1. Competition Versus Exclusion in U.S.–China Relations: A Choice Between Stability and Conflict

Abstract:
The Biden administration’s China policy is pulling in two different directions, but the tension is not widely recognized because every antagonistic measure aimed at China is filed under the heading of competition. As a result, Washington’s debate on China loses the crucial distinction between “competition” — a kind of connection with the potential to be carried on in healthy ways — and “exclusion,” an attempt to sever connection that necessarily leads to conflict if the domain is significant. Biden’s exclusion policies focus on cutting China out of the principal growth sectors in the global economy and the most lucrative and strategically important markets. Administration officials think their approach is sensible and moderate compared to more extreme voices in Washington calling for exclusion in all realms. Even so, the Biden approach is highly destabilizing because both countries consider the targeted areas vital to the future of global authority and economic prosperity, and because the attempt to trap China in a position of permanent subordination represents a serious threat to the legitimacy of China’s leaders. Healthy competition requires a shared stake in the future. In earlier periods, despite sharp tensions and mutual suspicions suffusing the relationship, U.S.–China ties were stabilized first by the joint project of containing Soviet power and then by a shared commitment to market–led globalization. Now that leaders on both sides are disenchanted with key facets of globalization, the two countries are caught in an escalatory cycle of exclusion and retaliation that risks hardening zero–sum pressures in the global system into a permanent structure of hostility. In such a scenario, each country would organize its own society and international partners to undermine the other, dramatically increasing the likelihood of violent conflict. The warning signs are already clear on both sides, as each increasingly interprets every action on the other side as part of a conspiracy to achieve domination. Notwithstanding widespread complacency about the risks of conflict after a tentative diplomatic opening in recent months, the rise of securitized thinking in both countries is steadily building institutional and ideological momentum for confrontation that can only be broken by a new and inclusive direction for the relationship.

Abstract:
One curious feature of the emerging U.S.–China conflict is that each side claims to be defending the existing international order against the threat the other poses to it. Hidden beneath this seemingly irreconcilable dispute is a crucial truth: both the United States and China are status quo powers, sharing a deep interest in a stable global security environment and an open global economy. At the same time, both countries are pursuing urgently needed reforms to a global system increasingly defined by zero–sum pressures. Yet both are prone to exclusionary impulses that threaten to ruin the possibility of a shared reform agenda and instead throw the world into conflict. Working with China to revitalize the international order would not only prevent such a conflict, it would also establish the conditions for healthy forms of both competition and cooperation in the U.S.–China relationship. But how can U.S. leaders pursue such a project without simply giving a pass to China’s sometimes undesirable behavior? The focus should be diplomacy to frame an inclusive global system, focusing on actions that would reduce zero–sum constraints. In the three key realms of global authority and security, the global economy, and climate change, China is currently engaged in counterproductive moves that exacerbate existing tensions but is also pursuing promising reforms that could expand the scope for positive–sum outcomes. Rather than seeking to counter every Chinese initiative, U.S. leaders should carefully distinguish between beneficial and damaging outcomes, affirming and building on China’s constructive proposals and managing differences through negotiation rather than polemics and confrontation. Some potentially fruitful areas for cooperation include joint action to limit climate change, development in the Global South, revising the global guidelines for economic statecraft, and reforming international institutions to create a more open and inclusive world order. Pursuing cooperative efforts in such areas would both create direct benefits and improve U.S. credibility as a responsible leader of the world order rather than simply a rival of China. It would also open space to pursue competition within a rules–based order rather than risk a slide into destructive zero–sum conflict.

While Ukraine, Gaza, and climate change will feature heavily on the agenda during Australian Prime Minister Anthony Albanese’s visit to Washington, DC, the most important and enduring issue between the two countries is progressing AUKUS (Australia–United Kingdom–United States) as the key ANZUS (Australia–New Zealand–United States) contemporary alliance initiative. If the AUKUS arrangement stalls and fails to have a meaningful impact on the strategic and military balance of power, then America’s regional allies and partners will lose faith that a reinvigorated American-led alliance system can serve as a check on Chinese power. America’s slow progress to reform the International Traffic in Arms Regulations (ITAR) is an immense frustration for Australian and American proponents of AUKUS. However, concerns regarding inadequate investment in the American military industrial base are reasonable and legitimate. Australian defense policy is underfunded and lacks urgency despite defense analysts’ assessment that the strategic environment is rapidly deteriorating. Australian underperformance will increase skepticism of AUKUS in both countries. Both countries need to undertake much more detailed scenario planning and commit to the agreed sharing of burdens and responsibilities to deter or defeat China.

4. America’s Response after Russian Suspension of New START

This week’s news that Russia will suspend participation in the New START nuclear treaty follows the State Department’s January announcement that Russia is in breach of New START and its obligation to allow inspection activities on its territory. Since the Cold War, the United States has led efforts to promote nuclear non-proliferation and to create a transparent and stable dynamic between Moscow and Washington regarding our nuclear weapons forces. But the Russians have repeatedly demonstrated a willingness to violate the terms of our agreements. While the United States has sought to decrease our reliance on nuclear weapons in our military strategies, Russia has gone the other way. Russia is developing, testing, and fielding new delivery systems within traditional categories like road-mobile and silo-based intercontinental ballistic missiles. But it has also developed novel systems like nuclear-capable hypersonic glide vehicles that raise questions about their intent. And its large arsenal of non-strategic nuclear weapons remains outside the bounds of any treaty. As we’ve seen in Ukraine, Russia uses the threat of nuclear employment to coerce nations in wars of aggression that Russia has chosen. Moscow appears to have lowered the nuclear threshold. The best path for peace is for the United States to maintain credible deterrence options. This provides incentives for our adversaries to engage in diplomacy.

5. The Folly of Pushing South Korea Toward a China Containment Strategy

Abstract:
The narrow victory of conservative candidate Yoon Suk-yeol in the recent South Korean presidential election comes against the backdrop of an intensifying U.S.-China rivalry, now compounded by the Ukraine crisis. Washington would like South Korea to play a security role in its Indo-Pacific strategy — a strategy that effectively aims to contain China. However, South Korean elites (and the general public) are deeply ambivalent and internally divided on the question of containing China. Pushing South Korea — a robust democracy with major elite divisions — toward containing Beijing risks negative consequences for the United States. These include a reduction in U.S. influence in South Korea, erosion of the U.S.-South Korea alliance, a less-effective South Korean presence in the region, and, in the long run, the potential of South Korean neutrality with respect to China. To avoid these negative outcomes for the United States, Washington should: • Avoid pressuring South Korea to join its China-containment strategy, • Refrain from including Seoul in emerging, non-inclusive, bloc-like structures of U.S. allies in Asia, • Consider pulling back on its intended new Terminal High Altitude Area Defense deployments until a greater consensus is reached within South Korea on the issue, • See South Korea’s role as a bridge and an opportunity to stabilize Washington’s own relationship with Beijing. For example, both South Korea and China could be included in non-traditional security activities of the Quad such as infrastructure and climate change, and • More generally, demilitarize the Quad and open it to wider participation for strengthening U.S. influence in Asia, rather than see it as a zero-sum vehicle for containing China.

A nuclear-armed Iran is an unacceptable threat to America and our allies. But because of Donald Trump, we are closer to—not farther from—this nightmare scenario. Donald Trump chose a bellicose, chaotic, go-it-alone strategy toward Iran. He blew up the Iran Deal, the international agreement that froze Iran’s nuclear weapons program, because it was negotiated by Barack Obama. When he blew it up, our European allies were shocked—and for the first time ever, they sided with Iran to preserve the deal over the Trump Administration. And that’s what just happened again at the United Nations in August of this year. Now it will be more difficult to stop Iran’s malign activity in the future. President Obama brought international pressure to bear to force Iran into a difficult choice: they could have an economy or nuclear weapons, but not both. Iran chose an economy, and in doing so, accepted restrictions on its nuclear program and submitted to international inspections. In return, the United States, our European allies, Russia, and China began to resume economic activity with Iran. After freezing Iran’s nuclear program, the United States could have begun dealing with Iran’s other malign activity. Unfortunately, against the advice of his senior national security advisors and allies, President Trump unilaterally withdrew from the Iran Deal. Then he threatened our negotiating partners with sanctions for attempting to salvage the deal. And when that didn’t work, in January, he ordered a unilateral strike to kill one of Iran’s senior military leaders, Qasem Soleimani, risking outright war. Despite all this, he signaled he was open to negotiations with Iran but has not indicated what a successful agreement would include. Trump’s chaotic, bellicose strategy has yielded no positive results. Future policymakers will need to rebuild the coalition to deal with Iran and develop a long-term strategy to get Iran to abandon its nuclear ambitions, end its support for terrorists, and become a responsible global player.

US-Turkey ties are strained because of conflicting interests in Syria and on a more fundamental level due to Turkey’s different interpretation of the ongoing global power shift, and its concurrent search for strategic autonomy and cooperation with Russia and China. EU-Turkey ties have long been dysfunctional, with the EU focusing on maintaining the refugee deal, while Turkey has become increasingly authoritarian and aggressive in its external relations, resulting in a permanent ‘wait-and-see’ approach by the EU. While the US and the EU have recently agreed that they should synchronize their stance on Turkey, both are also characterized by an increasingly feverish internal debate about how best to respond to Turkey’s behaviour. A genuine fresh start in Turkey-West relations is somewhat illusionary as most of the underlying problems are more likely increasing rather than decreasing, pointing to a more permanent dual-track policy of cooperation and containment, both by the US and the EU.

NATO and the European Union (EU) are both engaged in a continuous cycle of adaptation, witness in 2021 the NATO 2030 process on the NATO side, and the Strategic Compass on the EU side. These two exercises aim to look forward to how both institutions can better respond to ever-changing risks and threats. One key dimension in this debate is the optimal division of tasks between NATO and the EU, so that what they do together and in a coordinated manner is bigger than what they do separately or in a disorderly way. The issue of NATO-EU cooperation is obviously not new and has been at the heart of the development of the EU’s Common Security and Defence Policy (CSDP) since the late 1990s. This ties into at least three levels of debate that pertain to: the relationship and complementarity between the two organizations; the issue of what European states do within NATO; and the broader transatlantic bond. This said, twenty years of debates and inter- institutional cooperation have fallen short of clarifying what the two institutions must do in relation to each other. Most importantly, the NATO-EU conundrum is hampered by a series of never-met objectives and pledges, as well as by frictions on issues such as duplication, overlap, European strategic autonomy and burden-sharing. Against this background, this paper takes stock of these unmet objectives and offers a broad picture of what a division of tasks between NATO and the EU could possibly look like. The analysis is intentionally bold and puts forward a number of proposals that are undeniably contentious. It nonetheless draws on an observation of long-term and more recent trends, and aims at feeding the debate about the future of the two main European security institutions and the way they can interlock better.

The post-Cold War transatlantic relations have been marked by something akin to the law of opposite effects. When the relationship is vibrant, Europe’s defence cooperation stagnates. When the relationship is in trouble, Europeans pull themselves together to advance their security and defence interests. During the Clinton presidency, Europeans comfortably outsourced military crisis management in the Balkans to Washington. In contrast, a major transatlantic rift over the Iraq war during the Bush administration triggered the adoption of the European Security Strategy and a bulk of EU military operations under the banner of the European Security and Defence Policy. EU-US relations were back on an even keel during the Obama era, the time when Europeans haphazardly reduced their defence budgets and lost a great share of their military capabilities. Enter Donald Trump. During the deepest crisis of confidence among transatlantic allies in decades, Europeans re-energized their defence integration with a set of new initiatives, such as permanent structured cooperation (PESCO) and the European Defence Fund (EDF). It is therefore somewhat logical and far from unexpected that when Joe Biden emerged as the winner of the 2020 US presidential elections, there is yet again a heightened risk that Europeans would fall back into a lazy, self-defeating mindset of dependency on the US military shield. Breaking this pattern of reverse effects and avoiding European complacency is crucial for a healthy transatlantic partnership, but it requires concerted efforts on both sides of the Atlantic.

The sensitive issue of American ‘secondary sanctions’ imposed on its allies generated serious tensions in the transatlantic relationship when the US left the JCPOA with Iran. Some hoped these would ease with the Biden administration, but the current row about the Nord Stream 2 pipeline demonstrates that the extraterritoriality of sanctions is a well- entrenched US bipartisan policy. The EU has made numerous efforts to react by developing countermeasures, but these have not convinced European companies to challenge the sanctions. The perspective of enhancing the role of the Euro to reduce the dominance of the Dollar in world transactions is also still considered a long shot. New countermeasures have been suggested, notably by the Jacques Delors Institute and the European Commission has announced ‘additional policy options’ to that effect. But the issue should also be addressed in the context of a revival of multilateralism, which the Biden administration seems to favour. The renewed transatlantic dialogue and the G7 framework could be used to address this sensitive issue, in a context in which China’s power aims at challenging the US unipolarity - and the EU aims at developing its ‘strategic autonomy’.

The election of President Biden was greeted by sighs of relief across Europe and offered the promise of a renewed relationship. The first hundred days in the office have been impressive. The tone vis-à-vis the EU has changed radically. New perspectives of cooperation are opening up, as set out in the Commission’s December communication on “EU-US: A new transatlantic agenda for global change”. For this to be fruitful two conditions need to be met. The first and most important one is linked to the capacity of the EU to deliver and to do what it takes to be a credible and strong partner. In this sense the future of the transatlantic partnership depends more on the European side than the American one. America is a super power and will remain one. And super powers only listen to other powers that are serious. But there is also a need for changes on the U.S side. The quiet assumption, so prevalent in the U.S, that it is natural for it to lead on all major issues and for the Europeans to follow will not stand up to the requirements of today. A strong partner can and will at times have different views and even different interests and should be allowed to defend them without being accused of jeopardizing the relationship.

On NATO’s entire Eastern and South-Eastern flank, the Allies face a major, pressing and subtle challenge. Using sub-conventional grey zone tactics, Moscow has repeatedly tried, and at times succeeded, in expanding its influence, eroding international norms, undermining the rules-based in- ternational order, and shifting the balance of power in its favour. Preventing Russia from launching such op- portunistic acts of aggression is particularly import- ant because its armed forces are developing the ability to attack quickly – under the cover of increasingly capable defences – countries on their periphery in a clear effort to impose a fait accompli.1 NATO countries are at a particular disadvantage in this type of compe- tition. Their force structures consist of expensive and technologically complex information-gathering platforms, such as satellites and manned aircraft, which due to their high costs are also scarce and employed with reluctance by states who generally hesitate to put them in harm’s way. Additionally, the prohibitively high cost of these platforms deters some countries from investing in these types of capabilities. As debates within NATO about cash, capabilities and contributions continue to hold the stage, highlighting Allies’ needs for different types of capabilities – less expensive, more resilient, and relatively more disposable – is important.2 Equal- ly critical is the need for Allies to develop new concepts of operations as well as new organi-zations to employ them effectively. The solution may not involve fielding exotic new capabilities so much as employing existing ones in innovative ways. It will also benefit greatly from approaches that allow Allies and partners to participate fully. If we do not adapt, we risk being surprised by potentially catastrophic events in a future conflict.

17. Operation Althea and the Virtues of the Berlin Plus Agreement

What is commonly known as the “Ber- lin Plus” arrangements, signed in March 2003, provides for the European Union (EU) to draw upon NATO’s assets and capabilities for operations in which the Alliance would not be militarily involved. Following lengthy delays incurred by the Cyprus question, it was only as of 2003 that the agreement was successfully implemented with the transfer of operations from NATO to the EU in both the former Yugoslav Republic of Macedonia (2003) and then in Bosnia-Herzegovina (2004). The Berlin Plus agreement guarantees EU access to NATO planning capabilities, which contribute to EU- led military operations through the identification of command options, procedures for release and recall of NATO assets and capabilities, and the exchange of classified intelligence under reciprocal security protection rules. At the end of the conflicts in the former Yugoslavia (1999), the EU had no defence staff fit to plan nor conduct an operation, and it is only fifteen years ago that member states established national Operation Headquarters (OHQ), which nations make available for EU operations, as was done in 2006 in the Demo- cratic Republic of Congo and in 2007 in Chad. At the end of the 1990s, the Berlin Plus proposal made em- inent sense: it prevented any duplication (by the EU) of assets and fostered the emergence of a European operational culture. But is the Arrangement still fit for purpose almost 20 years later?

In recent years NATO has markedly increased its presence in the Baltic states. Relatively “light”, yet highly diverse multinational forces have been placed across the Alliance’s frontline with an underly- ing objective: to deter Russia. In this effort, the United States has served as a critical ballast. The Pentagon has directed sophisticated military exercises and rotated US service members throughout the region. These mea- sures, however, often did not align with US President Donald Trump’s spoken words nor written tweets. This obvious dichotomy disoriented Allied governments and shook bedrock assumptions about US security commitments. As political power changes hands in Washington, this lends an opportunity for a retooling of the transatlantic partnership. Domestically, incoming US President Joe Biden ran on the platform “Build Back Better”. Abstract:
Russia has proposed an international regime governing the use of cyber and information operations. However, ‘digital sovereignty’ means something very different in Moscow than it does in Washington. In September 2020, the Russian authorities launched a new initiative to regulate the use of cyber and information operations by states. The Russian President, Vladimir Putin, introduced the debate by suggesting that Russia and the USA lead the way by signing a bilateral agreement restricting their activities in the field of Information and Communication Technologies (ICTs). The two states, so Putin suggested, should establish regular dialogue and set up a ‘hot line’. Putin also proposed a new agreement on cyber and information operations that should ‘exchange guarantees against interference in the internal affairs of the other side, including into electoral processes, inter alia, by means of the ICTs and high-tech methods’. Shortly afterwards, the Russian Foreign Minister, Sergei Lavrov, added more details. In a statement, he drew a dark picture of the world ‘facing a real cyber pandemic’, pointing to the risk of cyber attacks against critical infrastructure and the interference by some states in the internal affairs of other states. ‘It is high time’, so he claimed, that the international community agreed on a regime to regulate the use of ICTs. Russia has proceeded to promote the new initiative at the current 75th session of the UN General Assembly, which has responded with a decision to renew the mandate of the open-ended working group on the security and use of ICTs in 2021-2025.

At the conclusion of the fourth round of the strategic dialogue between Baghdad and Washington, US President Joe Biden and Iraqi Prime Minister Mustafa Al-Kadhimi signed an agreement officially ending the US combat mission in Iraq by the end of 2021, more than 18 years after US forces entered Iraq. In return, Baghdad confirmed Iraq's commitment to protecting the international coalition personnel, who provide advisory and training assistance. According to the statements of the Iraqi Foreign Minister, the fourth round of the strategic dialogue between the two countries will be the last. Hence, the understandings that took place between the two sides will form the general framework governing the bilateral relations between the two countries.

In the fourth in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Dennis Ross and Robert Satloff discuss the U.S. relationship with Saudi Arabia. Over the past four years, the Trump administration embraced Riyadh almost unconditionally, looking the other way even after outrages such as the killing of journalist Jamal Khashoggi. But now, the Biden administration has vowed to “reassess” the alliance, adopting a posture informed by American interests and values alike. A more balanced approach makes sense, the authors contend, recognizing the fundamental U.S. interest in the direction of social and economic reform underway in the kingdom. Such a policy should stay focused on shared goals, from ensuring a stable oil market to pushing back against Iran, promoting Arab-Israel normalization, preventing nuclear proliferation, countering terrorism, reducing or ending regional conflicts, and encouraging a more tolerant version of Islam at home and abroad. Dr. Oriana Skylar Mastro begins her paper by emphasizing that U.S. national defense strategy has characterized the US-China relationship as one of great power competition (GPC). Both the US and China have existing relationships in the Indo-Pacific region and are undergoing efforts to foster new relationships there as well. China’s efforts, however, conflict with US military efforts to promote peace, strategy, and prosperity in the Indo-Pacific, making them much harder to achieve. Mastro argues that it will be difficult to deter China’s efforts — perhaps even more difficult than it was to deter the Soviet Union’s efforts during the Cold War. She cites the geography of the Asia-Pacific (compared to that of Central Europe), the US’s ongoing struggle to establish a credible deterrent, China’s range of options for nonlethal but effective uses of force, and the lack of US willingness to grant China a parallel sphere of influence to that in which the Soviet Union was allowed to control as evidence to support her claim. Thus, Mastro recommends that the US must avoid relying on the same Cold War tools and competition strategies in its competition with China, despite their success in the past. Instead, the US needs to combat the threat posed by China through 1) convincing China that the costs of using force outweigh the benefits and 2) forging a counterbalancing coalition of allies and partners that are confident that the US will not only protect them from a military attack but other costly behaviors (e.g., economic coercion, diplomatic isolation) that China may leverage against them as well.

Syria is home to one of the world’s most complex conflicts. The chaos caused by the Syrian regime and its allies — within Syria, across the Middle East, and beyond — poses immediate and enduring threats. Considering its foreign policy promise to defend democracy and human rights, the Biden administration does not have the luxury of ignoring what happens in Syria. Accepting that there are fewer options for the United States today than there were ten years ago does not mean normalizing the Assad regime or turning a blind eye to Russian and Iranian efforts to tip the balance of power in the region. In a new issue brief from the Atlantic Council’s Syria program, “What Choices Remain for the United States in Syria?,” Nate Rosenblatt and Jomana Qaddour describe the challenges the United States faces in Syria, including Russia’s attempt to expand the UN Strategic Framework as well the struggle to keep the UN humanitarian border crossings open in northern Syria. The memo then lays out the three potential strategies in Syria: one prioritizing the withdrawal of US forces, a second protecting humanitarian access and ensuring progress on limited, critical files, and a third maintaining US support for, as well as coordination with, partners to dial up the pressure on the Syrian government and its allies. The paper ultimately argues that the Biden administration should seize this opportunity to establish a clear strategy in Syria by aligning its defense, development, and diplomatic capabilities with those of its global allies and partners to shape a better outcome in Syria.

Around the time of President Joe Biden’s first trip to Europe in June 2021, US-Polish relations experienced a short, but intense, rough patch. Missteps on both sides caused the problems, including fears on the Polish side of a high-handed US attitude and a general lack of consultation on issues (like Nord Stream 2) that Poland regards as critical. Some Poles started questioning the good faith of their biggest ally. The US side, for its part, thought Poland was ignoring US overtures and assuming the worst of the United States. Draft legislation that would target the largest US investment in Poland (the TVN television network) generated US concerns about both the investment climate in Poland and political pressure on independent media. In short order, wiser counsel emerged on both sides, and top-level discussions may ease the sense of tension. 1 But, the episode suggests that problems have developed in what has been (and should remain) one of the closest transatlantic relations. Both the United States and Poland need to look hard at what this relationship can do for both countries and for the transatlantic relationship, and at the sources of problems.
