1. Korea’s Trade Policy Priorities with Latin America: Future Directions

Abstract:
Despite Latin America’s potential as a trading partner, Korea’s exports to Latin America have continuously decreased over the past 10 years, while imports from Latin America have been increasing. The fact that Korea’s exports to these countries have decreased since the conclusion of FTAs with Chile, Peru, and Colombia suggests that it is time to identify the cause of Korea’s decline in exports to Latin America and seek opportunities to expand exports. One reason for the decline in Korea’s exports to Latin America is the decline in Korean companies' investment in Latin America. The correlation coefficient between Korea’s investment in Latin America and exports is quite high, indicating that the decline in investment since the mid-2010s has had a direct impact on the decline in exports to Latin America. As a short-term trade policy goal to consider, I propose establishing and activating a channel for cooperation between Korea and Latin America. It is possible to establish new dialogue channels and revive existing ones, centered on countries where consultative bodies such as the Resources Cooperation Committee, Senior Policy Council, and Joint Economic Committee have already been established, making this a more cost-effective approach compared to other initiatives As a task to be pursued from a long-term perspective, I propose preparing for the possibility of economic integration between the United States and Central America. Assuming that the conflict between the United States and China will continue in the future, expanding economic integration between the United States and Central America can be positive for Korea in that it can alleviate some of the uncertainty Mexico currently has as a bridgehead targeting the US export market. However, expanding economic integration between the United States and Central America is not only difficult for Korea to directly intervene in, but also requires economic and diplomatic efforts in parallel, meaning it may be difficult to achieve in the short or medium term, and thus needs to be pursued as a long-term task. Central American countries, excluding Nicaragua, may be countries that currently have a demand for increasing the level of economic integration with the United States, and the United States may also consider expanding economic integration with them.

Colombia and the United States have achieved a close, mutually beneficial partnership over several decades on migration, security, counternarcotics, and commerce—with the US trade surplus with Colombia totaling $1.3 billion in 2024. The Colombian market is particularly important for US agricultural producers. Thanks to the US-Colombia Trade Promotion Agreement (TPA), Colombia is the top destination for US agricultural exports in South America and the third main destination in the Western Hemisphere. The United States is still Colombia’s largest trading partner in South America—with $36.7 billion in two-way trade in 2024—but January data showed Chinese products leading over US imports for the month. On January 10, 2025, Venezuelan President Nicolas Maduro was sworn in for a third six-year term. The opposition condemned this event as a "coup," accusing Maduro of election fraud in connection with the presidential elections held on July 28, 2024. In response, the government organized a rally in support of Maduro in the capital. Meanwhile, the opposition staged a protest led by Maria Corina Machado, who made her first public appearance since August 2024.

4. ‘Maximum pressure’ sanctions on Venezuela help US adversaries, hurt Venezuelans

The “maximum pressure” strategy employed from 2018 to 2022 against the illegitimate Nicolás Maduro regime in Venezuela did not serve US interests. Stringent oil sanctions imposed on Venezuela forced the retreat of Western oil firms from the country, principally benefitting adversaries. During the maximum pressure campaign, Venezuela’s oil production was rerouted to China at discounted prices, Iran supplied the diluent Venezuela required for oil production, and Russian investors became more critical amid a dearth on Western investment. A democratic transition remained elusive while repression and human rights violations continued. Venezuelans suffered, US adversaries expanded their influence, and Maduro remained. The current system of issuing specific licenses for Western oil producers to operate in Venezuela has yielded superior results. The benefits of this policy have been the following: Venezuelan oil exports have been diverted to friendly nations. Treasury has increased visibility on all oil-related transactions, decreasing the clandestine shipment of oil through shadow tanker fleets operated by the Chinese defense establishment, Iran, or PDVSA. Compensation to the regime is limited to taxes and royalties, which are required by Venezuelan law. The system has enabled the return or reemployment of qualified engineers and technicians to restore production from degraded oilfield infrastructure. The incoming US administration should prioritize inflicting more harm on the regime and its enablers than the Venezuelan people—or US interests. To do so, sanctions must be linked to clear objectives. An uncalibrated reapplication of maximum pressure would cede influence to China, Russia, and Iran, while doing little to loosen the regime’s grip on power. Instead, the existing system of specific licenses should be maintained and expanded. To punish Maduro, the administration should continue to target individuals who enable his illegitimate rule, adding to the 180 individuals already sanctioned by the Treasury. A targeted sanctions policy—not maximum pressure—is the only way to ensure that US actions to confront the Maduro regime impose their desired effect, and do not play into the hands of Beijing, Moscow, or Tehran.

Abstract:
The tide is turning rapidly as the United States shifts its response to China’s industrial rise, with Washington returning to the Western Hemisphere in search of not only new trade relationships but also industrial, foreign, and security policies. This shift reflects a geoeconomic turn in the Americas, where economic actors – from drug cartels to critical supply-chain partners – are increasingly treated as security concerns, blurring the line between commerce and security. The Dominican Republic is positioning itself as a partner in both the joint development of the Americas and US security. Its growing alignment with the United States reflects global shifts elsewhere, such as in Finland’s relationship with Washington. The Dominican Republic’s sustained economic growth and its location between the US territory of Puerto Rico and the region’s security challenges place it at the centre of Washington’s attempt to re-engineer hemispheric value chains and security partnerships.

Abstract:
Brazilian foreign policy, traditionally nonpartisan, is increasingly shaped by domestic political divides, complicating alignment with global powers. This also fuels unpredictability, especially in relation to the United States. Brazil’s political right is looking to align with Washington in a bipolar world order, while its political left still seeks multipolarity through the Global South and with the help of the Global East. If, contrary to many expectations and current Brazilian policy, the world becomes bipolar, Brazil may be forced to pick sides, challenging its tradition of balanced diplomacy. If the world appears to be heading towards multipolarity, this would fulfil a long-held Brazilian foreign policy objective. However, Brazil faces regional dynamics that, perhaps paradoxically, resemble bipolarity, as South America remains only a secondary, or even tertiary, zone for great power competition. Hosting major forums like the G20, BRICS, and COP30 puts pressure on Brazil to deliver more consistent global messaging, limiting its room for strategic flexibility.

The ongoing violent tensions engulfing some Latin American countries, starting with Ecuador in the east and extending to Haiti in the Caribbean in the west, raise questions about the motives behind the growing illicit activities of organized crime across the continent. Those activities include drug production and trafficking, human trafficking, arms smuggling, and others. Such transnational crimes pose security threats and challenges to the countries of the region and neighboring states, foremost among them the United States, which has historically regarded Latin America as its backyard, allowing no one to approach the continent or interfere in its affairs without prior permission.

This policy brief examines the growing influence of the BRICS in a multipolar world, as highlighted by their recent summit in Kazan, Russia, and the challenges to effective global multilateralism. Originally comprising Brazil, Russia, India, China, and later South Africa, the BRICS have recently expanded to include Ethiopia, Egypt, the UAE, and Iran. All BRICS members seek to reshape global governance to provide a greater voice for the Global South and strengthen South-South cooperation. However, internal divisions persist: China, Russia, and Iran view the BRICS as a platform to counter Western influence, while India, Brazil, and South Africa pursue ‘multi-alignment’ to diversify their global partnerships. This brief argues that, given the urgency of pressing global challenges, the EU should take the Kazan Summit as a wake-up call to develop and implement a strategy for engaging the Global South in the much-needed reform of global multilateralism. This effort is essential despite the reelection of Donald Trump as US President.

10. Service Market Opening in Latin America and Its Effect on the Region's Manufacturing GVCs

Due to the accelerating digital transformation in the post-COVID-19 world, the share of service trade in the economies of major countries worldwide is expected to increase further. Services and participation in the global value chain (GVC) are closely related because services serve as a significant input factor in the manufacturing sector. The recent movement to open the service market in Latin American countries has an inherent policy goal of enhancing participation in the GVC centered on the manufacturing industry by facilitating the introduction of services within and outside the region in product trade. Korea’s exports are still concentrated on the trade of manufacturing-centered products, and improving competitiveness in the service sector is a challenge. In a situation where Korea's exports to the world are sluggish due to the spread of protectionism and delayed global economic recovery, the Korean government and companies need to move away from the traditional Korea-Latin America cooperation model that was focused on manufacturing-oriented product trade. In addition, they need to expand service trade and create new solutions in the service sector. Therefore, against this background, it is essential to understand the level of service market openness in major Latin American countries, provide information to governments and companies, and provide the logic for economic cooperation between Korea and Latin America in the service sector. This report briefly shows the status of service market opening in major countries in Lain America and empirical findings of relationships between service market opening and manufacturing GVCs of Latin America. As a result of reviewing the domestic laws of MERCOSUR and the Pacific Alliance in Latin America, the level of regulation on investment in the service sector has been lowered due to the past active policy of attracting foreign direct investment except for some cases. However, the level of service concessions in these countries was significantly lower than the level of investment liberalization based on domestic law. As a result of the empirical analysis, I found that when Latin American countries signed a bilateral service trade agreement with a Global North country, the agreement significantly strengthened the backward linkages of Latin American exporting countries. Among Latin American countries, when a country in the Global North concluded a service trade agreement with a Global North country, forward linkages of Latin American exporting countries also increased.

11. The shift from party to personality politics is harming Latin American democracies

Across Latin America and the Caribbean, personality-driven political movements and political outsiders are increasingly prevalent, often at the expense of party-based politics. A theme of recent elections in the region has been a widespread embrace of political figures and movements vowing to upend the status quo. From Ecuador to Argentina to Guatemala, political outsiders have unseated the establishment. Meanwhile, recently formed, ideologically vague political movements in Mexico and El Salvador overtook the traditional parties that they broke away from to win landslide elections. With few exceptions, the region has failed to develop competitive, institutionalized, and programmatic parties. This breakdown in party systems and proliferation of personality-driven movements has not delivered better results. Improving institutionalized competition among programmatic, ideologically distinct, and identifiable parties would bolster Latin American democracy, delivering citizens freedom and prosperity. Within the past decade, several countries with once seemingly institutionalized party systems, such as El Salvador and Mexico, collapsed as parties lost their grip on power to personality-driven figures and movements. Others, like Ecuador and Guatemala, have systems that appear to provide a wide variety of options to citizens through a great proliferation of parties. These systems are unpredictable to citizens, and parties are unable to develop the structure, ideology, and institutionality necessary to deliver solutions to citizen’s needs. This piece examines how political parties across four Latin American countries in two types of systems have failed to serve as effective vehicles for delivering democracy, and what must change for parties in the region to succeed. We examine the breakdown of the formerly institutionalized party systems in Mexico and El Salvador, and the persistently weak parties in Guatemala and Ecuador. Each country’s experience illustrates how a lack of programmatic parties has contributed to poor governance, which fails to adequately deliver essential services to citizens, potentially undermining democracy and the freedom it should deliver. For each case, we reference data from the Atlantic Council Freedom and Prosperity Indexes and other sources to illustrate the critical role of parties in advancing democracy.

12. Is the European Union Deforestation Regulation WTO-Proof?

Abstract:
The European Union Deforestation Regulation (EUDR) is set to take effect on 30th December 2024. While it aligns with EU’s climate goals under the European Green Deal, it has sparked concerns with EU partners regarding its compatibility with World Trade Organization (WTO) principles. Internally, some member-States and productive sectors fear that the lack of clarity in its rules could disrupt European supply chains. Products like coffee, chocolate, and leather are some examples where costs and price are expected to rise due to compliance requirements, documentation, and shipment segregation. Critics argue that the EUDR’s unilateral imposition of EU standards on third countries could be viewed as extraterritorial and more restrictive than necessary towards its objectives. This paper analyses lessons from WTO reports on US Shrimp/Turtle and US Tuna/Dolphin, which are relevant to discussions on non-product-related processes and production methods (PPMs). Key findings suggest that the EUDR could be justified under GATT exceptions clause (Article XX). However, for this to be successful, the Policy Brief proposes more flexibility in considering local realities of exporting countries. This would include shifting the EUDR approach to cooperating towards an outcome-based equivalence systems instead of rigid procedural requirements.

Abstract:
India, Turkey, Brazil and South Africa are striving for a more multipolar, post-Western world order in which they would not be seen merely as auxiliary powers to the bigger players, but as independent great powers. For them, a key foreign policy goal is to transform global governance institutions. They all call for a permanent seat for their country on the UN Security Council. To achieve that, the states need backing from more than the Western states – and this logically strengthens the multi-aligned logic of their foreign policies. India, Turkey, Brazil and South Africa see Russia’s war of aggression in Ukraine and the Western countermeasures from their own perspective. They describe Russia’s invasion as a violation of international law, but see the war primarily as a Western concern, not theirs. Although these states are critical towards the West, they are not anti-Western and they all value multilateral institutions; their foreign policy goals and features offer opportunities for the EU to engage with them, but that needs to happen on a more equal footing than what has traditionally been the case.

Abstract:
President Andrés Manuel López Obrador (AMLO) has challenged Mexico’s democratic institutions, including the electoral commission INE, and relies on the military to run sectors of the economy and to provide internal security. Recognizing the continuing strategic importance of its southern neighbor, the United States is attempting to “friend-shore” American industry to Mexico despite trade disputes. Mexico’s economic convergence with the US is giving way to ideological divergence. In the past year, Mexico has called NATO’s stance on Ukraine “immoral” and openly aligned with the leftist, anti-US dictators of Cuba, Nicaragua, and Venezuela. Mexico’s internal development and shifting external stance could spark a return to a United States focused on the protection of its 19th-century borders instead of its 20th-century global footprint. European attention to the future of Mexico can help diversify the country’s trade and other partnerships, as well as shine a light on its democratic decay.

Latin America’s central banks acted promptly and decisively to contain the medium-term consequences of the global inflation shock. Since then, however, headline and core inflation have come down within the region, real growth has slowed, and the US Federal Reserve appears to have settled on a (however brief) pause of its own tightening cycle. Werner says the time has come for a gradual return to looser financial conditions in Latin America. Brazil, Chile, and Peru have already started the process of cutting rates, and there seems to be significant space to continue; Mexico should follow, with Colombia waiting for more clear signals.

16. A shared EU-US economic agenda for the world: Engagement as an imperative

Abstract:
It is time for the European Union and the United States to build a shared, positive economic agenda towards third countries. Such an agenda would build upon the bilateral relationship but not focus on it. It would still be shared, even if the parties may have distinct reasons for supporting different aspects of it. The first elements of a shared economic agenda are evident in the EU-US Trade and Technology Council projects for Jamaica and Kenya. However, the political window for further alignment between the US and the EU, as well as for European trade deals, may be closing in 2024. Future initiatives should take into account major economies such as Brazil, Mexico, and Indonesia. The entry into force of the EU-Mercosur agreement should be a high-level priority for both Washington and Brussels. The current state of the EU-US relationship is characterized by a divergence in technology, industrial policy, and environmental policy. To move onto a path of convergence, Washington must reassess its exaggerated fears regarding the regulatory power of the EU, and use the spread of European standards as a means towards shared ends.

17. The Resilience and Sustainability Trust: Early Learning and Challenges from Costa Rica and Rwanda

In 2022, as part of the IMF’s recent efforts to re-channel Special Drawing Rights, it created the Resilience and Sustainability Trust (RST), facilitating the transfer of concessional finance from high- to lower-income countries for climate resilience and pandemic preparedness. It is the first new such facility following the polycrises of the early 2020s. Demand for the RST is strong and learning from its pilots can inform how future RST financing can be used most effectively. This research provides case studies of two RST pilots: Costa Rica and Rwanda. Lessons from the pilots are not only relevant for future RST recipients. The RST is operational, and therefore, uniquely worthy of analysis in terms of how additional financing—above and beyond the RST—can be effectively integrated. Our analysis finds that the RST is becoming the IMF’s de facto climate finance facility; is government-driven; is being awarded to countries with strong governance and climate credentials; and that authorities are banking on using the RST to attract additional climate finance. At the same time, the RST faces the challenges of being too small to confront climate resilience; has questionable priorities in terms of supporting climate over poverty reduction in low-income countries; is almost tripling the number of IMF program conditions some countries are facing; and is escalating IMF policy influence over governments in an area where the IMF has limited experiences.

18. Forest-Based Carbon Markets: Pitfalls and Opportunities

Abstract:
Forest-based carbon markets could become an important source of income for countries in Africa, Latin America and Asia-Pacific. Estimates indicate that under a high carbon prices scenario, the value of the forest-based carbon credit market could increase from US$1.3 billion in 2021 to US$25 billion per year by 2030. Apart from the climate and monetary benefits, forest based carbon markets also have pitfalls that must be avoided. Without the right institutions in place, at the national and local level, forest projects can generate negative externalities, such as population displacement, increases in food prices, and biodiversity degradation. The value chain in carbon credits involves a number of high value-added upstream and downstream activities that tend to take place outside the countries where the projects are located. Industrial policies are required for host countries to receive a higher share of the revenue stream, including in areas such as structuring, monitoring, verification, and surveillance. Countries need to promote actions in labor training, research and development, and access to long-term capital. The paper proposes the creation National Carbon Federations as institutions to resolve several market failures, while preventing conflict, ensuring adequate savings of the additional income, and strengthen democratic governance. These organizations can also provide key public goods, so that local communities benefit from the development of carbon credits from tropical forests.

Populist forces have been resilient in Latin America and continue to cause instability and uncertainty across the region. Populist figures in the region first rose to prominence during the period of import substitution industrialization in the 1930s, capitalizing on the growing demands for mass politics and better social benefits from the rapidly expanding urban working class. Populism, which had been rampant in Latin America for more than 30 years since then, seemed to fade into obscurity with military regimes which have dominated regional politics in the 1960s and 1970s. However, after a series of democratic transitions, Latin American democracies witnessed yet another wave of populism. A notable number of candidates with a populist discourse have achieved victories in presidential elections in the 1980s and 1990s. With the wave of democratization and the accumulation of public dissatisfaction due to a series of economic crises, some so-called neopopulists took power in a number of Latin American countries. They attracted voters by combining neoliberal economic policies with the typical “us-versus-them” discourse, demonstrating that any economic ideology can be linked to populist ideas. The new millennium witnessed another tide of populist presidents across the region. While a rapid transition to neoliberal policies led to various socioeconomic problems, traditional parties and politicians could not respond effectively to the emerging problems. This time around, left-wing populist figures dominated the region’s political landscapes, combining populist ideas with so-called 21st-century socialism. While the era of radical left-wing populists came to an end, new breeds of populists appeared one after another and were elected to office in the 2010s. Not many expect that populist executives will cease to exist across the region in the near future. Social and economic inequality is worsening in the aftermath of COVID-19, and the public distrust of established party politics and existing democratic institutions is growing more than ever. All in all, there is fertile ground for populist forces to spread even more, who claim that they are the only ones who can eliminate the "incompetent and corrupt" establishment and truly represent the "virtuous" people. Against this backdrop, there is a growing need to improve our understanding of the characteristics of populist governments that have repeatedly emerged in the region. Among many channels through which populist rule influences Latin American countries, Lee et al. (2022) dedicate one of their chapters to analyzing the impact of populist rule on the inflow of foreign direct investment, a variable of much importance in Latin American economies.

As we enter the second year of the Russo-Ukranian war, it is prudent that the foreign policy community examine the impacts of the conflict on other regions, including Latin America. Despite the distance between Latin America and Ukraine, the conflict has disrupted the region and exacerbated the negative impacts of the COVID-19 pandemic. COVID-19 disproportionately affected Latin America’s fragile socioeconomic, fiscal, and political situation. For example, Brazil, a major regional economic powerhouse, was one of the worst-struck countries in the region, and the pandemic significantly impacted its economy. The country’s GDP contracted by 4.1% in 2020, and unemployment reached a record high of 14.1% in the first quarter of 2021. The pandemic also impacted Brazil’s fiscal situation, with the country’s debt reaching 90% of GDP. Brazil’s downturn is not an isolated incident, albeit a microcosm of the region. In addition, the instability allowed authoritarian regimes to further consolidate control in places like Nicaragua, Venezuela, and El Salvador. For instance, leaders like El Salvador’s Nayib Bukele capitalized on the chaos of the pandemic and a desperate citizenry to strengthen his power. Furthering the impacts on domestic politics, the confluence of the pandemic and war in Ukraine disrupted global supply chains, agriculture production, and energy resources. Moreover, as tensions between the West and nations such as Russia and China continue to grow, globalization is becoming increasingly divided. This will likely lead to further political turmoil and socioeconomic disparity in Latin America, which has already been compounded by the war and the lackluster COVID-19 recovery efforts. With these repercussions still lingering, a lack of economic and trade development, an intensifying energy crisis, and rampant inflation prevailing in 2023, the region’s outlook remains bleak.

Latin America and Caribbean countries have a long history of effective implementation of national immunization programs (NIPs), which has led to the successful control of infectious diseases such as smallpox, measles, and poliomyelitis, among many others. Yet challenges such as inequity, rising costs, growing population needs, and the fallout of the COVID-19 pandemic have negatively impacted the operation of NIPs in the region. This has led to a significant reduction in vaccine coverage rates (VCRs), putting the population at risk of severe, preventable diseases. Addressing these and other challenges facing NIPs requires sustained sources of funding that are capable of expansion according to national needs. So far, the region has coped with domestic public resources and the important support of international mechanisms including the Pan American Health Organization’s (PAHO) Revolving Fund (RF). Innovative financing is particularly useful in today’s context of fiscal constraints, as it helps public institutions maintain and enhance immunization programs by supplementing available resources with new sources of funding and/ or expanding the impact of existing financing structures. Considering that immunization is a multidimensional endeavor requiring efficient management of demand, supply, delivery, and many other issues, a holistic, health-system approach to immunization is essential to stimulating innovative financing and maximizing its benefits. This issue brief built upon findings from a private, nonpartisan strategy session as part of the Adrienne Arsht Latin America Center’s #FutureofHealth Series, which aims to provide a practical, forward-looking approach to target key policy issues at the intersection of health and the economy in Latin America and the Caribbean.

Adopted on October 31, 2000 by the United Nations Security Council (UNSC), Resolution 1325 has since then been one of the main references for the development, strengthening, and expansion of policies aimed at promoting gender equality, giving rise to the so-called Women Peace and Security (WPS) agenda. This Policy Brief aims to map and systematize the diffusion of the WPS agenda in Latin America. This analysis aims to reflect on the contours of the agenda in the region and deepen the understanding of how Latin American countries engage with this global normative framework. Based on an analysis of the National Action Plans (NAPs) adopted so far by countries in the region (Chile, Argentina, Paraguay, Brazil, El Salvador, Guatemala and Mexico), the work reveals how the agenda is being adopted in these different contexts, seeking to identify existing convergences and particularities. The mapping and analysis of the NAPs are organized around three main aspects: (i) their elaboration process and the actors involved; (ii) the content, objectives, and measures adopted; and (iii) implementation and monitoring strategies. The goal is to offer a general diagnosis of the national engagements with the agenda, summarizing the main advances, limitations, and recommendations to promote its implementation in the region.

Abstract:
China’s and Russia’s growing presence in Latin America and the Caribbean undermines democracy and Western influence in the region, along with the international rules-based order. The EU is responding to this threat by attempting to strengthen its relationships with Latin American and Caribbean countries. The bloc is attempting to build on their affinity for European values and rights, as well their preference for sustainable and inclusive development. Cooperation on digital technologies should be a priority in the effort, given the region’s need for greater connectivity. The Spanish presidency of the EU should lead the formation of a Digital Alliance with Latin America and the Caribbean at a summit scheduled for 2023. The EU can make this alliance work by focusing on connectivity investments, cyber-security, and rights to support Latin American countries’ digital transitions. The alliance will also require a long-term vision within the EU, commitments from member states, leadership by several Latin American countries, and public-private investment partnerships.

The United States failed to create a state with the capacity to control its own armed forces or local officials. As early as 2009, eight years into the intervention, Ambassador Karl Eikenberry had already noted that the Afghan government could not carry out most state functions and that its leadership showed little interest in trying. Oftentimes, the WCAPS Pipeline Fellowship program serves as an introduction to these career paths for young women of color and allows them to seamlessly integrate into the WCAPS community and beyond, thus creating the pipeline we aimed for. The program started locally in Washington D.C. and has since expanded to include participants from across the globe. This most recent cohort had participants from four continents. This dynamic group of women learned about a variety of topics to include Redefining National Security (RNS), emotional intelligence, Women Peace and Security (WPS), and international law as it relates to peacebuilding. Abstract:
The conflict between the United States and China may be the issue of most importance as well as interest to the world, prior to COVID-19. This conflict between the two countries is appearing not only in the economic sector, but also in various field such as politics, diplomacy, and military affairs. Such competition between the two countries is likely to escalate further as multilateral systems such as the WTO are threatened and protectionism intensifies in the post-COVID-19 world. Even within Latin America, the competition between the two countries frequently appears in a variety of forms. Conflicts between the United States and China in Latin America tend to occur mainly in the infrastructure sectors. Furthermore, the United States pressured Latin American countries to choose between the United States and China, with the results of this pressure depending on the political orientation of the ruling government. In order to investigate the impact of retaliatory tariffs between the two countries on Latin American countries’ exports and welfare, we employ an event analysis for exports and computational general equilibrium (CGE) model for welfare, with Argentina, Brazil, Mexico, and Chile as the subject of our analysis. Based on the outcome of the event study, Brazil’s exports to the United States moderately increased due to the tariff imposition, and such an effect persisted for short term. Its exports to China rose considerably immediately after the tariff imposition, and then the impact tended to decrease over time. By contrast, it is difficult to conclude that the tariff imposition had a statistically significant and lasting effect on the exports of the remaining three countries to the United States and China. As a result of the analysis using the CGE model, meanwhile, the tariffs imposed between the United States and China trivially increased the welfare of Latin American countries.

The People’s Republic of China’s (PRC) engagement in Latin America and the Caribbean (LAC) is drawing increased scrutiny from U.S. policymakers. The International Liaison Department of the Central Committee of the Chinese Communist Party (ILD) (中共中央对外联络部, zhonggong zhongyang duiwai lianluo bu) is one of the many Chinese organizations active in LAC. Although its footprint is relatively small compared to larger trade and governmental organizations, the ILD’s emphasis on ideology and on long-term relationship building in its engagements is noteworthy and should be monitored more closely within the context of China-Latin America relations.

In 2016, the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) signed a peace agreement after three years of negotiations and at least four failed peace talks since 1982. The implementation of the peace agreement has been monitored and verified by international actors with technical, humanitarian and financial resources to promote peacebuilding and reconciliation. This Brief examines the challenges of implementing the peace agreement and explores how the European Union can support the implementation process and reconciliation efforts in Colombia. The Brief analyses first the state of play in the implementation of the peace agreement and its main challenges. Secondly, it presents an analysis of local-level violence. Thirdly, it highlights how peacebuilding and reconciliation efforts can mitigate local conflict dynamics. Finally, it concludes with policy implications and recommendations for supporting the implementation of the peace accord and shows how the EU can positively contribute to peacebuilding and reconciliation at the local level.

The global pandemic has laid bare the digital inequities across vertical (income) and horizontal (social, political, and identity) dimensions, while exposing the extent to which pre-pandemic approaches to bridging the digital divide have been dominated by economic considerations even while they are not universally treated as policy priorities. Access to digital is a product of both material investment and political will. Where there is no conscious effort to include marginalized communities into digitalization plans, these communities can be left behind. In countries where identity-based exclusion is routinely built into political behavior, there can be systematic patterns of exclusion of specific groups (e.g., the indigenous First Peoples of North America, the Roma of Europe, or the Somali of northeast Kenya). Many countries around the world have such communities, and any work to digitalize a country must be founded on politically and socially conscious efforts to include groups that may be left behind by historical marginalization. This brief reviews key aspects of the digital divide, with special attention to exclusion and inequality, emphasizing that poor connectivity isn’t just about wealth—it is also about inequality. Citizens across Latin America and the Caribbean are rising up in protest. Political frustration and economic stagnation are fueling social discontent exacerbated by the continued COVID-19 pandemic and the slow health response. In Central America, restrictions on civil liberties, high rates of gender-based violence and extortion, and worsening climate change are compounding the lack of economic opportunities and pervasive corruption seen in El Salvador, Guatemala, and Honduras. In the year of its bicentennial, can northern Central America chart a new path, in partnership with the United States, to tackle the sources of social instability that are forcing migrants to seek a better life? In July 2021, the Joseph Biden administration released the US Strategy for Addressing the Root Causes of Migration in Central America report. Three of its five pillars call for the United States and northern Central American countries to work together to respect human rights and a free press, counter violence at the hands of criminal organizations, and combat sexual and gender-based violence.1 To ensure a sustained and effective implementation of this strategy, especially on these three pillars, the United States will need to find new ways to work closely with northern Central American governments, domestic and international private sectors, and organized civil-society groups. Following consultations with the Adrienne Arsht Latin America Center’s Northern Triangle Advisory Group (NTAG), this brief highlights the importance of implementing a holistic, multisector approach to mitigate gender-based violence, protect civil liberties and human rights, and build climate resilience. Economic shocks affect young and older age groups disproportionately and highlight the insecurity of the youth labor market and volatility of older people’s savings. The COVID-19 pandemic exacerbated youth labor market challenges and caused young people to either lose jobs or work fewer hours. It also undermined the financial security of older people who tend to own small businesses given that half of the small businesses either closed down or lost significant revenue during lockdowns. Furthermore, COVID-19 exacerbated the digital divide between generations. While younger people are more likely to be technologically savvy, older generations often lack digital literacy to adapt to online work or virtual communications platforms. Dr. Goldin argues that to alleviate the disproportionate suffering experienced by young and elderly age groups during the pandemic, policymakers should increase targeting of social-protection measures, facilitate private-sector investment in education and training, invest in improving digital services and infrastructure, ensure access to financial services, and collect age-disaggregated data on economic and COVID-related indicators.

Mining companies are asking governments to make consultation and environmental procedures more flexible to mitigate production risks and attract new investments. However, there is no real reason to slacken regulations in order to promote mining in Latin America. Conversely, the region should strengthen these standards to prepare for a possible new mining cycle fueled by the transition to clean energy. In the event of a new mining cycle, governments should safeguard against overreliance on commodity exports and the use of fossil fuels. Instead, governments and companies should explore ways in which the mining sector can contribute to economic diversifications and energy transitions. Demand and prices for minerals produced in the region have fallen as a result of the global recession. Logistical issues resultant from pandemic-related lockdowns have slowed internal production. Consequently, mining taxes and royalties will likely fall this year. Prices have not fallen enough to threaten the commercial feasibility of current projects, the global investment budget remains robust, and the region is attractive to mining investors. Furthermore, the global transition to clean and sustainable energies will most probably increase the demand and prices for the critical minerals (copper, silver, lithium and others) produced in the region.

Abstract:
COVID-19 struck Latin America in the middle of what was already a tough economic, political and social period. This policy brief looks into the effects of the pandemic on employment and labour rights in the Colombian and Peruvian large-scale mining sectors. Mining has been severely affected by low commodity prices and demand, interrupted supply chains, national lockdowns and the (partial) closure of operations. Companies have tried to cut costs on the back of their labour force, resulting in layoffs, renegotiations and suspension of contracts. Informal economies around mining operations also suffer from the fall in demand for services and goods. The most impacted groups are outsourced workers and workers in the informal economy, the latter being predominantly women. On the long-term, these countries risks a race to the bottom in terms of labour rights. The brief calls upon (Dutch) companies and investors working in the Latin American commodity sectors to put social and economic justice at the centre of their operations.

Abstract:
More than 50 percent of children have experienced some form of sexual, physical or emotional abuse or neglect in their lifetime. The wide-ranging and lifelong consequences of witnessing or experiencing violence in childhood can be profound.1 Individuals exposed to childhood violence, including child sexual abuse, physical abuse and harm, or witnessing the abuse of their mothers, are at greater risk of becoming perpetrators or victims as adults. Through our core work and grant-making, the Sexual Violence Research Initiative (SVRI) is building evidence to help us respond to violence as early as possible and to stop it from continuing. Between 2016 and 2020, we funded several studies on violence against children in Africa, Latin America, Southeast Asia and other regions (in partnership with the World Bank Group). This research has taught us that services and prevention programmes must start with parents and families, and continue throughout the individual’s life. To be most effective, programmes need to target critical development phases, from pre-conception and conception through early childhood to adolescence. Programmes to prevent violence in the home, including programmes that offer parenting support, are essential. Continuing research into childhood violence, particularly in low- and middle-income countries, is essential. Research can help us to effectively prevent and respond to both violence against women and violence against children, and it is essential for creating policies and practices that really work.

Este documento de política pública hace parte de la investigación “Inclusión de las afectaciones vividas por las mujeres y sus procesos de resistencia en las Comisiones de la Verdad de Perú y Colombia: miradas retro y prospectivas de la justicia transicional” liderada por la profesora Diana Gómez. Es producto de un trabajo colaborativo entre el Cider de la Universidad de los Andes, la Red de Mujeres del Caribe, la Colectiva Feministas Emancipatorias, la Universidad Nacional de Colombia sede Caribe, la Universidad del Atlántico y la Universidad Jorge Tadeo Lozano. El documento de política pública resalta la importante tarea que ha desarrollado la Comisión en la región Caribe con la puesta en marcha de toda la infraestructura institucional que le da forma a la macro-región, los esfuerzos por la implementación de la perspectiva de género y la inclusión de las vivencias de las mujeres en el mandato de la CEV, al tiempo que evalúa los logros y retos que existen en la incorporación de la perspectiva de género. El documento contiene recomendaciones producto de un trabajo de campo que hizo seguimiento a la implementación de la Comisión durante los primeros nueve meses en el Caribe colombiano. Las recomendaciones giran en torno a la inclusión del género y en especial de las vivencias de las mujeres en el mandato de la Comisión, y se estructuran en siete ejes de análisis: participación, esclarecimiento, sanación, reconocimiento de las mujeres como sujeto político, convivencia, funcionamiento de la CEV e informe final. Estos ejes de análisis alimentan los objetivos y mandatos de la CEV.

Esta publicación recoge los tres mejores trabajos de identificación de hechos metropolitanos elaborados en el curso de Métodos de análisis del territorio, ofrecido en el primer semestre de 2018 por el profesor Andrés Hernández, la catedrática Ethel Segura y el consultor Cristhian Molina. En una discusión interdisciplinaria que permitió la integración de distintas perspectivas, los estudiantes de la Maestría en Planificación Urbana y Regional del Cider usaron las tres técnicas usadas en el curso para desarrollar los estudios de caso: i) la metodología de hechos metropolitanos, ii) los mapas elaborados por ellos y iii) el análisis normativo y las fuentes de información. Sobre esta base, a lo largo del semestre los autores hicieron un ejercicio de análisis comparado de los hechos metropolitanos en Bogotá Región y en el área metropolitana de Medellín. Los casos de estudio fueron los siguientes: i) los servicios de provisión en los territorios que hacen parte del borde rural oriental de Bogotá, ii) la cuenca del Río Bogotá como estructurante de la nueva área metropolitana, iii) el tren de cercanías como detonante del área metropolitana de Bogotá y, iv) la segregación socioespacial en el área metropolitana del Valle de Aburrá. De esta manera, el nuevo Documento de Trabajo da cuenta de un análisis detallado desde ciertos hechos metropolitanos, el cual permite evidenciar la importancia del estudio de diferentes tipos de fenómenos que transforman los territorios en escala metropolitana y del territorio en su complejidad. Además, posibilita un mejor análisis de las dinámicas detrás de los mismos (oportunidades, tensiones y conflictos).

Venezuela is facing a deep economic, political, and social crisis, with acute shortages of food, medicine and other basic goods. Over 3.4 million Venezuelans, a tenth of the population, have left the country, presenting Latin America with an unprecedented migration crisis. However, diaspora engagement in humanitarian efforts could also be part of the solution to the crisis. RECOMMENDATIONS ■ The exodus illustrates increasing difficulty distinguishing between voluntary and forced migration. To overcome barriers in accessing protection and social services, migrants and refugees must be granted legal status in receiving countries. ■ The migration crisis is politicized by many actors. Supply routes for vital humanitarian assistance are needed, but historical experiences should warn against the use of military force or other forms of intervention. ■ UN efforts to complement humanitarian help with development assistance to poorer reception areas should be supported. Ways to connect the Venezuelan diaspora to ongoing humanitarian and future development efforts directed at Venezuela should also be pursued.

With the purpose of contributing to expanding transnational investment flows, Brazil signed, in 2015, a series of Cooperation and Investment Facilitation Agreements (CIFAs) with African and Latin American countries. Among its provisions, the CIFAs feature distinctive characteristics in terms of direct (and indirect) expropriation, corporate social responsibility, dispute settlement mechanisms and national treatment clauses – ultimately, aiming to provide greater legal certainty for investors. However, civil society organizations have warned against the potential impact of this new model of investment agreements on the autonomy of states to establish regulations in the public interest. As such, this Quarterly Brief seeks to analyze similarities and differences between the new Brazilian CIFAs and traditional bilateral investment agreements – as well as to evaluate them in light of alternative frameworks, elaborated by civil society networks, aimed at balancing investment promotion with human and environmental rights protection.

49. They Are (Still) Refugees: People Continue to Flee Violence in Latin American Countries

Abstract:
The April arrival of the Central American caravan at the southern U.S. border once again placed the nation’s focus on individuals and families who traveled thousands of miles to seek asylum in the United States.1 The Trump administration is mischaracterizing the caravan as evidence of an out-of-control border crisis requiring a multifaceted and aggressive response—even though federal law enforcement apprehensions at the southern border in fiscal year 2017 remain at a near 46-year low since fiscal year 1972.2 The administration is using the caravan to justify several decisions, including sending thousands of National Guard troops to the border and making draconian changes to policies relating to asylum and criminal prosecutions. These changes are designed to expedite the path to deportation by circumscribing an individual’s right to seek asylum.3 In May 2018, the administration announced a “zero-tolerance policy” to prosecute anyone crossing the border, including those who may seek asylum.4 One predictable result of this new policy is that families apprehended at the border are being separated, with parents being referred by the U.S. Department of Homeland Security (DHS) for prosecution and children being sent to the U.S. Department of Health and Human Services’ Office of Refugee Resettlement. Recent testimonies by Customs and Border Protection (CBP) officials suggest that during a 13-day span in May, DHS may have separated 658 children from parents.5 Many asylum-seekers in the United States are from Latin America, especially the Northern Triangle region of Central America—El Salvador, Honduras, and Guatemala.6 They are fleeing because their home countries continue to be plagued with violence—much of it gang-related—as well as economic and political instability. Among those fleeing, many are women; children who may be unaccompanied or traveling with a parent; and LGBTQ people.7 Turning these individuals and families back or actively deporting them to their home countries—sometimes after first criminally prosecuting them and sentencing them to time in U.S. federal prison—may mean returning them to places where they may face persecution, displacement, and, in some cases, even death.8

Durante la mayor parte del siglo XX, el contexto económico y político en Colombia ha sido caracterizado por políticas de desarrollo regional implementadas de modo jerárquico y vertical por parte del gobierno nacional. Sin embargo, durante las últimas décadas de descentralización, democratización y neoliberalización del Estado en Colombia han surgido nuevas formas de pensar cómo se gobierna y planea el desarrollo de los territorios. En este contexto, el concepto de gobernanza, basado en la idea de que las decisiones de gobierno y política pública deben hacerse a través de redes y asociaciones horizontales entre actores del gobierno, del sector privado y de la sociedad civil, se ha generalizado y expandido a gran velocidad por el país. Hoy en día, no sólo en Colombia sino en toda América Latina, difícilmente podemos encontrar unas guías sobre desarrollo territorial que no incluyan los procesos participativos, la planificación estratégica o las asociaciones público-privadas (APP) como instrumentos deseables en el diseño, planeación e implementación de políticas públicas de desarrollo económico local y regional. La idea de gobernanza es útil para ir más allá de dicotomías como Estado vs. sociedad, o público vs. privado que, por mucho tiempo, han dominado los estudios de gobierno y desarrollo. No obstante, es importante también entender cómo la mezcla de las nuevas herramientas de la gobernanza y las dinámicas institucionales propias de Colombia hace que las relaciones, supuestamente horizontales, de la gobernanza y sus beneficios para el desarrollo local no sean tan fáciles de alcanzar e implementar en la práctica.
