Abstract:
The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Abstract:
Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

Abstract:
Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Tueller outlined the US policies in Iraq and stressed that the strong and long-term strategic partnership between the two countries goes far beyond the military aspect of relationship. It intends to move towards a “shared goal of Iraq as an emerging strong, stable and sovereign state”, which can protect its borders and ensure that no armed forces outside of the government control can influence inside. These are “ongoing challenges” that Iraq faces and the US is trying to help in overcoming them.

Whoever wins, the result will intimate deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader’s departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, thirteenth in the series, assesses the situation in Iran, where a June election will determine the successor to President Hassan Rouhani. Turkey and the United Arab Emirates are engaged in a decade-long feud that is reshuffling the geopolitical order in the Middle East and North Africa. They see each other as existential rivals and are waging a series of proxy wars between the Horn of Africa and the eastern Mediterranean. Their rivalry also plays out in the halls of Washington and Brussels, the global media discourse, the energy industry, and, lately, ports and the high seas. Europe should avoid being sucked into this power struggle to redefine the Middle East and North Africa. Instead of using the UAE to push back against Turkey or vice versa, Europe should develop its own strategy on their rivalry. Europe should establish a NATO deconfliction mechanism, push ahead with the political process in Libya, and design a constructive new framework to insulate European-Turkey relations from the rivalry.

Abstract:
On October 21, Daily Sabah announced that an Israeli spy ring, consisting of 15 agents, was arrested in Turkey early in October. The Turkish newspaper affiliated with the Turkish government and JDP said that the spy ring targeted Israel's opponents in Turkey. A day later, the newspaper affirmed that one of the arrested agents collected information about Palestinians residing in Turkey, and about Turkish military industries. However, Ankara did not officially announce the news, while Israel denied the accusation. A few weeks earlier, the pro-Hamas Shehab News agency announced that seven Palestinian PNA and Mossad agents were arrested in Turkey allegedly for spying on certain Palestinian residents in Turkey.

Israel and the European Union (EU) have built a special, strategic relationship over decades, since the 1960s. Following centuries of war, two world wars, tens of millions dead and destruction across the continent, the EU can be declared as the most successful expression of Europeans’ aspiration for peace and prosperity. With a population of 450 million, the EU is not only Israel’s biggest trade partner, it is also the biggest and most generous aid donor to the Palestinian Authority (PA), without which Israel would be forced to allocate extensive budgetary resources for the PA’s preservation and its commitments. Moreover, a large part of the Jewish people in Israel and the Diaspora has its roots in Europe. Many Israelis aspire to the continent’s standards of moral and cultural values and to its political systems. At the same time, many in Europe see Israel and the Israelis as members of the European family. Agreements on economic, trade, science, and other matters of vital value to Israel have been signed over the years within the framework of the special relationship that has developed with the EU.

Since 2011, members of the Gulf Cooperation Council (GCC) have become increasingly assertive players across the Middle East and north Africa, particularly given the shifting US role in the region. European countries, long used to working under a US umbrella in the Gulf, have struggled to recalibrate their relationships with Gulf states and have been increasingly marginalised as relevant actors. Europeans urgently need to strengthen their geopolitical role in the Gulf, overcoming competition between one another to shape a more autonomous, strategic, and forceful role in defence of their key interests. When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

The dangerous spiralling of the rivalry between the Kingdom of Saudi Arabia and the Islamic Republic of Iran for hegemony/supremacy in the Middle East/Gulf is the factor that has the most negative impact on the entire region. The authors make the case for using the specific features and successful negotiations of the historic Joint Comprehensive Plan of Action (JCPOA) as a way to downgrade this bilateral rivalry. This agreement was the focal point of (pre-)negotiations especially between the United States and Iran that de-escalated the tensions between the two enemies and turned them – at least during the administration of President Barack Obama – into adversaries with an interest in selective cooperation. The agreement is living proof that formerly incompatible interests can be overcome. It is true, however, that, despite its complexity, the JCPOA can only have a limited influence on developments in the region. This is why the authors identify the roots of the intensifying Saudi Iranian rivalry at the domestic, regional and international levels – with corresponding recommended steps to de-escalate this struggle. The prospects for such a positive scenario appear to be particularly promising if elites in both Riyadh and Tehran – especially since they are facing increasing domestic challenges to regime/government stability – opt to slow down or even reverse their countries’ current course. A more assertive population, especially among women and the youth, has become a new factor for serious change. This may incentivise these elites to pursue less costly foreign policy approaches – including finding appropriate forums for serious dialogue, with de-escalating the mutually demonising rhetoric as the first step.

The July 2016 failed coup against President Recep Tayyip Erdoğan’s government not only resulted in a dramatic upheaval in Turkey, it also had a significant impact on the structure of its international relations and its networks of influence abroad. The way this coup affected the political actors who shaped Turkish policy in Africa highlights the extent to which Fethullah Gülen’s movement – accused by Recep Tayyip Erdoğan of having organised the coup- shaped those relations up to 2016. Today, Turkish diplomacy in Africa is undergoing a process of reconstruction, as it dismantles functional networks, and supports the new actors championed by Ankara. The destruction of what has been patiently established for 20 years and the creation of new channels of influence is a challenging task for Turkish diplomats and politicians who multiply their visits to Africa. In some countries, Turkish diplomacy sometimes faces difficulties in removing the Gülenist networks, as some are closely linked to high-ranking local leaders.

Bottom Lines: Creating unnecessary vulnerabilities. Making offensive cyber operations a national priority can increase instabilities in international relations and worsen national vulnerabilities to attack. But because the skills needed for offense and defense are similar, military offensive readiness can be maintained by focusing on defensive operations that make the world safer, rather than on offensive operations. Managing complexity. The ease of both offense and defense increases as organizational skills and capability in managing complex technology improve; it declines as the complexity of cyber operations rises. What appears to be offensive advantage is primarily a result of the offense’s relatively simple goals and the defense’s poor management. Assessing kinetic effects. It is often more expensive for the offense to achieve kinetic effects—for instance, sabotaging machinery—than for the defense to prevent them. An empirical analysis of the Stuxnet cyberattacks on Iran’s nuclear enrichment facilities shows that Stuxnet likely cost the offense more than the defense and was relatively ineffective.

On 5 June 2017, Bahrain, Saudi Arabia, the UAE, and Egypt, in marked succession, cut diplomatic relations with Qatar. Within a matter of hours, it became clear that this was not simply a move to sever ties, but a plan for a full embargo, an unprecedented step at a time of peace between these nations. Saudi Arabia, the UAE, and Bahrain blocked flights to Qatar, closed land and sea borders, and ordered Qatari citizens out of their countries while calling on their own nationals to leave Qatar. The same day, Maldives, Mauritius (though it later denied the news), the Libyan Tobruk-based government (which is not recognised internationally), and the Yemeni government based in Riyadh followed suit and cut ties with Qatar, unable to resist Saudi pressure. The next day, Jordan downgraded diplomatic relations with Qatar and revoked the licence of Al Jazeera’s bureau in Amman, while Mauritania severed diplomatic relations with Qatar. Mauritius, in an official statement, denied it had cut ties, raising questions of whether some party took the initiative on behalf of the Mauritian government. The actions taken at dawn on 5 June were the culmination of an unprecedented, anti-Qatar media blitz initiated by Emirati, Saudi, Bahraini and Egyptian media on the evening of 23 May. The campaign intensified until it assumed official imprimatur with the decision to cut ties and blockade Qatar. What, then, is happening to relations between countries of the Gulf Cooperation Council (GCC)? After Gulf leaders came together in a scene of friendship, cooperation and solidarity during US President Donald Trump’s visit to Saudi Arabia, why are relations between three GCC states and Qatar deteriorating so rapidly and in such unprecedented fashion? Was there an immediate cause that spurred Saudi Arabia and its partners to take this stance, or were these actions planned in advance? Is this simply a fleeting crisis in relations between GCC states, or could the break persist?

EU policy towards its Southern Neighbour- hood aims to ensure the security of Member States and is underpinned by an assumption of a shared interest in democracy, security, and prosperity through economic liberalisation. It sees the main way of achieving these aims as promoting Western-style liberal democracy as a political system capable of providing peace and stability. Evidence from public opinion survey research shows this ambition is supported by citizens of Arab countries, where public opinion polls for over a decade report strong support for democracy. However, these citizens do not share the EU’s procedural conception of democracy, a conception in which civil and political rights are decoupled from – and prioritised over – social and economic rights. The Arab Transformations survey carried out in 2014 in six Arab states (Morocco, Tunisia, Libya, Egypt, Jordan, Iraq) suggests few people demanded this brand of democracy. Furthermore, most people thought the EU has not done a good job of supporting transitions to democracy, nor did they have much appetite for EU involvement in the domestic politics of their countries.

For the United States, expanded security cooperation and coordination could be a force multiplier in campaigns to achieve key policy goals, such as countering Iran's destabilizing policies and defeating the Islamic State. However, the extent to which this can lead to a sustainable normalisation process and furthermore to a deepening of their relationship is highly questionable. This policy brief argues that the main problem lies with the fact that a win-win scenario of overlapping or complementary interests does not seem to be driving the leaderships’ actions. Instead, it is ad hoc developments external to their bilateral relationship that have a positive effect for the time being, such as the rapprochement between Russia and Turkey, and subsequently a concerted attempt between Russia, Turkey and Iran to stabilise the region.

This report argues that it is only when the economic meltdown is averted in the short-term that the KRG will be able to proceed with deep structural reforms in the public sector and start working on the diversification of the economy.

There is no one, sweeping reason for declining oil prices, but Iran and Russia have publicly and explicitly placed the blame on Saudi’s shoulders. The reality is, however, is that the drop in oil prices is just one more point of contention between Iran and Saudi in a line of regional issues that have brought to light the reality of an Iran-Saudi showdown. Iran’s growing regional expansion, the conflict over a Syrian resolution, and the Houthis’ increasing control over Yemen are all more convincing factors which help explain why Saudi is adamantly refusing to reduce its oil production. This position paper analyses Saudi’s challenges as it attempts to counter Iran’s gains in the Arab region, particularly in light of a possible nuclear deal between Iran and the US.

The breakdown of state structures and the wider regional political order has resulted in a complex tapestry of conflict throughout the Middle East that is likely to produce a continued period of volatility and violence for several years to come. This is because there are numerous dynamics at play that are competing with one another across various levels. After more than three1year deadlock, 2013 was marked by the attempt by Brussels and Ankara to restart the dialogue for Turkey’s accession to European Union. Two developments were remarkable in this process: the release of the most favorable Progress Report on Turkey since 2009, and the opening of the community acquis Chapter 22 on Regional Policy and Coordination of Structural Instruments. Regarding the former development, the European Commission underlined the positive steps achieved by Turkey and the pressing need for the EU to enhance its engagement with Turkey and revitalize the accession negotiations’ framework as the main way to promote EU sponsored reforms. As far as the latter development is concerned, the relevance of the opening of a new chapter cannot be overestimated as the political stumbling blocks, which led the negotiations to stagnation, have been kept untouched and are still far from solved. This policy update is intended to give account of the main issues connected with these developments and underline the reasons for why they have to be considered important steps forward but¬ the decisive ones.
