1. Assessing the economic, societal, and cultural benefits of YouTube in Ireland

Abstract:
YouTube enables Irish content creators to reach a large domestic and international audience. This supports substantial economic value for those who earn income from the platform, for example as they are paid a share of the revenues from advertising placed alongside their videos. A YouTube presence can also help creators earn revenues from other sources, such as product sales, brand partnerships, or live performance engagements. These revenue sources not only support jobs and income for the creators themselves, but also wider activity in supply chains, and through workers’ spending. In total, our economic modelling suggests that YouTube’s creative ecosystem contributed around €30 million to the Irish economy in 2020 and supported 1,600 full-time equivalent jobs. In this report we outline our economic analysis, as well as the findings of wider survey research to investigate how YouTube can build skills and knowledge amongst users; promote cultural diversity; and sustain careers for content creators. We also highlight how YouTube has proved helpful during Covid-19.

Abstract:
When thinking of the Irish question, it calls to mind the partition of the island of Ireland, ratified by the Government of Ireland Act of 23 December 1920, which was intended to satisfy the aspirations of the Protestant majority in Ulster, who were in favour of keeping the province under the authority of the Crown. Partition was plotted on the basis of a sectarian calculation to separate the six predominantly Protestant counties of Ulster[1] from the overwhelmingly Catholic Republic of Ireland. It inevitably raises the issue of the border that separates the two jurisdictions, which over the last century has been a symbol of injustice for the Catholic minority and a target for republican paramilitary groups, particularly the IRA. Thanks to the Belfast Agreement, the so-called Good Friday Agreement in 1998, which was the culmination of a long peace process, one might have assumed that the issue of the Irish border would not surface in debate again. But this did not take into account the extent of the nationalist and Europhobic current in England, which would lead to the United Kingdom's withdrawal from the European Union by referendum on 23 June 2016.

Abstract:
Today and yesterday, 17-18 June 2020, the UN General Assembly elected India, Ireland, Kenya, Mexico and Norway to the UN Security Council for the period of 2021-2022. With their election, 7 of the 15 members of the Council in 2021 will be “Friends of the Responsibility to Protect” – having appointed an R2P Focal Point and/or joined the Group of Friends of R2P in New York and Geneva. Despite its role as the UN body responsible for the maintenance of international peace and security, all too often the Security Council has been unable to take timely action on mass atrocity situations due to deep political divisions inside the Council over human rights, conflict prevention and national sovereignty. In recent years this has had a debilitating effect on the Council’s capacity to respond to atrocities in Myanmar, Syria, Yemen and elsewhere. It is therefore more important than ever for Council members to work in creative ways to ensure that the international community is able to take timely, practical action to prevent atrocities and protect vulnerable populations. Since 2005 the Security Council has adopted 84 resolutions and 21 Presidential Statements that refer to the Responsibility to Protect, including with regard to situations in the Central African Republic, South Sudan, Syria and eight other country situations, as well as a number of thematic issue areas. As we commemorate the 15th anniversary of the Responsibility to Protect, it is our hope that the Security Council will consistently uphold their commitment to taking decisive action to avert emerging crises and halt atrocities wherever they are threatened.

The Great Recession, which cost tens of millions of jobs, a collapse of asset values around the world, and threatened the global financial system, has generated renewed concern over the long-standing issue of the fairness of the distribution of wealth and income in many societies. Economic inequality has increased in the United States and many other advanced economies over the past 20 to 30 years. This trend generated less worry in the boom years, when unemployment rates were low and cheap credit enabled consumers to borrow and maintain higher standards of living, masking the impact of growing income disparity on consumption patterns and perceptions of well-being.

5. Liquidity in times of crisis: Even the ESM needs it

Abstract:
This paper argues that the new permanent European rescue fund, the European Stability Mechanism (ESM), should be provided with a liquidity backstop by having it registered as a bank – and be treated as such by the European Central Bank. If the crisis were to become acute again, the ESM would stand ready to intervene in secondary markets, potentially with almost unlimited amounts of funding. Access to central bank financing will be crucial in a future crisis, because in such a crisis risk aversion is likely to be extreme, and even the ESM might not be able to raise at very short notice the huge sums that might be required to prevent a breakdown of the financial system. Hundreds of billions of euro might be needed just to top up the programmes for Greece, Ireland and Portugal – and Spain and Italy may require more than a thousand billion euro. Sums of this order of magnitude cannot be raised quickly by a new institution. Simply increasing the headline size of the ESM might thus be of little use.

One of the major problems of the eurozone is the divergence of the competitive positions that have built up since the early 2000s. This divergence has led to major imbalances in the eurozone where the countries that have seen their competitive positions deteriorate (mainly the so - called ' PIIGS ' – Portugal, Ireland, Italy, Greece and Spain ) have accumulated large current account deficits and thus external indebtedness, matched by current account surpluses of the countries that have improved their competitive positions (mainly Germany).

Abstract:
On June 27, 2012, Queen Elizabeth II shook the hand of Martin McGuinness, a former Irish Republican Army (IRA) commander, and symbolically solidified the long peace process that had sought to resolve the Troubles of Northern Ireland (Rayner, 2012). This historic gesture illustrates that even the most ideologically heated and intractable conflicts can be resolved. In the case of Northern Ireland, resolution was not possible without first acknowledging the important roles that notions of personal and national identity, self-determination and economic fairness played as defining stakes in the conflict. In contrast, the conflict between Israel and Palestine continues to produce turmoil in addition to a stream of failed negotiations. The failure to include values and beliefs, such as equality and basic human rights, in discussions has poisoned peace efforts, with no end to the bloodshed in sight.

Abstract:
For the present UK government, full accession to the Schengen area, a passport- free travel area covering most of Europe, is a red line that it will not cross. Ireland shares a common travel area and land border with the UK and is also bound by this decision. However, it is becoming increasingly clear that the UK, along with Ireland, is suffering serious economic and reputational costs as a result of its separate visa and border management policies.

Attempts to resolve the problems in Europe are failing, and the crisis is spreading from Greece, Ireland, and Portugal to larger nations. Europe's financial system relies on moral hazard, i.e., a “no defaults” policy, to attract the funding needed to roll over large amounts of short–term bank and sovereign debt. Now that politicians in creditor nations are calling for private sector burden sharing, investors are demanding higher interest rates to hold these debts. But higher rates may tip banks and nations toward bankruptcy. Europe's banks and financial system are highly integrated across countries. Rising expectations of default in some countries could lead to large-scale capital flight into “safe” countries. This shift will raise concerns regarding solvency and liquidity of many financial institutions. The payments system of the euro area is serving as an opaque bailout mechanism that is currently preventing the euro area from falling apart at this time. If the number of nations in trouble spreads beyond Greece, Ireland, and Portugal, this bailout system will be stressed because of the potential size of accumulated funding. The European Central Bank (ECB) could soon see a vocal debate between inflationist and hawkish (anti–inflation) members. Inflationists will call for large–scale interventions, including bond buybacks and emergency loans, while the hawks will attempt to close loopholes in the payments system that effectively permit each troubled nation to create money needed to finance capital flight and budget deficits. At this stage in the debate, we see little chance that Europe can avoid ending the “moral hazard” regime, in which case it needs to plan for widespread sovereign and bank debt restructurings.

10. Legal order free of pillars: European Courts' jurisdiction in the post-Treaty of Lisbon setting

From the legal point of view, the most important change ushered in by the Treaty of Lisbon concerns the scope of the jurisdiction of the Court of Justice of the European Union. This was widened due to the dismantling of the pillar structure. As a general rule, the jurisdiction of the European Courts now covers previous third pillar matters as well, namely criminal law and police co-operation. The dismantling of the pillar structure did not, however, affect the Common Foreign and Security Policy. The Union Courts still do not have jurisdiction in this area. This rule has two important exceptions. Although the Area of Freedom, Security and Justice is communitarised and more coherent than before, the previous limits in its territorial scope, namely the opt-outs of the UK, Ireland and Denmark, did not disappear, so limits in the Courts' jurisdiction remain. The Treaty of Lisbon amendments did not change the fundamentals of the judicial doctrines, such as the direct effect and primacy of European Union law. Importantly, the application of these doctrines was widened instead, owing to the depillarisation. The Treaty of Lisbon amendments meant that the decisions of the European Council and European Union bodies, offices and agencies can be reviewed under the preliminary ruling procedure. The Treaty of Lisbon changed the much-debated criteria for the standing of non-privileged applicants in actions to review the legality of the European Union acts.
