Abstract:
In this brief, I discuss the current state of economic development policy, which tends to focus on interventions, usually funded with foreign aid, that are aimed at fixing deficiencies in developing countries. The general perception is that there are inherent problems with less-developed countries that can be fixed by with the help of the Western world. I discuss evidence that shows that the effects of such ‘help’ can be mixed. While foreign aid can improve things, it can also make things worse. In addition, at the same time that this ‘help’ is being offered, the developed West regularly undertakes actions that are harmful to developing countries. Examples include tariffs, antidumping duties, restrictions on international labor mobility, the use of international power and coercion, and tied-aid used for export promotion. Overall, it is unclear whether interactions with the West are, on the whole, helpful or detrimental to developing countries. We may have our largest and most positive effects on alleviating global poverty if we focus on restraining ourselves from actively harming less-developed countries rather than focusing our efforts on fixing them.

The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

Abstract:
The still unsigned Bilateral Security Agreement (BSA) between Afghanistan and the United States provides the legal basis for continuing U.S. military presence in Afghanistan. In addition to its substantive importance, the BSA is also a confidence-building mechanism. The delay in putting it in place is compounding uncertainty and further diminishing economic confidence during Afghanistan's already challenging and uncertain transition. Afghans' responses include, among others, hedging behavior (legal and illegal), personal decisions on whether to come back to or stay in Afghanistan, delays in investments, incipient job losses, declining demand for goods and services and real estate prices, and farmers planting more opium poppy.

5. The Quality of Official Development Assistance 2014

The Quality of Official Development Assistance (QuODA) measures donors' performance on 31 indicators of aid quality to which donors have made commitments. The indicators are grouped into four dimensions associated with effective aid: maximizing efficiency, fostering institutions, reducing the burden on partner countries, and transparency and learning. The 2014 edition finds that donors are overall becoming more transparent and better at fostering partner country institutions but that there has been little progress at maximizing efficiency or reducing the burden on partner countries. The World Bank's concessional lending arm, the International Development Association (IDA), performs very well in QuODA, ranking in the top 10 of 31 donors on all four dimensions. The United States ranks in the bottom half of all donors on three of the four dimensions of aid quality and last on reducing the burden on partner countries. The United Kingdom ranks in the top third on three of four dimensions of aid quality and scores particularly well on transparency and learning. The Global Fund ranks in the bottom third on fostering institutions but ranks in the top third on the other three dimensions of aid quality, including the top spot in maximizing efficiency.

With exciting economic opportunities and serious environmental challenges, the Arctic is transforming and re-emerging as a geopolitically important region. Major global players within and without the Arctic are paying greater attention to the region. While Russia is a traditional Arctic state with significant economic and security interests in the region, China, the US and the EU have also expressed their Arctic interests more explicitly. They are keen to tap into the economic potential and have a say in the way the region becomes accessed, exploited and governed. As a result, the Arctic is no longer a spatially or administratively confined region, but is instead taking its new form in the midst of contemporary global politics. The globalization and economization of the Arctic will most likely downplay environmentalism and reduce the relative influence of the indigenous people and small Arctic states in Arctic affairs. Arctic governance is also likely to turn more complex and complicated as the economic and political stakes are raised.

Since China adopted its "going out" policy in 2001, her outward foreign direct investment (OFDI) flows have grown rapidly, reaching US$84 billion in 2012 (although the stock remains small). That year, China was the world's third largest outward investor (after the US and Japan). This performance raises all sorts of issues, especially because state-owned enterprises (SOEs) control some three-quarters of the country's OFDI stock. Three challenges are addressed in this Perspective.

In January 2012, an Asia Society delegation visited Burma/Myanmar to engage in a Track II dialogue with the Myanmar Development Resources Institute (MDRI), a newly created, independent think tank based in Yangon. The MDRI participants in the dialogue include advisors with a mandate to provide policy advice in the areas of political, economic, and legal affairs to President Thein Sein and his government. The goal of this informal dialogue is to establish an ongoing channel of communication between experts from both countries and to explore opportunities to advance U.S.–Myanmar relations during a particularly fluid and fragile period of transition in Myanmar.

The shrinking Arctic ice cap is creating unprecedented geophysical change in the circumpolar region, a trend that is very likely to continue. Together, this “great melt” and the delineation of extended national economic zones afford increased access to economic resources in the Arctic Ocean. Intense activities in commercial, investment, diplomatic, legal, scientific and academic sectors abound in the new Arctic, but the region's long-term significance is only gradually penetrating North American public consciousness. Media reports such as the recent, virtually ice-free trans-polar transit of a Chinese icebreaker through the Russian Northern Sea Route, or the transit of the Northwest Passage by a large cruise ship, are only the tip of the proverbial economic iceberg. In preparing for the commercialization of the Arctic Ocean, Canada and the United States, as major nations bordering the Arctic, face enormous opportunities in protecting economic and environmental interests; however, a number of challenges impede the fulfillment of this vision.

11. A Global Trust for Rule of Law

Abstract:
The rule of law is critical for people to have a meaningful opportunity to thrive. Still, for billions of people around the world today, the rule of law exists on paper but not in practice. Even though a theme for the United Nations General Assembly High-Level Panel in fall 2012 is rule of law, various UN programs devoted to rule of law have not had a transformative impact. Traditional intergovernmental institutions will never offer enough to achieve systemic change. To supplement them and achieve what they alone cannot, the United States should take the lead to forge a more nimble partnership with public, private, and nonprofit sectors and establish a Global Trust for Rule of Law (“Global Trust”). Similar to the Global Fund to Fight AIDS, Tuberculosis and Malaria (“Global Fund”), a diverse board of donor states, philanthropists, rule of law experts, and civil society representatives would run this Global Trust. Its purpose would be to build developing nations' capacity to implement rule of law and unleash the potential of marginalized groups worldwide, promoting not only human dignity but, crucially, global economic growth.

12. Renewed Violence in Iraq

Iraq remains a fragile state deeply traumatized and riven by thirty years of war, sanctions, occupation, and civil strife. Although there are numerous positive signs of progress in Iraq—violence has fallen to its lowest level since 2003, its economy is growing modestly, oil production recently surpassed that of Iran, and foreign investment is beginning to restore infrastructure decayed by years of war and sanctions—the risk of acute instability and renewed conflict remains. Already, in the wake of the U.S. military withdrawal in December 2011, Iraq has seen a fierce political struggle between Prime Minister Nouri al-Maliki and many of his rivals in the Sunni-dominated Iraqiya parliamentary coalition, plus increasing tension with at least some segments of the Kurdish minority. For the positive trends to continue, Iraq will need to contain various threats to internal stability and weather regional turmoil that could worsen significantly in the coming months. The United States has a significant stake in helping Iraq overcome these challenges; Iraq is a critical state within a critical region.

The United States, Japan, and the European Union—the three key consumers of Chinese rare earth materials—formally complained to the World Trade Organization (WTO) in March about Chinese restrictions on its rare earth exports. Several weeks later, China announced the establishment of a 150-plus member association with the official aim of promoting sustainable development within this sector. Some analysts wonder if this is part of a Chinese plan to circumvent international complaints by instituting an oligopolistic arrangement to control its rare earth exports. Others ask if this could be another step in an escalating dispute with China over the global supply of rare earth materials.

When the South Korean fast ferry Hankyoreh sailed out of North Korean waters into the cold wind and waves of the East Sea on the morning of 8 January 2006, it carried a sad and somber group of South Korean workers, ROK officials, and personnel from the Korean Peninsula Energy Development Organization (KEDO). These were all that remained of a decade long multinational effort transforming what in 1994 had been only a paper notion into a modern construction complex of steel and concrete. KEDO's profile on the North Korean landscape was unmistakable, its impact on Pyongyang profound. Yet, real knowledge and understanding about the organization in public and official circles in South Korea, Japan, and the United States was terribly thin at the beginning, and remains so to this day.

Health donors, policymakers, and practitioners continuously make life-and-death decisions about which type of patients receive what interventions, when, and at what cost. These decisions—as consequential as they are—often result from ad hoc, nontransparent processes driven more by inertia and interest groups than by science, ethics, and the public interest. The result is perverse priorities, wasted money, and needless death and illness. Examples abound: In India, only 44 percent of children 1 to 2 years old are fully vaccinated, yet open-heart surgery is subsidized in national public hospitals. In Colombia, 58 percent of children are fully vaccinated, but public monies subsidize treating breast cancer with Avastin, a brand-name medicine considered ineffective and unsafe for this purpose in the United States.

A thorny set of obstacles stands in the way of the United States and other donors as they try to scale up development spending in Pakistan. The sheer scale of the country's population and development challenges requires effective mobilization of local resources and local institutions. Incentives for politicians to push for reform are weak. Monitoring spending is difficult, especially when it is spent through Pakistan's own government. Donors and local stakeholders may disagree about which development projects are most needed. A possible solution to these problems is Cash on Delivery Aid. In COD Aid, funders pay for measured and verified progress against an agreed-upon development outcome. The approach has been most clearly thought out in application to the education sector, but it can be applied whenever a donor and recipient can agree on a clear, measurable metric for assessing progress. This brief examines options for a COD Aid contract in Pakistan's education sector and its potential benefits for improving the relationship between official donors and the government of Pakistan, and for increasing the effectiveness of aid spending in Pakistan.

21. Cambodia's Bumpy Development Road: Implications for US Interests

When US Secretary of State Hillary Clinton visited Cambodia in late 2010, she told senior Cambodian government officials "this does not look like the country I have been reading about in the press." Most first-time visitors to Phnom Penh would likely react similarly. The city hosts a vibrant society, with traffic-clogged streets, a proliferation of stylish restaurants and boutiques, and buildings under construction everywhere, many of them high-rise apartments and office blocks. If the visitor were to venture outside the capital, large-scale investment in infrastructure, especially roads and bridges, with construction underway on additional projects are what greet the eye. In addition, there are extensive land clearing projects underway for new plantations to grow rubber, palm oil, cashews and other tropical products, as well as new industrial sites springing up along main transportation arteries. In short, Cambodia is clearly a country on the move economically.

All actors should ensure that the people of Haiti have a central role in the process of reconstruction and that reconstruction is equitable. Those delivering assistance on the ground should immediately work to coordinate within the UN established system and with the Haitian government The UN and the US government are trying to ensure that there is adequate fuel to support the relief effort. Fuel supply will remain a concern for humanitarian agencies in the near term. In consultation with NGOs, the UN should establish a system to determine who receives fuel, for what purposes and in what priority. The Haitian government, UN and international military actors must work together to improve the security situation, pre-empting a potential deterioration of the situation, with increased patrols, transparency in operations and clear conjoined rules of engagement and chain of command. Protection, particularly for women and children, should be mainstreamed into the design of all programmes, including any camps for affected people or expansion of patrols, in consultation with affected people and local civil society. The government, UN, donors and other actors must ensure that efforts to restore and improve public services, infrastructure and economic activity prioritise poorer communities. In a socially divided society such as Haiti, there is a real danger that the better off and politically influential will secure their needs first. It is not too early to lay a new foundation for Haiti's reconstruction and development with complete debt forgiveness, aid in the form of grants not loans and a “pro-poor” approach that prioritises livelihoods and sustainable development led by Haitians from the start.

24. Health Initiatives and Counterinsurgency Strategy in Afghanistan

An initiative by the Ministry of Public Health in Afghanistan to expand health services throughout the country, including rural communities, and supported by donors including USAID, has vastly expanded access to primary health care services, significantly reduced child mortality, and increased the capacity of the Afghan government to provide an essential service to its people. The program is based on principles of equity, national ownership, community engagement, and women's equality, and it warrants continued development. Many challenges remain, not least expanding services in insecure areas, and a more stable environment could better enable the Ministry of Public Health to achieve its goals. The U.S. military has supported health services development for the Afghan army and also offers significant emergency care services to civilians in insecure regions, training for health workers, construction of health facilities and other health-related programs. The military's civilian health initiatives, largely disconnected from the Ministry of Public Health, are short term, ad hoc, and unsustainable, and to date have lacked a consistent rationale or strategy, and have not been subject to evaluation. U.S. counterinsurgency strategy seeks to mesh development and security objectives through activities that enhance the legitimacy of the Afghan government in the eyes of its people. In the field of health, there are considerable tensions between counterinsurgency and development strategies, which must be addressed to increase the capacity of the government and meet health needs of the people.

For the past 18 months, the G-20 summit countries have worked together to contain the global economic crisis and encourage a sustainable economic recovery. As part of these efforts, the G-20 leaders have sought to constrain the protectionist pressures that invariably arise during times of economic stress and to maintain an open international trading regime. The G-20 trade agenda, as enunciated in the three summit declarations, has covered two specific trade actions: a “standstill” on new protectionism and a charge to complete the Doha Round of multilateral trade negotiations.

Successful attacks on key government buildings underscore worries about whether Iraqis can manage their own security. They mask, however, something new in Iraqi society: an emerging vox populi that found potent expression in provincial elections last January, despite the odds. As national elections approach in March, political leaders are realizing that they ignore this growing voice at their peril. Aware that American attention is shifting towards other problems at home and abroad, Iraqis are nervously contemplating how much U.S. support they can expect going forward in their fragile experiment in democratic governance. The U.S. role in helping Iraqis prepare for national elections has been crucial and largely welcome—it should continue through the transition to a new government. Successful complete withdrawal by 2012 depends on an Iraqi government that is responsive to its people’s basic needs and capable of evolving peacefully via fair elections. Longer term, there are several critical areas on which a distracted and resource stretched America should focus. These include intensifying efforts to help Arabs and Kurds resolve disputes and forestall the need for an extended U.S. military presence in northern Iraq. Helping Iraq protect its borders – a vulnerability highlighted by Iran’s recent incursion—and nudging the Gulf Arab states to more actively engage Iraq as an emerging partner in regional security and economic structures will also be key to stability inside and beyond Iraq’s borders. If water is the “new oil” in terms of its resource value and potential to create conflict, that future is now playing out in Iraq. Shortages and poor quality are already causing serious health and economic problems, displacement and raising tensions with Iraq’s neighbors. The U.S. can help here on both the diplomatic and technical sides of the issue.

Over the last sixty years, Pakistan\'s economy has seen severe ups and downs. Once considered a model for other developing nations, Pakistan has been unable to sustain solid growth. Furthermore, a third of its population now lives below the poverty line, and its literacy rate is abysmally low. Pakistan\'s economic instability stems in large part from low government revenue resulting from the elite\'s use of tax evasions, loopholes, and exemptions. Fewer than three million of Pakistan\'s 175 million citizens pay any income taxes, and the country\'s tax-to-GDP ratio is only 9 percent. Tax evasion means fewer resources are available for essential social services. Pakistan spends too much on defense and too little on development: It has spent twice as much on defense during peacetime as it has on education and health combined. The government knows how to increase its revenue through tax reform, but the rich and powerful have resisted such measures for fear of lowering their own incomes. Without sufficient revenue the government will continue to be burdened with an unsustainable debt. It needs to end tax exemptions for the wealthy and develop broader, long-term economic plans for sustain able growth. In the past, the United States and other Western nations have come to Pakistan\'s rescue by paying off debts and funding development initiatives. Pakistan\'s elite has no reason to support reform as long as these bailouts come with no conditions attached.

The current economic crisis has tended to sap the policy momentum that had developed during 2006 and 2007 behind public R programmes and institutional initiatives to expand the portfolio of affordable technological means of controlling global warming. This is unfortunate, since the international negotiations about concerted actions among the leading industrial countries to reduce greenhouse gas (GHG) emissions have so far proceeded very slowly – too slowly, considering both the global nature of the problem and the size of the stakes involved. The initial “bargaining” stance taken by some important players, notably Japan and the United States, was in some respects disappointing in that it appears to fall far short of the EU member countries' endorsement in December 2008 of the package of EC directives designed to activate its “20-20-20” renewable energy strategy – a 20 per cent reduction of GHG emissions, and 20 per cent of energy consumption from renewable sources, by the year 2020. While there have been more promising developments recently, in the convergence towards that target in some of the legislation introduced in the US Congress, and the Obama administration's issuance of US Environmental Protection Agency (EPA) regulatory directives requiring the use of the latest emissions control technologies on new and retrofitted electricity power plants, the outcome of the Copenhagen conference in December 2009 remains uncomfortably uncertain.

In January 2007, President Bush announced that the U.S. would double the number of Provincial Reconstruction Teams (PRTs) in Iraq as part of his plan for a "New Way Forward." PRTs are small, civilian-military units that assist provincial and local governments to govern more effectively and deliver essential services. These new PRTs would be embedded with Brigade (Army) and Regimental (Marine) Combat Teams (B/RCTs) participating in the "surge" of U.S. forces into Baghdad, Anbar and Erbil provinces. The new ePRTs would begin as four person interagency teams, but would expand to include civilian experts in a broad range of specialties. These new PRTs were staffed with Defense Department civilians and members of the National Guard and Army Reserve until funds became available to the State Department to hire civilian contractors. The process of deploying civilian experts is now underway, but the B/RCTs to which they are being assigned will return to the United States by August 2008.

Afghanistan cannot be stabilized by quick fixes. The United States, NATO, and their allies need to make a sustained commitment for the long term. Instead of a simple “surge,” there needs to be a much clearer focus on bringing security to Afghans' daily lives. Only once this is achieved will Afghanistan's government have real reservoirs of legitimacy. Afghanistan has not been served well by its 2004 Constitution, which created a dysfunctional system of government that relies too much on the president alone. The United States should support systemic reforms, first through the development of an effective executive office to support the Afghan president. Counternarcotics policies in Afghanistan must take account of domestic socioeconomic complexities, and be based on long-term development projects that increase the returns from cultivating different crops. Serious thought needs to be given to encouraging more Muslim states to contribute personnel to support the promotion of human security and development in Afghanistan. Pakistan needs to be pressured discreetly but very strongly to arrest the Afghan Taliban leadership in Pakistan.

Support is growing in the 110th Congress for legislation to counter climate change. Yet action on any of the major cap-and-trade proposals will leave a critical policy gap. None of the proposed systems would take full effect for at least five years. Meanwhile, U.S. greenhouse gas emissions continue to increase and company executives are locking in future emissions as they finalize plans for new power plants, factories and cars. The Administration's latest climate action report, circulated in draft in March 2007, estimates that a 19 percent increase in U.S. emissions between 2000 and 2020 will contribute to persistent drought, coastal flooding and water shortages in many parts of the country and around the world. This policy brief proposes that Congress legislate product-by-product and factory-by-factory disclosure of greenhouse gas emissions to create immediate incentives for companies to cut those emissions. Labeling products and disclosing factory emissions would provide market benefits now by exposing inefficiencies and informing the choices of investors, business partners, employees and consumers and would give companies the information base they need to prepare for cap-and-trade regulation.

On March 17, the Palestinian Legislative Council (PLC) approved the formation of a Hamas-Fatah national unity government by an 83–3 margin. This culminated a process that began in early February with the Mecca accord facilitated by Saudi Arabia's King Abdullah. Many governments have withheld comment since that accord. One reason for their relative silence is reluctance to criticize a project associated with King Abdullah, who is emerging as a leading force in the Arab world and a linchpin of U.S. efforts to isolate Iran. Another is bated hope that the new government guidelines will be a marked improvement over those of the current Hamas government. Since Hamas's victory in January 2006 parliamentary elections, the focus has been on three principles proposed by the Quartet (the United States, Russia, the European Union, and the UN): (1) recognition of Israel, (2) disavowal of violence, and (3) adherence to past written commitments.

To prevent this, the international community – in particular, the UN Security Council and the U.S., which is the single most influential outsider – must act immediately to give both sides the clearest possible message that no destabilising unilateral action will be tolerated. Once the immediate danger is past, efforts should be reinvigorated to ensure that the parties comply with their international law obligations, disengage on the ground and restore the Temporary Security Zone (TSZ) – in a longer time frame – to develop political and economic initiatives for resolving the fundamental problems between the old foes.

The United States and Russia have the biggest responsibility for countering nuclear terrorism because together they account for the overwhelming share of global nuclear materials, expertise and weapons. The two countries also have between them the most substantial capacities in counter-terrorism intelligence and response. There is little to separate the two in their policies against nuclear terrorism. Where there are differences in approach on some aspects of nuclear proliferation, the two countries have accepted an obligation as the pre-eminent nuclear powers to try to narrow their differences. The international community cannot defeat nuclear terrorism or limit it without an active and vigorous alliance between Washington and Moscow.

Despite a sharp housing market correction, overall growth has been holding up fairly well. Strong foreign demand and a decline in import growth have slowed the rise in the external deficit. With activity near capacity limits, some inflationary pressures have emerged. Reining them in without stifling growth is the main challenge for monetary policy. Looking further ahead, the key challenges are to sustain healthy growth and ensure fiscal sustainability in the face of population ageing. Against this backdrop, the Survey focuses on the following issues: Enhancing the economy's growth potential. Trend growth is slowing because labour productivity gains, though remaining high, no longer suffice to compensate for the deceleration in potential employment due mainly to demographic factors. Prospects for productivity growth appear favourable, but further efficiency gains could be achieved by tackling unfinished business in the area of structural reform. Labour supply could be boosted by increasing work incentives for the disabled, raising the earned income tax credit and delaying retirement eligibility.

The federal tax code provides about $500 billion each year in incentives intended to encourage socially-valued activities, including homeownership, charitable contributions, health insurance, and education. The vast majority of these incentives operate through deductions or other approaches that link the size of the tax break to a household's marginal tax bracket, which means that higher-income taxpayers receive larger incentives than lower-income taxpayers. Such an approach is often appropriate for provisions, such as deductions for business expenses, designed to measure income or ability to pay. China is confronting widespread violent and even deadly social unrest, raising Communist Party alarms about national security. Some observers speculate that unrest could undermine China's national leadership, as it did in the Ukraine and the Philippines. Some U.S. policy makers might welcome unrest in China as a path to democracy and “freedom.” But rather than an opportunity to transform China's political order, China's social unrest should be understood as the unavoidable side effects—worsened by local corruption—of successful market reforms and expanded economic and social choice. Managing this unrest humanely requires accelerated reform of legal and social institutions with special attention to corruption. More violence would generate more suffering, potentially destabilizing East Asia and harming U.S. interests. The United States should encourage China to strengthen its social reconciliation capabilities, without making electoral political reform a prerequisite for intensifying engagement across the board.

The West at War focuses on both U.S. and European counterterrorism efforts from the September 11 attacks until June 2005, specifically the role of law enforcement and prosecutors in the United States and Europe. The 9-11 Commission's examination of the counterterrorism policies of Britain and especially Germany made clear that Europe did not posses the adequate tools to counter the terrorist threat prior to the September 11 attacks. Al-Qaeda's Hamburg cell produced the leaders of the September 11 hijacking teams. Prior to the September 11 attacks, German authorities were constrained by domestic factors that inhibited their ability to investigate terrorist organizations. While Europe's approach to terrorism suffered from many problems, there are also were some potential lessons for the United States. In particular, the experience of Britain's domestic intelligence agency MI-5 may have possible implications for strengthening the counterterrorism capabilities of U.S. authorities.

Premier Vojislav Kostunica won a high stakes gamble with passage of Serbia's draft constitution in the 28-29 October referendum. However, numerous credible reports indicate the process was deeply flawed and the result falsified. The referendum cannot be characterised as either free or fair. The new constitution could prove a step away from European values. It opens the door to increased centralisation of the state, curtailment of human and minority rights, destruction of judicial independence and potentially even a parliamentary dictatorship. The process used to pass the constitution illustrates how Kostunica continues to transform Serbia into something closer to illiberal authoritarianism than liberal democracy; yet, the referendum was welcomed by the Council of Europe, the European Union and the United States.

The generation of new ideas and their application for productive uses is an important engine for growth and development. This is an area in which developing countries usually lag behind developed countries and is where development gaps are more evident. Behind the generation of ideas, innovations, and new technologies there is 'human talent': an inner capacity of individuals to develop ideas and objects, some of them with a high economic value. The 'human factor' is critical to the success or failure of many endeavours. Several countries, particularly China and India, followed by Russia, Poland, and some Latin American countries, are becoming an important source of talented people with PhDs and degrees in science, engineering, and other areas that can lead to change in the international patterns of comparative advantages and reduce development gaps. Part of the new talent formed in developing countries goes to live and work to developed countries, typically the USA, UK, and other OECD nations. At the same time multinational corporations are outsourcing several of their productive and service activities, including research and development, to developing countries (China and India are main destinations) to take advantage of the (less expensive) talent being developed there. Today, therefore, we see a double movement of talent and capital around the globe: on the one hand talent from developing countries is moving north seeking better opportunities where people are equipped with more capital, technologies, and effective organizations. On the hand capital from the north pursues talent in the south; a process largely led by multinational corporations.

Recent technological advances in the application of hydrogen fuel cells in the transport sector have drawn considerable attention and increased funding from both public and private sources over the past ten years. The International Energy Agency estimates that about US$1billion per year is currently being invested in public hydrogen and fuel cell research, development, test vehicles, prototype refuelling stations and demonstration projects, as compared to the total annual public budget for energy research, development and demonstration of around US$8billion. While still in the early stages of development and costly in comparison to conventional vehicle propulsion and fuel technologies, fuel cells and hydrogen offer a promising solution to address growing concerns over the transport sector's dependence on oil and its impact on climate change.

China has in a very short time span embraced multilateral mechanisms to address a broad range of issues and avoided confrontation with the United States. Both stances have shaped Asian and European views of a rising China. At present, Asian and European leaders take China's word regarding its peaceful intentions as a rising power. However, Asian and European policy-makers tend to refrain from confronting China too strongly on issues sensitive to Beijing (poor implementation of intellectual property rights, disregard for human rights, etc). The more prosperous China grows, the less influence any other country will have over Beijing's policies. A rising China is a challenge to others because of its sheer size, its great need for imported energy, and the environmental degradation it causes due to its ongoing industrialization. The troubled relationship between China and Japan is one of increasing concern and could lead to aggravated tensions in East Asia.

The No Child Left Behind Act (NCLB) has the potential to improve many of America's schools, but this potential is currently undermined by serious flaws in how the program evaluates school performance. Because NCLB's measurement system compares only students' performance at a single point in time against state-determined standards, the information generated on school performance is often misleading and creates perverse incentives for states to lower their expectations.

What do we want from federalism?” asked the late Martin Diamond in a famous essay written thirty years ago. His answer was that federalism—a political system permitting a large measure of regional selfrule—presumably gives the rulers and the ruled a “school of their citizenship,” “a preserver of their liberties,” and “a vehicle for flexible response to their problems.” These features, broadly construed, are said to reduce conflict between diverse communities, even as a federated polity affords inter-jurisdictional competition that encourages innovations and constrains the overall growth of government.

Abstract:
The EU and the US have found themselves supporting two polar views on which strategy is the most effective in achieving stabilisation of greenhouse gas (GHG) emissions: 'market pull' vs 'technology push'. As an advocate of the latter, the US asserts that the principal emphasis should be on technology development, financed through typical public R programmes. It argues that it would be preferable to invest in the short term in R and to adopt emissions limitations later, when new technologies will have lowered the cost of limiting GHG emissions. In supporting the 'market-pull' approach, the EU argues that technological change is an incremental process emanating primarily from business and industry, induced by government incentives. According to this logic, profit-seeking firms will respond with technological innovation.

There is widespread recognition that the struggle against international terrorism relies heavily on the cooperation of our partners and allies. The National Security Strategy (NSS) of the United States declares that the U.S. will hold partners responsible for doing their part in the struggle -- including efforts to stem the proliferation of weapons of mass destruction and trafficking of illicit drugs -- but admits that weaker nations may not be able to fulfill that responsibility. That strategy and other subordinate strategies call for U.S. assistance to those states that lack the capacity to counter effectively those threats. This places foreign assistance and building partner and allied security capabilities at the center of the struggle against terrorism and related transnational threats.

The Brussels Conference on “Topics in Terrorism: Toward a Transatlantic Consensus on the Nature of the Threat” was the first of three conferences whose principal purpose was to explore specific themes associated with the world-wide effort to cope with and counter the threat of terrorists. Held in three different European capitals (Brussels, Vienna, and Budapest), the conferences drew on divergent presenters and audiences. Each conference convened subject-matter experts from the United States and Europe with the express intent of considering various perspectives on some of the most difficult challenges facing the transatlantic community. While reaching a consensus on each of the major topics would certainly have been a desirable outcome, where a consensus proved elusive, a major objective was to gain a better understanding of the divergent views and the rationale that underpins those views.

European and U.S. commentators who disagree over economic policies and Iraq find themselves in broad critical consensus about Russian political and economic evolution. Will the term that has been moribund since the death of the Cold War — “containment” — emerge as an option for those in the United States and Europe making policy toward Russia? Already some argue for isolating Russia from Ukraine, Georgia, and other former Soviet republics; will they encourage the building of a new fence around Russia? Or will there be a new effort at engagement, albeit one that is more cautious about Russia's future in the West?

With the September 18 parliamentary elections, Afghanistan completes its internationally mandated blueprint for democracy and enters a new phase of state building in uncharted waters. This transition occurs against the backdrop of rising threats to security and an economy dominated largely by illicit production and export of opium. On October 12, 2005, the U.S. Institute of Peace convened a meeting of the Afghanistan Working Group to review the recent parliamentary elections. The presenters at the meeting included Robert Varsalone, resident country director for Afghanistan for the International Republican Institute; Sam Zia-Zarifi, research director for the Asia Division of Human Rights Watch; Larry M. Sampler, former chief of staff for the UN Assistance Mission in Afghanistan; and Barnett R. Rubin, chairman of the Afghanistan Working Group. Much of the commentary has focused resolutely and rightly on the wisdom and possible consequences of the new agreements on military and nuclear policy and programs. Abstract:
Despite higher energy prices, the expansion has continued at a solid pace, driven by private domestic demand. With the output gap closing, stimulus is appropriately being withdrawn. However, monetary tightening since mid-2004 has not yet translated into higher long-term interest rates, and the incipient decline in the federal budget deficit owes much to the recent buoyancy of revenues. Over the next 18 months, the economy is projected to grow at an annual rate of 3¼ per cent, roughly in line with estimated potential output. Although such a soft landing is the most likely outcome, there are some risks. With little economic slack left, inflation could continue to pick up, in particular if oil prices keep rising. Insufficient public spending restraint or renewed dollar weakness associated with concerns about the external deficit might also add to inflationary pressures. On the other hand, an end to the house price boom, let alone a sharp correction, could entail a retrenchment of household expenditure that has been underpinned by rising household wealth.
