In a communication of 12 April, the European Commission assessed the potential political and economic consequences of suspending visa exemption for U.S. citizens. Lacking pressure from individual EU Member States, the Commission discouraged such a move and gave the EU Council and European Parliament three months to take an official position. It seems almost certain that the measure of applying pressure on a non-EU country will not be used to help Poland and four other Member States obtain visa-free travel to the United States or other countries with a similar restriction. However, if current trends continue, Poland should join the U.S. Visa Waiver Programme in five years.

Traditionally, there is a partisan split on foreign policy in the United States: Republican candidates and voters worry more about terrorism, defense and national security than Democratic candidates and voters, thereby putting more stock in foreign policy issues, which manifests itself in the aggressiveness—of lack thereof—of each party’s foreign policy platform. But the candidates in the 2016 U.S. presidential election can be categorised by more than just party: a line can also be drawn between conventional candidates—Hillary Clinton, a Democrat, and Ted Cruz and Marco Rubio, Republicans—and unconventional candidates—Donald Trump, a Republican, and Bernie Sanders, a Democrat. Should a conventional candidate be elected president, U.S. foreign policy would be based on predictable adaptation to the changing international environment. An unconventional candidate, however, would be a wild card, whose actions would be difficult to predict.

Abstract:
Of all the free trade agreements (FTAs) concluded by Korea with its major trading partners since the turn of the century, the Korea-China FTA may be the largest in trade terms. It is, however, far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment policies. Korea and China agreed to liberalize a large share of bilateral trade within 20 years, but both sides incorporated extensive exceptions to basic tariff reforms and deferred important market access negotiations on services and investment for several years. Political interests trumped economic objectives, and the negotiated outcome cut too many corners to achieve such a comprehensive result. The limited outcome in the Korea-China talks has two clear implications for economic integration among the northeast Asian countries. First, prospects for the ongoing China-Japan-Korea talks will be limited and unlikely to exceed the Korea-China outcome. Second, Korea and Japan need to strengthen their bilateral leg of the northeast Asian trilateral and the best way is by negotiating a deal in the context of the Trans-Pacific Partnership.

Following President Obama's budget proposal on 8 April, the US has embarked on another round of negotiations in attempts to reach a fiscal deal. Differences between the two sides (Democrats insist on taxing the wealthy whereas Republicans insist on spending cuts) have their roots in respective party doctrines, and the current gridlock displays the exceedingly partisan nature of the current US political process. Although the origins of this dispute are clearly to be found in domestic politics, they increasingly have foreign policy implications as well. They are likely to have an impact across the Atlantic - where fiscal austerity and budgetary cuts are equally underway, albeit for reasons that do not entirely coincide - and an effect on EU-US security cooperation.

The current turbulent global landscape recalls past key transition points in history such as 1815, 1919, 1945, and 1989, when the path forward was not so clear-cut and the world faced the possibility of very different global futures. As the US National Intelligence Council suggested in its landmark 2012 report, Global Trends 2030: Alternative Worlds, the transatlantic community is entering a new era in history that will pose a very different set of challenges and offer unprecedented opportunities. If it is to survive, the NATO Alliance must navigate this crucial period by fundamentally reconsidering its place in the global landscape as well as its future roles, missions, and functions from a strategic, long-term perspective. The world is changing rapidly, and if NATO does not adapt with foresight for this new era, then it will very likely disintegrate.

Taiwan's elections on January 14, which for the first time combined polls for the presidency and the legislature, displayed further positive evolution in Taiwan's now well-established democracy. The results also precluded an immediate disruption in relations between Taiwan and the PRC, which is good news in Washington. In Beijing's view, however, the goal is not stability across the Taiwan Strait, but unification. Chinese impatience might weigh more heavily on President Ma Ying-jeou, and by extension on the United States, during Ma's second term.

On Monday, Lebanese prime minister Saad Hariri will visit Washington for a meeting with President Obama. In announcing the meeting, White House press secretary Robert Gibbs called it "a symbol of the close and historic relationship between Lebanon and the United States." Indeed, between 2005 and 2009, bilateral ties were never closer or more consequential, with the Cedar Revolution ending nearly three decades of Syrian suzerainty in the country. Over the past year, however, Hariri has had to govern in coalition with Hizballah. The Iranian-Syrian backed Shiite militia will be the elephant in the Oval Office during Monday's meeting.

The rest of the conference simply “took note of it”, most with resignation, many with anger. This policy brief will have a closer look at the climate change negotiations from an African perspective. It will try to answer three questions to see whether the outcome of the negotiations was as unacceptable as South Africa said it was. First, what was the African Common Position and what were some of their demands? Second, how did the negotiating strategy to defend the African Common Position on climate change evolve? The August 3 fatal shooting of an Israel Defense Forces officer by a Lebanese Armed Forces soldier has sparked debate regarding the utility and wisdom of the U.S. military assistance program to Lebanon. Although such assistance is not new, the program's scope dramatically increased after the 2005 Cedar Revolution ended Syria's thirty-year occupation and swept the Arab world's only pro-Western, democratically elected government to power. In recent months, however, Syrian influence has returned, while Hizballah has secured enough political power to effectively reverse many of the revolution's gains. Even before the August 3 incident, these changes on the ground prompted Rep. Howard Berman (D-CA), chair of the House Committee on Foreign Affairs, to place a hold on the 2011 assistance package.

In an August 2 speech, President Obama confirmed that regardless of the status of government formation in Iraq, the U.S. military remained committed to the withdrawal of all combat forces by the month's end. Meanwhile, Iraq is still struggling to form a government in the long wake of the March elections, and the Muslim fasting period of Ramadan -- when much political and business life slows almost to a standstill -- begins next week. If an Iraqi government does not form fairly quickly after Ramadan ends in mid-September, Iraq's political scene may worsen, including an increased risk for violence. Ramadan has always existed in Iraqi and U.S. minds as a break point, when a new government may finally come together. Failure to make progress during the month is thus likely to elicit at least mild panic amongst politicians and the public. So how might the deadlock be broken?

With smiles, compliments, and a strong dose of hospitality, President Obama did his best to provide a dramatically improved backdrop for U.S.-Israeli relations during Binyamin Netanyahu's July 6 visit to the White House, compared to the climate that greeted the Israeli prime minister upon his strained April visit. This included strikingly specific commitments on key issues important to Israeli security. Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. On April 8, Egypt held elections for nearly 53,000 municipal representatives. Not surprisingly, participation was abysmal: Egypt's ruling faction, the National Democratic Party (NDP), ran unopposed for more than 80 percent of the seats, while the Muslim Brotherhood -- the country's only real opposition party -- boycotted the contest in response to government harassment. Although the White House issued a statement expressing concern about "widespread electoral violations," these issues represent only a fraction of Egypt's domestic problems, which also include food shortages, labor unrest, and increasing Islamist social and political penetration. Complicating matters, these crises coincide with the first political transition in decades -- the impeding retirement of eighty-year-old President Hosni Mubarak, who has ruled since 1981. Taken together, these developments raise the specter of instability for a key U.S. ally.

Joe Biden was selected as Barack Obama's vice presidential candidate largely because of his expertise in foreign policy. Traditionally, in U.S. politics, Dick Cheney-like strong vice presidents are exception, not the rule. It is wiser to focus on Obama's foreign policy outlook rather than Biden's, which would benefit Turkey in the long run with its realistic tendencies. Biden's voting pattern, as it is displayed in three different issues (Cyprus- Armenian Issue-Iraq) does not seem friendly to the Turkish position. However, Biden as a statesman would not create extra problems for Turkey at the expense of U.S national interests. In all of these issues, the person that should be watched carefully is Obama, not Biden. Spending more energy to analyze Obama's geopolitical priorities can benefit Turkey in the long run.

Haiti's constitution was adopted on March 29, 1987 when over 90 percent of the voters approved it in a popular referendum. The result was not surprising. Among the most democratic in the world, Haiti's constitution was proposed in the aftermath of the brutal Duvalier dictatorship and seemed to promise an end to arbitrary and violent rule. Unfortunately, that was not the case as the country endured two more decades of turmoil. Tomorrow, around 400,000 Omani men and women are expected to vote in elections for eighty-five seats on the nation\'s Majlis al-Shura, or Consultative Council. Among the conservative Arab states of the Persian Gulf region, Oman -- a key U.S. ally and exporter of oil and gas, strategically positioned opposite Iran -- is often considered to be the most politically progressive, perhaps even evolving slowly toward a constitutional monarchy. But the country remains dominated by its ruler, Sultan Qaboos bin Said, and for now, the council is limited to advice on public services and infrastructure.

Abstract:
On October 21, Kurdistan Workers Party (PKK) operatives carried out an attack from northern Iraq into Turkey, killing twelve Turkish soldiers. This incident followed the killing of more than thirty people in recent weeks, including an incident in which the PKK pulled a dozen civilians off a public bus and shot them. The Turkish public has responded to the attacks by calling for incursion into northern Iraq to eliminate PKK camps there.

This USIPeace Briefing highlights the findings regarding the security situation in Nepal in the run up to constituent assembly elections scheduled for November 22, 2007. Since February 2007 the United States Institute of Peace (USIP) has held individual meetings and group dialogue sessions on strengthening security and the rule of law in Nepal. These events have taken place in Washington, D.C., Kathmandu, Banke, Siraha, Kailali, Jhapa, Chitwan and Rupandehi Districts. During the sessions and meetings, including with members of the security sector, challenges and solutions to strengthening security and the rule of law were identified and discussed. While election security for the upcoming Constituent Assembly Election was not the primary subject of the discussions, various participants offered a number of recommendations and raised several concerns. Additionally, general security issues, many of which are related to election security, were discussed and can be included in a broader long-term security strategy.

The attacks of September 11, 2001, transformed the landscape of global security, none more than borders and immigration. The topography of citizenship, belonging, and suspicion instantly changed for Arab and Muslim communities in the United States. They drew the sharp attention of U.S. law enforcement and intelligence services, and that continues. But the public's focus has swung south to scrutinize the U.S.-Mexican border as a source of insecurity. For the most part, the alarms about immigrants as threats are exaggerated. And the policy choices driven by these concerns—much larger border security measures in particular—are costly in a globalized economy and unnecessary for security in any case.

Since the autumn of 2001, following the shocking attacks of September 11th, President Bush and his advisers have repeatedly likened the war against terrorism to the confrontation with Nazi Germany in the Second World War and the long struggle with Soviet communism in the Cold War. But the current anti-terrorist campaign and the related war in Iraq are significantly different from those earlier contests. Where resemblances occur, they are not comforting to our political values. And the comparative lessons that the U.S. Government is proffering are not the ones that are relevant to dealing with terrorism.

There has long been a widespread perception among U.S. defense intellectuals, politicians and pundits that, while we can live with the nuclear weapons of the five official nuclear nations for the indefinite future, the proliferation of nuclear weapons to nuclear-threshold states in the Third World, especially the Islamic world, would be enormously dangerous. This orthodoxy is so much a part of our collective common sense that, like all common sense, it can usually be stated as simple fact without fear of contradiction. It is widely found in the media and in learned journals, and it is shared by liberals as well as conservatives.

The global challenges confronting political leaders today—whether the stalemate of global trade negotiations, the threat of Avian flu, the struggle over Iran going nuclear, or the fight against global poverty—cannot be solved by yesterday's institutions. They demand new approaches to global governance that are more inclusive, more representative, and thus more effective. The G8 summit, in particular, is a forum of the eight industrialized countries that were the dominant powers of the mid-twentieth century. By excluding the emerging powers of the twenty-first century, it has become increasingly ineffective, unrepresentative and illegitimate. U.S. global interests are best served by increasing the inclusiveness and effectiveness of the global steering process rather than sticking with the obsolete, overly formalized and unrepresentative G8.

Westerners believe Iranian president Mahmoud Ahmadinezhad to be popular in Iran, in no small part because of his strong support for Iran's nuclear program. However, there is much evidence to the contrary. There is limited information available with which to form a judgment about the popularity of any politician or political program in Iran. The government forbids any independent opinion polling on matters as ordinary as the raging problem of drug addiction, let alone sensitive issues like negotiations with the United States or the nuclear program. The main sources of information for Western media are the statements and photographs that come from Iranian state media, or other Western journalists who go to Iran but cannot work freely in the face of government controls. The Western newsmedia has taken the massive turnouts at demonstrations in support of Ahmadinezhad and his nuclear policy as evidence of popular support for both. But the size of such demonstrations has no meaning beyond illustrating the efficiency of the regime's propaganda machine. Unfortunately, Western media take this propaganda for the truth. The Iranian regime has nearly succeeded in fashioning its own image and imposing it on its critics. Official results show Ahmadinezhad was elected by only 35 percent of eligible voters—in an election that was not free and fair, according to many top Iranian officials. Most of Ahmadinezhad's support came from rural regions and the poorer classes of Iranian society; these voters hoped that Ahmadinezhad's election would reduce corruption and raise their standard of living. Today there are clear signs of dissatisfaction within these constituencies. The evidence comes from independent journalists, blogs, and independent Iranian news websites which have reported increasing discontent with Ahmadinezhad's domestic policies.

The June 29 parliamentary elections in Kuwait achieved international media coverage because women were allowed to stand for office and vote for the first time in the sheikhdom. Less well reported were the local political divisions that had brought about elections a year earlier than expected. The results of the balloting—in which, incidentally, none of the women candidates won office—worsened the divisions between the Kuwaiti government and the National Assembly and could lead to greater public disagreement about the character of the country's alliance with the United States.

To most Americans, the prospect of a united Europe has long been viewed not only as a favorable development, but even as an increasingly inevitable one. Our common political, religious and cultural heritage, democratic governments, market economies, and Cold War experiences have all contributed to the perception of Europe as a friend and natural ally of the United States, occasional differences not withstanding. The formation of NATO in 1949 gave a military tone to the developing political alliance between the U.S. and Western Europe, and the beginnings of united Europe in the early 1950s was generally viewed in Washington as a favorable trend that would make Western Europe a stronger economic partner and a stronger ally in the struggle against Soviet Communism.
