1. New York City: Rebuilding a Future-Focused Economy

Abstract:
Major shifts are expected in how New Yorkers work in the postpandemic economy—remotely or in the office. But the COVID-19 pandemic has also dramatically accelerated a shift in the sectoral landscape of New York City and the industries in which New Yorkers will work. Restoring the city’s economic dynamism and creating a postpandemic, locally prosperous, and globally competitive economy will hinge on leveraging the city’s growth sectors and ensuring that New Yorkers have the skills they need to rebuild a thriving, future-focused NYC economy. The city lost almost 900,000 jobs during the initial months of the pandemic and had recovered just over half of those jobs by June 2021. Many of these job losses are in sectors that had seen relative weakness prior to the pandemic, including the city’s historically important finance & insurance and real estate sectors. The recovery in NYC has so far been an unbalanced one, lagging behind other major US city centers. Much of NYC’s ongoing economic recovery has been concentrated in health care, life sciences, and the growing tech industry, sectors that were strengthening prior to the pandemic. Indeed, tech jobs were already driving much of the employment growth in NYC before the pandemic. And while office and residential buildings emptied out during the crisis, Big Tech companies—including Amazon, Apple, Facebook, and Google—have increasingly moved in, expanding their office and warehouse spaces and accelerating hiring.

The fourth International Expert Forum (IEF), "Peacebuilding and Postconflict Recovery: What Works and What Does Not?" was focused squarely on the challenges of rebuilding peace in countries and societies emerging from conflict and the role of external actors in supporting these processes. The IEF was held at the International Peace Institute (IPI) on May 23, 2013, and participants considered the track record of peacebuilding, political and economic transition processes, as well as rule of law and transitional justice. The goal was to distill insights and identify policy implications. This IEF was the fourth meeting in a series of high-level seminars dealing with the conflict cycle. Previous forums considered conflict prevention, the mitigation of consequences of conflict, and peacekeeping. The IEF serves as an informal platform for exchange and dialogue among researchers, practitioners, and decision makers on issues related to conflict prevention, peacemaking, and peacebuilding. The IEF convenes one-day workshops at IPI in New York and is a joint initiative by IPI, the Folke Bernadotte Academy (FBA), the SecDev Foundation, and the Center for International Peace Operations (ZIF).

3. The Partition of Palestine

One Palestine, Complete was the title of a book about the early history of the British mandate in Palestine by the Israeli historian, Tom Segev. It arises from a true anecdote about the first High Commissioner (governor) under the mandate, Sir Herbert Samuel. On 30 June 1920 he arrived at Government House in Jerusalem to replace the head of the British military occupation administration, General Sir Louis Bols. He was taken aback when Bols demanded that, upon taking formal possession of the country, Samuel should sign a “receipt.” Bols presented him with a piece of paper bearing the words “Received, one Palestine, complete.” Samuel duly added his signature but, a prudent man, he added the letters “E” That is an abbreviation standing for “Errors and omissions excepted” that used to be appended to commercial documents as a safety reservation. The document was later sold at auction in New York for five thousand dollars. Given the unsettled history of Palestine under British rule over the ensuing three decades, Samuel's caution was probably justified.

5. The ABC of the Arms Trade Treaty: Why it's important–“ How will it work?

The Arms Trade Treaty is a potential ground-breaking humanitarian treaty that would regulate the international trade in conventional weapons. The Treaty will be negotiated at a United Nations conference in New York Between July 2-27. There is currently no effective international legislation on the global arms trade. While there are treaties on nuclear, chemical and biological weapons there is nothing on the weapons that kill people every day. Patchy, diverse and often completely absent, national regulations are inadequate with the increasingly globalized nature of the arms trade. Arms companies, operating from an increasing number of locations, now source components from across the world. Their products are often assembled in countries with lax controls on where they end up, hence the need for truly global rules which reflect the nature of the trade.

Abstract:
How to stop a criminal from removing the identifying marks on a polymerframe handgun? This was the kind of question asked, and sometimes answered, at the Open-ended Meeting of Governmental Experts (MGE),  convened at UN headquarters in New York from 9 to 13 May 2011. For the first time at a UN small arms meeting, the discussions were expert-led and relatively interactive as delegations focused on the practical details of weapons marking, record-keeping, and tracing, specifically as dealt with in the International Tracing Instrument (ITI) (UNGA, 2005).

The New Strategic Arms Reduction Treaty (START) agreement, without any doubt, has started a new debate on whether the international community has finally entered a renaissance in the field of disarmament after a long period of stalemate. In this regard, the New START agreement, together with the New York Nuclear Safety Summit of 2010 and the NPT Review Conference of 2010, seems to be creating a rather positive atmosphere. Yet, if one examines the discussions that took place at the US and the Russian parliament's before and after the ratification of the New START, he/she will come to the conclusion that the progress on nuclear disarmament, at the levels of both strategic and nonstrategic weapons, will not be an easy one. The situation will remain unchanged unless certain contentious military issues between Washington and Moscow are somehow resolved. In this regard, the next round of the New START agreement will be crucial. This situation will not only affect the future of the US and the Russian militaries' relationships to one another, but it will also change the balance of relations among the nuclear “haves” and “have nots” of the NPT Treaty. It is, therefore, expected that the NPT's two tracks, namely disarmament and nuclear nonproliferation, will be affected either in a positive or negative way in the future, depending on the evolution of the post New START era. Within this perspective, the possibility that US and Russia will implement new disarmament agreements has gained utmost importance in the aftermath of the New START for the future implications of the US President Barack Obama's “Global Zero Policy.

When Harry Truman became president in April 1945, he had not thought deeply about the exact form a Jewish national home in historic Palestine would or should take. Following his landmark decision to recognize the state of Israel in May 1948, he would suggest that his support for such a development had been unwavering, and that his decisions had come easily. Yet the record shows otherwise. Between Truman's first days as president and Israel's formation, his approach to the idea of a Jewish state evolved significantly, at times seeming to change in response to the last person with whom he met. Although he ultimately made the historic decision, a Jewish state had never been, in his mind, a foregone conclusion.

The proposed "Park51" Islamic center in lower Manhattan (universally and improperly dubbed the "Ground Zero Mosque") and a fringe Florida pastor's plan to burn copies of the Quran on September 11th dominated much of the public discourse in recent weeks, bouncing around the media and Internet echo chambers and serving as cable television catnip. Though the Florida story may have passed, the debate over the center in New York continues with some of the rhetoric and actions devolving into outright anti-Muslim bigotry. Furthermore, it's likely there will be more anti-Muslim incidents to come. Copycat bigots are sure to have noticed the attention that merely the threat of action by one unknown crank can generate in the sensationalism of the 24-hour news cycle and information age.
