As interest has grown at the global level around preventing violence against girls and boys, a diverse range of actors from international and non-governmental organizations, government and philanthropy have increasingly supported efforts to build knowledge about the problem and effective interventions and translate that evidence into action. Many within this growing community of “knowledge brokers” have partnerships and collaborate on joint efforts, but there remains significant room for improved coordination and collective action.

Abstract:
Among the many challenges in the fight against terrorism today is the issue of terrorists within prisons. Cross-pollination of terrorist and criminal networks and, in particular, the radicalization and recruitment of ordinary criminal offenders present significant and growing threats to security. What can countries do to manage and reduce these threats?
To discuss these issues and exchange best practices, the Marshall Center hosted a Global Counter-Terrorism Alumni Community of Interest (COI) workshop from 29-31 August, 2017. Six alumni from the Americas, Europe, Asia, and the Middle East, as well as French and U.S. subject matter experts, shared their countries’ national experiences. This served as a catalyst for discussion among sixty-five counter-terrorism (CT) professionals from forty-six countries. The following recommendations are the product of these discussions.
1. Include prisons in national CT strategies and develop an action plan to counter radicalization in prisons. COI participants identified insufficient political will and attention to the issue of prison radicalization as a key challenge. Inclusion of prisons within national CT strategies may help to focus attention on the issue while clarifying the roles and responsibilities of relevant agencies. It is also essential to develop research-based action plans for the management of terrorist offenders in prison in order to reduce the level of risk and prevent further radicalization.

As the idea that women can and should play pivotal roles in preventing and countering violent extremism (P/CVE) gains greater traction, decision makers and scholars must keep striving toward a more nuanced understanding of the historical, cultural, and gendered contexts that enable extremist movements and organizations to grow.

Development assistance to fragile states and conflict-affected areas is a core component of peacebuilding. It includes support for the restoration of core government functions, delivery of basic services, the rule of law, and economic revitalization. Yet, while aid has been among the largest financial inflows to fragile states in recent years, its impact has been mixed. Better understanding of what works and why thus remains a core challenge for development researchers and practitioners.

Development aid by itself cannot ‘save the planet’. Yet, development aid and institutions have the potential to remain important catalytic actors in achieving developmental and global environmental objectives. Developing countries must be crucial players in successful climate change mitigation as they are responsible for 88% of the growth in greenhouse gas (GHG) emissions since 1970. However, the current aid architecture — which was designed in the 1970s when environmental issues were a distant concern — is not well suited to support environmental challenges that extend beyond low-income countries.

Big business is able to take advantage of loopholes in global tax laws and avoid tax on a massive scale. This deprives governments around the world of the money they need to tackle poverty and inequality. It means there is less for them to invest in healthcare, education and jobs. This report examines the failings of the global tax system that facilitate mass tax avoidance. It looks at one example of a multinational company (MNC) that Oxfam thinks is not paying its fair share. It calls on governments and business to implement the reforms that are needed to stop MNCs from avoiding paying their fair share of tax in the future.

Oxfam is committed to mainstreaming women’s rights and to transforming unequal gender and power relations. For its programmes, this means that it needs to track its contributions to these changes.
This paper aims to share reflections on how to apply feminist principles to monitoring, evaluation, accountability and learning (MEAL) practice. It includes case studies of Oxfam’s experience of applying these principles to its programmes.

Hidden in the food we buy every day, from chocolate to ice cream, are commodities like palm oil and soy that are driving deforestation across the world. From Indonesia to the Peruvian Amazon, vast areas of carbon-rich forest are being cleared to produce these agricultural commodities, contributing to climate change and social conflict.
Several food and beverage companies have made commitments over the last few years to tackle deforestation in their supply chains. This paper analyses how the world’s ten biggest food and beverage companies – which were challenged to improve their environmental and social policies as part of Oxfam’s Behind the Brands campaign – are implementing their commitments to eliminate deforestation from their supply chains. It argues that while this is a significant step forward, these companies must now implement their promises. They must translate policies into practice and strengthen their efforts to protect the rights and livelihoods of the communities and indigenous peoples on the frontlines of defending the world’s forests to achieve real change.

On 14 September 14 2016, the UN Secretary-General’s High-Level Panel on Access to Medicines publicly released its final report entitled ‘Promoting innovation and access to health technologies’.
One year after the release of the landmark report and building upon Oxfam’s September 2016 assessment, this paper provides an update on where the HLP report and its recommendations stand. It assesses the level of implementation by countries and institutions – especially the UN and the World Health Organization – and recommends ways to use the report to improve both innovation and access to medicines.

In recent years, the International Monetary Fund has become a global leader in highlighting the inequality crisis; consistently identifying it as a major threat to human progress and prosperity. This is a significant shift from its previously held position that rising inequality was a necessary trade-off for achieving greater economic growth.
What is the IMF doing in practice to operationalize its agenda for tackling inequality? The IMF’s main initiative has been a series of pilots that integrate inequality analysis into its economic surveillance of countries. This paper outlines Oxfam’s evaluation of these pilots and finds that they are not promoting policies that reduce inequality. It gives recommendations for the IMF to systematically incorporate the fight against inequality into its research and its actions on the ground
