Abstract:
Despite facing global uncertainties, Indonesia has achieved macroeconomic stability, supported by strong responses in fiscal and monetary policy, as well as robust domestic supply chains. By using its natural resources and following the global trend of green industries, Indonesia aims to become a key player in the global renewable energy market. Sound infrastructure is one of the key requirements to attract high-profile investments, but Indonesia struggles with poor and unequal infrastructure. Cumbersome bureaucracy and restrictiveness towards services trade also hinder the nation from reaching its potential. Strengthening physical, human, and institutional infrastructure will help the country secure investments and boost trade.

Abstract:
The Indonesian digital economy is the largest and most attractive investment destination amongst the Association of Southeast Asian Nations (ASEAN) Member States (AMS). The sector has grown more than fourfold in the last 4 years and has supported other sectors. Amid the exponential growth, digital businesses are facing what is called a ‘tech winter’ in which start-ups are likely to experience slowdowns or even bankruptcy. In addition, although the digital transformation helps businesses improve productivity and drive economic growth, it has consequences for employment and wages, particularly for less skilled workers. While the potential of the digital economy must be continuously harnessed, some key initiatives need to be implemented to mitigate its negative effects.

Abstract:
The global economy is facing a perfect storm as a result of the coronavirus disease (COVID-19) pandemic, prolonged geopolitical tensions, soaring inflation, and tightening monetary policy. A darkening future has been projected and the worst is yet to come. Amid global uncertainty, governments have become less aggressive in their budget spending, while high inflation has led many central banks to tighten their monetary policy. Furthermore, the pandemic has left widespread scarring effects, such as unemployment, poverty, and inequality, particularly on vulnerable groups. Global challenges and lower economic growth of the major economies will also affect Indonesia’s economic conditions, as the country may experience slower growth as a spillover from its major trading partners. It is important for the world and Indonesia to address these challenges, particularly the scarring effects, through multilateral solidarity and better maintenance of prudent fiscal policy.

Abstract:
With the outbreak of the Covid-19 pandemic, supply chain resilience has emerged as a policy priority of the United States and its allies. The issue of supply chains has also raised the profile of emerging economies that offer possible alternatives to China as production platforms for multinational firms. This report surveys economic security policy developments in three major emerging economies: India, Vietnam, and Indonesia. It finds that all are attempting to take advantage of this new focus on supply chain resilience, while (to varying degrees) balancing the economic security risks posed by China’s rise. The United States and its allies have an opportunity to work with these emerging economies to shape their decisions about trade, investment, and technology policies in ways that promote mutual economic security and enhance international economic rules and norms.

6. Merger Review Regimes in the ASEAN Region and Case Analysis of Grab-Uber Merger

Abstract:
In 2018, the largest yet cross-border M&A deal between digital platforms in Southeast Asia was reached, namely the Grab-Uber M&A case. The local digital platform Grab consolidated the regional operations of San Francisco, California-based Uber, a development which had significant effects on competition and consumer welfares in the Southeast Asia digital market. The competition authorities in the region independently initiated their investigation and started to deliberate the merger case to determine the anti-competitive effects on their domestic market, and to decide whether this transaction should be restricted or approved. Even though the two merging and merged firms completed their transactions, each authority applied different logic and imposed different remedies in deciding the case. Authorities in some member states such as Singapore and the Philippines decided that the Grab-Uber merger was anti-competitive, while others such as Indonesia and Viet Nam considered the merger not anti-competitive. Upon this backdrop, this article reviews the competition policies and laws of four major ASEAN countries – Indonesia, Singapore, Viet Nam, and the Philippines – from institutional and legal perspectives, focusing on M&A review regimes. Then, we briefly introduce how these com-petition authorities decided on the Grab-Uber merger case, also analyzing the competition effects of the case on the ride-hailing market in the countries. Based on the analysis results, we propose overseas competition policies for Korea.

7. Developing Countries Can Help Restore the WTO's Dispute Settlement System

Abstract:
By refusing to fill vacancies in the World Trade Organization’s (WTO) Appellate Body—the top body that hears appeals and rules on trade disputes—the Trump administration has paralyzed the key component of the dispute settlement system. No nation or group of nations has more at stake in salvaging this system than the world’s big emerging-market economies: Brazil, China, India, Indonesia, Korea, Mexico, and Thailand, among others. These countries have actively and successfully used the dispute settlement system to defend their commercial interests abroad and resolve inevitable trade conflicts. The authors suggest that even though the developing countries did not create the Appellate Body crisis, they may hold a key to unlock it. The Trump administration has also focused its ire on a longstanding WTO practice of giving these economies latitude to seek “special and differential treatment” in trade negotiations because of their developing-country status. The largest developing economies, which have a significant stake in preserving a two-step, rules-based mechanism for resolving trade disputes, could play a role in driving a potential bargain to save the appeals mechanism. They could unite to give up that special status in return for a US commitment to end its boycott of the nomination of Appellate Body members.

The fight against COVID-19 has been the greatest challenge the world has faced since the middle of last century. As countries have fought to control the disease, they have closed borders, quarantined their citizens, and shut down economies almost entirely. The ramifications will reverberate for years, if not decades, to come. In April 2020, the Lowy Institute published a digital feature in which twelve Institute experts examined the ways in which the COVID crisis would affect Australia, the region and the world. In this new feature, Lowy Institute experts provide policy recommendations for Australia to address issues that are critical to our nation’s — and the world’s — successful emergence from the pandemic. Countries have turned inwards in an attempt to fend off the threat of an infection that is oblivious to borders. Some have seen globalisation as the cause of the crisis, and have focused on solving problems without recourse to the international institutions of global security and prosperity, including the United Nations, the World Health Organization, and the G20. Yet global problems require international solutions. As the world emerges from the crisis, cooperation between nations will be more important than ever. Nation states cannot revive their economies purely through national solutions. They cannot address global threats, including the possibility of further pandemics, alone. Australia’s achievements in managing the COVID crisis have been exemplary. It has handled the health and economic emergency with great competence. But this is just the beginning of our crisis recovery. The challenges in our region, and the global problems that existed before COVID, have only been exacerbated by the pandemic. Australia has already done much to address the domestic economic and health issues from the COVID crisis. But to shape a prosperous and secure future, it will also need to work in cooperation with other nations, large and small, allies and partners, on a much broader array of international issues ranging from the economic disruption across the region, pressure from China on trade, and development challenges in the Pacific, to increasingly competitive relations between the United States and China, the weakening of the World Health Organization, and the declining utility of the G20.

The principal economic problem facing Indonesia amid COVID-19 is financing the budget deficit needed to respond to a once-in-a-lifetime shock. In a world of self-help, Indonesia has been right to turn to Bank Indonesia, which could establish a clear policy of yield curve stabilisation as a basis for providing a readily scalable amount of deficit financing. Key bilateral partners, such as Australia, could complement this by providing a large standby loan facility to help reduce some of the inherent risks of Indonesia relying on its central bank.

Jakarta’s domestic politics make normalization unlikely despite years of positive signals, but the United States should nevertheless urge it to consider incremental, mutually beneficial steps toward rapprochement with Jerusalem. On October 29, Secretary of State Mike Pompeo will briefly visit Jakarta for discussions with Indonesian president Joko Widodo—popularly known as Jokowi—and Foreign Minister Retno Marsudi. Topping Pompeo’s agenda will undoubtedly be the U.S. effort to organize Asian allies around resisting China’s increasing assertiveness in and beyond the region. But Jakarta is also relevant to another Trump administration foreign policy priority, one that has taken on an increasingly high profile in the run-up to the U.S. election—normalization with Israel. Indonesia is one of thirty countries worldwide that do not recognize the state of Israel, and one of three in Southeast Asia. But unlike Malaysia, whose leaders have espoused virulent anti-Semitism, and tiny Brunei, Indonesia has a history of positive (albeit inconsistent) signals toward Israel, raising hopes that movement toward normalization may be possible even if it is not imminent.

Abstract:
Despite Indonesia’s reputation for a traditionally moderate brand of Islam, religious conservativism is gaining considerable political traction in the lead up to this April’s presidential election. During the campaign for the 2017 Jakarta Gubernatorial elections, thousands of Muslims gathered in massive demonstrations against Ahok, the initial frontrunner and a candidate from a minority ethnicity and religion, accusing him of blasphemy. Many observers have looked at the unprecedented size of the anti-Ahok rallies and their electoral context as a watershed in the evolution of Indonesian Islam. This article analyses the seismic shift in Indonesian Islam that has occurred, with moderate Islam in steep decline while conservative Islam is on the rise. It argues that radical Islam and violent extremism in Indonesia are only the tip of the iceberg—a resurgence of conservative Islamic ideology and large-scale Islamisation of Indonesian society has occurred over the nearly two-decade old Reform Era.

As the United Kingdom considers post-Brexit trade opportunities outside the European Union, this briefing looks at the potential for greater cooperation with Indonesia. It finds that there are some sectoral and trade and investment opportunities between the two countries. Developing a long-term strategy that signals commitment is key to participation in Indonesia’s promising growth trajectory. The UK can mitigate its reduced bargaining power outside the EU by providing targeted, practical trade facilitation measures in exchange for increased investment opportunities. Becoming an agile and dynamic economic partner in comparison with the EU’s bureaucratic approach chimes well with the small business background of Indonesia’s President Widodo.

13. The Case for Publishing Indonesian Mining Agreements

The disclosure of contracts and licenses in the extractive industries is a rapidly growing global norm. There are now over 44 countries that have disclosed at least some extractive industry contracts or licenses, and the new EITI Standard makes it a requirement for all implementing countries to publish contracts and licenses that are granted, entered into or amended after 1 January 2021. This reflects a growing recognition among governments, the private sector and civil society organizations that disclosure of these documents helps to improve governance of natural resources and contributes to a more stable investment climate. In Indonesia, long-standing advocacy by civil society has resulted in notable advances. In 2011, a decision by the Central Information Commission declared that mining contracts are open documents and a 2016 decision by the Supreme Court declared that IUP licenses are also open documents. Together with a new EITI requirement for the publication of contracts and licenses, these decisions provide the groundwork for the government of Indonesia to develop disclosure practices that will position the country at the forefront of a global trend. This brief explains why Indonesia should proactively publish these important documents, gives an overview of the documents that it should make public, and suggests a path for making publication a reality.

Since President Donald Trump took office, East Asia has rapidly emerged as one of both his and his foreign policy advisers’ key geographic focuses. To date, most of Trump’s attention has been on Northeast Asia—particularly China and North Korea. By contrast, the White House has offered little in the way of a policy vision for Southeast Asia, where engagement so far has largely focused on gaining Southeast Asian support for policy regarding North Korea’s nuclear program. Yet even with Washington on autopilot with the region, U.S. ties with some Southeast Asian states are already changing. Specifically, the Islamophobic rhetoric and policies of Trump’s campaign and the early days of his administration have already caused significant damage to perceptions of the United States and its government among the region’s more than 230 million Muslims, the vast majority of whom live in its two Muslim-majority nations—Indonesia and Malaysia.1 In April, the authors visited Jakarta, Indonesia, and Kuala Lumpur, Malaysia, and met with leading political analysts, public opinion experts, businesspeople, and government officials to get on-the-ground insight into how the general public and elites in Indonesia and Malaysia view the Trump administration and what those views might mean for U.S. bilateral relations. While it is too early for substantial polling data to be available, it is clear that opinions of the United States are declining among the general public in both countries.2 However, based on the authors’ conversations with officials and leading nongovernment analysts, it also appears that U.S.-Indonesian and U.S.-Malaysian government to government relations are unlikely to deteriorate significantly in the immediate future. But the reasons why bilateral relations are likely to remain stable may also damage U.S. interests in the long run.

Still a long way to go - Energy security and green growth in Indonesia This policy brief addresses the opportunities and impediments of green growth and energy security in Indonesia. Over the past 20 years, Indonesia has witnessed substantial economic growth along with a process of democratisation and decentralisation. This has resulted in a rapidly rising energy demand, which is expected to triple by 2030. Responses so far have mostly focussed on tapping into the nation’s large fossil fuel reserves while also increasing energy imports. There are opportunities for Indonesia to couple energy security with green growth objectives. For instance by exploiting its enormous geothermal energy potential and by coupling financial and efficiency gains to green growth implementation. However, as this policy brief outlines, major challenges need to be overcome if Indonesia is to embark on a green growth trajectory. This policy brief is part of a two-year research project on energy security and green growth in middle income countries by means of political economy analysis. The majority of Indonesia's political prisoners are Papuans, and support for independence is widespread. But military repression and indigenous resistance are only one part of a complex topography of insecurity in Papua: vigilantism, clan conflict, and other forms of horizontal violence produce more casualties than the vertical conflict that is often the exclusive focus of international accounts of contemporary Papua. Similarly, Papua's coerced incorporation into Indonesia in 1969 is not unique; it mirrors a pattern of long-term annexation found in other remote and highland areas of South and Southeast Asia. What distinguishes Papua is the near-total absence of the state in indigenous areas. This is the consequence of a morass of policy dysfunction over time that compounds the insecurity that ordinary Papuans face. The author illuminates the diverse and local sources of insecurity that indicate too little state as opposed to too much, challenges common perceptions of insecurity in Papua, and offers a prescription of policy initiatives. These include the reform of a violent and unaccountable security sector as a part of a broader reconciliation process and the urgent need for a comprehensive indigenous-centered development policy.

In the last two decades, populists around the world have celebrated a renaissance. As the role of political parties declines, and globalization creates socioeconomic uncertainties that unsettle anxious electorates, anti-establishment figures or movements have found it easy to attract support. Whether Hugo Chavez in Venezuela, Thaksin Shinawatra in Thailand, Narendra Modi in India, or Alexis Tsipras in Greece, populists have been able to mobilize voters by attacking a supposedly collective enemy (mostly, domestic or foreign forces accused of exploiting the country's economic resources) and by appealing to the poor as their main constituency. In some cases, populists have been so successful at the ballot box that established political forces resorted to violence to try removing them—as evidenced by the failed coup against Chavez in 2002, and the military overthrows of Thaksin in 2006 and of his sister, Yingluck, in 2014.
