The Tigray Region is the northernmost part of Ethiopia, bordering Sudan to the west and Eritrea to the north. Struggles over national political power have been occurring in Ethiopia since 1960, when a group of government and military leaders attempted a coup against Emperor Haile Selassie. Though initially successful, this political takeover failed after a month, and the emperor remained in power until 1974, when, in the Ethiopian Revolution, he was usurped by the Derg, a military junta. After the revolution, Ethiopia experienced a devastating civil war between the Derg and anti-government rebels, which concluded in 1991 when a coalition of rebel groups, the Ethiopian People's Revolutionary Democratic Front (EPRDF) overthrew the junta, establishing a federal democracy. The EPRDF had four members: the Tigray People's Liberation Front (TPLF), which always led the coalition, along with the Amhara Democratic Party (ADP), Oromo Democratic Party (ODP) and the Southern Ethiopian People's Democratic Movement (SEPDM). From 1991 onwards, the EPRDF ruled Ethiopia for 17 years, during which time the Tigray People's Liberation Front (TPLF) had leadership over policy design. After widespread protests in 2018 which resulted in the sudden resignation of Prime Minister Hailemariam Desalegn and a shifting of the EPRDF coalition in 2019, the TPLF lost their control over national politics, though they did remain in power in the Tigray Region. Ethiopia's new Prime Minister, Abiy Ahmed, who first gained political power by coming up through EPRDF ranks, formed a new political party, the Prosperity Party, that took government from 2019 onwards.

Throughout history, demographic, economic, political, religious, and environmental developments have resulted in Ethiopian mobility, mainly within the country or neighbouring region, but also further afield. Although Ethiopia’s current migration rate is only about half of the sub-Saharan average of 2%, the combined effects of poverty, population growth, conflict, and climate change have led to a recent growth in international migration. Women make up half of these flows. Proximity to the Middle East has facilitated women’s migration for domestic work while simultaneously raised concern over human trafficking violations. International Human Rights and anti-trafficking organisations predict that the negative effects of climate change will increase the vulnerability to trafficking in persons, forced labour, sexual exploitation, and debt bondage. This policy brief draws on research carried out under the auspices of the collaborative ‘Governing Climate Migration’ (GCM) research programme to further explore how climate change, migration and human trafficking may interlink. It questions routine applications of the human trafficking label to irregular Ethiopian migrant domestic workers and suggests replacing it with a migration-trafficking continuum approach that takes life before, during and after migration into account.

The Gambella region of western Ethiopia hosts over 300,000 South Sudanese refugees in seven camps. The refugee response is dominated by UN agencies and international NGOs and staffed mostly by Ethiopians from outside of Gambella, creating a gap between humanitarian actors and the people they seek to assist. In order to realize commitments to localization and refugee participation made in the Charter for Change, the Grand Bargain and the Global Compact for Refugees, it is critical for refugees and local populations to be more involved in shaping and leading the delivery of aid. This could be achieved through increasing the role played by Gambella-based NGOs, engaging with faith-based actors, facilitating diaspora initiatives and supporting the development of refugee-led organizations.

Over the past nine months, Ethiopia has been reeling under a civil war that broke out between the federal government and the Tigray People's Liberation Front (TPLF). The conflict, however, saw two important developments, with the first being that the war has spilled over the region’s border into Amhara and Afar. The second development is that Addis Ababa refused to allow corridors via Sudan for humanitarian aid bound for Tigray Region. Addis Ababa took this stand despite the United Nation’s warning that 400,000 people are left on the verge of famine in the beleaguered region and that 90 per cent of the population need lifesaving food aid.

This policy brief provides an examination of China’s rise in relation to its African partners. It takes into account geopolitical concerns, but homes in on China’s Belt and Road Initiative, its means of expanding into Africa. It examines the role of the Digital Silk Road in the use of Chinese artificial intelligence and technology transfers on surveillance and the risks of repression. The brief aims to move beyond the politicised narratives surrounding Chinese involvement in Africa by testing them against practical initiatives on the ground. It examines Ethiopia, particularly its burgeoning tech hub known as the ‘Sheba Valley’, in order to understand China’s role in development in African countries. Ethiopia is a critical case because of: the country’s strong relations with China, leading Ethiopia to model its developmental state model on the Chinese one and incentivising civil servants to learn from the Chinese experience; Ethiopia’s attempt to develop its relatively advanced ICT hub (the Sheba Valley) in collaboration with China’s Shenzhen-based ICT hub; Ethiopia’s historically heavy surveillance and repressive practices, in part modelled on China’s practice of prioritising development over democratic reform.

The Nile River bears considerably on inter-state relations among the countries through which it flows; with struggles over control of its waters driving the political undercurrents of the region. Ethiopia and Sudan exemplify such relations, shaped as much by the ebb and flow of the Nile as the rise and fall of the regimes that have governed them. This Briefing Paper by the Small Arms Survey’s Human Security Baseline Assessment for Sudan and South Sudan (HSBA) project analyzes this relationship and its place in a politically dynamic and evolving region. Conflict and Cooperation: Transitions in Modern Ethiopian–Sudanese Relations finds that the cold war both shaped and was itself shaped by the conflicts within and between the two countries. Following the end of the cold war, relations considerably improved under President Omar al-Bashir in Sudan and Prime Minister Meles Zenawi in Ethiopia. However, the recent emergence of new governments in both countries does not guarantee a cordial relationship in the future as on-going political reforms, internal threats, and external influences from powerful states weigh heavily on both countries.

Following the 2018 peace agreement between Ethiopia and Eritrea more than 60,000 Eritrean refugees arrived in Ethiopia. Thousands continue to arrive every month. They live under harsh conditions that call for humanitarian action. KEY TAKEAWAYS: Vulnerable Eritrean refugees in Ethiopia, women, elderly, disabled, and children need urgent humanitarian assistance, including shelters, food, water, sanitation, energy, and health care. Funds are needed for UNHCR, partner organizations, and ARRA to address continuous refugee arrivals in Ethiopia and the challenges posed by COVID-19. Donor countries should put pressure on Ethiopia to reintroduce prima facie recognition and allow access to protection, while resettlement quotas abroad should be increased. This policy brief explores the prospects of deploying federalism as an instrument of peacebuilding in the context of emerging political reforms in Ethiopia. The ap- pointment of Abiy Ahmed as prime minister in April 2018 by the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) marks a watershed moment in Ethiopia’s political history. The agenda of political reform adopted by EPRDF was largely due to two interrelated factors. First, the need to overcome the ap- parent fissures and constant power struggles within the party, especially since the death of Prime Minister Meles Zenawi in 2012. Second, as a response to the youth-led mass anti-government protests which started in 2015, primarily in the two most populous regions of the country, Oromia and Amhara. While the ongoing reforms are generating some optimism, there are also wor- risome developments in parts of the country. More than 1.4 million people have been displaced from their homes. The causes of their displacement are inter- ethnic tensions and identity-based communal conflicts over issues such as the ownership of natural resources linked to people’s livelihoods and the location of territorial borders. Those hit hardest by internal displacement are communities living in Gedeo and West Guji in southern Ethiopia and in the border areas of the Oromia and Somali regions. There are also tensions between the Amhara and Tigray regions over the identity of Wolqait and Raya communities.1 Similarly, the Sidama ethnic group’s demand for regional status in southern Ethiopia has cre- ated tension in the area. Moreover, there are reports of a breakdown of law and order in parts of the Amhara and Oromia regions.

17. Resetting Ethiopia: Will the state heal or fail?

While democratic reforms should in principle promote peace and stability, to what extent can they also exacerbate political violence? Although the academic debate is controversial with regard to this question,1 Ethiopia provides a good test case to look at conflict prevention from the perspective of a country that recently experienced a peaceful transfer of power, followed by fast-paced reformism, and can as a result either stabilise or fall back into conflict. Since the appointment of Abiy Ahmed Ali as prime minister in April 2018, Ethiopia has undergone a profound transformation. These changes are the result of the peaceful stepping down of Prime Minister Hailemariam Desalegn in January 2018 in response to severe societal turmoil. In an attempt to mitigate conflict and avoid extreme fragility, the new leadership sought to accelerate its progress towards democratisation, expanded political freedoms, introduced market liberalisation and developed a new approach to foreign policy, which led, inter alia, to the peace deal between Ethiopia and Eritrea. These transformations, however, have not occurred without turbulence. Insecurity and ethnic tensions have been worsening, leading to an unprecedented crisis of internally displaced persons (IDPs). The new foreign policy course paved the way for trade opportunities, but also new border tensions. A coup launched by Brigadier General Asaminew Tsige on 22 June 2019 attempted to seize power in Amhara’s regional capital Bahir Dar. The attempt failed, but the coup resulted in the assassination of the Chief of Staff of the Ethiopian Defense Forces General Seare Mekonnen and revealed to the world the country’s precarious political situation. This Conflict Series Brief analyses the drivers and prospects of the ongoing democratic transition in Ethiopia. It argues that while the implementation of reforms launched by the current leadership has the potential to deliver progress on democracy and growth, the outcome of the transition depends on a set of factors (domestic, economic and external), which in turn delineate three possible avenues: spiralling instability and relapse into conflict, gradual stabilisation and democratisation, or a mix of democratisation and turmoil. The conclusion outlines the possible contribution of the international community to reinforce the resilience of the Ethiopian state and its capacity to heal by bridging gaps in the current government’s ambitious reform agenda.

In his first year in office, Ethiopian Prime Minister Dr. Abiy Ahmed has executed sweeping political changes; nevertheless, Ethiopia faces daunting challenges. One the most pressing challenges is the spike in violence between the country’s many ethnic groups. In September 2018, scores were killed in Addis Ababa in clashes between Oromos and non-Oromos. Fighting has occurred along the border of the Oromia and the Somali regional states; Tigrayans have been forced out of Amhara; Amharas have been expelled from Oromia and Benishangul; and violent conflicts between the Oromo and Gedeo ethnic groups displaced approximately 970,000 people in the western Guji and Gedeo zones. Recently, federal forces were deployed as a coup attempt was thwarted in the Amhara regional state and protests over an independence referendum in Sadama turned violent. Many other incidents of ethnic violence go unreported in international media. To raise awareness about this issue, the European Institute of Peace has partnered with Dr. Yonas Adaye Adeto of the Institute for Peace and Security Studies (IPSS) at Addis Ababa University. The policy paper investigates the causes and drivers of ethnic extremism, and argues that it presents a clear and present danger for the survival of Ethiopia as a nation. Dr. Yonas offers various recommendations to address extremism through comprehensive government action, which would ensure the success of the ongoing political reforms and address one of the most formidable challenges Ethiopia will face in the years to come.

In some cases, attempts are being made to use technology to make women’s access to services safer, reducing the risk of sexual harassment, a form of gender-based violence (GBV). On 5 June 2018, Ethiopia’s ruling coalition; Ethiopian People’s Revolutionary Democratic Front (EPRDF) under its new leader, Prime Minister Abiy Ahmed declared that it shall accept the terms of a peace agreement with neighbouring Eritrea. The announcement came as a shock both to the international community and analysts who follow politics in the Horn of Africa. Beneath the declaration were years of silent diplomatic undertakings which have been given relatively lesser attention as the charismatic nature of Ethiopia’s new Prime Minister has taken centre stage. This Brief shall emphasize the role of diplomacy in the build-up to the announcement as well as the unique nature of Prime Minister Ahmed; in doing so, it is intrinsic to capture the historical context of the border conflict, an alternative explanation to diplomacy as well as the rewards of the peace deal and its challenges (implications). The Brief concludes by making a case for diplomacy as it still remains a viable factor in terms of conflict resolution in Africa.

Egypt's President Abdel Fattah al-Sisi indicated in a televised broadcast on 16 January, 2018 that his country neither wants war with Sudan nor Ethiopia; Egypt was also not looking to meddle in the internal affairs of these two countries. These pronouncements came at the backdrop of what is proving to be a challenge for these three countries, the construction of the Grand Ethiopian Renaissance Dam (GERD), the largest hydro-electric dam project in Africa. The central theme of the Summit was a clarion call to strengthen African unity and fight against corruption and the eradication of poverty on the continent. President Paul Kagame of Rwanda was elected the new AU chairperson at the Summit, however, it is a significant development that transpired on the sidelines of the Summit among Egypt, Ethiopia and Sudan that this policy update seeks to address pursuant to an earlier published policy brief, The construction of the Grand Ethiopian Renaissance Dam (GERD) and geopolitical tension between Egypt and Ethiopia with Sudan in the mix.2 President Abdel Fattah al-Sisi of Egypt, Sudanese President Omar Hassan al-Bashir and Ethiopian Prime Minister Hailemariam Desalegn all signaled their resolve to avoid misunderstandings cognizance of Ethiopia’s construction of its dam, The Grand Ethiopian Renaissance Dam (GERD) during a sideline meeting at the Summit. A statement released by the Ethiopian Ministry of Foreign Affairs indicated that, “we (the three country heads) have agreed to work as one on matters among the three countries, particularly on the construction of the GERD” (Ethiopian Ministry of Foreign Affairs, 2018).

Ethiopia seeks to replicate the experience of East Asian countries such as Taiwan, Malaysia, or China and to attract foreign direct investment (FDI) in order to accelerate the development of its manufacturing capacities (in particular through an ambitious industrial Park – IP - development program and the acceptance of foreign-owned Special Economic Zones - SEZs). On the other hand, China looks to export its development model (including SEZs), to delocalize its most labor-intensive activities, and to promote connectivity between Asia and the African continent. In this context, the Chinese government identified SEZ projects in 19 countries – including one in Ethiopia (the so-called Eastern Industry Zone - EIZ), located in Dukem some 30 kilometers southeast of Addis Ababa. Today, China is by far the leading foreign direct investor in the country. In addition to the Chinese-owned EIZ in Dukem, Chinese investors are also present in privately-run SEZs that are not part of the Chinese Ministry of Commerce (MOFCOM) strategy, as well as in government-led IPs and outside SEZs or IPs. Lastly Chinese firms are also extremely active in all kinds of infrastructure development thanks to Chinese funds.

Oxfam analysis finds that governments and donors are failing to provide women farmers with relevant and adequate support for farming and adapting to climate change. Oxfam conducted research on government and donor investments in Ethiopia, Ghana, Nigeria, Pakistan, the Philippines and Tanzania. It found that funding in these countries is significantly lower than commitments that have been made, and there is little evidence of resources and technical assistance reaching women farmers. Resources are being diverted to priorities other than smallholder farmers, and for the most part governments lack the capacity to deliver funding to them. This paper presents the findings along with recommendations for governments.

The Intellectualist movement is one of the major Islamic reform movements in contemporary Ethiopia. Informal and decentralised in character, it has attracted young students, professionals and urban intellectuals. The movement was inspired to a great extent by the ideas of the Muslim Brotherhood, which were critically contextualised and applied to the Ethiopian context. This has entailed avoiding the more political aspects of Brotherhood thinking while emphasising the positive role of Islamic virtues in the formation of individual and societal piety. The Intellectualists have further been formative for Ethiopian Muslims' thinking about secularism, democracy and constitutional rule, and have played a significant role in mediating between various religious actors in Ethiopia, as well as negotiating the position of Islam in relation to the political authorities. Of particular importance is the way in which the movement has served as a moderating force in a rapidly changing and fluid political and religious landscape. This demonstrates the inherent complexity of the trend commonly labelled as Islamism, and points to the need for nuanced and localised approaches when trying to understand this trend.

Business researchers, executives and regulators may assume that state ownership in firms raises risk for private co-investors. After all, private investors are seeking profits while states are seeking welfare. Giving them both equity only confuses the aims of an investment project, complicates the job of investment project managers and raises the overall risk of investment project failure. But these assumptions do not fit the evidence as demonstrated by a well-known risk indicator observable in hundreds of investment projects located in dozens o f countries: in countries where initial investment terms are more vulnerable to renegotiation by host country governments, we found that "minority rules" apply w hereby a non-controlling, but still substantial equity investment by a host country government can play a risk-mitigating role.

The death of Prime Minister Meles Zenawi, who had not been seen in public for several months, was announced on 20 August 2012 by Ethiopian state television. The passing of the man who has been Ethiopia's epicentre for 21 years will have profound national and regional consequences. Meles engineered one-party rule in effect for the Tigray People's Liberation Front (TPLF) and his Tigrayan inner circle, with the complicity of other ethnic elites that were co-opted into the ruling alliance, the Ethiopian People's Revolutionary Democratic Front (EPRDF). The Front promised freedom, democracy and ethnic devolution but is highly centralised, tightly controls the economy and suppresses political, social, ethnic and religious liberties. In recent years, Meles had relied ever more on repression to quell growing dissent. His successor will lead a weaker regime that struggles to manage increasing unrest unless it truly implements ethnic federalism and institutes fundamental governance reform. The international community should seek to influence the transition actively because it has a major interest in the country's stability.

Meningitis epidemics are a major concern in the 25-country area from Senegal to Ethiopia known as the “meningitis belt.” A communicable disease, meningitis affects large portions of the population, causes high rates of death and disability, and worsens the plight of families and communities in a region marked by extreme poverty. MenAfriVac™ is the least expensive and longest lasting meningitis vaccine created to date, and is the best medicinal tool currently available to the global health community to combat this serious disease. Developed through a partnership between the Programme for Appropriate Technology in Health (PATH), an international non-governmental organization, and the World Health Organization (WHO), MenAfriVac™ targets the strain of bacterial meningitis responsible for the vast majority of outbreaks in the region. This vaccine is currently being widely distributed through Burkina Faso, Mali and Niger — and gradually expanding into other high-risk countries — and has the potential to save hundreds of thousands of lives if funding can be secured and appropriate strategies implemented.

In the past four years, rising world food prices and the global economic downturn increased the ranks of the world's food insecure1 from 848 million to 925 million by September 2010, reversing decades of slow yet steady progress in reducing hunger (WFP and FAO 2010). While the human costs have been considerable, the political consequences have been significant as well. Food prices sparked demonstrations and riots in 48 countries 2007–08. While prices receded in 2009, they reached historic highs in February 2011—and were once again implicated in political turmoil. High food and fuel prices were among the grievances motivating the demonstrations that led to the ouster of Tunisian President Zine El Abidine Ben Ali and Egyptian President Hosni Mubarak.

The international financial institutions dramatically increased their lending in 2008–09 to help developing countries cope with the global financial crisis and support economic recovery. Today, these organizations are seeking billions of dollars in new funding. The IMF, which only a few years ago was losing clients and shedding staff, expanded by $750 billion in 2009. The World Bank and the four regional development banks for Africa, Asia, Europe, and Latin America have asked to increase their capital base by 30 to 200 percent. A general capital increase (GCI) for these development banks is an unusual request. A simultaneous GCI request is a oncein- a-generation occurrence.

The Ethiopian invasion of Somalia in 2006, supported by the U.S, had the unintentional consequence of fueling splinter insurgent groups including Al-Shabab and Hizbul Islam. Currently Somalia faces a humanitarian crisis with 3.6 million people displaced. Countering the insurgency and alleviating the humanitarian crisis in Somalia demands a creative rethinking of international policy. While the 2008 Dijbouti Accord created a more inclusive Transitional Federal Government (TFG), the international community must weigh whether continued support for the TFG will bring real progress in governance or if it will strengthen popular support for the insurgency. If the international community sees support for the TFG as beneficial, they could consider policies including: Flooding Somalia with development aid and investing in civil society; Expanding the African Union (AU) peacekeeping mission to include representation from other Muslim countries; Finding creative solutions for inter-Somali governance and reconciliation. If the international community calculates that support for the TFG is not beneficial because it will only fuel the insurgency, they should consider a policy of "constructive disengagement," withdrawing support from the TFG and the AU peacekeeping mission, while simultaneously investing in local and regional development projects.

The risk that Ethiopia and Eritrea will resume their war in the next several weeks is very real. A military buildup along the common border over the past few months has reached alarming proportions. There will be no easy military solution if hostilities restart; more likely is a protracted conflict on Eritrean soil, progressive destabilisation of Ethiopia and a dramatic humanitarian crisis. To prevent this, the international community – in particular, the UN Security Council and the U.S., which is the single most influential outsider – must act immediately to give both sides the clearest possible message that no destabilising unilateral action will be tolerated. Once the immediate danger is past, efforts should be reinvigorated to ensure that the parties comply with their international law obligations, disengage on the ground and restore the Temporary Security Zone (TSZ) – in a longer time frame – to develop political and economic initiatives for resolving the fundamental problems between the old foes.

44. Somalia: The Tough Part Is Ahead

Somalia's Islamic Courts fell even more dramatically than they rose. In little more than a week in December 2006, Ethiopian and Somali Transitional Federal Government (TFG) forces killed hundreds of Islamist fighters and scattered the rest in a lightning offensive. On 27 December, the Council of Somali Islamic Courts in effect dissolved itself, surrendering political leadership to clan leaders. This was a major success for Ethiopia and the U.S. who feared emergence of a Taliban-style haven for al-Qaeda and other Islamist extremists, but it is too early to declare an end to Somalia's woes. There is now a political vacuum across much of southern Somalia, which the ineffectual TFG is unable to fill. Elements of the Courts, including Shabaab militants and their al- Qaeda associates, are largely intact and threaten guerrilla war. Peace requires the TFG to be reconstituted as a genuine government of national unity but the signs of its willingness are discouraging. Sustained international pressure is needed.

The stand-off between the TFG and its Ethiopian ally on the one hand, and the Islamic Courts, which now control Mogadishu, on the other, threatens to escalate into a wider conflict that would consume much of the south, destabilise peaceful territories like Somaliland and Puntland and possibly involve terrorist attacks in neighbouring countries unless urgent efforts are made by both sides and the international community to put together a government of national unity.

In May 1991 the capital of Eritrea, Asmara, fell to the liberation movement that had been fighting for the independence of the territory for the past thirty years. At the same time the Ethiopian capital, Addis Ababa, was captured by forces led by northern rebels from the province of Tigray. It seemed, for a moment, that the long and bloody wars that had racked the region might be at an end. The dual victories were the result of a close cooperation between the two movements that had led these struggles—the Eritrean People's Liberation Front (EPLF) and the Tigray People's Liberation Front (TPLF). Both had been determined to overcome authoritarian rule from Addis Ababa and had worked closely together to achieve this end. Two years later Eritrea achieved formal independence, recognized by the United Nations, by the Organization of African Unity and—most important of all—by the new rulers in Ethiopia. At the hour of victory relations between the two movements appeared genuinely warm and friendly. Yet just seven years later the divisions could hardly be deeper. Since May 1998 they have been in—or close to—open warfare. Their leaders, who were once close personal friends, are no longer on speaking terms. Tens of thousands of people have been deported or displaced and radio stations blare out vitriolic propaganda against one another. These are complex events that have been further obscured by the contradictory versions of the truth that both sides have advanced.
