- The relationship between Baghdad and Erbil lately has reached a dead end. The rift between the Kurdistan Regional Government (KRG), the official executive body of the autonomous Kurdistan Region of northern Iraq, and the Federal Government of Iraq (FGI) has, for the past few months, entered a bottleneck driven by political turmoil and rotating governments. But efforts are being made on both sides to bridge differences. On January 11, a Kurdish delegation headed by Masrour Barzani visited the central government in Baghdad to discuss a number of disputed files. The group included several senior officials: ministers for electricity and finance; chief of the cabinet office; director of the office of the region's prime minister; ministers for planning and oil; economic advisors; general counsel; director of border control; and CEO of State Organization for Marketing of Oil (SOMO Oil).

- The job of an Iraqi Prime Minister is a complex balancing act on both the domestic and international fronts. To begin with, there is the challenge of managing competition between the country’s factitious elites. Then there is the unresolved tension between self-interested elites and a citizenry that has largely lost faith in its political leaders. Finally, there is the foreign policy dilemma of balancing political and economic dependence on both the US and Iran. By these standards, Prime Minister Mohammed Shiya al-Sudani’s first 100 days in office have provided a crash course on how to please all sides. He has allocated government positions to his supporters with gusto, provisionally left most Sadrist bastions of power in the state untouched (even though Sadrists are excluded from the government) and offered extensive ‘bread and games’ for the population by promising jobs and social security. Al-Sudani has furthermore sought to reassure opposing foreign actors through a hitherto fairly balanced foreign policy. His approach has been enabled by the broad coalition of Iraqi political elites that brought him to the premiership, along with record oil revenues that help grease the wheels of patronage politics. While structural reforms in politics, administration and economics are overdue, they will not happen because Iraq’s political leaders have no need for them in the immediate term. However, unresolved elite contention, a lack of public investment and the absence of reform mean that Iraq is likely heading for tougher times within the space of a couple of years.

- In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.

- After the fall of Saddam Hussein’s dictatorship in 2003, Iraqi political parties proliferated in a show of enthusiasm for the country’s emerging democracy. In recent years, however, a handful of personalities and families have consumed all of the country’s political oxygen, dashing hopes for a truly pluralistic ecosystem. Especially discouraging has been the authoritarian shift in Kurdistan, once viewed as a democratic beacon in the Middle East. At the federal level, feuding between the Sadr and Maliki camps now dominates Shia politics, and Mohammed al-Halbousi has crowded out other Sunni players. Meanwhile, corruption touches every surface, and the rare official who holds to ethical standards risks being rendered entirely ineffectual. In this wide-ranging Policy Note, experts Sardar Aziz and Bilal Wahab outline the dispiriting state of Iraqi politics and how the United States can respond. To achieve the scaled-down goals of maintaining sovereignty and accountability, they argue, American officials must be creative, working with Iraqi institutional actors while simultaneously engaging with less central figures such as apolitical military commanders and the business community.

- An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

- Small-scale farmers in Iraq are among the most affected groups in Iraq by climate change and water scarcity. With the reduction of rainfall and soaring temperature, agricultural production is dropping, and farmers’ ability to cope is hindered. Affected farmers are exhausted and feel that they are left alone in the face of crisis. Many farmers are leaving their lands and looking for better opportunities away from their land and the urban areas. Duty bearers need to mobilize resources and political well to support farmers and the agricultural sector through a national strategy with clear vision on the current needs and comprehensive forecast of the impacts of climate change. While agriculture is at the heart of Iraq’s past and present, its position in the country’s future is at risk.

- The relationship between Iran and the Kurdistan Region of Iraq (KRI) will remain securitised in the short term due to the unresolved business of a return to the nuclear deal and its possible aftermath, the gradual reduction of the US military footprint in Iraq and the strengthening hold on power of Iran’s conservatives. Iran’s response to the Iraqi Kurdish referendum for independence in 2017 and its suppression of the revival of armed activity by Iranian Kurdish parties operating from Iraq makes it clear that Tehran does not hesitate to intervene to defend its security interests either. Iran is also likely to seek to counter growing Turkish intrusiveness in northern Iraq. Because the Patriotic Union of Kurdistan (PUK) is currently weak and the Kurdistan Democratic Party (KDP) stuck between Turkey, dissatisfaction with its own rule and pro-Kurdistan Workers’ Party (PKK) sentiments among segments of Kurdish public opinion, the KRI is more vulnerable to Iranian and Turkish pressure than it used to be. In other words, dependency and dominance will continue to characterise the Iran-KRI relation to Tehran’s benefit for the foreseeable future. Ironically, deeper integration of the KRI into a federal Iraq could reduce this risk in the medium-term.

- The primary objective of Turkey’s recent interventions in the Kurdistan Region of Iraq (KRI) is to cut the Gordian knot of its own Kurdish question by engaging the Kurdistan Workers’ Party (PKK) and its affiliates militarily until they no longer control any territory. To this end, it is essential that Ankara maintains Iraq’s Kurdistan Regional Government (KRG) – and especially the Kurdistan Democratic Party (KDP) – as a junior and compliant partner. A secondary Turkish objective is to balance Iran’s influence in Iraq’s disputed territories, mainly by acting as protector of Turkmen and Sunni groups. In the background, the Turkish Justice and Development Party’s (AKP) desire to maintain regime stability at home plays an important role since its alliance with the ultranationalist-conservative Nationalist Movement Party (MHP) and some of its domestic legitimacy depends on the success of Turkish interventions into the KRI. Such interventions have historical precedent, but their scope and scale have increased significantly since 2018, with the effect that Ankara has been able to force the PKK into a defensive position. This has been achieved at the cost of the KDP’s popular legitimacy, an increase in PKK popularity and significant collateral damage among ordinary Iraqi (Kurdish) citizens. Further intensification of Turkish interventions into Sinjar, the Nineveh Plains or Sulaymaniyah will lead to greater tensions with both Baghdad and Iran. An extension of UNAMI’s security sector reform work to include border control can help prevent further conflict escalation by inserting a more neutral actor into this volatile situation.

In the build-up to the game, the Sunnis got their act together and seized the opportunity to become the main winners of the first round. However, the Kurds entered the fight on one leg, lost sight of the bigger picture and intensified their internal power rivalry. This has already proven costly for the Kurdistan Region of Iraq (KRI), and if they keep on as they started, the second round will be even dearer. Fortunately, it is not too late to minimise their losses or even end up winning future rounds. To do this, they need to take into account the complex power dynamics within not just the Shiite component of Iraq (Shiite House), but also the Shiite ‘Universe’ inside and outside Iraq.

- In the four years since its territorial defeat, Islamic State (IS) has proved to be resilient as it continues to mount attacks across Iraq. Analysis of IS activity from September 2021 to February 2022 (six months) shows that the geography, type and targets of IS attacks remained broadly similar to the year preceding this period. The volume of IS attacks increased but this mostly took the form of small-scale and local incidents. By and large, the group seems to be stable and shows neither decline nor growth. It operates nimbly and is mostly active in the arc between Sinjar and Baghdad. Counter-terrorism (CT) operations decreased in volume over the same period but are nevertheless keeping IS in check. However, as CT operations are mostly tactical affairs that remain inadequately coordinated and low on intelligence in some aspects, they have not been able to eliminate IS capacity to mount major operations, or to remove it from entire areas. Broadly speaking, IS attacks and CT operations are in a state of equilibrium. As Iraqi CT efforts emphasise security interventions over socio-political remedies, conditions for IS survival, as well as future revival, remain relatively favourable.

- Iraq is at high risk of suffering the worst effects of the climate crisis, including soaring temperatures and acute water scarcity. As land suitable for farming shrinks and rural jobs disappear, ordinary Iraqis are moving to cities in search of work. This increases pressure on services, pushes up food prices, and exacerbates social tensions, leading to protests and even violence. Iraq’s weak internal governance prevents it from improving water management, managing inter-provincial and inter-tribal conflict, and attracting investment and expertise to create new green-economy jobs and adapt to the changing climate. Public awareness of climate risks is growing, but too few political leaders prioritise the issue. Iraq has long struggled to reach agreement on water issues with upstream states Turkey and Iran, which are building dams that affect supply to Iraq; they also believe that Iraq manages water badly. Similar issues complicate relations between Baghdad and the Kurdistan region. Iraqis and Europeans should work together to improve Iraq’s poor governance and consider measures such as establishing an ‘early warning’ system about potential conflict arising from climate effects.

- In addition to Afghanistan, Iraq has been one of the US’s major state-building projects in the 21st century. The recent events in Afghanistan have again highlighted criticism against large-scale interventions. The changes in Iraq’s electoral law have brought about some positive changes, but did not address the root causes of the problems in the political system. Institutions in Iraq are weak and marred by politicization and pressure from powerful parties. Hence, their independence is highly questionable. While improving democracy in Iraq would require radical change, taking minor steps forward remains a more attractive and doable option for the Iraqi and international leadership. However, by working with established political players, the very barriers to more significant reform are simultaneously being strengthened.

- Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. Apart from the existing charter’s problematic technical deficiencies, Iraq remains mired in a profound lack of constitutionalism and respect for rule of law.

- The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

- “We are making good progress on constructing a permanent Consulate General in Erbil, the largest US Consulate facility anywhere in the world. And I see that as the nature of the long-term strategic commitment that the United States has to Iraq and to the Kurdistan Region”, said Matthew H. Tueller, the United States Ambassador to Iraq, in a MERI policy debate on 15 May 2022. In this special roundtable, Amb. Tueller outlined the US policies in Iraq and stressed that the strong and long-term strategic partnership between the two countries goes far beyond the military aspect of relationship. It intends to move towards a “shared goal of Iraq as an emerging strong, stable and sovereign state”, which can protect its borders and ensure that no armed forces outside of the government control can influence inside. These are “ongoing challenges” that Iraq faces and the US is trying to help in overcoming them.

- Head of the Sadrist Movement and powerful Shia cleric Muqtada al-Sadr has announced that a truce reached to observe the Shia religious observance of Arbaeen was extended for another two weeks to mid-October to give political forces a chance to respond to his demands. The announcement coincided with the Iraqi parliament’s rejection of the resignation of Speaker of the parliament, Mohammed al-Halbousi on September 28. It also came while the Shi'ite Coordination Framework, the largest bloc in the parliament, claimed that, along with the Kurdisd and Sunni parties, it succeeded in establishing a new political coalition, reportedly named “Running-the-State Coalition.”

- This is the story of a road not taken, how the United States discarded a proven system of United Nations weapons inspections and multilateral sanctions and opted for an unnecessary war in Iraq. The saga of what happened twenty years ago may seem like ancient history to some, but many negative consequences are still evident. From the imposition of sanctions on Iraq in 1990 until the calamitous invasion in 2003, our research team produced a steady stream of reports and publications documenting the most significant policy failure by the United States since the Vietnam War.1 With the twentieth anniversary of the invasion approaching, it is time for a fresh look at those events to assess the strategic and ethical implications of the decisions made then and their relevance for today. George W. Bush was gripped by a messianic zeal to overthrow Saddam Hussein by force.2 The president and his advisers were determined to implement a policy of armed regime change regardless of all evidence, logic, or reason.3 The White House concocted a false narrative of weapons of mass destruction in the hands of a dictator with supposed links to al-Qaida.4 Bush ignored the unequivocal conclusion of the U.S. intelligence community that Iraq had nothing to do with either 9/11 or al-Qaida.5 The result of the administration’s campaign of deception was a costly war of choice that ended in “strategic defeat,” to cite the conclusion of the U.S. Army history of the war.6 Many studies have examined what went wrong in Iraq,7 but few have looked at the alternative security approaches that were available at the time. We examine those alternatives here to document that the war was unnecessary and to highlight the policy advantages of multilateral nonmilitary security strategies.

- On December 20, 2020, 21 Katyusha rockets struck the U.S. Embassy in Baghdad, breaking an Iranian-sponsored ceasefire in Iraq for a second time (U.S. Central Command, December 23, 2020). The Iraqi security forces later arrested a member of the Iraqi political and militant organization Asaib Ahl al-Haq (AAH), Hussam al-Azirjawi, after finding conclusive evidence of his involvement in the attack (al-Hurra, December 26, 2020). Following al-Azirjawi’s arrest, multiple widely-shared clips on social media appeared to show a large mobilization of armed AAH militants in East Baghdad. A further clip showing masked AAH gunmen threatening to attack Iraqi security forces on command from AAH leader, Qais al-Khazali (al-Arabiya, December 25 2020). These arrests and video clips reveal that AAH has begun to show increasing signs of dissent from the party line set by Iran and its most loyal proxy in Iraq, Kata’ib Hezbollah.

- Denmark assumed leadership of NATO Mission Iraq in late 2020. The Iraqi people’s perceptions of their personal security and of those who provide it can impact the success of this mission. A recent survey provides new insights. At a time of political turmoil and insecurity in Iraq, NATO has vowed to step up its commitment in the region. This happens at a time of increased resistance to the US presence in Iraq, and a deteriorating security situation due to the escalation of the conflict between the US and Iran taking place on Iraqi soil, as well as signs of an Islamic State resurgence. Security is a major concern in Iraq. When respondents were asked to select their most important concern for the Iraqi government to address, the most common choice was ‘maintaining security and stability’ (30.5%), closely followed by the job situation (27.5%), and corruption (26.2%). This should be read in conjunction with the fact that 71.7% of respondents stated that they experience their personal security as currently either only partially or not at all ensured. This was most pronounced among the surveyed Shias, with only 18.8% indicating that they feel fully or partly secure in contrast to 46.7% of Sunni respondents.

- A priority for NATO Mission Iraq is to further the Women, Peace and Security agenda as one of the mission’s activities. This effort should focus on raising awareness of the operational benefits of equal opportunities and diversity and not just counting the number of women involved. RECOMMENDATIONS: Formulate a clear mandate for WPS functions in the mission that positions the WPS agenda as an integral element of NMI’s other activities. Support awareness-raising programmes and initiatives to transform social norms, including patriarchal gender norms and institutional socio-political constraints on female participation. Support the transparent qualifications-based recruitment and employment of women and prioritize the focus on inclusive work environments, both mentally and physically. Incorporate intersectional and masculinity perspectives in the work on WPS to avoid creating an image of WPS as a foreign-backed agenda that is only of, by and for elite women.

- NATO stands ready to increase its commitment in a slow and steady manner consistent with Baghdad’s needs, but careful communication will be crucial, as will a more strategic discussion on how to combine different assistance efforts. On February 18, NATO secretary-general Jens Stoltenberg announced a decision to increase the size of NATO Mission Iraq (NMI) from 500 personnel to as many as 4,000. Although he noted that such deployments would be “conditions-based,” “incremental,” and subject to Baghdad’s authorization, the troop numbers were the only element of his announcement widely reported inside Iraq, resulting in swift political pressure on the government to explain the seemingly steep increase. In fact, there is no imminent NATO “surge” planned in Iraq, but rather a greater openness and general intent to gradually provide more advisors capable of assisting local authorities with security sector reform (SSR). When handled appropriately and combined with other efforts, this initiative can create good opportunities for quiet, persistent security cooperation that helps strengthen the Iraqi state, evolve multinational military relations beyond the campaign against the Islamic State (IS), and spread the burden of support more broadly among U.S. allies.

- Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.

- One would not exactly think of the Islamic State (IS) as a future-oriented organisation: it uses medieval-sounding language and barbaric methods and preaches an archaic lifestyle. In reality, however, it is very much a forward-looking organisation with clear ideas not just on what the future will bring, but on what it should bring. In fact, it is this attitude towards the future that has not only enabled its past successes, but also allowed the organisation to persist and endure since losing its territory in Syria and Iraq – and, most importantly, what will determine its next steps and ambition. Understanding how IS conceives its own future will enable law enforcement authorities to take the necessary precautions ahead of time. This Brief first outlines why it is crucial to understand how the future as an organising principle shapes the strategy and posture of terrorist organisations, and shows that terrorist organisations lacking such a concept will lose traction faster than those that do. It goes on to examine IS’s future concept pre-and post-loss of its territory and to elaborate why it was and is an attractive future. - The year 2018 was characterized by a decrease in lethal violence in several of the world’s hotspots, primarily due to a significant de-escalation of the armed conflicts in Iraq, Myanmar, South Sudan, and Syria. The homicide rate also decreased marginally due to population growth outpacing the nominal increase in killings between 2017 and 2018. These two trends jointly resulted in a modest positive change in the rate of violent deaths globally in 2018 which, at 7.8 violent deaths per 100,000 population, is at its lowest since 2012. Still Not There: Global Violent Deaths Scenarios, 2019–30, a Briefing Paper by the Survey’s Security Assessment in North Africa (SANA) project provides an updated trend analysis of global violent deaths and develops global-level scenarios for the years leading to 2030. Based on 2018 figures from the Small Arms Survey’s Global Violent Deaths (GVD) database, the paper also includes a specific analysis of developments in Northern Africa and the five nations of the G5 Sahel region. It finds that under a business-as-usual scenario, Northern Africa’s violent death rate would remain relatively stable by 2030. By contrast, under the same scenario, the fatality rate in the G5 Sahel region would increase significantly.

- In Western and Middle Eastern capitals there is growing concern over the growth of Iran’s transnational network. In the last decade, Iran has exploited the weaknesses of other states to expand its influence through relationships with state and non-state actors in Lebanon, Syria, Iraq and Yemen, but what characterizes this network? Key take-aways: The group of state and non-state actors referred to as proxies of Iran is diverse, and important nuances are lost by approaching them all solely as proxies. Whereas sectarian affinity plays a role, Iran’s ability to portray itself as anti-imperialist and as fighting oppression transcends sectarian boundaries. Iran’s transnational network is multifaceted, pragmatic and diverse, as each relationship reflects each member’s capabilities, history and importance to Iran.

- The Iraq-based Kata’ib Hezbollah (KH) is diligently and meticulously working to achieve hegemony among Iran-backed 'resistance' militias in Iraq. The group is positioning itself as the 'true resistance' faction and obliging other Iran-backed groups to follow its lead. In order to achieve this goal, KH is operating on military and non-military fronts. KH is stepping up its non-military vigilante activities, drawing heavily on its youth movements that have been developing in the past decade. These organizations serve to promote the most radical version of the anti-U.S. Shia Islamist ideology promulgated by the ‘axis of resistance’, and they work to squash opposing views in Iraqi society. These efforts work in tandem with the group’s military front, where KH has managed to lead attacks against U.S. interests following the assassination of Qassem Soleimani and Abu Mahdi al-Muhandis. - Over the last four years, Kurds in Iran have watched Kurdish communities in Syria and Iraq continue to suffer losses at the hands of hostile forces, disoriented by the turbulent shifts in Washington’s decision-making. It once seemed that the United States would support change in Iran beneficial to the country’s Kurds, but now a series of decisions by American leadership in Syria and Iraq have left many Kurdish political leaders in Iran afraid and discontented with U.S. policy in the region. Two moments during the Trump presidency particularly have soured and confused perceptions of the United States among Kurds in Iran. First, Iranian Kurds watched as the Trump administration allowed Shia militias hostile to Iraqi Kurds to take the city of Kirkuk in October 2017. Two years later, Kurds watched again as the Trump administration allowed the Turkish forces to invade northeastern Syria, driving local Kurds to flee their homes. These two moments pushed Iranian Kurds to doubt Washington’s potential contributions to the improvement of Kurdish rights in Iran. There now exists a political rift between U.S. and Iranian Kurdish leadership that may force Iranian Kurds to re-think their diplomatic position. Unfortunately for both groups, it seems that no one will benefit from such a rift—except for the Iranian government.

51. Navigating a Growing Chinese Influence in Iraqi Kurdistan

- When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

53. Development Cooperation with Conflict-Affected MENA Countries: Refocussing on the Social Contract

- State–society relations are in flux across the Middle East and North Africa (MENA), nearly a decade after the Arab uprisings. The protests and revolts that swept the region in 2011 arose from widespread rejection of the post-independence Arab social contracts. These were based on redistribution of rents from natural resources and other forms of transfers and subsidies, as “compensation” for acquiescence to political and economic authoritarianism. In several MENA countries, including Iraq, Libya, Syria and Yemen, but also in Algeria, Lebanon and Palestine, the old social contracts have been destroyed by civil conflicts and internationally sponsored wars, which in some cases predated the 2011 uprisings. Since broken social contracts are at the root of conflict in the MENA region, supporting new social contracts should be the core objective of development cooperation with the region’s most conflict-affected countries. But “post-conflict reconstruction” often ignores the fact that conflicts do not end with peace agreements, and conflict-affected societies need more than reconstructed infrastructure, institutional capacity and private sector investment if they are to avoid violence in the future. Development agencies term this kind of cooperation “resilience”: promoting political, economic, social and environmental stability, rather than risking uncontrollable, revolutionary transformation. However, resilience has often provided cover for short-term measures aimed at preserving the position of particular actors and systems. Development cooperation needs to get beyond reconstruction and resilience approaches that often fail to foster the long-term stability they promise. By focussing on the social contract, development cooperation with conflict-affected countries can provide a crucial link between peacebuilding, reconstruction and longer-term socioeconomic and political development. It can thereby contribute not only to short-term, but also to long-term, sustainable stability. Using the social contract as an analytical lens can increase understanding not only of what donors should avoid doing, but also where they should concentrate their engagement during transitions from civil war. Practical examples from challenging contexts in the MENA region suggest that donors can make positive contributions in support of new social contracts when backing (a) stakeholder dialogues, (b) governance and reforms, and (c) socioeconomic inclusion. In Libya, the socioeconomic dialogue process has brought stakeholders together to outline a new economic vision for the country. The Municipal Development Programme in Palestine focusses on improving the accountability and delivery of local institutions. The Moroccan Economic, Social and Environmental Council provides an example of a process that engages previously marginalised groups. These programmes are all examples of targeted efforts to build cooperation among the groups that make up MENA societies. They aim to broaden decision-making processes, and to increase the impact of specific measures with the ultimate objective of improving state–society relations. They could be adapted for other fragile contexts, with external support. In backing more of these kinds of activities, donors could make stronger contributions to sustainable, long-term peace- and state-building processes in conflict-affected MENA countries.

- The surest way to counter Iran’s malign influence is to proactively focus on human rights issues that the new prime minister can actually affect, such as organizing free elections and preventing further violence against protestors. On February 1, a plurality of Iraqi parliamentary factions gave President Barham Salih the go-ahead to nominate Mohammed Tawfiq Allawi as the new prime minister-designate. The mild-mannered Shia Islamist nominee will now attempt to form and ratify his cabinet in the next thirty days. As he does so, political blocs will probably rally behind him while limiting his mandate to organizing early elections next year, having struggled through a long and fractious process to replace resigned prime minister Adil Abdulmahdi. For the first time since the dramatic events of the past two months, Iraqis and U.S. policymakers alike can catch their breath and consider their medium-term options.

- Khamenei and other regime officials have been quick to swear revenge, but for now they may focus more on stoking patriotic and militaristic sentiment at home. A few hours after Iran confirmed that Islamic Revolutionary Guard Corps-Qods Force commander Qasem Soleimani had been killed in Iraq, Supreme Leader Ali Khamenei issued a statement describing those who shed his blood as “the most wretched of humankind.” Calling Soleimani the international symbol of “resistance,” he then announced three days of public mourning in Iran. He also declared that “severe revenge awaits the criminals” who killed Soleimani—an act that the United States had claimed credit for by the time he spoke. Other highranking officials echoed this sentiment, including President Hassan Rouhani, Speaker of Parliament Ali Larijani, and Defense Minister Amir Hatami, who explicitly promised “revenge” on “all those” involved in the assassination. Despite this rhetoric, however, and despite Soleimani’s unmatched role in carrying out Iran’s regional policy of adventurism and asymmetric warfare, the regime may avoid major, immediate retaliation if it sees such a move as too costly or as a potential trigger for serious military conflict with the United States. On January 1, amid escalating tensions in Iraq but before Soleimani’s assassination, Khamenei stated, “We would not take the country to war...but if others want to impose something on this country, we will stand before them forcefully.” In response to President Trump’s assertion that Iran played a role in the December 31 riot at the U.S. embassy in Baghdad, Khamenei told listeners he had two messages for Washington: “First, how dare you! This has nothing to do with Iran. Second, you should be reasonable and understand what is the main cause for these problems. But of course they are not [reasonable].”

58. Establishing a Response Ratio for Iranian and Proxy Attacks

- Enhancing deterrence and protecting Americans in Iraq and Syria requires a more formalized system for rationing out retaliatory strikes at the proper intensity, time, and place. When U.S. airstrikes targeted Kataib Hezbollah militia personnel and senior Iranian military figures on December 29 and January 3, they were releasing long-pent-up retaliation for a range of provocations by Iraqi militias. Yet while these powerful blows may have injected some caution into enemy calculations, such deterrence is likely to be a wasting asset. The most proximal trigger for the strikes—the killing of an American civilian contractor during Kataib Hezbollah’s December 27 rocket attack on the K-1 base in Kirkuk—was just one in a series of increasingly risky militia operations against U.S. facilities. Only good fortune has prevented more Americans from dying in attacks conducted since then, including January 8 (when Iranian ballistic missiles struck the U.S. portion of al-Asad Air Base, causing more than a hundred nonlethal traumatic brain injuries), January 26 (mortar strike on the dining hall at the U.S. embassy in Baghdad), January 31 (rockets fired at the U.S. site at Qayyarah West), February 10 (explosive device thrown at a U.S. logistical convoy south of Baghdad), and February 13 (rocket attack on U.S. site at Kirkuk). The United States has seemingly communicated to Tehran that it will strike Iraqi militias and Iranian targets if any Americans are killed, but this redline has opened up a dangerous gray zone in which Iran and its proxies are emboldened to continue their nonlethal attacks. Besides the fact that such high-risk attacks are destined to result in more American deaths at some point, they will also produce many more injuries if permitted to continue, as seen in the January 8 strike. More broadly, they will limit U.S. freedom of movement in Iraq and Syria, undermining the point of being there in the first place. This situation is unacceptable—the United States needs a way to deter such behavior even when attacks fall short of killing Americans. When faced with similar challenges in past decades, the U.S. military established reckoning systems that matched the punishment to the crime, with useful levels of predictability, proportionality, and accountability.

- To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.

61. The Status of Erbil-Baghdad Relations

- In Iraq, politics is personal, and the politics of Baghdad-Erbil relations is no exception. Improvements and deteriorations in this relationship have largely been dictated by interpersonal dynamics, such as the rapport and mutual confidence between leaders. In May 2020, the Kurdistan Region’s major political parties played an unusually decisive role in having Mustafa Al-Kadhimi selected as the Prime Minister (PM) of Iraq. The Kurdistan Democratic Party and Patriotic Union of Kurdistan declared their support for his designation before he was officially nominated by the Iraqi President, Barham Salih. The Kurdistan Regional Government (KRG) leaders knew Al-Kadhimi personally and had enjoyed good working relations with him when he was the chief of intelligence. Importantly, they believed that demonstrating early support was a worthwhile investment that could help to extend the period of tension-free engagement between Erbil and Baghdad, similar to what they experienced with Al-Kadhimi’s predecessor, Adil Abdul Mahdi. After a period of frozen relations that followed the Kurdish referendum for independence in September 2017, Erbil-Baghdad relations regained a degree of normality in the run up to the 2018 elections and were further bolstered by the appointment of Adil Abdul Mahdi, a personal friend and close associate of many KRG leaders. In 2019, Baghdad agreed to send Erbil 12.67% of the federal budget; in return, the KRG agreed to offer Baghdad 250,000 barrels of exported oil per day. For various reasons, the KRG never delivered the oil or its revenue, and the Shia political parties exerted unbearable pressure on the PM to cut the KRG from the national budget altogether. Nevertheless, Abdul Mahdi’s government continued to send the Kurdistan Region its share of the budget. Negotiations continued, and both sides eventually reached a comprehensive agreement to resolve the revenue issues from the KRG’s oil sales and border crossing customs. These negotiations, as well as the implementation of previous agreements, were suspended upon the resignation of Abdul Mahdi’s government at the end of November 2019. Nevertheless, budgetary payments to the KRG, minus the calculated revenue from the agreed KRG oil exports, continued until April 2020 (total IQD 454b, c. $278m). Unexpectedly though, in the final few weeks of his premiership, Abdul Mahdi ordered the finance ministryto halt the delivery of the KRG’s public-sector salary payments.

- Hundreds of EU citizens who joined ISIS abroad are in detention in northern Syria, a territory whose future is deeply uncertain. EU governments remain extremely reluctant to bring these detainees back home and have instead sought to have them tried in the region. Sending suspects to Iraqi courts or an international tribunal also appear to be non-starters given the risk of unfair trials and questionable legal footing available. Returning European ISIS supporters to Europe is the best way to ensure they remain under control and can be prosecuted, interrogated, and helped with re-engagement as necessary. Repatriation would also help the plight of European children in detention camps, who are now at risk of illness and further radicalisation.

- Despite the damage wrought by the U.S. withdrawal from Syria, the main drivers of Islamic State resurgence in Iraq can still be restrained by local U.S. engagement, which is now even more vital than before. The gross uncertainty surrounding the future of counterterrorism operations in northeast Syria is raising understandable fears of an Islamic State comeback in Iraq. After all, the IS resurgence of 2011-2014 was partially driven by the chaotic war conditions in Syria, and suppressing the group there will be extremely challenging in the coming months amid U.S. withdrawal and Turkish invasion. Another resurgence in Iraq is hardly inevitable, however—the country is subject to different internal drivers, and the United States is still well-positioned to lead international support of Baghdad’s counterterrorism efforts. Yet Washington will need to stay engaged and urgently address new problems if it hopes to prevent another disastrous insurgency.

- Recent U.S. decisions have seemingly ignored the degree to which the group is continuing its insurgent attacks and reorganizing its supporters inside increasingly vulnerable detention facilities. In contrast to President Trump’s statements over the past half-year, the Islamic State has yet to be defeated outright. True, the group is nowhere near as capable as it was in 2015, but it is steadily rebuilding its capacities and attempting to break thousands of its supporters out of detainment. The vacuum created by the U.S. withdrawal and Turkish invasion will create more space for those efforts, while compounding the original problem of states being unwilling to deal with their citizens who joined IS and remain in Syria. To avoid becoming known as the administration that allowed IS to reemerge and, perhaps, conduct mass-casualty attacks in Europe or elsewhere, President Trump and his cabinet should take urgent action to salvage and mobilize their surviving ties with Washington’s longtime partner against IS, the Syrian Democratic Forces (SDF).

- Even as Baghdad works to rein in militias that invite outside attacks, Washington needs to be patient with the country’s contradictions in the near term and give space for it to exert sovereignty in the long term. As President Trump met with Iraqi president Barham Salih today on the sidelines of the UN General Assembly, they were no doubt buoyed by their governments’ mutual conclusion that the recent attack on Saudi oil facilities in Abqaiq did not originate from Iraq. Initial concerns about that possibility were well founded—a previous attack on a major Saudi pipeline was carried out from Iraqi territory this May, and multiple Iraqi militia facilities have been struck since June, reportedly by Israel. Each of these developments was linked to Shia “special groups” with known ties to Iran. On July 1, Iraqi prime minister Adil Abdulmahdi ordered these and other militias to fold themselves under state authority, but so far he has been unable to impose order on them. The government has also failed to prevent them from threatening neighboring countries at Iran’s presumed behest—an especially dangerous lapse given that Iraqi authorities cannot protect the territory these militias hold from external retaliation. To keep other countries from turning Iraq into a proxy battleground, Baghdad needs to rein in the unruliest militias. This is a tall order because Tehran has spent fifteen years building them into a parallel force of its own. Given the willingness these “special groups” have shown when asked to attack U.S. troops, fight on the Assad regime’s behalf in Syria, or secure other Iranian interests, they risk implicating Iraq in Tehran’s regional confrontations with the United States, Saudi Arabia, and/or Israel.

- The U.S. withdrawal of troops from northeast Syria has placed Kurdish fighters in a near-impossible situation, while alarming Kurdish communities in other countries, but Washington can still take steps to mitigate the damage. On October 21, footage of Kurdish civilians heckling withdrawing U.S. troops in both Iraq and Syria offered a rare and disturbing sight. This scene was facilitated by President Trump’s October 6 decision to unilaterally withdraw U.S. forces from Syria, in effect paving the way for the Turkish military to cross the Syrian border three days later and attack the Kurdish-led Syrian Democratic Forces (SDF). Thereafter, a safe haven quickly became a war zone. According to the UN Office for the Coordination of Humanitarian Affairs, 180,000 people have now been forced from their homes. James Jeffrey, the U.S. administration’s envoy to Syria, told Congress on October 22 that the fighting has resulted in hundreds of SDF deaths, a likely war crime by a pro-Turkish militia, and the escape from prison of more than a hundred Islamic State (IS) fighters. The U.S. action has unsurprisingly left the Syrian Kurds feeling abandoned and exposed against the militarily superior Turkish army and its Arab militias. On a deeper level, America appears to have entirely lost Kurdish sympathy and trust, while at the same time failing to either deter or appease Turkey. Rather than ameliorate matters, President Trump has poured salt on the wound. He responded to backlash against his policy by claiming the Kurds were “no angels” and that they had failed to contribute to the Allied cause in World War II, while characterizing their Syrian military campaign as a fight over “long-bloodstained sand.”

- With the liberation of Mosul from so-called Islamic State (IS) in November 2017, Iraq entered – once again – a post-conflict period. In his Policy Brief Tobias von Lossow analyses how shrinking water quantities and acutely declining water quality pose tremendous challenges in the process of rebuilding the country: Dam building in Turkey and Iran has contributed to a remarkably reduced water inflow of the Euphrates and Tigris; Iraqi water installations had been in very poor condition before IS used water as a weapon and further damaged infrastructure; Tigris River’s waterflow upstream of Baghdad requires careful coordination between the Kurdistan Regional Government (KRG) and central government; extremely salinised water resources and environmental degradation in the Marshes risk the extinction of agricultural activities and livelihoods in that area. To address these challenges, technical measures will be important, and necessary – for instance, investment in water infrastructure. But that will not be nearly enough, as the water issue has the potential to accelerate re-emerging social divisions and political fragmentation and thus undermine Iraq’s stability and security. The political implications of water policies must be carefully taken into account in Iraq’s postconflict process and should complement technical efforts in this crucial sector. The basin-wide protection of the supply infrastructure could serve as a technical as well as a political entry point for water cooperation in the region.

- It has become clear since Iraq’s May 2018 elections that many of the armed groups that make up the country’s Al-Hashd al-Sha’abi (aka Popular Mobilization Forces) intend to fully integrate into the Iraqi Security Forces and/or disband at some point now that the fight against the Islamic State (IS) has reached a much lower level of intensity. Several groups are less likely to do so, however, including those linked with Iran. Although all 50+ Hashd groups have been brought under the legal purview of the Iraqi state, in practice a number continue to operate autonomously. The fragmented nature of both the Iraqi state’s coercive capabilities and the country’s political landscape will make it difficult, in the short term, to compel reluctant groups to integrate into state security forces or disband. Pushing for enforcement of such compliance risks violence and is best avoided. At the same time, using a broad set of indicators to monitor Hashd-related events and incidents based on open, online sources, this policy brief provides substantial evidence that some Hashd groups are using their autonomy to strengthen their power base in ways that will complicate achieving greater integration in the future. Our research suggests that policy makers in Baghdad and Western capitals should support four initiatives that can help limit this risk without triggering large-scale violence: Gradually establish a direct, incentive-based relationship between Hashd fighters and the state to shift the loyalties of fighters over time. Tighten local command, control and coordination mechanisms of all state security actors to compartmentalise the way in which Hashd groups operate, especially locally. Ensure that (international) reconstruction funds have strong in-built safeguards and standards that reduce corruption and do not contribute to the growing penetration of the Iraqi economy by armed actors, e.g. by contracting them. Address the root causes of the emergence of IS to remove the rationale for some Hashd groups to retain arms (and to make Iraq safer).

- This paper reviews the importance of western Mosul to all parties in the conflict: the Iraqi forces and their allies, on the one hand, and the Islamic State’s forces, on the other, and the obstacles to any of these parties resolving the conflict. It also touches on the extent of their forces and the clear dominance of the offensive forces, and it discusses the military strategies for the battle and potential outcomes in addition to the available options for the Islamic State (IS). It anticipates an end to the fight in favour of the Iraqi forces within a few weeks if the battle and its results progress at a similar pace to that of its first week. This will depend on any unaccounted for variables during the battle that would change the equation on the ground. It concludes by discussing the available options for IS after the battle ends, with the expectation that IS will fight until the end; while its commanders will inevitability lose the battle, this will not eliminate threats to security and stability in Iraq in the foreseeable future.

- The ongoing battle to retake Iraq from the Islamic State, or IS, also known as ISIS or ISIL, is one of the most dynamic foreign policy challenges that the Trump administration confronts as it takes office. A fierce fight is underway to recapture Iraq’s second-largest city, Mosul, with American soldiers operating near the frontlines of a bewilderingly complicated battle space. Major questions remain regarding how Mosul will be stabilized and governed once the city is liberated, and how a still-fractured Iraq can approach the enduring challenge of national reconciliation. President Donald Trump has issued a new executive order requesting an anti-IS strategy in 30 days.1 But the new president has already undercut America’s position in Iraq through his words and deeds. He has repeated his campaign calls for the United States to take Iraq’s oil as spoils of war, including in front of a memorial to fallen Central Intelligence Agency, or CIA, officers.2 And his first major action related to Iraq—an executive order restricting Iraqis’ travel to America—insults the nation’s Iraqi partners who have been at the frontline of the fight against IS and weakens U.S. influence in Iraq.3 The Trump administration’s reckless rhetoric on Iran, including Trump’s accusation that Iran is “taking over more and more of Iraq,” undercuts the anti-IS campaign and undermines broader efforts to counter Iran’s malign regional influence.4 The 2003 Iraq war ended a U.S. policy of dual containment of Iran and Iraq, and the fallout from the Iraq war contributed to Iran’s rising influence across the region. More than a decade later, however, Iraqi nationalism remains strong, and the recent enhanced U.S.-Iraqi cooperation in countering IS has helped reaffirm Iraq as an independent actor not beholden to any other regional forces, including Iran. Trump’s saber-rattling against Iran risks making Iraq a battleground for the United States and Iran. It heightens the chances of conflict between U.S. troops and Iranian-backed Iraqi Shia militants—an outcome that would set back the campaign against IS and quickly wear out America’s welcome in Iraq. The time is now for President Trump to change course and set a more responsible path for U.S.-Iraqi relations. His team will confront policy decisions in its first 100 days that will have consequences for years to come. The good news is that the new administration inherits an anti-IS campaign with considerable momentum. President Barack Obama left behind a global coalition on the cusp of a major military victory in Mosul.5 With U.S. and coalition support, Iraqis have already liberated most of their country and are now degrading remaining IS sanctuaries.6 Trump’s challenge will be to correct his early missteps, see the last administration’s effort through to its conclusion, and chart a stable course for post-IS Iraq. To this end, the Trump administration should take the following six steps.

Authors of these works argue women have fallen victim to these male-dominated organizations and thus have lost control over their actions. However, certain groups of women in some jihadi organizations—for example, Islamic State (or IS), Jaish al-Fatah, and Jabhat Fateh al-Sham—enjoy a degree of agency within the scope of their duties. This policy brief examines the extent to which women in jihadi organizations have agency—that is, to which extent they are able to make independent decisions. Understanding the conditions under which women have agency, allows policymakers to recognize the diversity of roles and contributions of women within jihadi organizations and design appropriate policy responses.

- Despite the carnage wrought by ISIL around the world, the days appear numbered for its caliphate in Syria and Iraq. We are likely talking the shorter to medium term at most. ISIL faces intense military pressure on all fronts. It continues to lose territory and its leadership figures are being targeted and killed. Increasingly ISIL faces significant challenges in replenishing its losses due to efforts by Turkey and most nations internationally to block the flow of foreign fighters into the caliphate. As leadership figures are eliminated, internal factionalism will create serious stresses and vulnerabilities. The forces aligned against ISIL are powerful, despite conflicting agendas. Add to this reports of financial problems, including a strained ability to pay its militants, and the result is a picture of an entity on a downward trajectory. This in no way means that the caliphate or its extremist message will die easily or that we are nearing an end to the scourge of ISIL inspired terrorism – only that its ability to sustain itself territorially has limits. If one accepts the above assessment, now is the time to consider what this will mean. Now is the time for thinking and planning directed at dealing with the eventual collapse of a self-proclaimed state in which countless thousands have been radicalized, traumatized, received military and terrorists training, let alone the reality of child soldiers and intense psychological scarring caused by ISIL.

On February 20, Gilles de Kerchove, Jacob Bundsgaard, Doug Stone, and Matthew Levitt addressed a Policy Forum at The Washington Institute. Kerchove is the European Union Counterterrorism Coordinator. Bundsgaard is Lord Mayor of Aarhus, Denmark, and a prominent player in the city's widely known jihadist rehabilitation program. Stone, a retired Marine major general, oversaw all theatre interrogation and detention in Iraq during the post- 2006 surge; he now works for the UN and helped develop the Rome Memorandum, the seminal best-practices compendium for rehabilitation and reintegration of violent extremist offenders. Levitt is the Fromer-Wexler Fellow and director of the Stein Program on Counterterrorism and Intelligence at the Institute. The following is a rapporteur's summary of their remarks.

- The ISIL surge has inspired a new generation of jihadist terrorists. The large number of foreign volunteers in Syria may cause a global terrorism blowback when ISIL is defeated in Syria/Iraq. This underlines the need for common goals and policies regarding the foreign terrorist fighter phenomenon. The EU has not been able to take a decisive role regarding the Syrian conflict and foreign terrorist fighters, but it can still play an important role in coordinating the responses of the member states. The EU could take a role in establishing common guidelines for social media regarding extremist material and agitation for violence. Finding common ground with Turkey on information gathering and sharing would be essential in preventing the travel-for-terrorism cause. Countries bordering Syria and Iraq are in danger of ISIL spill-over effects in the form of potential affiliates and organizations emulating the rebel group. Egypt and Libya are also likely to become breeding grounds for such groups.

- Outside of its own borders, Iran now has significant proxy presence and influence in four countries encompassing 1.1 million square kilometers and 82 million people, in Yemen, Iraq, Syria, and Lebanon It has done this by leveraging tactical decisions made by other countries into its own strategic expansion; from Lebanon, Iraq, Syria, and now Yemen, Iran is taking advantage of the short-term actions of others in its long-term plan The complete collapse of the U.S.-aided Yemeni president and the associated counterterrorism and military support is just the latest example of measures intended to address immediate pressures, which ultimately benefit Iran-all while U.S. airstrikes support Iraqi and Iranian militias in Tikrit against the immediate threat of the Islamic State It's not that Iranian leaders are all-knowing, masterful chess players but rather that the Middle East has for decades been a battlefield of ad hoc stability measures by numerous countries that have enabled Iran to steadily project power, to the extreme concern of countries such as Saudi Arabia, which has now launched airstrikes in Yemen.

95. Defeating the Jihadists in Syria: Competition before Confrontation

- Since August 2014, the US-led air campaign against the Islamic State of Iraq and al-Sham (ISIS) has successfully inflicted casualties on ISIS and weakened its oil revenues. However, the same efforts have also accelerated the rise of the Nusra Front, an al-Qaeda affiliate, and the near-collapse of nationalist rebel forces. In "Defeating the Jihadists in Syria: Competition before Confrontation," Faysal Itani of the Atlantic Council's Rafik Hariri Center for the Middle East details the unintended consequences of the coalition air campaign and proposes a revised US strategy. He argues that the United States can effectively assist nationalist insurgents to defeat ISIS and the Nusra Front by enabling them to compete with and contain these groups before ultimately confronting them. Itani writes that the US-led campaign thus far and the train-and-equip initiative set to begin next month undermine and weaken nationalist rebel forces. He criticizes these efforts for failing to provide sufficient support to the rebel forces, while directing them to target ISIS instead of the regime. Meanwhile, the Nusra Front and other jihadist organizations have greater resources and have been effective in targeting the Assad regime. As such, nationalist rebel forces and local populations have increasingly aligned with the Nusra Front and even tolerate ISIS in order to protect themselves against regime violence, criminality, and chaos. Itani's proposed US strategy offers a practical and workable response to the rise of jihadists groups in Syria; this revised strategy seeks to support rebel forces to compete with the Nusra Front for popular support and to take control of the insurgency, contain ISIS, and build capacity for an eventual offensive against the jihadists. This approach will build on positive results in southern Syria by significantly increasing direct financial and material support and training for vetted nationalist groups that have already shown significant success. Simultaneously, in the north the campaign can provide sufficient material support to nationalist forces while expanding coalition air strikes to target ISIS's frontlines, allowing the nationalist insurgency to defend and govern territory. Only once nationalist insurgent forces have successfully competed with the Nusra Front and contained ISIS can they confront and ultimately defeat the jihadist groups in Syria.

- The 26th Arab League Summit, held in Sharm el-Sheikh, Egypt, came amidst a series of divisive crises in the Middle East and North African region: in Yemen, a Saudi Arabian-led coalition initiated a campaign of airstrikes to counter the advance of the Houthi rebellion; in Libya, a multiparty civil war continues between rival governments and Islamist-oriented groups; in Syria, the civil war enters its fifth year, prolonging the conflict and adding more parties; and in Iraq, the government leads an offensive against the Islamic State in Iraq and Syria (ISIS), to regain territory which was seized by the group in the Summer of 2014. - The Turkish parliament's vote to authorize the deployment of military forces in Syria and Iraq provided a legal and official framework for such action It may appear to be a positive step in degrading and destroying the putative Islamic State (IS), however, the parliament in its vote used the broader term "terrorist organizations," thus the landscape for Turkey, Syria-Iraq, and regional states and interests remains exceptionally complex Though there is nearly universal and implacable opposition to IS among all actors in Syria and Iraq, Turkey's future role-depending on steps taken-could aggravate tensions not only with Arab Gulf states and Kurdish elements in Syria and Iraq, but Iran, Russia, and the Iraqi government Turkey's desire to create a buffer zone on the Syrian side of its common border remains one of the most sensitive issues Amid reports of increased IS pressure on Kobani, Kurdish PKK has insinuated Turkey will be to blame-not IS-for creating conditions for the refugee crisis, and threatens to resume opposition activity in Turkey. The Turkish parliament's vote Thursday to authorize use of its army and military facilities in the fight against the so-called Islamic State (IS) may appear at first look to be a positive step for the broader coalition. The measures-to be determined-are in addition to any financial, diplomatic, humanitarian, and support activities for the anti-IS coalition. However, parliament's vote did not entail Turkey's officially joining the coalition. After the recent deal-details yet to be revealed-to bring home over 40 hostages IS had taken from Turkey's consulate in Mosul, Iraq, in June 2014, pressure increased for Turkey to take military steps in the anti-IS fight. A factor increasing the possibility of military action is Turkish special operations forces' guarding the tomb of Suleyman Shah, a Turkish enclave in Syria reported to be increasingly surrounded by IS. Though there is almost universal animus toward IS in the region, there is also nearly uniform resistance to Turkey's perceived unilateral military involvement in Syria and Iraq, outside the framework of the anti-IS coalition. Turkey's next moves may cause more conflict than benefit in the anti-IS fight. Indeed, the political landscape for Turkey's moves at home and abroad remains extraordinarily complex.
