The EU’s Eastern Partnership (EaP) lacks a security dimension and this is an urgent reform need. In particular, the EU should become the leading provider of civilian security support in the EaP countries, particularly Ukraine. But significant weaknesses in this policy field inhibit its capability to do so. Sweden’s long-term focus on the EaP, its experience in augmenting domestic cyber and hybrid resilience as well as in placing the civilian aspect at the heart of its national security, and it its leading contribution to the EU’s Common Security and Defense Policy (CSDP) missions put it in a unique position to be a champion of the security dimension of the EaP during its presidency of the Council of the EU. Sweden can do so by pushing for: a EU-NATO memorandum of understanding on the EaP; the provision of a rapid financing mechanism to assist EaP countries in nonmilitary defense; a more coordinated training, planning, and implementing process for CSDP missions between EU actors and the EaP countries; a more targeted approach towards EaP countries; and prioritization of deepening of cooperation with EaP countries in the domain of hybrid threats.

2. The Development Response to Kleptocracy and Strategic Corruption

Abstract:
Kleptocracies do not stop at their own borders. The same actors, networks, tactics, and resources that they wield to prevent democracy and rule of law from sprouting at home are also repurposed for foreign aggression. While cronies, oligarchs, and lesser operatives do get rich in the process, “strategic corruption” is chiefly a geopolitical weapon directed by autocratic regimes to secretly undermine the sovereignty of other countries. The three most common manifestations of strategic corruption vary on a spectrum of how directly and boldly they violate sovereignty and subvert democratic processes. Starting with the most indirect and chronic form of strategic corruption, Russia and China invest “corrosive capital” throughout Eastern Europe and the Belt and Road Initiative, respectively. They use corrupt patronage networks and opaque business dealings to spread their kleptocratic model of authoritarian governance. Those corrupt investments are usually also supported by tactics of “malign influence,” like when a minister or politician receives bribes or economic threats until they censor their political speech, advance a foreign policy initiative, or otherwise subordinate the legitimate sovereign interests entrusted to them by their own people in favor of the interests of a foreign power. Finally, the most direct and acute form of strategic corruption involves financial methods of election interference and other tactics of corrupting democratic processes. Often funded with the proceeds of kleptocracy, election interference through covert political financing has become the bailiwick of Kremlin-directed oligarchs. Separate from those three manifestations of strategic corruption—corrosive capital, malign influence, and election interference—China and Russia try to hide their dirty money and malign activities by pressuring foreign journalists into silence through surveillance, thuggery, and lawsuits. Western foreign assistance has not yet offered a coherent response to kleptocracy and strategic corruption, but that is starting to change under the Biden administration. Building resilience to this transnational threat through foreign aid will require four new approaches that are more political and coordinated than traditional development assistance. First, aid should be informed by local political analysis. More important and less used than technical reviews of laws and institutions, political analysis should center anti-corruption efforts around known corrupt activity. That starts by asking sensitive questions about which individuals, institutions, and sectors are the most corrupt, how extensively their networks of wealth and power span, and which corrupt figures must be held accountable to thoroughly purge grand corruption. Second, aid should be responsive to political shifts, scaling up and down, respectively, in response to windows of opportunity for anti-corruption reform and times of backsliding toward kleptocracy. Third, aid responses to kleptocracy should be coordinated at the regional and global levels, similarly to how grand corruption operates across borders through transnational networks of actors and tools. Fourth, anti-corruption programming should be deeply integrated across the traditional sectors of assistance, particularly health, infrastructure, energy, climate, and security. Some of these new approaches are already being prioritized under the Biden administration’s new strategy to combat corruption, particularly coordinating across tools and sectors to fight transnational corruption. But operationalizing this mission will be no small endeavor, given that anti-corruption assistance is delivered through a notoriously technocratic and apolitical bureaucracy built during the Cold War to aid socioeconomic development in individual countries steadily over decades. But getting this right offers the key to defending democracies from autocratic aggression, showing how democracy can deliver, and even helping bring foreign policy and domestic politics into alignment for the first time in a generation.

Last year saw the 10th anniversary of the EU-facilitated Belgrade-Pristina dialogue. While leading to results on technical matters, political normalisation of the relationship between Serbia and Kosovo has not been achieved. As part of a broader study on EU foreign policy effectiveness, this policy brief discusses the ways in which EU internal factors have hampered the EU’s effectiveness in the Belgrade-Pristina dialogue. Specifically, the paper assesses the positions and influence of EU member states vis-à-vis one another and the European institutions, asking how contradictions could be overcome in the future. This assessment is placed in the wider context in which the dialogue takes place, taking into account the state of EU enlargement and foreign power influence.

Abstract:
A protracted conflict in Ukraine looks increasingly plausible. Russia continues to launch attacks on military and civilian targets, and the United States and its partners are increasing shipments of arms to the Zelensky government. Washington is reportedly making plans to support long-term guerrilla warfare against Russian forces, should Kyiv fall. The current path toward a protracted war in Ukraine is highly undesirable and is laden with grave risks to the interests of the United States, Ukraine, and the international community. Such risks include: • a high cost in Ukrainian lives and suffering and the destruction of Ukraine — its infrastructure, institutions, and social fabric; • radicalization of Ukrainian society and a consequent civil war; • escalation to a great-power war, potentially involving nuclear weapons and pitting NATO against Russia, thereby threatening U.S. national security; • a weakening of NATO’s cohesion; • a prolonged global recession that strikes the U.S. as hard as it will any other nation. The United States and its allies should avoid these destructive outcomes by prioritizing support for the Ukrainian government to achieve a diplomatic settlement. Such a settlement will result in a more secure outcome for Ukraine, the United States, the European allies, and the rest of the world. While the details of such a settlement lie beyond this brief’s scope, the progress of Ukrainian–Russian talks indicates that a settlement providing for meaningful sovereignty and independence for Ukraine is possible. Avoiding a protracted conflict also implies that the United States should not adopt maximalist objectives, such as regime change in Moscow or the complete and decisive defeat of Russia. It should instead deploy sanctions to build up Ukraine’s negotiating leverage.

• Russian President Vladimir Putin’s fateful decision to launch a full-scale invasion of Ukraine has united much of the world in condemnation of this unprovoked assault on a sovereign nation. In Ukraine, the war has already caused rampant destruction, the deaths of thousands of civilians, and the displacement of millions, while tens of thousands of soldiers on both sides of the conflict have been killed or wounded. The U.S. has imposed crippling sanctions on Russia’s energy and financial sectors while providing tens of billions of dollars in military assistance to Ukraine. • Behind the headlines of these U.S. foreign policy decisions lies a major, but little-discussed, factor in foreign policy: lobbying. Nearly every action the government has taken regarding Russia and Ukraine has been the object of considerable attempts at influence by U.S.-based lobbyists for Ukraine and Russia. Based on an exhaustive analysis of all Foreign Agents Registration Act (FARA) and Lobbying Disclosure Act (LDA) documents filed by organizations registered to work on behalf of Ukrainian and Russian clients in 2021, this brief offers a number of key findings, including: ° Nine organizations were registered under FARA to work on behalf of Russian clients in 2021, while 11 were working for Ukrainian clients. ° Those organizations reported making just 21 contacts on behalf of their Russian clients and 13,541 contacts on behalf of their Ukrainian clients. ° Russian clients paid over $42 million to firms representing them, (although $38 million of this went to Russian state media), while Ukrainian clients paid just over $2 million to the firms working on their behalf. ° Ukrainian lobbying efforts add up to more than four times the amount of work the Saudi lobby (among the largest foreign lobbies in Washington) and other prominent groups have reported in any year—due in large part to a notable gap in transparency. ° The pro-Ukraine lobby appears to have achieved far more contacts than the pro-Russia lobby with less money spent, an anomaly that could be explained by the pro-Russia lobby using a less transparent statute—the LDA—for reporting its lobbying efforts and the greater zeal shown by some pro-Ukraine lobbyists.

US aid would not have been nearly as effective without Ukraine’s efforts to improve its military prior to the 2022 Russian invasion. US security assistance to Ukraine since Russia’s all-out invasion in February 2022 has been substantial, but was not sufficient to guarantee Ukraine’s initial military success in the war. Data reveals that US security assistance to Ukraine, which mainly consisted of nonproliferation-related aid before 2014, increased after Russia’s invasion of Crimea that year. However, Ukraine’s failures against Russia in Crimea and later in eastern Ukraine were largely due to an undermanned, underequipped, and undertrained Ukrainian military. Ukraine’s focus on remedying these problems, along with increased combat experience, principally drove Ukrainian military improvements by 2022. These internal changes, as well as Russia’s poor military organization and force employment in the first phase of its 2022 invasion, are essential for understanding the contributions of US equipment and weapons to Ukrainian military successes. These lessons are instructive not only for US security assistance to Ukraine, but also for the many other settings where US security assistance is a prominent policy tool.

12. Time to Leave China’s “16+1” Influence Trap

Last week Estonia and Latvia followed Lithuania and quit what used to be known as 16+1, as the Czech Republic and other participating countries become increasingly vocal in their scepticism of the initiative. The 16+1 format, officially known as Cooperation between China and Central and Eastern European Countries (中国—中东欧 国家合作, Zhongguo-Zhong Dong Ou Guojia Hezuo), was launched in 2012 as a China-centric initiative incorporating 16 Central and Eastern European (CEE) countries. In 2019, Greece—which is heavily indebted to China—joined, and the platform was briefly renamed 17+1. While it is officially described as an economic cooperation platform, its real achievements and the PRC’s approach to it show that trade and investment were never its true focus. Rather, the PRC used it as a propaganda and influence tool, wasting CEE diplomatic capacity on activities that only benefited Beijing. The lack of benefits and abundance of risks have recently led several CEE countries to reassess their participation in the 16+1 format. The time has come for the rest of the participating countries to join their Baltic neighbours and ditch this PRC influence vehicle.

The tenth Brief in the “Russia’s War in Ukraine” series concerns the Western military assistance to Ukraine. Tony Lawrence, the Head of the Defence Policy and Strategy Programme at the ICDS, examines donor dilemmas, and how the Western military assistance has changed the course of the war. He highlights the steps made by Western Allies even before the 24th of February, and their considerations regarding “offensive” and long-range weapons, as well as Russia’s efforts to discourage donors. He concludes that most weapons can be used for both offence and defence, and therefore the Allies earlier argued about self-imposed restrictions. He states that the offensive-defensive dilemma was largely resolved when the war shifted to the east. Donor dilemmas include fear of escalation, the apparently limited capacity of manufacturers to produce replacements, and ensuring that Ukraine is provided with what it needs. Lawrence concludes that the West’s military assistance, far from being historically unprecedented, has been uneven and broadly cautious. Ukraine’s victories are Ukraine’s alone, but they could not have been achieved without Western assistance. The outcome of the war will depend to a large extent on Western supply of weapons and equipment to Ukraine, as Russia’s military strength degrades.

On September 2–3, 2021, a workshop was held at ELIAMEP at which participants discussed their prospective contributions to a collective volume with the working title “Legal Mobilisation for Minority Rights in Central and South-eastern Europe (CSEE)”. The contributions tracked rights-claiming by three large groups of minorities in areas historically ruled by the multicultural Austro-Hungarian monarchy and the Ottoman empire: Hungarian minorities living around their kin-state, Roma across CSEE, and Muslims in the Balkans, including Turks, Muslims, Albanians, and Bosniaks. The edited volume will be the first systemic study of minority-rights activism in its political and geographic context, with a focus on how ethnic minorities use law in practice. Rather than focusing on high-visibility international litigation, which is dominant in the extant scholarship, the volume tracks legal action from the national and local level up, assessing the impact of legal mobilization in terms of social change, not simply legal success.

Confronting each other over the future of Ukraine, NATO and Russia are engaged in complicated diplomatic bargaining over security, power and the limits of the transatlantic alliance in Europe. Diplomacy can work toward a peaceful resolution of the Ukraine crisis, in spite of the heated public rhetoric. The US and the EU share a common objective in preventing a war in the short term and reaching an understanding with Russia in the longer term. The EU may not be at the negotiating table, but it is still actively involved in the diplomatic discussions. It plays an important role via deterrence and diplomacy in several fora, while France is steadily upgrading its geopolitical standing and pursuing a modus vivendi with Russia. Greece is closely monitoring the Ukrainian crisis and supports all de-escalation efforts. The presence of Greek diaspora communities in Ukraine is an important factor. So are Turkey’s efforts to assume a mediating role between Ukraine and Russia with a view to upgrading its own NATO standing.

The fall of the Berlin Wall and the dissolution of the USSR were supposed to usher in a golden age in which liberal democracy and a market economy would naturally spread throughout the European continent. On the strength of this optimism, the European Union concluded accession negotiations with ten countries between 2003 and 2005, opened them to Croatia and Turkey, promised the same to the Western Balkans and launched the Neighbourhood Policy in the East and the South. Initiated in 2004, this policy intended to ensure 'stability and prosperity' on the European Union’s new borders after the accession of the Central and Eastern European countries.

On NATO’s entire Eastern and South-Eastern flank, the Allies face a major, pressing and subtle challenge. Using sub-conventional grey zone tactics, Moscow has repeatedly tried, and at times succeeded, in expanding its influence, eroding international norms, undermining the rules-based in- ternational order, and shifting the balance of power in its favour. Preventing Russia from launching such op- portunistic acts of aggression is particularly import- ant because its armed forces are developing the ability to attack quickly – under the cover of increasingly capable defences – countries on their periphery in a clear effort to impose a fait accompli.1 NATO countries are at a particular disadvantage in this type of compe- tition. Their force structures consist of expensive and technologically complex information-gathering platforms, such as satellites and manned aircraft, which due to their high costs are also scarce and employed with reluctance by states who generally hesitate to put them in harm’s way. Additionally, the prohibitively high cost of these platforms deters some countries from investing in these types of capabilities. As debates within NATO about cash, capabilities and contributions continue to hold the stage, highlighting Allies’ needs for different types of capabilities – less expensive, more resilient, and relatively more disposable – is important.2 Equal- ly critical is the need for Allies to develop new concepts of operations as well as new organi-zations to employ them effectively. The solution may not involve fielding exotic new capabilities so much as employing existing ones in innovative ways. It will also benefit greatly from approaches that allow Allies and partners to participate fully. If we do not adapt, we risk being surprised by potentially catastrophic events in a future conflict.

This Clingendael series ‘The Green Agenda for the Western Balkans’ provides an inside perspective on the EU climate ambitions for the Western Balkan Six (Albania, Bosnia & Herzegovina, Kosovo*, North Macedonia, Montenegro and Serbia) and the challenges ahead. In this second contribution, we analyse the state of affairs with regard to energy diversification and greenification. The energy sector in most Western Balkan countries is characterised by a heavy dependency on coal and outdated production facilities, posing severe environmental challenges to the region. Possessing significant renewable energy potential, the Western Balkan Six (WB6) in theory have good prospects of making a successful energy transition. In terms of natural resources, the region is also well placed as Albania and Serbia possess solid reserves of metals and rare earths that are needed to develop energy transition technologies, such as batteries, smart grids, solar panels and windmills. Yet the transition is hampered by several economic and political factors, such as a highly centralised energy market with only a few large suppliers, dynamics of clientelism and controversial outside investment (such as from China). This policy brief analyses the current challenges that prevent energy diversification and greenification in the region and asks how the recently launched EU Green Agenda for the Western Balkans can address these challenges.

Abstract:
This Clingendael series ‘The Green Agenda for the Western Balkans’ provides an inside perspective on the EU climate ambitions for the Western Balkan Six (Albania, Bosnia & Herzegovina, Kosovo*, North Macedonia, Montenegro and Serbia) and the challenges ahead. In this third contribution, we analyse the state of affairs with regard to pollution. Across the Western Balkans, air, water and soil pollution levels are incredibly high. Public health is continuously jeopardised by air pollution arising from local heating sources and energy production plants. The Green Agenda for the Western Balkans aims to assist the region in tackling pollution problems and aligning the countries’ environmental quality regulation with the European acquis. This paper analyses the state of affairs with regard to air, water and soil pollution in the WB6 and examines how it affects citizens’ health and socioeconomic prospects. The policy brief argues that countries in the Western Balkans need to address a coal phase-out while simultaneously tackling energy poverty. The EU could more actively support this, not only by providing a platform for dialogue, but through supporting programmes for renewable energy provisions and infrastructure, reskilling of workers and job creation. The Sofia Declaration, that sets out the Green Agenda, needs to be complemented with measures to ensure compliance with environmental regulations, preferably by involving civil society organisations in monitoring implementation and raising public awareness of the socioeconomic costs of pollution.

Abstract:
Ukraine’s president, Volodymyr Zelensky, has declared a “fightback” against oligarchs. Zelensky is motivated by worries about falling poll ratings, pressure from Russia, and a strong desire for good relations with the Biden administration. The fightback campaign has resulted in action against some oligarchs but, overall, it is incomplete. The government still needs to address reform issues in other areas, especially the judiciary, and it has an on-off relationship with the IMF because of the latter’s insistence on conditionality. The campaign has encouraged Zelensky’s tendency towards governance through informal means. This has allowed him to act speedily – but it risks letting oligarchic influence return and enabling easy reversal of reforms in the future.

22. Bosnia to war, to Dayton, and to its slow peace

Abstract:
The international community was gravely unprepared for the conflicts that followed the dissolution of Yugoslavia. In particular, it neglected the challenge of Bosnia. Europe alone was not enough to bring peace, and the United States went from disinterested to disruptive and finally to decisive for a credible peace process. Russia in those days was a constructive actor. The war in Bosnia lasted years longer than it should have more because of the divisions between outside powers than because of the divisions within the country and the region itself. The fundamentals of the Dayton Agreement in 1995 were not too dissimilar from what had been discussed, but not pursued, prior to the outbreak of the war. It is a solution that is closer to the reality of Belgium than to the reality of Cyprus. After the war, many political leaders in Bosnia saw peace as the continuation of the war by other means, which has seriously hampered economic and social progress. Ultimately, it will be difficult to sustain progress for Bosnia or the region without a credible and clear EU accession process.

Abstract:
China has become the most prominent third actor in the Western Balkans. The country’s activities are spread unevenly across the region, but they follow a common approach. This approach is marked by China’s wide-ranging efforts to establish itself in key economic areas and to gradually position itself as an indispensable actor. China is slowly transforming its interactions with Western Balkans countries in sectors such as culture, media, and politics into long-term and institutionalised relationships. As European and US ambivalence towards the Western Balkans persists, the region will be in increasing danger of falling into an endless spiral of competition between various foreign actors. Western policymakers should address the widening developmental gap between the region and the EU through initiatives such as targeted investment plans in energy and infrastructure, sectoral integration frameworks, and the frontloading of EU law in the accession process.

In her policy paper, our research fellow Danielle Piatkiewicz provides an in-depth review of President Biden’s first 100 days in office. Piatkiewicz particularly examines Biden's new transatlantic strategy and how it affects the Central and Eastern Europe region. So far, the US administration’s focus on tackling immediate shared threats has called upon their EU allies to take a stronger role and to continue to invest in its own defense capabilities. This includes not just investing in stronger NATO cooperation, but also the strengthening of economic and security support in CEE region through various avenues. For the CEE region, it will be a true test to see how they adapt towards a Biden administration – the deterioration of democratic processes and rule of law will certainly come to haunt the region, but the question remains to what extent? For Poland and Hungary, whose relations flourished under Trump’s administration, may have to reevaluate their posture to adhere to the pro-democratic policies that the Biden administration will certainly call for, and this can lead to a splintering within the V4 particularly between Slovakia, Czech Republic and Poland and Hungary.

The countries of central and eastern Europe have often worked together politically and militarily to advance their security interests vis-a-vis NATO. They have been most successful when they have had a clear goal, such as joining the Alliance in the late 1990s and early 2000s or ensuring that NATO would adopt robust enhancements to its deterrence posture following Russia’s aggression against Ukraine in 2014. In the seventh of our series of policy briefs intended to shed light on some of the issues related to the Alliance’s further adaptation, Justyna Gotkowska of the Centre for Eastern Studies argues that regional cooperation has given way to efforts to enhance bilateral relations with NATO’s larger Allies. But recent developments in Europe’s security environment and security thinking require the central and eastern European countries to step up their cooperation and to make sure that their voice is heard in NATO and the EU.

It has been close to three years since Kosovo’s institutions moved forward with the decision to start the process of transition of the Kosovo Security Force (KSF) from a disaster relief mandate into a defence force. However, this move by the Kosovo’s leadership driven by massive public support was viewed with scepticism by some of the traditional allies of the country who feared that the decision would lead to instability. So, did the instability occur as a result of this decision? A short answer is - no. Looking back at the process, it is clear that the consequences some feared of the transition of the KSF into a defence force for Kosovo were exaggerated - to say the least - and it seems the decision was, nothing less or more than a regular technocratic move of the Kosovan institutions. Some, might even argue that actually the process of transition of the KSF mandate has helped societal cohesion in Kosovo and as such strengthened stability of the country. In other words, fearmongering discourse about the KSF transition showed to be ungrounded and the decision proved more benefits than expected to date.

President Biden’s administration has shown signs of seeking to focus in the region by having a nor-mative-based policy in place to addresses issues that empower the region and help the region by undertaking reforms and making progress on Euro-Atlantic integration. One of the main aspects of this re-engagement will be the sensitive political issues that hold the region in deadlocks, such as the complicated relations between Kosovo and Serbia, and the risk that Bosnia and Herzegovina will turn into a totally failed state in the heart of Europe. A key element of Washington’s engagement will be closer coordination with European allies to complete the remaining open issues in the Western Balkans. But the challenges are immense and the expectations are high.

Around the time of President Joe Biden’s first trip to Europe in June 2021, US-Polish relations experienced a short, but intense, rough patch. Missteps on both sides caused the problems, including fears on the Polish side of a high-handed US attitude and a general lack of consultation on issues (like Nord Stream 2) that Poland regards as critical. Some Poles started questioning the good faith of their biggest ally. The US side, for its part, thought Poland was ignoring US overtures and assuming the worst of the United States. Draft legislation that would target the largest US investment in Poland (the TVN television network) generated US concerns about both the investment climate in Poland and political pressure on independent media. In short order, wiser counsel emerged on both sides, and top-level discussions may ease the sense of tension. 1 But, the episode suggests that problems have developed in what has been (and should remain) one of the closest transatlantic relations. Both the United States and Poland need to look hard at what this relationship can do for both countries and for the transatlantic relationship, and at the sources of problems.

A quarter of a century after the Dayton agreement, Bosnia and Herzegovina enjoys peace. But, in the last 15 years, the EU and US have failed to press for reform in the country, a neglect that has enabled ethno-political leaders to capture the state. Reformist political actors have carved out space for economic and governance reforms in scattered municipalities. For such initiatives to expand, however, change in the governing modus operandi is needed at higher levels of government. Restoring independence to the judiciary and strengthening the rule of law are key to the country’s future stability and success, including boosting its economy and stemming emigration. Organised crime and corruption are already worries for EU capitals – and the new Biden administration appears to share this concern. Concerted EU-US action and judicious use of sanctions can jumpstart reform in Bosnia-Herzegovina.

Aspiring EU members must resolve outstanding disputes as part of the membership process. This has proved a powerful tool over the years. Resolving bilateral problems, including border disputes, is especially crucial in the Western Balkans, where they are numerous. France’s October 2019 veto of accession talks for North Macedonia and Albania has already weakened Western Balkans publics’ trust in the EU. Should the EU’s influence wane, nationalist leaders will exacerbate tensions with neighbouring countries. The future of North Macedonia’s Prespa Agreement with Greece is under threat, and the Serbian Orthodox Church in Kosovo and Montenegro could also prove a potential flashpoint. The EU should demonstrate its commitment to the Western Balkans by encouraging countries there to resolve their outstanding disputes, both to make them better candidates and to strengthen security in the region.

Mobilizing private investments for the renewable energy transition requires credible policy support over the long-term. This Policy Brief discusses how Romania’s abrupt policy changes and inconsistent policy signals over the last decade have deterred private investments in the renewable energy sector. The example of Romania provides key policy lessons for other countries engaged in the energy transition. Romania has one of the highest renewable energy potentials in Europe (up to 71 GW), which is approximately six times higher than the country’s current renewable deployment (IRENA 2017). As shown in Figure 1, wind and solar PV energy experienced a significant boom between 2009 and 2013 followed by a more or less complete stagnation since 2014.

35. Kosovo’s NATO future: How to Square the Circle?

This policy brief examines how ties between Kosovo and NATO can be strengthened. The fact that Serbia and four NATO member states do not recognize Kosovo’s independence, has hampered further integration into international organisations. The authors delineate possible political and military steps that Kosovo could take in the short and medium term, in order to prepare itself as a credible future partner. The Kosovo-Serbia Dialogue is the ultimate challenge for Kosovo in the long term and until a deal is reached, NATO integration is unlikely. Pristina has to be aware of the military-political equation, where every major military change could have political repercussions. Nonetheless, Kosovo can already commit to necessary reforms of its democratic system. Kosovo should also try to create ways of strengthening ties to the Alliance under the current circumstances, by for instance explicitly asking to establish a political dialogue. Vice versa, NATO could consider deepening cooperation within the ‘enhanced cooperation framework’. Through this interaction, the Alliance could aid Kosovo in reforming its political system, which would create a smoother path for Kosovo’s future integration aspirations.

Awareness of this fact allows for a cool assessment of the pair’s bargaining positions – and of the precedent that any hasty resolution to the crisis will set.
