1. The Joint Expeditionary Force: Baltic Interests

Abstract:
Elements of the Joint Expeditionary Force (JEF) will spend much of November 2024 in Latvia, taking part in a series of exercises known as Joint Protector 24.[1] Leaders of the JEF countries—Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, the Netherlands, Norway, Sweden, and the UK will then meet in Tallinn on 16-17 December to discuss further cooperation in the framework.[2] What is the JEF, and what does it offer the Baltic region? Despite its name, the JEF is not a force. It is a flexible framework led by the UK, under which the UK itself and at least one other member (a ‘1 + 1’ format) can pool military capabilities for the purpose of conducting specific operations. The UK also provides the backbone of a permanent operational headquarters for the JEF—the Standing Joint Force Headquarters—although other command and control options are available depending on the scale and nature of a particular operation.

2. Insights into the U.S. Maternal Mortality Crisis: An International Comparison

The United States continues to have the highest rate of maternal deaths of any high-income nation, despite a decline since the COVID-19 pandemic. And within the U.S., the rate is by far the highest for Black women. Most of these deaths — over 80 percent — are likely preventable.1 With policies and systems in place to support women during the perinatal period, several high-income countries report virtually no maternal deaths. As policymakers and health care delivery system leaders in the U.S. seek ways to end the nation’s maternal mortality crisis, these countries may offer viable solutions. This brief updates an earlier Commonwealth Fund study of differences in maternal mortality, maternal care workforce composition, and access to postpartum care and social protections between the U.S. and other high-income countries: Australia, Canada, France, Germany, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United Kingdom.2 In this edition, we have also included data on Chile, Japan, and Korea — all high-income countries with universal health care systems. For our analysis, we used the most recently available data from the U.S. Centers for Disease Control and Prevention (CDC) and from the Organisation for Economic Co-operation and Development (OECD), of which the U.S. is a member. Where country-specific data are more than five years old, we note whether more recent published data from other sources are available for that country. Readers should be aware that because the methods we used to derive updated numbers from other sources may be different from methods the OECD uses, data points may not be comparable to the U.S. rates. Abstract:
Today and yesterday, 17-18 June 2020, the UN General Assembly elected India, Ireland, Kenya, Mexico and Norway to the UN Security Council for the period of 2021-2022. With their election, 7 of the 15 members of the Council in 2021 will be “Friends of the Responsibility to Protect” – having appointed an R2P Focal Point and/or joined the Group of Friends of R2P in New York and Geneva. Despite its role as the UN body responsible for the maintenance of international peace and security, all too often the Security Council has been unable to take timely action on mass atrocity situations due to deep political divisions inside the Council over human rights, conflict prevention and national sovereignty. In recent years this has had a debilitating effect on the Council’s capacity to respond to atrocities in Myanmar, Syria, Yemen and elsewhere. It is therefore more important than ever for Council members to work in creative ways to ensure that the international community is able to take timely, practical action to prevent atrocities and protect vulnerable populations. Since 2005 the Security Council has adopted 84 resolutions and 21 Presidential Statements that refer to the Responsibility to Protect, including with regard to situations in the Central African Republic, South Sudan, Syria and eight other country situations, as well as a number of thematic issue areas. As we commemorate the 15th anniversary of the Responsibility to Protect, it is our hope that the Security Council will consistently uphold their commitment to taking decisive action to avert emerging crises and halt atrocities wherever they are threatened.

4. Common fears, common opportunities? Czechia and Norway in the changing international context

Abstract:
The policy brief is a result of conclusions from roundtable discussions with policy makers and researchers that took place in Prague and Oslo in late 2019 and early 2020. The researchers studied how to better respond to fear factors and move beyond them in foreign policy. A key observation made in the new brief is that while changes in American, Chinese and Russian foreign policies may trigger anxiety and uncertainty among smaller European states, fears like this can also have productive effects on foreign policy thinking and practice. For states like Czechia and Norway, it can create opportunities for re-thinking support networks and reaching out to new partners. While Norway and Czechia have different historical, geographical and (sometimes) political points of departure, the two states’ assessment of recent international developments is similar. This creates room for conversation and mutual learning - including how to best respond to increased levels of rivalry between great powers, and changing dynamics in the EU and NATO. There are also similarities in how Norway and Czechia perceive their regional collaboration with their respective Nordic and Visegrad states – and how there is considerable scope for them to branch out from their regional formats.

Abstract:
With 25% of worldwide emissions due to road transport, the deployment of electric vehicles (EVs), full battery electric vehicles and plug-in hybrid electric vehicles – presents many promises to mitigate climate change. Despite its rapid growth, the market share of EVs vehicle remains low in Europe. Norway leads the EV market with 10% of total vehicle stock, followed by Iceland (3.3%), the Netherlands (1.9%) and Sweden (1.6%) (IEA, 2019). This Policy Brief presents the results of a survey among European clean tech investors examining which policy instruments and design can best mobilize private investments to advance e-mobility technologies.

The establishment of the European Defence Fund (EDF) represents an important step towards a more coherent European security architecture. It is broadly recognised that Europe needs to reduce duplication between, as well as the number of, weapons systems and platforms. The EU recently opened up for associated countries to participate in the Fund, but the Norwegian government has failed to set aside money for the EDF, despite official policy to participate.

This policy brief presents the main findings of a project on Russian approaches to technological challenges, and the implications for security developments in the High North. It begins by examining the Russian debate on the technological challenges identified as posing a threat to national security by the country’s policymakers. Next, it explores how these challenges have been dealt with by Russia in the post-2014 context, paying special attention to developments in the field of military technology and how President Putin has taken advantage of these to address questions of strategic balance. Finally, the brief sets out the strategic implications for Norway, as NATO’s representative in this northern corner and Russia’s direct neighbour.

9. Can a Country Save Too Much? The Case of Norway

Many countries have squandered their natural resource endowments. The International Monetary Fund and the World Bank routinely hector developing economies to save and invest more of their revenues from resources such as oil and gold for the benefit of future generations after the resources run out. But, can a country save too much of its resource revenues? Gagnon argues that since the first capital transfers to its Government Pension Fund Global in 1996, Norway has saved more than was needed to raise consumption of all generations equally. Norway’s excess saving imposes a cost on the rest of the world during periods of weak aggregate demand and ultralow interest rates. Gagnon proposes a counterfactual saving policy that would have increased Norway’s household consumption by nearly 9 percent on average from 1996 through 2017. The proposed policy would have reduced Norway’s current account surplus by more than one-third, or $13 billion per year on average, from 1996 through 2017. Even now, Norway could raise current consumption by more than US$2,000 per capita, while keeping the contribution of oil wealth to future generations equally large.

10. How the New Cold War travelled North (Part II) Interaction between Norway and Russia

Abstract:
This policy brief examines changing Russian and Norwegian approaches to each other in the period 2012–2016, and discusses how the “New Cold War” spread to the North. This is an intriguing question, since both parties had initially stated that, despite the overall worsening of Russia–West relations following the crises in Ukraine, the North should be protected as a space for peaceful interaction. To address this question, watching and tracking the changing patterns of Russian exercises and military modernization is not enough; understanding the rise in tensions requires studying the effects of the interactions underway between the parties in this region. Three interaction effects need to be taken into consideration in explaining why the tense relations following the conflict in Ukraine spread to the low-tension Northern theatre. In this, we stress the interactive dynamics that ensues when two parties start to view each other as threats, interpreting new moves by the other as expressions of hostile intent. Further, we explain the observed New Cold War “contamination” with reference to domestic policy agendas and practices of decision-making. On both the Norwegian and the Russian sides, the new military posturing in the North, now interpreted as part of a growing conflict, has emerged partly as a side-effect of implementing what actually were longstanding national goals.

Abstract:
The G20 is by dint of its membership – the 20 largest economies in the world – an important decision-making body. Moreover, the challenges currently facing established inter-governmental organizations (IGOs) arguably make the G20 even more important. The G20 is perceived as agile, effective and powerful whereas established IGOs – such as the UN and the World Bank - appear to be bogged down by overly bureaucratic rules, organizational inertia, and a lack of resources to fulfil their mandates. This was on display when the G20 convened in Washington DC during the global financial crisis, and its swift actions, in all likelihood, prevented a more severe global crisis.

Some national oil companies (NOCs) have contributed heavily to successful efforts to harness benefits from the oil sector and drive broader national development. In other cases, however, NOCs have become inefficient managers of national resources, obstacles to private investment, drains on public coffers, or sources of patronage and corruption. As such, NOC reform—incremental in some cases, fundamental in others—lies at or near the top of the policy agendas of many oil-rich countries. Building on existing literature, we surveyed 12 NOCs from diverse geographical and operational contexts to distill practical steps that policy-makers can take to make their countries' NOCs more effective and more accountable—to governments and to citizens. Our recommendations can be seen in both the executive summary and the full report.

Abstract:
In March 2004, the Brazilian government initiated a range of policies and enforcement actions (under the Action Plan for Preservation and Control of Deforestation in the Legal Amazon) that brought sharp reductions in the rate of deforestation. In 2008, Brazil signed an agreement with Norway to receive payments during a 5-year period for bringing greenhouse gas emissions from deforestation below a 10-year average (1996–2005). Norway pledged up to US$1 billion for this agreement, which stipulated that these funds would be donated to the Amazon Fund (Fundo Amazônia), managed by the Brazilian National Development Bank and invested in actions to prevent deforestation and to promote the conservation and sustainable use of the Amazon biome.

At the annual meeting of the International Forum of Sovereign Wealth Funds (IFSWF) held in Oslo, Norway on October 2-3, 2013, the forum reviewed and subsequently released its second report on members' experiences in the application of the Santiago Principles for sovereign wealth funds (SWFs). The Santiago Principles were adopted by a group of countries with such funds in September 2008 in response to concerns about threats to political, economic, and financial security in countries receiving SWF investments. The objective was to promote the transparency and accountability of SWFs for the countries of origin as well as the countries in which the funds were investing.

The promise of what came to be known as the Arab Spring, which dawned in North Africa, sweeping into the Arabian Gulf and up through the Middle East, has foundered in Yemen. Political turmoil has taken hold and reform has stalled, sparking renewed insecurity, devastating an already frail economy, and triggering a national fuel crisis that has in turn driven rising levels of hunger. Levels of child malnutrition in some regions are among the worst in the world. While billions of dollars have been donated to Tunisia, Libya, and to a lesser extent Egypt to rebuild their economies, Yemenis are facing chronic hunger and have few resources at their disposal. While the eyes of the world are on other countries experiencing major upheaval, Yemen must not be forgotten. Leaving the country to simmer and collapse in slow motion will lead to far greater humanitarian and security concerns.

The economy is experiencing a favourable period of robust growth, low unemployment and moderate underlying inflation. This largely reflects the effects of globalisation, of which Norway has been a prime beneficiary, supplying energy and other commodities at high prices and increasingly importing products from low-cost countries. Sizeable labour migration inflows, together with sustained productivity growth, have kept cost inflation at a moderate pace. A tradition of foreign trade openness, domestic competition, a good policy framework and sound macroeconomic management have meant that Norway was well prepared to take advantage of these international trends.

The Norwegian economy continues to recover strongly from its 2002-2003 slowdown. Low interest rates, competition induced productivity gains, high investments by the booming oil sector, terms-of-trade gains and supportive macroeconomic policies are the main drivers. Inflation is low and labour inputs in terms of hours worked are rising briskly. Strong growth is likely for the remainder of this year and possibly during 2006.

Abstract:
The short-term outlook for Norway is good. Helped by global recovery, growth could proceed at above potential rates for a while, especially as inflation is well below target and there is some cyclical slack in the labour market. Interest rates are low, and fiscal stimulus needs to be withdrawn. Indeed, it will be important to rein back spending over the next few years in order to get back onto the self-imposed track of permissible spending of oil revenues that is consistent with notions of intergenerational fairness. In the longer term, the case for continuing fiscal restraint is even stronger. Reflecting both demographic factors and the maturing of the system, public spending on pensions will rise considerably over the next decades, even if the major reforms now under discussion are quickly implemented. In the future, growth of living standards will have to rely primarily on increases of productivity and employment in the non-oil private business sector. To maintain vigour in the non-oil economy, reforms in both labour and product markets, and in social policies and transfer programmes are called for. There are important interdependencies among policies in these areas and it is unlikely that success will be achieved without advancing with comprehensive reforms. More flexibility is desirable in wage setting, particularly in the public sector. Proposed changes in the fields of education and training will raise skill levels, but value for money needs to be an important criterion when prioritising the programmes. Competition should be strengthened through regulatory reform and a more active policy stance: proposed amendments to strengthen the enforcement framework are an opportunity to make competition policy more central, and should include an independent appellate body. State ownership and subsidies to agriculture should be reduced. Norway's comprehensive social programmes ensure that poverty is virtually non-existent, and a strong work ethic and a high level of social trust led to comparatively little abuse in the past. However, the very rapid rises in numbers on disability pensions and on sick leave suggest that stricter controls are needed. Advancing the reform efforts suggested above will be necessary to harness the more efficient use of resources, thereby raising non-oil potential output and ensuring that Norway maintains a high standard of living in the years to come.
