Abstract:: In the past decade, Turkey has significantly expanded its engagement in Africa, leading to concerns within the European Union (EU) that this influence might be used to undermine EU policy and member states. This policy brief analyses the strategic motives and evolution of Turkish involvement in the Sahel region, focusing specifically on Mali, Burkina Faso and Niger. Drawing from interviews conducted with Sahelian and Turkish political, business, diplomatic and educational stakeholders between October and December 2022, the authors contend that Turkey’s foreign policy in the Sahel demonstrates a multifaceted approach that aims to strengthen its presence across economic, cultural, defence and development spheres. However, it is also emphasised that Turkey’s engagement in the Sahel remains relatively limited when compared to its activities in other African countries, for example Libya, Somalia and Algeria. In light of these findings, this policy brief recommends that the EU adopt a pragmatic approach, drawing lessons from Turkey’s strategy while trying to manage, and where possible benefit from, the impact of Turkish security assistance and to foster opportunities for Sahelian populations in Europe through scholarships and employment initiatives.

8. Al-Sudani’s first 100 days – Or how to keep everyone happy

Abstract:: The job of an Iraqi Prime Minister is a complex balancing act on both the domestic and international fronts. To begin with, there is the challenge of managing competition between the country’s factitious elites. Then there is the unresolved tension between self-interested elites and a citizenry that has largely lost faith in its political leaders. Finally, there is the foreign policy dilemma of balancing political and economic dependence on both the US and Iran. By these standards, Prime Minister Mohammed Shiya al-Sudani’s first 100 days in office have provided a crash course on how to please all sides. He has allocated government positions to his supporters with gusto, provisionally left most Sadrist bastions of power in the state untouched (even though Sadrists are excluded from the government) and offered extensive ‘bread and games’ for the population by promising jobs and social security. Al-Sudani has furthermore sought to reassure opposing foreign actors through a hitherto fairly balanced foreign policy. His approach has been enabled by the broad coalition of Iraqi political elites that brought him to the premiership, along with record oil revenues that help grease the wheels of patronage politics. While structural reforms in politics, administration and economics are overdue, they will not happen because Iraq’s political leaders have no need for them in the immediate term. However, unresolved elite contention, a lack of public investment and the absence of reform mean that Iraq is likely heading for tougher times within the space of a couple of years.

11. Bankrupting Iran’s Empire of Terror

Abstract:: Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

13. Time to Recalibrate America’s Middle East Policy

Abstract:: Our understanding of reality in the Middle East has changed significantly in the last seven years. At a conference on US-Israel relations in 2016, then Secretary of State John Kerry highlighted, now famously, the impossibility of Israel making peace with the Gulf states. In an obvious reference to Israeli Prime Minister Benjamin Netanyahu and his associates, Kerry said, “I’ve heard several prominent politicians in Israel sometimes saying, ‘Well, the Arab world is in a different place now. We just have to reach out to them. We can work some things with the Arab world, and we’ll deal with the Palestinians.’” Kerry dismissed Netanyahu’s thesis with total certainty: “No. No, no, and no. I can tell you that I’ve talked to the leaders of the Arab community. There will be no advanced and separate peace with the Arab world without the Palestinian process and Palestinian peace. Everybody needs to understand that. That is a hard reality.” Just two years later, Netanyahu refuted Kerry’s view of reality by, with the help of President Donald Trump, signing the Abraham Accords with Bahraini Foreign Minister Abdullatif bin Rashid Al-Zayani and Emirati Foreign Minister Abdullah bin Zayed Al-Nahyan. But the flaws that Trump and Netanyahu revealed were not Kerry’s alone. Nor were the flaws limited to thinking about Arab-Israeli relations. Trump and Netanyahu were attacking the entire strategic belief system of the Obama administration, which had identified reconciling with Iran and brokering a Palestinian-Israeli peace as the two top priorities of the United States in the Middle East. In the Trump-Netanyahu conception, the Abraham Accords were the cornerstone of a regional alliance that aimed not just to improve relations between Israel and its neighbors but also to contain Iran militarily and to prevent it, through the application of hard power, from acquiring a nuclear weapon. With a Middle East staff consisting almost entirely of veterans of the Obama administration, the Biden administration intended to prove the utility of Obama’s effort to reconcile with Iran. It therefore rejected the Trump-Netanyahu view of the accords as a key component of an Iran-containment strategy. However, the accords have fashioned a new “hard reality” of Arab-Israeli coordination that the administration cannot ignore. That reality includes formal Israeli representation at US Central Command, the military’s combatant operations command responsible for, among other things, deterring Iran. In other words, beneath the umbrella of the United States military, the Israeli military and its Arab counterparts are now liaising daily. Weren’t Trump and Netanyahu pursuing this outcome? The simple answer is no. To prevent trilateral military cooperation among the Arab states, Israel, and the United States from turning into a coalition designed to pressure Iran regarding the aggression of its proxy forces and the expansion of its nuclear weapons program, the Biden administration instructed CENTCOM to focus exclusively on defensive measures and integrated missile defense, and to avoid any offensive countermeasures against Iran. But defending against an aggressor with only a shield is impossible. Arming oneself with a sword is also necessary. Enter Raphael BenLevi, the director of the Churchill Program for Strategy, Statesmanship and National Security at the Argaman Institute of Tikvah Fund Israel. BenLevi is at the forefront of a new generation of foreign policy strategists in Israel who have come of age in an era when what seemed like a “hard reality” to the generation of John Kerry is now obviously history. In this article, he lays out a strong case for the potential of the kind of trilateral cooperation to which the Biden administration, under the weight of stale ideas, has turned a blind eye.

14. Greater than the Sum of Its Parts: Abraham Accords Free Trade Area

Abstract:: The Abraham Accords provide an unprecedented opportunity to increase trade and investment among its members significantly by establishing a regional free trade area that would ensure progress toward their aspirations, preserve the integrity and stability of global markets, fuel growth, and constrain China’s predatory trade practices. Signatories to the accords committed to a shared vision of peace and prosperity and recognized that economic integration can enable members to achieve their long-term economic goals. The accords have paved the way for comprehensive partnerships on a variety of issues related to security, trade, investment, the environment, innovation, tourism, energy, and other key sectors. While the growth in bilateral trade is of great significance, the true transformative power of these peace agreements lies in expanding regional integration and cooperation. This is already underway. Israel concluded a Comprehensive Economic Partnership Agreement (CEPA) with the United Arab Emirates (UAE) in December 2022 and is currently negotiating a free trade agreement with Bahrain. Both will significantly accelerate economic development and provide incentives for others to follow suit. Israel's new foreign minister, Eli Cohen, recently stated that the volume of trade with Arab countries that normalized relations with Israel under the Abraham Accords in 2020 exceeded $2.8 billion dollars in 2022. While progress has been remarkable, its potential is far greater. According to RAND analysis of the potential of bilateral free trade agreements (FTA) between Israel and current signatories, the accords could create 46,000 new jobs and $24 billion in new economic activity for Israel's four partners. The benefits of a multilateral FTA encompassing current signatories would triple the overall benefit, creating more than 150,000 new jobs and new economic activity exceeding $75 billion. A multilateral FTA among an expanded number of potential signatories to the accords could create as much as 4 million new jobs and $1 trillion in new economic activity through 2030. This potential is not lost on the Chinese Communist Party (CCP). The CCP represents one of the most significant threats challenging the United States and its partners and allies. China’s state-directed economic policies, predatory lending, cyber intrusions, theft of intellectual property, illicit technology transfer and other coercive practices, industrial subsidies, and market access restrictions on key sectors of China’s economy constitute the most significant threats of the coming century. Several trends exacerbate the need for integrating markets aligned toward common goals. The global pandemic, the Russian invasion of Ukraine, Brexit, tariff tensions, political instability, protectionist policies, and regulatory uncertainty have threatened global trade by disrupting established supply chains and their underlying constellation of business models and trade relationships. As is often the case, these complex and interrelated challenges constitute an opportunity to realign our trade to safeguard the integrity of global markets and pursue US goals and objectives in collaboration with our partners and allies. The Abraham Accords offers just such an opportunity.

15. The System Is Blinking Red over Iran

Abstract:: In his testimony to the 9/11 Commission, then-CIA Director George Tenet described the harrowing intelligence picture that had emerged in the summer of 2001. “The system was blinking red,” he famously recalled. What followed, of course, was the well-documented, multi-agency failure to prevent an avoidable disaster that changed the course of history. The system is blinking red again, and the American response appears frighteningly familiar. Earlier this month, the International Atomic Energy Agency (IAEA) confirmed that its inspectors in Iran had discovered uranium particles enriched to about 84 percent purity. Most reports have noted that this is just shy of the 90 percent level generally considered to be “weapons grade.” Others correctly point out that uranium enriched to around 80 percent fueled the atomic bomb dropped on Hiroshima in 1945. Almost no one mentions that Iran has no civilian need to enrich uranium in the first place. During the nearly four years leading up to the IAEA’s finding, Iran has engaged in increasingly grave violations of its international nuclear obligations, only some of which derive from the 2015 Joint Comprehensive Plan of Action (JCPOA). Iran still refuses to cooperate with at least three separate IAEA investigations of undeclared nuclear materials, activities, and sites, in violation of its commitments under the Nuclear Non-Proliferation Treaty. With Iran’s long history of nuclear lawbreaking, the discovery of undeclared, highly enriched uranium is unsurprising. Iran does not have a peaceful uranium enrichment program. Uranium enrichment remains part and parcel of the regime’s effort to develop and maintain the ability to produce and deliver nuclear weapons on demand. Rather than dismantling Iran’s illegally built military enrichment program, the JCPOA decriminalized it. Even if the US had not withdrawn from the JCPOA in 2018, the deal’s limited and temporary terms explicitly permit Iran to expand its enrichment capability and capacity and increase its stockpile of enriched uranium, legally and without limitation, by the end of this decade. In a February 24 interview with CBS News, the current CIA director, William Burns, downplayed the danger. He reaffirmed that “we don’t believe that the Supreme Leader in Iran has yet made a decision to resume the weaponization program that we judge that they suspended or stopped at the end of 2003.” The materials Israeli intelligence spirited out of a Tehran warehouse (the “Atomic Archive”) in 2018, which Israel shared with the United States, raise disturbing questions about the assessment Burns presented and its persistence. The archive materials showed that the regime did not stop or suspend its weaponization program in 2003, but, in the Iranians’ own words, modified it. What had been a crash program geared toward testing a nuclear device on a short timeline became a dispersed, long-term effort—part clandestine, part under the cover of civilian research—to develop and maintain capabilities relevant to the production of nuclear weapons. The program went from sprint to marathon, though both have a nuclear weapons finish line. More broadly, the archive showed that the Iranian nuclear weapons program was more advanced and comprehensive than previously understood. Israel and the United States became aware of how much so 15 years after the fact and only thanks to one of the most stunning intelligence coups in modern history. Despite this long lag and the long odds of repeating such an intelligence feat, Burns seems to believe that we will know in near-real time if and when Iran’s leader decides to switch the program back to an even shorter nuclear sprint. This belief seems to reflect, as the saying goes, the triumph of hope over experience. Perhaps this too is unsurprising. The JCPOA was always built on little more than hope. The largely unspoken logic behind the agreement was that an engaged, wealthier Iran would lose interest in nuclear weapons before the deal’s restrictions expired. Iran quickly proved the optimists wrong. In the years immediately after striking the deal, Tehran increased defense spending by more than 30 percent; offered substantially more support to terrorist groups like Hezbollah, Hamas, and the Houthis; and intensified its aggression across the region. Iran continues to develop missiles and, as Burns pointed out, the associated ability to deliver a nuclear warhead. Now Iran is using the same uranium enrichment infrastructure guaranteed by the JCPOA to violate its terms. The Biden administration’s policy toward Iran reflects a clear and consistent preference for diplomacy over the use of force, and understandably so. But the White House treats the two as contradictory, rather than complementary. For over two years, the administration has demonstrated its reticence to use, or even credibly threaten to use, force against Iran. Manifestly undeterred, Iran has continued and accelerated its drive toward the nuclear threshold. Meanwhile, the war in Ukraine and Iran’s provision of weapons to Russia mean that even if the IAEA Board of Governors were to refer Iran’s nuclear crimes to the United Nations Security Council, Russia surely would veto any punitive measure toward the Islamic Republic. In other words, America’s soft-handed approach and global events are making a diplomatic solution less likely. If Washington continues on its current path, the world almost certainly will face a nuclear-armed Iran, a war to prevent that eventuality, or both. It is not too late to act. First, the United States can press its European partners to activate the JCPOA’s snap-back mechanism, which is not subject to a Russian (or Chinese) veto. Doing so would reimpose international sanctions and the UN arms embargo on Iran that the deal lifted in 2020. It also would prevent the planned lifting of the UN missile embargo on Iran in October of this year. Second, the president, his administration, and Congress can make clear that the United States and its allies can and will use force to prevent Iran from violating its nuclear obligations. The United States would not be moving its red lines, but rather enforcing them. Doing so would send a powerful message to Iranian leaders that they have already crossed America’s red lines and need to back down. Such a threat might not be effective. But without a credible American commitment to use force, no diplomatic solution to the Iranian nuclear problem is possible. This moment could be America’s last chance to change course on Iran. If it does not, one wonders what Director Burns and his colleagues in the administration might say in their future testimony about why they failed to act when the system was blinking red on their watch.

16. Xi Jinping’s Vision for the Middle East

Abstract:: Chinese leader Xi Jinping clearly aspires to establish a new global economic order centered around Beijing, not Washington. However, a new global economic order cannot be built in a day. The immensity of this challenge has forced Xi to set his sights on a set of interim goals. These include cementing the Communist Party’s control of the Chinese economy and shielding supply chains, capital flows, and strategic bilateral and multilateral relationships from hostile American policies. These goals equate to the creation of a Sinocentric global economic subsystem. This would be partially integrated into the current Western-led system but would be sufficiently decoupled from the West to protect the pillars of the Chinese Communist Party’s political economy. In Beijing’s grand design, the Middle East plays an indispensable role. But Western analysts have often misjudged China’s interests in the region as purely commercial. While Xi values the region for its economic potential, he sees it as one of the most important arenas of competition with the United States. Yet when United States National Security Advisor Jake Sullivan recently discussed American leadership of the global economy, he focused on Europe and the Indo-Pacific and mentioned Africa and Latin America. He did not mention the Middle East once.1 Washington’s persistent blind spot in the Middle East has obscured its view of Beijing’s global ambitions. If the US does not rectify this mistake, it risks losing more influence in the region and aiding China’s effort to supplant the US atop the global economic order.

Abstract:: Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Abstract:: In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.

The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. Abstract:: During his lengthy tenure as Iran’s Supreme Leader, Ali Khamenei has shown a knack for consolidating power by creating layers of bureaucracy in military, economic, and religious affairs. In turn, he has liberally purged officials who have hinted at disloyalty to him, the Islamic Republic, or its governing doctrine, velayat-e faqih (rule of the jurisprudent). But Khamenei does not lack for personal complexity. As a younger man, he dressed casually, flaunted his love of literature, and composed poetry. And as a leader, he has often demonstrated flexibility—coined as “heroic flexibility” in the case of the 2015 nuclear deal—at times of national risk or strained social cohesion. He has likewise blessed the rise of relatively moderate presidents such as Mohammad Khatami and Hassan Rouhani when he thought their leadership would reinforce national stability. In this wide-ranging study, former Qom theologian Mehdi Khalaji details Khamenei’s political ascent, from his role as an influential cleric in Mashhad to his presidency under Ruhollah Khomeini and his surprising appointment as Supreme Leader. Whoever succeeds him, the author makes plain, will inherit an infrastructure designed to preserve Iran’s authoritarian system and suppress rumblings of internal dissent.

Abstract:: An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Notwithstanding Riyadh’s deal with Iran, the Saudis and Israelis still share a common threat in the Islamic Republic and a common interest to address it. The key to a Saudi-Israel normalization agreement, writes Segal Executive Director Robert Satloff in this new Institute Policy Note, is the U.S. role. While cautioning that a “Sadat to Jerusalem” moment is unrealistic for Saudi Arabia and Israel in the near future, especially given competing priorities for Riyadh, he argues that President Biden could—if he so chooses—negotiate a historic three-way, win-win-win arrangement that not only establishes formal Saudi-Israel relations but also advances a range of important American interests.

Abstract:: Turkey’s position in a “post-Western world” is widely debated as Asia emerges as the world’s new demographic and economic focal point. Turkey’s drive for strategic autonomy is crucial to all considerations of Eurasianism as a result of the rise of emerging powers worldwide and the transition to a multipolar international system. The emergence of a revisionist Russia, threatening to destroy the global order in place since the end of the Cold War, sent out a powerful warning to its neighbors, including Turkey. 28. THE DAY AFTER: Anticipating trouble in the event of a US withdrawal from Syria

Abstract:: With approximately nine hundred troops in northeastern and southeastern Syria, the United States ostensibly aims to prevent the reemergence of the Islamic State group (IS). The withdrawal of US forces from Afghanistan, initiated by the Trump administration and completed by the Biden administration, was followed by the rapid collapse of the pro-Western government of Afghanistan and its replacement by the Taliban. This has led to questions about what will happen if and when US forces withdraw from northeastern Syria. A new issue brief by Atlantic Council’s Senior Fellow Jomana Qaddour examines the social, political, and economic implications and the challenges to US presence in Syria. While the US military presence remains limited in number, this report also underscores how aggregate US influence is much more potent than a force number of nine hundred suggests. US troop presence has enhanced counterterrorism operations, obstructed IS and Iranian smuggling routes, and facilitated humanitarian aid and economic benefits to a population in Syria that would be languishing under even more dire conditions. It can be argued that it has also limited local violence and halted a resurgence of public IS activities. According to the most recent Syria policy review, US presence is limited to the goal of counterterrorism operations, which implies that it is a conditions-based, not calendar-based deployment. Those conditions should include local Syrian forces that can reasonably deny IS a safe haven from which to plot terrorist attacks against the United States and its allies. It is well known that the Assad regime is not likely to provide the necessary capability to assure the United States and its allies that it can prevent IS’s return. In reality, there is little room to positively read the reassertion of Syrian government control over northeastern Syria; and withdrawal from Syria would be a serious gamble for US national security concerns in Syria and the region.

Abstract:: The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

30. Changing Population Patterns Will Reshape the Middle East

Abstract:: Several of the region’s demographic heavyweights will be surpassed, and major shifts at the global level may affect how great powers vie for influence there as well. The demographers in the UN’s Department of Economic and Social Affairs are widely regarded for their first-rate work, and their recently released World Population Prospects report is no exception. Alongside detailed demographic information on every UN member state, the twenty-seventh edition includes projections on how each of their populations will change through the year 2100. These forecasts suggest that demographic realities—and, presumably, power relationships—will shift considerably in many regions, including the Middle East. Forecasting is often an inexact art—think of the challenges facing pollsters, for instance. Yet demography is one discipline where practitioners and consumers can have substantial confidence in forecasts made even decades out. For instance, barring some catastrophe, observers have quite a good idea of what the population of fifty-year-olds will be forty-five years from now; after all, they have already been born.

Abstract:: Based on its sound reputation as a conflict mediator and talks facilitator, Oman is well-positioned to tone down flaring rivalries in the Gulf and prevent tensions from spiraling out of control. After a timid thawing of tensions, the Gulf region is witnessing a renewed phase of uncertainty. Despite being a skillful master at navigating turbulent waters, Oman is eyeing the revamping of tensions in its immediate neighborhood with growing apprehension. The failed attempts to review the Joint Comprehensive Plan of Action (JCPOA), the revamping of Iran’s outward-looking incendiary rhetoric as well as localized military retaliations amid recent mass protests, and the failure to extend the U.N.-brokered ceasefire in Yemen do not bode well for the region’s precarious stability. Muscat has a vested interest in preventing at-sea incidents from escalating and harsh infighting among rival Yemeni factions from reaching alarming proportions, especially given its coasts looking out on the Strait of Hormuz and much of its southwestern frontier bordering Yemen.

Abstract:: Russia’s increasingly salient weaknesses in its war against Ukraine have unsettled what was a delicate balance in the Southern Caucasus and Central Asia. Turkey is trying to reap the benefits of this unsettled situation by further intensifying cooperation with a region that it has long considered kin to itself due to linguistic and cultural affinities. These efforts dovetail with rehabilitation attempts of an ever-worsening Turkish economy in the face of an upcoming election in 2023 of historical decisiveness. Abstract:: “We are making good progress on constructing a permanent Consulate General in Erbil, the largest US Consulate facility anywhere in the world. And I see that as the nature of the long-term strategic commitment that the United States has to Iraq and to the Kurdistan Region”, said Matthew H. Tueller, the United States Ambassador to Iraq, in a MERI policy debate on 15 May 2022. In this special roundtable, Amb. Tueller outlined the US policies in Iraq and stressed that the strong and long-term strategic partnership between the two countries goes far beyond the military aspect of relationship. It intends to move towards a “shared goal of Iraq as an emerging strong, stable and sovereign state”, which can protect its borders and ensure that no armed forces outside of the government control can influence inside. These are “ongoing challenges” that Iraq faces and the US is trying to help in overcoming them.

Abstract:: Over the years, foreign policy has become a source of tension in the European Union’s relationship with Turkey. Although the EU has repeatedly disapproved of Ankara’s (military) interventions in Syria, Libya and Iraq as well as in the Eastern Mediterranean region and the South Caucasus, it has so far not been able to counterbalance Ankara’s actions. In that light, Turkey’s 2023 elections serve as a crucial moment. Seen through the lens of two theoretical scenarios – Recep Tayyip Erdoğan and the People’s Alliance win the elections, versus Kemal Kılıçdaroğlu and the Nation Alliance win the elections – this policy brief provides an insight into the instruments the EU has at its disposal to influence and/or respond to Ankara’s potential future foreign policy. It shows that while neither scenario will be hassle-free, the EU has most room to manoeuvre and can make best use of its instruments, ranging from diplomatic engagement to military cooperation, in a situation where Kılıçdaroğlu and the Nation Alliance win the elections in 2023.

Abstract:: • Yemen’s humanitarian crisis demonstrates the consequences and risks of the American decision to enable Saudi and Emirati military action against Yemen. This decision reflects a flawed calculus: the belief that by supporting Arab security partners, the U.S. can prevent them from moving into China’s or Russia’s orbit. As recent events have demonstrated, America’s partners in the Middle East are hedging despite the Biden administration’s extensive support: For example, when the U.N. Security Council voted in February to condemn Russia’s invasion of Ukraine, the UAE abstained. America’s Gulf partners hope to strengthen their relationships with Moscow and Beijing while continuing to reap the benefits of Washington’s largesse. • American involvement in supporting Saudi-led military action against the Houthis in Yemen, rather than helping to resolve the conflict as the Biden administration claims, is prolonging and escalating the violence. By continuing to support Saudi and Emirati aggression, the U.S. not only deepens its complicity in the slaughter of Yemen’s civilian population; it also risks getting dragged into more active participation in the war on behalf of these two Arab security partners. • Biden committed to ending support for offensive operations in Yemen. His administration alleges that the support America provides to Saudi Arabia and the UAE is merely defensive. Yet by selling weapons it designates as defensive, as well as servicing contracts for spare parts and maintenance for the Saudi air force, the U.S. actively helps the coalition wage its war. Further, this position ignores the billions of dollars in offensive weapons the U.S. previously sold to Saudi Arabia and the UAE, which they continue to use on Yemen. The administration asserts that the U.S. must help Saudi Arabia and the UAE defend against transborder attacks; yet the data show that Houthi transborder attacks pose a minor threat to the Saudis and Emiratis, especially compared with the scale of their attacks on Yemen. • Instead of escalating U.S. involvement in defending the Saudis and Emiratis from the consequences of their aggression, the Biden administration should suspend all arms sales to Saudi Arabia and the UAE until they end their military intervention in Yemen.

Abstract:: A multipolar Middle East is emerging as the US “right-sizes” its posture in the region – and as regional states and external powers, including Russia and China, become more assertive. Abstract:: Turkey has spent much of the past decade trying to expand its influence and remake the Middle East in its own image. This created a major battle line between the country and its rivals that stretched from Libya to Syria and the eastern Mediterranean. Yet, since mid-2021, Turkey has attempted to normalise its relationships with Middle Eastern countries. This shift has been driven by Turkish domestic politics, the emergence of a multipolar Middle East, and intensifying geopolitical competition. President Recep Tayyip Erdogan remains politically vulnerable at home, with a deteriorating economy and the opposition leading in the polls. His government’s survival now depends on efforts to balance between great powers and draw financing from former rivals in the Gulf. Abstract:: Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:: The United Arab Emirates (UAE) has exerted considerable influence in its region in recent years and has also been a major factor in U.S. foreign policy. The UAE military and its proxies fought for years in Yemen and still maintain significant influence there, despite a 2020 pledge to withdraw from the devastating conflict. The UAE and other Gulf states have normalized relations with Israel under the auspices of the Abraham Accords. The UAE also continues to receive billions of dollars worth of U.S. military equipment and weapons. On the soft power side, the UAE played host to World Expo 2020, also known as the Expo 2020 Dubai, a cultural event that brought together representatives from nearly every country in the world. A small army of U.S.–based lobbyists working on behalf of the UAE has played a role in all these events, and in nearly every aspect of U.S. foreign policy in the Middle East. Based on an exhaustive analysis of all Foreign Agents Registration Act (FARA) documents filed by organizations registered to work on behalf of UAE clients in 2020 and 2021, this brief offers a number of key findings regarding legal lobbying activities of the UAE in the United States.

Abstract:: For eight years, Yemen has suffered a civil war, whose conduct has been exacerbated by outside powers, principally Saudi Arabia and the UAE on one side, while Iran has supported the other. Yemen is a politically, socially, geographically, and religiously fragmented country, including within the two broad areas controlled by the internationally recognised government and the Houthis respectively. Saudi Arabia and the UAE may soon decrease their military interference in Yemen – but their exit could expose divisions in both government and Houthi areas. Yemen was poor before the conflict, but a corrupt war economy has now taken hold, strengthening an array of local power holders, while the Yemeni people slip into ever-deeper destitution. Short-term measures introduced with the support of the international community have failed to stabilise the situation. Europeans should take a longer-term approach to Yemen. They should promote the country’s cause in their diplomacy with Gulf Arab states and make a commitment to economic support, a values-based approach, and an emphasis on human rights in Yemen.

Abstract:: Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.

Abstract:: On July 19, 22 and 25, Israel carried out three strikes in less than one week using surface-to-air missiles against Syria. These strikes are considered the first of their kind executed by the new Israeli "Bennett-Lapid" government. Although this type of strikes is not novel, the Russian reaction to it was different this time. The Russian Ministry of Defense engaged in the scene for the first time, sending indirect messages to Israel. This made analysts refer to a possible shift in the rules of engagement in Syria. The understandings between Moscow and Tel Aviv were based on Moscow turning a blind eye to Israeli fighters launching airstrikes in Syria against Iranian targets, in return for Israel not targeting Syrian regime forces or Russian forces, which provide direct support to the Syrian army against the armed opposition. Abstract:: The trigger for the Turkish Operation Spring Shield in northern Idlib in February 2020 was to prevent the Syrian conflict – especially extremists and refugees – spilling over into Turkey as the result of a new regime offensive. A deeper driver of the operation was Ankara’s desire to draw a line against further regime advances that might jeopardise Turkish territorial gains across northern Syria. Millions of Syrian internally displaced persons (IDPs) and the Islamist group Hay’at Tahrir al-Sham (HTS) were the main – although unintended – beneficiaries of the operation. Tactically, Operation Spring Shield was a success because of a surge in Turkish military resources in northern Idlib, Ankara’s willingness to use them, and the speed with which Turkey acted. Strategically, it helped a great deal that Russia decided to stand aside for a few days. Russian-Turkish diplomacy resumed after battlefield conditions had shifted in Turkey’s favour and Syrian regime forces were stopped in their tracks. In the short term, Operation Spring Shield can be considered as having brought a measure of humanitarian and geopolitical stabilisation by clarifying Turkey’s red lines to Damascus, Tehran and Moscow, and by bringing about a new equilibrium between Russiansupported forces and Turkish forces in Syria. The operation did not negatively affect Turkey’s relationship with its NATO partners, the EU or the US. This was in part because the operation highlighted the limitations of the Astana process – a diplomatic initative in which Turkey, Iran and Russia pursue opposing aims vis-à-vis the Assad regime – from which these actors are excluded. In the medium term, the impact of Operation Spring Shield will depend on the permanence of the Turkish presence, the level of Turkish developmental investment and the evolution, as well as the place, of Hay’at Tahrir al-Sham (HTS) in the future governance of northern Idlib.

Abstract:: NATO stands ready to increase its commitment in a slow and steady manner consistent with Baghdad’s needs, but careful communication will be crucial, as will a more strategic discussion on how to combine different assistance efforts. On February 18, NATO secretary-general Jens Stoltenberg announced a decision to increase the size of NATO Mission Iraq (NMI) from 500 personnel to as many as 4,000. Although he noted that such deployments would be “conditions-based,” “incremental,” and subject to Baghdad’s authorization, the troop numbers were the only element of his announcement widely reported inside Iraq, resulting in swift political pressure on the government to explain the seemingly steep increase. In fact, there is no imminent NATO “surge” planned in Iraq, but rather a greater openness and general intent to gradually provide more advisors capable of assisting local authorities with security sector reform (SSR). When handled appropriately and combined with other efforts, this initiative can create good opportunities for quiet, persistent security cooperation that helps strengthen the Iraqi state, evolve multinational military relations beyond the campaign against the Islamic State (IS), and spread the burden of support more broadly among U.S. allies.

Israel and Turkey are expected to find a modus vivendi by agreeing on some issues and disagreeing on others. A potential Turkish-Israeli collaboration against Iran in Syria might pave the way for new synergies between Israel and Turkey. This is a highly controversial and complicated matter that entails risks for Ankara.

A more aggressive great power competition and the disruptive effects of new technologies have given new impetus to the analysis of the impact of geography on political decisions. Over the last decade, the Mediterranean and the Middle East and North Africa (MENA) region have experienced profound and far-reaching social, political and economic transformations that have contributed to unprecedented levels of volatility and uncertainty. Some of these shifts have reshaped many of the traditional features of the geopolitical order in place in the region for decades, while others might have the potential to do so in the near future. Increased competition among regional actors but also new stakes by emerging global powers are redefining the contours of regional geopolitics and the way in which this region relates to broader global trends. Infrastructures is one of the areas where the effects of those global and regional dynamics are more visible and this is why a good grasp of the geopolitics of infrastructures can help us understand the broader geopolitical shifts in the Middle East and North Africa better. This is the main goal of this Joint Policy Study that ultimately aims to fill a gap in the scholarly work on the Mediterranean and the MENA region by delving into issues of geopolitical competition, conflict and cooperation from the point of view of the use of strategic infrastructures. This exercise continues and complements other collective endeavours, namely the MENARA project, which have sought to make sense of the acceleration of changes in the region since 2011 and have analysed them as a continuation of pre-existing trends and as part of larger transformations at a global scale. The geopolitical relevance of infrastructures is nothing new, as evidenced by the centuries-old competition for control of some strategic passageways such as the Strait of Gibraltar, the Bosphorus and the Dardanelles, the Strait of Hormuz, the Straits of Tiran or the Suez Canal. While acknowledging some constant features, our analysis also takes into consideration the impact of new trends at the global and regional levels. Moreover, while the study of infrastructures has been a key feature in classical geopolitics, there are aspects often associated with critical geopolitics – the geopolitics of cooperation and the relevance of actors other than states such as transnational corporations, cities or civil society groups to provide a few examples that stand at the core of our analytical approach to the topic.

These changes cannot begin to be implemented until after Inauguration Day in January of the new year, while an urgent need exists for other players to bridge the gap. None are better suited to this task than the US’s closest allies in Europe which have already played a significant role in the negotiations that led to the 2015 Joint Comprehensive Plan of Action (JCPOA). Britain, France and Germany – the E-3 – and the European Union have also worked tirelessly to keep the JCPOA alive in the face of the unilateral US withdrawal from the agreement in 2018, the imposition of draconian sanctions by the Trump administration and escalating tensions in the Middle East. A new report by Ellie Geranmayeh, Barbara Slavin, and Sahil Shah presents a series of recommendations for the E-3 and the EU to preserve the JCPOA, promote regional peace and development and boost people-to-people contacts with Iran in concert with the new US administration. Taken together, these steps would amount to a renewed transatlantic diplomatic agenda through which the United States and European allies can stabilize the nuclear file and then build on the resulting diplomatic momentum to address other concerns with Iran.

Abstract:: It is commonly perceived that the engagement of the People’s Republic of China (PRC) in the Middle East is driven primarily by economic interests, and that it prefers to steer clear of the conflicts in the region as much as possible. Its landmark ‘Belt and Road Initiative’ (BRI), launched in 2013 as a global infrastructure development strategy, contributes to this perception. This notion, however, overlooks the larger context of China’s engagement, both historical and contemporary. China’s new activism in the Middle East reflects the evolution of Chinese foreign policy thinking, in line with the country’s rise as an economic superpower. Its original choice of partners in the region was influenced by ideological considerations and a shared anti-colonial and anti-imperialist narrative. But its transformation into an economic powerhouse has inevitably altered its priorities and influence in the Middle East. Its economic penetration of the region is reflected in the set of cooperation agreements that it has concluded with the regional states as well as in subregional cooperation formats, e. g. the China-Arab State Cooperation Forum. The PRC’s increasing engagement in the Middle East may well be driven by its need for resources to fuel its economic growth; however, there is inevitably a political dimension too, due not only to the fact that China has a seat on the UN Security Council (UNSC) and seeks to project the image of a ‘responsible’ superpower but also because of the need to protect its investments and commercial interests in the region. China’s growing influence in the Middle East may generally be positively received, or even welcomed; however, the countries of the region have very different perspectives and often conflicting interests in the way they relate to the PRC. This Brief analyses these perspectives taking into account China’s recent initiatives in the region at a time of growing rivalry between the US and China.

Abstract:: The crisis in Yemen epitomises the complexity of contemporary intra-state conflicts: rather than a simple, binary war, the situation is characterised by various layers of conflict with multiple state, hybrid, non-state actors and foreign state powers playing active roles. Analysts and policymakers need to be aware of this complexity in order to grasp the drivers and implications of this war, and identify possible avenues for conflict resolution. Yemen matters a lot for the strategic interests of the EU: its Western waters are the southern frontier of the Mediterranean Sea. But Yemen has also become an arena of strategic competition for the Gulf and Middle Eastern state powers, who have constructed or taken over control of ports, military bases and airports along its coasts and islands as a springboard for projection in the Western Indian Ocean. Finally, al-Qaeda in the Arabian Peninsula (AQAP), established in 2009 and based in Yemen, remains one of the most entrenched and resilient jihadi networks in terms of local ties and political adaptability. This Conflict Series Brief analyses the intertwined layers of conflict in Yemen and their implications for war resolution efforts. The local-foreign nexus between Yemini and external actors needs to be disentangled to separate domestic drivers and the regional and/or sectarian dimensions of the conflict. Competing ‘militiadoms’ are on the rise, thus transforming the traditional Yemeni pattern of hybrid security governance into a multiple security governance scenario. The Brief examines the Yemeni crisis in all its complexity, focusing on existing and emerging dynamics. Interference by foreign state powers is both a cause and a consequence of the protracted conflict, while the potential for peace must be sought at local level. This approach will help to identify strategies for mitigating and possibly resolving the crisis.

Abstract:: Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

On February 20, Oman will begin its next era in earnest. The new sultan, Haitham bin Tariq al-Said, was officially sworn in on January 11, but he has remained quiet and mostly out of sight during the forty-day mourning period that followed the death of his cousin, Sultan Qaboos. Now that this period is drawing to a close, he is free to put his stamp on Omani policy. Notably, U.S. Secretary of State Mike Pompeo will lead the first international delegation to see Sultan Haitham in the post-mourning period. When the meeting was first scheduled, the secretary likely saw it as a chance to get to know the new leader, and also as a symbolic visit to make up for sending such a low-level delegation to offer condolences. Yet the two may have more to talk about now. Earlier this week, a flare-up occurred between Saudi forces and Omani-backed locals in the Yemeni border province of al-Mahra. The confrontation may be Sultan Haitham’s first regional test, and identifying the actors who help him get through it could help Washington discern future power centers within Oman’s often opaque government.

Abstract:: The surest way to counter Iran’s malign influence is to proactively focus on human rights issues that the new prime minister can actually affect, such as organizing free elections and preventing further violence against protestors. On February 1, a plurality of Iraqi parliamentary factions gave President Barham Salih the go-ahead to nominate Mohammed Tawfiq Allawi as the new prime minister-designate. The mild-mannered Shia Islamist nominee will now attempt to form and ratify his cabinet in the next thirty days. As he does so, political blocs will probably rally behind him while limiting his mandate to organizing early elections next year, having struggled through a long and fractious process to replace resigned prime minister Adil Abdulmahdi. For the first time since the dramatic events of the past two months, Iraqis and U.S. policymakers alike can catch their breath and consider their medium-term options.

Abstract:: Unless Washington and its allies respond to the protestors’ legitimate demands for reform, the group will survive through measures such as expanding its smuggling activity, promoting its financial institutions, and selectively scapegoating corrupt politicians. When IMF officials visited Lebanon late last month amid its accelerating economic freefall, many wondered whether these developments might alter the behavior of Hezbollah, the designated terrorist group that has a deep financial stake in the country’s public and private sectors. During a previous funding crisis—the increase in U.S. sanctions against the group’s chief underwriter, Iran—the “Party of God” and its foreign sponsors formulated a new strategy to evade these measures and create alternative sources of funding. Such sources allowed Hezbollah to make further inroads into government agencies following the 2018 parliamentary elections. For example, the group’s leaders insisted on controlling the Health Ministry, which commands Lebanon’s fourth-largest budget at $338 million per year; they also gained more access to the Ministry of Public Works and Transport, the Agriculture Ministry, and the Ministry of Energy and Water, whose assistance was used to fund their affiliated projects and businesses. That worked until Lebanon’s own economy began its current nosedive. Unemployment has hit a record high of 40 percent, and the lira has slumped by about 60 percent on the parallel market, hiking inflation. Officially pegged to the dollar, the currency has plummeted 40 percent on the black market as local banks ration dollars necessary for imports of food, medicine, and other essential goods. Meanwhile, Lebanon has one of the highest debt-to-GDP ratios in the world (over 150 percent) and may not be able to pay $1.2 billion in Eurobonds this month. As with the Iran sanctions, however, Hezbollah has a strategy to survive this domestic pressure, at least in the near term.

78. Establishing a Response Ratio for Iranian and Proxy Attacks

Abstract:: Enhancing deterrence and protecting Americans in Iraq and Syria requires a more formalized system for rationing out retaliatory strikes at the proper intensity, time, and place. When U.S. airstrikes targeted Kataib Hezbollah militia personnel and senior Iranian military figures on December 29 and January 3, they were releasing long-pent-up retaliation for a range of provocations by Iraqi militias. Yet while these powerful blows may have injected some caution into enemy calculations, such deterrence is likely to be a wasting asset. The most proximal trigger for the strikes—the killing of an American civilian contractor during Kataib Hezbollah’s December 27 rocket attack on the K-1 base in Kirkuk—was just one in a series of increasingly risky militia operations against U.S. facilities. Only good fortune has prevented more Americans from dying in attacks conducted since then, including January 8 (when Iranian ballistic missiles struck the U.S. portion of al-Asad Air Base, causing more than a hundred nonlethal traumatic brain injuries), January 26 (mortar strike on the dining hall at the U.S. embassy in Baghdad), January 31 (rockets fired at the U.S. site at Qayyarah West), February 10 (explosive device thrown at a U.S. logistical convoy south of Baghdad), and February 13 (rocket attack on U.S. site at Kirkuk). The United States has seemingly communicated to Tehran that it will strike Iraqi militias and Iranian targets if any Americans are killed, but this redline has opened up a dangerous gray zone in which Iran and its proxies are emboldened to continue their nonlethal attacks. Besides the fact that such high-risk attacks are destined to result in more American deaths at some point, they will also produce many more injuries if permitted to continue, as seen in the January 8 strike. More broadly, they will limit U.S. freedom of movement in Iraq and Syria, undermining the point of being there in the first place. This situation is unacceptable—the United States needs a way to deter such behavior even when attacks fall short of killing Americans. When faced with similar challenges in past decades, the U.S. military established reckoning systems that matched the punishment to the crime, with useful levels of predictability, proportionality, and accountability.

Abstract:: Instead of focusing on Iran's missile retaliation or future threats, the Supreme Leader used his latest speech to extoll the virtues of public unity behind the regime’s revolutionary goals. On January 8, Supreme Leader Ali Khamenei delivered his first public speech since the U.S. assassination of Qasem Soleimani and the subsequent Iranian missile strike on Iraqi bases housing American forces. As part of an address that touched on regional solidarity against the United States and other notable subjects, he spent considerable time claiming that Soleimani symbolized the Iranian people’s continued commitment to the revolution. In doing so, he indicated that popular support for the regime remains a crucial objective for Iran’s leaders, perhaps more so than issuing or acting on further military threats.

Abstract:: Even as their lack of transparency worsens the public health crisis, the Supreme Leader and other officials have systematically gutted any civil society elements capable of organizing substantial opposition to such policies. Iran’s ongoing coronavirus epidemic has left the people with less reason than ever to trust the information and directives issued by their leaders. Part 1 of this PolicyWatch discussed the clergy’s role in aggravating this problem, but the state’s mistakes and deceptions have been legion as well. They include scandalous discrepancies between official reports after a period of denial that the virus had entered the country; a health system that was unprepared to deal with such a disease promptly and properly; and official resistance to implementing internationally recommended precautionary measures, such as canceling flights from China and quarantining the center of the outbreak. These decisions have sown widespread confusion about facts and fictions related to the virus, the most effective medically proven ways to control it, and the degree to which it is spreading throughout the country. As a result, an already restive population has become increasingly panicked about the future and angry at the state. Yet can the coronavirus actually bring down the regime? The harsh reality is that the state has left little space for opposition to organize around health issues, or any issues for that matter. Instead, it has sought to confuse the people and redirect their anger toward external enemies, even as its own policies contribute to the crisis.

In a dramatic move, President Trump has announced that Israeli prime minister Binyamin Netanyahu and his leading rival, Blue and White Party leader Benny Gantz, will visit the White House on January 28 to be briefed on the administration’s long-awaited Middle East peace plan. Trump told reporters that the plan would likely be released before the summit. Predictably, no invitation was extended to the Palestinian Authority, which severed relations with Washington after the U.S. embassy was moved to Jerusalem in 2017.

On February 19, two days before the Iranian government officially announced the arrival of coronavirus, an infected businessman who had recently returned from China to Qom passed away. The location and timing of his death illustrate how the Shia holy city and the religious leaders and institutions who call it home have played an outsize role in the disease’s disproportionately rapid spread inside Iran compared to other countries. 83. Syria’s Economic Crisis Sparks Rare Protests in Regime Territory

Abstract:: Besides highlighting Assad’s financial mismanagement, the recent unrest gives the international community a genuine opportunity to push for transition while bolstering the more prosperous local administration in the northeast. Since mid-January, shop owners, government employees, students, and even children have been gathering in the streets of various Syrian communities to express their frustration with the Assad regime’s economic policies and untruths. Although the protests remain small for now, the fact that they have persistently carried on in the middle of regime-controlled territory highlights Bashar al-Assad’s potential vulnerability on these issues. In Suwayda, a Druze-majority province in the south, residents have protested the sharp drop in the value of the Syrian pound/lira and the deteriorating economic situation in general. In the central-western town of Salamiya, protestors were seen chanting “we want to live.” And in the Suwayda town of Shahba, demonstrators raised loaves of bread in the air while openly criticizing Bouthaina Shaaban, Assad’s political and media advisor. The latter protest was partly spurred by a recent interview on the pro-Assad television network al-Mayadeen, where Shaaban not only claimed that the country’s current economy is “fifty times better than what it was in 2011,” but also declared that “Syrians are self-sufficient in everything.” In response, protestors sarcastically noted that her comments referred to her own household’s economy, not Syria’s. Elsewhere, former agriculture minister Nour al-Din Manna described Shaaban’s remarks about the war-torn country as “hard to believe,” and a closer look at the country’s finances supports this disbelief.

Abstract:: Given the IRGC’s recent restructuring, the Qods Force will likely see more continuity than change under Qaani, though his bureaucratic background is a far cry from Soleimani’s brand of charismatic, risky leadership. On January 3, Iran’s Supreme Leader Ali Khamenei appointed Brig. Gen. Esmail Qaani as chief commander of the Islamic Revolutionary Guard Corps-Qods Force, just hours after his predecessor, Qasem Soleimani, was killed by a U.S. drone strike. The new commander’s background and military activities are not nearly as well known as Soleimani’s, so taking a closer look at them can help determine whether and how the IRGC’s main extraterritorial branch might change under his leadership.

Abstract:: A week after Donald Trump was elected president in November 2016, Iran’s Supreme Leader Ali Khamenei played coy, remarking, “I have no judgment on the American election...[Both parties have been] naughty toward us.” Of course, his true reaction was far more complex. On one hand, he saw in the president-elect—who had spoken much of disentangling U.S. forces from the Middle East—a prospect of decreased military pressure on his country. On the other, he heard Trump’s raw vitriol directed at Iran’s leadership and the nuclear deal crafted by President Obama. The eventual U.S. withdrawal from the JCPOA demonstrated that the new president could back up his talk with punishing action. In this close analysis of statements by Khamenei and other Iranian leaders, former seminarian Mehdi Khalaji lays out the regime’s current views on President Trump and the United States. He shows that even after the American assassination of Qods Force chief Qasem Soleimani, Iranian leaders could be open to negotiating with Washington if they believe the regime’s existence depends on it.

Abstract:: As in other conflict zones, Moscow cares little about reaching a peace deal so long as it can outmaneuver the West strategically while securing port and energy access—with private contractors playing an increasingly important role. The Kremlin is now openly treating Libya as another focal point of its Middle East activities. After years of U.S. neglect, the country has turned into a proxy war playground, and President Vladimir Putin is vying to become the chief power broker. Earlier this month, he tried (but failed) to get Khalifa Haftar to sign a ceasefire agreement in Moscow with Prime Minister Fayez al-Sarraj, head of the UN-recognized Government of National Accord (GNA). Putin also participated in the January 19 Berlin conference aimed at getting the parties back on the path toward a political solution. And though the prospects for such a deal remain uncertain, Moscow’s involvement in Libya will continue either way.

Abstract:: To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.

Abstract:: On October 9, the Iraqi government headed by Prime Minister Mustafa al-Kadhimi and the semi-autonomous Kurdistan Regional Government (KRG) signed the “Sinjar Agreement” to normalize the situation in the war-torn district of Sinjar in northern Iraq. The agreement stated that only Iraqi federal forces should operate in Sinjar and all other armed groups must leave the town. Abstract:: Israel and the European Union (EU) have built a special, strategic relationship over decades, since the 1960s. Following centuries of war, two world wars, tens of millions dead and destruction across the continent, the EU can be declared as the most successful expression of Europeans’ aspiration for peace and prosperity. With a population of 450 million, the EU is not only Israel’s biggest trade partner, it is also the biggest and most generous aid donor to the Palestinian Authority (PA), without which Israel would be forced to allocate extensive budgetary resources for the PA’s preservation and its commitments. Moreover, a large part of the Jewish people in Israel and the Diaspora has its roots in Europe. Many Israelis aspire to the continent’s standards of moral and cultural values and to its political systems. At the same time, many in Europe see Israel and the Israelis as members of the European family. Agreements on economic, trade, science, and other matters of vital value to Israel have been signed over the years within the framework of the special relationship that has developed with the EU.

Abstract:: Turkey now controls a long stretch of Syrian territory along its southern border that hosts nearly four million people, most of them Sunni Arabs. The challenges for Turkey there include a difficult balancing act with Russia, the huge financial costs of direct rule, the presence of radical Islamist factions, and the lack of a modus vivendi with the Kurds. Turkey faces the risk of the “Gazafication” of the area – the emergence of a militarily controlled territory that is perennially poverty-stricken and unstable. EU member states can find ways to cooperate with Turkey to support stabilisation in parts of the safe zone, without violating their interests and core principles. They should single out the Euphrates Shield Zone for stabilisation work, on the understanding that other areas captured from the Kurds are politically sensitive for European governments and voters alike. Europe should aim to strike a grand bargain with Turkey: in return for targeted European reconstruction aid to the safe zone, the country would lift its veto on stabilisation in Kurdish-controlled areas, allow trade between these zones, or agree to Kurdish participation in the UN-led political process on Syria.

Abstract:: In this study, counterterrorism expert Matthew Levitt explores the history and current status of Hezbollah operations against French interests, and details how a change in Paris's longstanding opposition to designating the group could bolster French efforts to stabilize Lebanon. Lebanon’s corrupt political system needs major reforms, but Hezbollah has indicated, unsurprisingly, that it will reject any changes that diminish its political status. Specifically, the group insisted in late September that it maintain control of key ministries in any future government. This demand cut against the work of French authorities seeking to help stabilize the country following the devastating port blast in early August. In his response, President Emmanuel Macron signaled a break from typical French passivity toward Hezbollah. He denounced the group’s attempts to pose as a legitimate political party while engaging in militant activity independent of the Lebanese state. In this Policy Note, counterterrorism expert Matthew Levitt shares the little-known story of Hezbollah’s targeting of French interests, dating to the early 1980s. He then shows how the group poses a unique and growing set of challenges to France, both at home and abroad, and argues that Paris should reconsider its longtime opposition to designating Hezbollah in its entirety as a terrorist organization. Such a policy change, he contends, would bolster Macron’s efforts to stabilize Lebanon while mitigating threats within French territory.

Months before the coronavirus pandemic seized the world's attention, these forces were already reasserting themselves through bold actions against U.S., Saudi, and wider Gulf interests. In this impressively detailed Policy Focus -- an updated version of his 2008 volume -- military expert Farzin Nadimi offers historical context and specifics on Iran's naval activities in the Gulf. Most important, it offers a sober take on Iran's capabilities and intentions during a perilously unstable time.

Understanding and accommodating these differences will be critical issue for a lasting relationship between the two countries, with the Israeli government in particular needing to acknowledge the differences as well as similarities between the two sides. It is no secret that Israel and the UAE see Iran as a common enemy; both countries have worked together covertly for years to prevent Iranian hegemony in the Gulf and Middle East at large. Since the beginning of their unofficial relationship several decades ago, the two countries have improved their intelligence-sharing and military relations, strengthened their diplomatic ties behind the scenes, and worked to improve their readiness for Iranian threats across the board. President Trump’s recent decisions to withdraw troops from parts of the Middle East region and the world at large have further catalyzed development of Israel-UAE relations in anticipation of weakened direct support from the United States.

97. Washington’s Stance on Syria and Iraq and The Widening Rift with Kurds in Iran

Abstract:: Over the last four years, Kurds in Iran have watched Kurdish communities in Syria and Iraq continue to suffer losses at the hands of hostile forces, disoriented by the turbulent shifts in Washington’s decision-making. It once seemed that the United States would support change in Iran beneficial to the country’s Kurds, but now a series of decisions by American leadership in Syria and Iraq have left many Kurdish political leaders in Iran afraid and discontented with U.S. policy in the region. Two moments during the Trump presidency particularly have soured and confused perceptions of the United States among Kurds in Iran. First, Iranian Kurds watched as the Trump administration allowed Shia militias hostile to Iraqi Kurds to take the city of Kirkuk in October 2017. Two years later, Kurds watched again as the Trump administration allowed the Turkish forces to invade northeastern Syria, driving local Kurds to flee their homes. These two moments pushed Iranian Kurds to doubt Washington’s potential contributions to the improvement of Kurdish rights in Iran. There now exists a political rift between U.S. and Iranian Kurdish leadership that may force Iranian Kurds to re-think their diplomatic position. Unfortunately for both groups, it seems that no one will benefit from such a rift—except for the Iranian government.

On August 13, The Washington Institute held a virtual Policy Forum with Saleh Machnouk, Hanin Ghaddar, Matthew Levitt, and Charles Thepaut. Machnouk is a columnist at the Lebanese daily an-Nahar and a postdoctoral fellow at the University of Cambridge. Ghaddar is the Institute's Friedmann Fellow and a former journalist with the Lebanese media. Levitt is the Institute’s Fromer-Wexler Fellow, director of its Reinhard Program on Counterterrorism and Intelligence, and creator of its newly released Hezbollah Select Worldwide Activity Interactive Map and Timeline. 99. Navigating a Growing Chinese Influence in Iraqi Kurdistan

Abstract:: When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

100. Iran-South Korea Humanitarian Trade Requires U.S. Assurances

Abstract:: Tehran is pressing Seoul regarding the billions in Iranian oil revenues held by South Korean banks, creating an opportunity to expand the U.S. humanitarian trade mechanism. On July 21, South Korea’s Foreign Ministry summoned the Iranian ambassador to lodge a complaint over Tehran’s heightened rhetoric regarding access to funds frozen in South Korea. The week before, Iran’s Foreign Ministry spokesperson had accused Seoul of having a “master-servant relationship” with Washington, while the governor of the Central Bank of Iran (CBI) had previously threatened legal action to access the funds, which Tehran says it plans to use for humanitarian purchases. Although the U.S. government authorized use of the funds for such purposes in February, South Korean banks appear hesitant to move forward without additional U.S. assurances—a reluctance compounded by the $86 million fine that U.S. regulators levied on the Industrial Bank of Korea (IBK) in April for failing to identify large-scale Iranian money laundering. With COVID-19 cases on the rise again in the Islamic Republic, Washington should work with Seoul to ensure that trade for medicine, equipment, and other humanitarian items moves forward—albeit with strict oversight.
