements that the posting of workers lays. In this field, we are also at a crucial moment because the pandemic arrived just a few months before the deadline for the implementation of the changes related to the revision of the Posting of Workers Directive. Hence, it has become even more urgent to understand how all these changes have impacted the posting of workers as well as propose solutions to facilitate workers and companies in this adaptation path. That is key if we are to safeguard an important instrument of the European single market. This is exactly the merit of this article and its two co-authors: offering a first and clear account of the characteristics of posting of workers during the pandemic, identifying the main challenges faced by Member States, EU institutions and businesses, while also identifying some potential future developments, despite the climate of great uncertainty surrounding us.

According to official statistics, the African continent has been relatively spared by the Covid-19 pandemic compared to Europe, America and Asia. The factors behind the low incidence of coronavirus in Africa are not fully understood. According to the WHO, the African continent has benefited from certain structural factors such as the limited international connectivity of most African countries, with the exception of some regional "hubs" such as Johannesburg, Casablanca, Addis Ababa and Nairobi. Incidentally, the most 'connected' African countries such as Morocco and South Africa have incurred the highest prevalence rates of Covid-19, which may lend credence to this explanation.

Abstract:
China’s investment in the European Union (EU) increased significantly during the European financial crisis, but has been on the decline in recent years. The surge of Chinese investment has raised concerns and demands for analysis on the negative effects it could have on the EU companies and industries. In this context, the present study aims to analyze the main characteristics of Chinese investment and M&A in Europe, major policy issues between the two sides, the EU’s policy responses, and prospects of Chinese future investment in Eu-rope, going on to draw important lessons for Korea. To summarize the main characteristics of China's investment in Europe, the study found that the EU's share of China's overseas direct investment has continued to increase until recently. Second, investment in the Central and Eastern European Countries (CEECs) is gradually increasing, although it is still insignificant compared to the top five destinations in the EU: Netherlands, Sweden, Germany, Luxembourg and France. Third, China's investment in the EU is being made in pursuit of innovation in manufacturing and to acquire high-tech technologies. When it comes to China's M&A in Europe, the study found that the proportion of indirect China's M&As (via third countries (e.g. Hong Kong) or Chinese subsidiaries already established in Europe) was relatively higher than direct ones. Empirical factor analysis of investment also shows that China's investment in the EU is strongly motivated by the pursuit of strategic assets. Other factors such as institutional-level and regulatory variables are found to have no significant impact, or have an effect contrary to expectations. This suggests that China's investment in the EU is based on the Chinese government's growth strategy, and accompanies an element of national capitalism Today, It is highly expected that the COVID-19 pandemic will have a reorganizing effect on the global value chain (GVC) and Foreign investment regulation in the high-tech sector motivated by national security is emerging as a global issue as the US and the EU are tightening their control. As Korean companies are not free from the risk of falling under such regulations, a thorough and careful response is required. And for the Korean government, it is necessary to prepare legal and institutional measures regulating foreign investment in reference to the US and the EU.

108. COVID-19 and the Exacerbation of Gender Inequality: How the Pandemic Disproportionately Affected Women around the World

Abstract:
The gender wage gap, or the idea that women have historically and consistently earned less than men, has been widely studied and accepted over the past few decades. This gender wage gap exists globally and serves as a powerful indicator of the gender inequality experienced by women. As of 2019, according to data amassed by the Organization for Economic Cooperation and Development (OECD), South Korea’s gender wage gap among full-time employees is the largest among the countries that make up the OECD, coming in at 32.5%. Japan was second at 32.5%, followed by Mexico, the United States, and Canada at 18.8%, 18.5%, and 17.6%, respectively. Notably, in countries with higher levels of racial diversity, the gender wage gap is usually significantly exacerbated for women of color. Despite narrowing in recent years, the gender wage gap is extremely stubborn, and very much existent, as is the general global gender inequality that it reflects. In the past 18 months, the world's population and the global economy have been significantly upended by the COVID-19 pandemic. The virus has affected virtually every country in the world, especially nations with fewer resources to help combat its spread. Studies are also beginning to confirm that COVID-19 has had a disproportionate economic effect on women in many countries, amplifying the gender inequality that persisted in the global economy even prior to the pandemic. For example, as outlined in a study published by McKinsey in July 2020, “Women make up 39 percent of global employment but account for 54 percent of overall [COVID-19- related] job losses” (Madgavkar et al. 2020). However, the widening of the gender gap during the pandemic has been far from universal, with some countries seeing the opposite results. This brief seeks to provide an initial exploration, specifically highlighting how variably the pandemic has affected the United States, South Korea, El Salvador, Guatemala, Nicaragua, the Honduras, Australia, the United Kingdom and Germany. When it comes to global gender equality, where progress is so essential and yet so slow, it is extremely important to explore the economic setbacks created by the pandemic. If not addressed properly, these setbacks might not only slow the fight toward gender equality, but could also slow down the global economy.

The growth of digital platform markets in ASEAN and India is prominent. With COVID-19, demands for economic and social activities centered on digital platforms are expected to rise further; especially five sectors (e-commerce, sharing economy, education, healthcare and fintech) are fast growing seectors. Korean is a potential partner of ASEAN countries and India. Korea's Digital New Deal policy now stresses tasks such as sharing and utilizing data, convergence of 5G and artificial intelligence across whole industries, spreading digital education, digital healthcare, etc., which are closely related to the economic and social needs of ASEAN countries and India. In order to promote regulatory harmonization and cooperation with ASEAN and India, it is necessary for Korea to promote digital economy and trade agreements.

The Asia-Pacific Economic Cooperation (APEC) has been promoting digital transformation as a key mean for regional economic growth and economic integration. The digitalization agenda within APEC is further accelerating since the COVID-19 pandemic. Recently at the APEC Leaders’ Meeting in November 2020, the APEC Putrajaya Vision 2040 was adopted, which includes “Innovation and Digitalization” addressing inclusive economic participation through digital economy and technology as a focus area for the next 20 years. However, it is still difficult to expect visible outcomes in the field of digital inclusion within APEC. Upon this backdrop, this article examines the progress of digitalization in the Asia-Pacific region, compares and analyzes the digital transformation policies of major economies in the region, demonstrates the effect of the digital gap on economic performance in the region, and goes on to produce policy implications.

The European Union and several of its Member States have in recent years launched policies designed to increase the demand for and supply of skilled workers in Europe. This includes educating or attracting non-EU workers with in-demand digital skills and those with the expertise needed to further other policy aims, such as the European Union’s Green Deal. These were already ambitious goals before the COVID-19 pandemic hit, heralding an economic recession and high levels of unemployment. Weathering this crisis and setting the stage for a speedy recovery are now top priorities for policymakers across Europe. Yet longer-term labor market trends linked to technological developments and demographic shifts in some countries—as residents age and older workers leave the workforce—remain important, even as pandemic-related labor market disruptions and constrained national budgets may make pursuing policies to adapt to these changes more difficult. This MPI Europe issue brief explores how the pandemic is shaping the demand for workers and skills in the European Union, and how policymakers can respond to these trends. It also considers how leaders can keep one eye on Europe’s longer-term skills needs. Among its recommendations are investments in education and training systems; in measures that ensure migrants living in Europe are able to successfully integrate into the labor market and apply their skills; and in data-driven, transparent mechanisms to detect where resident workers are unable to meet labor demands and migration from beyond the European Union may be needed.

The COVID-19 pandemic challenged public health and migration management infrastructures in sub-Saharan Africa, like elsewhere, as never before. While many countries in the region had experience dealing with infectious disease outbreaks, including Ebola and yellow fever, the nature of transmission under COVID-19, among other factors, forced governments to reassess many of their public-health strategies and adopt strict guidelines to prevent pushing fragile and over-burdened health-care systems over the edge. However, border closures and other mobility restrictions brought unintended consequences, including stranding large numbers of people, imperiling the supply of essential goods and services, and cutting off income for border communities and prospective migrants. In addition, unilateral containment and mitigation policies prevented a coordinated approach to both public health and migration management. The policy brief examines the different strategies employed by governments in sub-Saharan Africa during the first year of the pandemic, and the limitations of unilateral action. It offers recommendations on how states and the international community can work together to restart migration and mobility and, looking forward, build capacity to respond to COVID-19 and future public health emergencies.

The pandemic has upended labor migration around the globe, and with it, an important avenue for supporting socioeconomic development in many low- and middle-income countries. In Ghana, Senegal, and other West African countries, for example, migration and its corollaries, such as remittances and knowledge transfers from the diaspora, have long contributed to development. Ongoing travel restrictions and uncertainty about when migration will more fully restart threaten this progress and add an extra layer of complexity to efforts to improve the governance of international labor migration. This policy brief explores how governments and other stakeholders can promote better labor migration governance in low- and middle-income countries, and how these efforts are being shaped by the pandemic. It focuses on the experiences of Ghana and Senegal—two countries that were in the process of strengthening their migration policies before the pandemic began. The policy brief looks at these countries’ migration policy priorities, efforts to facilitate mobility within the region and further afield, and strategies for building closer ties to the diaspora. Crucially, the authors note, while the pandemic has disrupted efforts to improve labor migration governance, it has also made abundantly clear why doing so is important. Continued work in this area promises to help achieve better outcomes for migrants and for countries of origin and destination.

114. Addressing the Challenges of Digital Lending for Credit Markets and Financial Systems in Low- and Middle-Income Countries

The demand for digital financial services has risen significantly over recent years. The COVID-19 pandemic has accelerated this trend and since the focus has shifted towards economic recovery, digital lending has become central. Digital credit products exploit traditional and alternative financial and non-financial data to provide access to finance for households and micro, small and medium enterprises (MSMEs). While it makes lending more inclusive for underserved or unserved households and firms, its increasing influence also brings forth challenges that need to be addressed by policy-makers and regulators in order to guarantee well-functioning credit markets and broader financial systems that foster sustainable economic development. A central concern is the adverse effect of digital lending on the stability and integrity of credit markets (and potentially the wider financial systems). The rise in non-performing loans, even before the COVID-19 crisis, has been associated with an increase in digital credits. New players with little experience enter the market and exploit regulatory arbitrage, but often these players have no (or only a partial) obligation to report to respective systems for sharing credit information or to supervisory bodies, which introduces severe vulnerabilities. In addition, the low entry threshold of digital financial products, due to their convenience and simplicity for customers, provides fertile ground for exploitative financialisation. Underserved households and MSMEs with limited financial literacy may be lured into taking up unsuitable and unaffordable digital credits, leading to over-indebtedness and bankruptcy. The last challenge arises from significantly shorter loan maturities in MSME lending if current forms of digital lending are scaled up. This is problematic, as firms need loans with longer maturities to realise productivity-enhancing medium- and long-term investments, many of which include complementary investments in labour, thereby contributing to an improvement in job quality.

115. Export Curbs on Essential Goods in the Wake of COVID-19 and the Least Developed Countries: Permanent Scarring from a Temporary Outburst

Anything that jeopardises progress towards the Sustainable Development Goals – such as a global pandemic and how governments react to it – is thus a major source of concern, in particular for least developed countries (LDCs). The first half of 2020 witnessed governments imposing dozens of export curbs on essential medical goods and foods that the LDCs, among other nations, depend upon. Although some of those curbs have subsequently been removed, there is a substantial risk of a permanent reduction in essential goods supplied to LDC markets, as current multilateral trade disciplines on export controls do not specifically require a return to the pre-pandemic status quo. Let us not forget that the G20 trade and investment ministers declared on 3 November 2020 that “any emergency trade measures designed to tackle COVID-19, including export restrictions on vital medical supplies and equipment and other essential goods and services, if deemed necessary, are targeted, proportionate, transparent, temporary, reflect our interest in protecting the most vulnerable, do not create unnecessary barriers to trade or disruption to global supply chains, and are consistent with WTO rules” (G20, 2020). Evidence on resort to export restrictions suggests, however, that G20 fealty to this pledge was uneven. The purpose of this Briefing Paper is to outline the key policy developments implicating the trade in essential goods during the first nine months of the COVID-19 pandemic before drawing out the implications for development policy and trade policy cooperation. These lessons need to be taken on board quickly if the mistakes made in 2020 are not to be repeated in 2021, when policymakers and the private sector around the world face the imperative of the equitable and efficient global distribution of COVID-19 vaccines. Recent export controls on such vaccines suggest important lessons from last year have not been taken on board universally. The key findings and policy recommendations are: • Permanent disruption to trade routes in medical goods and medicines cannot be ruled out as a result of temporary export curbs. • Revisit the World Trade Organization (WTO) rules that allow export curbs during emergencies. • LDCs should increase their buying power by joining together to buy medical goods and medicines from a diversified set of production locations. • Such buying power would be multiplied if LDCs joined forces with leading development agencies and the multilateral development banks. Stockpiling in advance of any future pandemic offers no cast-iron guarantee, as no-one can know for sure what medical goods will be in high demand.

116. Focussing European Cooperation with the Middle East and North Africa on Social Contracts

2021 is proving to be a key year for cooperation between Europe and its neighbours in the Middle East and North Africa (MENA) region. As the European Union (EU) launches its new multiannual budget, the COVID-19 pandemic has demanded a rethink of the political, economic and social priorities that the EU and its member states should pursue with MENA countries. Europe’s potential for positive influence on state–society relations in MENA countries has yet to be realised. The latest European Neighbourhood Policy (ENP) South Communication, published in February 2021, promises a “new agenda” for cooperation with MENA countries. It does not, however, address conflicts between its own objectives, especially between liberal–democratic political and economic reforms, accountable government and respect for human rights on the one hand, and restrictive trade practices, migration management and security cooperation on the other. Furthermore, there is little bilateral policy coordination among EU member states. Focussing cooperation on social contracts would help overcome such conflicts, which are inherent in cooperation targeting short- to medium-term goals, such as migration management, resilience and private investment. In authoritarian contexts, these measures tend to strengthen the state at the expense of society, and thereby increase prospects for conflict, rather than the stability they promise. The social contract perspective is long-term. Social contracts rely on the state’s delivery of the “3 Ps”: protection (of citizens), provision (of economic and social services) and participation (in decision-making). The social contract provides an analytical tool and a set of organising principles for joint EU and member state priorities and activities. The social contract lens shows how the 3 Ps work together as a framework for social cohesion, peaceful relations and political stability. In practical terms, its use would help improve the effectiveness, coherence and coordination of EU and member state cooperation with MENA countries. Some EU member states prefer to focus on trade and economic cooperation, some on political reform and human rights, and others on migration management. If all take a more long-term perspective, they will realise that sustainable social contracts in MENA countries are good for all of their aims. All European actions should support reforms in MENA countries that aim to make social contracts more acceptable to the contracting parties – governments and social groups. Ideally, such reforms result from negotiations of social contracts between parties on equal terms. In practice, how¬ever, the negotiation power of social groups is often limited – one reason why Europe should ensure that its programmes strengthen societies at least as much as governments. This paper discusses four key cooperation areas which are potential drivers of change for social contracts: • Conflict resolution, peacebuilding and reconstruction; • Post-COVID-19 recovery: health and social protection; • Participation at local, regional and national levels; and • Mutually beneficial migration and mobility. The EU and its member states, by working together on the 3 Ps in these four areas, can influence positive change in the MENA region.

Abstract:
How has the COVID-19 pandemic affected armed conflict and political violence within countries? Focusing on Africa, a continent with a particularly high number of ongoing conflicts, this policy brief analyses the immediate and long-term implications of the pandemic on conflict and reflects on its implications for international peacebuilding efforts. In the short term, conflict patterns on the continent are marked more by a continuation of previous trends than by a strong direct impact of COVID-19. Regarding armed confrontations, there was a rise in conflict intensity in some countries and one new war erupted in the Tigray region of Ethiopia in November 2020. As to lower-scale political violence, especially in the beginning of the pandemic, many states used excessive state violence against civilians when enforcing Corona measures. Perhaps more important than the immediate effect of the pandemic, the consequences of the pandemic are very likely to accelerate violent conflict in the medium to long term. This is firstly because the pandemic exacerbates structural weaknesses, including the sharpening of societal divisions, severe disruptions in the education sector and deteriorating socio-economic circumstances. Secondly, the pandemic has curtailed actors and institutions that might be able to reduce the risk of violent escalation. Trust in the state and security institutions has suffered in many countries due to dissatis-faction with the handling of the pandemic. Moreover, demo¬cratic processes are hampered by the postponement of elections and increasing levels of government repression. At the same time, international peace support is negatively affected by social distancing and further threatened by looming cuts of commitments in official development assistance. Bringing together both the short-term and longer-term effects of the pandemic on conflict clearly shows the risk that the pandemic poses to peace in Africa. It is therefore vital for the international community to: 1. Stay engaged and stay alert. If the international community continues to focus on handling the domestic consequences of the pandemic rather than international challenges, conflict will further increase in intensity and spread geographically. COVID-19 has already led to a reduction in international peace support, including peacebuilding initiatives and mediation. However, these instruments are vital to foster peace and prevent emerging and renewed conflict. 2. Invest in conflict prevention. The adverse effects of COVID-19 on economic, social and political structures can, and very likely will, provide the breeding ground for larger-scale conflicts, both in least developed countries (LDCs) and middle-income countries. Thus, conflict prevention must be taken seriously, including the strengthening of open and participatory (democratic) processes that enable societies to deal with societal conflicts peacefully. 3. Pay special attention to post-conflict countries. Many African countries have experienced large-scale civil wars in their history and continue to be LDCs struggling with societal tensions. The risk of renewed conflict in these places is particularly high.

118. The Preserving Effect of Social Protection on Social Cohesion in Times of the COVID-19 Pandemic

This paper examines empirically whether social protection in the form of adapted social assistance programmes are affecting social cohesion during the COVID-19 pandemic. Using unique primary data from nationally representative, in-person surveys from Kenya allows for the exploration of the effect of social protection on attributes of social cohesion (trust, cooperation and identity). The analysis employs a difference-in-differences approach that compares households with and without social assistance coverage before and after the first wave of the pandemic. The findings suggest that social assistance can have a positive effect on attributes of social cohesion, but only in regions that faced larger restrictions due to lockdown policies. Turning to the analysis without focusing on lockdown regions, social assistance does not affect attributes of social cohesion. Overall, the results suggest that only under specific circumstances existing national social assistance programmes and their adaptation in times of large covariate shocks, such as the COVID-19 pandemic, can be beneficial for social cohesion.

On August 24th, Ukraine celebrated the 30th anniversary of its independence. This offered a window of opportunity for the country’s president, Volodymyr Zelensky, to mobilise the population domestically around patriotic rhetoric and, internationally, to engage in diplomatic initiatives. However, on both fronts, the Ukrainian leader faces important challenges: mounting Covid-19 cases, intensification of Russian pressure, and Western states’ refusal to meet Kyiv’s expectations. The EU-Ukrainian summit planned on October 12th 2021 represents the occasion for both sides to reflect on these difficulties and for the EU to clarify its position vis-à-vis its eastern neighbour.

As energy prices rise around the world, against the backdrop of the post-Covid economic recovery, the 27 EU leaders discussed what Europe could do to ease the pressure on consumers at the European Council on 21-22 October. The increase in prices is due to a particular international context and is affecting all countries: China is facing electricity shortages in many provinces due to insufficient coal supply, and in the United States the price of natural gas has risen by more than 150% since the beginning of the year. However, this increase raises questions about Europe's energy strategy and its impact on climate objectives, just a few days before the opening of COP26 in Glasgow.

COVID-19 has led to more inequality and poverty in Europe. Together with the accelerating climate crisis and ageing population, massive additional investments in education, healthcare and social infrastructure will be needed to maintain Europe's social protection systems, ease the negative impact of the digital and green transitions, and protect the Union's future prosperity. Unfortunately, the EU's current economic governance model does not leave much room for member states to make these kinds of investments in human capital - also called 'social investment'. This third Policy Brief in a series on reforming EU economic governance sets out five proposals to promote the role of social investment: Alter the pace of fiscal consolidation to be in line with economic growth; Reassess the accounting procedure for public investments, which can, in the long run, split up government investment from government spending and improve the quality of public finances overall; Establish a Future Investment Fund, whereby public investment would be excluded from the calculations of both headline and structural deficits; Reform the European Semester in a way that incorporates the lessons of austerity and prioritises social outcomes alongside fiscal and public administration reforms; Prioritise what matters to citizens - even if it challenges the existing economic orthodoxy.

127. Accountability in Policing COVID-19: Lessons from the Field

As countries around the world roll out their COVID-19 vaccination programs and gradually reopen their economies and borders, the coronavirus continues to ravage vulnerable communities. Moreover, these same communities have borne the brunt of the economic disruption caused by the pandemic, which decimated livelihoods, increased poverty, and exacerbated inequalities in many countries. Early in the pandemic, countries rushed to shut their borders and impose emergency measures, such as curfews, travel restrictions, and community lockdowns. States deployed security forces to enforce these measures, some of which resulted in widespread human rights violations, including torture, killings, and intimidation of persons perceived as failing to comply with their orders. Colombia, Kenya, Lebanon, and Uganda—all countries where ICTJ works—are among those whose security agencies weaponized their powers under these emergency measures and often used brutal means to keep people off the streets. While constitutional police forces committed the bulk of these abuses, a growing number of paramilitaries, citizen vigilantes, and other nonstate forces have also committed human rights violations while enforcing the emergency measures. However, the COVID-19 pandemic underscores states' obligation to protect the inherent right to life and the subsequent right to health. Moreover, national and international human rights laws allow states to temporarily suspend certain rights and invoke special powers that would be considered an infringement of civil liberties in normal situations. Thus, the suspension of those rights is justified by the need to protect the collective good. This paper analyzes the emerging trends of draconian regular policing and vigilante policing during the pandemic in Colombia, Kenya, Lebanon, and Uganda. The paper also describes how armed nonstate groups have come to exercise control in communities where there is no government presence to enforce emergency lockdown and other measures, with little regard for the principles of proportionality and non-discrimination. In all contexts, since the outbreak of the COVID-19, regular police and paramilitary forces have increased their powers, which they have abused extensively. As a result, some policing practices have become deadlier than the virus itself and have exposed the profound frailties of democratic governance.

South Korea was one of the first countries affected by the COVID-19 pandemic in early 2020. A combination of high societal discipline and competent and prompt government actions on mass testing capacity and technologically enabled tracing and quarantines enabled South Korea to quickly control the pandemic. Consequently, South Korea did not need to enter into full economic lockdown in early 2020 and needed only much smaller fiscal stimulus than most other advanced economies. The limited fiscal impact of COVID-19 is fortuitous for South Korea, as the pandemic coincided with the country’s dramatic demographic transition to a future of rapidly shrinking working-age population and accelerating overall aging. South Korea recorded the lowest total fertility rate of any advanced economy in 2020. Unless fertility rates rise, the country will not escape large and negative economic effects from what will be a rapidly declining total and working-age population. Kirkegaard proposes several policy reforms for South Korea, while arguing that the direct role of government action in increasing the South Korean fertility levels is likely to be modest.

As the US economy rebounds amid elevated inflationary pressures and Europe grows at a rapid clip, an uneven global rebound looms. Although emerging-market and developing economies (EMDEs) generally retain good access to global capital markets for now, their relatively slow pace of COVID-19 vaccination will continue to hamper their economic recoveries and strain their public finances—already stretched owing to the fiscal pressures of the pandemic over the past year and a half. Higher interest rates in the rich countries, particularly the United States, could tip EMDEs into liquidity and even solvency crises. The likelihood of crises is higher if advanced-economy central banks move abruptly, surprising markets. Global policymakers should prepare now by enhancing mechanisms for providing liquidity to EMDEs and, in cases of insolvency, for restructuring their sovereign debts. Perhaps even more important, the scope for uneven recovery can be limited if rich countries make an all-out effort to deliver vaccines globally and enhance less prosperous countries’ infrastructures for getting shots into arms.

Rapidly expanding digital flows have significantly contributed to world economic growth. The exponential expansion of digital flows since 2005 has partially compensated for lethargic growth in global conventional trade and foreign direct investment flows. COVID-19 accelerated the digital revolution in 2020, as businesses and consumers increasingly “went digital” in everything from online education and work to shopping. Many countries, particularly the United States, have enormous commercial and cultural interests in preserving the freedom of cross-border digital traffic. Strong international agreements can keep digital highways open, but agreements reached so far do too little to discipline government practices that threaten to restrict digital flows, allowing ample room for ideological and protectionist obstacles. A new and better agreement is necessary to safeguard the growth of digital flows.

135. Generational Dynamics of Economic Crisis and Recovery: Prospects for Younger and Older Persons

Economic shocks affect young and older age groups disproportionately and highlight the insecurity of the youth labor market and volatility of older people’s savings. The COVID-19 pandemic exacerbated youth labor market challenges and caused young people to either lose jobs or work fewer hours. It also undermined the financial security of older people who tend to own small businesses given that half of the small businesses either closed down or lost significant revenue during lockdowns. Furthermore, COVID-19 exacerbated the digital divide between generations. While younger people are more likely to be technologically savvy, older generations often lack digital literacy to adapt to online work or virtual communications platforms. Dr. Goldin argues that to alleviate the disproportionate suffering experienced by young and elderly age groups during the pandemic, policymakers should increase targeting of social-protection measures, facilitate private-sector investment in education and training, invest in improving digital services and infrastructure, ensure access to financial services, and collect age-disaggregated data on economic and COVID-related indicators.

The information revolution put brick and mortar academic institutions under pressure to adapt, and the COVID pandemic has increased atten- tion on higher education models – business, intellectu- al, and philosophical. As the NATO Defense College (NDC) turns 70, and the Alliance ponders a new Stra- tegic Concept, it is worth reviewing the NDC model and value of education more broadly. General Dwight D. Eisenhower created the College in 1951 to prepare military and civilian officials for duty in NATO posts or in NATO-related positions in their capitals. War col- leges in France, the United States, and the United King- dom provided the conceptual basis for the NDC, but the NATO equivalent would have two differences: the NATO College would focus on Alliance issues more than national colleges, and consensus-building would be a key part of its education method. Seventy years later, the College still prepares military and civilian officials to assume positions of responsibility within NATO and that preparation has always included acquiring geo-stra- tegic knowledge and building relationships. NDC@70 means reflecting on how senior leaders acquire knowl- edge, develop skills, and strengthen relationships in to- day’s challenging period with rapid rates of technologi- cal change and increasingly segmented societies.

This policy brief, part of a series on great power competition, highlights the productive role that intellectual property (IP) can play in navigating supply chain disruptions resulting from great power competition in a post-pandemic world. Rather than reinforcing the vicious cycle of techno-nationalist confrontation, it is possible for businesses and policymakers to promote virtuous cycles of competition with a more robust focus on intellectual property. Specifically, businesses and policymakers can look to IP licensing and allocation of rights to play a key role in tariff mitigation strategies and supply chain restructuring. At the same time, competitive pressures can lead to enhanced IP regimes in China and other economies, which argues for a more nuanced discussion of supply chains beyond physical relocation and economic decoupling.

Gender Based Violence (GBV) is a global pandemic existing in all social groups across the globe, yet it has largely been ignored in the COVID-19 response and recovery plans. It is evident that the COVID-19 pandemic has intensified GBV, including domestic violence and intimate partner violence amongst other forms of violations, but the investments in GBV prevention and response are dramatically inadequate, with just 0.0002% of the overall COVID-19 response funding opportunities going into it. Barriers to achieving gender justice, such as harmful social norms, continue to exist, but progress made since the start of the 16 Days of Activism Against Gender-Based Violence Campaign show that there are solutions, and feminist activism has been a driving force for progress on eliminating gender-based violence.

Inequality is worsening and exploitation of women is endemic across the global economy. While inequality of power and value was already deeply unfair before the pandemic, it has now reached shocking proportions. COVID-19 has cost global workers $3.7 trillion in lost income, and women and young workers have been hardest hit, as they are often found in the most insecure and lowest-paid jobs. Few places reveal this trend more clearly than supermarket supply chains. In stark contrast to the escalating human misery brought by the pandemic, the supermarket sector has largely been the standout winner of the crisis. Senior executives, the largest institutional investors, and mostly wealthy shareholders of global supermarkets continue to be rewarded with business-as-usual high compensation and dividends. In fact, during the pandemic, publicly listed supermarkets distributed 98% of net profits to their shareholders via dividends and share buybacks. Meanwhile, workers and producers, especially women, across the globe – the people we call ‘essential’ or ‘frontline’ workers – have seen their incomes stagnate or even fall, while their rights continue to be violated.

Six years after the establishment of the Gaza Reconstruction Mechanism (GRM), people in Gaza continue to live on the brink of disaster as a result of 13 years of the Israeli blockade. The water, sanitation and health (WASH) sector remains significantly damaged, with Gaza facing the complete collapse of its wastewater treatment system. The reconstruction process is ongoing, but it is slow, costly, and hampers the humanitarian response. Six years after the establishment of the Gaza Reconstruction Mechanism (GRM), people in Gaza continue to live on the brink of disaster as a result of a 13 year blockade imposed by Israel. The water, sanitation and hygiene (WASH) sector remains significantly damaged, with Gaza facing a stark deterioration of available WASH services at the community and household level. The reconstruction process is ongoing, but it is slow, costly, and hampers the humanitarian response. The COVID-19 pandemic has severely aggravated existing vulnerabilities, including access to water and sanitation. This strongly impacts the daily lives of over 2 million people living in the coastal enclave, of whom 1.5 million – or 75% – have been identified as being in need of humanitarian assistance. Oxfam has recently reviewed the challenges associated with the GRM and its impact on the WASH sector in Gaza. Its findings reveal that these challenges are an obstacle to the reconstruction of WASH infrastructure (including operation and maintenance), hindering efforts to address the increased needs of people in Gaza. Donors and UN agencies should consider the needs of people in Gaza today. Rather than continuing with the GRM, they should explore how they can improve their engagement to be able to challenge the Israeli access restrictions, work towards economic development, ensure accountability within access mechanisms, and facilitate inclusive Palestinian participation to access mechanisms and the reconstruction of Gaza.

The virus has exposed, fed off and increased existing inequalities of wealth, gender and race. Over two million people have died, and hundreds of millions of people are being forced into poverty while many of the richest – individuals and corporations – are thriving. Billionaire fortunes returned to their pre-pandemic highs in just nine months, while recovery for the world’s poorest people could take over a decade. The crisis has exposed our collective frailty and the inability of our deeply unequal economy to work for all. Yet it has also shown us the vital importance of government action to protect our health and livelihoods. Transformative policies that seemed unthinkable before the crisis have suddenly been shown to be possible. There can be no return to where we were before. Instead, citizens and governments must act on the urgency to create a more equal and sustainable world.

Nearly 18 months after word of a deadly new virus began leaking out of Wuhan, China, the Chinese government’s response remains fundamentally hostile to international cooperation and transparency. Despite hundreds of offers of assistance, polite diplomatic entreaties, and demands for access to data by governments and health authorities across the globe, the world still knows far too little about COVID-19’s origin. As in a Dali painting, the clocks have melted but time has not stood still. China’s initial silencing and censoring of its doctors and scientists, followed by misinformation about COVID-19’s dangers—especially denials concerning the virus’s ability to be spread human-to-human, invisibly and asymptomatically—helped cost the world trillions of dollars and millions of lives. Whether one believes COVID-19 originated in a zoonotic host, a bat cave, a frozen food shipment, or a Wuhan lab’s dangerous “dual-use” research supporting undeclared bioweapons programs, the world needs answers from the Chinese Communist Party. These are answers Beijing won’t provide unless it faces a high price for refusing. For the good of public health and international security, the Biden administration and the Congress can unite in a coordinated, long-term response.

The recent surge of COVID-19 in South Asia challenges India’s traditional ability to aid its smaller neighbors, a change that could, in turn, affect India’s influence in its competition with China. Unless India can recover from this surge with the help of allies like the United States, the pandemic could impact the Indo-Pacific’s geopolitical balance. In the past, India has often acted as a first responder across South Asia, helping other countries recover from natural disasters, and it initially occupied this role during the first months of the coronavirus pandemic, when it helped several South Asian and Indian Ocean region countries cope with the effects of the disease. India’s role as ‘first responder’ has been a key factor in its geopolitical power and in maintaining its role as a leader in the region. However, the resurgence of COVID-19 has jolted India at a time when democratic countries, including the United States, view India as critical to balancing China’s deepening influence cross Asia. South Asia, a region holding 23 percent of the world’s population, now accounts for over 11 percent of global COVID-19 cases and 6 percent of COVID-related deaths. The world’s largest democracy and second-most populous country, India alone currently accounts for over 84 percent of South Asia’s cases and deaths. For most of 2020, it appeared that India, thanks partly to a lockdown, had managed to avert a huge health crisis. During this time, India supported its immediate South Asian neighbors by supplying personal protective equipment and medications. However, the latest COVID-19 surge has created a crisis that has strained the Indian health infrastructure’s ability to meet. With more resources being diverted towards domestic ends, India’s ability to maintain friends and influence other countries has diminished, also potentially shrinking its sphere of influence. The US must therefore go beyond dealing with its own health crisis and also support India in dealing with its crisis. Instead of allowing China to consolidate its positions in Pakistan, Sri Lanka, Bangladesh, Nepal, and the Maldives, helping India restore its ability to provide assistance would be in the best interests of the United States and its allies.

148. Recommendations to Congress Concerning the Investigation into SARS-CoV-2's Origin

On May 26, 2021, President Biden announced that he had tasked the US Intelligence Community (IC) with providing a definitive review of SARS-CoV-2’s origins within 90 days, and that deadline is fast approaching. On the same day, CNN reported that the Biden administration had shut down another investigation into possible Chinese government dual-use biological programs being conducted at the Wuhan Institute of Virology (WIV) and its associated facilities. This investigation, which was being conducted by the Bureau of Arms Control, Verification and Compliance (AVC), had been initiated by Secretary Pompeo’s State Department in 2019, and its purpose was to answer the following questions: What role, if any, did the Chinese government’s virus research program play in its biological weapons program? Under the Biological Weapons Convention, any use and development of capabilities with potential dual uses (civilian and military) must be for peaceful purposes. Did this virus research program and the spread of SARS-CoV-2 represent a further Chinese violation of the Biological Weapons Convention (BWC)? Following the completion of the 90-day review, Congress should, over the short term, request that the AVC Bureau continue the investigation into SARS-CoV-2’s origin that President Biden interrupted and re-assigned to the Intelligence Community. In contrast to the US IC, the Bureau’s sole function is to assess other nations’ compliance with their international arms control obligations and, moreover, has the legal mandate to do so. Additionally, this memo contains recommendations concerning the US government’s compliance-and-verification function over the long term that would support policymakers and allow it to effectively fulfill its Congressional mandate.

149. Will the Biden Administration Support Global US Leadership in the Innovative Medicines Industry?

Given the historically unprecedented speed with which the US pharmaceutical industry has developed COVID-19 vaccines—3 of the 4 first products likely to be approved for marketing are almost certainly from US firms—it would seem appropriate for a renewed sense of confidence, support and even acclaim for the economic model that lies behind this success. Instead, the sector remains under pressure to lower prices and protections for its patented products, both in the United States and globally. It is worth noting that the entire world benefits from the new medical advances in treating the worst pandemic in at least 50 years. Instead, President Trump has continued to criticize the industry for its pricing model for newly developed drugs, while countries such as India, Pakistan, and Brazil call for breaching of the patent shield for the new vaccines (and recent treatments such as those for HIV and Hepatitis C), and developed countries in Europe, East Asia, as well as Canada, persist in questioning the medical value of the new medicines to their citizens.1 To add to the current uncertainty about US leadership, there is ever-increasing competition from China in terms of basic science and pharmaceutical products. The Chinese national goal of self-sufficiency in these two fields has resulted in a huge increase in research and development funding and purchases of leading biotechnology firms in the United States and Europe. At the same time, China’s global market share in generic drugs and active pharmaceutical ingredients (APIs) is steadily growing. Chinese government funding for research in these fields has grown by 20 percent annually since 2008. The incoming Biden administration is calling for new pricing models and the use of compulsory licensing for some new products, especially those related to the new virus pandemics. Compulsory licensing allows a government to license entities other than the patent holder to produce and sell patented products without the patent holder’s permission. If the economic and scientific model which promotes constant advances in medicines and new treatments is to survive, the current domestic ecosystem for research and development ought to be strengthened, instead of being undermined by reducing private sector incentives and weakening the protection of intellectual property (IP). Additionally, ways to address the problem with other countries enjoying a “free ride” at the expense of US consumers and public health systems, need to be considered.

All major contemporary challenges, be they environmental, digital, public health or demographic, are cross-national and transnational in nature, necessitating multilateral, cross-border solutions. The EU envisages a world system collaborating more closely and tightly to combat global challenges old and new, like the Covid-19 pandemic and global recession. We follow up on the recent European Commission and EEAS Communication by proposing three key strategic priorities for the EU’s international engagement in the years to come. The EU should make it a priority to improve the performance of all international organizations (IOs), focusing on the most important ones and those in which it has the greatest leverage. The EU should seek to engage with running IOs, to reform IOs and to allocate more resources. The EU should address the weaponization of asymmetric interdependence by taking action at a global multilateral, cross-regional and intra-EU level. Developing EU strategic autonomy should focus on security, AI, digital technology, sustainability and cyber warfare, also by cooperating with like-minded allies like the US. Strengthening the global role of the euro is part of the strategy. The EU should economize resources by prioritizing key regions (Africa and MENA) and key IOs. Finally, promoting rules-based multilateralism at global level requires defending its benefits for European citizens at home.

The race for the limited Covid19 vaccines has led to shifts in the geopolitics at play in the Western Balkans. Despite the impressions that China and Russia have the upper hand, however, the European Union (EU) has not been absent from the region. Given the difficulties to meet vaccine needs in its member states, the EU has concentrated on long-term consequences of the Covid19 pandemic in the Western Balkans. Meanwhile, Covid19 cases and deaths are increasing in the region, pointing to the need for more attention on short-term challenges. The handling of the pandemic in the Western Balkans has also reaffirmed long-standing shortcomings in the EU foreign policy. Given that the vaccination is on track in EU member states, the time has come for the EU to prioritise the delivery of Covid19 vaccines to the Western Balkans.

Although the certificate is expected to greatly simplify travel within the EU, its large-scale deployment is not without scientific, legal, and ethical challenges. The current analysis sheds light on the main tenets of the agreed EU framework and highlights the positions and initiatives of the main stakeholders. It also examines the major ethical and legal questions associated with the release of the certificate and makes a series of recommendations that could contribute to the efficient handling of some of these challenges so as to ensure a socially-responsible and effective use of this new EU instrument.

The United Nations missed its opportunity to shine with the Covid-19 outbreak and was ignored over the recent Afghanistan crisis. Collective-action incapacity also happens to lie at the core of EU foreign policy weakness in the face of major recent geopolitical developments, such as Afghanistan and the AUKUS agreement. The emerging Cold War global atmospherics suggests an adverse environment for the EU to add substance to its oft-stated objective of strategic autonomy. However, intensifying great power polarization raises the need for a more assertive global Europe capable of effectively defending and sustaining a rules-based global multilateral system. The EU’s existence in the world as a trade and regulatory (super)power is best served by a well-functioning rules-based multilateral system, of which the EU is currently the most credible and ardent defender. In the escalating rivalry of the US with China there is no doubt where the European Union’s allegiance lies. Europe has been a steady pillar of the Euro-Atlantic alliance. A trade power and a global leader in combating extreme poverty and climate change, the European Union sees it in its best strategic interest to keep China engaged in the collective provision of global public goods ensuring sustainable development worldwide and preventively addressing the causes of massive migration waves. The EU should grasp the emerging opportunity and assert its own approach, aimed at a dual objective: first, to apply its moderating influence on the escalating Sino-American confrontation; and second, to breathe new energy into a visibly ageing global multilateral system and its frustrated ability to provide global public goods. Meeting this objective rests on two conditions: first, the EU should avoid introverted and short-sighted reactions to the Afghanistan and AUKUS challenges. Second, the EU should take bolder steps to enhance its own capacity to contribute to the public good of international security.

In response to the COVID-19 pandemic, health has become a top priority for EU leaders. The first steps to revamp and strengthen the EU health agenda have been taken. However, to ‘build back better’ and make the most out of EU action in health, Europe must now lay the foundations for more resilient national health systems while centering the recovery on people’s well-being. All of this should be underpinned by a serious reflection on how the EU can bring added value. In this Policy Brief, Simona Guagliardo proposes how this vision can turn into reality: Despite its limited competences, the EU can support member states in making their national healthcare systems more effective, accessible, and resilient, for instance, by encouraging them to prioritise investments in health system reforms in the context of the 2021 European Semester and the Recovery and Resilience Facility. People’s health and well-being should be at the core of all policymaking. The EU must move away from only measuring progress in terms of economic growth. A reflection on the feasibility and desirability of transferring some health competences to the EU level can no longer be ignored. The Conference on the Future of Europe should serve as a platform to engage with citizens and civil society and start the debate on levelling up the EU’s role in health policy. The COVID-19 pandemic will not be the last pandemic Europe will ever have to face. Any tangible progress that the EU27 achieves in building a robust Health Union will not only be invaluable for managing today’s crisis, but also for preparing for future – and perhaps even more severe – health challenges.

155. Updating the European industrial strategy for the post-pandemic world

On 27 April, the European Commission is expected to publish an update to their 2020 Industrial Strategy, a blueprint for an assertive European industrial policy that drives the digital and green transitions. While the current strategy’s broad principles continue to hold, it must now adapt to the post-pandemic world’s challenges. Furthermore, the original strategy only provided a high-level roadmap, with many areas requiring further development. Europe’s most vulnerable regions, characterised by persistent low growth and poverty, face a systemic lack of specific EU support. These regions display particularly high levels of vulnerability to the social, economic and territorial impacts of COVID-19, which will affect their recovery trajectories. They risk being left further behind in the EU’s complex pathway towards ‘a green and digital recovery’. The Union’s lack of focus and action for investing in these most vulnerable regions must be addressed. First and foremost, EU institutions and member states should recognise that some territories will struggle much more than others in their recovery trajectories. Ignoring their plight would have potentially far-reaching consequences. The EU’s ‘convergence machine’ could be damaged irreparably, with long-term – and potentially political – consequences. In particular, they recommend: creating an EU policy space for regions experiencing long-term low growth and poverty, to promote the value and visibility of place-based support; aligning Cohesion Policy and the Recovery and Resilience Facility for improved policy coherence and greater investment impact; and tailoring support for growth-enhancing reforms in the EU’s most vulnerable regions. The EU’s green and digital recovery strategy fails to account for the specific needs of its poor and low-growth regions. Existing disparities and fragmentation challenges across the Union could widen or even become entrenched, casting new doubts on the EU’s ability and commitment to strengthen its convergence agenda and execute a just transition. The fallout could lead to a rise in territorial and political tensions while leaving many vulnerable places behind. Hunter and Pilati outline an agenda for a new EU initiative that champions reform support for these vulnerable territories and improves their prospects for a digital and green recovery.

It is time to reimagine the EU’s economic governance. In early 2021, the EPC set out to do just that in its Rethinking EU Economic Governance Task Force. Drawing on insights from participating experts, academics and policymakers, this first Policy Brief in a series of EPC publications outlines how the debate on the Stability and Growth Pact (SGP), the EU’s framework for fiscal and macroeconomic surveillance, has evolved and the reform options that have surfaced. There is broad dissatisfaction with the SGP and how it has fared in an environment of prolonged low-interest rates, missed inflation targets and low growth. In February 2020, the European Commission launched a review of the SGP in an attempt to address its shortcomings, but it was quickly put on hold by COVID-19, when the fiscal rules were suspended. Half a year later, the Commission is finishing what it started. We are in a drastically different world since the European Commission launched the review. Not only has government debt increased significantly, but regional, economic and social divides have worsened, policymakers face inflationary pressures for the first time in decades, and the Recovery and Resilience Facility and accompanying EU-level bond issuance fundamentally changed the EU’s economic architecture. In parallel, there is a widespread acknowledgement that averting, as well as adapting to, the climate crisis requires a steep increase in public investment. Thanks to the EPC Task Force’s ongoing work, Francesco De Angelis and Frederico Mollet can pinpoint the SGP’s major flaws, post-COVID-19 challenges, and five broad categories of reform options: Interpretative flexibility to smooth fiscal adjustment paths and potentially place less emphasis on problematic indicators. The COVID-19 pandemic revealed the vulnerability of international value chains in the face of global shocks. This has triggered a political discussion regarding a possible reshoring of vulnerable supply chains back home. The aim is to reduce dependencies on foreign suppliers and thus improve crisis resilience of the domestic economy. The debate is also rooted in the growing dependence on Asian suppliers and the colliding political and ideological systems between China and the West. Unilateral decoupling of the EU from China (a doubling of trade costs) would reduce real income in the EU on average by 0.8 percent. In terms of GDP in 2019, this equals a permanent loss in real income of 131.4 bn EUR. Should China retaliate, real income would fall by 1.0 percent (170.3 bn EUR). With its extremely interconnected economy, real income in Germany would even decline by 1.4 percent (48.4 bn EUR). China would also lose from such a trade war, with real income declining by 1.3 percent. Should the EU increase its trade barriers against all its non-European trading partners, real income in the Union would fall by 3.5 percent or 584.3 bn EUR in case of a unilateral increase and by 5.3 percent or 873.1 bn EUR in case the rest of the world responds by also raising trade barriers.

The middle of a pandemic that has stopped the world in its tracks may seem like a surprising time to focus our attention on Africa’s future. Covid-19 has triggered lockdowns and school closures, caused job losses, postponed elections (1) and forced us to fix our gaze on the here and now: on staying healthy today, on putting food on the table today, on protecting people’s rights and dignity today. However, a shock like this pandemic also creates an imperative for strategic foresight. As Africa prepares for a post-Covid world, we must take stock of people’s lived experiences and expectations if we are to build back better. What are Africans’ aspirations for their lives and those of their children? How are they thinking about the future and what can they do to shape it? What assets are citizens willing to invest to further their collective ambitions, and how can governments and development actors best harness them? This policy Brief taps into Afrobarometer (2) survey data to map people’s aspirations for the next decade and their willingness to take action to achieve their goals (detailed information on Afrobarometer surveys and methods can be found in endnote 2). Rather than using abstract scenarios or models to build a vision of the future, we asked people directly where they want to go and how they think they can get there (3). Our analysis is grounded in the perspectives of ordinary citizens, their views on the interactions they have with their governments and their reports of the actions they take to participate in policy processes and influence their governments, defined as ‘citizen engagement’. The responses to the surveys show that Africans’ aspirations go well beyond economic and social security: they evince a desire for self-sufficiency and autonomy as well as democratic, accountable and responsive governance. Citizens are largely ready and willing to take action and even to put their own financial resources into the pot in order to realise their ambitions. Examples abound of citizens joining together to do everything: from fighting corruption in the management of local natural resources in Ghana (4), to initiating local awareness-raising and relief campaigns in response to Covid-19 in Cameroon, Kenya, South Africa and South Sudan. (5) Yet too often, governments resist and fail to listen to citizen voices, respond to popular expectations and build the governance systems their people demand. This leaves an enormous resource— the energy and will of millions of citizens — untapped, a luxury that African governments cannot afford as they look to the future and consider how to achieve the ambitious targets of the United Nations’ Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063. If they are to make effective use of their people’s assets, decision-makers will need to increasingly engage with their publics by opening doors to information sharing and real collaboration. By expanding the space for African voice and agency in all arenas, from problem-solving to policymaking, the power of citizen actions can be unleashed across the continent. In this opening Brief of the Imagine Africa series, we consider what Africans want their future to look like 10 years down the road and then review current trends in what they say they are getting. The growing gap between ambition and reality discussed in the second and third sections highlights the need for changes in how governments and citizens interact. The fourth section showcases what African citizens can bring to the table in terms of resources, energy, activism and engagement, but also reveals that African governments are not always receptive to these inputs. We conclude with a discussion of what African decision-makers and international supporters can do to more effectively leverage the power of citizen action and engagement.

When the Covid-19 pandemic began to sweep through the world in the early months of 2020, no country or international organisation had contingency plans in place to deal with a crisis that could occur anywhere and affect everybody simultaneously. In the case of the missions and operations deployed under the framework of the Common Security and Defence Policy (CSDP), Covid-19 had a severe impact, including on Brussels-based personnel and structures, early on. In hindsight, it is easy to criticise the first three months of crisis management at the CSDP structures in Brussels as well as what operations and missions did in the field. However, the unique and novel challenge of this pandemic must never be lost sight of in any assessment of CSDP performance. The pandemic and its effect on the CSDP revealed some crucial challenges faced by EU missions and their operational and planning structures. This Brief tries to shed light on the impact that Covid-19 has had on the CSDP and points to some lessons which can be drawn from the experiences of dealing with the pandemic crisis so far.

The global pandemic has laid bare the digital inequities across vertical (income) and horizontal (social, political, and identity) dimensions, while exposing the extent to which pre-pandemic approaches to bridging the digital divide have been dominated by economic considerations even while they are not universally treated as policy priorities. Access to digital is a product of both material investment and political will. Where there is no conscious effort to include marginalized communities into digitalization plans, these communities can be left behind. In countries where identity-based exclusion is routinely built into political behavior, there can be systematic patterns of exclusion of specific groups (e.g., the indigenous First Peoples of North America, the Roma of Europe, or the Somali of northeast Kenya). Many countries around the world have such communities, and any work to digitalize a country must be founded on politically and socially conscious efforts to include groups that may be left behind by historical marginalization. This brief reviews key aspects of the digital divide, with special attention to exclusion and inequality, emphasizing that poor connectivity isn’t just about wealth—it is also about inequality. Si vis pacem, cole justitiam” – “If you desire peace, cultivate justice,” is the motto enshrined in the foundations of the International Labour Organization’s (ILO) building in Geneva, established in 1919. World War I, the Russian Revolution, and the fear of communism that followed, had convinced world leaders that, “universal and lasting peace can be established only if it is based upon social justice,” as they stated in the 1919 Versailles Treaty. Widespread injustice, inequalities, and exclusion were the enemies of peace. Many would argue they are no less relevant today. Over the past 100 years, “social compacts” and “social dialogue” are frequently referenced all over the world as tools to achieve shared growth and prosperity, better working conditions, higher living standards, and higher productivity. Social dialogue is often seen as a miraculous recipe for sustainable development, decent work, and growth, especially in times of crisis or recovery. This was seen in South Africa, where institutions were established as part of the effort to rebuild after Apartheid. It has also occurred periodically in Latin America when social issues have become contentious. The concept was evoked in the U.S.’ New Deal of the 1930s following the economic “crash,” as well as in crisis-torn Scandinavia in the same decade. Now, social dialogue has emerged again among those who are now planning priorities for next decade in the face of massive challenges amidst the COVID-19 pandemic. The COVID-19 pandemic has revealed the extent to which we rely on essential workers. Around the world, health workers have been greeted by clapping, but this has not translated into improvements in their working conditions or pay. On the contrary, as COVID-19 cases and deaths have mounted, so too have the pressures and fatalities among health and other essential workers. A new deal for essential workers is not only the right thing to do on ethical and other grounds. It is in everyone’s self-interest. Without a new deal for essential workers, societies will not be able to respond to the intensifying cycle of crises that arise from an increasingly complex, interconnected, and unstable world. Whether it is a natural disaster, large-scale terrorism, geopolitical hostilities, or another pandemic, it is only a matter of time before society must again face down a crisis of unprecedented scale. To build resilience, we need a well-trained, deeply committed, and full complement of essential workers who will rise to the challenge. A new deal for these workers should be seen as a central tenet of creating more resilient economies, and an investment to reduce risk and future proof our societies. In order to close the widening divide between the rhetoric and reality, author Ian Goldin argues in this policy brief paper that a new deal is required for essential workers and begins by defining essential workers and laying out the key facts around the prevailing socioeconomic background for such workers. It then draws on the experience of mitigating and compensating for risks in other socially necessary but hazardous occupations, such as the military, and uses this to define the contours of what a new deal for essential workers should look like.

Solidarity has become a global and regional buzzword in the fght against Covid-19. As a result of the unequal and shifting disease burden and resource scarcity among countries, solidarity has manifested itself in various forms depending on the national and regional contexts and disease situations. Politicians worldwide have called for solidarity, which has taken many shapes and forms. At the nation- al and sub-national level, Covid-19 has prompted calls for communal solidarity. Solidarity, at the EU level, has often been used as a synonym for intra-EU coordination and assistance between member states as well as safe- guarding the welfare of EU citizens. In the global arena, UN and WHO leadership has been pushing for global sol- idarity to highlight the global nature and scope of the crisis, simultaneously alluding to the uneven distribu- tion of vaccines and the embedded systemic injustices in global health governance. Tis mosaic of solidarities difers from the normative ideal. In this Briefng Paper, we explore the diferent types of pandemic solidarities to understand the political dis- course during the frst year of the Covid-19 pandemic. We analyze the solidarity rhetoric of the high political leadership as well as key solidarity initiatives at three diferent governance levels: global (UN), regional (EU), and national (case Finland) to see how solidarity has been defned, in which context, and to what ends. Compared to other types of emergencies, pandemics are in a league of their own. One key characteristic of a pandemic emergency is the anxiety connected to the processes of contagion, infection, and spread. As the term ‘pandemic’ signifes, the frst line of defence at the local level has failed, as happened in the initial stage of Covid-19. Whereas natural catastrophes are usually lo- cally contained without additional concerns stemming from the fear of spread, pandemics are, to a degree, an- ti-humanitarian by their very nature. Tey usually lead to a knee-jerk reaction to step back and bufer oneself to prevent the harm from spreading.1 From this per- spective, pandemic solidarity is far more limited and qualitatively diferent. Instead of compassion for distant. others, a nearest-and-dearest approach can ensue. Tis Briefng Paper argues that lower levels of soli- darity should act as enablers for better pandemic gov- ernance at the global level. Until now, the impact of na- tional and regional solidarity has been relatively bleak. Calls for solidarity can act as empty signifers or merely as political rhetoric that is not tied to any concrete efort or action. To shed light on the meanings of solidarity, it is important to identify and distinguish the operative nature of solidarity, or lack thereof, in various contexts.

Armed conflicts around the world have continued largely unabated, irrespective of the global pandemic. Despite influencing conflict-affected contexts, the pandemic has not (thus far) been a gamechanger regarding conflicts. Both non-state and state actors have tried to seize opportunities stemming from the pandemic measures for their own benefit. This, along with changes in the footprint of peacebuilding efforts, has threatened human security. In the long term, socioeconomic repercussions of the pandemic pose the gravest threats to peace. The socioeconomic fallout can induce conflict by undermining the social contract and social cohesion, particularly in contexts with conflict legacies, deep inequalities, and high external economic dependencies. The EU has multiple tools that it can deploy in its external action to mitigate the conflict-inducing repercussions of the pandemic. Taking preventive action requires a long-term perspective, even amidst the unfolding crisis.

The Russian science, technology and innovation (STI) system is geared towards global geoeconomic competitiveness and is based on three S’s: state control, sovereignty and self-sufficiency. State-sponsored biotechnological innovation is a component in Russia’s geoeconomic strategy: in the case of Sputnik V, Russia’s commercial and strategic objectives are intertwined. The Russian state’s close involvement in development, marketing and propagating Sputnik V – as well as its readiness to skip standard practices in order to make headway with the product – create well-founded distrust towards it in Western markets. In the emerging and developing markets, Sputnik V suffers from insufficient manufacturing capacity. In many countries, only a fraction of promised doses have been delivered, and setting up local manufacturing capacity outside the EAEU takes time. The European states should pay more attention to linkages between Russian innovation policies and its foreign, security and military policies. For Russia, these are not separate silos but build upon and support each other.

The lived experience of the covid-19 pandemic has split Europe just as the euro and refugee crises did, with the south and the east feeling much more badly affected than the north and the west. Some people were affected directly by illness, some only experienced economic consequences, while others feel untouched by covid-19. The economic victims are more likely than others to say that restrictions have been too severe, and they tend to be more sceptical about their governments’ intentions behind lockdowns. Europeans are divided over what they believe to be governments’ motivations behind restrictions: the Trustful have faith in governments; the Suspicious believe rulers want to cover up failings; the Accusers think governments are trying to increase their control over people. Splits are appearing between those who believe that, in the context of the pandemic, the biggest threat to their freedom comes from governments, on the one hand, and those who fear the behaviour of their fellow citizens, on the other. There is a major generational divide, with the young more likely than the old to blame governments for the ongoing impact; the young also feel more badly affected. Poland, Germany, and France could each be emerging as archetypes for post-pandemic politics.

In trying to promote global cooperation, the EU must take account of competition with China and other illiberal powers across these areas. Italy is set to play a defining role in the use of the EU recovery fund, whose success or failure will likely shape European integration for years to come. Under Prime Minister Mario Draghi, the country is focused on dealing with the pandemic while promoting Italian and European interests as president of the G20 and co-chair of COP26. The Draghi government is shifting the priorities of Italian foreign policy towards the European Union, the transatlantic relationship, and multilateralism more broadly. This marks a break with the approaches of the previous two governments, which were intent on partnership with China and Russia. Draghi’s Italy will work primarily alongside other EU member states – particularly on health security, climate, and economic and infrastructure development – but could also act as a bridge between competing great powers. In doing so, Italy has an opportunity to position itself closer to the Franco-German engine and to help construct a multilateral system in which the EU and the US are equal partners.

He focuses on the vaccination against COVID-19 and presents the most important attributes of a communication campaign that would challenge disinformation surrounding the vaccination. The Czech government is under increased pressure to persuade citizens to vaccinate themselves against Covid-19. The strong presence of anti-vaccination movements, as well as general scepticism of Czech public against vaccination represents a serious challenge for public communication. To communicate effectively in the context of conspiracy theories, the Czech Ministry of Education should follow simple best practices to persuade citizens to vaccinate. The messages communicated should be clear and simple, delivered by reliable and familiar messengers. Furthermore, the right channels should be considered, and various governmental institutions should be consistent in their messages. One year on, despite some less-than-smooth negotiations regarding the structural funds and the COVID-19 vaccine rollout, Europe is recovering. Horizon Europe has officially launched its new funding period and the EU member countries are preparing to benefit. Amidst domestic pressure, the UK Government’s is fighting hard to maintain access to the framework. The COVID-19 vaccination is underway throughout the continent, and the EU-leaders-agreed Just Transition Fund is another step towards what is to become a truly transformative period for the European industry and climate. As the dust settles in the aftermath of Brexit and COVID-19, it is time to review the ample opportunities for growth and innovation made possible by Horizon Europe. The 2021 – 2027 program was officially launched this past February, with a number of programs and calls currently opening for the first funding period.

Our Associate Research Fellow Katarína Svitková has written the third article of the new publication series EUROPEUM: 2021–2027 Horizon Europe. In her policy brief, Katarína focuses on the issue of education, which, like many other sectors, underwent a fundamental change during the pandemic. She also presents the Innovation Capacity Building for Higher Education program. The year of 2020 and its series of abrupt and unprecedented changes did not spare the field of higher education. With the start of the global pandemic in the spring of 2020, universities and research institutions were forced to transition a remote form of work, research and instruction. Having overcome the initial shock and transformation phase, a majority of higher education institutions are currently running their third semester partially or entirely online. The past year thus brought fundamental changes in the way universities work, and boosted the debate about the very objectives and purpose of higher education. Debates over its efficiency and effectiveness were revived, deepening the existing argumentation divide between the advocates of quantitative outputs measurement (such as employability or GDP) on one hand, and qualitative social sciences approach geared towards intangible skills such as critical thinking, on the other. The program titled Innovation Capacity Building for Higher Education falls under the 2021 – 2027 EIT Strategy, and its overall objective is to boost innovation and entrepreneurship at European higher education institutions. In line with the general funding priorities of the EU’s Horizon framework, it builds on connecting higher education and research organizations across the EU to build capacities in the sector, which is key for future development and prosperity of Europe.

Added to the already enormous challenges faced by the humanitarian system and its constituent parts (proliferation of conflict and non-state actors, climate stress, mass migration, ...), the global Covid-19 pandemic coupled with repeated assaults on the basic tenets of multilateralism have brought existing systems to a breaking point, if not irrelevance. Traditional principled humanitarian positioning has fallen short of engaging with or addressing nefarious global political trends with dramatic effects. The result has been inequitable access to life saving support to those who need it most, risk transfers, and overall reduced capacity for aid agencies to meet growing challenges. A paradigm shift is needed. The imminent Communication of the European Commission on humanitarian aid is an opportunity to clarify perimeters, reaffirm with force the authority of IHL and take the measure of how much the EU can leverage support to strengthen principled humanitarian action across the world. It should set the frame to address structural tensions that require more thinking and interactions and create at EU level a space for non- institutional and informal dialogue.

When the coronavirus broke out in 2020 the whole world literally came to a pause. The pandemic overshadowed all other major problems and started to shape relations between states. Climate change suddenly disappeared from the international agenda. However, the effects of the global climate crisis are showing faster and more severely than ever before: wildfires in Australia, extreme weather events in Asia, tornado’s in America, a melting Arctic... Secondary effects like climate migration and conflicts have become visible as well. This crisis is more urgent than ever. The COVID-19 crisis has shattered our economies, but lockdown measures taken by almost all governments have had a positive impact on the emission of greenhouse gases. The world took a step forward, even if unintended, towards the goals set in Paris in 2015. COVID-19 has taken away a lot from the world, but it may also have created a momentum to continue this downward trend and make it structural. Even the world’s great powers will have to integrate the green transition in their COVID-19 economy recovery plans in order to not fall off the wagon. But will only a green great power remain a great power?

The EU made its first forays into the field of public and cultural diplomacy when the European External Action Service (EEAS) was created a decade ago. In 2016 the Joint Communication of the European Commission and the EEAS, titled ‘Towards an EU strategy for international cultural relations’,1 made further headway. The Communication and the accompanying preparatorystudies2 concludedthat enormouspotential existed for the EU’s cultural diplomacy, but that a strategy to realise that potential was lacking. Ghana’s economy and public finances have been hard hit by the dual shocks of the coronavirus pandemic and the oil price crash. Despite the downturn, the government has managed the pandemic better than most countries. Ghana's early response to the pandemic means the country is expected to be one of the world’s few economies that may continue to grow this year in nominal terms. Importantly for public finances, the Ghanaian government is becoming more dependent on extractive production. Just four years ago, in 2016, extractive revenues represented just 5 percent of fiscal revenues. In 2018, mineral revenues represented more than 3 percent of non-aid fiscal revenues. In 2019, oil revenues represented nearly 10 percent of non-aid fiscal revenues. The government expects oil, gas and mineral receipts to double between now and 2022, which would constitute a five-fold increase in resource dependence in six years unless other sources of revenue can be mobilized. Revenue mobilization is essential since Ghana remains a country at high risk of debt distress. Any further economic or financial shock could draw the government into a debt spiral and default. The Ghanaian government has responded in three ways: committing to macroeconomic stability and fiscal discipline, debt monetization and working to mobilize revenues. In this briefing, the authors discuss each of these strategies and offer recommendations for the government's current debt management policy.

Senegal, with significant reserves of natural gas, appears to be on the verge of becoming a significant hydrocarbon producer. This resource wealth presents the country with opportunities, but also risks. NRGI's new paper reviews the recent experience of other “new producers”, mainly in Africa, and attempts to draw lessons for Senegal on how to make the most of its hydrocarbon resources, taking into account both the changing context due to the coronavirus pandemic and the ongoing transition to renewable energy. Countries face a number of challenges in managing revenues from natural resources. This brief focuses on some of the challenges affecting countries as they prepare for production from oil and gas finds. First, international experience has shown that a number of countries have succumbed to the “presource curse, where overoptimism regarding the future benefits from the sector undermines government policies and ultimately leads to disappointing outcomes. As such, it is important to manage public expectations around what the finds will mean for the economy, and resist pressure to embark on unsustainable borrowing, public spending or investment plans based on overly-optimistic forecasts of the revenues that will flow from these resources. There are also challenges around putting in place an appropriate governance framework to prevent revenues from being lost to tax avoidance/evasion and mismanagement. In the context of the coronavirus pandemic, these challenges are particularly difficult, as countries grapple with fears of losing out on investment, and weigh whether to use resource wealth to finance temporary spending needs to stabilize the economy.

181. NRGI Impact: Demystifying Ghana’s Agyapa Royalties Deal

As the coronavirus pandemic struck Ghana in March 2020, its government introduced sweeping social and health measures, but with a hefty price tag: the IMF subsequently projected the government deficit to reach 9.5 percent of GDP. Ghana’s gold wealth was seen as a possible solution. The government proposed creation of a new company, Agyapa Royalties Ltd. The Agyapa plan involves assigning most gold mining royalties from Ghana’s industrial gold production to an offshore company and selling 49 percent of the shares for approximately $500 million. When information on the Agyapa IPO surfaced in social media in early August 2020, NRGI convened discussions with a group of key Ghanaian civil society organizations (CSOs). This group coalesced into a 25-member “Alliance of CSOs Working on Extractives, Anticorruption and Good Governance.” Analysis by NRGI and the CSOs exposed important governance vulnerabilities in the deal, including risk of undervaluation; loss of control over gold sector governance; loss of ability to repay existing loans; limited consultation and questions on transparency and accountability provisions; and corruption risks. NRGI helped the alliance to broaden its advocacy agenda beyond just seeking transparency around the deal terms and politically exposed persons involved. NRGI suggested solutions to ensure an adequate valuation of Ghana’s gold and to protect the sovereign rights of the government to adjust fiscal terms and control decisions made by Agyapa Royalties. The alliance held several press conferences which led Ghana’s top media to actively report on the deal. NRGI connected with key international media outlets, with the Financial Times and the Economist citing NRGI analysts and Ghanaian members of the alliance. Following two months of coordinated pressure from civil society, a special prosecutor’s report outlined potential corruption risks and infringement of procurement legislation, validating some of the risks raised by civil society. The future of the deal is still pending, but civil society successfully placed the issue at the top of the national agenda.

182. NRGI Impact: Safeguarding Ghana’s Petroleum Funds and Ensuring a Resilient Recovery

Before the coronavirus pandemic struck Ghana, the country’s economy was relatively strong, with growth forecast at around 5.8 percent in 2020. A month after the country’s first recorded coronavirus case, with both national and global restrictions put in place, the IMF revised this figure down to 1.5 percent. The pandemic also exposed Ghana, with its reliance on mining and oil revenues, to sudden volatility in commodity prices. A significant drop in oil prices caused by the pandemic delayed government plans to increase oil production and reduced expected oil revenues, on which Ghana’s 2020 budget forecasts were built. In order to address short-term needs and raise funds to finance an ambitious coronavirus alleviation program, the government obtained a credit line of $1 billion from the IMF in April 2020, as well as support packages from the World Bank and the African Development Bank. But, with aims to reduce dependence on foreign funds, the government turned its attention to oil revenues to fund the pandemic response. Officials floated plans to free up around $200 million for contingency spending by amending the Petroleum Revenue Management Act (PRMA) to allow the use of the Ghana Heritage Fund and to request a cap on the Ghana Stabilization Fund. These were met with protests. The Ghana Heritage Fund was established to save and invest a portion of oil revenues in safe assets to benefit future generations once oil deposits are depleted. Around nine percent of petroleum revenues flow into this fund annually, which, as of June 2020, held around $608 million in allocations and interest on investments. The Ghana Stabilization Fund was set up to balance the budget in times of shocks to the economy and unanticipated shortfalls in oil revenues. The minister of finance, subject to parliamentary approval, can cap accruals to the fund. Excess funds above the cap can then be used for debt servicing or for contingency spending.

183. Enhancing South Asian Nuclear Dialogues: The Implications of Covid-19

Before the global spread of Covid-19, nuclear-armed China, India and Pakistan lacked official diplomatic exchanges to address nuclear weapon-related issues. The pandemic then halted even unofficial dialogues between these countries, which had existed in various bilateral and multilateral formats. As a result, China, India and Pakistan are faced with the challenge of keeping a desirable level of predictability concerning each other’s nuclear postures and capabilities. This SIPRI Policy Brief explores ways of dealing with this challenge and enhancing nuclear dialogues in South Asia. It considers both longer-term developments in the region and the recent implications of Covid-19. The paper finds that bilateral dialogue remains more feasible than trilateral dialogue between China, India and Pakistan. Nevertheless, it argues that these countries may need to address specific issues in broader formats. Emphasized by the Covid-19 crisis, such issues notably include emerging technologies and autonomy. On the one hand, these technologies support diplomacy digitalization, allowing nuclear-armed states to use online and mixed formats to develop nuclear dialogues between them. On the other hand, if applied in the military area, these technologies may affect nuclear postures and capabilities, and contribute to military escalation.

There is increasing need to free up medical trade to help end the COVID-19 pandemic and secure global health. Yet import tariffs, export restrictions, and other limitations on international trade in medicines and medical goods continue to confound the hopes for fulfilling this need. Indeed, added restrictions have been imposed on medical trade during the pandemic. Meanwhile, governments have accomplished little at the World Trade Organization (WTO) to help meet this need. Using trade to help fight the COVID-19 pandemic and to otherwise support global health must move to the top of the WTO agenda, with the aim of finalizing new rules to support trading for health care goods by the time of the next WTO ministerial conference in Geneva in late November 2021 — and ideally, sooner.

Technology policy formulation has recently gained a renewed importance for governments in the era of strategic competition, but contextual understanding and expertise in deciding where to focus efforts are lacking. As a result, decision-makers might not understand their own national strengths and weaknesses. It’s difficult to judge whether a country’s R&D outputs, no matter how advanced, and its development of production capacity, no matter how significant, align with the country’s intended strategic objectives or can be used effectively to achieve them. The ability to measure the relative strengths and weaknesses of a country by weighing specific strategic objectives against technical achievements is of paramount importance for countries. This is especially true as nations seek to resolve supply-chain resilience problems underscored by the Covid-19 pandemic. China’s rejection of the Quad’s vision of a free and open Indo-Pacific, willingness to use economic coercion and the resulting strategic competition, call further attention to multiple technology sectors’ heavy reliance on a single source. A solution must be found that can exploit synergy across multiple technology sectors among collaborating countries while ensuring supply-chain resilience.

186. The RRF as administrative subsidiarity

When the corona crisis broke out, it was clear that eurozone economies were ill prepared for new setbacks. Put differently, the SGP had failed to produce convergence. The RRF offers an opportunity to reconsider the effectiveness of economic governance and to strengthen national ownership for sound economic policies. Despite its potential merits, the RRF was not designed to reinforce national institutions to monitor and correct their own economic policies. Creating the required ownership for sound economic policies would have demanded empowering the independent National Productivity Boards (NPBs) and Independent Fiscal Institutions (IFIs), and integrating them in a redesigned independent network-based European Fiscal Board (EFB). The failure in 2020 to include the NPBs, IFIs and the EFB also implies a major break with the Fiscal Compact, Two Pack and Six Pack that aimed at empowering national institutions. The RRF concerns a major financial commitment and could thus have been used as bargaining chip to strengthen the long-term reform measures by insisting on a subsidiarity-based European monitoring and enforcement system, including mutual inspections, and build around the nascent macroeconomic independent national and EU agencies. Such decentralized systems have proved their worth in successful European policy areas such as in monitoring the state of the environment in member states. This will have consequences for the organization of the EU Commission. Using the lessons from the RRF to (forget to) strengthen national institutions is also relevant for redesigning the SGP. Firstly, redesigning the NPBs, IFIs and EFB will offer a suitable model for monitoring national policies as a replacement of the current centralized control under the SGP by the Commission. Secondly, the future development of the RRF and NGEU can be used as bargaining chip in the negotiations on the SGP. The review of the SGP will involve adaptation of rules, reinstituting the ESM, and deciding on new emergency funds. The negotiations ahead offer opportunities and leverage for steering towards a pro-active and constructive role for the Netherlands in the elaboration of subsidiarity-based economic governance.

The Covid-19 pandemic prompted a strong re-engagement in global health. Because the pandemic coincided with geopolitical rifts between the US and China, but required a global response, the EU and its member states took responsibility to safeguard the World Health Organization (WHO) and initiated global arrangements for vaccine sharing for developing countries. Within the EU, mandates and global health functions have traditionally been underdeveloped and divided between the development and health sectors. For the Netherlands, this is perhaps the case to an even larger extent. Development funding has focused primarily on sexual and reproductive health and rights, and the health ministry has had limited interest and capacity on international health issues, with the exception of certain specific issues such as Anti-Microbial Resistance (AMR) and medicine prices. Spending on global health by both the EU and the Netherlands has been fragmented, with mainly ad hoc budgets being made available for the international pandemic response. This policy brief calls for a structural response and more coherent outlook on global health.

The COVID-19 pandemic has caused the most severe recession in recent decades, with a cumulative loss to global GDP of around $9 trillion. Climate disasters continue to affect the most vulnerable populations and countries, affecting more than 50 million people in 2020. Investments in climate adaptation and resilience have been insufficient in recent years. Global investments only reached $30 billion in 2017-2018, against estimated needs in developing countries between $140 and $300 billion per year by 2030. As governments worldwide design and begin implementing post-pandemic economic recovery programs, investments in adaptation and resilience provide a unique opportunity to generate jobs, restart economic growth, and tackle the inequities made more acute by the pandemic. We discuss practical policy and program options to achieve these multiple objectives.
