- The Biden administration’s China policy is pulling in two different directions, but the tension is not widely recognized because every antagonistic measure aimed at China is filed under the heading of competition. As a result, Washington’s debate on China loses the crucial distinction between “competition” — a kind of connection with the potential to be carried on in healthy ways — and “exclusion,” an attempt to sever connection that necessarily leads to conflict if the domain is significant. Biden’s exclusion policies focus on cutting China out of the principal growth sectors in the global economy and the most lucrative and strategically important markets. Administration officials think their approach is sensible and moderate compared to more extreme voices in Washington calling for exclusion in all realms. Even so, the Biden approach is highly destabilizing because both countries consider the targeted areas vital to the future of global authority and economic prosperity, and because the attempt to trap China in a position of permanent subordination represents a serious threat to the legitimacy of China’s leaders. Healthy competition requires a shared stake in the future. In earlier periods, despite sharp tensions and mutual suspicions suffusing the relationship, U.S.–China ties were stabilized first by the joint project of containing Soviet power and then by a shared commitment to market–led globalization. Now that leaders on both sides are disenchanted with key facets of globalization, the two countries are caught in an escalatory cycle of exclusion and retaliation that risks hardening zero–sum pressures in the global system into a permanent structure of hostility. In such a scenario, each country would organize its own society and international partners to undermine the other, dramatically increasing the likelihood of violent conflict. The warning signs are already clear on both sides, as each increasingly interprets every action on the other side as part of a conspiracy to achieve domination. Notwithstanding widespread complacency about the risks of conflict after a tentative diplomatic opening in recent months, the rise of securitized thinking in both countries is steadily building institutional and ideological momentum for confrontation that can only be broken by a new and inclusive direction for the relationship.

- One curious feature of the emerging U.S.–China conflict is that each side claims to be defending the existing international order against the threat the other poses to it. Hidden beneath this seemingly irreconcilable dispute is a crucial truth: both the United States and China are status quo powers, sharing a deep interest in a stable global security environment and an open global economy. At the same time, both countries are pursuing urgently needed reforms to a global system increasingly defined by zero–sum pressures. Yet both are prone to exclusionary impulses that threaten to ruin the possibility of a shared reform agenda and instead throw the world into conflict. Working with China to revitalize the international order would not only prevent such a conflict, it would also establish the conditions for healthy forms of both competition and cooperation in the U.S.–China relationship. But how can U.S. leaders pursue such a project without simply giving a pass to China’s sometimes undesirable behavior? The focus should be diplomacy to frame an inclusive global system, focusing on actions that would reduce zero–sum constraints. In the three key realms of global authority and security, the global economy, and climate change, China is currently engaged in counterproductive moves that exacerbate existing tensions but is also pursuing promising reforms that could expand the scope for positive–sum outcomes. Rather than seeking to counter every Chinese initiative, U.S. leaders should carefully distinguish between beneficial and damaging outcomes, affirming and building on China’s constructive proposals and managing differences through negotiation rather than polemics and confrontation. Some potentially fruitful areas for cooperation include joint action to limit climate change, development in the Global South, revising the global guidelines for economic statecraft, and reforming international institutions to create a more open and inclusive world order. Pursuing cooperative efforts in such areas would both create direct benefits and improve U.S. credibility as a responsible leader of the world order rather than simply a rival of China. It would also open space to pursue competition within a rules–based order rather than risk a slide into destructive zero–sum conflict.

- Amidst heightened geopolitical competition and low-carbon energy transformations, several states, notably China and countries in the Global South, have decided to invest in nuclear power, seeing it as a secure and low-emission alternative to fossil fuels. Kazakhstan is the world’s largest producer and exporter of unenriched uranium. It has been a reliable supplier to the West for decades, but its nuclear sector is closely linked to Russia’s, which has caused some concern in the European Union and the United States. Russia is a major player in the field thanks to its global exports of enriched uranium and nuclear technology. Its state nuclear company Rosatom has a large portfolio of international customers and numerous projects, mainly outside the West. Russia’s nuclear sector has become an important aspect of its energy diplomacy. While the nuclear sector has not been sanctioned, geopolitical tensions and instability in uranium-producing countries have increased security of supply risks for the West, which relies heavily on imports of both uranium and nuclear fuel.

7. Beyond Deterrence: A Peace Game Exercise for the Korean Peninsula

- This report describes a virtual role-playing peace game exercise conducted in October 2021 that simulated diplomatic negotiations aimed at making tangible progress toward improving relations, enhancing security, and building confidence on the Korean Peninsula. The exercise, hosted by the United States Institute of Peace, Quincy Institute for Responsible Statecraft in Washington, and the Sejong Institute in Seoul, consisted of negotiating teams representing the United States, South Korea, North Korea, and China. The U.S. and North Korean teams emerged as the principal actors in the exercise, determining whether negotiations remained static or moved forward. However, these teams perceived potential losses in negotiations more acutely than potential gains, which resulted in diplomatic inertia. Both teams seemed open to negotiations as long as the other side took the first conciliatory step, but presidential leadership and political will were necessary to overcome inaction. The U.S. team also seemed more driven by the risks of North Korean aggression and duplicity in negotiations than the South Korean team, which led to divergent policy approaches between allies. In addition, the U.S.-China rivalry fueled a zero-sum mentality that hindered opportunities for progress and heightened misunderstandings between the U.S. and South Korean teams. These observations lead to the following policy recommendations for the actors involved: Advancing peace and denuclearization will require the highest level of executive leadership and intervention from all parties to build support for a final agreement. For the United States, that means greater presidential prioritization and increased coordination with Congress. All parties should start with smaller, more reversible measures; mitigate the risk of failure; and highlight potential gains. The United States should consider confidence-building measures that jump-start negotiations but do not undermine its security interests. Washington should strengthen coordination with Seoul on North Korea policy and other key alliance matters to harmonize strategies. To achieve progress, all parties should separate issues pertaining to the Korean Peninsula from the U.S.-China contestations.

- The narrow victory of conservative candidate Yoon Suk-yeol in the recent South Korean presidential election comes against the backdrop of an intensifying U.S.-China rivalry, now compounded by the Ukraine crisis. Washington would like South Korea to play a security role in its Indo-Pacific strategy — a strategy that effectively aims to contain China. However, South Korean elites (and the general public) are deeply ambivalent and internally divided on the question of containing China. Pushing South Korea — a robust democracy with major elite divisions — toward containing Beijing risks negative consequences for the United States. These include a reduction in U.S. influence in South Korea, erosion of the U.S.-South Korea alliance, a less-effective South Korean presence in the region, and, in the long run, the potential of South Korean neutrality with respect to China. To avoid these negative outcomes for the United States, Washington should: • Avoid pressuring South Korea to join its China-containment strategy, • Refrain from including Seoul in emerging, non-inclusive, bloc-like structures of U.S. allies in Asia, • Consider pulling back on its intended new Terminal High Altitude Area Defense deployments until a greater consensus is reached within South Korea on the issue, • See South Korea’s role as a bridge and an opportunity to stabilize Washington’s own relationship with Beijing. For example, both South Korea and China could be included in non-traditional security activities of the Quad such as infrastructure and climate change, and • More generally, demilitarize the Quad and open it to wider participation for strengthening U.S. influence in Asia, rather than see it as a zero-sum vehicle for containing China.

- China is a geopolitical latecomer to Bulgaria, having traditionally shown more interest in other countries in south-eastern Europe. Beijing has long struggled to gain influence in Bulgaria due to the country’s EU membership and entrenched interests in sectors such as infrastructure and energy. China has responded to this challenge by adopting a multi-track strategy of engagement with state and non-state actors at the national and subnational levels. - How should US diplomacy adapt for the twenty-first century? The practice of diplomacy has changed drastically over the past several decades, with the return of great power rivalry, the emergence of the new technologies of the Fourth Industrial Revolution (4IR), and the rise of other important developments. Yet, while scholars and strategists have devoted enormous attention to how these new developments affect other domains, such as the future of warfare, they have devoted scant attention to the changing nature of diplomacy. If we believe, however, that diplomacy is a—if not the—most important tool of American statecraft, then twenty-first-century diplomacy deserves the same level of sustained attention. This paper will seek to characterize the changing nature of diplomacy with the objective of helping US and allied diplomats more effectively practice strategy and statecraft. This issue brief considers two key questions. How is the context of twenty-first-century diplomacy different from that of the past? How can US diplomacy begin to adapt for the twenty-first century? In answering the first question, this issue brief will focus on the most salient change in the international balance of power—the rise of China—in addition to the current technological revolution. After outlining how these changes have affected the context in which the United States conducts diplomacy, this issue brief will suggest several proposals to adapt US diplomacy to the twenty-first century. These suggestions will address both how changes in the global context—especially technology—have affected the conduct of US diplomacy and how US diplomacy can best respond to China’s rise and the 4IR.

- A severe diplomatic or military crisis over Taiwan is the issue that poses the greatest risk of war between the United States and China. Worryingly, the risk has increased in recent years with the deepening Sino-American rivalry amid intensifying conflicts of interest vis–à–vis Taiwan. Washington and Beijing must recognize the cycle of confrontational deterrence that drives it and take urgent measures to stop it. If the United States and China fail to take measures of mutual reassurance, the two countries will continue on the path to confrontation over Taiwan. This is particularly likely if their overall bilateral relationship continues to deteriorate. While acknowledging the likelihood of such a dangerous scenario, this brief affirms the need to improve crisis management on the Taiwan issue, outlines the major problems and limits of existing crisis management efforts, and offers concrete recommendations for improving the ability of both Washington and Beijing to more effectively manage future crises over Taiwan, as well as Sino-American crises in general.1

15. Time to Leave China’s “16+1” Influence Trap

- Last week Estonia and Latvia followed Lithuania and quit what used to be known as 16+1, as the Czech Republic and other participating countries become increasingly vocal in their scepticism of the initiative. The 16+1 format, officially known as Cooperation between China and Central and Eastern European Countries (中国—中东欧 国家合作, Zhongguo-Zhong Dong Ou Guojia Hezuo), was launched in 2012 as a China-centric initiative incorporating 16 Central and Eastern European (CEE) countries. In 2019, Greece—which is heavily indebted to China—joined, and the platform was briefly renamed 17+1. While it is officially described as an economic cooperation platform, its real achievements and the PRC’s approach to it show that trade and investment were never its true focus. Rather, the PRC used it as a propaganda and influence tool, wasting CEE diplomatic capacity on activities that only benefited Beijing. The lack of benefits and abundance of risks have recently led several CEE countries to reassess their participation in the 16+1 format. The time has come for the rest of the participating countries to join their Baltic neighbours and ditch this PRC influence vehicle.

What is the national and international impact of the 20th CCP Congress that was concluded on Saturday, 22 October 2022? Stability is the key word. When the People’s Republic of China (PRC) was founded in 1949, the country’s first and major concern was to be recognized as a nation state on an equal par with others in the post-World War II world order. As the Western world recognized the nationalist government of the Republic of China (Taiwan) as the legal government and representative of “China” in the United Nations, the PRC turned to the Soviet Union for support, despite earlier ill-fated cooperation between the Communist Parties of the two countries. On 14 February 1950, Mao Zedong and Joseph Stalin concluded the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. The disastrous outcome of Mao’s “Great Leap Forward”, however, brought the “friendship” to a premature end.

17. The Sino-Lithuanian Crisis: Going beyond the Taiwanese Representative Office Issue

- The year 2021 marked the 30th anniversary of the establishment of diplomatic relations between China and Lithuania. Instead of commemorative events and customary lofty rhetoric, the bilateral relationship rapidly plunged to a level rarely seen in either country’s foreign policies since the end of the Cold War. Sino-Lithuanian relations remain de facto downgraded to the level of chargé d’affaires, Lithuania’s physical embassy in Beijing is empty, while the southernmost Baltic state continues to withstand China’s multidimensional campaign of diplomatic, discursive and, most importantly, economic pressure. The principal cause behind this diplomatic crisis was the opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021. This Briefing will argue, however, that there were other important reasons behind the current state of affairs that had been accumulating over the course of two years. The opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021 triggered an unprecedented diplomatic crisis between the People’s Republic of China and Lithuania. China resorted to massive economic coercion measures to pressure Vilnius, such as the freezing of bilateral trade. European multinational companies also reported that Beijing blocked their exports because of Lithuanian components in their products. In late January 2022, the European Union (EU) launched a case at the World Trade Organization against China over discriminatory trade practices against Lithuania. The current crisis must be understood in the broader context of the degradation of the relations between China and Lithuania, but also the EU, since 2019. As such, this crisis is symptomatic of the developing trend in the relationship between the EU and China.

- Dr. Oriana Skylar Mastro begins her paper by emphasizing that U.S. national defense strategy has characterized the US-China relationship as one of great power competition (GPC). Both the US and China have existing relationships in the Indo-Pacific region and are undergoing efforts to foster new relationships there as well. China’s efforts, however, conflict with US military efforts to promote peace, strategy, and prosperity in the Indo-Pacific, making them much harder to achieve. Mastro argues that it will be difficult to deter China’s efforts — perhaps even more difficult than it was to deter the Soviet Union’s efforts during the Cold War. She cites the geography of the Asia-Pacific (compared to that of Central Europe), the US’s ongoing struggle to establish a credible deterrent, China’s range of options for nonlethal but effective uses of force, and the lack of US willingness to grant China a parallel sphere of influence to that in which the Soviet Union was allowed to control as evidence to support her claim. Thus, Mastro recommends that the US must avoid relying on the same Cold War tools and competition strategies in its competition with China, despite their success in the past. Instead, the US needs to combat the threat posed by China through 1) convincing China that the costs of using force outweigh the benefits and 2) forging a counterbalancing coalition of allies and partners that are confident that the US will not only protect them from a military attack but other costly behaviors (e.g., economic coercion, diplomatic isolation) that China may leverage against them as well.

- Abstract:
- Chinese external and internal politics have manifested increased ideologization in recent years, presumably laying the groundwork for the Communist Party’s 100th anniversary this year. The trend is likely to continue at least until the completion of the 20th Party Congress in 2022. In China’s foreign policy, this ideologization has taken the form of increased emphasis on the realization of China’s “Grand Rejuvenation” and heightened sensitivity to anything that might stand in its way. This is in line with the Party’s historical narrative emphasizing the “century of humiliation” and the ensuing efforts to curb China’s rise. The resulting prestige-driven foreign policy has proved harmful to China’s external image. An easing of Chinese politics may thus be conceivable once the Party has left the current sensitive times behind to its satisfaction. Countries with vital economic ties to China, and which depend at the same time on continued US support in security policies, have little choice but to continue tightroping for a few more years at least.

- The Biden administration is likely to adopt a less chaotic US approach to the NATO alliance concerning China. European members should utilize this calmer time to develop viable strategies on how to tackle non-conventional threats from China within the Alliance in concert with the US. RECOMMENDATIONS: NATO members should: Continue to develop their own strategies and procedures against non-conventional Chinese threats in the domains of cyber, influence activities, and trade and investments. Resist the temptation to fall into inertia in determining how NATO should deal with China after the fear of a US withdrawal from NATO has subsided. Work with the Biden administration to develop NATO’s role in relation to China further on grounds that are acceptable on both sides of the Atlantic.

- In the past few years, we have witnessed a resurgence of liberal human rights issues and other sensitive political questions in bilateral relations between Denmark and China. This has triggered a series of confrontations over, among other things, a satirical cartoon in Jyllands-Posten, Chinese sanctions against the Copenhagen-based Alliance of Democracies and the installation of a ‘pillar of shame’ sculpture in front of Christiansborg (housing the Danish Parliament) in solidarity with the pro-democracy protesters in Hong Kong. Meanwhile, bilateral relations have taken a sharp downward turn, threatening the very existence of the Comprehensive Strategic Partnership launched by Denmark and China in 2008. While Danish governments are mandated by Folketinget (Parliament) to raise human rights concerns with Beijing, for many years Copenhagen preferred to do so in a relatively discreet manner, on the margins of bilateral meetings or together with a coalition of states in multilateral fora such as the UNHRC. Since 2019, however, human rights and other sensitive issues have come to dominate the bilateral agenda, reflecting a broader Western development as China has come to be widely seen as ‘a systemic rival’ to liberal democracy.

Tensions between Taiwan and China are rising, driven in part by an increasingly assertive government in Beijing, growing Taiwanese estrangement from the Chinese mainland, and deteriorating US–China relations. If key regional governments fail to help de-escalate tensions, the consequences are likely to be serious. - In the last quarter of the 18th century, Warren Hastings, the first de facto Governor General of India from 1774 to 1785 initiated and set up the English East India Company’s relations with Tibet. The first contact in this reference was initiated by the Tibetans, when, upon hearing the news of the defeat of Bhutan’s King Desi Shidariva by the British forces in the battle for Cooch Behar (1772-1774), the Panchen Lama, Palden Yeshe, wrote a historic letter of mediation addressed to the Governor General. Hastings seized the opportunity, and, in his response proposed a general treaty of amity and peace between Bengal and Tibet.

- In the last quarter of the 18th century, Warren Hastings, the first de facto Governor General of India from 1774 to 1785 initiated and set up the English East India Company’s relations with Tibet. The backdrop to this was created when the ruler (sde-srid or srid-skyon) of Bhutan overran Sikkim some years prior. In 1771, the Bhutanese descended on the plains and invaded Cooch-Behar, taking in the Raja (King) as a prisoner. The royal family called on Warren Hastings for assistance, who, in turn, dispatched a battalion of sepoys. The Bhutanese were driven away from Cooch-Behar and chased into the Duars around winter 1772-1773.1 In the given circumstances, the Bhutanese government appealed the Tashi Lama (who was the acting Regent of Tibet during the infancy of the Dalai Lama) to intervene on their behalf.

- Bilateral defense cooperation agreements (DCAs) have become the most common form of institutionalized defense cooperation. These formal agreements establish broad defense-oriented legal frameworks between signatories, facilitating cooperation in fundamental areas such as defense policy coordination, research and development, joint military exercises, education and training, arms procurement, and exchange of classified information. Nearly a thousand DCAs are currently in force, with potentially wideranging impacts on national and international security outcomes. A theory that integrates cooperation theory with insights from social network analysis explains the significance and need for DCAs. Shifts in the global security environment since the 1980s fueled the demand for DCAs. Ever since, States are known to have used DCAs to modernize their militaries, respond to shared security threats, and establish security umbrellas with like-minded states. However, the DCA proliferation cannot be attributed to the demand factor alone. Nations are required also to overcome dilemmas of mistrust and distributional conflicts. Network influences can increase the supply of DCAs by providing governments with information about the trustworthiness of partners and the risk of asymmetric distributions of gains. Two specific network influences that can be identified here are—preferential attachment and triadic closure. They show that these influences are largely responsible for the post-Cold War diffusion of DCAs. Novel empirical strategies further indicate that these influences derive from the proposed informational mechanism. States use the DCA ties of others to glean information about prospective defense partners, thus endogenously fueling further growth of the global DCA network.

- Tensions between India and the People’s Republic of China (PRC) have remained high ever since violent clashes occurred in the Galwan Valley region in mid-June, resulting in the deaths of 20 Indian Army soldiers and an undisclosed number of People’s Liberation Army (PLA) troops (Jamestown, June 29; China Brief, July 15). A significant new development occurred on the night of August 29-30, when the Indian Army took control of strategic heights at the southern bank of the Pangong Tso, a lake in eastern Ladakh that straddles the Line of Actual Control (LAC), the de facto border between India and China. The operation was significant: it was the first time since the eruption of tensions along the LAC in May that the Indian Army preempted the Chinese from unilaterally altering the status quo (The Telegraph, September 2).

- Events throughout 2020 have seen a measured but steady increase in tensions surrounding Taiwan. The government of the People’s Republic of China (PRC) continues to deny any legitimacy to the democratically-elected government of the Republic of China (ROC) in Taiwan. The PRC also continues to make menacing insistence upon unification on Beijing’s terms, in language that has grown more strident throughout the tenure of Chinese Communist Party (CCP) General Secretary Xi Jinping (China Brief, February 15, 2019; China Brief, November 1, 2019). Against this background, the PRC has reacted with both harsh rhetoric and saber rattling to enhanced U.S.-Taiwan diplomatic contacts in August and September, as well as a reported further round of impending U.S.-Taiwan arms sales (see discussion further below). One PRC English-language outlet opined in late September that “The U.S. has been releasing all kinds of supportive signals to Taiwan this year, with the level and frequency of their so-called interactions flagrantly enhanced… While [some in Taiwan] jump at such signals, they’d better think long and hard whether the signals are sweet poisons from the U.S. for Taiwan” (PLA Daily, September 25).

- Connectivity linkages between the People’s Republic of China (PRC) and trans-Himalayan countries have taken on a new hue with the recent Himalayan ‘Quadrilateral’ meeting between China, Pakistan, Afghanistan and Nepal (MOFA (PRC), July 27). Often referred to as a “handshake across the Himalayas,” China’s outreach in the region has been characterized by ‘comprehensive’ security agreements, infrastructure-oriented aid, enhanced focus on trade, public-private partnerships, and more recently, increased economic and security cooperation during the COVID-19 pandemic.[1] The geopolitics underlying China’s regional development initiatives, often connected with its crown jewel foreign policy project Belt and Road Initiative (BRI), have been highly concerning—not just for the countries involved, but also for neighboring middle powers like India, which have significant stakes in the region.[2] At the Himalayan Quad meeting, foreign ministers from all four countries deliberated on the need to enhance the BRI in the region through a “Health Silk Road”. Chinese Communist Party (CCP) General Secretary and PRC President Xi Jinping’s ‘Community of a Shared Future for Humanity’ was cited as justification for facilitating a “common future with closely entwined interests,” and the ministers agreed to work towards enhancing connectivity initiatives to ensuring a steady flow of trade and transport corridors in the region and building multilateralism in the World Health Organization (WHO) to promote a “global community of health” (Xinhua, July 28).

- As NATO Secretary General Jens Stoltenberg puts it, North Korea remains a "global threat that requires a global rsponse". The threats posed by North Korea are arguably imminent, with the potential to cause serious harm to the security of NATO member states. Since 2006, North Korea has conducted six nuclear tests, in clear defiance of the Treaty on Non -Proliferation of Nuclear Weapons (NPT) that the regime withdrew from in 2003. To date, the international community has failed to tame North Korea's nuclear ambitions, despite various diplomatic and political efforts. In addition to its nuclear capabilities, Pyongyang has made significant advances with conventional weapons, both chemical and biological, as well as with its cyber capabilities. - When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

- President Trump contends that “very rich and wealthy countries” like the Republic of Korea should pay more for American troops stationed in their countries. While a more balanced burden-sharing arrangement is necessary, the U.S.’s demand for a five-fold increase in South Korea’s contribution, from $924 million to $5 billion, threatens to tear apart the bilateral relationship and undermines U.S. interests on the Korean Peninsula. The issue demanding attention is not who pays how much, but whether the existing terms of the U.S.–ROK security relationship remain pertinent or must be revised. The long-term goal of U.S. grand strategy should be to facilitate the creation of a peaceful global order consisting of fully sovereign, law-abiding states capable of providing for their own security. Any state that hosts foreign forces and relies on those forces for its defense is not fully sovereign: It is dependent upon others to ensure its security. This describes the Republic of Korea today.

- During two critical meetings, Prime Minister Abe’s visit to France in May 2019, followed by President Macron’s visit to Japan in June of the same year, several elements were highlighted that demonstrate a close convergence of analysis on the strategic situation in the Indo-Pacific region. This convergence paves the way for increased opportunities for cooperation. Internal evolutions on defense-related issues in Japan since 2012 have made this type of cooperation more accessible. On the French side, a more assertive ambition for engagement in a critical area has been expressed on many occasions.

- Archival accounts of 19th centur y Tibet describe it as the forbidden, inaccessible, daunting and remotely unreachable territory of the Himalayas. Lhasa, the religious and administrative capital of Tibet since the mid-17th century literally meant “Place of the Gods” located at an elevation of about 3,600 m (11,800 ft) at the center of the Tibetan Plateau with the surrounding mountains rising to 5,500 m (18,000 ft). The air in this part contained only 68 percent oxygen compared to sea level, thereby indicating the geographic difficulties of the terrain. Tibet has stirred the curiosity amongst explorers, adventurists and researchers as being amongst the few places in the world that fired the imagination of adventurers. Owing to Buddhism, Japan, quite evidently had far more incentive than most others to reach Tibet, and ultimately, Lhasa. It was in the backdrop of these existential conditions that Ekai Kawaguchi (1866-1945) a Buddhist monk became the first Japanese explorer to embark upon a journey fraught with danger and uncertainty in May 1897 from Tokyo, to have succeeded in touching the frontier of the roof of the world, as he stepped on Tibetan soil for the first time on July 4, 1900.

- Standing atop the point where the snowcapped heads of the skyreaching Dhavalgiri ranges get interspersed with the undulating stretch of the northeast prairies of Tibet, scattered with shining streams of water, Ekai Kawaguchi was to keep heading north until arriving at Lake Mānsarovar. Having nothing else to guide him but a compass and a survey that he carried along with, Kawaguchi recalled that at the time of bidding adieu to his folks and friends back home in Japan, he had claimed to enter Tibet in three years. That day was June 26, 1897, and “… here I was, stepping on the soil of Tibet on July 4, 1900” filled with mixed feelings of joy, gratitude and hope.

- Around the decade of 1880s, a substantial number of native Indians (usually pilgrims and priests visiting sacred places) were permitted to enter Tibet. Ekai Kawaguchi recalled his experience and understanding of the Tibetans and described them as inherently hospitable people, by and large. Assessing the relationship existing formerly between British India and Tibet, Kawaguchi acknowledged that British India was closely connected with Tibet since long. In the initial phase, Tibet’s attitude towards the British Indian Government could not be termed resentful or hostile.

- Histor y often tends to repeat itself, or as Spanish-American philosopher, Jorge Agustín Santayana wrote in 1905-06 in The Life of Reason, “Those who cannot remember the past are condemned to repeat it”. While setting out to write on, or about Tibet, it is inevitable to conclude that there never was, or will be, a long walk to freedom either for Tibet, or for the holy chair of the successive Dalai Lamas – the god and king-in-one incarnation of Chen-re-zi, the Lord of Mercy – the patron deity of Tibet. The Dalai Lama not only governs his subjects in this life, but can influence their rebirth in the next, or as Tibetans believe is the “Ruler in this life, the Uplifter in the hereafter.” The journeys of the Dalai Lamas in and out of Tibet recount being perennially those, which forced them out of their homeland in the most pressing, dark, and arduous circumstances. These have been recorded most persuasively by Sir Charles Bell, British civil servant, and former British Political Representative in Tibet, Bhutan, and Sikkim, whose accounts dedicated to the memory of the 13th Dalai Lama stand testament to their long and affectionate friendship. Bell’s work Portrait of The Dalai Lama published in 1946 is amongst the finest accounts on Tibet’s chequered history. It’s important to understand Tibet’s geography and the course of events that shaped its historical and political destiny in order to realize the relations that Tibet shared with the powers that encircled it. The Chinese overlord ship, which commenced early in the 18th century and ended in 1912, was often little more than nominal. China’s endeavor to control the foreign policy of Tibet sprang mainly from two reasons: First, the Chinese desired the country as a barrier on the west; and second, from 1642, when the supreme authority of the Dalai Lama was established– China sought his spiritual backing to restrain the turbulent Mongols from invading the northern Chinese provinces.

- The Paris Peace Conference opened on January 18, 1919, paving way for an ensuing legacy of peacemaking. It aimed at fortifying the conceptual foundations in reference to the very essential premise on which peacemaking rests – i.e., bringing a conflict/war to a halt, and thereafter initiating a diplomatic process that seeks to provide a platform for initiating the process of reconciliation. Held at the Palace of Versailles, the Peace Conference saw delegates from 27 parties, with rigorous deliberations and recommendations that eventually got included into the Treaty of Versailles with Germany, held at the Hall of Mirrors at Versailles, on June 28, 1919.

- Beijing has imposed sanctions on North Korea each time the latter has conducted a nuclear test, sometimes leading Pyongyang to return to the negotiating table. The aim is to make North Korea abandon its nuclear program and open up its economy. RECOMMENDATIONS: ■ Denmark should support UN inspections of North Korea’s denuclearization activities, as well as the implementation of the Non-Proliferation Treaty (NPT) by the signatory states. ■ Denmark, in collaboration with other countries, can monitor the implementation of economic sanctions against North Korea while at the same time joining the EU’s discussions on the option of gradually easing sanctions. ■ Denmark should also prepare for the possibility of diplomatic and political normalization between North Korea and the rest of the world in the medium to long term....
