The Harvard Initiative to Reduce Global Methane Emissions released its first publication in May 2023: a research brief titled “Updating Estimates of Methane Emissions: The Case of China.” The Initiative is one of five interdisciplinary research clusters funded by the Salata Institute for Climate and Sustainability at Harvard University. The Harvard Project on Climate Agreements collaborates in the implementation of the Initiative. The brief summarizes research by Professor Daniel Jacob and postdoctoral fellow Zichong Chen, atmospheric scientists at Harvard University, with their colleagues. Jacob and Chen use high-resolution data from the TROPOspheric Monitoring Instrument (TROPOMI), onboard a satellite launched in 2017, to estimate national and sectoral methane emissions more accurately than has been possible in the past. They draw upon atmospheric transport models to invert the satellite observations of methane concentrations, using advanced statistical methods, and infer emissions quantities and locations from the observed atmospheric concentrations. This method has yielded generally higher estimates of emissions than in previous reports, including in the case of China. Future methane-initiative briefs will address similar research the authors and their colleagues are conducting in the United States, Latin America, North Africa, and other countries and regions. An accurate picture of aggregate and sector-level methane emissions is important to better target mitigation policies. It is hoped that the results of the research described here and in subsequent briefs will advance national efforts and international collaboration aimed at reducing methane emissions. The Harvard Initiative to Reduce Global Methane Emissions seeks meaningful and sustained progress in global methane-emissions reductions through research and effective engagement with policymakers in government and key stakeholders in business, nongovernmental organizations, and international institutions. Reduced methane emissions can significantly reduce, in the near term, the magnitude of climate change and its associated impacts. The Initiative’s objectives span the full range of disciplines and topics associated with this challenge. Among its objectives are to build on scientific research on measurement and attribution of emissions; understand legal, regulatory, and political opportunities and constraints to methane-emissions reductions in the United States; design policies that might best contribute to methane emissions reduction; work effectively through existing international venues, such as the United Nations Framework Convention on Climate Change; and define roles that business and international and multilateral organizations can play in this effort.

Rare earth elements (REEs) are vital for communications, the green energy transition and defense, but are produced almost exclusively in China. As the projected REE mines in southern Greenland inch closer to realization, Denmark and its EU partners remain sidelined from future supply chains for raw materials. Key findings: Rare earth elements (REEs) are vital to daily life, communications, green energy and defense. Yet, REEs and products containing REEs are almost exclusively controlled and produced by China. Significant long-term strategic state or supra-state support is required to challenge Chinese dominance of the REE sector and reduce the vulnerability of European and American energy supplies. In the absence of REE industries in Europe or America, the two REE projects in South Greenland, with their potential to become significant suppliers of REE, will most likely supply Chinese-controlled raw materials industries.

The Asia Society Policy Institute (ASPI) Notes for the Biden Administration is designed to offer creative and practical ideas for how the United States might re-engage in the Asia Pacific, particularly in the critical first six months of the new administration. Fears about the EU’s trade, resource and technology dependences have only grown since the outbreak of the pandemic, even though US-China trade disputes and the rolling out of 5G have played a significant role, too. Some analysts have pointed to the beginning of a ‘decoupling’ of certain supply chains away from China, and, while evidence suggests that some ‘reshoring’ has taken place since at least 2011, there are debates about whether the production of certain technologies should be relocated back to Europe after decades of de-industrialisation. Decoupling and/or reshoring are a reaction to geopolitically risky dependences, with the fear being that certain products, technologies or raw materials will be unavailable during times of crisis or that a reliance on third-party supplies will limit political freedom. In the digital age – where data dominates – there are also concerns that dependences may lead among other things to espionage or a curtailment of personal rights and freedoms. Despite the fact that decoupling is unfeasible, save perhaps for in very specific critical technology domains, the threat perception surrounding critical supplies has given rise to a different vocabulary and EU communiques and strategies are today replete with references to ‘technological sovereignty’, ‘open strategic autonomy’ and ‘digital sovereignty’. Yet, in conjunction with this rhetoric has come a raft of new policy initiatives. In February 2020, the European Commission released a bundle of strategies on data, Artificial Intelligence (AI) and the digital future, which stressed the importance of reducing technological dependences in strategic areas. This is why the Commission is to invest €8 billion in supercomputing and help leverage €20 billion per year for AI. In March, a new ‘Industrial Strategy for Europe’ was published that stated that critical raw materials are ‘crucial for markets such as e-mobility, batteries, renewable energies, pharmaceuticals, aerospace, defence and digital applications’. It will be much harder for the EU to develop supercomputers and batteries without secure supplies of raw materials. To this end, on 3 September a ‘Commission Action Plan on Critical Raw Materials’ was released along with an updated List of Critical Raw Materials and a foresight study looking at strategic technologies and dependent sectors over the 2030-2050 horizon. This bundle of initiatives has made the case for the EU to diversify resource supplies, especially in an era of digitalisation that demands increasing amounts of strategic resources found outside of the Union’s territory.

We argue that energy relations between the EU and Russia and between China and Russia influence each other. We analyse their interactions in terms of four areas: oil and gas trading, electricity exchanges, energy technology exports and energy investments. We discuss five key hypotheses that describe the likely developments in these four areas in the next decade and their potential impact on Europe: 1. There is no direct competition between the EU and China for Russian oil and gas 2. China and the EU both have an interest in curbing excessive Russian energy rents 3. The EU, Russia and China compete on the global energy technology market, but specialise in different technologies 4. Intercontinental electricity exchange is unlikely 5. Russia seems more worried about Chinese energy investments with strategic/political goals, than about EU investments We find no evidence of a negative spillover for the EU from the developing Russia-China energy relationship. But, eventually, if these risks – and in particular the risk of structural financial disintermediation – do materialise, central banks would have various instruments to counter them.

China’s energy markets send mixed signals about the nation’s policy intentions and emissions trajectory. Renewable energy analysts tend to focus on China’s massive renewable expansion and view the nation as a global clean energy leader; coal proponents and climate skeptics are more likely to focus on the number of coal plants in China—both in operation and under construction—and claim its climate rhetoric is more flash than substance. In December 2016, the Center for American Progress brought a group of energy experts to China to find out what is really happening. We visited multiple coal facilities—including a coal-to-liquids plant—and went nearly 200 meters down one of China’s largest coal mines to interview engineers, plant managers, and local government officials working at the front lines of coal in China. We found that the nation’s coal sector is undergoing a massive transformation that extends from the mines to the power plants, from Ordos to Shanghai. China is indeed going green. The nation is on track to overdeliver on the emissions reduction commitments it put forward under the Paris climate agreement, and making coal cleaner is an integral part of the process. From a climate perspective, the ideal scenario would be for China to shut down all of its coal-fired power plants and switch over to clean energy full stop. In reality, China’s energy economy is a massive ship that cannot turn on a dime. The shift toward renewables is happening: China’s Paris commitment includes a promise to install 800 gigawatts to 1,000 gigawatts of new renewable capacity by 2030, an amount equivalent to the capacity of the entire U.S. electricity system.1 While China and the United States have roughly the same land mass, however, China has 1.3 billion people to the United States’ 325 million.2 It needs an electricity system that is much larger, so adding the renewable equivalent of one entire U.S. electricity system is not enough to replace coal in the near to medium term. To bridge the gap, China is rolling out new technologies to drastically reduce local air pollution and climate emissions from the nation’s remaining coal plants.

On the way to Washington, DC, for a September 2015 visit, Chinese President Xi Jinping stopped in Seattle, WA, to sign an agreement aimed at combatting climate change by increasing the business ties between Chinese and US clean technology companies (South China News 2015). Five US states signed the agreement on commerce between China and clean-tech businesses from California, Iowa, Michigan, Oregon and Washington. On the same day, Bill Gates’s energy company, TerraPower, signed an agreement with the China National Nuclear Corporation for joint cooperation on next-generation renewable and fusion nuclear power. In early 2015, Malaysia’s sovereign wealth fund invested in General Fusion, a Canadian company based in Vancouver, to advance its energy innovation.

China’s coal consumption fell marginally in 2014, the first such drop this century, in large part as a result of its policies to address its severe air pollution, develop renewable and alternative energy, and transition its economy away from heavy industry. China should take advantage of its current circumstances to adopt an aggressive national coal consumption cap target and policy to peak its coal consumption as soon as possible, no later than its next Five Year Plan (2016–2020), so that it can peak its CO2 emissions by 2025. It can achieve this target by building upon its existing achievements in developing clean energy such as wind and solar power, and by prioritizing renewable energy development over coal in its western expansion. China can help lead a transition to clean energy that will contribute greatly to global efforts to keep warming to no more than 2°C, and can serve as a model for other developing countries.

The UK needs a safe world in which to trade and invest, and to be free from the security threats caused by conflicts or fragile states. Yet spiralling inequality and climate change, among many other factors, threaten to create a more dangerous, unequal world. As the continuing tragedy in Syria shows, the world's old and new powers have not yet found a way to unite to end conflicts. The age of interventions, such as those in Iraq and Afghanistan, is over. But a new rule-based world in which China, India, and others unite with Western powers to protect civilians and end conflicts has not yet come into being. Whoever wins the 2015 UK general election, the greatest test for UK foreign policy will be how much it can do to help build that world.
